‘No’ to borrowing $5.2 million for new shop

A vote of the electorate was held after a petition was received opposing Bylaw 1564-16 and 54 per cent of county residents said no to the bylaw on Mon., June 27, with the advance vote being held Thur., June 23, 2016. The vote posed a question to County of Stettler residents, “Are you in favour of council passing Bylaw 1564-16 authorizing the borrowing of $5,261,000 for the construction of a new county public works shop facility?”. Exactly 1047 eligible voters weighed in on the issue at voting stations throughout

the county, with 54 per cent of voters saying no to a new shop facility and 46 per cent of the voters saying yes. Council chose to take the question to voters after receiving a petition of 527 eligible voters opposing the Borrowing Bylaw 1564-16. “We are pleased with the turn-out of voters in this vote of the electorate,” said Reeve Wayne Nixon, “and know that the majority of voters do not wish for council to borrow $5.2 million dollars to build a new county shop facility.” “Council will now need to

decide how to proceed, because doing nothing was never one of our options,” Reeve Nixon added. A recent intrusive study on the existing shop, ordered by council and carried out by WSP Canada Inc., concluded the current 47 year-old shop no longer meets the needs of county operations by uncovering a growing list of required building code upgrades and health and safety obstacles which must be addressed in order to continue with current operations.

Annette Gregory, manager of the Hillcrest Lodge seniors home in Provost toured councillors of the M.D. of Provost, from the left, Richard Charlton, Reeve Allan Murray and CAO Tyler Lawrason, of the newly $1 million dollar renovated facility on Thurs. June 23. The M.D. of Provost solely funded the room ungrading by repurposing a reserve fund that had previously been allocated to administration building renovations. With this contribution, the project was completed within two years on time and within budget which would have taken 15 years to accomplish through requisitioning. The rooms renovated included ‘inside’ rooms that were made more desirable by taking two rooms and making them into one. “We lost seven rooms,” said Gregory “but these rooms are much more desirable to rent.” ECA Review/J.Webster

Wind turbines will have a set back of 750 - 1000 metres Dena Clark

ECA Review reporter After months of discussion, including two public hearings, petitions and letters from concerned residents, the County of Paintearth passed the Land Use Bylaw, stating the wind turbine set backs will be between 750 and 1000 metres from a residence at their last regular meeting on Tues., June 21. According to a local resident who wishes to remain anonymous, a petition was presented to the county that stated 80 per cent of residents who signed, were against the wind turbines within a 1000 metres of their

residence. This resident feels that the county along with the residents in favour of the turbines, some of whom do not actually live on the affected properties, are only supporting the project for the money. The resident, during his phone interview with the ECA Review also feels that there is no way the turbines will stay under the 40 decibel limit at that set back distance and is concerned for the potential health ramifications. The county did spend a great amount of time debating the pros and cons of the set back issue citing that by regulating the set

back at 1000 metres there was the possibility of making subdivisions extremely difficult. It was also pointed out that in the end, the final conditions under which the wind power companies place their wind turbines fall into the lap of the landowner. Therefore, although the county has set some parameters for both parties to work within, it is the responsibility of the landowner to do their due diligence regarding the specifics of any contract they sign placing wind turbines on their property.

‘People are getting tired of regulations and rules’ Lisa Joy

ECA Review reporter Lacombe County council voted against imposing a year-round fire permit system in a 4 - 3 vote. County councillors, at their regular meeting June 22, cited year-round fire permits as too much county oversight of residents as one reason for voting it down. “I’m against this,” said Reeve Paula Law. “It’s one more regulation and all of this can be dealt with on a real dry winter with a fire ban.” Likewise, Coun. Brenda Knight agreed. “People are getting quite frankly tired of regulations and rules is what I’m hearing,” said Coun. Brenda Knight. She also questioned whether the year-round fire permit system would lead to all burning piles being

inspected by the county fire chief and said the ratepayers should be consulted on their views of the proposal. Coun. Rod McDermand called a year-round fire permit system too much “oversight,” adding, “We need to work with people.” But Coun. Barb Shepherd disagreed. “I’ve been in support of this all along. To me it makes sense to have a year-round permit system. The fulltime fire chief is recommending this.” Coun. Keith Stephenson supported the proposal as well and said there are a lot of complaints from residents about smoke after fires are lit. Lacombe County’s Manager of Environmental and Protective Services Keith Boras told council a year-round fire permit system would make permit holders aware of their responsibilities when it comes to safety and nuisance to neighbours when

