The Coronation Fire Department request for more equipment was passed at the regular County of Paintearth council meeting on June 2. Six new breathing apparatuses, spare cylinders and a gas monitor at a cost of $46,467 will be bought with half of the funds coming from the county and half from the Town of Coronation. The next fire truck for Coronation is scheduled to be purchased in 2017 with an estimated cost of $350,000 – 400,000. The county wants to have it ordered

ECA Review Reporter Cross-jurisdiction transportation requests were on the agenda at the Prairie Land Regional School Division (PLRD) regular meeting on May 27. While two cross-jurisdiction transportation requests were presented to the board by Steve Nielsen, transportation coordinator, the requests elevated into the board making a decision to allow Nielsen, to enter into discussions with other boards to retrieve funding for these and future cross jurisdiction requests. School divisions have boundary borders and children who are transported from within their boundaries have transportation funding that the board can

McKeage appointed Acting Superintendent

Submitted by Dr. Neumeier, Superintendant The Board moved to approve that Cam McKeage be appointed Acting Superintendent for the period of September 1, 2015 to August 31, 2016 and that Steve Nielsen be appointed Acting Deputy Superintendent for the period of September 1, 2015 to August 31, 2016 at their regular meeting on May 27. The Board will engage in an open search for these positions in the new year, however in the meantime they feel confident that these appointments are in keeping with PLRD’s needs and interests at this time. McKeage is a longtime educator in Prairie Land Regional Division (PLRD) serving as a high school teacher, principal for both J.C. Charyk Hanna and Youngstown schools, and currently as deputy superintendent. McKeage has been preparing under Dr. Neumeier’s mentorship to assume this leadership role and is well prepared for the demands of the superintendency. Nielsen taught school in the United Arab Emirates for two years and three years in South Korea before beginning his teaching career with PLRD at the Morrin School. He enjoyed a successful teaching experience in Morrin and was then recruited to assume the principalship of the Delia School. Nielsen joined district office to oversee the career transitions program, transportation, and technology integration for PLRD. In relation to the requests by the families proposed, points of interest arose related to cost and length of bus routes, both for students and drivers. In one of the requests, while there won’t be any impact on the children that are currently on the route as the child on the border is picked up first, it does add 25 minutes and an additional 31 kilometres onto the bus driver’s current route. The second request has the PLRD board releasing a student to another school board and during a discussion another request was also discussed where the child had never received permission from either board involved. She has been going to the school for three years and wants to continue going there. This student costs the PLRD $8000 per year in transportation costs. Grasslands School Board, the division

Business owner slams council for unsightly land Lisa Joy

ECA Review reporter Bashaw Town Council voted in favour of going in camera to further discuss a letter from Marion Hartel of Bashaw Farm & Building Supplies.

In her letter to council, Hartel said she was “absolutely dismayed at the state this town has taken on in the last couple of years.” Hartel voiced concerns that when you drive into Bashaw from the south end the first thing people see is the

wrecking yard at the Bashaw Motel. “If that’s not enough to make you wonder what kind of community this is, the very next horror you see is the mess at the old cheese plant,” her letter continued. “When you drive into town from the east, you are greeted by the newest wrecking yard located at lot 19 block 102 of the industrial area.” Hartel went on to claim that scrap metal and other debris is being buried in the yard. Coun. Lynn Schultz, before the item went in camera, said if scrap metal is being buried maybe they should call in Alberta Environment. “I don’t believe you’re allowed to bury stuff,” said Coun. Schultz. Hartel said that as a responsible business owner who expends a great deal of time, effort and money to keep their place of business clean, neat and as weed free as possible, she expects the same from others. ‘If I sound upset, that’s because I am.” Hartel went on to say in her letter that she has filed complaints in the past and has waited patiently for these issues to be addressed and resolved, adding that she is not the only business owner to be upset by these same issues. “What attracted us to Bashaw in the beginning was the neatness of the town at that time the pride that the business community had in their premises. To be rank Bashaw appears to be going down hill rapidly.”

