Castor council discusses chicken issue Dena Clark

ECA Review reporter Clarence Harder and Raelene Schulmeister are proud chicken owners and voiced their concern to council, at the regular meeting on Mon., July 11 about why they shouldn’t be allowed to keep chickens on their property within town limits. Harder expressed his displeasure for the amount of dogs and cats who find their way into his yard and leave reminders of their visits for him to clean up. Harder argued that the four chickens, which he received from his great-grandchild as a Father’s Day gift, are barely noticed by neighbours, he

claims and will not wander into other yards as the offending canines and felines do on occasion. Schulmeister, who admitted to more than four chickens in her care, said that she is a responsible chicken owner and regularly cleans her coop. She also went on to say that the people who are voicing opposition to their chickens are perhaps only familiar with larger chicken operations and the smell they produce. Both Harder and Schulmeister agreed to abide by any bylaws the town created to regulate livestock within the town limits but hoped that council wouldn’t base their decision making on, what Shulmeister called ‘“coffee shop” polls and random casual

Dust settles at Linda Hall

Cont’d from Pg 1 Linda Hall Society was granted a reduced rate on the application of dust control product after council reviewed a request from Linda Hall president Brian Johnston for a 50 per cent reduction in the $1400 cost for calcium. Because this is a yearly request from the hall, council opted to approve a more expensive but longer lasting oil product for the dust control, which costs around $2500. Director of Engineering Rick Green explained to council that the oil product is applied heaviest in the first year, at three litres per cubic metre, then half of that amount in the second year so by the third year there is no need for more product. Linda Hall will only need to pay the $700 with the remainder of the cost coming from recreational funding.

Name that road

The new Erskine Subdivision is in need of a new road name. Coun. James Nibourg suggested that Erskine residents be given the opportunity to add ideas to a suggestion box at the Erskine Post Office. The new name will be chosen from the suggestions.

Wormwood hard to stop

Council passed a motion to issue Carillion a weed notice hoping to spur the highway maintenance company to mow or spray wormwood growing in ditches along the highways. The motion was in response to complaints by farmers wanting to keep the tenacious, prolific weed from moving onto their property.

Action Plumbing and Excavating came in as the lowest bidder for  the Rural Waterline  Extension and  was awarded the tender to run  lines to three  sites over a two -- kilometre --- stretch.  Action bid  $85,875, well under Nu Edge Construction at $114,625 and Watson Welding at $122,589.

Council discussed what to do with the proceeds from the sale of the Stettler Drop-In Centre, which the county co-owned with the Town of Stettler. The

conversations with friends. Instead she wants council to send an official survey out to the town for more comprehensive and honest feedback from all residents. The main concern from council members seemed to be over where to “draw the line”. The issue was not as much the two Castor residents and their small chicken collections but rather, what happens if they open the door for others. Councillors shared comments such as, “How do we tell the next person who wants to have turkeys in their backyard no, if we allow chickens right now?” Council members also voiced concern that they would not want a chicken coop in a yard next door to them so how could they in all fairness pass a bylaw that would allow that for the ratepayers they were elected to represent. In the end, it was decided to comply with Harder and Schulmeister’s request to survey the town for feedback. A bylaw decision will be made once the survey results have been gathered.

CCC teams bringing communities together

Troy Slemp, Mark Zimmer and Aaron Compton spoke before council regarding the need for a new registrar prior to the upcoming hockey season. With Loreena MacGillivray, the previous registrar, no longer in the role of Recreation Director for the Town of Castor, the three CCC representatives sought direction from council regarding how to proceed with finding a replacement for a new registrar to ensure the transition did not nega-

tively impact the players and/or teams. It was decided that additional discussion was needed between the former registrar as well as the current directors for the towns of Castor, Coronation and Consort with the goal of having a current recreation director assume that role. In the midst of the discussion, Zimmer commented on how the CCC teams have brought the communities together. He went on to say that five years ago he would never have thought it possible to see the towns coming together. Today there is not only friendly banter amongst the communities but kids are going to each other’s birthday parties, thanks to the right people who have merged together to bring about the best board he has ever worked with.

Ambulance bay appliances

Council passed a motion to install a washer and dryer in the ambulance bay for just under $1,000.

