Todd Pawsey provided a draft policy for animal and livestock care during emergencies, as a result of the Ft. McMurray fires. “It should be positive in wording but putting the responsiblity onto the landowner,” said Pawsey for making plans for a farm fire evacuation. Issues faced with first responders but mainly reception centers is animal care and pets. There cannot be pets in a reception center, due to allergies, various animals in close proximity with others, and food accessibility. In most cases insurance takes care of such things as turkey or pig barns but cattle in pens and pastures are a concern with a fast fire approaching to a farm yard or pasture with cattle. Mar. 7 council meeting followed by one motion regarding a request that a invoice for a fire call-out be cancelled. Katharina Harder, in a letter, explained that her son was riding his four-wheeler and due to a gas link that was not known at the time, a fire ensued. Harder explained in her letter that they were told, at the time, that they would not be charged for the fire crew call out. Council approved the cancellation of this invoice. No reason was given.

Serious collision involving SUV and snowplow Hanna RCMP responded to a collision between an SUV and a snowplow on March 12 at 9:35 a.m. A west bound SUV was travelling on Highway 9 just east of Range Road 132, east of Hanna, when it rearended a west bound snowplow. The driver, a 38 year old female, and her two sons, aged 15 and 12 were in the vehicle. The 15 year old boy was transported by STARS to a Calgary Hospital in serious condition. The 38 year old women and 12 year old boy were not injured. All possible contributing factors related to this collision are being considered

and the collision remains under investigation.

Theft under $5,000

Consort RCMP are seeking the public’s assistance in identifying those responsible for the theft of cattle fencing near Consort, Ab. Suspect(s) took 12 green cattle fences from an oil lease site. The theft occurred on Feb. 23. Consort RCMP are seeking information that would lead to suspect(s) identity or the recovery of property. Policy updates fill agenda Linda Stillinger

ECA Review Reporter Stettler County council had a full agenda of policy updates to discuss at the Mar. 8 regular meeting. Every policy is up for review this year. Beginning with an examination of the County Policy and Procedures manual, numerous policies and procedures were found to be either out of date or addressed in other formats. These obsolete policies and procedures were formally reviewed and rescinded by council. Also reviewed were numerous policies concerning public works, agricultural and administrative issues. Of note were the appointment of CAO Tim Fox as the Head of the Public Body to administer the Freedom of Information and Protection of Privacy (FOIPP) Act. Also an amendment to the Control of Clubroot Disease in Canola policy from a 5-year to a 4-year cultivation restriction.

Botha FCSS funding

A recommendation that the county approve to pay one half of the Village of Botha’s 2017 Municipal Family and Community Support Services (FCSS) Contribution was approved. For the past two years, the Village of Botha has directed their funding to the Stettler FCSS. Since the village is currently under a viability review, they did not budget to participate in the FCSS program in 2017. If Botha were to formally pull out of the FCSS funding agreement, the Provincial contribution of $6,525 would be pulled from this area and distributed elsewhere in Alberta. Currently the County of Stetter and the Town of Stettler have an agreement with Stettler FCSS to fund their program on an ongoing basis. The county and the town

will share the 2017 expense of Botha’s $1631 mandatory municipal contribution, thereby retaining $8,156 for local programs with Stettler FCSS.

Bridge work awarded

This past February the county received four proposals for 2017 bridge repair work. Tenders from Bridgeman Services at $137,600, Formula Alberta Ltd. at $114,000, S & K Structures Ltd. at $293,265 and Griffin Contracting Ltd. at $101,250 were reviewed. After a question and answer session discussing the scope of work, wide range of prices and contractor qualifications, council accepted the recommendations from the Engineering and Public Works departments and awarded the proposal to Griffin Contracting Ltd.

Erskine-Buffalo Lake. According to the Municipal Government Act a council may, by bylaw, divide a municipality into wards, but such a bylaw must be advertised and must be passed at least 180 days before the election at which it is to take effect. With next municipal election taking place on Oct. 16 any boundary change bylaw would have to be passed by April 18, unreasonably rushing the process in order to achieve the legislated deadlines. Council also had to consider the possible dissolution of the Village of Botha which would require the municipality to complete a full electoral boundary review. With these issues on the table, council decided not to review the Erskine Electoral Boundary changes prior to the 2017 election.

