Utilities borne by users, not taxpayers Beth Causley

Village of Forestburg residents will see an increase in their utility rates with an effective date of March 1, 2015. Council gave second and third reading and passed the Utility Rates bylaw (12:2014) at their regular town council meeting on March 4. The first reading of the Bylaw was completed by council on Dec. 3, 2014 and had been advertised in the community newsletter. Some concerns were raised by a few residents but most were appeased when told by council that the cost of providing utilities should be borne fully by the utility user and should not be subsidized by property taxes. “This is the fairest way we can get the money to pay for the services,” said Chief Administration Officer (CAO) Debra Moffit. Coun. Fay Hagel suggested putting an example of a bill and how it had been calculated in the next newsletter so that residents are more informed.

New lease on an old space

The locks were changed on the space formerly occupied by the RCMP on March 3. As a result of the premises being turned back to the village, administration presented potential floor plans for utilizing the space which is attached to the town office building. Administration would like to move council chambers into the space and to also create a rental office in this area. This would result in the current council chambers space being utilized for offices for administrative staff. Council decided that they needed to know the cost of proposed changes to the property before approving any of the floor plans. Turn to Vacated, Pg 5

The 380 hectare homestead that Gottlob Schmidt had lived on since 1933 was donated by him to the province of Alberta last year and in December of 2014 was announced as Alberta’s 76th provincial park. Schmidt donated the land near Hanna, now known as Antelope Hill Provincial Park, and will be receiving the Alberta Order of the

Bighorn Award for his generous donation to all Albertans. The ceremony will took place on March 6 at the Government House and Royal Alberta Museum in Edmonton where Schmidt along with five other Albertans will receive the award. The Government of Alberta established the Order of the Bighorn awards in 1982 to officially recognize the passionate contributions of Albertans to conserve fish and wildlife and

Capital projects going ahead D. Johnston

Review Reporter Stettler town council approved the 2015 capital budget at the Mar. 3 regular meeting. The $5,525,520 total did not deviate much from the interim budget passed earlier this year, according to Chief Administrative Officer Greg Switenky. Switenky said the budget was somewhat modest in keeping with the economic climate but still included the capital projects planned for 2015. “It [the budget] reflects council’s continuing support of projects,” stated Mayor Dick Richards, emphasizing council’s commitment to the needs of citizens. A few of the major projects for 2015 include rebuilding, resurfacing, paving or patching several roads, sidewalk replacement, sanitary main and water main replacement on 48th Avenue and major equipment purchases.

Switenky reminded council that Stettler would be hosting the Bantam A Provincial Championships Mar. 13-14, 2015. Switenky pointed out the Stettler Bantam A’s are two time defending champions.

PC candidates Drumheller-Stettler Progressive Conservative Association announces their candidates At the March 7 meeting of the Drumheller-Stettler PC Association the chair of the nomination committee reported that three constituents had filed documents to represent the association, in the next election. They are Greggory Jackson of Gadsby, Ed Mah of Drumheller and Jack Hayden from Byemoor. Greg has three children, resides on the Family Century Farm where they previously raised Hereford cattle and he currently works at Metalex Metal Buildings as a project manager and sits as the Deputy Reeve for the County of Stettler. Ed is an entrepreneur who sold his McDonalds franchise in Drumheller a while ago, sits on the Board of Directors for the Drumheller and District Chamber of Commerce and also the Royal Tyrrell Museum Cooperating Society, and is married with two children. Both of these young men are letting their names stand on the ballot for the first time. Jack ranches in the area, has a consulting business, and has previously represented the constituency at the provincial level. An election will determine which one of the three men will represent the PC party in this constituency in the upcoming election. There will be forums in seven communities in the weeks ahead of the ballot. (see ad on page 4)

According to head coach Jason Hebgerg, the team won on home ice in Stettler in 2013 and in Grande Prairie in 2014. “We’ve had great support over the years,” commented Hegberg about Stettler’s support of the team. According to Hegberg, the team would love to go three in a row, but are happy just to be on the ice giving their best effort. Ten teams from across the province will participate in the championships.

