SUNSHINE CLUB

Club welcomed new member The Sunshine Club of Coronation had another great year and kicked it off with a Chinese Supper and a Court Whist Tournament held at the condo in Coronation in January. During the year they made their usual donations to the Music Festival, Stars, the Handibus, Best stories Grade 1, 2 and 3 and Grade 4, 5 and 6 at the Coronation Fair and also the Math 30

award at the Coronation School which was presented to Amber Burkinshaw. At the November meeting members brought toiletries to be donated to the Women’s Shelter in Red Deer. They prepared soup and sandwich lunch for the workers and judges at the Fair and organized the Money Pit for the children on Fair Day.

In September they welcomed Tracey Checkel to the Club. The third Wednesday of each month, except August, they go to the Assisted Living to play bingo with the residents. They take turns bringing lunch to share with them also. December 17 they held their Christmas pot-luck supper at the Golden Age Centre. The Executive for 2017 is president Anna Rodvang, vice-president - Pat Watson and secretary - Bubbles Bullick.

Dear Editor, I feel once again disgusted that these so called government people believe they can do whatever they want and stuff garbage down our throats. I received the so-called rebate to help out with this putrid carbon tax. It says they deposited $100 in my account. I don’t use direct deposit. I feel totally disgraced as it will cost every individual $3000 to $5000 per year extra with this ignorant tax grab.

It is not about just heating, transportation and hydro. Everything we buy is connected and it will go right down the line in prices rising, especially food. To think governments think we are so stupid that we can be humiliated like this. They stuffed the metric system, the GST, down our throats, and the list goes on, and it happened, so how did we let it.

Stettler services continue to face budget deficits Linda Stillinger

ECA Review Reporter A Heartland Youth Center (HYC) delegation, including participating youth, presented their 2017 budget to Stettler town council at the Jan. 17 meeting, sharing examples of the impact the center has had on area youth. With 270 registered members ages 6 to 18, HYC is home to the Boys and Girls Club and Big Brothers Big Sisters programs, offering after school programs, activities, and mentorship to Stettler town and county kids. Adult volunteers include 53 involved with activities and 97 in fundraising, while 43 teen volunteers are involved as leaders, mentors and in service to the club and community. Recognizing the importance of the HYC to the community, the town of Stettler has contributed $40,000 to the center each year since Family and Community Support Services

(FCSS) funding was discontinued in 2013. With total revenue of $87,700 and projected fundraising of $127,700, the youth center still faces a 2017 budget deficit of $91,410. Committed to sustainable funding, town council accepted the 2017 Operating Budget as presented and unanimously approved a contribution of $40,000 to HYC. The Heartland Youth Center is jointly funded by the Town and County of Stettler.

Handibus Society

The Stettler and District Handibus Society also presented their 2017 Operating Budget at the meeting. Noting a decrease in passenger fares and an increase in wages and benefits, the society projects a deficit of $22,900 in their operating budget. Further discussions included the as yet unknown impact of the carbon tax and alternative funding suggestions. Stettler council accepted the

budget as presented and approved a $20,000 funding request.

New turf mower awarded

In the 2016 Capital budget, council approved $120,000 for the replacement of the John Deere 11 foot turf mower. Tenders from Cervus Equipment Ltd. for a John Deere at $74,150 and Oak Creek Golf and Turf for a Toro at $77,870 were received. Each tender included a twoyear warranty. Both bids came in under the approved budgeted price. After testing both machines, Stettler Parks and Leisure Services (PLS) staff came to the conclusion that the Toro had much better controls, a faster cutting speed, and was designed with easy access for service operations. PLS administration presented their conclusions to council, noting that the enhanced lifetime productivity gained with the Toro model would more justify the slightly

New Coronation businesses Cont’d from Pg 3 Coronation town council motioned unanimously to approve the dissolution of the Castor and District Housing Authority and the Town of Coronation Housing Authority for the purpose of forming a new Regional Housing Authority and that the terms of reference be determined in a cooperative manner between the four municipal partners. If success in developing this new authority is realized, then the government would be asked to dissolve the two ministerial orders presently in place and replace it with the one ministerial order for the region. This would only apply should the two bodies successfully amalgamate.

