Daysland refuses to say what in-camera sessions about Beth Causley

ECA Review Reporter Daysland’s regular council meeting on June 23 started off with Coun. Darrel McNabb refusing to accept the minutes from the special meeting held on June 11. McNabb stated that he was not present at that meeting. Chief Administration Officer (CAO) Rod Krips gave McNabb a paper copy of the meeting minutes and while McNabb took time to read over them while council waited, he still maintained that he was not at the meeting. Mayor Gail Watt explained that the special meeting on June 11 was a 10 minute meeting held to clarify the mill rate before announcing it publicly but McNabb maintained that he was not present for the meeting. “Something’s going on that shouldn’t be,” he said, shaking his head and voted not to accept the June 11 meeting minutes. The meeting was later interrupted for an in-camera session with delegations from Flagstaff County arriving. The Daysland residents who attended the meeting were not introduced to the delegates and were ushered out to wait in the office area for the in-camera meeting to end. Before going into the in-camera session, that was not included in the agenda, the ECA Review asked what they were going in-camera to discuss, as there are only three reasons that a council can go incamera for; land, legal or personnel. Mayor Watt, who in the past has refused to acknowledge what in-camera sessions are about refused again at this meeting to tell the audience. “We are not getting into semantics,” said Watt. “It’s a confidential meeting with the County of Flagstaff and council.” CAO Krips tried to interrupt but Watt continued.

“They asked for it,” she said. Looking at Krips she asked, “Do you disagree Rod?” “No, he answered, getting up to usher people out of the meeting. There was no report from council about the in-camera meeting once the regular meeting resumed. When describing in-camera discussions Alberta Municipal Affairs says that “the agenda should contain a ‘Confidential’ heading and then provide a brief description of the topic. For example, “Personnel - Evaluation” could be used to describe conducting the performance appraisal of a chief administrative officer of “Legal Arena Project” could describe discussions regarding a pending court case. Further information is not required.” When Mayor Watt tried to end the meeting, after council had concluded their reports, McNabb said that he wanted to talk to council “without all of them present,” he said waving at the audience. When CAO Krips asked him what it was about McNabb leaned over the table to whisper, what sounded like he didn’t get paid for a meeting. Mayor Watt waved her arm and moved for council to go in-camera. The Daysland residents and the ECA Review were out front after the meeting discussing the fact that Mayor Watt refused to tell why they were going in-camera. When the ECA Review asked residents if it caused concern they agreed saying that it made them wonder if something was going on. “Makes you wonder what they are up to,” said one of the residents. The conversation was interrupted when McNabb came out of the building ahead of any of the other councillors. “Somebody’s going to get a licking,” he said but would not elaborate with the press.

Daysland 2014 financials show $140,000 debt

ECA Review Reporter The 2014 audit financial statements were presented at the regular Daysland meeting on June 23, with copies available for Daysland residents and the press and showed that the town was in debt for $141,631. The 2014 audit financial statements had already been presented to council in an in-camera session at a previous meeting, where no one but council and the auditor could attend. The town spent a total of $604,053 on salaries, not including contract and general services. The Chief Administration Officer’s (CAO) salary for 2014 was $107,550 not including benefits and allowances, an increase of $8911 from 2013. Certified General Accountant Brian King, who presented the 2014 financial statements, said that the town did not have enough funds to cover reserves and had a debt of $141,631. The town has committed annual funding of $30,000 to the Daysland Hospital Foundation for the new Daysland Medical Clinic until 2019 with committed funds remaining at the and of 2014 were $150,000.

Coronation recycling program in question

Many queries have come to both Coronation town councillors and the town about the recycling that is being picked up by CanPak, council heard at their regular meeting on June 22. There have been many complaints to the town that workers are picking up recycling and throwing into the garbage truck and dumping it at the Coronation landfill. Chief Administration Officer (CAO) Sandra Kulyk said that they need to get information out there to residents that CanPak will not pick up recyclables that are contaminated (with soil, food particles etcetera) and that everything that goes into the boxes for recycling must be cleaned and

free from such contaminates. Kulyk reminded council that the garbage truck is used for both garbage and recycling pick up in the town, with the recycling being picked up after garbage has been picked up and dumped at the landfill. Kulyk said that she had contacted CanPak and they told here that it is grounds for dismissal if an employee is not recycling according to CanPak policy and the employee would be dismissed if they were throwing things into the landfill and not recycling it as it should be.

