Sandra Beaudoin, President of the Hanna Roundhouse Society, received official notification on June 5 from the Minister of Culture & Tourism, David Eggen, of the designation of the 1913 Canadian Northern Railway Roundhouse in Hanna, Ab. as a Provincial Historic Resource! As of June 1, 2015, “the site (1913 Canadian Northern Railway Roundhouse) is subject to the provisions of the Historical Resources Act”.

This designation empowers the Minister of Culture to designate and protect Provincial Historic Resources. To qualify for this level of designation, historic places must normally: • Be associated with an important aspect of Alberta’s natural or human history • Be of outstanding provincial significance • Be situated in their original location • Retain the physical site features necessary to convey their significance Owners of Provincial Historic Resources are obligated under the act to be good stewards of their heritage properties. No person can destroy, disturb, alter, restore, repair or remove any historic objects from a Provincial Historic Resource without approval in writing from the Minister of Culture.

However, Provincial Historic Resources can be and often are altered for a number of valid reasons if such actions do not disturb or destroy the significant heritage fabric of the site.

In order to protect and promote Provincial Historic Resources, the owners of these sites are offered a number of incentives, including: • Eligibility for matching funds from the Alberta Historic Resource Fund, based on

the size/scale of the historic resource and scope of the proposed conservation work • Access to the technical expertise of Heritage Conservation Advisors, who can ensure that conservation work is carried out in a manner that considers both owners’ needs and resource sensitivity • Promotion of the site for tourist and/or educational purposes through placement on the Alberta Register of Historic Places and possible placement on the Canadian Register of Historic Places • Identification of the site as a Provincial Historic Resource through a plaque which communicates both the significance of the historic place and the owner’s interest in the preservation of Alberta’s heritage.

The Hanna Roundhouse Society will be restoring this historical building under the guidance of Alberta Culture & Tourism and will be stewards of this site.

“Any person deliberately damaging or altering a Provincial Historic Resource without Ministerial approval may be held accountable with jail time or fines up to $50,000 or both.

Drag Race

A new feature this year was the Saturday 1/8th mile drag at the airport.

Organizers reported that 87 vehicles were registered for racing on Saturday and 133 vehicles registered for Sunday’s finale.

About 3,000 spectators took in the event.

The winners of Saturday’s races were: Sportsman First place was Kevin Klaus and Sportsman second place was Austin Lochhead.

Pro first place was Paul Morellato; Pro Second place was Cliff Berild.

Super Pro First place went to Randy Johnson with Super Pro second place went to Rick Klone.

Another bug that uses special digging skills is the ichneumon (ik-new-man) wasp. This wasp lives in the pine forests of North America, Europe and New Zealand.

by Timothy J. Shearlaw The sun was shining on Three Hills as Cruise Weekend, held from June 5-7, was a spectacular success.

Friday’s meet and greet at Anderson Park saw about 70 vehicles park to be admired by a crowd of car enthusiasts.

“Divided By J” rocked at the amphitheatre.

“About 70 cars cruised to Trochu where we were welcomed by people lining the curbs and waving,” said Cruise Weekend chairman Dennis Fox. The first day closed with about 80 vehicles filled with about 250 people to take in the drive-in movie, a new addition to the event.

It was sunny and hot on Saturday as street vendors set up for a big day.

Organizers reported that about 800 vehicles officially registered for the Show and Shine.

Side streets, surrounding the downtown core, held about 400 additional cars and trucks of special interest and at least 300 motorcycles in town and the spectator count is difficult to determine but could easily have topped 8,000.

Winners of this year’s Street Freaks Club Choice Awards were: Harry Penny of Strathmore, winning the GM Club Choice Award for his 1956 Chevrolet two door wagon.

The Ford Club Choice Award went to Jeff Neil, of Okotoks, for his 1968 Ford pickup.

Kneehill County updates transportation policies Debra Johnston

ECA Review Reporter Brad Buchert, Senior Manager of Transportation and Facilities, brought a number of policy changes and updates to Kneehill council for consideration at the June 9 regular meeting.

Changes to Policy 13-28 for snow plowing/grading include an amendment that snow plowing will not be undertaken until a minimum of 10 cm of snow has accumulated.