The annual meeting of the Alberta Surface Rights Federation was held in Camrose on Mar. 6 with guest speakers, Jim Ness, co-founder of Grassroots Alberta Landowners Association, Carol Goodfellow a representative from the Farmer’s Advocate and wellknown author, Andrew Nikiforuk.

comprehensive maps providing drop down information by section on what industry is paying for seismic, transmission, pipeline and surface leases. The data is not provided by industry. This new tool will give landowners current local information before undertaking negotiations with industry.

Entry fees

Alberta landowners will only be able to look across the border to fellow landowners in Saskatchewan with envy. Proposed regulations in that

province will see landowners receive 1.5 times the value of their land as an entry fee, with no cap. The Saskatchewan government felt it paramount that they keep ahead of the pace of development by ensuring protection for landowners. In contrast, the Alberta government has a committee still reviewing the property rights task force report completed in 2012. Unfortunately, this committee has again asked for the definitive, key issues and concerns of landowners. Turn to Today, Pg 17

Conservation land donator wins award Cont’d from Pg 1 It’s proximity to Dowling Lake, which is an important bird area, makes it an ideal home for a variety of ducks and birds. Antelope Hill has high ecological value because it has never been cultivated. Cacti, green needle grasses and a variety of fescue grow there and the low lying wetlands support willows, sedges, cattails and rushes. The land is an unbroken rangeland and the park will be managed for wildlife purposes and low-impact use such as hiking. There won’t be any trails developed and the land will be left open for visitors to roam. A 15 car parking lot and washroom are the only things that will be developed in the park. Hunting, overnight camping and offhighway vehicle use (ATVs) will not be permitted in the park. The song was named as a top 10 finalist of the contest and then on January 1, 2014, during the NHL Winter Classic “A Game Goin’ On” was announced as the winner. At break in the performance, while Dave was signing autographs and chatting with the audience, the Coronation Performing Arts group drew names for two of Gunning’s CD’s, four tickets to a show and one season pass.

It’s often said that people from the east coast have an ability to make you feel at home the instant you meet them and that they have the ability to tell stories in a way that makes you feel like you are right there. Dave Gunning is just that type of man. With a simple set up of two guitars and a microphone, Gunning captivated the audience at his Coronation Community Centre performance on March 6. The last performance in this year’s lineup put on by the Coronation Royal Performing Arts, Dave Gunning’s music was a perfect way to end a successful season. Born in Pictou, Nova Scotia the folk/celtic singersongwriter delivered a night of pure entertainment. His easy (down-to-earth) personality and natural story telling ability made the night extra special as he told stories in between playing guitar. His performance was based not only on his own Dave Gunning’s performance at Coronation Community Centre experiences but those of on March 6 had people tapping their toes and singing along to people close to him and even his folksy/celtic music. ECA Review/B. Causley those that have briefly passed through his life. He had the crowd laughing at some points and toe tapping in others and on many occasions had the crowd sing while he quietly played guitar- a very powerful thing to hear many voices. While many of his songs are relatable, the song “Living In (Newborn to teen) Alberta” is a song (Mom & Baby) that captures life in Alberta for Maritimers and with a large percentage of Alberta’s working population not originally from Alberta, it’s not hard to make a person think of where they call home. Over the span of Drumheller – Stettler PC Association his career, Gunning has released 10 Upcoming Nominee Forums albums, received a Juno Award nomination and has been awarded two Canadian Folk Music Awards and recognized with eight East Coast Music Awards. Vacated RCMP cell space possible use as an art installation Cont’d from Pg 1 Council walked through the area and discussed some things that need to be addressed and some ideas that might be incorporated like using one of the rooms, which is fire proof, for archives. The area still has a cell that was used to detain people and Moffit proposed keeping the cell doors, which still include the key, for use to the village, possible as an art installation. There was discussion at the last council meeting that the RCMP had not cleaned the building when they left but after further discussion it was found that the RCMP have paid their rent for the space for the year and, according to Moffit, they feel that the money from the rent will adequately cover the cost of cleaning. Furniture that had been left in the building will be utilized by staff of the village.

