HAIL DAMAGE Czar Lake Bullarama (CLB) held there first annual event Friday evening July 24, 2015. Jason Melin, CLB president, says “some of us were tired of driving by the rodeo grounds and seeing them unused, so we came up with this idea”. Shorncliffe Park Improvement Project Shorncliffe Lake Park originated in the early 1900’s according to an article written by Carol Penman, secretary of Shorncliffe Park Improvement Association. Entrepreneur and local businessman, Daniel Glockzin purchased the land as he recognized a need for a recreational area for hardworking farmers, town folks and visitors.

He “gave it his all” until his death in 1942 and when his family and local volunteers could not manage the work and monetary investments required to continue

the project, the land/park was sold to the Municipal District (MD) of Provost in the early 1950’s.

The first Czar Lake Stampede was held in July of 1928 and ran continuously until 1955 with the exception of 1942.

Shorncliffe Park Improvement Association was formed in July 1953 with the first annual Barbecue Supper and Sports Day in 1956. For years the pit barbecue supper attracted folks from miles around.

In 1986 Adams Ranch and Ted

Grocock donated the land where the current rodeo grounds are located. From 1987 to 2001 Czar Lake Rodeo continued its success with the help of hard working volunteers and generous sponsors.

Over the years the rodeo included the usual rodeo events and many different events such as bloomer races, stock horse races in the mud, wild cow milking, stick horse barrel races, pony and chariot races, team penning, and a not-so-well received gopher snaring contest.

Big Valley councillor sworn in Debra Johnston

ECA Review Reporter Big Valley council welcomed Sandra Schell to the July 23 council meeting as the newly elected councillor for Big Valley. Schell was elected at the recent by-election to fill the vacancy left by former Mayor Gail Knudson’s resignation.

Decreased funding

A culvert lay trapped in a stand of trees in a field on Township Road 322 and sec. road #586 near Hanna, Ab. on July 27. Clint Nicholson, bridge foreman from Special Areas believed that either strong winds over the weekend or possibly a tornado moved the culvert. Shoes in the culvert demonstrates the huge size of the culvert that measures three metres (approx. 10 feet) in diameter and four metres (approx. 13 feet) long. Nicholson believed it might have been a tornado that picked up the culvert, which weighs approximately 4,000 pounds, as the culvert was secured by a block at the construction site which was 0.6 kilometres away from the trees and there was no evidence, such as flatten grass or broken fence, that would indicate the culvert had rolled there.

Trochu building falling apart Debra Johnston

ECA Review Reporter An old abandoned apartment building in the town of Trochu is slated for demolition within the next month according to Trochu CAO Carl Peterson.

At the July 21 Kneehill County council meeting, Trochu requested the county allow for the disposal of an undetermined amount of rubble from the demolition to the Torrington Rubble Pit. Coun. Ken Hoppins motioned to allow the disposal of the rubble at a cost

of $86.38 per load which council defeated.

Coun. Carol Calhoun stated her reason for denying the request was the lack of a fixed amount of debris.

Trochu has in place an agreement with the county to dispose of debris from the Pontmain School.

The school was to be demolished but is now in limbo following Trochu’s unsuccessful bid for a provincial grant to build a senior’s residence on the Pontmain site.

An overall decrease to Big Valley’s provincial Municipal Sustainability Initiative (MSI) grant will leave the village $51,234 short of funding for capital projects.

The capital portion of the grant was reduced to $130,913 from $184,270 with a slight increase to the operating grant to $50,719 from $48,596.

The surprise cuts to municipalities comes midyear when many capital projects are already under way or planned for this budget year.

“It’s difficult to find out in July,” stated CAO Michelle White, adding the village will have to find a way to deal with the cuts as there is no other option.

One bright spot of news for the village from Alberta Urban Municipalities Association (AUMA) was the reinstatement of grants in lieu of taxes for municipalities.

The AUMA advocated on behalf of

its members to the new government for the reinstatement of the grant that covers the taxes for tax-exempt properties like the Valley Villas. The village previously received a grant of $8,130.

Skunk patrol

The village has a new job opening for a specially skilled individual.

Skunks have become a problem in the village recently. Food left out for feral cats and garbage bags put out the night before pick up day are attracting the scavengers.

Council is hoping someone will come forward interested in contracting for the village to trap and remove the skunks. Property owners can help stem the problem by keeping garbage in containers with tight lids.

Roadwork continues

The patching of Railway Avenue at a cost of $13,500 will proceed this year despite new budget realities.

CAO White explained that the previously approved amount can be squeezed out of the budget, however the $46,000 required to complete chip sealing on portions of village roads cannot be covered from the budget.