Rodeo parade to be run by the town

Heide Downey, a representative for the Castor Rodeo Committee, submitted a letter to council asking the town take over the organization of the annual rodeo parade. Downey explained that due to event logistics, the rodeo committee members felt pressed to be in two places at once, the rodeo grounds and the parade site. In light of the fact that the town has assisted with small details for the parade in the past it would be beneficial to committee if the town were to take it over completely. Council agreed to take over the responsibilities of the rodeo parade for 2017.

Lacombe council to review proposed changes to Municipal Development Plan Lisa Joy

ECA Review reporter Lacombe County councillors want more time to review proposed changes to its Municipal Development Plan (MDP) and Land Use Bylaw (LUB). “It’s a three-course meal,” said Coun. Dana Kriel during Lacombe County’s regular meeting July 14. “It’s some 90 pages and will take time to digest.” Coun. Rod McDermand said before council approves administration’s recommendations developed after public consultations, council should spend time reviewing community feedback and the proposed changes.

Likewise, Coun. Ken Wigmore said it would be advantageous for council to discuss the issues and comments brought forward to council before administration makes a draft. Coun. Brenda Knight agreed. “This is probably the most important document we are dealing with this term. We need to fully understand this when it goes to the public, at least I want to.” Lacombe County held three public consultations earlier this year in Bentley, Lacombe and Tees. A total of 97 people attended the meetings. An online survey was also available to the public to get feedback on the proposed

policy changes to the MDP and LUB with 130 people completing the survey. County council will discuss the MDP and LUB on Aug. 18. A third round of public meetings will be held early in 2017.

School resource officer

Schools in Lacombe County will benefit from Blackfalds withdrawing from a joint School Resource Officer (SRO) agreement with the county and Wolf Creek Public Schools (WCPS). With two new schools opening in Blackfalds, the town is funding its own SRO on a full-time basis starting September 2016.

The program, run through Blackfalds RCMP detachment, also serves Eckville Elementary School, Eckville Jr. Sr. High School, Bentley School, Alix MAC School and Clive School. The SRO position cost about $156,600 a year with the cost shared by Town of Blackfalds (25 per cent); WCPS (22.5 per cent); and Lacombe County (52.5) per cent. Lacombe County unanimously voted in favour of picking up the shortfall from Blackfalds schools pulling out of the agreement and reallocating that time to other schools and policing duties in Lacombe County.

RCMP

Update on tractor theft On July 14 members of the Coronation and Stettler RCMP Detachments executed a search warrant at a property located in Halkirk. The search resulted in the seizure of numerous stolen items from various locations in Central Alberta including Trochu, Stettler and Lacombe. Located were a John Deere ‘gator’ (side-by-side ATV), two Seadoo’s, a tractor roto tiller, a trailer and other smaller items. Jesse McLeod (34) and Jacqueline Hinse (18) face charges including trafficking of stolen property, possession of property obtained by crime for the purpose of trafficking and possession of stolen property. Both are due back in court in Stettler in the near future. In keeping with the previous media release, McLeod and Hinse had attempted to sell stolen property online using various websites. The RCMP urges online shoppers to be aware of the potential of inadvertently purchasing something that may have been obtained by crime.

Suspicious male

On July 15 police received a report of a suspicious male who appeared to be trying to steal a Ford truck in Stettler. Stettler RCMP members attended the location and spoke with a number of people who had observed the male and obtained a description of him. During their patrols, officers located the male, Dustin Finlay, who was ultimately arrested on seven outstanding warrants. A search of the male linked him to a variety of other

offences including possession of stolen property, possession of break-in tools, theft of gasoline and mischief. He was also linked to offences from Red Deer and Rocky Mountain House. Finlay (26) was brought before a Justice and remanded into custody to attend court in Stettler on July 28, 2016.

Fraud scams

Wainwright RCMP are again warning residents to be cautious of telephone fraud scams. In particular the Canada Revenue Agency (CRA) scam. This scam involves one or several persons who contact individuals by phone claiming to be from the CRA and stating that due to tax errors, a warrant for arrest has been issued.

Hidden gem in east Clover Leaf Corp. At an A&W one morning there sat a young dad with his daughter, likely about grade 2, reading a book together. The Dad would read one page and talk about the pictures and the young girl would read the next. Both were engaged with the story, their heads were together, there were times of laughter, smiles, touching and eye contact. It was a precious moment and I lingered over my coffee just to enjoy the scene. Too often the scene is family members and friends together, but apart, as each is lost to their individual device. The device is everywhere at musical concerts, church, work, restaurants, the beach, on sidewalks, at the dinner table.

