Village of Alix is working with the Boomtown Trail Society to help restructure and revive the group. “We may possibly change the name,” said Alix Coun. Jody Widmann at Alix’s regular meeting March 2. “We are trying to brainstorm and come up with a new name over the next few months to a year and look at its bylaws.” In particular, Coun. Widmann said they are considering changing the group’s bylaws so that community representatives would be able to vote. “We want to make it so that everybody can participate. Whoever is the representative from the community would have some say and a vote.” Coun. Widmann added that the society is also considering shifting its focus to tourism. Currently, the Boomtown Trail Society puts on skits featuring colourful characters from the past to bring history to life. The next meeting is in April.

Bashaw’s aging rescue vehicle Lisa Joy

ECA Review reporter Bashaw Fire Chief Mike Andriatz and Deputy Fire Chief Jordan Lee asked council to push the neighbouring counties to help finance replacing the town’s rescue fire truck. Andriatz said the town could ask Camrose County to be a liaison with Lacombe and Ponoka counties with their regional agreement for the purchase. If the counties don’t want to help finance a new truck then the Town of Bashaw would charge the counties more for mutual aid calls. Andriatz told council the age of the current rescue vehicle is showing, adding that the vehicle had an electrical fire about four months ago. “It’s not that trustworthy but we’re making do,” said Andriatz. The Bashaw Fire Department has already fundraised about $40,000 towards the purchase of the vehicle. Council passed a motion to engage neighbouring counties in a conversation about helping fund a new rescue vehicle.

Council defers capital budget

Bashaw Town Council got its first kick at its $4.1 million 2016 capital

budget during its regular meeting March 3 and suggested deferring a few projects. The upgrade to card lock at bulk water septic station and lagoon berm rehabilitation will likely be put on the back burner. But the town plans to move ahead with the purchase of much needed specialized fire fighting equipment for $35,000. About $85,000 of the cost is expected to be covered through MSI grant funding. Other items being considered in this year’s capital budget include a transfer switch for the water plant; main line water valve repair at 50 Ave. and 50 St.; Wastewater collection and treatment work such as lagoon cleaning; tree shearing; a coin billing mechanism at the fresh water system; and upgrades to the alley in the industrial area to handle truck traffic. Council asked administration to look at staging the $3.1 million 54 Ave. pavement and sewer line repairs instead of doing it all in 2016. Administration will bring back a revised capital budget to council at its next meeting.

Several business owners have banded together and are meeting regularly to exchange ideas on how to prevent things like shoplifting. Many owners see shoplifting as just a part of doing business but to Penny, “It’s not the cost of doing business, it’s a crime.” Frequently, rural crimes, like people stealing gas, are not reported. According to Penny, people need to report those instances as crimes rather than accepting them as part of living in a rural area. According to statistics reports provided by Penny, total rural property crimes went up to 173 incidents in 2015 from 142 in 2011. Urban numbers, while higher overall, did not increase as dramatically with 367 incidents in 2015 from 360 in 2011. Drug crimes increased in both locales, urban rising to 60 from 41 over the same period and rural going to 23 from 13. Person crimes, such as assaults,

declined in both rural and municipal areas. Rural showed a dramatic drop from 2011 to 2012, 92 to 42 but then changed only slightly to 34 in 2015. Urban showed a similar level of change from 135 in 2011 to 110 in 2015

New objectives for detachment

Penny wants the detachment to place more emphasis on developing community relations, identifying and dismantling organized crime (drug operations) in the area and continuing to focus on traffic enforcement, specifically impaired driving and speeding. Getting the Citizens on Patrol group back up and running, liaising with small business regarding shoplifting and maintaining strong communication lines with the community are all priorities for Penny. Penny wants detachment members to be more visible in the community, whether that’s driving through school zones or checking in with businesses. Council expressed their appreciation for the additional patrols officers are making through school zones at peak times, agreeing that the visibility definitely deters speeding through the zones.

million 2016 operating budget with a 2.15 per cent tax increase for residents. This year’s operating budget includes a three per cent salary increase for staff and new computers at a cost of $5,700. Mayor Penny Shantz said she liked having only a 2.15 per cent increase as opposed to three per cent. Coun. Lyn Schultz also said he wanted to see the tax increase kept under three per cent. “2.15 per cent is good for the way the economy is right now.” Included in the operating budget is $25,000 for the physician retention program.