Ratepayers wanting private driveway service will now be required to prepay for the service, which could include leaving a credit number on file.

A list of priority roadways of which roads are plowed first was also attached to the amendment.

Council carried the motion to accept the amendments.

Approaches

The amalgama-

tion of four policies covering approach construction into a single Policy 13-15 was met with caution from council.

The policy proposes that developers should be responsible for the cost of constructing approaches into new subdivisions.

County policy allows for provision of two approaches per quarter but in subdivided parcels the county has previously provided the new approach.

Buchert explained that county crews can’t always accommodate a developer’s timeline in building approaches, making if more feasible for the developer to complete the work themselves.

Coun. Calhoun pointed out that new subdivisions generally mean more tax revenue to the county and it is to the county’s advantage to continue providing the service.

Council opted to

discuss the policy further at its June 16 committee of the whole meeting.

Support for first responders

Kneehill council showed its appreciation for first responders by donating $350 to the Annual Fire and Ambulance Appreciation barbecue held for Three Hills/ Linden ambulance and fire department members and their families. The Village of Linden hosts the barbecue.

Approximately 250 patrons attended the 25th Annual Stettler Quilt Show put on by the Heartland Quilter’s Guild on June 12 - 13 at the legion Hall in Stettler with approximately 90 quilts on display and also a display of antique sewing machines. Magic Carpet Ride showcases literacy

by Cindy Heidecker, Program Coordinator The weekly Free Magic Carpet Ride (MCR) family program will host its Wind-up Party June 9 at the Fleet Hall.

If you attended MCR this past season you are invited to join the wind-up celebration. Please RSVP by June 4.

Are you unsure what Magic Carpet Ride is all about? Bring your children under six and check out this program designed to showcase literacy activities.

Programs are in Brownfield Monday mornings or Castor Wednesday mornings until mid-June. The program will start up again in September, 2015.

For agriculture, meat processing, food services and the hospitality industry, foreign workers keep business costs down and arguably keep consumer prices lower than would be possible if Canadians filled the jobs.

If every business had to pay living wages, the cost of fast foods and such food items as hand-picked fruit and vegetables, would soar.

It’s a hard problem for governments to solve. We have unemployment, unfillable job vacancies paying minimum wage, and an insatiable demand for cheap stuff and services. So what is a government to do? The solution throughout the history of time is to bring in people from poorer countries to do those jobs.

Many businesses, including the Royal Bank and a number of Chinese stateowned resource corporations thwarted the government’s foreign temporary workers program by using it to bring in highly qualified people, positions that Canadians wanted. Obviously it was a bold-faced attempt to improve already substantial profits.

Likewise, there were smaller businesses that brought in temporary workers and laid off long-term Canadian employees which was just plain greedy and resulted in horrid optics for the whole program.

And finally there are those employers who sponsor temporary workers and treat them like quasi slaves. Foreign workers tell stories about employers who demand a portion of their pay, place them in poor working and living conditions, or threaten them, either

overtly or implied, about doing as they’re told and shutting up or they’ll be sent on the next plane back.

Perhaps the government didn’t take enough time to consult with stakeholders and experts before turning the program upside down. In retrospect they could have set up a more rigorous follow-up program so that the good employers weren’t punished equally with the bad employers. But what is done is done.

It’s now, how do we move on from here because nobody is happy with the current rules.

A simple solution would be for the government to tie the foreign worker program into their overall immigration strategy.

For too many years, both Liberal and Conservative governments have been on a kick to recruit rich immigrants.

Perhaps we would be better served as a country to prioritize immigrants who are willing to start at the bottom and work hard.

That’s the basis on which all of my four grandparents came to Canada-living in sod shacks, starting off with oxen, using coal oil lamps and wood stoves and working exceptionally hard.

Bringing rich immigrants to Canada has had a lot of negatives, no better seen than in Vancouver and Toronto where their excessive money has pushed the price of housing right out of sight for many younger Canadians.

The foreign temporary worker program can be very beneficial with a few tweaks. First, individuals approved under the program should be eligible for permanent residency.

Second, the government should stop charging fees to businesses.