Coun. Jackie Brigley said that the white birds that frequent the landfill have increased in numbers. A number of councillors agreed saying that the birds are

now dive bombing people when they go out to the landfill. John Rush, district manager for the landfill says that they have a very successful gull control program in place that uses hawks and falcons to discourage gulls and other birds from coming to the landfill, however given that the current landfill cell is nearing completion, the appearance of birds is more prominent. “Once we start disposing of waste materials into the newly created cell and we put a final cap on the old landfill cell we a anticipate the presence of gulls will be significantly diminished,” he said in an email.

Spooktacular event at Hanna Museum Submitted The Hanna Museum is adding a spookyfun twist to their museum tours for the next few months by featuring Hanna Ghost Walks! The first ghostly performance kicked off June 14 and let’s just say it was spooktacular! After all, how many ghost walk tours do you know that are family-friendly? The ghost walk began by meeting up with the resident friendly ghost, Jenny, at the Railroad Station. She may no longer be part of the living, but after-lifers need jobs too, right? She guided the living through each stop on the Ghost Walk, which was frightfully fun. Who knew that ghosts could be so entertaining? Plus, every stop proved ghoulishly informative. However, you need to pay close attention. Otherwise, the forever-dead school teacher will have you staying after class! Did I also mention that we freed a wanted outlaw? Thankfully, he had longsince passed. The lawman was too busy interrogating in the General Store to even notice! He did seem quite interested in our tour guide, Jenny, which meant we all became suspects! One can only assume what illegal activities must go on even in the hereafter! Lucky for us, we made it through until the very end. To close this boorific experience, we enjoyed cookies and coffee with the ghosts. I have to say, they were surprisingly pleasant and no one lost their head! Many of them seemed awfully familiar to a few breathing residents in

Hanna, but don’t quote me on that! There will be five more performances running through to September 26 with the next performance on July 1st! Tickets available at Willow Creek until June 26 and then they will be

available at the museum. Don’t forget that there will only be 30 tickets per performance! Nice to know there is plenty of time for everyone to snag a ticket before this Ghost Walk rests in peace for 2015!

Unsure whether the new NDP government would maintain the budget cuts inked by the previous PC government, school boards were left in limbo with regards to planning their 2015/16 budgets. At a special meeting held June 5 Clearview School Board met to review the new government’s revised funding model, which is to maintain funding at the 2014/15 level with slight increases. According to the Clearview board highlights from the meeting, over $500,000 will be trimmed from Clearview’s 2015/16 budget and new fees will be added. Transportation costs will rise in the new school year for in town and school of choice busing to $300 per year from $200. A number of other reductions will be implemented including fewer meetings and memberships for trustees, a decrease in administration staffing and a reduction in instructional supports.

Hughenden Public School awards by Susan Campbell On June 20 we hosted our annual athletic awards. Starting off the afternoon assembly was a presentation made to Newalta’s representative, Kevin Humeniuk, for the contribution this business has given to Hughenden School’s leadership program. Annually Newalta provides monetary sponsorship to cover bussing transportation to the Leadership Conference that students in junior and senior high attend. Duffett extended recognition to all of the athletes who have pursued their various sporting events of choice including golf, volleyball, basketball, badminton and track. Numerous students were presented with individual awards of recognition. Lots of smiles and laughter was had throughout the afternoon assembly as students received recognition, various events were reminisced, and celebration of record breakers was given. Junior high female athlete of the year was awarded to grade 8 student Lucy Lee; junior high male athlete of the year was awarded to grade 9 student Seth Holte; senior high female athlete of the year went to Grade 10 student Courtney Beebe and senior high male athlete of the year went to another grade 10 student Quinton MacMillan.