“That I can’t squeeze from the budget,” explained White, stating the cost will have to come from reserves or elsewhere, but council agreed it needed completing.

Hanna property assessments once again in question Beth Causley

ECA Review Reporter The owner of Golf View apartments in Hanna, Kelly Clark, has seen the taxes on his building rise over 65 per cent in five years.

He thinks his taxes on his building are too high and came to council to discuss it, as was advised from the assessor he spoke to in Red Deer.

Kelly Clark who owns the Golf View apartment buildings in Hanna attended the Hanna Council meeting on July 14 with concerns on a rise of 65 per cent in taxes in five years.

He said he and his wife believed that they were prepared when writing up their business plan with taxes at the time being $498 per month, they budgeted for a three per cent increase per year, which is industry standard.

He explained that in July 2010, just before they bought the property the tax bill increased to $548, the next year $598 and the year after it was a $100 more. This year his bill was $760 per month.

Chief Administrative Officer (CAO) Kim Neill explained that council had not raised taxes in years and that the increase Clark saw was from the property assessment, which council has nothing to do with as the assessor is independent from them and acts on his own.

CAO Neill also explained that the tax notices were sent out in March and

that it clearly explains that if people do not agree with their taxes, there is a period of time at the end of May/early April where they can appeal.

Neill also reminded Clark that the town holds an open house with an assessor present so that anyone with any concerns can come and talk directly with the assessor and that the town advertises it in local papers and on their website.

Clark said that he had never received a tax notice, aside from 2010 when he came into the town office and asked for it.

Neill maintained that all tax notices were sent out at the same time and they have never had any returned.

Assessments are done with a computer where information is typed into pre-set questions that take into account a variety of factors including the year of the building and any upgrades done. They also use calculations based on simular properties in the area and in rural locations, this area can be quite wide, expanding into towns miles away.

Properties are not viewed on a yearly basis and sometimes can go for years without ever being viewed.

Clark said that no one had ever contacted him to gain information on the apartment building nor when he spoke with the assessor in Red Deer.

“Our hands our tied,” said Neill. “So are mine, behind my back,” said Clark.

Mayor Warwick urged Clark to keep

in contact with the assessor but did admit that there were other people in town who had had large increases in assessments and that it was due to a past assessor “not doing things right.”

Forestburg council discusses Rescue Services Agreement Beth Causley

ECA Review Reporter The Rescue Services Agreement is still on the table, Forestburg council heard at their regular meeting on July 17.

The agreement, which is between Flagstaff County and the towns of Sedgewick, Daysland, Hardisty and the Village of Forestburg is due to be renewed in the fall of 2016 and has been discussed at previous meetings.

Correspondence between the village and the County has been ongoing between not only the village and the county but also between Forestburg and the other towns involved.

“The big thing for me is the budget,” Chief Administrative Officer (CAO) Debra Moffatt who said that in the current proposed agreement the Flagstaff County would set the budget and then requisition the village for any costs.

“We aren’t part of the budget process,” she said, that if they decided to buy a new rescue vehicle (as the one they have now is old) then Forestburg could be stuck with a bill of $80 - $100,000.

CAO Moffatt told council that Flagstaff had submitted information to a newspaper and that according to the article the county is going to be serving Sedgewick, “and probably us

ECA Review Reporter Selling off lots cheaply in the west has happened before and the village of Delia, with a population of 186, recently did the same, selling off fullyserviced lots for $10.

The ECA Review went to Delia to find out what people thought.

Most people interviewed were happy about the sales, saying that new people will bring growth to the community with possible business and job oportunities.

Many people commented that they hoped that more children would move to the village, which would help the school by increasing enrollment and money that the school can get from the

government.

“If it wasn’t for the schoool Delia would be a dust ball,” said Kimm Bonnetta who was visiting family from Cold Lake.

Bonnetta along with her daughter, Krystal who was also visiting from Chilliwack, B.C., both said that they didn’t want the town to get bigger, that they liked the small town the way it is.

They also had concerns that the cheap sale of the lots will bring in the wrong kind of people.

“I’m worried about drugs coming into the community,” said Krystal as she held her baby.

“I hope the sale helps instead of hinders,” said Kimm who said that her husband and herself plan to retire in Delia in a few years.

New Clearview deputy superintendent submitted Brenda MacDonald is starting as Deputy Superintendent commencing August 17, 2015.

MacDonald had just recently been the Curriculum Coordinator with Red Deer Catholic School Division.

She arrives in Clearview having 13 years of central office experience between Chinook’s Edge and Red Deer Catholic MacDonald School Division. She also has 17 years of teaching experience in rural Alberta (Stavely Schools and Poplar Ridge).