Bunnock Tournament

Tyler Schickerowsky from the Bashaw Curling Club asked town council to allow them to have camping at the curling club in July for a Bunnock event. In addition, they want council to allow trailers to park along the north side of the arena and south side, and parking lots across from the police station. They also want fire pits to be allowed. Coun. Lynn Schultz said council talks about wanting to see its facilities to be used and added, “What better way to get used.” Coun. Rosella Peterman said the event will bring traffic into town, thus helping local businesses. Council, however, said they don’t want to see fire pits used. Administration will look into liability issues plus how much the group should charge for camping and bring back to the next meeting.

Wildcat Jr. High basketball season comes to a close by Hughenden School students The Hughenden Junior High boys’ basketball team had a great basketball season posting a winning season record of three and two. During the playoffs injuries brought the season to an abrupt end, finishing fourth in their league after losses to Blessed Sacrament School and Veteran School. “The boys showed tremendous heart throughout the season and never gave up on the game,” said Head coach Kevin Elliott. “They should be proud of the way they played throughout the year.” The players on this year’s team were Sasha Robitaille, Wyatt Ford, Colby Laing, Carter Oxamitny, Kijana Penley, Julius Penley and Trenton Small. The Hughenden Public School (HPS) Tier 1 Junior girls’ basketball team had a great season despite the many newcomers this year. Hughenden School won two out of three of their games, placing third during their home tournament. “It’s a very exciting time for basketball at HPS,” said Head coach, Ryan Duffett. “With playoffs coming up, I hope to see the girls find another gear and play well enough to win. It is also exciting because our new jerseys will be arriving before then, so we will look great on the court.” With that positive attitude the Jr. High Wildcat girls’ team hosted BTJHAA playoffs on Feb. 27 and fin-

ished fifth.

Bags of Love

The Grade 8 class will be hosting a “Sweet and Healthy” skewer of treats for $2 on Thur., Mar. 17, St. Patrick’s Day. The proceeds will be going to the “Bags of Love” program, which is an opportunity for kids to help kids in Alberta who are going through the difficult transition to a foster home. “Bags of Love” are bags filled with items that a child would need when they are taken to a foster care facility. Jewel Liem, founder of the program in Alberta, visited Hughenden Public School on Feb. 19 and encouraged students to participate. Each bag contains a home-made quilt donated by the Czar Quilters Guild. These ladies are grandmas, neighbours or extended relatives of the students. All students were given a list of items needed to fill the bags and the Grade 8 class will be making a collection container for the items.

$4,000 grant

In February, the Battle River Community Foundation has provided a grant of $4,500. The common area at HPS is an area for students to relax and play games during lunch time or while on spare. This grant will continue the school’s ability to maintain the equipment and provide more games to the students.

Burton was born and raised on a grain farm in Olds, AB, later moving to Australia where she graduated grade 12. She moved back to Canada and got an Agriculture Business Diploma. Later she decided to go back to school to become a elementary school teacher. Burton completed

her first two years at Red Deer College and graduated her last three years at Canadian University College. “I feel very honoured and privileged to have been nominated for the Edwin Parr Award. It is really gratifying to see that people recognize what you do in your classroom and can see all the extra work you put in to make the students’ year more successful and fun.” said Burton. The Edwin Parr Award recognizes outstanding work by first year teachers in Alberta. Established in 1964, it has always represented quality teaching and exemplary work. The ASBA Zone 4 nominees will be celebrated at a banquet on May 30, 2016 in Red Deer where Zone 4 winner will be announced.

Local athletes take on Ski Cross Series

submitted by Penny Lindballe-Vincett Skiers from the Valley Alpine Ski Club have taken on a new challenge this season, expanding their training and competition schedule to include Ski Cross. This action packed sport made it’s Olympic debut at Winter Games 2010 in Vancouver. The Ski Cross track consists of natural and artificial features such as banked turns, jumps, Wu Tangs and rollers. What truly set’s the sport apart from other skiing disciplines is the fact that there are four skiers competing in the track at the same time (similar to Moto-Cross). Training started in early December with coach Dan Twardzik from St. Albert. The athletes travelled weekly to Sunridge ski area in Edmonton in order to utilize their Ski Cross Track as well as strengthen their existing alpine race skills acquired through years of training at Valley Ski Club, Alliance. After almost two months of training, the team boarded a bus for Big White Ski area in Kelowna BC, January 22-24, for the first stop on the Matrix Western Canadian Ski Cross Series. Pipeline politics by Herman Schwenk Here we go again! The province of Quebec has filed for a court injunction to stop the Energy East Pipeline until the pipeline passes a provincial environmental review of the project. This is nothing more than Quebec trying to flex its sovereignty muscle. The National Energy Board is mandated to approve or reject energy projects that are in the national interest. Somehow Quebec seems to think that it should have the authority to override a decision by the Schwenk Federal Government. They want all the rights of a separate country until it comes to finances. As I pointed out in my column last week they expect the other provinces to give them financial assistance in the form of transfer payments to the tune of $10 billion a year. On Wed. March 2 the Premier of Quebec, Philippe Couillard made the statement that the most important project in Canada today is to guarantee the success of Bombardier in producing and selling its planes. It is obvious from these two issues that Quebec is totally self centered and does not consider the welfare of the rest of Canada in making its decisions. I do not think it was a coincidence that Quebec made the announcement of seeking a court injunction on the Energy East Pipeline just prior to a climate change conference in Vancouver. The most important project for the benefit of Canadians today is the pipeline, not Bombardier. That will create more jobs that are long term for all Canadians including Quebecers, whereas Bombardier will only create jobs in Quebec. Rachel Notley the premier of Alberta recently made the statement that the Energy East Pipeline was this Centuries Railroad. I totally agree with her. Canada cannot achieve its economic potential without an oil pipeline to tidewater. While she did make a profound statement she is at the same time being a

