Sgt. Judith Devoe reassured council members that RCMP members are in fact very active in Forestburg despite local resident claims of low visibility. During their regular meeting on Wed., June 1 Devoe told council members that although

“they can’t be everywhere all the time due to having 11 communities not including the county [under their watch] and only having five constables, one sergeant and one corporal, they have been out a lot more”. Often during the wee hours of the morning when residents are asleep and unaware of their visit. Devoe went on to explain that

the claims of ignoring resident calls is often a case of lack of information and unwilling participation on the part of the residents. When the RCMP receive a call, several factors come into play. The first being a case of priority. For example, if they receive a call that there is someone speeding in Forestburg however they also

Bashaw council nixes idea of multiview programmatic targeting Lisa Joy

ECA Review reporter Bashaw town council, at its regular meeting June 2, agreed not to proceed with an advertising program that would have cost the town about $1,000 per month. The targeting would have given the town exposure to about nine million potential buyers seeking commercial or residential property and increased development potential, said Chief Administrative Officer Theresa Fuller in her report to council. A U.S. based company, Multi-View, pitched a proposal to council last month saying Bashaw could capitalize on businesses looking to relocate to either Calgary or Edmonton. Mayor Penny Shantz suggested the town complete a strategic plan and look at its future goals before considering this type of marketing. The presentation didn’t seem geared towards small towns, said Coun. Lynn Scultz. “It was all pie in the sky stuff,” he said adding that it’s not possible for Bashaw to get a Tim Hortons and the marketing company shouldn’t put that in the presentation for a town of 900. Coun. Bryan Gust said he agreed with Schultz that it was pie in the sky and said, “I’m just not buying into it.”

But after the town’s CAO returned from vacation, Chief Administrative Officer Theresa Fuller received information that the application for $1,512 was approved. In the meantime, the historical society had to proceed with the hiring process and didn’t limit the criteria to a student. The grant specifies that a student must be hired. The historical society now proposes that a summer student be hired to work with a mature staff hired. This would mean an additional $1,728 in wages with the town picking up $864 of the cost. Coun. Bryan Gust said if the town approves this it may set a precedent of two staff being hired for the summer. He suggested the town come up with an overall dollar figure of how much they are willing to support instead of helping pay two positions. Mayor Shantz said the positions are valuable but asked how much does the town support in a dollar amount. Coun. Schultz said if the town agrees to pay for the second position it should be under the understanding that next year the same funding won’t be forthcoming and it’s a one-time support. Coun. Darren Pearson said two staff aren’t needed in the same spot. Coun. Gust said he can see two staff needed if staff are doing kids shows but agreed double staffing wouldn’t be required every day.

Decision on tax incentives deferred Dena Clark

ECA Review reporter The decision on whether to offer tax incentives for new commercial and residential developments was discussed by town council at their last regular meeting on Mon., May 30. CAO Sandra Kulyk told council members that many businesses found out about the bylaw after the fact and took advantage of the tax incentives retroactively. Coun. Vickey Horkoff inquired about how much the town lost offering the tax break while Coun. Keith Griffiths countered with how much the town stands to gain in taxes over a 30 - 40 year period with the building of a new business.

Council members opted to think on the matter and deferred the decision until the June 27 meeting.

Sandra Kulyk, in her report to council, said she had met with Wendy Dafoe and drafted a grant application for the installation of an aerating water fountain for the Coronation Dam and worked with an engineer on development of the design and estimated capital cost for Hwy 872 Water Main Extension project. She also noted to council she was working on developing policies on protocol for chlorine leaks at the Coronation Swimming Pool, fire department media strategy and town office media strategy.