The Town of Bashaw council approved its audited financial statements at its regular meeting June 4, which shows a $1 million surplus in the bank. “We’re in good financial shape,” said Tony Goode, acting chief administrative

Applying for grants

Council agreed to apply for the Canada 150 Community Infrastructure Program grant, a federal program that invests $150 million into renovations of existing community facilities across Canada. The grants are in celebration of the 150th year of Confederation in 2017. Council first considered applying for the grant to upgrade the campground but decided against. Tony Goode, acting chief administrative officer, told council if the town upgrades the campground by adding sewer and water services, they would have to expand the site for it to be profitable. Coun. Lynn Schultz said the campground would never make enough money to justify the upgrades. “Are we creating a monster,” asked Coun. Schultz when debating whether or not to upgrade the facility, adding the town would have to hire someone to look after the 16 campground site as well. “It would be a money losing venture.” Mayor Penny Shantz agreed the campground needs some improvements but said this project isn’t at the top of the list for the town. Coun. Rosella Peterman said it wouldn’t be wise for the town to proceed with a campground upgrade application because of the tight submission timeframe and not knowing what the town’s share would be for the project. The town would have to pay 50 per cent. Coun. Peterman suggested road improvements in the industrial park would be a better project. Coun. Bryan Gust agreed. “That one we have to do regardless.”

RCMP to crack down on repeat offenders Beth Causley

ECA Review Reporter With the RCMP into their second month of their fiscal year Sgt. Darcy McGunigal along with Cst. Brian Marinelli and Cst. Brenda MacDonald came to the Coronation regular town council meeting on June 8 to give an update on policing priorities. The RCMP traffic safety objective, which is number one of the three policing priorities has two initiatives tied to it, the first one being traffic enforcement, which include the traditional traffic safety laws; speeding, seat belts and distracted driving. The second initiative, impaired driving is new to the task this year and as mentioned last time the RCMP came to report to council, they want to get ahead of it before it becomes a problem in the area. McGunigal told council that the stats of occurrences have not increased or decreased but the RCMP has been very proactive in their efforts with this. “With provincial tickets and with impaired driving we are seeing roughly twice as many charges being laid as we were at this point last year,” said McGunigal. But he cautions that he wouldn’t take that data to make the conclusions that impaired driving and traffic violations are on the rise but instead that

the RCMP are being more proactive with their enforcement and making more arrests and charges because of it. With the school year ending the RCMP will be stopping their traffic resources at the school in Coronation and the officers will be redeployed to commuter traffic on the highways, “So if you are on the highways in the summer, slow down,” said McGunigal. The RCMP will be holding a number of unannounced impaired driving check stops throughout the summer season. Alberta Transportation provides funding for smaller police detachments to conduct larger scale impaired driving check stops by drawing in other officers from surrounding detachments and providing the funding for those members. McGunigal said that the funding has been approved for this so over the course of the summer residents will see other RCMP officers dedicated to the primary focus of impaired driving. The second policing priority is a property crime reduction strategy. Two arrests have been made in relation to thefts that have occurred in Coronation and in the County of Paintearth, both unrelated. One of them was a suspect that originates from the Red Deer region and the RCMP believe he is responsible for a large volume of property crimes. McGunigal said he has been arrested and charged and

Arrests in Habitual Offender Management Program Coronation RCMP have arrested two individuals for violating court ordered conditions according to RCMP releases. Both people were previously accused separately of committing numerous crimes in and around Coronation and were subject to several conditions relating to any future involvement in criminal behaviour. Connie Elizabeth Polege was arrested on Tuesday, June 2 and is charged with three counts of violating conditions of an undertaking. Polege was brought before a Justice of the Peace and has been remanded into custody. She will be appearing in Coronation Provincial Court on Friday, June 12. Shara Lee Twa was arrested on Thursday, June 4 and is charged with one count of violating conditions of a Recognizance and one count of violating a Probation Order. Twa was brought before a Justice of the Peace and has been remanded into custody. She appeared in Red Deer Provincial Court on Monday, June 8. Both arrests were facilitated through the Coronation RCMP’s Habitual Offender

Management Program. The Habitual Offender Management Program is an initiative of Coronation RCMP’s Crime Reduction Strategy that was created to provide the framework for police to respond to those offenders who are responsible for committing a disproportionately high number of crimes in our community through enhanced accountability, monitoring, and prosecutions.