Third, foreign workers should have access to an ombudsman and have the ability to change employers if being treated poorly.

We need immigrants if we want to achieve the economic growth politicians are always preaching about. We need foreigners who are prepared to work the jobs Canadians won’t. And finally, for our collective soul as a nation, we need to treat our foreign workers fairly and with respect.

ECA Review Reporter Despite a very cold, grey day that threatened storms, the village of Delia saw a huge crowd gather to dedicate the Veterans Wall of Honour and the launch of the Delia History book update on June 14.

The crowd, made up of past and present area residents, gathered in the community hall to be escorted down the street by RCMP and military veterans to the Veteran’s Memorial Park where the wall of honour sits.

The wall has 517 names of people who served in the Canadian Armed Forces during 1914 to the present date and all are from within the district which encompasses approximately 40 miles north to south and 25 miles east to west.

The wall was built on May 20 with help from John Rew from Craigmyle Oilfield Services and with generous donations of over $18,000 from individuals and businesses in the district.

“When we started collecting names (for the wall) I thought we would get around 60 but it kept growing. When we reached 300 we just kind of stopped. It was a lot,” said Stan Marshall, who assisted with collecting the names.

“We actually started looking into this three years ago,” said Bev Hall, who helped to raise the money to build the wall and collect names.

“At that time though, we thought it was going to be too expensive and too complicated to complete, so it just got left.”

Hall said it was just over a year ago that she started to think about all the locals who were so proud of parents and relatives from the area who served in the Forces and so she decided to get the project going again.

“We never could have completed this project without all the volunteers,” said Marshall.

Dianne Lance of the Hanna Legion, said a prayer of dedication in the park and Major Ruby A. Brydges from the South Alberta Light Horse Unit.

In her speech Brydges said that never before has she seen a small town and area rally together to honour their people to remember their sacrifice and service and to do so with individual names.

“It is important today that we remember why we must work for peace every day of the year. And it really starts with you as an individual,” Brydges concluded.

County of Paintearth taxpayers got an eye opener Dear Editor, First of all, HATS OFF to County of Paintearth Councillors Rocky Dahmer and Doreen Blumhagen, for their stand on the 10 per cent increase on land taxes. It’s good to know we have at least a couple of councillors who use their heads and who realize what this increase means to the taxpayer.

I feel like the rest of the councillors are

in the same bracket as the former, Allison Redford government - spend, spend; it’s easy to spend money when it’s not your own.

As for staff wage increases, I don’t have a problem with this if it’s within reason, which I don’t feel it is and I do feel the County office is definitely overstaffed.

We are one of the richest counties in the province of Alberta with the exception of a

Full house for Clearview recognition night Debra Johnston

ECA Review Reporter Stettler Community Hall had a packed house for the 2015 Clearview Public Schools Recognition Night held June 11. A number of awards for merit, years of service and retirement were presented.

The 2015 Clearview Award of Merit had two recipients this year, Stuart Gillard and Linda McLean.

Stuart Gillard, an award winning director, writer, producer and actor who originally hails from just outside Throne, Ab. was in attendance to receive the award.

Gillard described his upbringing in the Coronation area as a grounding and wonderful experience that fuelled his dreams to be in movies.

Growing up, McLean described how she sometimes felt not ‘good enough’ to accomplish something, even though others in her life had confidence in her when she did not.

“We can never let our current situation dictate the future. We don’t know what the future holds.”

Being grateful for every day and staying ‘plugged in to learning’ are core values McLean seeks to emulate.

A room full of young councillors-to-be from Erskine School got to see first hand how a new walkway in Erskine will move towards construction.

The students attended the Stettler County regular meeting on June 10 to view how council works and to participate in asking questions about issues before council.

As it happened, the public hearing to rezone land in Erskine for construction of a new walkway was on the agenda.

Council approved the motion. Plans can now move ahead for the walkway on the east side of Hwy 835 with a probable fall completion date.

Youth head to rodeo finals

Nine local junior high students have qualified for the National Junior High School Rodeo Finals to be held in Des Moines, Iowa June 21 through 27, 2015.

Coun. Greggory Jackson asked that a request for financial support for the competitors be included in the agenda.

