Rails and Tales

Logistical discussions continue regarding the Rails and Tails exposition taking place between Stettler and Big Valley from June 29 and July 5. Volunteers working the event will need a place to stay in Big Valley for a few days before and after the event. Council has resolved to reserve

Big Valley’s Centennial Campground from June 27 to July 4 for use by Rails and Tails volunteers. In lieu of an immediate financial contribution, council will allow the volunteers to camp for free. Future financial contributions to the event will remain open for discussion. A Rails and Tails information night, open to the public, is planned for Mar. 14. Turn to Clear, Pg 2

Clive approves its updated land use bylaw Village of Clive approved its updated and revised Land Use Bylaw. The revised bylaw addressed what accessory buildings are allowed in residential areas, types of development permitted in the village, derelict vehicles, the use of shipping containers and rezoning 4803 – 47 Ave. from urban reserve to residential small holdings. During its regular meeting Feb. 13, Clive council gave second, as well as third and final reading to the bylaw. Before approving the bylaw, Coun. Marvin Wieler made a motion to have the definition “derelict vehicle” as a vehicle not validly registered be

removed from the updated land use bylaw. During a January public hearing at the village for the bylaw, with about six residents attending, some residents told council they were in favour of allowing unregistered vehicles on properties as long as they were neat and tidy and that many people can’t afford to register all of their vehicles at the same time. Council previously discussed redefining the definition of derelict vehicles.

Council continued the review of their draft Council Code of Conduct Bylaw, discussing the sections on accountability, fair treatment and the relationship between council and administration. In accordance with the requirements set out in the Municipal Government Act (MGA), information encompassed by this bylaw include clear expectations on ethical and lawful conduct, preserving the integrity and impartiality of council and disclosing pecuniary interests. Also included in the bylaw will be information regarding the behaviour the public can expect from their elected officials and a mechanism for responding to alleged breaches. Council will continue to review this bylaw over several meetings.

information on the programming direction and mandate of SALC. Focusing on literacy and foundational learning, Barritt outlined current available programs and resources and discussed ways to expand collaborative efforts in order to bring SALC programs to Big Valley and area residents. SALC program information can be obtained at the village office.

Ball Diamonds

The Big Valley Ag. Society made a request to partner with the village for ball diamond maintenance. The Society will no longer have the equipment to perform the maintenance themselves and are hopeful the village will be able to help. Council has directed administration to do a cost analysis and begin to discuss partnership options.

Immigrants, refugees not the enemy

by B.P. Schimke There are a lot of people, especially those who subscribe to a radical rightwing ideology, who believe immigration is the problem. I would argue it’s not immigration, rather it’s we, the baby boomers, who are the problem. We are the problem because we are retiring and leaving a shortage of qualified replacement workers. We are the problem because as we age, government-funded health care, drug benefits, long-term care facilities, Old Age Security and dementia will cost younger taxpayers exponentially more each year until we die. We are the problem as we stash our dough in tax free savings accounts and spend much of our income propping up other economies with winter homes and world travel. Baby boomers are also the problem

I would argue

it’s not immigration, rather it’s we, the baby boomers, who are the problem.

because we didn’t produce enough children to replace ourselves. Of course, we baby boomers like to think we are self-made, hard workers and completely deserving of our soft retirement years and huge government-funded social programs. I would argue, however, Canadianborn baby boomers are instead the luckiest generation in the history of mankind. Our grandparents did the hard job of immigrating to a country with an unforgiving climate, usually arriving penniless, travelling by oxen, living in mud homes and often not able to speak a word of English. Our grandparents and parents worked hard and suffered much to give us all the advantages. They fought the World Wars, survived the depression, suffered the heartbreak of losing children and mothers because doctors were unaffordable, grew their own food, were lucky to get a grade 8 education and worked every day without a vacation. Throughout history, immigrants do

