Forestburg to host community development fair Dena Clark

ECA Review reporter Forestburg village council approved the request from Economic Development Intern, Shallon Welsh, at their last regular meeting on June 1, to host a summer fair during the month of July under the condition that costs do not exceed the current operating budget for Community Development.

Welsh will also conduct further research into establishing a business incubator site which includes setting out the potential spaces, costs and ramifications of setting up a business incubator site and will return a report to council at a future meeting.

ECA Review reporter Les Holloway told Paintearth County council members at their last regular meeting on Tues., June 7 that he was deeply concerned that “anyone with a cell phone is an irresponsible user of a potential weapon” to use against him as well as other county residents when it came to reporting fires to 9-11 and the county needed to do something about it.

Holloway complained that the fire ban was not lifted for five days despite the two and half inches his property received late last month due to the CAO not being available. He also expressed his frustration that he had to get

a fire permit at all and would prefer “to be left alone”. Reeve George Glazier explained to Holloway that the benefit of getting a fire permit is that both the county and 9-11 have record of which persons/landowners are burning, therefore should either receive a call reporting a fire they can avoid contacting the landowner or sending fire crews unnecessarily. CAO Tarolyn Aaserud countered Holloway’s request to have the county look into charging people who, in his opinion inaccurately report fires to 9-11, with the fact that the county has limited access to information regarding 9-11 calls due to FOIP. Councillor Doreen Blumhagen suggested the county look into extending the landfill’s hours of operation during fire bans in order to help alleviate some of the garbage back log.

Three attend land use bylaw public hearing Dena Clark

ECA Review reporter County members continued to gather feedback from county residents prior to final reading of the impending land use bylaw changes by holding another public hearing Tues., June 7. Despite only three people in attendance, Reeve Glazier requested a public reading of the most recent letters received by the county in the wake of the April public hearing. The letters express the opinions of the landowners affected by the impending wind turbine installations. Here are excerpts from two of the letters, representing both sides of the issue. Ellyn Schaffner told the county in her letter, “We live situated in the middle of several windmills but we have not experienced any of the socalled negative effects that others

claim they have. “Prior to this windmill project, we were very skeptical of the turbines and chose not to listen to any negatives or positives but to research everything for ourselves. “I drove through southern Saskatchewan and asked people questions. I read environmental reports as well as looked closely at the situation in Ontario where politicians and businesses chose to be rather unclear about their intentions with landowners. “Presently, we are persistent with observing the animals that surround our area and I have even seen a large bird navigate the blades. “We continue to have a variety of songbirds in the yard as well as geese and ducks all about. We keep in close communication with our renter who has not noted any difference in the cattle. Deer are abundant, as well as moose.

“Throughout the warmer season, during evenings in the yard, we also still have bats. On a very rare occasion, we hear a sound similar to that of highway traffic, but as stated, it is rare and is not a bother to us.” Geraldine Coulthard said in her letter to council, “The original proposed setbacks from residences and roads was 1000 meters, but understand it has been changed to 500 metres which is much too close for health reasons as studies world wide have proved. “Given the high density of farms in the Paintearth area, we also don’t agree that a few councillors who are not affected by the turbines have made the decision to limit the setback to 500 metres. “What was the purpose of the public hearing if councillors were not going to take heed to taxpayers concerns? “We feel it will devalue our property

and will deteriorate our roads which happened when the 83 towers Capital Power now operator were installed in the Halkirk area. “Also when this wind farm was proposed we were told they would hire local people and businesses to benefit our community but most were from out of province and a construction company from out of country. “Lets ask ourselves who in the community really benefits from the wind turbines?” Development Officer Todd Pawsey read through the bylaw amendments and the meeting concluded with Dwayne Felzien of the Castor/Galahad area urging council to consider the opinions of the 15 or so landowners who represent 100 quarters of land in the area being considered for the land use bylaw changes. A follow up to the hearing will be discussed at the next meeting on June 21.