Devoe said other problems include a caller not providing adequate information. For instance, calling in to the RCMP but only providing the colour of a vehicle, not the license plate, model of vehicle or any distinguishing features about the driver make it almost impossible for the RCMP to locate the individual who has been reported. “We are doing our job,” said Devoe who urges residents to call and speak with them directly regarding issues surrounding the apparent lack of faith in their policing, because it, “is in the town’s own mind”. Council members thanked the RCMP for their increased presence and agreed that citizens needed to do their civic duty as well if they wanted to community to remain safe.

Equipment rental bylaw

The town’s equipment rental costs were increased by 10 per cent after the unanimous third reading by councillors on May 31. The town of Coronation has various items for rent that include a gravel truck, grader, bobcat, street sweeper, water pumps and sewer cameras just to name a few. The rates are designed to offer local residents a service as opposed to being competitive in the market place. Most item rentals require the services of a town employee/operator for

an additional cost of $40 per hour due to liability issues. Council was provided with details for the Paintearth Lodge renovations budgeted at $114,584 that includes hairdressing and tub room remodel to meet public health requirements, kitchen and dining room linoleum, stainless steel cupboard, hot water dispenser, an extra sink, new dishwasher and upgrade on cooler and freezer; new toilets in the old rooms and grab bars in tub/showers along with carpet in the hallways, common areas and front entry.

by B.P. Schimke What a relief to have the mandatory long-form census back this spring after being tossed out by the Harper Government in 2010. Statistics Canada because of its consistent collection methodology over the years is the envy of the world. Our government has the best data to use when developing public policy or distributing billions of dollars to provinces and communities. The better the data, the better the needs of Canadians can be met. Businesses also use the valuable source of information for all sorts of things, including whether a community is right for a new business. Former Prime Minister Stephen Harper’s argument was governments couldn’t be trusted with your information. Quite ironic given that far too many Canadians indiscriminately give away valuable personal information daily to strangers. If you’re posting on Facebook, your life is an open book to everyone including potential employers and fraudsters. Cell phones, baby monitors, smart TVs allow people inside your homes either through hacking or receivers outside the home that can pick up wireless channels. Every time a loyalty card is used or a smart phone coupon is accessed, we volunteer our personal spending habits to retail corporations. When we put our name into draws at trade shows or fairs, we give away at a minimum our name and phone number, but often our address and

e-mail address as well. Too much tweeting and posting on Facebook often tells everybody you’re not home, including thieves. The previous Conservative Government preferred to base public policy on ideology rather than facts. So the efficient, consistent, unbiased collector of data, Stats Canada, got in the way. Without good quality data, governments can pick and choose private companies to give them the data they want to support their ideology, rather than the needs of all Canadians. In Harper’s 2011 census there were about a thousand communities where no data could be released because of the insignificant number of people responding to the survey. Statistically the data was unreliable and for the first time ever, our statistics as a nation were incomplete. Giving away your information to government not only benefits you, your community, but also generations that follow you. Giving away your information freely to strangers and corporations is where we need to become smarter. Corporations and strangers are the ones who are not working on your behalf. Statistics is a science. It can be manipulated in many ways as pollsters, think tanks and political parties do all the time. But Stats Canada, using proper methodology, including the mandatory census forms, operates as a science which in turn benefits all Canadians today and into the future.

Government of Alberta press release People may offer feedback on the Workers’ Compensation through an online questionnaire or by written submission at alberta.ca/wcb-review from today until July 15. “Workers, large industries, small and medium-sized businesses, labour unions, safety and industry associations and other Albertans all have interests in the WCB system,” said Mia Norrie, chair of the WCB Review panel. “They bring their own perspectives, wisdom and unique ideas about how the WCB should operate. By working together, our panel can develop recommendations to help ensure a WCB that works for everyone.” The Workers’ Compensation Board review is part of the government’s commitment to review its agencies, boards and commissions. It’s being conducted by an independent

three-member panel with extensive experience in representing workers and employers through Alberta’s workers’ compensation system. Following the questionnaire and submissions, the panel will work with these key groups through the fall and winter to examine issues in greater detail. The panel is examining the WCB’s governance and effectiveness, relevant legislation, the principles of compensation and policies - including those related to privacy and confidentiality - and the transparency of processes and decision-making. This review also includes the Appeals Commission for Alberta Workers’ Compensation and the Medical Panel Office. The last comprehensive review was conducted more than 15 years ago. The panel is expected to provide a progress update to government in fall 2016 and a final report in spring 2017.