Development approvals

Coronation town council approved two development permit applications during their regular meeting on Mon. Jan. 16. Sonic Oilfield Service Ltd. plans are to establish an oilfield fluid hauling company and a KCL potassium chloride and water blending facility on the old site that was originally a millwright shop owned by Lyle Bridge at 4011 Victoria Ave. in the industrial area. The purpose is for mixing potash and water with two tanks for water and three for the mixed product. The second development permit application approved was for Trevor Hughes for establishing of a woodworking business and a residential suite in the old Acklands building at 4813 Victoria Ave. The existing offices will be renovated into a dwelling with the woodworking in the back of the building. Rindal Oilfield Services received council approval for a temporary use of a paving plant on his commercial property for the Hwy 12 paving project this year.

Mary Buelow passed away at Bashaw Meadows on Sunday, January 15, 2017 at the age of 98 years. ON THE OTHER HAND

Democracy at its very best by Brenda P. Schimke I sat down to read an article, “Answers Wanted” by Sarah Pratt in the winter 2016 edition of the University of Alberta Alumni Magazine. In it was a quote from Maria Mayan, PhD, assistant director of the Community-University Partnership in the U of A’s Faculty of Extension, saying, “Imagine if someone sat above your desk watching you work and then wrote a report about your job without talking to you. It would be an incomplete picture.” She’s making the argument that a researcher can’t solve problems by holing up in their ivory towers and not work with the people who live the issues they’re trying to solve. Prime Minister Trudeau is on a cross-country tour and is getting tough questions from Canadians. Trudeau could have chosen to attend the World Economic Forum’s annual meeting in Davos, Switzerland instead. A meeting where the richest of the richest, multi-national corporations and rich-guy-funded foundations and charities gather with political leaders to get an economic update—almost solely from the perspective of the rich and famous. He went last year, which probably was a good idea for networking, but it is nothing more than a sanctioned propaganda meeting that supposedly passes the smell test for conflict of interest. Or, Trudeau could be hiding in his office and letting his PMO staff tweet and deflect the tough questions. He could be sneaking out the back door of the House of Commons and avoiding the press scrum. He could be reducing press conferences to infrequent nuisances with only a few questions from friendly journalists. While on the road, he could have held forums with invited guests only and friendly scripted questions. He could have ignored those ridings or provinces that are clearly unfriendly to a Liberal leader. He could be leading chants to shout down Liberal dissenters. Instead he’s on the road hearing from Canadians.

Best of all, it appears the Opposition parties have been respectful of the democratic process by not stacking the forums with dissenters and politically biased questions. Trudeau is taking the heat from ordinary citizens like you and me. And no, he can’t or won’t answer every question to the satisfaction of the questioner because he is responsible for over 32 million people, not just one. You do not need to agree with Prime Minister Trudeau’s policies or his religion, or his selfies, but surely it’s worth noting that this is democracy at its very best. Of course, in the age of socially acceptable boorish behaviour, it is understandable for leaders to avoid such interactions. At least Trudeau is not a boorish cheerleader. If might just be one person, or one story that impacts the Prime Minister and gives him a new insight into making a better decision for Canada as a whole. It might be that he hears an overwhelming dissatisfaction on some policy and might ask his staff to review the policy again. It might not make any difference in the short-term but impact future decisions. It might be a wakeup call that English-speaking Quebecers should have their questions respectfully answered in English rather than French. But be assured any politician who has the guts to face the electorate directly, make a faux pas or two, answer stupidly once in a while, is a very strong leader. These exchanges will strengthen the Prime Minister’s empathy and understanding because listening and hearing always has that effect. The value of Trudeau’s crosscountry tour is equivalent to what Mayan was getting at with her comments about working with the people who live the issues you are representing. In contrast, it does not take an ounce of toughness or manliness to hide behind a twitter feed.