Grade 12 student Charday Motley was awarded the Career Wildcat Champion. In addition, a couple of accelerated reader (AR) awards were presented. Highest AR points was earned by Grade 9 student Milan Cuthbert, her second year in a row. Nolan Johnson also won the one hundred dollar Czar Town and Country Market source card for being the draw winner in the personal goal draw. Lastly, the awards ceremony ended with Student of the Year winners. This is an award that is given to students nominated by their peers and staff. This year the Junior High Student of the year is Grade 8 student Lucy Lee and the Senior High Student of the Year is Grade 11 student McKenzie Berry. After the awards the annual slow pitch ball game between any grade 12 students and staff who wish to play was held. It was a great game with a good time had by all. Accolades go out to the Grade 12 class for their sportsmanship during the game. Best wishes to these students who will be ending their schooling at Hughenden. Their commencement ceremonies will be held at the end of this week. Teacher, Vincent Artymko will be leaving Hughenden as he is taking up a new teaching position in Marwayne.

Replica gun bylaw reprieve

ECA Review Reporter Samantha Lockwood of Big Valley ATV Tours attended the June 25 council meeting to request a relaxation of Tour Wagon Bylaw 812 that requires motorized tour operators carry a $25 million insurance policy if operating within the village. Council agreed that the hefty amount applied more to larger operators like the steam train and was somewhat onerous for small operators. Council relaxed the requirement to $2.5 million for the company. ATV Tours picks up tourists from Big Valley and takes them on excursions through scenic nature tours in the area. “By the way, we think this is fantastic!” stated Mayor Lois Miller about the new tourism opportunity in the village. According to Lockwood, with the variance granted by the village, the company can proceed to secure insurance and gear up for the summer tourist season.

Council tabled the Replica Gun Bylaw 818 for the summer. Mayor Miller wants to allow time for the newest councillor to learn about the issue following the upcoming by-election. “Let’s see how the summer goes. If it becomes an issue, it [the bylaw] will return,” stated Miller.

Cemetery rules relaxed

After a few more tweaks, the Cemetery Bylaw 815 is nearly ready for council’s approval. Council has opted not to adopt new rules regarding what items individuals can leave at a gravesite. While decorations

like flower vases or solar lights can add some extra time for those mowing or weed eating, council agreed it was not so much that the rules were required. However, CAO White suggested that council have an appropriate disclaimer that individuals leaving items do so at their own risk and the village would not be held responsible for lost or damaged items. Council agreed to set aside 25 per cent of general donations to the cemetery for deposit into a perpetual care account. If a donation is earmarked for perpetual care, 100 per cent will go into the account.

Monthly payments

Council passed Tax Collection Bylaw 817 regarding tax penalties and included a new monthly installment option for residents. According to CAO Michelle White, if people are paying their taxes on the monthly installment plan without missing any payments, they will not face any penalties for outstanding balances. “We’ve been asked for that by people moving in for the past year,” stated White.

A Tri-line garbage truck lies on it’s side in the ditch, about 10 kms north of Coronation, on Highway 872 on the evening of June 26. While emergency response team members confirmed that the driver was okay, no other information was given at the scene. In a follow up telephone call to Coronation Fire Chief Keith Rindal, confirmation was given that the fire department responded to the accident. Bus for Saskatchewan DELBURNE COUNCIL students thanks to Habitat project on community ingenuity hold in Delburne Consort field trip approved

ECA Review Reporter Saskatchewan students will be bused by Prairie Land Regional School Board (PLRD) to Altario school, the board decided at their regular meeting on June 17. Parents of students who live just out of the board’s boundary in Saskatchewan asked Altario’s principal Kevin Van Lagen to speak to the board about getting a bus to transport the students. While the cost to the board will be high to pick up the eight students who already attend the school there is a potential of 15 students from the community coming, Van Lagen told the board. The parents of the students wanted this to happen so badly that one of them told Van Lagen that he will set up a company on the Saskatchewan side that will pick up the students and transport them to the board’s bus stop across the border. Other parents are willing to get their licence to drive a bus and volunteer their time to help out with transporting the students to the pickup site. Approval in principle was made for the support of the Saskatchewan students to be bused to Saskatchewan border for pickup to Altario with a maximum budget of $20,000 per year contingent on meeting all liability requirements was established. The school in Altario is closer to where the students live than one in Saskatchewan and residents frequent Altario for work and their mail, amongst other things, Barry Davis, trustee for the area, told the board. A number of trustees said that they would be dealing with many of these requests in the future, where students are living in the boundary to go to a certain school but they (or their parents) want to attend another school. Many trustees asked how much money the board would be willing to spend on transporting students from other districts but no definite answer was given.

