Minor tweaks are all that’s needed to smooth out Delburne’s emergency preparedness plan, council heard at the May 24 regular meeting. Roger Gibson, Deputy Director of Emergency Management, provided council with a few suggestions garnered from the recent mock emergency exercise. Gibson gave council four areas to consider. Those were adding two portable radios that operate on the same channels as surrounding first responders, additional smaller tables for the command centre posts, a software program geared to emergency response, and incident command system forms included in the village’s six emergency grab bags.

Training in emergency triage was one of the areas Delburne Fire Department will pursue following the mock exercise, stated Fire Chief Sherry Marsellus during a visit to council. ECA Review reporter The Prairie Land Regional Division (PLRD) 2016-2017 budget “is being presented with an estimated operating deficit of $408,000 and a draw on capital reserves of $491,000”, reported Sharon Orum, PLRD SecretaryTreasurer at their last regular meeting on Thurs., May 26. “Schools anticipate to draw down their school reserves by approximately $40,000 in the 2016-17 year.” Orum went on to say that “the operating budget includes $187,000 of one-time costs that will occur over the next one to three years.” Orum’s report also stated there will be, “A net increase of 1.46 full time employees (FTEs), both certified and uncertified, with an estimated enrolment increase of 20 full-time equivalent students.” Orum also said “The new carbon tax is estimated to cost approximately $30,000 in 2016-17, “and increase to double that number in the following year. Capital budget items include five buses ($45,000), a cargo trailer for the colony portable library ($16,000) and two passenger vehicles ($60,000) for administrative travel. The one-time costs included in the operating budget totalling $187,000 include the following items: projectors ($50,000), Ipads ($30,000), teaching and learning ($8,000), health and wellness ($20,000), culture ($10,000) and J.C. Charyk fitness facility equipment ($75,000). Orum concluded that “ the budget includes the re-establishment of a

School modernization
Phase three and four of the J.C. Charyk school modernization project is still going ahead over the summer months reports Superintendent Cam McKeage, especially the library. Due to the noise level anticipated with the library renovations plans have changed to begin this portion of the modernization in the summer months when the students will not be in classes as opposed to the originally scheduled fall reno. Currently the librarian and maintenance staff are packing books and making the necessary arrangements. McKeage reports that the biggest issue facing students and staff at the moment is finding classroom space as the school continues to move rooms around in anticipation of the upcoming summer project.

Clearview revisits emergency preparedness plan Deb Johnston
ECA Review reporter The last time Clearview updated its
school emergency preparedness plan was over 13 years ago, stated Associate Superintendent Peter Neale at the May 26 Clearview School Board meeting.
Given the recent fire in Fort McMurray and the focus on emergency preparedness at the municipal level, Neale stressed the need for the board to revisit the 2003 plan. “A lot of our schools don’t know where their plan is,” stated Neale, emphasizing that not only is safety of students and staff paramount, but the district’s liability is also a factor. “If you’re coming up with a plan while you’re experiencing it [an emergency], you may make the wrong plan and someone could get hurt.” Neale presented an option to the board to have an outside company revise Clearview’s plan. Hour-Zero Crisis Consulting offers planning and training specific to K to 12 schools and the initial $20,000 cost plus $10,000 yearly maintenance fits into Clearview’s $60,000 safety budget, explained Neale. “We don’t have the staff internally to do this,” said Neale. Trustee Yvette Cassidy cautioned that if Clearview wants to design a plan, it should try to share resources with the town and county first to avoid duplicating services. Clearview was not included in a recent tabletop mock emergency exercise held at the Stettler County office.
School Liason (FSL) and Children and Adolescents being Resilient and SelfRegulating (CARS) programs. “We need more discussion around mental health,” stated Porter, “It’s been kept in the closet.” Data for the last quarter showed 244 individuals used the programs. Issues ranged from peer relations to financial stress. Family conflict, likely related to the economy, showed a definite rise in numbers. Trustee John Schofer questioned if the rise in mental health issues for students wasn’t partly caused by “keeping kids in a bubble” resulting in anxiety and stress when they come face to face with the real world. Porter acknowledged that could be a factor but stated FSL/CARS goals are to strengthen resiliency in kids.
Safety trumps cost
Parents whose children are picked up by bus on Highways 12, 36 and 56 will not have to pay a yard service fee next school year. The board made the decision based on safety issues of buses making stops on busy highways. All other yard service fees will remain unchanged from this year.
Looking for tax break
The Alberta government’s new carbon tax will cost Clearview just under $90,000 annually once the tax is implemented next year. The board voted to send a letter to the government requesting an exemption from the tax.

