Lacombe County councillors disagreed whether Alix’s Moonwalkers qualifies for their financial support for its more than $120,000 operating deficit in 2015. County council, however, at its Jan. 14 regular meeting, unanimously voted in favour of deferring their decision until Alix can provide more information. “They are funding the entire deficit through taxation,” said Tim Timmonds, Lacombe County’s manager of corporate services. County Coun. Ken Wigmore said he was against helping fund Moonwalkers operating deficit. “I struggle with this. This was really started as a commercial venture. I don’t think we were any part of the discussions until there is a funding shortfall. Then they are knocking at the door looking for money. “Had they been successful in the commercial venture of it they probably would have been alright,” he added. “I think they started it to be a little bit of a tourist attraction. I’m a little leery to even open this door because if we start down this road where does it end? What other commercial venture are we going to get into in the rest of the municipality? It’s a playground.

We don’t support playgrounds within communities, only those in the county, therefore I have a little difficulty supporting this.” Likewise, Coun. Dana Kriel said she was struggling with approving funding of Moonwalkers’ deficit. And Coun. Barb Shepherd also wasn’t in favour of supporting Moonwalkers’ deficit. “I think Moonwalkers was originally started as a business. It was a business in Red Deer that was unsuccessful. I think Alix made the decision to purchase the business and the fact that it’s not profitable I think Alix has a decision to make. Either they are going to fund it on a deficit basis or it’s going to fail and I don’t think the county should be in the business of keeping failing businesses alive so I’m definitely not in favour of supporting it.” Lacombe County Commissioner Terry Hager told council that administration struggled with the issue as well. “We do know that the Abbey Centre in Blackfalds also has an indoor playground and we do fund that as part of the overall project that we share in the deficit of that facility. Request for better financial documents from Village

Cont’d from Pg 1 Administration recommended to Lacombe County council that the county provide Moonwalkers with 10 per cent of the $52,000 operating deficit, excluding the $68,000 lease costs. This would mean a $5,000 contribution from Lacombe County. Coun. Rod McDermand was in favour of the county helping fund Moonwalkers’ deficit comparing Moonwalkers to the indoor playground at Blackfalds’ Abbey Centre. “This is no different than the function that the Abbey Centre provides,” said Coun. McDermand. “For us to deny it is wrong. We need to be fair across the county.” Lacombe County’s policy allows council to support playgrounds in the county but not the playgrounds that are in municipalities within the county. Council, however, can override that policy because of an overriding clause. Coun. Brenda McKnight pointed out that the county helps fund spray parks in municipalities. Coun. Keith Stephenson asked whether Alix got into Moonwalkers as a commercial business or is it identified as recreation for the village. “To me it does fit in with our recreation plan as a playground,” he said. Coun. Wigmore maintained Moonwalkers is in a commercial building that is part of an incubator business type venture. “We don’t get into those and if you want to compare it to the Abbey Centre true enough. It (Abbey Centre indoor playground) doesn’t stand alone. It’s part of the building that falls with the swimming pool and everything else. We were involved in the Abbey Centre from the beginning and the concept. “I just have a lot of difficulty when someone decides to build something and then send us the bill,” added Coun. Wigmore. “The way I see it, after you have been (to Moonwalkers) two or three times, it becomes old hat and people don’t come back. I think the deficit is just going to start climbing from here. They have a fairly big staff there. I just have difficulty with it so I’m not in favour of supporting it.” Moonwalkers employs eight people, three full time and five part time, including students.

In 2012 Alix came up with the idea of a community activity centre plus business incubator project. The project is a private-public partnership between the Village of Alix and Creative Infrastructure from Wetaskiwin. Alix didn’t have to pay for the development up front. But rather, the private company paid for its construction and then leased back the space to the village for 20 years, after which time Alix can buy back the building for $1 if they SPECIAL choose. The facility is the home of Alix’s FCSS, the recreation department and Moonwalkers. In addition, the facility is

available to local businesses to lease as part of Alix’s incubator project where local businesses, that are just starting up or expanding, get a reduced rent for a negotiated length of time to give them a stable location. Coun. Kriel said she would like to see better financial documents from the Village of Alix on Moonwalkers. “As I was looking through the financial stuff in here it is really hard to

glean what the losses are,” she said. “They are a little hard to read.” Council unanimously agreed to defer the item for time to think, to get more detailed financial information from Alix, and for clearer details on how many of Moonwalkers’ users are from Lacombe County. “I think it’s a wonderful facility and we (county) support recreation and youth and health,” said Coun. McKnight.