More NDP deception by Herman Schwenk Here we go again! The Alberta NDP Government is assuming that the citizens of this province are gullible. They think that we are too dumb to figure out what they are up to and in many cases they may be right. They have stated that about 60 per cent of Albertans have a low enough income that they will receive a rebate on the carbon tax that they have paid. On the face of it, this seems like a thoughtful and generous way to help people that are cash strapped. I would suggest that that is not the motivation for this so called rebate. In the first place, this is not a rebate. I always figured that a rebate was when you overpaid or were overcharged for something and then were paid back the money that you had overpaid. That is not what is happening in this situation. I know some of my neighbours have already had money deposited into their bank accounts. Other than maybe filling up their gas tanks, they haven’t paid any tax yet so how can that money be a rebate? It is ‘sucker-bate’ that’s what it is! It has been reported that many people that have left this province have also received payments into their bank accounts. That is a rebate for what? Good luck on the government getting much of that money back. I don’t think that many people receiving this windfall will be complaining and that is the deception in this issue. The idea that this carbon tax was intended to reduce carbon emissions is just a smoke screen. The tax would have to be 10 times as high to actually get people to buy less gas or turn down their thermostats. This prepaid rebate is designed to do two things, get you hooked on government handouts and redistribute wealth. When Rachel Notley became the premier of Alberta she hired the most biased and radical left-wing thinkers that were available, mostly from Ontario. The whole idea was to try and change the culture of how we think in Alberta. Changing the culture of how

people think has always been an objective of socialist philosophy. Lining people’s pockets with carbon tax money is the ideal way to coerce the population into thinking what a caring and generous government we have here in Alberta! I think this culture thing goes a lot farther than training the population to be dependent on government. Socialists do not like capitalism. They like a system where people are dependent on government. Capitalists are free thinkers and this makes it difficult for governments to impose heavy-handed legislation on the population. The Alberta Climate Change Plan is not intended to change the climate. They have to know as well as we do that the climate will change one way or another and it will not change because of what people do.

The plan is intended to change the way we live. I think there is a conspiracy between environmentalists, progressive politicians and the media to change the basic economic structure of this province. Notley is working as hard as she can to cast in stone her vision of legislation and policy that can’t be repealed by a subsequent government. Once large subsidized wind farms are constructed and efficient coal fired electric generators are decommissioned it will be very hard for another government to repeal these actions because there will likely be long term contracts associated with this type of infrastructure. Her deception could very well have Alberta in the same mess as Ontario in a short period of time. The fact that we will be on our way to be an economic basket case does not seem to be of concern.

Cont’d from Pg 5 So what opportunities are available for individual beef producers to capitalize on terminal calf production while maintaining a cost-effective cow herd? Recently, Dickinson Research Extension Center researchers evaluated and pondered the results of this very question. For ease of discussion and simplicity, the larger cattle had a 10 percent advantage when a cattle system is evaluated based on calves as the unit of production, but when based on acres as the unit of production, smaller cattle had a 10 percent advantage in total herd revenue. These percentages are going to vary depending on the various aspects of individual cattle operations, but the conclusion certainly notes the opportunity for producers to try to capture both sides of the question: growth and cost-effective maternal production. So what should a producer do? Begin by selecting sires within the

current breed of use that would meet the desired criteria. The challenge is finding a pool of sires that excel in maternal and terminal production. In fact, one could say they are relatively unavailable. Growth and carcass traits co-exist. Growth and milk co-exist. Growth and controlled birth weight co-exist. But the challenge of growth and the combination of the right replacement traits is more difficult. The solution may be reaching out to other breeds or lines within a breed. Either way, one big stumbling block always appears; that is, the need for different bulls means more pastures and more fences. (More on that at a later date.) For now, remember these so-called crossbred calves can excel in growth. Turn to Advantages, Pg 8

The crossing of cattle breeds or selected lines of cattle opened a new dimension in the daily grind of raising cattle. Producers loved the freshness of vigor, thus a new term - hybrid vigor or heterosis - was developed.