2017 Municipal Elections

As municipalities begin to gear up for the 2017 municipal elections set for Oct. 16, county administration brought forward the county’s need to appoint a Returning Officer. After assessing the available options, the decision was made to appoint an independent contractor for the position and advertising will begin immediately. While county administration is fully qualified and has experience running elections, it was determined that hiring an independent contractor would curtail any questions concerning the integrity of the election.

Electoral boundary issues

After expressing an interest in running for office in the Erskine-Buffalo Lake Ward, Mr. Chris Rider found that he is currently ineligible to run in that ward due to boundary issues. Two properties on the edge of Erskine, including Mr. Rider’s, do not fall into the hamlet boundaries and consequently are in the Stettler Ward, not

Schimke Even if we don’t accept the overwhelming evidence that crime rates are lowest in countries that promote restorative justice and highest in the tough-on-crime United States, the public cost of tough-on-crime legislation is indisputable. California is the poster child for tough-on-crime gone wrong! Between the three-strike rule and the privatization of the prison system, California has figured out how to bankrupt itself. Under the three-strike rule, if you’ve been convicted three times, you’re on your way to jail. Three DUIs (driving under the influence) or three marijuana possessions means jail time. In restorative justice jurisdictions, three DUIs would get your driving privileges suspended for a lengthy time period and a recognition that possession of marijuana isn’t the problem, it’s the criminal element behind production and sales.

The privatization of prisons and enactment of the three-strike rule has been a financial bonanza for a select few corporate buddies in California. Because there is only a single payer, California taxpayers, it is simply a non-risk, state-sponsored corporate handout of mammoth proportions funded through an ever-increasing government deficit. In prison systems there are no paying customers. We don’t send an invoice to the prisoner or his family. Quite frankly, what are we going to do to them if they don’t pay, release them? In a true market economy, private businesses create opportunities to offer products or services. If they mismanage or don’t attract paying customers they won’t stay in business.

It’s their risk and reward. To be successful, private businesses eliminate or better the competition, increase their customers and profit. In Canada, we’ve also ran up the government deficit by adding toughon-crime legislation while adhering to balanced budgets and low taxes simultaneously. The former Alberta government balanced their books often on the backs of the civil service. In the case of our criminal justice system, there has been a hiring freeze on crown prosecutors, court clerks and judges since 2006. As a consequence, in the last four months more than 100 criminal cases were stayed in Edmonton and Calgary including fraud over $5,000, break and enter, vehicle theft, carrying a concealed weapon, trafficking in stolen property and DUIs. Our courts are missing mandatory deadlines for hearing cases because they don’t have enough staff. The provincial ND government just announced an investment of $14.5 million to hire 50 new crown prosecutors and 30 support staff to stop the hemorrhaging. On CBC radio, Damien Rogers, an executive member of the Alberta Crown Attorney’s Association, said court dates have been cancelled simply because there were no court clerks available. The criminal justice system has lots of inefficiencies and could be improved in so many ways, but freezing jobs of crown prosecutors, court clerks and judges is equivalent to shutting down the ice machines in a curling rink to save money. Short-term ruses by governments always turn out poorly in the long-run for individuals and society as a whole. The California lesson is a great example of what should not be done in a market driven economy. Privatization needs paying customers! Not government corporate handouts!