hypocrite. By pushing her three billion dollar carbon tax agenda she is signaling to the climate change community that support for the pipeline will increase CO2 emissions. That would create opposition to the pipeline. I think her credibility on the issue of the pipeline is in question when she puts far more effort into her climate change agenda than on promoting Alberta’s oil industry. She should have been supporting Premier Brad Wall of Saskatchewan with some demonstration of outrage rather than just mild lip service at Quebec’s court injunction. The other province that is demonstrating a lack of Canadian unity, in my opinion, is BC. They have put five conditions on building a pipeline through their province that makes it almost impossible for Alberta and the pipeline companies to comply. You can be sure were the shoe on the other foot there would be a loud cry about Alberta’s self centered self interest. B.C. seems to be using the excuse that the extra tanker traffic would constitute too high a risk. I have always found it interesting that the people who are opposed to pipelines always bring up the risk of tankers hauling oil for export. When was the last time you heard someone express concern about tankers hauling oil for import into Canada? The Energy East Pipeline would eliminate the need for importing oil to Canada. The way oil tankers are constructed now, the argument that they pose a high risk of an oil spill, is just a red herring. Evidently it is environmentally preferable to import oil from Islamic countries that have a poor human rights record than to transport our oil via a pipeline across Canada. Where is the logic? The argument that pipelines constructed by the high quality standards of today pose a high risk of a spill is also a red herring.

The team will be looking to these results to advance their standings in the overall series points, with many members poised to finish in the top three of the series. “It’s been great to have a new challenge,” says Kiersten Vincett “Ski Cross has renewed my interest in ski racing.” And -- thanks to these athletes, a lot of people are looking up “Valley Ski Hill” on the map.

Alberta Government press release Growing up on the farm provides fantastic learning opportunities for children. It also presents frequent safety hazards. In fact, 158 children aged one to 19 were killed and another 1,300 were seriously injured on Canadian farms between 1990 and 2000. Farm tragedies involving children often seem unpredictable, stealing young lives randomly and unavoidably. However, the reality is that most farm injuries and fatalities are predictable and therefore can be prevented. The key is to assign chores appropriate to each child’s stage of development, provide adequate training, and teach them to recognize and avoid hazards from day one. Know the job. Know the hazard. Know the drill.

Three steps to safe farming

As a parent, you need to teach your children to complete chores safely. One easy way to teach farm safety and keep it top of mind is to think of it as a three-step process that starts when you know the job. Knowing the job means getting instructions and practicing ahead of time for each new chore. Once you have the skills to confidently perform the job, you need to know the hazard, which means learning to recognize potential danger on the job and staying alert for it at all times. Finally, you need to know the drill – how do you handle hazards once you recognize them? Children at work should be taught to avoid hazards altogether, and to report them to a responsible adult immediately.

Training – who needs it?

Farms are getting larger and larger. The need for an extra pair of hands is greater than ever. In this situation, children easily and obviously become a source of support to get farm work done. But think about the increased complexity and technological advancements in farm machinery and production processes, and it’s easy to see why training is so important. Most injuries among new farm workers occur due to a lack of knowledge or insufficient training. Don’t let your children suffer the same fate. Provide them with proper instruction and time to practise before you send them out to do chores. Know the job. Allow children to prove they are capable of following the rules before giving them farm tasks to perform. Select chores that match the child’s mental, physical and emotional capacity. Introduce complex tasks only when they are age-appropriate and with proper training (such as equipment operation – machinery is the most likely source of injury on the farm). Turn to Make, Pg 10

Provide personal protective equipment and ensure it is worn properly. Explain techniques that will make a task easier. Teach safety skills in ways that are appropriate to the child’s age and abilities. Make age-appropriate rules. Enforce consequences consistently if they are not followed. Always supervise children according to their age – young children need constant supervision.