Progressive Waste Solutions seeking letter of support Dena Clark ECA Review Reporter Council members agreed to provide a letter of support from the Town of Coronation to Progressive Waste Solutions (PWS) for the renewal of their environmental waste license for 2016 during their regular meeting on Mon., Jan. 11. Dan Rochette, Manager of Business Development for Progressive Waste Solutions informed council that construction on cell 10 at the local landfill was completed in 2015 and cell 11 is scheduled to be completed in 2016. Rochette also stated that PWS has plans to change the flow of trucks in and out of the site on the east side this year. A new road off of Twp. Rd. 370 will further improve the traffic situation, however during peak times there still may be a line up of trucks. Various tactics have been implemented to address the seagull problem at the landfill. These include introducing hawks as well as alternating between “bangers” and pyrotechnics to keep the birds from growing accustomed to any one scare tactic. Progressive Waste Solutions has also made “a financial commitment” to

consult with the company Predator, who specialize in these kinds of bird issues, says Rochette. There are currently a couple of different odour suppressing systems in place however during the cooler months odour is less of an issue. One of the largest issues facing the landfill is high winds. Although high fencing, including portable fences which are used for catching flying litter when trucks are unloading, manage to catch the majority of debris, when the winds are unusually high the landfill will shut down despite the pinch it causes at their other facilities. Rochette also pointed out that in addition to the $50,000 per month that is spent locally in oil, fuel, lodging, equipment, vehicle parts, tires and restaurants, approximately $100,000 is contributed annually to the local communities through the community host agreement with Paintearth Regional Waste Management. A royalty fee based upon the volume of material that comes into the facility each year amounts to around $500,000. The landfill accepts county refuse at no charge which is approximately 3,000

tonnes per year. The landfill employs 19 full time staff during the winter months and 23 during the summer months.

Council was presented with project details and cost estimates for the extension of the town’s water service south on Coronation St. to William Street. Some alterations to the project were

recommended by Council and a revised cost estimate was provided by BSEI Engineering. It was determined that there will be no cost to the Town for ATCO Gas to relocate the gas main. Therefore the estimated cost of $30,000 was removed from the total project costing. The revised estimated project cost is $464,235, which includes a 10 per cent contingency allowance of $37,385. Dear Editor, In response to article in the Western Producer, “Benefits of farm workplace insurance” by Toby Malloy dated Dec. 24, 2015. The farm workplace insurance (WCB) that the Alberta government wants in place for Albertan farm workers is the worst insurance anyone could have. Why? WCB covers a person only on the job - not to or from work or at home, etcetera. It is the responsibility of “any employee in any profession” to look after having their own insurance for injury, sickness, etcetera, just as employers do. There is injury insurance that covers a person 24 hours a day at work, home, in Canada and anywhere else in the world. Even better yet, it is cheaper. One such example, for $500, a person can get year round injury coverage

The Village of Botha held a special meeting Jan. 6 to address the resignation of their Chief Administrative Officer Eric Jerrard and Coun. Frank O’Hagan. At the special meeting, Botha decided to make a formal request to the County of Stettler for administrative assistance. At the Jan. 13 county meeting, CAO Tim Fox assured council that Municipal Affairs determined there is no conflict of interest to provide the services, given that Botha is undergoing a viability review and the county is on the review team. Administration active on climate change task force Cont’d from Pg 6 Administration has been active on the newly established Climate Change Task Force spearheaded by Cactus Corridor Economic Development Corporation with representation from the Town of Hanna and Special Areas. The goal of the task force is to be proactive and work with the province and industry to accomplish two objectives. First, to understand the implications of the new provincial climate change policy on the Town of Hanna and surrounding area and secondly, to work with the province and industry on new potential industry opportunities.

Marriage and Family Therapy program increasing services

Gwen Snell, Director of Community Services reported to council that the Hanna Marriage and Family Therapy program will be increasing services with an additional two days per month for a total of six days monthly. The increased time was needed due to long waiting lists which have been experienced since June of 2015. The Hanna Agricultural Society indicated that Special Areas will contribute $3,000 annually for three years towards the program. Additional funding partners are being sought to ensure that the program remains sustainable.

Mondays, most fire calls

Surprisingly, Mondays had the highest percentage (23) of fire calls in the Hanna area reported Director Fire Chief Adrian Mohl during his presentation to council. Equally surprising was that Saturdays had the least amount of calls with only eight per cent.