An initial $30,000 investment in an enzyme product to treat sewage lagoons has paid off well for Delburne as council compared photos of the lagoons from a year ago to last month after introducing the Acti-zyme pellets into the sewer lines. According to Acti-zyme’s website, the natural, environmentally safe product helps digest organic matter, reducing sludge and odour. A physical removal of the lagoon waste would have cost upwards of $125,000, according to CAO Karen Fegan. The yearly application of pellets into the sewer lines costs $5,000 with this year’s supply already included in the initial start up costs.

Council plans to workshop the idea and devise an application process. The levy will likely remain limited to capital projects.

burning; better educate the public on risks associated with brush fires; lead to reduced costs and stress on the volunteer fire departments; fire departments would be notified of all planned burns, which could lead to fewer unnecessary responses; only properly seasoned brush piles would be allowed to be burned; and the county would have greater control over what is burned in Lacombe County. Currently Lacombe County issues permits from April 1 to Oct. 31. Stettler County has had a yearround permit system since 1999. Red Deer County has had it for three years. Ponoka County is considering moving

to a year-round fire permit system, said Boras. In the past three years Lacombe County issued 104 permits for brush piles larger than 10,000 square feet.

Known for his work ethic Richard Frank Bell born in Stettler, Ab. on Sept. 29, 1954, the middle child of Harold and Betty Bell, passed away peacefully at home during the evening of June 17, 2016 at the age of 61 years. Richard attended school in Stettler and after school he worked for several years on the Bridge Bell Crew throughout Alberta. He also worked at various jobs which took him to BC, the far north, Fort McMurray and Hay River, NWT. Eventually Richard opened his own business in 1991 which evolved into Bell Painting and Sandblasting. Richard was married to Lynn Grant (nee Stuckey) on Nov. 24, 1979. They lived with their four children in Alix for many years but eventually moved close to

Botha where he purchased the property of his dreams. Everyone who knew Richard was impressed by his physical strength, work ethic and his drive to get the job done, even if it meant working 16 hour days, seven days a week. He is loved by all his family and close friends who enjoyed visiting with him. His favourite thing in life was to be with his family and he would do whatever possible to get everyone together. He loved to watch his grandchildren and delighted in their laughter and all of their antics. He will be missed by many but the love we have for him will continue forever. Richard is survived by his life partner Lynn Bell; his mother Betty Bell; his children: Jason Grant, Clayton (Michelle) Bell,

Valerie Anderson (Aaron Lauritsen), Becky Bell (Colin Richardson); seven grandchildren: Jordyn, Seth, Rylee, Lily, Reese, Chord and River; brothers Joe Bell and Marty Bell; chosen sister Barb (Orville) Smith and their family; other relatives and many dear friends. Your comfort and support is greatly appreciated at this time. Services for Richard were held on June 24, 2016 at 2 p.m. at Stettler Funeral Home, Stettler, Ab. Career started at Coronation bank Verna Elsie Altheim (nee Scheffelmaier) passed away on June 17, 2016 after a short stay in Wetaskiwin Hospital at the age of 79 years. She was born on Aug. 21, 1936 to Adolf and Molly Scheffelmaier of Brownfield and after finishing school started working in the Toronto-Dominion Bank in Coronation and later transferred to Lethbridge. Verna married Ervin Altheim on Altheim April 23, 1960 and due to his job with Massey-Ferguson, they transferred to Winnipeg, then Toronto and finally to Stockton, California where they lived until Erv passed away. Verna stayed on in Stockton until

July, 2014 when she moved to the Sunrise Village in Wetaskiwin until her passing. She is survived by her two sons, Murray and Michael and a granddaughter, Kelsea, two brothers, Albert (Gwen) and Herbert (Anne); five sisters, Helen (Al) Ingleton, Esther (Alvin) Suchotzky, Jean (Don) Geddes, Shirley (Bill)

Duncan and Linda (Leo) Lutz; sister-in-law Marie, plus numerous nieces and nephews. Verna was predeceased by her husband, Ervin; parents Adolf and Molly Scheffelmaier, brothers Richard and Sam. A celebration of her life will be held at a different time.