Hazards

Children are vulnerable to the same hazards as adults, and there are many potential hazards on a farm – large machines, powerful tools, toxic chemicals, confining spaces, drowning hazards, animal threats and motor

vehicles. However, children are less capable of understanding the danger. Child-proofing is one strategy you can use to help keep children safe on the farm. Educating them about the hazards is another. Studies suggest that children aged 10 to 14 are at greatest risk for farm-related injuries – this is the very age when children are most likely to get pushed beyond their developmental ability! Parents often fail to recognize that behaviour appropriate to a child’s developmental stage will, by its very nature, put them at risk. (For example, a two-year old is eager to explore his sensory world, and will do his best to retrieve a colourful bottle from a locked cabinet and taste its contents, even if he has been warned and even if it tastes terrible.) Club speak-offs held The Brownfield CRR Multi Club has been quite busy since my last report in November. A number of our members had went to regional fun day in Stettler. The members did fun activities like minute to win it, swimming and much, much more. Soon would come the district ski night at Valley Ski Club in Alliance. The weather was great, so it made for an amazing day to ski. Some of our members attended the 4-H night at the Red Deer Rebels game. The Rebels played the Lethbridge Hurricanes. The 4-H members in attendance got pizza and watched the game. The club level public speaking event was held on February 26.

OBITUARY

Successful rancher, excellent cattleman Lloyd Allan Wesner passed away Feb. 27, three days before his 87 birthday. Lloyd was born March 1, 1929 in Byemoor, Ab. to Lesta and Ellis Wesner. He attended Gopherhead and Asdee Schools. As a young man, he always wanted to be a veterinarian but money was scarce and he was needed on the farm. He became a successful rancher and being an excellent cattleman showed his beloved shorthorns in various cattle shows across the province. Lloyd also played drums for years in the John Wesner Orchestra and later with the Four Numerous Band. We are told there were many a good sessions held to his excellent drum beat. Lloyd also enjoyed baseball, hockey and curling with Lorne Slater, Don and Stan Wesner. He was predeceased by his parents, Lesta and Ellis; two brothers in infancy; sister, Lillian and her husband, Frank and their son Kenny Swain. He leaves to mourn his loss, his wife, Vivian of 34 years; her four sons, Clarke (Janet), Grant, Ward (Chris) and Greg (Patty) Wallace; 16 grandchildren; 19 great grandchildren; who all knew and loved him as Grandpa Lloyd. He is also survived and will be missed by cousins, Don (Rose) Wesner, Stan (Gilda) Wesner, Brian Wesner (Kathy), and Diane (Gilles) Godin;

numerous other relatives and friends. Funeral services for Lloyd will be held at 11 a.m. Thurs. March 10, 2016 at Brennan Funeral Home 4819-49 Street, Stettler, Ab. Children love animals Cont’d from Pg 12 Suggestions: Use clear, consistent rules regarding drugs and alcohol, reward acceptance of adult responsibilities and provide opportunity to be a role model in safety.

Know the drill

To protect family members of all ages while working on the farm, teach them to know the drill. How will hazards be dealt with when they are encountered on the farm? As a parent, you set the tone for safety by setting an example. Show them that shortcuts are unacceptable, and that a slow, thorough approach to completing tasks is appropriate. Modify the rules for your farm to match the age and stage of each family member. Encourage children to get involved in farm safety projects in the community, either through youth groups or as a family. Teach children proper safety skills and be a role model in your daily work. Provide direction ahead of time about how to handle an emergency situation.

Ensure all children know how to contact emergency services. Provide first-aid training for at least some family members. Ensure children know the location of an accessible first-aid kit and fire extinguisher. Provide instructions on using the fire extinguisher to older children.

Animal magnetism

Children love animals, but the reverse is not always true. For their own safety, children need to be taught how to work around animals. For starters, keep livestock in pens or fenced areas. Then, teach children to: Respect all animals, including livestock and household pets. Be calm, move slowly and avoid loud noises around animals. Avoid animals with babies, and stay away from the back end of all animals. Approach large animals at the shoulder. Never handle stallions, bulls, rams and boars. Always have an escape route.