That technically referred to the measureable and nonmeasurable advantage in the calf, which was greater than the average of what one would expect based on the average measureable performance of each parent breed. For producers, this was a gift from Mother Nature. Thus, this was the beginning of crossbreeding in commercial cattle production. Commercial production systems soon were developed to explore and document the advantages of

crossbreeding, and more refined breeding systems were established. Rotational and terminal crossbreeding systems were put on paper and made the educational sessions of the time. The classic, the black baldy, was produced and named. The Hereford and Angus-crossed calf excelled, and when the females were kept as replacements, these crossbred cows had improved fertility and successful pregnancies. This was good. But for many people, being good is never good enough. If the traditional English-bred cattle would respond to crossbreeding, why not search the world and bring in more breeds? Producers did, and brought in new breeds that were distinctly different from the traditional breeds. Another classic was created: The black baldy cows were bred to imported Charolais cattle, and calf growth simply mushroomed. These socalled “terminal” calves excelled in red meat production and feedlot performance. These classic Hereford-Angus crossbreeding programs were well-documented and the advantages are real. Perhaps Mother Nature’s gift should be opened again. And just maybe some fence could be added to the list. May you find all your ear tags.

BREEDERS’ EDGERTON SCHOOL STORIES

Students used pencils until ink thawed by Wes Laporte The settlement of the prairies was an ambitious process and the struggle to form and maintain school districts in rural areas was no exception. Most saw the creation of schools as a necessity and as central to civilization and progress, but there was opposition. Fires were also a frequent adversary and there was the constant threat of illness and tragedy. However, despite the obstacles and the setbacks, grit and stubbornness persevered and the Edgerton area was home to many rural school districts. We’ve seen in earlier Edgerton school stories that the small schoolhouses and country tales could be fun and humourous, but its important to remember that times were also tough and that the men and women involved were passionate believers in the project and in the worthiness of their new home. As with most things, money was a concern from the start. In 1911 the single men, not wanting to pay a new tax, opposed the creation of the Aspen School district. However, they were eventually swayed by the promised growth of their district and the possibility of eligible women coming to their area. This school tax was also fiercely

resisted by members of the Battle Valley district, whose refusal to pay nearly led to the closure of the school in 1914. A shortage of students and, again, insufficient tax income, resulted in the school moving south in 1948. Despite these issues, Battle Valley School District No. 2184 welcomed students through its doors for 46 years, a testament to perseverance. Minutes from the hiring of Saddle Hill School’s first teacher, a Miss Borden, sum up the financial struggle and insecurity faced by so many early schools. In discussing Miss Borden’s salary, the minutes read: “$67 per month for eight months more or less as long as the money holds out.” Once again, the school and the rural residents were just stubborn enough to make things work and Saddle Hill district survived until 1952. While money has always been an issue, the physical structure of the schools was occasionally problematic. Browning School remembers the cold and records that students worked in pencil until noon, when their ink had thawed. The schools had to be heated, but this led to disaster itself. BREEDERS’ Determined to make a home Cont’d from Pg 9 The same Browning School was destroyed by fire two years after it was constructed. Originally built in 1912, the Empire schoolhouse burned in 1951, along with the original district records. Similarly, the “old” Ribstone School was consumed in 1937. Losing the schoolhouse to fire would have been a massive blow, but all three school districts rebuilt their schoolhouses the same year as their fire. Sickness could also threaten a school district. Giles School, No. 2494, tells us of a young family that lived close to the schoolhouse. The children would often go home for lunch and one day their mother had prepared a stew of wild mushrooms. Shortly after returning to school Patrinka, the youngest child, was unwell and fell out of her desk. Patrinka’s father was notified and was soon rushing his daughter to the doctor in Wainwright at full speed. A bumpy road and a fast horse made the young girl queasy and Patrinka ‘lost her lunch,’ saving her life. The students at Browning School were often treated to picnics at nearby Arm Lake. On one occasion two of the older boys, Will and Alfred, arrived early and caught enough fish for everyone to have a feast. Everyone was soon ill with dysentery, except for the fishermen themselves “and the reason still remains a mystery.”