A thing of the past

It costs the village about $95 per month to mail 545 newsletters. This cost does not include the printing costs nor the man hours to get them ready for mailing. It was brought to the village’s attention that most municipalities send out their newsletter with the utility bills. If this were to happen in Forestburg rural residents who currently get the newsletter would not receive it. Moffit told council that a suggestion was to have anyone who wanted it mailed out to them be charged $20 a year for a subscription, which includes a dollar for mailing it plus the cost of printing. Copies of the newsletter will be provided for free at various pick up points in the town and at the town office and will still be available on the village’s website. “If you go to the post office a third of them just go in the garbage. People don’t even read them,” said Moffit. Newsletters that are being mailed out to people that don’t even live in the village costs the village money but Coun. Bob Coutts said that he sees it as money well spent as the newsletter is an opportunity to promote the community. Moffit said that the only complaints that came back after the village had put out the information letting newsletter readers know that the village is considering not mailing out the publication came from people who did not live in Forestburg. Council will mail out the newsletter for one more month and in it will ask people to call in if they have concerns.

Utility rates with multiple users

Council had discovered that they have four utility accounts who do not pay the base rate for water, sewer, garbage or gas for a second metre located on their property and are only paying for water and/or gas usage. The administrative report presented to

council said that as far as they could ascertain the accounts for the second metre have never paid the maintenance fees for the second service and that the loss of revenue for this is $2,884.32 based on the current Utility and Gas Rates Bylaws. A second meter can happen on properties when two buildings have been constructed into one. Council had already given first reading to the 2015 Utility Rates Bylaw which was an attempt to ensure that the village is able to recover their costs for water, sewer and gas services fully from the user. It has been determined that even the accounts that don’t utilize services, for example, services have been turned off, should be responsible for contributing to the cost of the infrastructure if they have connections on their property. “Every metre bill is for a service, not just an address. The bills for the second metre are just for usage and does not include maintenance,” CAO Moffit told council. Coun. Coutts, who has a building with two meters, verified that he gets two bills but that one is only for usage. He also said that seven years ago he came to council to discuss the issue where he was exempt from paying anything aside from usage for the second meter. CAO Debra Moffit will go back through meeting minutes to find out if all four residents with additional meters had been exempt from paying the bills, aside from usage and will report back to council. A motion was made by Mayor Miller that if there are additional meters they

should be fully charged unless an exception had been granted by council in the past. A letter will be sent to those with additional meters to inform them that the basic maintenance fees for water, sewer and gas will be charged for the additional services on their property. Garbage will not be affected by this.

Medical Recruitment and Retention

A letter from the Flagstaff Community Medical Recruitment and Retention Committee (FCMRRC) was provided at council welcoming the Village of Forestburg to attend as a delegation at their next meeting being held on April 13. Mayor Gail Watt from the Town of Daysland brought forward the village’s concern regarding lack of committee representation at the FCMRRC regular meeting on Feb. 10. Forestburg is not represented on the committee although they do have a medical office in their jurisdiction. Mayor Peter Miller told council that the only representatives who attend the FCMRRC meetings are those who have a hospital in their village or town. The Village of Forestburg decided not to send a delegate to the next FCMRRC meeting. The FCMRRC’s purpose is to ensure the long term viability of the recruitment and retention of medical professionals in the Flagstaff County and actively address the medical needs of the greater Flagstaff area. The committee works to develop strategies regarding the retention and recruitment of medical professionals within the region.