the menial jobs and work the hardest. Their one goal is to make a better life for their children. That was the attitude of babyboomer grandparents and that’s the attitude of today’s new Canadians, whether immigrants or refugees. Immigrant families on average start more small businesses; achieve higher grades in school and within a generation are often the ones filling high tech and professional jobs. But whose fault is that, certainly not the immigrant! There’s a good reason why Silicon Valley tech companies recruit immigrants. First of all, North America doesn’t produce enough graduates. The trend for many decades has been for Canadian-born students to overwhelmingly choose careers in finance and law—big bucks, takers not contributors. Too many of our students moved away from the sciences, math and engineering which are the careers with skill sets that lead to innovation and economic growth. At the same time, students in emerging societies were studying long and hard to earn exceptionally high marks and snag one of the limited numbers of coveted spots in their universities. The economy grows based on how much we produce in goods and services. What we produce increases through innovation, exports and population growth. The export of raw materials is not enough to explain the growth of cities like Vancouver, Toronto, Edmonton or Calgary. We also need immigrants to do those jobs that we won’t do because we don’t work for minimum wages or the jobs are beneath us (fast food, agriculture, janitorial, construction, service industries). I just can’t wait for the United States to deport all their illegal immigrants and see how many angry white men and woman step up to pick vegetables by hand and clean the toilets. Japan went the other way and has no immigration. Today they are building robots to take care of their seniors, effectively eliminating humanity to ensure racial purity. So next time you feel inclined to run down our immigration or refugee policy or participate in actions of hatred towards immigrants—whether through word or deed—don’t forget we, the baby boomers, are, in fact, a large part of Canada’s financial problem today and will be a significant part of its problem tomorrow.

Canadians have a right to know

by Herman Schwenk Illegal refugees seems to be another one of these issues where Canada is expected to save the world. For the last three years Europe has been overrun by refugees from Africa and the Middle East especially Syria. Since the Liberals under Justin Trudeau were elected as the government, Canada has been bringing refugees into Canada at four times the rate than was the case when the Conservatives were the governing party. While I disagree with bringing that many refugees into Canada in such a short time at least it is a regulated system. Since Trump announced a total ban on anyone coming from seven Muslim countries we have refugees/migrants coming into Canada illegally into BC, Manitoba and Quebec by the hundreds from the good ole USA. It appears that if the people claim to be asylum seekers, the RCMP will assist them across the border. If these people showed up at an official border crossing they would be refused entry into Canada due to the Canada-US “ Safe Third Country Agreement”, unless there are special circumstances. The agreement is part of the US-Canada “Smart Border Action Plan”. We have no idea who these people are that are being allowed into Canada illegally. We are assuming that these are people that came into the USA from one of those seven countries. However they had to have been screened to some extent or they would not have been allowed into the US in the first place. If they did enter the USA illegally,

why in the world would we want them in Canada? It just seems that the Trudeau Liberals feel compelled to invite every unfortunate individual into this country that knocks on the door. I don’t see a political upside to this exercise. It will be a long time before they are able to vote for him. These people are not like immigrants that come into Canada through the normal immigration system. These immigrants have skills that allow them to contribute to our society right away. Refugees will be a financial drain on the country for a long time as most of them can’t speak either official language and do not have the skills that are needed in Canada. There is another related development in this country that just makes me shake my head. On Feb. 20 the Montreal City Council voted unanimously to approve a motion declaring itself a “sanctuary city”.

We have a right

to know who these undocumented illegal people crossing our borders are.

What does becoming a sanctuary city really mean? There are some sanctuary cities in Canada already, such as Toronto and London in Ontario. Turn to Politically, Pg 7

Support for preventing New Brigden school closure

Dear editor, We would like to take this opportunity to provide some clarification on the unfortunate situation our community of New Brigden is facing. For those that do not know, our small school in New Brigden, Ab. is facing potential closure. This is the result of a few different factors, the most influential being the approval of busing for students from New Brigden to attend school in Oyen. The Prairie Rose school board has been quoted as saying the cause of our low student enrollment is depopulation. However, this is a misleading statement. There has been a decrease in student enrollment since the granting of busing to Oyen, but our small village and outlying community are facing a repopulation, with young couples and families moving back to the area.