Dear Editor, Some people believe in man-made climate change. Others do not. As someone who has been bothered by the issue from the beginning, here is my take on how the issue evolved. Once upon a time back in 1970s to 2005 a self-avowed socialist by the name of Maurice Strong, a Canadian from Quebec was quite influential in the United Nations. One day he and several like-minded members of the UN came to the conclusion that the earth was running out of resources. Not only that, the developed world was using a disproportionate share of those resources. Being men of influence and good conscience they decided the UN needed to do something to correct this imbalance. The under-developed countries of the world deserved an equal share of resources. This. of course, would mean the developed countries would have to transfer wealth to the under-developed countries. In addition the world needed to consume far less resources in order to provide for future generations. Hydrocarbons were targeted as a good place to start. This is all outlined in the UNs Sustainable Development Agenda 21 that is creating havoc for farmers today. With this in mind they ultimately formed the Intergovernmental Panel on Climate Change – IPCC. The task of this committee was to determine manmade causes of global warming. I believe this is the sole purpose of the committee to this day. They developed computer models to show the relationship between CO2 and global temperature. There was an inconvenient period of

time, the Medieval Warm Period, that spoiled their projections. What to do? Eliminating that period of time from the model solved the problem and gave them the famous hockey stick curve linking global warming to man-made CO2. Some uncooperative scientist pointed out the error of their ways. The model has proved not that accurate in predicting global temperature because of the false assumptions used to create it. Even the UN admits temperatures have actually fallen in 19 of the last 20 years. In fact, the earth has only warmed less than ¾ degree Celsius in the last 100 years according to the National Center for Atmospheric Research. Several scientists have pointed out that in the past, increased CO2 levels actually occurred after periods of global warming, not prior to. Global warming actually produces greater plant growth and people have more food to eat. Dr Freeman Dyson a theoretical physicist at Princton’s Institute for Advanced study estimates 15 per cent of world agricultural production is as a result of increased CO2. According to Dr. Micheal Moore optimum CO2 levels for plant growth are about 1500 ppm, almost four times current levels. Plants won’t grow below 150 ppm. Other planets like Pluto and Mars are warming as well without the use of fossil fuels. Who knew sun activity has a bigger influence on earth temperature than man ever could burning fossil fuels. The IPCC has a conflict of interest here. Their mandate doesn’t include an investigation into the scientific data. Turn to It’s not, Pg 15

Sedgewick’s Bethania Lutheran Church closes by Jamie Geddes Sedgewick’s Bethania Lutheran Church (BLC) closed its doors for worship with a public silent auction and indoor sale on Saturday, June 4. Bethania church officially began her humble rural beginnings August 11, 1911 with Pastor H. T. Egedahl’s leadership and guidance. Egedahl’s efforts were supported by Pastors’ Halvorson and Moseby as they began organizing and structuring the early efforts of this church in 1906. Many had gathered to worship God in various settlers’ homes finding the trek to the nearest church difficult so the formation of a separate congregation began with some coming from the Trinity congregation and they were joined by new settlers. In 1911, after a series of events and the hard work of the founding efforts of Egedahl, Halvorson and Moseby, along with the dedicated parishioners, BLC became a reality. After the rural church burnt down, the Lutheran Ladies Aid gave the congregants the current land and part of the building to begin anew in the Town of Sedgewick in 1975. The building onsite was enhanced when the old Ferintosh church was brought in to join the existing building