Provost RCMP responded to calls involving theft of a vehicle, theft of property, break and enters to buildings and mischief to vehicles in Czar on June 3. Some of the property and a vehicle have been recovered and are being processed for evidence.

involved with an armed individual that resulted in an armed and barricaded stand off south of Halkirk. McGunigal said they got the call at shortly before 7 pm on Tuesday, June 2. Emergency response teams assisted from the Calgary region and neighbouring detachments and they located and arrested the suspect after about 10 hours. The man was in possession of a number of firearms, including a 357 magnum handgun. He is still in custody and awaiting a court date. “The most important part is that everyone is okay but it was a long day,” said McGunigal stating that Cst. MacDonald worked a 22 hour day during the incident. Coun. Vicky Horkoff asked if the suspect would get the guns back into his possession. McGunigal stated that they have some legal processes to take care of and he has every intention to make sure that it does not happen.

they have an ongoing investigation into him as they feel he is responsible for even more crimes in the area. The Habitual Offender Management Program they feel is making a significant impact due in large to the fact that each member of the force is assigned a habitual offender in the area with the intent to get the offender off of the path and out of the cycle of crime. The RCMP’s main goal is to break the pattern and keep the offenders accountable through a three step process. The first step the RCMP want to see is a court order condition for those that are responsible for property crimes in the area. Number two is that they want to arrange for the dedicated monitoring where specific officers will be dedicated to specific repeat offenders, which is the Habitual Offender Management Program. Number three will be through enhanced prosecutions. “We can’t simply fill out papers and rely on the courts to recognize the significance of crimes that happen in this area, particularly when we are serviced by a court district that is almost two hours away in Red Deer,” said McGunigal. If the RCMP ask the courts to restrict someone’s freedom by incarcerating them or putting them on conditions while they are out, then the RCMP will have to make a strong case as to why that is necessary. Two arrests were made due to violations of court ordered restrictions, both were on the RCMP Habitual Offender Management Program, one in the Town of Coronation and one in the County of Paintearth. The third priority is the increased police visibility. With rodeos and parades coming up in Coronation and Castor the RCMP will be active at both.

Life in limbo – waiting for talking therapy by Brad Johnston I’m 23 years old and I live with anxiety, depression and low self-esteem. Putting myself out there like this is terrifying but when I saw that Mind, a mental health charity in the United Kingdom, were asking people about talking therapies, I managed to convince myself to email in. It was really difficult but that’s how I have to get myself to do most things. Talking therapies involve talking to someone who is trained to help you deal with your negative feelings. The main reason that I wanted to write this piece was because, although I did experience a long wait time for my therapy, I reflect on it positively - and I thought maybe other people felt conflicted like this. Talking therapies were so life-changing for me, once I finally got them, it wiped out any previous frustration. From my initial doctor’s appointment to my first appointment with Laura, my first counsellor, was nine weeks, which felt like such a long time. Waiting nine weeks for a sofa to be

delivered? Maybe. But nine weeks seemed an extraordinary time to wait for healthcare. Would you wait that long if you had a physical illness? My phone interview with the counsellor was only a couple of weeks after my doctor referred me. It was the wait that came next, before I actually got to see someone, that was the longest. I appreciate that how long you wait will hinge a lot on where you live but given that one of my main ‘problems’ is severe anxiety, checking my messages, almost desperately, every day to no avail, was excruciating. I think I’d blocked that out, but forcing myself to look back I can feel that panic, that tightening in my chest, as clearly as if I was there all over again. This, I feel, is the biggest problem with long waiting times. It takes a ridiculous amount of courage (and I say that with no hint of arrogance) to ask for help, and for many it’s a last push, a last resort because they’ve realized they need support to cope. To then have to wait months in this sort of limbo can be so damaging. Some people