These anecdotes and stories show that the rural schools faced many issues but managed to cling on and struggle onwards. However, attendance would drop until the districts were eventually closed and the students bussed to the Edgerton School in the early 1950s. The Browning School entry in Edgerton’s local history book, Winds of Change, describes how the schools were used for education, but also hosted dances, socials, picnics, Sunday school, and embarkation parties. They were “the nucleus of the community and all our social functions were held there. Those days are gone, the schoolyard is empty, but the memories are ours to cherish.” Through all the humour and all the setbacks, the story of Edgerton’s rural school districts is one of struggle and of perseverance. The settlers were determined to make a home for their families and to create a community. An entry in Winds of Change, written many years ago, sums up this spirit: “The original Giles School still stands as a tribute to those hardy pioneers who built our districts and to those teachers having done such a marvelous job in a one-room rural school.” The Village of Edgerton is proud of our history.

BREEDERS’ Communities receive over $500,000 in Canada’s 150 grants The communities of Stettler, Consort, Killam, Heisler and Coronation will receive a total of $549,705 through the Government of Canada’s Canada 150 Community Infrastructure Program to help communities modernize local recreation facilities and community infrastructure. Coronation Memorial Arena Board will receive $32,117 for enhancing the skating rink, Heisler Ag Society received $36,500 to convert the skating arena into a multi-use facility; Stettler Curling Club received $38,421 to renovate the curling arena, Town of Killam received $67,667 to upgrade their arena and the Village of Consort received

$375,000 to upgrade the ice plant at the Sportsplex. The Canada 150 Community Infrastructure Program is part of ‘Canada 150 Celebrates’, the Government of Canada’s celebration of our country’s 150th anniversary of Confederation. Budget 2016 provided an additional $150 million over two years to Canada’s Regional Development Agencies to deliver further community funding across the country, starting in 2016-17, with Western Economic Diversification Canada (WD) being responsible for administering the program in Western Canada.

More the rule, than the exception

Dear Editor, I would like to share with you some facts regarding my attempt to have council address my concern regarding the Morrin Chief Administrator Officer, CAO providing childcare in the Morrin Village office during regular business hours. It is my contention that this practice is, among other things, using ratepayer facilities, equipment and personnel for personal use. At the April 20, 2016 regular meeting of the Morrin Village council I presented a number of ratepayer concerns including the childcare concern (the other concerns will be addressed in a second submission to the Village lawyer). Council did not respond to this concern at that time but stated they would get back to me at the May 19, 2016 rescheduled regular meeting. I was given a place in the May 19 meeting and when I asked council about my concern I was told it was in legal hands and they would not be responding. In due course I received a letter from the Village lawyer, dated June 15, 2016, highlighting the points in my ratepayer concerns submission from the April 20, 2016 meeting and stating I was to ‘cease and desist’ any further discussion of those matters other than through legal channels to council. July 8, 2016 I prepared a response and submitted, as

requested, to the Village lawyer for submission to Village council. This letter concluded with this statement: “In closing, I can substantiate all of the information in my April 20, 2016 presentation to council. If they sincerely wish to address these issues I would ask them to invite me to a council meeting to show their good faith with an open and forthright discussion. Going forward I will not go out of my way to discuss these concerns but will continue to share

these facts with anyone who would like to be made aware of them”. To date Village council has made no effort to respond. The ‘offhand’ statement (“the CAO’s grandson is registered in Day Care”) by Mayor Lacher after adjournment of the July 20, 2016 meeting, in my view, could be considered a breach of trust as reference to a subject that was in “legal hands” was broached in public.