‘Ah, the heat is off’ Cont’d from Pg 4 Ah, the heat is off. Trudeau can run about as much as he wants with little or no coverage by the media. Do any of us even remember his campaign promises or whether or not they have been fulfilled? Trump has provided the media with an unlimited source of talking points. They are never at a loss for material. What difference does it make if any of it is true, the Canadian public hate Trump according to their polls, so they keep churning it out. Trump has so many titles, it’s hard to keep up. Misogynist, racist, stupid, liar liar and the list goes on. Never mind that he easily defeated 16 other candidates for president, never mind that he beat the socks of Hilary Clinton, well not taking into consideration the two lefty states, California and New York State which are the reason everyone says he did not win the majority and therefore should not be president. I guess the Democrats are as confused as we are regarding the electoral vote system! Now we have a real boondoggle as to who the real “peeping tom” is, Russia or ?????. What I find interesting is how almost everyone reporting on this story talks about why did Trump tweet the accusation that Obama was involved in wire tapping Trump Tower, the home base of his campaign. Was that wise or even accurate? To me the reason is obvious. For years the US Government has been spying on their citizens, collecting info and storing it just in case it is needed. Whistle blower, Edward Snowden is

in exile today because he leaked top secret information about the US National Security Agency’s surveillance activities. Why?, because he thought the average citizen should know what their government was up to. When ayone in the former or present American government claims there is never any wire tapping carried out by them, they forget that Snowden has already shot holes in that statement. Is it possible that Trump has recognized the only way to put an end to this is by this outrageous tweet? The fall out being a complete investigation of all the leaks and accusations, not just what he is accused of. Could he possibly be that clever? Time will tell. Up to now I have never been the least concerned about what information our government has on me because I felt it would be so boring a read, they would quickly throw my dossier into file 13. Given what is going on with our neighbour, I have started to re-think the possibility of being on the wrong side of the politically correct system and even perceived as a threat. This letter being evidence that could some day be used against me. I agree it sounds ridiculous, doesn’t it? We are not aware of it because since day one the mainstream media have been complicit on the issue of climate change. Given this information, you cannot convince me that the media are well aware that C02 does not cause climate change. They have had access to the same info that I have. The media have been deliberately feeding us “Fake News” for many years. It is something all of the major media organizations have been a part of. There seems to be a conspiracy to defraud the public among all of them. I don’t know what it will take to convince them to come clean on the truth about climate change. There are other related issues where the media refuse to report an unbiased position. For example, they are more than willing to report demonstrations of people, especially indigenous people opposed to the construction of pipelines. Reporting on the demonstration is fine, but why don’t they also report on the positive aspects of a pipeline, such as the fact that pipelines are the safest way to transport oil or that a pipeline would provide much needed economic benefit for the aboriginal community. Farming safety more than a belief for Brand Amy Petherick for the Canadian Agricultural Safety Association For Dave Brand, safety is a core belief that’s evident not only in the way he talks but also in how he runs his farming operation. Brand, the newest member of the Canadian Agricultural Safety Association’s (CASA) board of directors, farms not far from Red Deer, AB, where he, his fiancée and their four kids have a small commercial herd of Simmental beef cattle. Working as a senior manager at a municipality by day, Brand explains that many of his safety practices are habits he’s brought home from off-farm work experiences “I’m an engineer, documentation is our lifeblood,” he explains, noting the critical importance of a well maintained paper-trail in the event something goes wrong. “I find, working off the farm, a lot of organizations are very, very, good about safety. In agriculture, safety is more in its infancy.” It isn’t that Brand thinks safety isn’t important to farmers. He says that working in the same place where he’s raising a family or hosting visitors makes it very important to him and he thinks that is pretty standard among farmers. But farmers are often working in isolation and he says it’s easy to feel alone when it comes to planning for safety on the farm. “I think sometimes when you don’t even know the resources are available, we tend to struggle on our own, especially in rural areas,” he says. “We learn things from people inside our circle of influence.” For Brand, it wasn’t until tragedy struck the community he was living in during the fall of 2015 that he became aware of the resources available through CASA. He says the three young sisters who lost their lives in a grain truck were his neighbours. During that time of mourning, Brand says many things came into sharp focus for him. He recalls how suddenly an organization he can barely remember

having heard of before, CASA, was speaking to the media on behalf of agriculture again and again. He started hearing about farm safety programs he hadn’t known about before and he started hearing from other farmers about their own worries. “There was a lot of outpouring from the farm community, and the nonfarm community, from around the world actually,” he recalls. “One of the ones that sticks out in my mind and will always stick out in my mind was a farmer from Kansas, who said his wife asked him if it was okay for the kids to play on the bean pile; he said ‘Yesterday I would have said yes. Today, I’m not so sure.’ If you can touch people, create that awareness, potentially you save someone from going through a bad situation.” Turn to Knows, Pg 13