There are now many small children in our community who may never have the opportunity to attend our fantastic rural school. Many people seem to think that closure of the school in New Brigden will result in the direct increase in funding for the other schools in our ward, however this is incorrect. If our school in New Brigden were to

The dolls will then be decorated with the person’s name and will be hung in our hallway. As a school, our goal is to sell enough paper dolls to make a paper doll chain from the Kindergarten room at the north end, all the way down the hall to the wooden cross at the south end of the school. All funds raised will be forwarded on to the Rainbow of Hope for Children Organization who work towards helping people in less fortunate countries. Hopefully, we can help this young girl in her mission to further her education. We will keep you updated with our progress throughout the 40 days of lent. Over the last couple of weeks the Grade 1/2s have been setting individual goals for themselves to work on throughout the week. They chose accountability partners to check in with once in the middle of the week and once at the end of the week to make sure they are closer to accomplishing their goals. It is really neat to see their acceptance of responsibility when they are coming up with their own goals and checking in to make sure they are achieving the goal. Turn to Grade, Pg 9

by K. Smawley The students and staff at Theresetta School were looking very bright on Wed. Feb. 22, as many were seen wearing their best pink shirt in support of the Red Cross’s Anti-Bullying campaign. Classes reflected on why they were wearing pink shirts and what it means to stand up against bullying. Many thoughtful students helped support the campaign. With the season of Lent starting by the time this article goes to print, the staff and students at Theresetta School have started to think about how they, as a whole school, can come together and provide some support for someone in need. The junior high religion class has been hard at work deciding on the details of our school Lenten fundraiser. This year we will be working towards raising enough money, at school and our local parish, to support the schooling of a young lady in El Salvador. The junior highs have selected a young woman that we wish to support in her education goals. As a fundraiser, the students, and parish members will be able to bring in 50 cents to purchase a paper doll cut from recycled paper.

Grade 3/4 class has begun its ‘Wildly Important Goal’ Cont’d from Pg 8 This semester during our Career and Technology Studies (CTS) option classes, students have a couple of options to choose from. The school is excited to be offering a coding class, a drama class, a band class, and outdoor education. In coding, the students and Mr. Fetaz are working on personal projects dealing with controlling robots that they assemble. In drama, the students and Miss Loonen will be working towards presenting a play production to the school, community, and other invited schools, by the end of the year. In band, the students, led by Mr. Finkbiner, are able to pick from a variety of instruments from an acoustic, electric, and bass guitar, drums, and even the banjo. In outdoor education, with Mr. Ries, the students are working towards their end of the year trip to Kootenay Plains by learning outdoor skills and planning their trip details. The grade 3/4 class has begun its first class W.I.G. (Wildly Important Goal). The class is working on keeping their classroom clean. So far the class is doing great and is well on its way to having a scavenger hunt around the school yard, which is the prize for completing their W.I.G. for one whole month. Keep it up! The Jr. ATB bank was open on Thurs., Feb. 23. All nine employees

were present and they helped 17 customers. This month’s winner of the $25 gift card was Abby Fuller. Our next deposit day will be March 23.

In basketball news, the mini dunker students from grades 4 - 6, travelled to Stettler on Mon. Feb. 13, to play in a 3 on 3 mini tournament. Students from the mini-dunkers after school program went to play mini-games against Stettler Elementary School, Donalda, Botha, and Christ King Elementary school kids and did very well, even though they never kept score. On Feb. 25, the girls team hosted the Brownfield girls for a close back and forth game with our Knights coming out victorious. The following Wed. Feb. 22, the girls battled against Big Valley. It was an action packed game and the girls again were able to clinch the win. Good work girls! The boys Knights basketball team eventually began playing some solid basketball versus Big Valley Wed. Feb. 22, after school and showed some good form. Because a few experienced Knights players were lost to the disabled and illness list the team will chalk this exhibition game up as great and valuable experience for our more junior players in advance of the CARA tournament. Thanks again coach Roland, parents and fans for supporting us during all of our games!

OBITUARY

Passion for cars and racing HUDGEON, Kenneth Charles December 29, 1937February 20, 2017

Ken Hudgeon of Drumheller, Ab. passed away after a brief illness on Mon. Feb. 20, 2017, surrounded by family. Ken is remembered by his loving wife of 59 years, Anne; sons, Alfred Hudgeon (Maureen), David (Dena) and Kenny (Nancy); daughter, Tammy (Ode); grandchildren, Blair (Janine), Dylan (Krystal), Kyle (Tessa), Tyler, Adrian, Katelyn (Dustin), Courtney (Vance); and great grandson, Benson. Also surviving him are brothers, Bob (Norlene) and Don; as well as numerous nieces and nephews. Ken was born in