Marsellus is working on a quote to get additional electrical and air lines installed in the fire hall, including adding an air compressor. Currently, if the fire trucks sit idle for too long, air leaks out of the air brake system, delaying a truck’s leaving on a call until air pressure rises. Department members start the trucks once a week to build up levels. Several searches for air leaks have been unsuccessful. The air lines are attached to the trucks to maintain constant air pressure.

Marsellus expressed concern over trucks parking detached trailer units within the village where they might become an impediment to an emergency response. With no way to tell who the trailer belongs to or how to contact them if the trailer needs to be moved, Marsellus asked council if there was a way that owners could let the village or fire department know how to reach them if need be. The village has no way to move trailers in the event of an emergency.

Main gas line to shut down in Castor Dena Clark

ECA Review reporter The TransCanada main transmission gas line that the Town of Castor taps into will shut down for up to five days starting June 15 reported CAO Sandi Jackson to council during their regular meeting on Tues., May 24. The shut down is to determine the integrity of the line as it is currently 40 years old. The line is scheduled to be shut down from June 15 until the 18 with the possibility of June 19 and 20 closures depending upon the findings. In the event that the inspection determines further work is needed, additional information and closure

Natasha Bozek has recently been hired to replace outgoing Loreena MacGillivray as the Town of Castor’s Recreation Director. Council members gushed about Bozek, claiming her interview “blew [them] away” and that this new director is a terrific addition to the team. Bozek started her full time position on Fri., May 27 and will be available in office from 8:30 a.m. to 4:30 p.m. each week day.
Resident complaint
A Castor resident who lives on 49th Ave. has complained about a
neighbouring resident using equipment, such as his bobcat, late into the night, sometimes as late as 1 a.m. The unnamed complainant also has issue with vehicles and trailers being left “in the alley” which is on town property. Council did not seem bothered with the vehicles as they said they are not visible from the street and did not interfere with town staff however a letter will be sent regarding the noise level.

Participants in the Alberta Music Festival are from all parts of Alberta. Each festival can send one entry per
class. The Coronation Music Festival pays the entry fees for our student representatives. All of our students did very well and were great ambassadors for our festival, said Marilyn Thornton, a volunteer from the Coronation Festival committee along with volunteer, Veronica Weber of Castor. An interesting note was that Fort McMurray had just finished their festival the week previous to the fire and their students were all in attendance. People from Edmonton helped to find music, places to practice and costumes.
Armed robbery at Treasury Branch in Amisk Cont’d from Pg 2 On May 26th at approximately 2:20 pm Killam RCMP were advised of an armed robbery that had just occurred at the Alberta Treasury Branch in the Hamlet of Amisk. An unknown male and two females entered the bank brandishing a sawed off shotgun and two hatchets. The suspects demanded money from the bank employees and received an undisclosed amount of Canadian currency. The suspects fled the scene in a stolen red Dodge Nitro. None of the employees were injured. Approximately one hour after the robbery, the stolen vehicle was located abandoned. It is believed the suspects may now be travelling in a grey Chevrolet pickup truck
with a yellow and black dirt bike stored in the box. All suspects are said to be between 19 and 25 years old and are described as follows: Suspect #1 is a Caucasian male, 5’10”, dark hair with the sides shaved, tattoos around his head, wearing a dark hoodie and was in possession of a hatchet. Suspect #2 is an Aboriginal female, 5’6”, with long dark hair held in a pony tail, wearing denim shorts, tank top and hiking boots and was in possession of a hatchet. Suspect #3 is Aboriginal female who is shorter height with a medium build, broad face, big eyed, short red tinged hair, wearing a red hoodie and dark cargo pants and was in possession of a sawed-off shotgun. ECA Review reporter Grade 7 student, Trey Erion (12) of Castor and Grade 6 student, Denton Burns (12) of Hanna have qualified for the Junior High School Rodeo National Finals (NJHFR) in Lebanon, Tennessee on June 19. According to Tammy Burns, this is Trey’s second years in Jr. High School Rodeo. He has a rodeo family background, junior and 4H rodeoed for years. This is Denton’s rookie in Jr. High Rodeo and also has a family rodeo background and has been Jr. Rodeoing for several years. Along with qualifying with Trey in the team roping, Denton also qualified in the Breakway Roping. The boys had a great Alberta finals, coming into the team roping in eighth position, earning third in the average and fourth overall which qualified them for Nationals. Denton came in
the breakaway finals in last spot (20th) earned second in the average and bumping him to fourth overall for a Nationals qualifying spot. Featuring roughly 1,000 contestants from 43 states, five Canadian provinces and Australia, the NJHFR is the world’s largest junior high rodeo. In addition to competing for more than $75,000 in prizes, NJHFR contestants will also be vying for more than $100,000 in college scholarships and the chance to be named a National Junior High Finals Rodeo National Champion. To earn this title, contestants must finish in the top 20 - based on their combined times/scores in the first two rounds to advance to Saturday evening’s final round. National champions will then be determined based on their three-round combined times/scores.