RCMP

Clean-up ongoing for the Stettler water due to diesel spill from traffic accident A rollover of a semi-truck and trailer combination on Hwy 21 approximately one mile south of Hwy 11 near Content Bridge. According to a recent RCMP press release Stettler RCMP and Stettler Regional Fire Department responded to the incident at approximately 3:30 p.m. on June 9, 2016. The investigation is on-going as to the cause of the semi leaving the road on a curve as it was travelling north. The truck turned on its side in a small creek, along with the lead trailer. The second trailer became detached and over turned into the creek. The driver of the semi-truck suffered minor injuries and was transported to Red Deer Regional Hospital by Stettler EMS. The truck and trailer combination was carrying diesel fuel and an unknown quantity of fuel spilled into the creek. The creek eventually flows into the Red Deer River. Notifications were made to Stettler Emergency Management Services, Alberta Transportation’s Dangerous Goods, Stettler Water Treatment Facility, Alberta Environment and Parks, Alberta Emergency

Management and Alberta One Call. First responders limited the flow of fuel from the trailers and the flow of water down the creek was curtailed by the use of booms and a berm was used to block off the creek. The remaining fuel in the tank was subsequently removed. The Town of Stettler Water Treatment Plant has switched over to storage pond water which has approximately a ten day supply to service its area. It is not anticipated regular water treatment will be affected for any long term duration. The clean-up is intended to continue into June 10 and an assessment will be made on water quality in the Red Deer River. Alberta Dangerous Goods personnel and Alberta Environment and Parks will be working with Emergency Crews with containment and recovery operations. Traffic in the area was restricted along Hwy 21 to one lane in alternating directions. Traffic continues to flow with limited delays. Theft of diesel

On Wed., June 8, 2016, Coronation RCMP responded to a report of theft of diesel fuel from a dump truck parked at the Castor Rec. Area and Campground. The investigation revealed that a black pickup truck hauling a white Conquest holiday trailer and a white Cadillac sedan were involved in the theft. Both suspects are believed to be Caucasian males in their mid-20s to 30 years old, and both small were of small stature.

Priority Crimes Task Force execute search warrant in Delburne

RCMP have seized a number of stolen firearms after executing a search warrant at two trailers in the Barking Fox Campground in Delburne. Three Hills RCMP and the Priority Crimes Task Force launched an investigation in early May after RCMP received intelligence about stolen

firearms. The search warrants were executed at 9:30 a.m. this morning with the assistance of Police Dog Services, K Division’s Emergency Response Team. A man and a woman were taken into custody. 3” wide

Lacombe County will spend $847,000 to replace Mirror’s undersized sewer lines. At its regular meeting June 9, Lacombe County council voted in favour of awarding the project to Urban Dirtworks. The money to fund the sewer line upgrades will come out of the following reserves: Mirror sanitary sewer $60,000; Mirror water reserve - $40,000; and Mirror contingency $746,255, “The replacement of these lines will not only alleviate the concern of plugged lines but may also make lots available for potential sale and new homes in the community as the bigger lines will accommodate more houses,” said Lacombe County Coun. Brenda Knight. Last spring Lacombe County updated Mirror’s Area Structure Plan (ASP), which lays the groundwork for future growth in the hamlet. Lacombe County sees potential in Mirror because of its central location, its access to a large

environmental and protective services for the county told council in his report. In 2003 Mirror rescinded its village status in favour of becoming a hamlet in Lacombe County. Since then the county has been working with the community on the Hamlet of Mirror Area Structure Plan (ASP) and adopted one in 2007. It was updated in 2008 and and reviewed last year.