Consort School’s international field trip to Massachusetts was approved by the board. The trip is scheduled for September 23 to 29 and will see a total of six grade 11 and 12 students going to Boston, Massachusetts. Gerry Bourassa, teacher at Consort School will be heading the initiative. The trip is a component of the iGEM High School Competition. These students have taken part in the iGEM project this school year and have successfully grown genetically modified bacteria to be used in their detection device. They have been working at the DNA level of cellular research and have accomplished a major feat in splitting the DNA and having it reproduce in a controlled environment to accomplish an intended goal. The students have been working with the University of Lethbridge and have already earned $6,000 on May 23 as their project was recognized for being the most technically advanced. The work on this project has encouraged some of the students to engage in higher level studies. Much investment in student time takes place on the weekends and the competition is an overall part of the engagement process for the iGem projects in which the students take part.

Aboriginal program update

Aboriginal Coordinator Sharon Kirby reported on the First Nations, Metis and Inuit Education (FNMI) program. She highlighted that 39 students are currently enrolled in the program. The program this year focused on tracking student achievement. It also focused on supporting teacher professional development and resource acquisition so that teachers and students could study the cultural, political, historical, and economic, inequities and redress, challenges, and influences of the FNMI people’s and their communities.

Half a dozen property owners succeeded in convincing council not to rezone a lot in their neighbourhood from single family to multi-family use at the June 23 council meeting. The lot in question is currently zoned R1, low density residential. Bylaw 1114/2015 to rezone the property to R2, general residential, was defeated on second reading. Council’s purpose in rezoning the lot was to accommodate a multi-family triplex proposed by Habitat for Humanity Red Deer. Habitat for Humanity’s plan to build in Delburne came after a Delburne resident offered to donate land he owned on Main Street to the organization for a housing project. Delburne council preferred that the land remain for commercial purposes and offered to trade the lot in question, owned by the village, for the Main Street property. The lot would then go through the rezoning process. The major sticking point for the neighbours, who live adjacent to the property, was the multi-family aspect. All were stringently opposed to either a triplex or duplex but were not necessarily opposed to a single family home. Habitat’s reasoning for building a triplex, according to Brake, is to maximize the number of families they can help. “If there was a duplex there, I would never have bought that property to begin with,” stated Donna Harrington, one of the residents. Major concerns expressed by the residents were increased traffic in the neighbourhood, increased noise, kids on the streets, drop in property values due to ‘low income housing’ situated by their properties and a perception of the ‘types’ of people that would qualify to live in the triplex. “There appears to be a misconception

about the clients,” explained Brian Brake, Executive Director for the Red Deer branch of Habitat for Humanity, who attended the meeting to respond to questions. “They’re all working families,” stated Brake regarding the families that have qualified for homes built in Red Deer. The Delburne triplex would be available to qualifying families from Delburne. Each family that is selected for a home must commit to putting 500 hours of sweat equity into either the home they will move in to, or another Habitat project. In a follow up interview, Brake stated that the family could also put some of those hours toward a local charity in their commun ity. While families do not require a down payment for the home and Habitat provides the mortgage interest free, they must have a yearly income between $37,000 and $51,000 in order to make the monthly mortgage payment. If the family moves, Habitat returns the mortgage money to the family (essentially buying back the home) and a new qualifying family moves into the home. The home remains in perpetuity as a Habitat home to provide a lifeline to struggling families. Brake has since met with the property owner and they are discussing alternatives for Delburne. Council also expressed their desire to find another way to accommodate a Habitat project in Delburne.