However after six sessions of CBT, Laura, my CBT therapist and I both felt that, whilst my strategies for coping with anxiety and worry were coming on leaps and bounds, my depression wasn’t shifting and a counselling approach might be better for me. CBT is an excellent practical approach, and I still use the tactics I was taught to deal with what used to be an all-consuming condition (I suffered regular panic attacks). Fun facts for County of Paintearth taxpayers Dear Editor, As children, we were taught about fact versus fiction. For example, when your Mother or Father told you “don’t make that silly face, or it will freeze that way!”; no matter how effective the threat was, it was fiction. When they told you “you can achieve anything if you set your mind to it”; fact. Now, let’s fast forward. As adults and taxpayers of Paintearth County, I would like to share some facts with you. But before I do, I would like to tell you a little bit about me. I am a regular taxpayer, married and raising our first child on our ‘new to us’ farm in Paintearth County. My husband and I were notified of the 10 per cent tax increase from our sister-in-law who, at the very last minute, was notified of a council meeting being held on May 12. Along with other members of the county, this upset us. Not because of the increase, but because of the lack of notification to attend the meeting. Then, after reading the article entitled “Property taxes increase in 2015” in the ECA Review, as well as being told first hand details about the ludicrous way in which the meeting was held, my husband and I along with a few other individuals decided to do some research into the CAO wages for our County. Here are a few of our findings: We took a sample of nine Counties in total, all with a population of between 2,000 and 4,000. They were the County of Paintearth, Municipal District of Smoky River, Municipal District of Provost, Saddle Hills County, Clear Hills County, Municipal District of Pincher Creek, Flagstaff County, County of Minburn and Lamont County. As of 2014, out of all nine counties, Paintearth County had the smallest population at 2,029 people, with Lamont County being the largest at 3,872. Paintearth County’s CAO wages for 2014 was $202,220 inclusive of benefits, and Lamont County’s CAO wages were $177,564. This means that Paintearth County pays 54 per cent more to the CAO’s

In fact, Paintearth County pays the same salary as a County with 65 per cent more people, which is Flagstaff County. Let’s not stop there - let’s dig deeper. The price per person in Paintearth County works out to $99.66 per person, with Lamont County being $45.86 per person. When we averaged out all of the dollars per person for all nine Counties, the average worked out to $64.76. This means that Paintearth County is paying the CAO’s salary 46 per cent HIGHER THAN THE OVERALL AVERAGE! Let that sink in for a second. Just to prove how ‘out to lunch’ Paintearth County’s CAO salary is, we populated a scatter diagram with the statistics as mentioned above, and Paintearth County was the “spike in heartbeat”, so to speak. So misaligned with the rest of the data, that it has no business being associated with the other listed wages. To quote a childhood favourite “one of these things, is not like the others!” My question is, where is my money going? And where will the additional 10 per cent that I am paying in taxes go? Will it go toward putting additional snow ploughs on the roads during the winter months, or graders during summer? Or will it go directly into our CAO’s bank account? Will it go to investing in corners that take away from our town’s businesses? Will it go to buying brand new equipment or should it go to a more fiscally responsible attitude, like a cost benefit analysis of repairing existing equipment? What percentage of my money goes to supporting local businesses and where is our money being spent outside of our County and on what (i.e. gravel... just saying)? Will it go towards the CAO’s 24 per cent salary increase like it did since 2011, as per the financial statements on the Paintearth County website? The honour and sacrifice of those that stood in the face of tyranny and injustice to preserve our rights, is something that should be honoured every day. Our fundamental right to democracy is the mechanism that preserves freedoms enjoyed by every citizen in that same coalition of allies that assembled forces on the beaches in 1944. The loyalty and honour that fuelled the young men who were willing to sacrifice their lives is unimaginable. On June 1st 2015, one by one, the newly elected and re-elected MLAs were swornin using a traditional oath of office which was presided over by Chief Justice of Alberta, Catherine Fraser and Speaker of the Assembly, the Honourable Gene Zwozdesky. The oath pledges “that I will be faithful and bear true allegiance to her Majesty Queen Elizabeth II, her heirs and successors, according to law.” An oath traditionally is a promise with wording relating to something considered sacred and is considered a sign of true loyalty. Knowing what to expect, having taken the oath in 2012, it gave me a chance to reflect on the significance of that oath.

The privilege awarded by the citizens of Alberta is something that deserves respect by all members of the Legislature and is something that should be in the forefront for every MLA. The purpose of the legislature is to carry out the wishes and act in the best interests of Albertans that chose us to represent them. That is why I felt it necessary to slightly change my

oath adding “all Albertans.” The swearing-in of the Members’ of the Legislative Assembly of Alberta is the conclusion of the democratic process that is made possible by the honour and loyalty of so many who made the ultimate sacrifice in democracies throughout the world. It is once again an honour for me to loyally serve “all Albertans.”