Lougheed resident passes away Wayne Dahl of Lougheed, Alberta was born on Jan. 19, 1959 in Camrose to Doris and Philip. He passed away on Wed., June 8, 2016 at the age of 57 years. He is survived by his mother Doris; brother Bruce (Sylvia) of Sedgewick; sisters Cindy (Alan) Doyle of Lloydminister and Cristy-Ann (Egon) Petersen Bach of Edmonton; Dahl numerous family and friends. Kneehill residents seek support from FCSS Debra Johnston

ECA Review reporter Shelley Jackson, director for Kneehill Regional Family and Community Support Services (FCSS), ran through the 2015 Annual Report with Kneehill County council at the June 14 regular meeting. Due to economic stressors, more people have been using FCSS services explained Jackson. “More people are walking in the door who have lost jobs. [There is] definitely a lot of struggles

going on in the area.” According to Jackson’s report, 4,441 residents were served by 21 programs last year. A total of 251 volunteers donated 13,279 hours towards their communities. Provincial increases to FCSS grants helped bump Kneehill’s revenue up to $421,587 from 2014’s $404,443. Of that, Kneehill contributed $44,639. Altogether, communities in Kneehill County contributed $101,533 or just under a quarter of the total budget. Turn to Supports, Pg 9

Civilian version of military rifle Dear Editor: Recently one of your columnists wrote that she was relieved that PM Trudeau had reinstated the long form census. The only apparent reason for doing so is to reverse every decision that PM Harper had implemented. I refused to fill out this census many times, receiving threats from fines to imprisonment. The same columnist recently wrote that the National Rifle Association (NRA) and Donald Trump were using the Fourth Amendment to stymie gun control. The first is that the Second

Amendment gives Americans the right to keep and bear arms, the Fourth Amendment protects them against unlawful search and seizure. She rightly condemned the Nazis for their actions but neglected the fact that one of their first acts was to enact gun registration, which the Jews complied with. The next step was confiscation which left them defenceless when the Schutzstaffel (SS), a major paramilitary organization under Adolf Hilter, meaning “protection squadron”, came to take them to the death camps. She then called the AR15 a war gun, it is the civilian version of the military

It seems to me anyone with half a brain should be able to discern what contributes to respect and appreciation of the female gender and what is simply a ploy. Where would you place this legislation, on the side of the Virginia Slim Babe or Nellie McClung? Even my blonde-haired brain can figure this one out. Is there anyone out there that actually believes that when the national anthem is sung with gender neutral words that all employers will automatically implement wage parity between the sexes? Or all the domestic violence, female mutilation and abortion of female babies will screech to a halt. If Mr. Belanger, or another activist, wishes to address these

Solar project in works for Stettler Rec Centre Debra Johnston

ECA Review reporter A bank of solar panels on the Stettler Recreation Centre could supply up to 450kw to the facility and possibly power solar lighting for West Stettler Park pathways. Stettler Town council reviewed the information that is part of the town’s strategic plan at their June 21 meeting. According to CAO Greg Switenky, the town has been working with ATCO Electric on the solar project that will install panels on the roof and south side wall of the rec centre. Council approved an application for

a grant from the Canada 150 – Community Infrastructure Program for the solar panel project. The grant is part of a federal government initiative to celebrate Canada’s 150 years of confederation in 2017.

New money for hospital

According to Coun. Karen Sernecky, Stettler Hospital has been approved for an $8 million influx of new money to go towards renovating several areas of the hospital and care centre. The town received word from Deputy Premier/Minister of Health Sarah Hoffman that the funding was approved from the Alberta Health