OBITUARY

Wayne Douglas Carl was born Dec. 30, 1939 to Douglas and Vernie Carl and passed away May 14, 2016 at the age of 76 years. Wayne was predeceased by his wife Elaine Muriel in 1985 and his life partner Alice McDonald on May 4, 2016. Wayne leaves behind two sons Garth (Sue), Doug Carl (Jackie), one grandson Dustin Carl and two granddaughters Delaine Carl and Ariana Carl, one sister Pat Baynham and one brother Clinton Carl, as well as several nieces and nephews. Wayne was born in Provost Ab., bought and sold grain in Chauvin, Claresholm, Vulcan and Hanna. He also worked for

CKRD in Red Deer as an electronic technician and later in his life, worked for Special Areas and Starland County as an Agricultural Fieldman. He retired to Myrnam, Ab. and later moved and settled in Sherwood Park, Ab. Wayne’s love of playing music and entertaining was appreciated by many throughout the years. He was a talented piano, guitar/steel guitar, saxaphone player and was known to sing a song or two as well. Wayne’s other favourite past time was his garden, old trucks, camping and fishing if he wasn’t playing for a dance. A Celebration of Life will be announced at a later date.

Here’s the problem: even in the fantasyland we just created, Albertans will still pay more because of the carbon tax. The government has finally admitted that the costs will be substantially higher than they originally told Albertans. Businesses will pay more for transporting goods across the province. This increased burden will manifest in the form of higher prices on the things we buy. Bananas, diapers and winter coats will cost more. Municipal governments are also going to pay more. Calgary Mayor Naheed Nenshi says the tax will run up a whopping $6.5 million tab for the city in 2018. Mayor Nenshi characterized the cost as a “half point increase in the property tax.” School boards are going to pay more. In Edmonton, the Catholic School Board said the carbon tax will cost them $217,000 more in 2016-17 and estimates similar costs for the following year. Add in an estimated $520,000 in additional natural gas costs in 2017-18, and that’s an extra $737,000 for just one school board in just one year. Alberta has 61 public school boards. In Calgary, the costs are

expected to be even higher. Through increased taxes or increased bussing fees, the carbon tax will make sending your kids to school more expensive, too. Some carbon tax proponents have been completely transparent about the costs of the carbon tax. Yes, it will make life more expensive for you, and yes, that’s the point: so you change your (apparently reprehensible) behaviour. The problem is, there’s nothing wrong with driving, eating, heating your home, or sending your kids to school. Yet all of those things will become more expensive under the carbon tax. All of this so that after 13 years of paying the carbon tax, we can hope to produce 50 megatonnes less than ‘business as usual’ in emissions, while China will kick out 58 times that amount in the same period? Set aside that changing our lifestyles is unrealistic – it also won’t stop Albertans from paying the carbon tax. Nor will it make a dent in climate change. SLAP SHOTS

Sports world loses two of the best by Bruce Penton Oh, oh. Bad things supposedly happen in threes. First the sports world was rocked when Muhammad Ali died at 74. One week later, hockey legend Gordie Howe passed on at the age of 88. Enough’s enough. Turn off the TV. Disconnect the computer. Let’s not hear any more bad news. Ali’s death from a respiratory ailment made both the front page and the sports section. And why not? He was the most famous person in the world for more than a decade in the 1960s and 70s, Penton dominating the sport of boxing and effecting major social and cultural changes. Much of America reviled him when he adopted Islam and changed his name from Cassius Clay (“my slave name,” he called it) to Muhammad Ali. He made headlines, but few friends, when he refused induction into the U.S. Army during the Vietnam war. Convicted (but later overturned by the Supreme Court), he was banned from boxing for three years, stripped of his passport and was out on bail but athletically idle for what would probably have been the three most productive years of his boxing career (age 25-28). But Ali came back, winning the world heavyweight title on three different occasions, starring in three of the most famous fights in