The county water truck and other county supply units like the rapid response units, is at $50 per hour. For a motor vehicle accident the cost is $500 which includes the first two hours and one operator and $75 for each additional hour. There are 16 members on the Coronation volunteer fire department.

Director of Public Works, Bryce Cooke, told council during his report that the County’s plan is to have the county spray oil, fill with fine aggregate and then pack it. “We have to do something,” said Peach adding that the airport runways are in bad shape. According to Peach the airport doesn’t just have cracks, the pavement is actually at different levels with one side of the crack being higher than the other. Cooke said that they will be meeting with the town to discuss other options. Dahmer asked why shorter routes weren’t being used by the county workers when they are hauling gravel, giving an example that gravel at one site was being hauled 12 to 15 miles to get to where the site it was needed at instead of taking a shorter route. Dahmer said that workers were “pounding out” 10 miles of road to get four miles from the stockpile. Cooke said that this was being done as there were bans in place on the road. “Then shouldn’t we wait until the bans are done? That’s a lot of diesel that’s being used.” Cooke agreed that they could wait until the bans are lifted.

The deputy superintendent reviewed the PLRD’s latest accountability pillar results which by most measures were stellar. The provincial accountability pillar rates school divisions on seven indicators of effectiveness. PLRD scored excellent results for operating safe and caring schools, for providing students with access to broad-based programs of quality, and for preparing students for lifelong learning, the world of work, and citizenship. The division was also rated as

excellent for providing opportunities for parent involvement and for demonstrating continuous improvement. PLRD was rated as showing good achievement results for K-12 on Student Learning Assessments, Achievement Tests, and on Diploma Examinations. A key area of improvement was in the program of studies where PLRD improved our student, parent, and staff satisfaction with available programs for students from 69.4 per cent to 75.3 per cent satisfaction.

Cont’d from Pg 2 2015-2016 Operating Capital Budget Using the budgeting principles and guidelines approved earlier in the year while prioritizing the needs of the jurisdiction, the Board has approved a balanced 2015-2016 Operating and Capital Budget. School staffing will remain relatively constant overall with changes attributable to enrolment increase or decline. Divisional supported programs and services will see a decrease of 2.1 full-time equivalents. These will occur in the areas of divisional coordination and transportation. With the recent funding announcements, including funded enrolment growth and restoration of 2014-2015 funding levels for non-instructional areas, we are able to provide additional dollars to the areas of inclusive education, classroom resources and support a contingency fund for mid-year pressures. The Board appreciates and recognizes the government effort in addressing enrolment growth and the education needs of the province. The approved budget will be available on the PLRD website at the end of June following submission to Alberta Education.

Meat available for consumption is declining Agri-News The Statistics Canada 2014 food availability data for per capita consumption is out. “The numbers show that meat availability and, therefore, consumption is declining in Canada,” says Jason Wood, provincial livestock market analyst, Alberta Agriculture and Forestry, Edmonton. “The reasons vary regarding consumption changes with overall beef, veal, pork, chicken, turkey, and lamb availability down just under 1% from 2013.” Since the early 2000s beef, pork and turkey have declined 17.5%, 28% and a half a percent respectively. During the same period the big gains were in chicken and lamb, which gained over 7% and 20% respectively. Per capita beef consumption in 2014 was 26.5 kg on a carcass basis, a slide of 3% from 2013. Beef consumption has been declining since the late 1970s. “Cattle supplies remain tight given historically low cattle numbers in Canada and the U.S.,” says Wood. “The low cattle numbers have reduced slaughter; therefore, beef supplies will remain tight moving forward. While herd rebuilding started last year in the U.S., it will take a number of years before increasing herd numbers impact beef availability.” While pork consumption has been