Boorish behaviour counter productive
by B.P. Schimke Derek Fildebrandt, Wildrose MLA representing Strathmore-Brooks, earned a suspension from the party brass on Friday for his homophobic behaviour towards Ontario’s Premier, Kathleen Wynne. It seems he was agreeing with a constituent that called Ms. Wynne, Mr. Wynne. In his apology Fildebrandt said, “I made an honest mistake and it doesn’t reflect what I believe.” Apology accepted. But that still doesn’t address Fildebrandt’s boorish behaviour daily in the Legislature. A grade 6 class made their curriculum-based trip to the legislature a few weeks back. Upon their return, the principal said, “it’s hard to tell the kids about the importance of listening to others, respect and good behaviour in the classroom when they have to witness elected officials behaving so inappropriately. My question was, “are the other parties equally bad?” In fact, they are not according to the principal. On balance it was the Wildrose members who were not listening but instead choosing to heckle and speak over the person who had the floor. I asked what about the governing party? Except for Brian Mason who would send barbs back at Derek Fildebrandt, the entire New Democrat and Progressive Conservative caucuses remained respectful, listened to others and didn’t heckle. Fildebrandt wasn’t just getting into trouble on social media. He also crossed the line on May 27 when Premier Wynne was in the Speakers Gallery at the Legislature. When Premier Notley was answering an opposition question, Fildebrandt was taunting, “Invite Premier Wall here! Invite Premier Wall here!” Fildebrandt’s lack of decorum didn’t stop there. He also took the opportunity to bash Ontario with untruthful rhetoric such as, “Currently, Ontario has the largest subnational sovereign debt on the planet.” Obviously Fildebrandt hasn’t been checking on California’s or Detroit’s

financial books recently! He made other disparaging remarks about Ontario’s climate change policies while Ms. Wynne was our guest. Although Jean apologized on behalf of the Wildrose Party, and Ms. Wynne has accepted the apology, Jean himself and many other Wildrose members sat on their hands enjoying and nodding as Fildebrandt ran off at the mouth. It also did not go unnoticed that when the Premier of Ontario was introduced in the House, the New Democrats, Progressive Conservatives and about half of the Wildrose MPs stood to give her a standing ovation. Both Jean and Fildebrandt and the other half of the Wildrose caucus remained sitting. That is just such rude and inappropriate behaviour towards a visitor. Most politicians with obsessive ideology blindness (OIB) have come out of organizations or think tanks where they have been able to spout off their one-sided ideology for years without reprimand. It’s not surprising that Fildebrandt’s bio shows his long-term attachment to the Canadian Taxpayers Federation. There is a reason why the Progressive Conservatives aren’t jumping into the arms of the Wildrose Party. There is a reason why many people on the right, excluding many rural Albertans, don’t see the Wildrose as capable of governing yet. Alberta needs Premier Wynne, and many others, on side to get pipelines to tide water. Calgary’s oil executives and its mayor know Notley, through her actions and policies to date, is moving public opinion slightly in a more favourable light towards pipeline acceptance. But it takes deeds, intelligence, patience and tons of diplomacy to re-gain the confidence of other Canadians and the world. Insulting the very people you need to get a contentious, economic lifesaving pipeline to the east coast is exactly what Alberta does not need. Suspending Mr. Fildebrandt was an excellent first step for the Wildrose Party if they truly want to become something more than a protest party sniping from the Opposition benches!