Drumheller and grew up on the family farm at Delia, Ab.. After high school, Ken left the farm and joined Canadian Utilities/Alberta Power as a lineman and serviceman. He plied his trade for 20 years, spending time in Oyen and Coronation before returning to Drumheller. In 1977, he left Alberta Power to start his own company, Hudgeon Power Systems, which he led until 2009 when he retired and handed the reins to his eldest son, Alfred. Ken was also a successful competitive stock car racer for many years. He built and raced cars around Western Canada with his friends, Pete Benson and Dick Smeal. At the time, he was offered an opportunity to pursue his racing career in the United States, but instead chose family and adventures in the Drumheller Valley. In retirement, Ken

A westbound SUV with a lone occupant crossed the centre line and collided head on with an eastbound car with four occupants. The SUV then travelled into the ditch on fire. Fire personnel on scene worked quickly to extinguish the SUV. Tragically all five occupants involved in this collision were pronounced deceased at the scene. Further information regarding the lone occupant of the SUV is not available at this time. The 52-year-old male driver, 44-yearold female passenger, 12 and 9-year-old passengers of the car were from Amisk, Ab. “Our thoughts are with the family members of the deceased, and the community of Amisk during this extremely difficult time,” says Corporal Ronald Bumbry, RCMP Media Relations Officer. Autistic child railroaded out of attending school

Dear Editor, My child has a disability. A mental disability, high functioning Autism otherwise known as Asperger’s. This letter is in response to rumours about my child and the situation my child has been put into by Clearview School Division. Children with Autism have a lack of understanding of social skills and have difficulties using their expressive language. These children also will escalate more than the average person when frustrated. In my child’s case this means he will yell loudly and swear. The escalations are often related to an underlying issue. There is a plan in place at home and at the school to help my child avoid these outbursts. My child regularly sees an Autism Specialist. These outbursts now rarely occur. In the past 11 years (including play-school) only twice has Clearview School Division attended any meetings with my child’s specialist although they have been invited to all of them. My child found himself in a locker room situation at basketball tournament at the beginning of January. As parents we were not notified of the situation. A few days later at basketball practice the situation was brought up with my child. The basketball coach (a parent volunteer who was not told by Clearview

Exemplary educational opportunities Cont’d from Pg 7 The 1.0 fulltime (FTE) teacher position is a permanent position, meaning this salary is not cut or saved, the job is simply moved to a new school. We do ask for support for our school from the surrounding communities. However, we acknowledge that there are many who do not support our cause, or understand why we are fighting so hard for our small school. From these people we ask that if we do not have your

support, could we please have your understanding. The division caused our once enthusiastic and vibrant community, issues that run deep. We see and experience it daily when we are in town, trying to plan community events, or visiting with friends and family. We are all working hard to provide the best for our children. We believe all of our children deserve the best possible education and we feel that New Brigden School offers exemplary educational and unique

social and recreational opportunities that best suit our children. We recognize that the surrounding schools have many notable attributes as well, but we do not see this as an either/

or situation. That is why we will carry on working hard to prevent the closure of our school, while continuing to support the enrichment of surrounding schools as well.

“There is more power in unity than in division” ~ Emanuel Cleaver The Friends of New Brigden School, New Brigden, Ab.

Plan not followed Cont’d from Pg 11 At this meeting I asked why we were not informed of the basketball incident, why the parent volunteer was not told of my sons diagnosis? No sufficient answers were given. We were also told that they would provide the bare minimum classes my child would need to enter the trade he wishes to enter. After writing a letter to the Minister of Education, Clearview Administration retracted saying he could attend outreach but with no support. My son requires educational support. At this point I contacted the Superintendent to arrange a meeting. At this meeting we tried to address our concerns. I pointed out that my son has a disability, part of which is outbursts. I also pointed out that several students in Alberta who have the same diagnosis who have not been kicked out of the school when they have an outburst. We tried to address the initial locker room situation. I point blank asked if there had been any follow up because of the difference of the situation as seen by my son and Clearview. We were told no. When we asked, yet again, why we were not contacted in regards to the situation in the locker room and why my son was not allowed to use his exit strategies? Again we received no answers. We were told that Clearview has bent over backwards trying to accommodate my son, to which I pointed out several areas where they have not. I was told that there are some staff and students who are afraid of my son. It is interesting to note that he still meets his friends for lunch. He is still allowed to attend archery tournaments with staff and students. A child with Autism has outbursts. What is needed is understanding. Imagine seeing a person