Politicians thrive because of non-functioning citizens Brenda Schimke ECA Review

Albertans should be able to trust that their government and its experts will handle public finances capably and with integrity. They should expect their government to make tough decisions for the good of the province’s future, even if the electorate are demanding irresponsible spending and unsustainable revenues. We are in fiscal trouble because we have the lowest corporate tax rate in Canada, no provincial sales tax, the lowest personal income tax in the country, flat taxes, the lowest royalty rates in the world, 20 years of unmaintained infrastructure and public service spending 36 per cent higher per citizen than the national average. We’re in trouble because we haven’t followed the wisdom of the last true Conservative leader, former Premier Peter Lougheed. The formula he adhered to when the oil windfalls descended on Alberta in the early 1970s was to go slow, behave like an owner, collect a fair share, save for a rainy day, clean up the mess and add value to the resource. If we, as citizens buy into the ‘same-old’, ‘same-old’ fix for oil busts--cut public spending, slash programs, stop infrastructure spending and maintenance, increase sin taxes, expand lotteries, and introduce health care premiums without looking to increase sustainable revenues--we are to blame. Jim Ness uses in his speeches, the quote, “whatever we tolerate, we cannot change”! A functioning citizen must become engaged, look beyond the immediate, and consider more than self. The likes of Jim Prentice and Danielle Smith thrive because of non-functioning citizens. It is imperative that rural Albertans keep their loyalty to the Wildrose Party and severely punish all turncoat Wildrose Party members, including the well-liked Kerry Towle. Cities need to vote for Liberal, Alberta Party or the New Democratic candidates who can defeat incumbent Conservative MLAs. After four decades of one-party rule, the Conservatives are unlikely to lose, but think of the power that would be returned to citizens if they were held to a minority. That would lend purpose and power for Albertans to assume the role of functioning citizens again! It’s the only way to stop the boom/ bust madness!

When there is a mess of any kind, blame can usually be assigned to everyone at varying degrees. When Premier Prentice told Albertans that we are to blame for Alberta’s financial mess, he riled up a lot of Albertans. It seems Prentice has mastered the blame game. He blames the civil service, of which I am one, former premiers Redford and Stelmach, the Saudis, senior bureaucrats and now all Albertans. Certainly we do share some of the blame. We have created much of the fiscal problems by allowing oneparty rule in Alberta. In conversation with renowned author, Andrew Nikiforuk last week, he observed, “Albertans have gotten lazy and entitled and have forgotten how to be functioning citizens after being governed in a province by one party for over 40 years.”

An interesting observation, indeed. The most obvious example of nonfunctioning citizens is the pitiful turnout for elections. Low turnout plays right into the hands of political parties, especially the governing party. Political parties don’t give a hoot about high turnouts on voting days. They, in fact, prefer low turnouts, just that the majority of the minority are their supporters. It makes their lives much easier—fewer people to propagandize to. Another example of non-functioning citizens jumped out when Jim Ness, local soil, environment and property rights activist spoke at the annual meeting of the Surface Rights Federation on March 6. Ness is alarmed at the loss of property rights that has occurred over the last nine years, but he is also realistic enough to know that “lots of land owners are in the oil patch as well, and making money becomes more important than property rights.”

Dear Editor, Re: Your editorial entitled “Better for everyone when it gets better for everyone”, Feb. I do agree with what you have to say on this issue of RRSPs and TFSAs that unfairly provides financial support to the wealthiest people in our society, but I think Canadians should decide why they would support Harper’s government which has been misleading Canadians for a long time. First of all, how many voters know our government has been spending untold millions on the F-35 fighter which, if allowed to continue, could cost us untold billions over the next 20 years despite the fact that this single engine fighter is a “lemon”. Even the US Air Force doesn’t want to use it in Alaska, yet our government refuses to look at other alternatives which would be a whole lot better and cheaper. For years the Conservatives in Ottawa have been shortchanging veterans’ benefits, yet now the Conservatives are promising to provide more financial assistance to our veterans. Is there an election coming soon? However, our government is shifting attention from these issues by offering more benefits to taxpayers who can afford/use TFSAs. Accrual and changing inventory value Agri-News When it comes to doing an accrual, an Alberta Agriculture and Rural Development specialist says it’s important to remember that a change in value for an inventory item can have a dramatic effect in calculating the accrual adjustments. As an example, if you have 500 cows with a value of $2,000 each on Dec 31, 2014, and then with the rising livestock prices the value is increased to $2,500 each at the end of 2015, there would be an accrued gain due to inventory valuation increase of $250,000. Conversely if the value of those cows was $2,500 at the end of 2014 and were valued back at $2,200 each at the end of 2015 for whatever reason, the adjustment would show a loss of $150,000 due strictly to the drop in value. “This issue is most prevalent when valuing the breeding stock,” says Rick Dehod, agriculture farm financial specialist, Alberta Agriculture and