He strongly believes that anything that helps farmers see just how real the hazards are around their farm has the potential to save lives. As a member of the Red Deer County Technical Rescue Task Force, he knows too well what the worst case scenario really looks like. “We have all seen the doll in the gravity wagon, how quickly it can get sucked down, but it doesn’t reinforce the realism. We all know flowing grain can trap you, but we also tend to underestimate how quickly and how severely,” he says. “First responders see people on the worst days of their lives and our goal is to not have to.” He explains how, when they train as an emergency response unit, the hope is always that they never have to use the training. He would love to see the same mentality be adopted by the agricultural community. Because unlike productivity or environmental stability, there’s no real measure to show the

improvements you’ve made on the farm. “With safety, you can’t predict an incident; there is no measure of what you have stopped from happening,” he points out. “So, it’s very difficult to measure.” To Brand that means sharing and talking about the near-misses and the experiences all farmers seem to have. Like the time he forgot to point out low-hanging power lines above a driveway to a neighbor who returned a tall wagon. It also means talking and tweeting about what it’s like to watch an adult-sized model become submerged in a grain entrapment demonstration unit. Loved his grandchildren

Cont’d from Pg 11 Doug loved to talk about the kids to anyone who would lend an ear, he loved his grandchildren more than anything and was thrilled when even as adults, they would stop in for a visit and always had a huge hug for him. Doug always had a twinkle in his eye and loved a good joke, he enjoyed a good visit with anyone and could share stories for hours. He was the friendliest, kindest soul once could ever meet. In his later years, he was always referred to as being, “so darn cute” and it was a comment he relished. He will be sadly missed by his family, his friends and his entire community. Doug was predeceased by the love of his life, Shirley, his parents, Cy and Lil Dawson, his in-laws, Bob and Sandra, brother Keith and nephew, Mark. Doug is survived by his three children and grandchildren, Terry, Sean (Rima)and Cody (Ashleigh); Darrell, Connie, Adam, Andy, Trent, Stephanie and Anthony; Barb, Neil, Brant and Reilly.

Nurses at the Coronation Hospital, the EMT’s , Doctor and Nurses at the Stettler Hospital and the community of Coronation for all their love and care they have shown us throughout this difficult time.

Doug is also survived by his siblings, Gerry, Audrey, Mac, Roy and families and Shirley’s siblings, Lloyd, Trevor, Wendy, David and families.

Since inception our depot has recycled more than 9420 metric tonnes of recyclable paper commodities. The Town and municipality of Wainwright recycled 7,886 tonnes in that total. These volumes have saved thousands of cubic yards of invaluable space in our community’s landfill. In 2005 the depot formally engaged in a contract with the Wainwright Regional Waste To Energy Authority (W.R.W.T.E.A.) which subsidized your paper products going through the depot. These subsidies are crucial to the sustainability of the depot by topping up commodity market income thereby offsetting high transportation costs and individual training allowances affiliated with the agency’s employment training program. Due to high volumes and an aging workforce population at the training center downsizing seemed to be inevitable. Innovative technology and equipment are slowly taking over the industry. In October, 2016 our contract with the W.R.W.T.E.A was terminated and subsequent Authority volumes were paid out in January, 2017. Falcon Waste Recovery Depot continues to accept commodities for the Town and M.D of Provost. To supplement these incomes for our training center the agency had to be innovative as well and add a Shredding Program to its Recycling agenda. The overall recycling sector has been invaluable to our agency’s training program. This program allows the agency to pay a training allowance to individuals as they prepare for full and part- time employment in the community. The program for our new Shred Program at our 1409 - 16th Avenue Recycling Depot are nearing completion and paper products for this new service can be dropped off at this location for $ 0.32 cents per pound. There will be no pick up for this service. Again, we would like to thank the residents of Wainwright & Provost for their past and ongoing support in our commitment to the War on Waste and keeping our communities environmentally safe for generations to come.