to create what is now the Bethania Lutheran Church. Many people from throughout Flagstaff County showed up to bid on auction items and get some good deals on the sale tables. Office equipment and furniture, kitchen wares, pews, sitting chairs, Sunday school tables, etc. were all for sale. The proceeds will be divided with a good portion going to support a Lutheran Seminary in Saskatoon in dedication to past local Pastor Allen Severson to honour his service and the balance with be used to provide a new sign for the local cemetery. Although the doors are now closed for worship, the local church will get a new lease on life and service as the BLC congregants and board have graciously donated the building to the Good as New Shop. The Good as New Shop is operated by volunteers of the local community churches and sells much needed used clothing and household goods to those in need. There are a few legal details to attend to in order to facilitate the donating of the building but there is confidence it will proceed in a timely fashion.

Unwavering support from community

Advertorial Anne Charpentier always said when she turned 80, she’d close the doors to her bed and breakfast. Now, with the impressive milestone just months away, Anne is sticking to her word and wants to extend a special thank you to the community of Castor for nearly a quarter of a century of support. Anne and her husband Nap moved to Castor in 1990 to be with, at that time, their three daughters and seven grandchildren. Two years and another grandchild later, the couple set up the Robin’s Nest Bed and Breakfast in a two-storey house just a block north of the swimming pool. Anne, who has always ran some kind of business whether it was the hobby shop, wool nook and picture framing in St. Paul, Ab. or the macrame magazine she published in the 1970’s.

She wanted to open something in Castor that would be successful in a small town. She named the business after the robins that would often nest in her yard. The house had three bedrooms and played host to everyone from temporary doctors to new teachers, to rowdy bridal parties and many other travellers passing through. In 1998, the Robin’s Nest moved into a new house along Castor Creek. Anne loved the type of people who wanted to stay at her bed and breakfast and she especially loved the connections she could make with strangers. “There’s always a little circle of information that connects you,” she says. It was those connections and the unwavering support she received from her community and her family that kept Anne in business for 24 years.

A real prairie pioneer woman Marie Alice Elizabeth Beebe (Davis) passed away peacefully in the Red Deer Regional Hospital at 2:20 a.m. on Mon., May 23, 2016. She would have been 87 years old on Tues., May 24. Alice was born on the farm north of Veteran on May 24, 1929. She was raised in the area and finished her schooling by graduating from Ponoka High School in 1947, then taught for a short time at Nose Hills after that. Alice married Delford Beebe in 1951 and soon started their family. Beebe They resided 12 miles north of Veteran for many years. From there Alice moved to the Consort Seniors Lodge until health issues forced her to move to a care home in Red Deer. Family was the most important thing in her life. She was the mother of six, grandmother of 11 and great grandmother of nine. Being a real prairie pioneer woman, born and raised in the Nose Hills area, she knew the value of hard work, family, community and living alongside mother nature. She was a member of a number of organizations including the Nose Hills ladies group, Catholic Women’s League, Nose Hills Community Centre, a square dancing club, and the Brownfield quilting group. She was also very active with the Boy Scout group, and did massive “album history” for that group, and also did a massive research/history for the old schools in the area. The majority of the pictures are now hanging in the Veteran Community Hall for all to see. She enjoyed baking, antiques, collecting coins, license plates, spoons, stamps and travelling. She also sold Avon products in the community. Alice had a garden that never ended. She would ride the little “ride ‘em” lawn mower for hours on end to keep the lawns and yard looking neatly trimmed. Her life was dedicated to raising her children and helping family. Many hours were spent making pies, washing and ironing clothes. She helped Delford with the farm work and was always trying to be a good neighbour. Love, patience, kindness, hard word and understanding plus a strong belief were some of the very important values she instilled in her children. There was never a dull moment in her life on the farm or when she lived in the Consort Villa and then continued to Extendicare Michener Hill, Red Deer, Ab. She continued gathering friends and attending church, card games, bingo and music programs. She made the most of her life despite many, many hardships, one of which was kidney dialysis at the Red Deer Hospital three times a week. She will be forever missed and never forgotten as she holds a special place in our hearts. She always had wings and now she can fly. A funeral service for the late Alice Beebe was held on Mon., May 30, 2016 at Corpus Christi Catholic Church in Consort, Ab. with Father Leon Kler officiating. Loving words of remembrance were given by grandchildren Darla Preston, Erin Trout and Mike Preston. Marilyn Long shared her gift of music as pianist