Recent studies from many reputable organizations are lauding the advantages of video gaming and discounting the disadvantages. From the American Psychological Association to major universities, studies continue to pour out about the positives of playing video games. That such play actually may strengthen a range of cognitive skills such as spatial navigation, reasoning, memory and perception. We’re being told that playing video games will improve our vision, driving skills, multi-tasking, decision-making, math skills and save us from memory loss. Call me a skeptic, but with consumer spending on the games industry over $22 billion dollars in 2014, could it not just be an industry that needs to protect their profits at any cost. With the privatization of most grants for research at our public institutions and the consistent under funding of government departments that once monitored big business, it should not come as a surprise that the latest results coming out of “reputable institutions” are swaying towards the industry perspective. It’s so reminiscent of a time when society was talked into smoking their way to an early grave on the false promises of an assured successful life with the most beautiful and handsome body. Not being able to leave your device is simply an addiction. Addicted children and teens routinely skip doing homework and stay up late either playing video games or texting. means little when poor grades take away any chance of achieving their dream job. An occupational therapist told me that an ever-increasing problem is children unable to even hold a pencil when they start school. The industry also argues that video games are good for developing attention skills. Although true for high sensory-engaging activities, kids who do too much screen time have very little stamina for long-term concentration which again greatly impedes school and future success. Then there are the most important losses of quiet time where imagination, daydreaming and observation occur. So many urban kids travel down the road with their devices, that even though they’ve driven miles in the country, are unable to identify a cow or horse, much less a field of grain or a bird. Daydreaming gives you motivations for the future. Imagination gives ideas that could turn into inventions and entrepreneurship. The power of observation enables you to see things through your own lenses, to think for yourself. Many children in school cannot even write a simple story about anything other than a video game character because they know little else. The frontal cortex of our brain takes 20 years to fully develop. It’s the key area for self-regulation, control, planning and organizing. Addictions, of any kind, thwart normal brain development. Catherine Steiner-Adair, a Harvardaffiliated psychologist and author of the best-selling book “The Big Disconnect: Protecting Childhood and Family Relationship in the Digital Age”, argues that if kids are allowed to play an educational video game on the way to school, the trip will be quiet, but it’s not what kids need. “They need time to daydream, deal with anxieties, process their thoughts and share them with parents, who can provide reassurance.” The advantages attributable to video gaming and devices come through moderation. Moderation comes through constant and consistent parental intervention. It takes lots of reasoning (arguing) with children to ensure proper amounts of screen time, age-appropriate content and a balance with real life. Unfortunately the parents themselves are often addicted or are keener to be their child’s “bud” than their parent. I just finished re-reading George Orwell’s book ‘Nineteen Eighty-Four’ where all thoughts are controlled by a single Big Brother. It was likely seen as a fantasy when written in 1949, but in 2016 it’s getting much too close to reality. If we don’t learn to think for ourselves and express our own thoughts, someone else certainly will!

Castigated for what I did not say Dear Editor: Reading the letter to the editor, titled “Assault rifles not wanted by majority”, pg. 6, July 14, I found that I was castigated for what I did not say. To my knowledge there is no CRA/ NRA, however there are other Firearms Associations in Canada. The NRA does work to protect the Second Amendment from those who are ill-informed or the honest people who want it removed because they don’t believe in the Constitution. The Founding Fathers of America were not ambiguous in their language.

In addition to a well regulated militia they stated many times the right of individual citizens to own arms and use them in their defence. The Fathers realized that there could be a time the citizens could need defence from their own government. If you don’t like it, I suggest you do not read their words. The AR-15 style of rifle can be dangerous but only in the hands of an untrained, evil or deranged person. We have just seen how dangerous a truck can be in evil hands. Turn to Majority, Pg 7

Fear and misunderstanding of firearm classification system Dear Editor: I am responding to a recent letter to the editor that I feel is full of misinformation (titled, “Assault rifles not wanted by majority”, pg. 6, July 14 issue). It is letters like this that propagates fear and misunderstanding of our firearm classification system. If you refer to any dictionary for the breakdown of what an assault rifle is you will find that the AR-15 is not an assault rifle. No U.S. states have banned the AR-15 or AK-47. The AR-15 is the same semi automatic rifle that thousands of hunters use in Canada except the AR-15 has a little plastic grip on it. The AR-15 is also the most popular platform for