Rural Development, Edmonton. “Although this could easily be the real case, the farmer who just carried on with no other changes would show large fluctuations in accrued income due only to this adjustment. “If a historical review is being done, it might be more meaningful to record the per unit value of breeding stock the same each year so as not to adversely affect the accrued income calculation. “The income would still include an appropriate adjustment for a change in numbers of breeding stock.” This may also be applicable to other inventories such as feeds or grains but normally has less of an effect, says Dehod.

“If you do not have the actual market values of the commodities you can record an average value each year for the specific commodity and then again, the accrual adjustment will only be affected by the volume of product.” To learn how to accrue an income and expense statement, go the The Income and Expense Statement. Agri-News When it comes to making a decision on feed supplements, it’s a question of first looking at the facts. “After talking to various retailers, one comment comes out loud and clear,” says Barry Yaremcio, beef and forage specialist, Ag-Info Centre, Stettler. “Sales of lick tubs, molasses blocks, mineral products and protein supplement sales are way up from previous years. But are any of these products actually needed in your situation?” There are three things that must be known before a decision can be made whether or not any added products are required: • are the feeds tested? • what are the weights of the animals you are feeding? • how much of each feed is supplied daily (i.e. do you know the weights of the bales)? “Without answers to these questions,

any attempt to provide a balanced ration by experience or guess can lead to big problems,” says Yaremcio. “If the quality of the feeds isn’t known, there’s no way to know if a tub, block, mineral or supplement is actually needed. If there is no defined starting point in the process, it’s difficult to know if the actions taken are helping or hurting the situation.” Every farm or ranch is different and there are many possible feed combinations to provide a balanced ration, adds Yaremcio. “Unfortunately, there is no single answer that will fit all situations. Adopting a feeding practice must fit your management style and operation. It isn’t acceptable to copy what a neighbor is doing because it seems to be a reasonable thing to do. Use a pencil and paper or computer to figure out costs. If necessary, consult with a nutritionist to balance the ration or, if you are comfortable with it, use a ration balancing program such as CowBytes to do the work yourself.”

Here are some of their suggestions: • Take short breaks throughout your shift and go for a walk or stretch. • Try to work with a buddy. • Try to exercise during breaks. • If possible, talk with co-workers while you work. • Try to eat three normal meals per day. Eat healthy snacks, avoiding foods that may upset your stomach. • If you consume caffeine (coffee, tea, soda, energy drinks, gum, mints), do so early in the shift. • Don’t leave the most tedious or boring

tasks to the end of your shift when you will most likely feel sleepy. • Exchange ideas with coworkers on ways to cope with any problems of shift work. • Avoid exercising just before bed time, because exercise raises energy and your body temperature. Exercise should be done at least three hours before sleeping. “There isn’t a lot farmers can do to reduce shift work as it’s a necessity to getting a large amount of work done in a short amount of time,” says Lubeck. “The important thing is to have someone available to take the next shift at the specified time. “When people push themselves too hard that’s when work incidents and injuries occur.”