Council opted to contribute $200 per competitor towards the cost of attending the finals.

The juniors division of the National High School Rodeo Association includes students from Grades 6, 7 and 8 and acts as a preparation for competition in the high school finals. Over 1000 competitors will attend the event from Canada, the U.S. and Australia.

Those who qualified include Tori Brower (Gadsby), Beau Cooper (Stettler), Randon Ross (Botha), Mikenna Schauer (Halkirk), Chase Skocdopole (Big Valley), Jace Thorsteinson (Botha), JD Thorsteinson (Botha), Taiga Thorsteinson (Stettler) and Hayden Warren (Big Valley).

According to Benjamin, 78 hunts are already sold and plans are underway to add more events for hunters to attend during their stay in Stettler.

“Stettler county is blessed with ideal habitat,” stated Cameron in describing the local terrain.

Benjamin stressed the need for more volunteers to help run the festival and the need for more landowners to volunteer land for the hunt.

Cat troubles

Joan Kerbes and Juergen Ross returned to council chambers to once again request that the county fund a spay and neuter program for stray cats that are being left on rural properties.

According to Kerbes, the strays breed and end up with litters of what become feral cats, which are nearly impossible to adopt out to homes due to their wild nature.

Reeve Wayne Nixon read a prepared statement in response to Kerbes’ request, stating that the county is committed to a public awareness program of the problem, and is doing what it can to encourage people to spay or neuter their cats.

Nixon stated the county’s position is that it is not reasonable to expect county ratepayers to pay for a problem that stems largely from urban centres.

According to Nixon, the county is willing to work with urban partners to find a reasonable solution to the problem.

CASTOR COUNCIL

A need to make vehicles slow down in Castor Cory Boger, resident of Castor, asked Castor town council at their regular meeting on June 8 to consider placing speed bumps at the south end of 45th Street saying that this spring has been exceptionally bad for speeders and the biggest problem is the larger vehicles.

As the speed bumps near the Busy Beaver Day Care are temporary and removed each winter, the day care’s request to have them placed once again near the centre was approved.

Council discussed placing speed bumps at both the day care and on 45th Street south of Highway 12.

The possibility of placing electronic speed signs that could be moved from one entrance of Castor to the other was discussed. Another suggestion was placing lower profile speed bumps on 45th Street.

Council would like to bring the speed bump issue for 45th Street back to another meeting. Chief Administration Officer (C.A.O.), Sandi Jackson, will look into costs for the speed bumps and also, what other communities do to reduce speeding.

Electronic speed signs will

also be priced out and a cost will be found for rumble strips.

Reasonable cash flow

Council was presented with the cash statements for the month ending May 31, 2015.

The town is maintaining a reasonable cash flow, however, the GIC’s have not been reinvested and they have not yet received any grant funding.

Sewage lagoon

Lamborne plans to start cleaning cells one and two within the next few weeks.

They have found local pasture to spread the sludge on.

Fire Radios

Castor council will proceed with replacement of the radio equipment following a system review of the Town of Castor analog repeater and link to Nose Hill tower by Communication Group. Given that the current analog system has outlived it’s functional life it was suggested that the best option would be to replace it.

The cost for this would be $29,179.24.

A bandaid type fix would cost only $5,420.36 but would be the lowest return on the town’s investment.

Sewer gas issues

Wecker Plumbing has recommended a check valve ($1,500) be installed at the point where the Community Hall’s line enters into the manhole. The town will cover the cost.

Wecker Plumbing has been investigating the problem of periodic sewer gas emissions in the Coronation Community Centre and believe that the sewer gas odour is originating from the manhole and travelling back up through the sewer lines to the hall.

Because the town’s rural subdivision is serviced with a low pressure sewer system, there are times when the private septic tanks are pumped out into the sewer main in high volumes. It is believed that the higher volume of

Author comes back to his roots Lauren Reid, Coronation Memorial Library Manager On Friday, June 12 we had the honour of having Hugh (Doug) Gillard come for an Author Visit at the Coronation Memorial Library.

Gillard’s book, What Did You Say? Memories on a Road Less Travelled is the life story of D. Hugh Gillard, a young boy born with a cleft lip and palate who grew to adulthood and achieved great success.