Loved riding his horses The family of Alois Csanits sadly announces his passing at the age of 94, on July 14 in Hanna, Ab. Alois was born Dec. 8, 1921 in Csanits Rattersdorf, Austria to Joseph and Katherine Csanits. The Csanits family moved to Canada in the fall of 1929 and homesteaded a farm in Spondin. Alois always spoke fondly of his life on the farm and especially loved riding horses; one particular named Barnie. His driving career started

early, operating equipment on the family farm while driving the cream truck in the area. He took great pride in being an owner-operator of a gravel truck for the rest of his working years. “Unkle” kept in touch with his Austrian family for as long as he could and enjoyed two trips there. He also proudly hosted his nephew Hans Tschanitch and wife Brigitta in Canada for a visit in 1995. Alois is survived by his two nephews, Larry Bowthorpe (Diane) and Wayne Bowthorpe and their families of Edmonton. He is also survived by his family in Austria and many dear friends. Alois was predeceased by his special friend and partner of 48

years, Lola Heggen; sister, Theresa Bowthorpe in 1966, and his parents, Joseph and Katherine Csanits. A funeral service will be held on Fri., July 22 at 2 p.m. at the Heartland Funeral Services Chapel in Hanna. Interment will take place prior to the service at the Hanna Cemetery. Thoughtful of his loved ones

Leroy Barry Lausen passed away on July 10, 2016 at the age of 70. He is survived by his wife Barbara Burgemeister, two daughters Cori Lausen (Michael Proctor), Sheri Fecho (Blake), two stepsons Jason (Chantelle), and Les Burgemeister, and three beautiful granddaughters Courtney and Stephani Fecho, and Morgan Burgemeister. He is also survived by his sisters Dorothy Meadows and Irene Maaskant and brothers Bill (Barb) and Bob (Virginia) Lausen. After a lifetime of battling obesity from carbohydrate/sugar addiction, Leroy was faced with escalating

chronic pain. A magnificent mind trapped in a failing body, he ended his unbearable pain and plummeting mobility through “unassisted dying with dignity.” With no other options before him, his was a well-orchestrated and carefully planned exit: thoughtful of his loved ones and all others to the very end. His wishes of dying surrounded by family went unfulfilled, but it was his hope that Dying with Dignity legislation will eventually help others in his same situation. I would submit that the majority know little or nothing about the rifle other than what they see on TV. I am sure that with some research we could find that there are many things the majority do not want in our society, fortunately as of now that is not how Canada works. The July 14 article, titled “Lord of the Right”, pg. 6, was on a coup being carried out by Jason Kenny. I have never lead a coup but I think that announcing your intentions at a news conference and putting yourself and your plans and ambitions to scrutiny and a vote is an honourable way to conduct yourself. I assume we’re still waiting for the Harper secret agenda. I have been here long enough to have watched the PCs become more progressive (meaning deficits) than conservative. Ralph cleaned up the mess but then the progressives took back control, Stelmach, Redford and the even shorter reigned Prentice. These progressives are the reason we have the NDP with even bigger deficits. Albertans were sick of them. If the progressives are not displaced

Greg Hildebrand feeds grass into a homemade wooden baler on his acreage outside of Provost. Hildebrand and his partner, Bernie Cosgrove recently moved to the area and although they currently only have one calf and a goat, were in search of a cost effective way of feeding their livestock through the winter. Fly fishing trout

by Bob Chapman For those of you who are already fly fishing or are maybe thinking of trying it for the first time it is a very exciting and successful method of fishing. Technique is quite different than fishing with spinning, spincast or baitcaster gear in that you are basically casting the line, as the fly has very little weight. Some may think that fly fishing is only popular on streams but fishing stillwaters can be every bit as exciting and successful. . I find that recognizing “good water” and working the fly is much easier on streams and rivers with the current imparting much of the action to your fly. On streams and rivers you must be very quick on the hookset, especially if you are drifting in a pontoon style or traditional drift boat as you the usually only get one shot at it. As with fishing stillwaters locations and available forage will change throughout the year, so your presentations and fly patterns will change as well. On rivers In the spring I have had good luck with stoneflies, black or gold in about size eight, san jaun worms, and streamers in sizes six to 10. Later in the summer and even into the fall it is pretty hard to beat a hopper/dropper setup. Your top fly is a foam hopper size eight or 10 with a dropper fly about 18-24 inches below. Popular dropper flies are tungstud, prince nymph, copper john, evil weevil, and a bead head hare’s ear in sizes 10-14. When a dry fly (floating) hatch is on popular flies are parachute adams, elk