Commercial beef production remains a stable business by Kris Ringwall, Beef Specialist, North Dakota State University Extension Service The beef business is quite consistent, despite all the trending articles that are written. In fact, when one takes a look at data in the world of commercial production, gradual changes are noted, but radical change is not something that is evident within those commercial beef units. Production through decades is a better indicator of change than year-to-year changes. Dollars, income and expenses, are different. Markets will and do change daily, and the change can be quite significant. But beef production, at least the engines that pull the train, plug along, year after year, doing what they need to do: that is, produce beef. The cows that make up the majority of the production system remain on the ranch until their productive years come to the end. For several years, we hope. Change in the calves is noted, as different bulls are selected and genetic trends are evident. These trends are a response to a seedstock producer’s selection criteria and subsequent bulls offered for sale. However, even these changes are not as dramatic as one would think. Of course, the answer to these thoughts involves data - data throughout a long period of time. The North Dakota State University Extension Service, through the North Dakota Beef Cattle Improvement Association (NDBCIA), calculates the typical performance of beef cattle herds by analyzing those herds that utilize the Cow Herd Appraisal of Performance Software (CHAPS) program. The Extension Service has been keeping records since 1963 through the NDBCIA and presents these annual evaluations as five-year rolling benchmark values for average herd performance for several traits. This data source allows one to review old data as well as new data; thus, this provides the ability to get some indication of how commercial production changes. The most recent benchmarks were just released and provide a picture of current beef production. These benchmarks included the years 2009, 2010, 2011, 2012 and 2013. For comparison, I compared the 2014 benchmarks with the 1999 benchmarks that included the years 1994, 1995, 1996, 1997 and 1998. Through the decades, the beef business has changed, and beef type and the expectation of beef cows have been modified to fit current needs. As a long-term business, producers deal with the current situation, but one can

look back and see if much change has occurred in recent years. We can better understand normal by looking through time. The data is presented in percentages or actual values, depending on the trait. Overall reproductive traits expressed in percentages of cows exposed and some basic growth traits are presented. Herd reproduction is the driving force behind overall production if a herd is to be evaluated based on cows exposed. And the first question a producer needs to ask is: “Are the cows breeding, conceiving, calving and weaning calves as expected?”

The improvement may not seem large, but positive movement in the reproductive traits is always good and indicative of good management or maybe even improved management.

ECA Review Alix council agreed at their March 5 regular meeting to move all their fire service assets owned by the Lacombe Regional Fire Service Association (LRFSA), of which they are a part of, to the Lacombe County who will take over from the association in operating the fire service. Council agreed to support the dissolution resolution of the association once everything was transferred. Lacombe County will take over 80 per cent of the operating costs while the municipalities will pick up the remainder equally which according to Cretzman is approximately “$5000 a year.” Assets owned by LRFSA include computers, desks and the regional chief’s truck but not the fire trucks and equipment as that is already jointly owned with the County. This new working relationship will have way better buying power, stated Mayor Curt Peterson. The budget will run around $120,000 a year. Elected officials will meet once a year but fire chiefs will meet monthly. The Lacombe Regional Fire Service Association members including Alix, Eckville, Clive and Bentley all have to agree to dissolve this association before it can take place. It is being hoped that Blackfalds and the City of Lacombe will rejoin, however the agreements with them will be different as they don’t need as much support. “They [the County of Lacombe] will take the lions share of running it,” said Peterson, “to try and reduce the workload for our volunteers” as the County has staff in place to do the paperwork.

Railway Ave. project

Cretzman in her Chief Administrative Officer (CAO) report, noted that the Federal Small Communities Fund grant information was received with a deadline for applications being April 2. It is a program funded one third each by the Federal government, provincial government and the municipal pays one third share of the project. MPE Engineering is working on the future Railway Ave. project developing a ‘rain garden’ similar to Main Street. “We’ve been waiting for this [grant] for a year,” said Cretzman. We basically “have to have a shovel ready project,” she added. Components of the project must meet certain criteria such as environment considerations. Main Street “two blocks cost us two million dollars,” stated Mayor Peterson. “We’ll give it a shot,” said Cretzman, although deadlines are a little short, she added. Vern Sidam, public works supervisor noted that the ‘rain gardens’ on Main Street needed attention this year with some trimming of trees and weed control.

AIC Construction won the tender for

the Lake Street water main project at $797,451.90. Six tenders were received including NuEdge for 1,160,939.75; Cobra $948,522.75; Pidherney’s $1,166,791.50; Urban Dirtworks $888,767.25; and Innovative Civil Construction for $1,061,04915. Information on the location and size of the subdivision bylaw passed at the Feb. 26 council meeting has not yet been provided by press time.