“Delburne sets the standard for medical first responders,” stated Delburne Fire Chief, Sherry Marsellus as she passed on comments to council from a recent Alberta Health Services Fire Chief meeting held in Provost. Delburne can take pride in the work of its first responders, explained Marsellus, who attended the meeting to give council a quarterly report on the status of the fire department.

Deer River development gets Lacombe County approval Lisa Joy

ECA Review Reporter Deer River development – an 18-hole golf course, 506 homes and mini village with year-round shopping near Joffre – got the green light last Thursday, June 25, after Lacombe County approved the concept plan, land rezoning and executed the development permit. Ryan Vold, who helped plan the Wolf Creek Golf Resort near Ponoka, is acting as a consultant for Deer River properties and the Canadian Conference of Mennonite Brethren out of Winnipeg. The group will now seek investors, work with builders and start selling lots on the 937.5 acre chunk of land. Peter Duke, planning and development officer for Lacombe County, told council at the meeting, that will be a mix of lot sizes from .3 acres to two acres and it will be developed in 11 phases. Duke said roads will be upgraded in Phase I including the developer building a road into the development. The first phase will see about 50 lots. When 60 per cent of the development is completed, a second connector road to Hwy 11 will be built. Since Deer River development isn’t close to any emergency, medical or fire protection services, the developer is required to initiate a volunteer fire department for the development and surrounding area, which would act as a first response. At the start, staff from the golf

course will be trained to operate the department. Eventually, volunteer firefighters will be recruited and trained to operate the Deer River fire department. The Deer River fire protection committee will coordinate the purchase of a fire truck and construction of a fire hall for the department. The initial costs will be responsibility of the developer. Lacombe County will have say in the location of the fire hall. Fire flow hydrants will be constructed throughout the development. “Before anyone lives there we want the fire department (created),” said Lacombe County Commissioner Terry Hager. Earlier this year Lacombe County adopted its Long Range Planning Program for 2015 – 17, which identified 25,720 acres for potential residential development, 950 acres for potential commercial development, 2,588 acres for potential industrial development, 3,846 acres for potential commercial or industrial development and 1,642 acres for potential recreation development. In addition, there are also significant number of developments that are either approved or in process of being approved, including 1,450 residential lots proposed on 2,223 acres and about 1,660

recreational lots covering 606 acres. In addition there are 75 industrial and commercial lots on 487 acres. This includes

Helped establish Pro Rodeo in Hanna Kenneth William Wells December 9, 1930 June 13, 2015 It is with great sadness that we say good bye to a beloved husband, father, Papa, brother, uncle and great friend, Kenneth William Wells, who passed away after a short illness in the Red Deer Regional Hospital surrounded by his family. Ken, was born in his grandparents’ house Wells near Kitscoty, Ab. and moved with his parents and siblings to the Hanna area in 1935, where he grew up on the farm and ranch. He still lived in Hanna upon his passing. Ken was an avid outdoorsman, sportsman and very active in community life as

well as the rodeo world. He was a man of many skills, varied interests and pursued many occupations. At various points in his life he was a rancher and farmer, first class gasfitter, sheetmetal worker/ welder, conservation and reclamation inspector and disaster services worker. He belonged to and volunteered with many different organizations. For example he was with the Elks for over 60 years. He served as a volunteer fireman in Hanna and later on became a member of the local Historical Society. In his youth he even joined the Ancient and Honourable

Clearview School Board has approved the 2015/16 budget with a six to one vote. The budget projects total revenues of $32,686,881 and expenditures of $33,077,124 for a $390,243 deficit. Battle River Basin low flow advisory

Submitted The Battle River Basin is experiencing low flow conditions, prompting the Government of Alberta to notify users to reduce their water consumption. Monitoring results show water flow levels have dropped to about 30 per cent of normal along the entire reach of the Battle River.

When this happens, water withdrawals may increase stress to fish and wildlife by lowering the amount of available water. Under the Battle River Management Plan, licencees are required to reduce or cease water use during low flow periods. Junior licences may include a minimum flow

condition that will require them to stop withdrawing at current levels. The basin will be closed for any new temporary diversion licenses until the flow improves. Alberta Environment and Parks staff will continue to monitor water levels and restrict withdrawals until further notice.