In her career, she has been a math consultant, coauthor of the Learning and Technology Policy Framework, lead for the junior high Career and Technology Foundations, and is a trainer for project based learning. In addition, she has been an early literacy coordinator.

Brenda has a Bachelor of Education from the University of Lethbridge and her Master’s from San Diego State University. In 2009, she also received the Alberta mathematics educator award.

“I think she will be a tremendous addition to our team and will be able to make a positive impact right away,” stated Superintendent Peter Barron, “Her training and expertise in curriculum leadership and technology will be an immediate benefit towards meeting the opportunities outlined in the Board’s strategic plan. We

are looking forward on having her great experience and skill set added to our division.”

Honouring people and nurturing relationships is key to Brenda and is central to why she pursued education.

Along with creating an environment where staff can flourish, she is known for her focus on academic achievement.

Her masters in leadership, and curriculum and instruction, from the San Diego State University has assisted her on how to support all learners.

Brenda is an avid reader and believes in continuous improvement.

She enjoys camping, quading, water sports and travelling with her husband Doug of 31 years and their two adult children Derrick and Dale. She loves to capture beauty of her travels through photography and calligraphy.

Brenda MacDonald shared, “This is a great opportunity to join the Clearview team. I am ready to meet and get to know the schools and communities in the area, and ready to work with Clearview staff and leadership in the new year.

There are some great things happening in Clearview schools, and I want to support and help those success.”

The Deputy Superintendent position was added to the school division after Rob Rathwell, Coordinator of Administrative and Instructional Supports, returned to teaching. Rob will be teaching at the outreach program in Stettler starting September 2015.

Pleasington Historical Society’s 37th Annual Church Service

by Jamie Geddes The Pleasington Historical Society (PHS) held their 37th annual church service and program on June 14 at the Pleasington Church located just a little east of Forestburg.

Darol Felzien, the President of the PHS opened the service with a brief overview of this year’s activities at the church, thanked the volunteers who cleaned up the cemetery and informed the crowd of some upcoming touch ups for the basement.

Orville Fossen, emceed the event and introduced the guest speaker Terry Hagen.

Hagen is a seminary student from Ambrose University College,and no stranger to the area.

His parents, Bernard and Frances Hagen, lived in the Pleasington parsonage for several years when Terry and siblings were children.

“It is an honour to be here today,” said Hagen, “and to have existing family ties and deep connections to this church.

I am pleased for the members of my family that are here today. My daughter and grandchildren travelled here to share in this day.

My brother, who is equally fond of this place, is unable to be here.

It is our hope that future generations continue to meet here and benefit from these roots that mean so much to our family.”

Hagen kept his sermon short but jam packed with anecdotes familiar to those gathered.

He preached on the value of strong connections, family, and friendships and the rewards of

A fitting sermon for this little country church that still opens it’s doors to unite friends, family and communities together for: wedding, funerals, baptisms, and family reunions.

These events serve to join people at germane moments in their lives in the the spirit of days gone by.

The PHS delivered on the promise of “exceptional local talent,” as the crowd of 83 in attendance listened to some local favourites.

Andrea Hamilton Burgess, (Inga Hamilton’s daughter) and her husband Frank Burgess performed some gospel songs, and Randy Howell, a Forestburg singer/guitar player performed some well known pieces.

Douglas Bish of Forestburg, regaled everyone with a funny musical ditty that made light of two Norwegian families at a picnic.

He donned a Norwegian accent for the song and later stated, “I am not Norwegian, but I sure vish I vas!”

Alaire Oberg of Forestburg accompanied the artists on piano while Vern Erickson of Killam played electric guitar.

Rosemarie Oberg read a poem written by Helen G Coon called “Just A Farmer,”which told of how God created farmers to have a special tenacity in order reap the rewards of their labour.

Fossen presented a plaque on behalf of the PHS to Jean Lund; grand-daughter of Nels and Anna (Sather) Lund in honour of their donation of the land that the Pleasington church and cemetery reside on.

In 1905, Norwegian settlers from Minnesota and the Dakotas came to the area just east of Forestburg known as Pleasington to start new lives in Canada.

In 1907, Lund donated the land for the church and the cemetery and also paid the cost of registering the title.

The construction of the church did not begin until 1915 and was completed in 1920 with the help of volunteers, donations of cash and building materials.

Church services were often held in people’s homes until the church was officially completed.

These folks worked hard so they could live, raise families, and worship together- a testament to their commitment and faith that is still evident today.