having an epileptic seizure for the first time. Yes, you might be scared but with education on the matter you become knowledgeable of the condition. My child has a medical mental diagnosis/disability. This school division has been aware of it since play-school. There needs to be more education done. After all, that is what school is about. I requested that Dynamic Development Psychological Services be contacted to assist with school with my son since my son’s Autism Specialist is out on medical leave. We were flatly denied. There was no willingness to discuss the incident that led up to my child’s outburst. If you go to Alberta Education website there is a section called Positive Behaviour Supports. It clearly states “ the support strategy should look at root causes of a student’s problem behaviour.” This has not been allowed to happen in my son’s case. My child is currently not attending school under physician orders (as Clearview’s decision led to my child’s downward spiral) until Clearview School Division can put into place a proper plan that will be followed to allow my son success at school. I have had to contact Alberta Education about my son being railroaded into not attending school. Basically my child has not attended school the past five weeks. He has been allowed to attend archery. This is the second time in two years that a plan has been in place for my son that has not been followed, the result being my son having outbursts that could have been avoided or at least downgraded. Clearview is refusing to acknowledge that part of my son’s disability is outbursts. Out of sight out of mind, is their new policy. Tara Muhlbeier Castor, Ab.

Red & Black Bull Sale U-16 Club wins Wed., Mar. 8, 2017 bronze at Premier 1 Tournament Camrose Regional Exhibition Grounds Camrose, AB • 1:00 PM

Fine individual and collective play by a local Synergy 1 team resulted in a Bronze Medal at the first of three Premier U-16 volleyball tournaments to be held this season. Blue Synergy 1 had victories over Sherwood Park KAOS, Killam Spartans, East Central Chill, and others in the two-day event held in Edmonton, Feb. 11-12. “I was proud of the girls’ level of play, especially when considering the many city teams we were against,” says Don Seale, head coach. “Those teams cut as many as 20 - 30 girls when selecting players. Our roster has eight. Needless to say, we didn’t cut anyone.” Winning Bronze did not come without lows. The team struggled badly in the second set of its match against a powerful team from Peace River. “We stayed with them in the first set (25 - 27), but imploded in the second. It’ll take time for the girls to feel

confident enough to play consistently at such a high level,” says Seale. Synergy rebounded with a victory in the crossover match, which, as the draw would have it, was against Blue Synergy 2. “We didn’t like having to play our sister team. That shouldn’t have happened, especially when considering there were 36 teams attending,” says Seale. A shoulder injury to setter, Hanna Norman in the following semi finals contributed to a two-straight loss to Lacombe Thunder. Synergy 1 rebounded with a victory in the Bronze Medal match against Wetaskewin (25 - 23, 16 - 25, 15 - 5). Blue Synergy’s two teams are comprised of 17 players from the surrounding area, including Alix, Bashaw, Castor, Coronation, Donalda, Erskine, Forestburg and Stettler. They host their games in Stettler but practice in Stettler, Castor and the odd time, in Donalda.

NDP jeopardizes future of AIMCo Wildrose The NDP government is putting the future prosperity of the Alberta Investment Management Corporation (AIMCo) in jeopardy with its decision to repeal two sections of regulations by cabinet order, the Wildrose Official Opposition said today. The cabinet order which repeals sections 5 and 6 of the Act allows for the NDP government to place unqualified people onto the AIMCo board, which is in charge of over $90 billion in assets, including the Heritage Savings Trust Fund and Alberta’s provincial public sector pensions. It also removed the AIMCo nominating committee from regulation meaning that the AIMCo board will no longer be able to nominate and vet new directors to the board. “Albertans are depending on the AIMCo board to effectively oversee assets that are necessary for Alberta’s future prosperity,” Wildrose Shadow Finance

Minister Derek Fildebrandt said. “I can’t fathom why the NDP government would decide to remove these checks and balances within the appointment system, except to ensure that NDP friends who aren’t as qualified make their way onto the board.” Previously, directors appointed to the board needed to have “experience in investment management, finance, accounting or law, or have served as an executive or director with a large, publicly traded company” and needed to be nominated by an independent nominating committee which reviewed their qualifications. Those requirements have now been removed. “The Heritage Fund is too important to be left to appointees at the Minister’s whim,” Fildebrandt said. “The huge sum of money that AIMCo manages doesn’t belong to one politician or one party and it should be treated with more seriousness than this.”