Dear Editor, As a retired Stettler County shop employee, I would like to respond to the fervent campaign to garner signatures for the anti-county shop petition. There has been a lot of misinformation spread. The petitioners have been telling ratepayers that the county shop contracts most of its work out. This cannot be further from the truth. There is almost nothing contracted out in regards to repairs done at the shop. In addition to maintaining an extensive line of pickups, road and construction equipment, Agricultural Services Boards vehicles, spray trucks, water pumps and so on, shop staff also looks after the following: four ambulances stationed in Stettler, a multitude of fire department related trucks and equipment stationed throughout the County, a multitude of light trucks and vehicles belonging to the Shirley McClellan

The repairs on the equipment can range from usual day-to-day servicing to transmission rebuilding, engine work or fabrication of service bodies specific to end use. Certain members of council, I feel, are at least partly responsible for not providing correct information and possibly making matters worse by fuelling the fire. I hope common sense prevails and this new building can become a reality. At its present location, it is not sustainable and relocating in inevitable. Huxley project looks hopeful Deb Johnston
ECA Review reporter The estimated cost to construct a ball park building at the Huxley ball diamond is $230,000 stated Rick Vickery, President of the Huxley Historical and Community Initiatives Society, as he presented the numbers to Kneehill County council at the May 24 regular meeting. Along with contractor Randy Gagyi, Vickery broke down the costs for the building that will include two washrooms, a kitchenconcession, mechanical room and storage room. The enclosed part of the 100’x32’ building will be 36’x32’, with a covered outdoor area making up the remaining 64 feet. Council agreed to provide the society with a commitment of up to $125,000 in order for the society to apply for a matching grant from the Community Facility Enhancement Program. The county’s contribution is conditional on the society receiving confirmation they have qualified for the grant by Dec. 31, 2016. Because the 2016 budget is already set, the project would not appear in the county’s budget until next year.

Policies updated
Council approved the deletion of several redundant policies that are now part of bylaws or appear as a yearly budget line. Policies 5-12 Development Fees, 5-2 Signing Authority for Planning, 12-1 Parks Maintenance and 12-2 Contract Park Attendant were all deleted. The Records Management Policy 11-21 was updated to bring the policy into accordance with current legal requirements and to clarify how employees manage county records.

The Big Valley Rodeo Association has changed direction on their plans for an outdoor rodeo arena, Big Valley council heard at the May 25 regular meeting. Previously the association had hoped to locate the facility near the indoor arena, close to the ballpark and playground. Instead, council has agreed to work out a lease with the association to use village property north of 1 Street North and west of Railway Avenue. The village has not developed the area due to the existence of old, underground mine shafts, which the association was made aware of. The land is currently zoned R2 with discretionary use for public spaces and uses. Council approved administration to begin drafting a lease for the land.
Tax increase
A property tax rise for .2 mills was approved when council passed Bylaw 824 Taxation. That will see the average property tax bill go up by $25 to $30 per year. The increase will leave Big Valley with a very tight but balance budget.

Kneehill’s Councillor Code of Conduct bylaw replaced an existing policy after council passed the bylaw. Aside from reconfiguring the text into a bylaw format, the bylaw remains virtually unchanged from the policy according to CAO Al Hoggan.