and leader of song. Readers were Martha Oxamitny and Gordon Long. Alice was laid to rest in Veteran Cemetery, Veteran, Ab. beside her husband Delford Beebe. Government of Alberta press release Previously, the deadline to cut and remove hay from those rights-of-way was July 15. The deadline has been extended to August 15 and September 15, depending on the region. The deadlines have been staggered to account for varied growing conditions across Alberta. Farmers and landowners are advised to check with their local Alberta Transportation office to determine which date applies. Farmers and landowners are also advised that: Haying permits are free and available at local Alberta Transportation offices. During haying operations, all bales and equipment within the highway right-of-way must be stored as far from the highway as possible. All bales and equipment must be removed from the highway right-ofway by the applicable deadline. Due to the potential hazards of working within the highway right-ofway, insurance may also be required. Alberta Transportation encourages landowners to use the hay in provincial highway rights-of-way for their personal use.

If the governments of Alberta, Ontario and Canada were honest, they would run on a platform advocating slowing the world economy, slowing down the consumption of resources, decreasing world population and making everyone more equal. They instead accomplish all those things in the name of stopping climate change. Well I guess Trudeau did say he would tax the top one per cent. I listened to the Kinkaid and Breakenridge show one morning. One of them commented that so called climate change deniers tend to be conservatives. implementing alternative energy both economically and environmentally. Wind turbines start with a hole in the ground ten feet deep and one hundred feet across. Fifty loads of concrete fill that hole. Each wind turbine requires 96,000 lbs. of steel. Some of the early wind turbines are being decommissioned having exceeded their life span. I wonder if everything will be cleaned up back to natural conditions. A lot more birds are killed by wind turbines than by oil sands development but no one seems to ever be charged for it. By word of mouth I’ve heard that people working in the solar energy field estimate it will be a minimum of 100 years before they come up with a viable solar-powered system. In the meantime we need the equivalent coal or gas-fired generator to cover every kWh of wind or solar energy generated just in case the wind doesn’t blow and the sun doesn’t shine. Germany, one of the leading alternative energy proponents discovered this a few years ago when they had no power because the wind didn’t blow and the sun didn’t shine. People froze to death. Now they are building a huge coal fired plant. Who but the government would build such a plant to use on rare occasions I wonder. Turn to Quit, Pg 16

Quit taking things for granted Cont’d from Pg 15 No one is building either wind turbines or solar farms without government subsidies and carbon offset credits. Current policies are leading us to bigger governments and weaker economies. If we’re content with the direction climate change policy is taking us, i.e. less jobs, higher costs and lower standards of living, then I guess we have the right governments in place, be happy. If not, you need to elect a party that wants to build the economy and let the free market create

some jobs. As free market think tanks point out, wealth creation can be infinite. Resources will be allocated according to market demand. Creative minds will find alternative sources for scarce resources if given some freedom to do so. The humanitarian thing to do is get out of the way and let entrepreneurs find a way to feed the world without putting road blocks in their way. I believe conservatives have been complacent over the years and the left has blown past us. We need to be more

vigilant and quit taking things for granted. They are in power now. Nothing we can do about that till next election. They actually believe they are moving us forward. Anger, frustration and sarcasm won’t get them out. Hopefully as people lose jobs and pay higher prices they get the message but let’s not take anything for granted. We need to educate common sense people. The lefties are probably a lost cause. I heard a great story last week. If you want to make a conservative