more stable than beef, it declined to 20.63 Kg in 2014, a drop of 1.2% from 2013. Hog prices strengthened considerably in 2014 after the effects of porcine epidemic diarrhea virus and strong meat demand. In response, hog producers in the U.S. and Canada increased breeding herd sizes resulting in a significant increase in pork production over the last six months. In the U.S. alone pork production is up over 6% compared to the same period a year ago. “In 2014, per capita chicken consumption was 30.94 kilograms, which is an increase of 2.9% compared to 2013,” notes Wood. “Unlike beef and pork, chicken has enjoyed increasing per capita consumption levels from the 1960s through to the early 2000s. Over the last decade chicken consumption has remained steady which is why last year’s increase is one to note. Turkey per capita

by Bruce Penton Maybe it’s time for the hockey world to stop its idolization of Sidney Crosby and install Jonathan Toews of the Chicago Black Hawks on that pedestal. Crosby, the Pittsburgh flash whose individual flair, two scoring titles and ‘Golden goal’ have made him hockey’s god in Canada, has but one Stanley Cup to his credit. Toews, who came into the league two years later than Sid the Kid, has fewer individual achievements than Crosby but is the epitome of skill and leadership. In fact, it has been the Toews-led Blackhawks who are on the brink of becoming the NHL’s newest dynasty. No one was using the ‘d’ word when the Hawks won their first Stanley Cup since 1961 back in 2010. A few eyebrows were raised when Toews, Patrick Kane, Duncan Keith et al won their second Cup in a four-year span in 2013. Now, with Chicago battling with Tampa Bay Lightning in this spring’s

Stanley Cup final, it’s time to consider the Hawks in the same light as other dynastic teams — the 1980s Oilers and Islanders or the Canadiens of the 1950s. In this age of 30 teams and parity created by salary caps, it’s miraculous that a team could possibly win three Cups in five years. But the Hawks have ridden Toews’ leadership to prove anything’s possible. The Winnipegger’s international record is outstanding — world junior titles, Olympic gold, for Penton example — and while he may not score the most goals nor lead the team in points, one only has to watch the Hawks in action to see Toews pulling the team along, and the rest of the squad following. Take Game 7 of the Western Conference final, for instance. The underdog Hawks, playing in enemy Anaheim Ducks territory, essentially took control of things

with a quick 2-0 lead on a pair of goals from Toews, and coasted to a 5-3 win. “(Toews) played great. Johnny’s a big-time player,” Anaheim captain Ryan Getzlaf told the Toronto Star. Chicago coach Joel Quenneville could hardly get past the word amazing when describing Toews and his biggame performance. “He’s an amazing person. He’s an amazing hockey player,” said Quenneville to The Star. “The bigger the stage, the bigger the setup, he just seems to excel in big moments, big stages. Shows he’s as good a leader as there is in any sport.” Steven Stamkos, Tyler Johnson, Victor Hedman and Ben Bishop of the Lightning may have something to say about this ‘Blackhawks –dynasty’ talk, but there’s no denying that when the game’s top players are listed, Jonathan Toews is near, or at, the top.

Stettler Mayor Dick Richards welcomed two youth delegations to the June 2 council meeting. The mayor congratulated Nicole Philpot on winning the Provincial Five-pin Bowling Championship held in Calgary in February, and the bronze medal at the National Youth Bowling Championship held in Oshawa, Ontario in May. The ability to effectively operate a Cadet Squadron comes from a unique co-operation from the Officers, Unit Sponsor, Parents Association and the Ari Cadet League of Alberta and the desire of the Cadets to achieve and excel within the program. This year the cadets actively participated within the Regional Basketball and Volleyball Sports Competition held in Penhold, Ab. where they competed against 12 other Cadet units from all three elements; Air, Army and Sea and they successfully placed third in mixed basketball. They also attended the SurviAir Challenge Competition held at the Rocky Mountain Summer Training Centre near

Summer fun at the pool Ball is winding up, hockey registration is over and the summer fun at the pool is just beginning! The summer schedule should be out soon with all swimming lessons at the pool have been scheduled. They will be all cram sessions. The Castor Rec Board passed a motion that all volunteers involved with children under the Castor Minor Sports umbrella will be required to have a Vulnerable Sector Check. All that is needed is for the volunteer to go to the Coronation RCMP with two pieces of ID (one picture) and make the request, stating that it is for Castor Minor Sports. As we look to the future, we want to

ensure that both our volunteers and our children are protected. Please call the Rec Office if you have any questions.