Each town the group visits is encouraged to turn pink to raise awareness and show support for breast cancer research. Riders signing up to participate and raise money for the cause can complete the entire trek, or just one portion of it. Alberta Prairie Steam Tours is scheduled to arrive in the village that day sporting a pink engine and council is encouraging businesses and residents to participate in going pink.
New look for village
Tourism themed street signs will replace existing signage now that council has given village foreman Mel Dods the okay to start putting in sign posts. Former Mayor Gail Knudson spearheaded the effort to change signage to a more western theme to reflect the village’s history. Council budgeted for the signs as part of a tourism marketing strategy.

He is also survived by brothers, Ken (Lil) Anderson and Cliff (Helen) Anderson; sister, Edna Kary, brother-in-law, Dave (Mary) Epp, and sister-in-law, Rhoda Litke. He was predeceased by his infant brother, Gilbert and his parents Alfred and Elsie Anderson; an infant son, Allan; sisters, Maxine Nelson, Irene Heckenliable, Marie Litke, Shirley Epp and Bernice McComish; brothers-inlaw Melvin Nelson, Ray Heckenliable, Norman Litke, Arden McComish and Art Kary. A funeral service will be held Fri., June 3, at 3 p.m. at the Hanna Community Centre, Hanna, Ab., 503 5th Ave. West with interment at the Coronation Cemetery.

Farming was everything Kenneth William Joseph Dummett passed away peacefully on May 11, 2016 at the Coronation Health Care Centre. Kenneth was born July 27, 1928, the second child and eldest son of Frank and Pauline Dummett. Most of his schooling was taken at Harts, Lucerne and Lake Thelma Schools. At a very young age Kenneth decided farming was everything. He loved the horses and cows, be it breaking a colt or just riding across the prairie. Dummett Kenneth took over the farm from Frank and Pauline and never married. His nieces, nephews and family were everything to him. He always had a dog by his side and most recently, Ace, his border collie kept him grinning and stayed by his side. She loved to jump on his lap and lick his face and he would say, get down darn dog, but the grin was a mile wide. Kenneth was predeceased by his father, Frank, his mother Pauline, brothers-in-law Clifford Acaster and Mel Wadstein. He leaves to mourn his sister Eva Wadstein, and her children
Rod, Daphne and Geno; brother Franklin (Peggy) and their children Bill (Karen), Brian and Brenda (Don); sister Victoria Acaster and her children Faith (Erin), Douglas and Richard; many great nieces, nephews and great great nieces and nephews.

How golfers hate those bunkers! Bunkers are the nightmare of many a golfer, causing huge frustration and quickly ruining a golf score. As in all aspects of the game, the right technique and regular practice with a sand wedge is the key to success. Getting out of a sand trap successfully means taking an open stance and positioning yourself with the ball centred between your feet. Righthanded golfers should align their shoulders slightly to the left of the target. Don’t grip the club too tightly. Then all you have to do is open the clubface, hit about three centimetres behind the ball, and complete your swing. When all is said and done, it is

Groups welcome Alberta royalty changes Oil & Gas Journal, Apr. 22 Oil and gas producer associations welcomed royalty innovations published Apr. 21 by the Alberta government for new wells not in the oil sands. The changes apply to wells drilled on Jan. 1, 2017, or after. Older wells remain under the current system until Jan. 1, 2027. The government plans to describe royalty treatment of oil sands wells by May 31. The new system provides a “drilling and completion cost allowance” that lowers the royalty rate until certain conditions are met. It sets formulas for calculating the allowance and other adjustments that vary with commodity type. For each well, a formula accounting for true vertical depth, total lateral depth and amounts of drilling or fracturing material sets what the system calls a C* value. Until revenue from the well reaches the C* value, the royalty rate is five per cent. After that, the royalty rate is 5 - 40 per cent, depending on the oil or gas price. The royalty rate declines when production from a well depletes below a certain rate called the “maturity threshold.” Tim McMillan, president and chief executive officer of the Canadian Association of Petroleum Producers, said the new system “helps provide the clarity investors need to plan for the future.” Gary Leach, president of the Explorers and Producers Association of Canada welcomed “a modernized royalty framework, with more transparency and better-suited to support investment and development of Alberta’s future energy resource opportunities.”