The Forestburg airport will undergxo an inspection to assess its current condition and determine if any upgrades are required as decided by council at their last regular meeting on Wed., June 15.. Administration recommended that council approve the request to close the Forestburg Municipal Airport as of Dec. 31, 2016 and explore alternate uses for the property, however council decided to gather more information prior to making a final decision. Council had previously discussed closing the Forestburg Municipal Airport and utilizing the land for a recreation area, however according to the unapproved council meeting notes, that discussion was tabled pending a public meeting and no further action was taken at that time. Administration felt it was time that the issue should be brought forward again. CAO Debra Moffat reported to council that the annual drag races and mud bog are held at the airport and the village has run into concerns when closing the airport for these events with Notice to Air Men (NOTAM). During the fires in Fort McMurray, for example, there were issues with staffing at NavCanada and as a result there was no guarantee that the airport Call Mike closure would be

registered during the town events. Day events were not as big a concern, however because the airport is utilized by site, not instrumentation, anyone attempting to land would not be able to see the obstructions on the runway during poor weather conditions or at night. Concerns continue to be raised due to inexperienced staff and lack of training in relation to operating and maintaining a municipal airport. Moffat said administration readily admits they feel extremely unprepared in dealing with the facility.

Work has started on 49th Ave. and it is anticipated that the contractor will be moving to 48th Ave. by the end of June. Paving will follow completion of road base repairs.

CAO report

Moffat reported that she completed 2016 tax and assessment notices and that council held a tax sale auction on June 1, however no one was in attendance. The property was subsequently sold to a private individual and all documentation has since been submitted to Alberta Land Titles.

Tech review for Clearview school district Debra Johnston

ECA Review reporter Clearview School District is ahead of many other school divisions in its implementation of district-wide technology but needs to focus on keeping staff properly trained in the rapidly changing field. Former teacher and director of learning technology, James Aitchison of Outlook Enterprises reviewed Clearview’s technology plans with the board at the June 16 meeting. Aitchison praised Clearview for district-wide use of Chromebooks and other technologies as well as Clearview’s ‘high functioning’ tech

The engineering phase of an expansion and upgrade to Churchill Water System will proceed after council approved the $1,173,090 million engineering cost from WSP Canada. Including the 15 per cent contingency of $175,963, the total approved was just over $1.3 million for the project. The project includes construction of a 3,000 cubic metre reservoir, a bulk water fill station and over 100km of varying diameters of replacement for new water lines.

ECA Review reporter According to meeting minutes of the Community Services Board presented to council, Jaiden Henry has completed a plan with the existing footprint of the Hanna Community Centre. Director of Community Services Gwen Snell submitted an application for a ‘Canada 150’ grant using this plan, which contains an estimate at $350/sq. ft. Henry will do the plan with an addition that would include a new kitchen however an architect will be needed to complete this project. The Community Services board will meet over the summer to continue plans to move forward with this project.

Climate change task force

The climate change task force has been meeting regularly with the last meeting on May 24 reported CAO Neil. The task force is requesting proposals for consulting services for two projects. One project is to create a report to identify the impacts of the premature shutdown of the generating station on the Town of Hanna and surrounding region. This report will assist the Town and Special Areas with having our position better understood when meeting with provincial officials as to how seriously the community will be affected. The second project, according to Neill, will consist of the preparation of a report that can identify potential new opportunities for business and industry and how the province could provide incentives for business and industry to set up in the Hanna area to compensate for the potential loss of two major industries. It appears that there is a significant interest in these RFP’s as there have been a number of consulting teams expressing interest and version asking clarification 3” wide questions.

The adoption of a distinctive national flag in 1965 effectively ended almost a hundred years of debate on the issue, in Parliament as elsewhere in the country. Until that year, the official flag of Canada was the Royal Union Flag. Its claim was not unchallenged, however. The Red Ensign, the flag of the Canadian Merchant Maine, was flown on Canadian buildings overseas as authorized by the federal government in 1924 and was often flown unofficially on buildings within Canada as well, including the Peace Tower of the Parliament Buildings in Ottawa. In Parliament itself much time was spent, in the House and in the committees, on consideration of the design and the implications of a distinctively Canadian flag but no definite action was taken until 1963. In that year the Prime Minster, the Right Honourable Lester B. Pearson declared that Canada would have its own flag within two years. The promise was kept, but not without a great deal of spirited debate in the Commons and indeed, throughout the country. Tradition and sense of nationhood were effectively synthesized in the design eventually chosen which was approved by resolution of the House of Commons on December 15, 1964 by a vote of 163 to 78, after thirty-three days of debate, and endorsed by resolution of the Senate. On January 28 in the following year, the Queen signed the official proclamation and on February 15 the red and white maple leaf was hoisted on the flag staff of the Peace Tower in Ottawa for the first time.