Pilot project

Sidam reported to Alix council regarding the pilot project for eliminating the solids buildup in sewer lift stations by using a new product that breaks down or softens the solids for easier removal. The pilot project includes the company Digestco Ltd. of Olds. Ab. installing, at their expense, a pump, and the 1/4 inch line used to add the treatment, and the new treatment as required in the lift station on Lake Street. According to Sidam, if the product works it will cut back on staff hours in doing the yearly sewer flushing and the product itself is $200 less a pail. It is all natural so won’t change the lagoon makeup, said Sidam. It is expected that 18 1/2 gallons will be used for the year at a cost of $70 per gallon. Sidam also noted that the product will break down the sludge in the lagoon. If the pilot project works, three of the four lift stations will receive the upgrades.

Contract and appointments

Council re-engaged Wild Rose Assessment Services for a five year contract that becomes due April 1. “We get good service,” said Cretzman, noting besides the 604 property assessments, they also answer queries from the public. The contract is for $24 per property; in year three and four, it will be $24; and in year five it will be $26 per property. Council ratified the 2015 officer elections for the Alix Volunteer Fire Department with no changes. The fire chief position was the only position up for re-election and that did not change as Hunter Warford remains chief. Coun. Jodi Widmann and CoraLee Brookes, recreation director as an alternative, were appointed as the Canadian Badlands representatives. In Brookes’ report she noted the village had a booth in the Red Deer Home Show on the March 6 - 8 weekend costing the village $835.

Second, the committee will recommend that Section 19.2 be amended to remove the entry fee from legislation and move it to regulations, which will make it easier to adjust to market conditions. Currently the entry fee is $500 per acre to a maximum of $5,000.

Property Right’s Advocate

“I’m in a rush to protect soils, our environment and our property rights,” said Jim Ness in his opening remarks. “I’m alarmed at the loss of property rights that has happened over the last nine years in Alberta”. These changes have come about because politicians believe it appropriate to streamline and make industrial activities and approvals quicker and easier. Ness reminded the audience that governments have the power to punish, the power to reward and the power of propaganda. To turn the tide, Ness argues that two things must happen. First, it is imperative that the Office of the Property Rights Advocate become an officer of the Legislature holding the same independent powers as the Auditor General. Today, it’s just a shoulder to cry on.

When the Alberta government ceased paying landowners, insolvent companies then fell under the protection of federal bankruptcy laws, leaving unsecured creditors (landowners) no hope of restitution and no legal rights to sue.

Second, people need to be empowered and to do that people must have the facts.

“Lots of land owners are in the oil patch as well,” said Ness. “Making money becomes more important than property rights. Change doesn’t come about through a different premier or party— those types of changes don’t have a lasting effect,” said Ness, “change comes through people.”

The legal definition of property rights include the air space one kilometre above the land, the surface lands and underground to the core of the earth, excepting mineral rights. The federation argues that drillers cannot sit in one location and drill at targets under other lands without compensation for all owners. The fact that companies are drilling boreholes and installing pipes underground to seek minerals without the permission of landowners means they are trespassing.