hair caddis, blue winged olive, light cahill, foam hopper, foam humpy, march brown and a stimulator. Most dries with the exception of the hoppers and stimulator which are in sizes eight to 10 work best in sizes 10-14. Depending on the size of the stream and location a nine foot, five or six weight rod/reel will work well with a WF (weight forward) floating line and a nine foot leader. If you are fishing in the windy southern part of our province you may want to move up to a seven or even eight weight setup. Due to my location the majority of my flyfishing is now on stillwaters. The gear is similar to river fishing with a nine foot, five or six weight rod/ reel and a floating line with a nine foot, four or five times leader working well in most situations. You can pick up some sink tips for your floating line or get a second sink line and spool if you are wanting to fish deep (over 10 feet) a lot. There are literally thousands of fly patterns available to the fly angler but when stillwater fishing for trout I typically use a backswimmer, leech, chironomid or scud pattern. These patterns are all sub surface flies with most of them fished on the bottom or very close to it. On many of our stillwater lakes scuds and chironomids are two food sources that are available year round and the trout key in on these. Lakes that have a prolific scud population can have some of the highest growth rates in our province with weight gains of up to 1.5 lbs per year. Turn to Take, Pg 16

I will be bringing these concerns to the coming debates in the House of Commons as the Liberals proceed. The Liberal government is mismanaging their election campaign promise to legalize marijuana to the extent that some Canadians are treating this “controlled drug”, as if it were already legal. The Liberals are not addressing the current proliferation of illegal, unregulated marijuana dispensaries. In Vancouver, there are already more illegal marijuana dispensaries than Starbucks coffee locations. So far, the Liberals have created a task force to study the legalization of marijuana. This panel has only five months to study the issue. How is this panel going to thoroughly assess the potential legal, financial, moral and medical ramifications of legalizing the drug? How are the Liberals going to address the public safety issue of people driving and operating heavy equipment while inebriated on marijuana? Will the Liberals try to pass a law that forbids companies from penalizing workers who arrive at work with tetrahydrocannabinol (THC) still in their systems but not legally impaired? How will we know, or confirm the extent to which that someone is intoxicated by marijuana? How will they ensure work place safety when workers consume marijuana on the weekend but yet the THC remains in their system for several days or even weeks after? How are the Liberals going to ensure that marijuana is going to be kept out of the hands of children? We are just now starting to get a handle on youth smoking, going from six per cent in 2010 to four per cent in 2013. There continues to be approximately 100,000 Canadian youth who regularly smoke cigarettes. If we examine youth and alcohol use, the statistics show that 70 per cent of youth consume alcohol. Again, statistics show that approximately 20 per cent of Canadian youth are trying marijuana. That statistic is much higher than cigarette

consumption rate and yet cigarettes are legal and much more easily obtained than marijuana. At the recent Conservative Policy Convention, we passed a resolution stating, “…in order to expand the means which law enforcement authorities have at their disposal to combat drugs and their negative impacts, particularly among young people, and to reduce the volume of judicial proceedings, we recommend that peace officers be enabled to issue tickets for simple possession of small quantities of marijuana.” Our policy resolution is in line with recommendations from the Canadian Association of Chiefs of Police on the marijuana file. They support providing front-line officers the ability to ticket individuals found with 30 grams of marijuana or less. The Canadian Association of Chiefs of Police do not recommend the legalization of marijuana. I am certain that none of us want Canadians under the age of majority to be saddled with a life-long criminal record for minimal use marijuana, yet we want controls on this substance. I would like to include in my speeches in the House of Commons during the coming debates your views as well.

At the very least, your bar should have a countertop to serve drinks on as well as few stools for seating. The right setting

Figuring out where you want to spend most of your time entertaining is just one step towards determining your bar’s location. Its size, shape and functionality will also play a role in deciding where it will go. Ideally, you’ll want to place it on an empty wall away from foot traffic so it’s not in the way. Being close to the kitchen is practical if your bar lacks a fridge or a sink. However, the basement or garage might be better options if you have a rather large and ornate bar. Of course, if space is an issue in your home, you could always go with a quaint bar cart instead. Chironomids don’t actually swim, but rather trap small amounts of air, enabling them to slowly ascend to the surface. You will have to experiment a bit with depths under your indicator until you contact fish, and you may have to change depths throughout the day to stay on fish.