history — the Fight of the Century vs. Joe Frazier (he lost); the Thrilla in Manilla vs. Frazier (he won); and the Rumble in the Jungle vs. George Foreman (he stunned the world by winning with his famous rope-a-dope strategy.) In the end, Ali was loved and respected the world over. He was the peoples’ champion. His nickname was apt: the greatest. Loved and respected are words to also describe Howe, Mr. Hockey, who was born in a tiny village in Saskatchewan and went on to dominate hockey in North America. Not only was he the best player in the NHL during the 1950s and 60s, but after he retired and spent three years on the sidelines, he returned to the pro game to suit up with his sons Mark and Marty in the World Hockey Association. When the NHL added four WHA teams to the league in 197980, Howe and his boys were members of the Hartford Whalers and, remarkably, he played one more NHL season, wrapping up his storied career at the age of 52. The amazing Howe had 15 goals and 41 points in that final season. Howe was Canada’s most famous sports ambassador for four decades and having both him and Ali enter the great locker room in the sky within one week of each other was a stunner for the sports world. Memories of their days of glory will live on forever.

Fishing with sonar and GPS

by Bob Chapman I purchased my first sonar in about 1987 and although it would seem pretty dismal by today’s standards, it completely changed my fishing methods and success. The ability to find and distinguish structure, hard and soft bottom, helped immensely in finding fish and how they related to the various structures, which sometimes would change throughout the day. Fishing with sonar and especially one with GPS has many safety features as well. As long as you travel slowly on new water it will show the bottom starting to rise and will give you time to slow down and change directions to avoid the bottom rocks. If your unit is equipped with GPS as well, which I recommend, it can aid in lakes with many islands and also if a fog rolls in on large bodies of water. Probably the biggest advantage that I observed while using sonar is finding structure that the various species relate to and then having the ability with GPS to mark that spot and return to it. What you will find after fishing different bodies of water is that the same species will relate to the same or very similar structure on the same styles of water. Rivers and reservoirs are not as consistent with this but lakes are very similar. You will find that the old saying about “90 per cent of the fish being in 10 per cent of the lake” rings pretty true while lake fishing. Some of the locations and style of structure may change throughout the season but after some experience with your sonar you will know what structure to look for in the season you are fishing. Walleye will be shallow in the spring staging over

rocky shores or rock reefs to spawn, if there is an incoming stream they will be staging at the mouth. In the summer they move onto the drop-offs, points, midlake humps and in the fall on the sharpest drop into the main basin of the lake. Your sonar will help you find most all of these and display if there are fish there. Once you have marked this location in your GPS they will be easy to find next time you fish the lake. Most all sonar/GPS combos today have units in similar price points. Some sonar/GPS combos also has down and side imaging. Side and down imaging is a relatively new feature and will display almost an actual picture of what is below and to the side of your boat, removing much of the need to interpret what you are seeing on the screen. There are combo units out there with a five inch screen but if you want to view your sonar and GPS at the same time on a split screen you might want to consider at least a seven inch screen as viewing both screens is much easier in the larger size. Most screens have all went to colour screens which is definitely worth the extra money as the clarity and contrast is much better with a colour screen. Prices will vary, mostly with screen size and features but a five inch colour combo unit will be in the $350 - $500 range, the seven inch combo $600 - $1000 and on up from there with the large 10 inch screens with all the bells and whistles for about $3500 to $4000. With all the capabilities of sonar, safety, ability to mark structure, mark fish, mark trails and easily return they should be something to consider,and adding more fishing “toys” is always fun! Have a great summer and take a kid fishing!

We need to ensure safeguards for vulnerable or disabled persons and confirm their capacity to make decisions about their life or being killed. Many of us believe that the conscience rights of individuals, organizations and institutions should be protected. Doctors, nurses and care-givers should not be forced to take a life if it is against their moral code. Likewise, faith-based hospitals should not be forced to perform procedures that end a life, and go against

their standards of care. If Bill C-14 becomes law, I believe it will only be a short time before it is challenged in court. If euthanasia is defined by courts as a right, then it must be a right for all which leaves the door wide-open for all people to choose death instead of life and hope. I oppose euthanasia and/or doctor assisted suicide without restrictions. I want you to know that I have always worked to protect life with the belief that all human life is sacred.