On April 22, 1910 the congregation formally incorporated as “Zion Evangelical Lutheran Free Church,” but was more commonly referred to as Pleasington church.

It celebrated it’s 60th anniversary of service before closing it’s doors in 1968.

“The church became a Registered Historical Resource in 1977 and a cairn was dedicated in the cemetery to the pioneers of the Pleasington district.

In 1978, the congregation was formally disbanded and the PHS took over the care of the church and cemetery.”

The service concluded with a prayer and ushered the attendees downstairs for a potluck meal and fellowship.

Moffatt said that since 2012 it has never responded to an urban centre.

While the town would like to have their own and they did budget for some equipment Moffatt said that Flagstaff County had not yet given approval for their fire services budget, which was given to the county in February.

Normally the county gives a $10,000 housing allowance in the spring and within 60 days of giving the town their budget they are supposed to provide the town with 50 per cent of the budget for fire services, according to Moffatt.

As of the meeting the town has not received approval of the budget, nor any funds.

While the village had budgeted $23,000 for the new equipment Moffatt has told staff to hold off on the purchase because she doesn’t believe the village will see the money.

Moffatt also highlighted to council that the village’s emergency services couldn’t respond to a situation in county jurisdictions, even if it was very close to Forestburg.

OBITUARY

Loved baseball, fishing and farming January 13, 1929 - July 24, 2015 Harold Wilbert Anhorn passed away on Friday, July 24, 2015, at the age of 86 years in Medicine Hat, Alberta. He is lovingly remembered by his daughter, Julie; brothers, Garry and Harvey; sister, Marjorie Seitz and granddaughter, Kara Melgaard and numerous nieces and nephews.

Dad will always be remembered for his sense of humour, practical jokes and creativity on the farm. Harold was predeceased by his parents, Jacob and Rosie; his daughter, Iona Melgaard; sisters, Violet Anhorn Bonney and Laura Krause; his brothers, Richard and Vern; special friend, Gladys and his dog Boots.

Harold was born on January 13, 1929 to Jacob and Rosie Anhorn at Hilda, Alberta. He had various jobs as a young man including a lumberjack and ranch hand at the Jacobson Ranch.

Harold met and married Violet Gill with whom he had two children, Iona and Julie. The family first farmed at Benton, Alberta and in 1965 bought the farm at Oyen where he farmed for over 30 years. Harold then moved to Coronation, Alberta and later to Hanna, Alberta where he reunited with Gladys some 50 years after meeting her and was with her until her passing.

Harold then moved to Medicine Hat where he resided until his passing.

Dad had a passion for animals and once rescued some goslings that were still alive in the nest after the mother duck passed away. Dad could never be a hunter as he couldn’t look into the animal’s eyes through the sight of the gun.

It was in Coronation that Dad developed a passion for horses, donkeys and building buggies. He also built a covered wagon which he used on several organized wagon treks. Many times he and his team of horses, along with a buggy he built were hired for

weddings.

Dad had a great sense of humour and was very creative. Dad was very mechanically inclined and while on the farm in Oyen he built a garden tractor that had two transmissions and it was able to pull at 1030 Case tractor around the yard.

Dad loved farming and even after he sold the farm would look at the equipment in the fields when travelling.

He loved baseball and at the age of 17 played for the Hilda baseball team for several years. Dad also loved fishing and spent many hours with a rod and reel. Dad had a great deal of patience when it came to doing the things he loved.

A celebration of life will be held at Creekside Reception Center, (Whiskey Creek) 937 13th Street SW on Sat., August 8, from 2 - 4 p.m.

Cat population growing in Stettler area Debra Johnston

ECA Review Reporter Controlling the stray cat population in the area is a mission for Joan Kerbes and Juergen Ross, who made a presentation to Stettler town council July 21.

Kerbes and Ross have made their presentation to the town, villages and county councils with a plea to get local governments to fund a cat spay/neuter

program.

The program would also fund things like a trap/neuter/release program similar to programs in Lethbridge and Taber. Stray cats are trapped and fixed, then adopted out if possible or, if they are feral, released back to where they were trapped.

Kerbes would like to see the dollars budgeted for cat bylaw enforcement redirected to the program.

Trochu’s request indicated the tonnage of debris would be less than that of the school.

However, due to the limited life span of the rubble pit, which Kneehill CAO Al Hoggan pegged at less than three years, and the possibility that the school debris may still end up in the pit, council opted to deny the request.

According to Peterson, the building, which has chunks of brick and mortar falling off the back walls, is a hazard and must be demolished.

“We’re hoping to begin in August,” stated Peterson. “It’s about a three week project.”