Democracy? You be the judge by Rick Strankman MLA, Drumheller Stettler Recently, I was struck by the fact that many people are unaware of where the authority of the Premier and Cabinet stop and start. As a result, this past week some people didn’t immediately recognize why Jim Prentice’s statements to a legislative committee looking at the Auditor General were inappropriate. Alberta’s current Auditor-General is Merwan Sayer. He’s the Strankman guy who pointed out that taxpayers would pay for two half-empty government airplanes to fly to the same place at the same time—each carrying PC MLAs or the Premier. He was responsible for blowing the whistle on the taxpayer-funded luxury “sky palace” apartment that the government was building for the Premier. He’s exposed multiple dozens of other instances that document waste, taxpayer abuse, or point to the need for improved government management. Sayer’s position is unique. He evaluates government spending. Taxpayers pay his wages. Yet he doesn’t actually work for what many of us would call the government. He is never accountable to the Premier or even to a Cabinet Minister. By law, the Auditor General is an officer of the Legislative Assembly. This is an important distinction. Alberta’s legislative system is based on the Westminster form of government. Under this system, what many people would call the “government”, or the “executive branch” of government, consists only of the Queen, the Premier, Cabinet, and the bureaucracy that’s accountable to Cabinet. Every other MLA, including so-called backbench MLAs from the majority party, are not actually part of the “executive” or “management” side of government. Instead, they’re Members of the Legislative Assembly—MLAs. There are two branches of government in Edmonton. In the executive branch, the Premier is the senior officer. In the legislative branch, the Speaker is the senior officer. The government itself, meaning Cabinet and the Premier, have no authority to be telling individual MLAs, legislative committees, or legislative officers, what they should and should not be doing. At the same time, MLAs in the legislative branch (regardless of party) have a responsibility to evaluate, scrutinize and critique the policies and performance of Cabinet, but it is never their role to actually manage or control the executive affairs of government. This important distinction between executive authority and legislative authority explains why Jim Prentice recently came under such heavy criticism. The Auditor General Act of Alberta clearly states that the individual who holds this position is an “officer” of the Legislature. The Act further states that every year, the Auditor General must submit a financial estimate to a committee of the Legislature. The law obligates the committee to “review” the estimate, and decide if it’s in the public interest to spend the money. If so, the law requires the committee chair to “transmit” the estimate to the Minister of Finance, “for presentation to the [Legislative] Assembly.” This month, members of the committee followed the law. They reviewed the Auditor General’s estimate, and decided it was in the public interest. They approved it. In response, Jim Prentice immediately took to the media to criticize the

committee, insisting it be reconvened to reject the Auditor General’s budget estimate. This led to a barrage of newspaper and journalistic comments reminding Prentice that he is not the boss of Alberta’s legislative committees. Nor is he the king of the leg-

islature, or the CEO of Alberta. Others suggested Albertans would do well to remind Mr. Prentice that we live in a genuine democracy, and that no one wants a repeat of the heavy-handed antics that characterized his predecessor. He knows that the actions of independent legislative committees are out-of-bounds.

Vikings take gold in mixed curling championship by Colton Warawa On February 28, all three Augustana Vikings curling teams from Camrose travelled to Grande Prairie for the Alberta Colleges Athletic Conference (ACAC) Conference Championships. Two former Coronation School students competed for Augustana teams at the provincial tournament. Bradley Schroeder skipped the men’s team and Brandon Brown skipped the mixed team. The mixed team went into the final weekend in second place over two regional tournaments and the men’s team locked up third place as well. The mixed team started the weekend dropping the opening two games, securing them a spot in the 3 versus 4 page playoff spot with a 1-2 record. However they didn’t look back from there, winning the page playoff game against host Grande Prairie, and stealing a point in an extra end of the semi-finals against rival NAIT Ooks. The mixed team won gold with a fantastic shot by skip Brandon Brown of Brownfield, to score three points in the final end against Olds College, winning the game 7-5. The women’s team took home the silver medal in an extremely close match against NAIT that came down to the final stone. The men’s team battled hard with a couple of tough losses ending up falling just short in an extra end in the bronze medal match. Schroeder and the men will represent Augustana at the Canadian Collegiate Athletic Association (CCAA) national competition at the end of March, hosted by Olds College.

Augustana also had four student-athletes selected as All-Conference Stars! Congratulations to Lynelle Mahe of Beaumont, Ab. who won First Team AllStar women’s third, Second Team All-Star women’s lead Kristen Huber from Edmonton and Bailey Shandro from Vegreville named First Team All-Star mixed third, and First Team All-Star mixed skip Brandon Brown from Brownfield. Sarah Brown from Rocky Mountain House, won the Chuck Morter award for exceptional involvement in the sport of curling and the community. Augustana Vikings curling coach is Roger Galenza who won an award as ACAC curling ‘Coach of the Year.’