People have to realize that the great ‘picture boy’ down East is going to carbon tax us some more. All for nothing, as people have been forced to cut corners already, or lost their homes and froze in their homes with no heat. All I hear from everyone is how they are going to get applications to apply for reimbursement on some project. The word is that it is government money and we sure need to take advantage of these programs. Governments don’t have money, it is your money that was taxed from you. They buy votes with your own money. I never took a dime of any of this and I sure didn’t need $100 rebate on carbon tax, that is costing me $3000. Just scrap the fraudulent carbon tax and cut government spending on jets, huge government severance packages, huge MP pensions and all the perks every form of government gives themselves. Let us decide what those government people are worth and the debt will be cleared fast. We may decide that you will have to be replaced especially in agriculture and see how you people like to make do.

There are rumours that the Wildrose people should go to the Conservative camp. “Hello, not again.” That is how the NDP got into Alberta when some Wildrose renegades crawled across the floor. Let’s not see this again. The people of Alberta need the Wildrose party, just for the ‘freedom of change’. Maybe it won’t be better but we could have hope that the selfindulgent perks would change and we could get the carbon tax scrapped and build our own Alberta. Temple Grandin said that no one should be told not to eat meat, but handle the livestock with common sense. The meat is great protein for life and limb. I quote, “Let’s take our agriculture industry back and not have some educated city person tell us how to raise livestock. Let’s have educated livestock people govern our own industry.” How about everyone stop complaining about this and everyone write, maybe one line, into newspapers. When thousands of one liners hit the media about how stupid all this is, maybe we could take our lives back. In other words, start demonstrating all over Alberta and don’t stop. Additionally, it was recorded in the July 28, 2016 publication of the ECA Review newspaper and, as well, referring to her grandson, “he goes to school during the day and in daycare on days off”. Firstly, I do not feel that the ‘off hand’ statement by Mayor Lacher in public July 20 constitutes, by any standard, resolution of an issue by two parties. Council had no problem discussing this matter with a newspaper reporter following the meeting, while leaving me out of the conversation. I had attended the meeting but was not involved in or aware of the discussion following the meeting. I had left after adjournment and hearing the Mayor’s statement. Until Dec. 29 I was unaware that my concern, in the CAO’s view, had been resolved. Secondly, the grandson continued to be in the

Village office on school days and days off. Consequently, I still felt I was entitled to an explanation from council as to why the CAO is allowed to care for her grandchild in the Village office during regular business hours, as the practice was still going on. Jan. 13, 2017, I contacted CAO Plachner to request a meeting with council at the regular meeting, Jan. 18, 2017 to discuss her childcare during regular business hours. CAO Plachner’s response (now number three) was “your request is denied as this is not a valid issue. This is a public building and my grandson, by law, is allowed here in the office after school for half an hour to visit me. Check with your attorney”. To this I replied: “That is great to hear! I will publish your statement in the local papers and encourage other parents with children to have them come down and visit you after school

for half an hour”. CAO replied: (I would submit, no sense of humour!): “I would like to bring to your attention that stalking is a criminal offense. I know you were stalking the Village office, myself and my grandson from the United Church window for several days. I have logged the days and times and have pictures of you entering and leaving the church and have therefore, for the safety of my grandson and myself have contacted the RCMP”. As an aside, as a member of the Morrin United Church, I do maintenance on a volunteer basis and, as I am retired, have no set schedule when I attend to my duties. In conclusion, I submit I am not an unreasonable person and appreciate, from time to time, due to unforeseen circumstances, that employees may have to care for family members in the workplace. My concern is that this situation is ‘more the rule

than the exception’. Additionally, I am concerned and disappointed that council has chosen to use legal and evasive means rather than being open, respectful and transparent with me in dealing with this matter. Respectfully submitted, Howard Helton Morrin, Ab.