The teardown will be done in four phases with hazardous material being removed first, then a gradual demolition of the remaining structure. At each phase, inspections must take place due to the age and hazards asso-

ciated with the 1940’s era structure.

The town acquired the property when the deceased owner’s estate could not dispose of it. The huge cost to municipalities of acquiring such properties through the tax recovery system is “not cheap” stated Peterson.

Once the demolition occurs, the town will develop the property into a park or playground.

Surplus lands

Kneehill County was in a similar situation with a number of surplus parcels of agricultural land deemed either not developable due to size, location or lack of access or no longer required by the county.

The parcels, acquired through the tax recovery process, had all gone through the public auction process without buyers.

Council agreed to allow adjacent landowners to purchase the land for sums ranging from $1 to just under $9,000 on the condition that the parcels be consolidated with the balance of the quarter sections.

Mischief Under $5000

The Provost RCMP were called to investigate damage that had occurred at a Natural Gas Co-op site located near Hayter, Alberta.

Between the night of July 26 and the morning of July 27 the tin shed was damaged. The suspects wrote various symbols and words on the shed in Red spray paint. The damage is estimated at under $5000.

Seeking assistance

Coronation RCMP is requesting the public’s assistance in identifying the suspects responsible for stealing a Clarion stereo from a green 1997 Acura Integra. The stereo was stolen from the vehicle between 9 p.m. on July 15 and 7 a.m. on July 16 in the area of Alexander Avenue in Coronation.

Consort RCMP are investigating a mischief where property damage occurred.

Sometime between May 31 and July 21 a bale truck sitting at a farm yard north of Altario, Alberta was shot at with a gun.

The truck was shot twice in the front grill area causing damage to the

radiator and fan. No one was injured but the vehicle was parked very close to the owner’s residence.

Theft of Truck

Consort RCMP members responded to a complaint of a suspicious male in the Village of Consort at 11:30 a.m. on July 27.

Upon investigating this suspicious male, members recovered a Ford Truck that had been stolen from Lougheed, Ab earlier in the day.

At approximately 1230 hrs a report was received of a stolen Black Ford Truck from 49th Street in Consort, AB. Investigation of this stolen truck led Consort Detachment members to the Village of Veteran, where this truck was located abandoned on Waterloo Street.

With the assistance of Coronation RCMP and Red Deer Police Dog Services a search for the suspect was conducted in the Village of Veteran.

The search yielded negative results.

The suspect is described as a caucasian male, approximately 20-25 years old, thin, approximately 5’8”, dark hair, dark prominent eyebrows, was wearing a blue “DC” hoodie over a black t-shirt with dark, baggy jeans.

The suspect had a large earring in his right ear and tattoos and scabbing on his left hand.

Kerbes also takes issue with the bylaw’s punishment of people who take pity on the strays and feed them.

Feral programs encourage feeding to habitualize cats to a routine, making it easier to trap them. People in Stettler run the risk of a $100 to $500 fine for setting up a feeding station within the town of Stettler.

Mayor Dick Richards was concerned about asking responsible pet owners to bear the cost for the actions of irresponsible owners and stated it wasn’t just the town’s problem.

Kerbes agreed, “It’s a common problem. It’s not just one municipality or rural area.”

“It’s not going to resolve overnight because it didn’t happen overnight,” stated Kerbes in a follow up interview.

Mayor Richards assured Kerbes and Ross that their suggestions would be taken to committee for further investigation.

As Bruins points out, killing cats does not fix the problem. Bruins used the analogy of a stopped tub with the faucets running. Killing cats is like bailing the water out of the tub; it does not stop the water from running and refilling the tub. The answer, according to Bruins, is to shut off the taps.

In Taber, where the program has run since 2003, cat colonies have gone down to four or five cats per colony from 20 to 40 originally. The number of colonies has remained steady at about six or seven. The Town of Taber provides $12,000 per year to the program, part of which is dedicated to a subsidized spay/neuter program. Donated cat food is provided free of charge to people who feed the cats.

Stettler experience

Michelle Fisher of Stettler’s Animal Haven Rescue knows of a number of residents feeding between 18 and 20 cats.

While Fisher understands the dilemma governments face in justifying the cost of a spay/neuter program, the problem has to be dealt with regardless.

So far this year, the organization has found homes for 16 cats and is currently fostering another 17, some of which are kittens. The rescue doesn’t have a physical shelter so volunteers offer to ‘foster’ animals in their homes until they are adopted.

When asked if Animal Rescue could take the reins of a program, Fisher stated they would be happy to help but due to limited and overtaxed volunteers and without a shelter, it would be unlikely the rescue could take the lead.