Although faced with the many challenges of being “different,�

Gillard was raised to see himself only as “normal.�

He struggled with the severe speech impediment, unusual appearance, hearing loss and discrimination so many clefted individuals are forced to deal with, all while trying to build a life and career. And that, he did. After

four decades in the oil and gas industry, Gillard has retired as a pillar of the community and inspiration to many, including his ever-growing family.

He came to the library and met with many people who were old friends, and/or fans of his book.

He donated all proceeds of his book sales of the day to the library, providing $400 to library programming. “It was certainly my pleasure to help out the Coronation community even if in a small way, said Hugh regarding his visit. “Having been born in Coronation and raised on a local ranch, I have always held fond memories of the areas and enjoyed ‘coming home’. It was nice to reconnect with old friends and make new ones. “I would never have achieved success without the support and encouragement of the local residents when I was young.�

ECA Review Reporter After reviewing the results of a survey sent to Delburne residents regarding the keeping of laying hens, Delburne council voted against proceeding with the laying hen pilot project at their June 9 meeting. A total of 101 surveys were returned with 70 against, 26 in favour and five unsure about whether residents would be allowed to keep laying hens in their yards.

Negotiations between the curling club and the village will continue following a proposal received by council from the club.

The club is hoping the village will consider buying the building. However, council is looking for more clarification on several issues prior to making a commitment.

Volunteers Needed

The Canadian Fallen Heroes Foundation will receive a $250 donation from the village. The Foundation provides memorials of fallen soldiers in the form of an archival quality framed photo with service record for display in a soldier’s hometown.

Mischief to motor vehicle A Dodge truck was parked along the Capt Ayre Lake access road in Provost.

While the vehicle was parked, between June 6 - 8, unknown suspect(s) damaged the driver side window, estimated at over $300.

Theft of motor vehicle Provost RCMP recovered a silver 2010 Jeep Wrangler from the parking lot at the Canalta Hotel in Provost on June 4.

The vehicle was stolen from an area near Hardisty sometime after May 14. The vehicle has extensive body damage to the hood and windshield.

RCMP are asking anyone who has information about this incident to contact them.

ECA Review Reporter A man charged in connection with a New Year’s Eve shooting in Stettler was sent to prison for six years.

Darren James Bauer, 33, of no fixed address, pleaded guilty in Red Deer Provincial Court June 10 to possession of a restricted weapon, a .45-calibre handgun, possession of a stolen vehicle valued over $5,000 and discharging a firearm at David Byrt, 37.

Bauer is already serving a five-year sentence since Feb. 4, 2015, after pleading guilty to 2013 and 2014 charges of possession of a controlled substance for the purpose of trafficking, defacing or altering or removing a serial number of a firearm and possession of a loaded firearm.

In a joint submission by defence and Crown, the court heard that Bauer and Byrt were friends but had a falling out over a drug debt. Byrt owed Bauer $750 and Bauer wanted the money.

On Dec. 31, 2014, Bauer and Byrt were texting each other back and forth about the drug debt and Byrt apologized that he didn’t have the money but Bauer refused his apology and threatened Byrt.

was described as a “bumper car” type car chase through Stettler before they had a traffic collision on Dec. 31, 2014. Byrt got out of his vehicle and Bauer shot Byrt twice, once in the lower spine and once in the chest.

Byrt was airlifted by STARS to hospital with non-life threatening injuries. Byrt is paralyzed from the incident.

Criminal charges against Byrt stemming from October 2013 including, possession of illegal drugs, driving while prohibited, driving an uninsured vehicle, possession of stolen property and breaching his release conditions, were dropped.

Bauer and his girlfriend, Kathleen Sherry Cooper, 25, fled the scene after the shooting Dec. 31 and were later arrested in Calgary in January.

“We will continue with public education,” said Kenney.

The village updated its bylaw two years ago, which now states that fifth wheels can only be parked on the street for 72 hours and must be attached to a vehicle.

“The public is getting pretty good,” said Kenney about them adjusting to the new bylaw. “It’s a safety issue. The fifth wheels are getting so big now.”