The hours between noon and 6 p.m. had 52 per cent of the calls. There were 87 calls last year which is up from 67 calls in 2014 and down from 94 in 2013. Of those 87 calls, 31 were in Hanna and 56 were out of town, which includes mutual aid and Special Areas, even though there were no mutual aid calls last year. Their top three calls, which make up 70 per cent of their total calls were false alarms at 26 per cent, motor vehicle calls at 23 per cent and grass fires at 21 per cent. With such a high percentage of calls being false alarms, council discussed implementing a ‘penalty fee’ for repeat false alarm offenders. Mohl stated that there had been no repeat offenders for false alarms and false alarms can include calls where carbon monoxide detectors have gone off, however no actual fires were on site.

The other options presented were to construct just the shop at $9,648,526 or to build neither and renovate the existing shop. “We can kick this can down the road for 15 years,” stated Coun. James Nibourg, who made the motion to proceed with both buildings. “In the economic time that we’re in, it’s not fiscally responsible,” countered Coun. Dave Grover. Coun. Lake residents look for inclusion

Buffalo Lake residents Darrel Baltimore and Julie Rattan approached council with a request to include representatives from the lake communities on the Buffalo Lake South Shore Management Committee. The non-voting ‘members at large’ would give input on behalf of their communities as well as take back information from meetings to their residents. More collaboration key to region’s success Press release The Flagstaff Intermunicipal Partnership (FIP) has been working together since 2003 to find local solutions for regional issues. Successful initiatives include: Regional Emergency Services Communications system, regional SCADA system for water treatment plants, Regional Assessment Review Board, Regional Subdivision and Development Appeal Board. In addition, the communities have existing established partnerships in: Waste Management, Housing, FCSS, and RCMP advisory. FIP has now expanded the options to be examined in an effort to ensure the future sustainability of our region. A new process known as the Regional Governance Project has been developed to ensure options for deeper collaboration are clearly superior to existing arrangements as well as ensure the options chosen are most appropriate given the future needs of today’s citizens in the communities. The Committee will be requesting the assistance of the public and stakeholders, local agencies, boards, commissions, municipal employees and elected officials, as well as seek

the counsel and advice of Municipal Affairs and an impartial consultant to provide information and collect feedback to ensure that the most effective solutions are found for all of our citizens. Why are we doing this now? In the past year we have seen two communities in our region move to Hamlet status. The Minister of Municipal Affairs is following what other provinces have done, and has made statements such as “municipalities will form partnerships”, “new ways to integrate services” and “looking for ways to support municipalities to partner ... funding is a great way”. To date, the committee has approved a terms of reference for the project and authorized staff to retain a consultant to ensure that the project momentum is maintained. The Flagstaff Intermunicipal Partnership is a committee made up of representatives from all municipalities within the

Flagstaff Region: Towns of Daysland, Hardisty, Killam and Sedgewick, the Villages of Alliance, Forestburg, Heisler and Lougheed and Flagstaff

ECA Review Reporter Delburne is in the running for a chance to win $100,000 for arena upgrades plus an opportunity to host an NHL pre-season game with the village’s nomination for The 2016 Kraft Hockeyville competition. At the Jan. 12 meeting, council threw its support behind the nomination, agreeing to promote the bid on its Facebook page and other social media. Kraft Canada, the NHL and the NHL Players Association sponsor Kraft Hockeyville. This is the tenth year for the competition, which has donated over $2 million to 53 communities across Canada. Once all nominations are in, a panel of judges will pick the top 10 entries: five from Eastern Canada and five from Western Canada. At that point, Canadians can vote for their choice. The top finalists from east and west move to the final round of voting. Canadians will again vote for their favourite to determine the winner.

Village buys back lots

Tough economic times are starting to affect village business. Two residential lots that were purchased from the village are scheduled to be bought back by the village, 3” wide as per the sales agreement.

Both lots are currently vacant. Both parties that had purchased the lots with intent to develop have had to adjust their plans because of job losses and health issues. The sales agreement allows the village to purchase back the lots minus any administration costs.

New way to advertise

Council debated the merits of including a business section in the Village Voice, the village’s monthly newsletter. Currently, only non-profit organizations can advertise in the newsletter but council is considering inserting a page with paid business advertisements. “What about competition to our local paper?” asked Coun. Kathy Faulk, referring to The Delburne and District News. “Promoting our businesses is good for the village,” countered Coun. Tim Wilson. Council agreed that including paid ads would help to offset the costs for printing the newsletter and opted to direct administration to bring back advertising rates for council’s consideration.
