Prairie Land schools discuss modernization options Katie Davis News Reporter

Different options for modernization designs were discussed at the Prairie Land Regional Division #25 meeting on March 19, 2014. The board played a slideshow of photos whilst discussing four modernized schools that were toured: Olds, Stettler, Thorhild and Ponoka, with plans to visit two more schools inprovince and two out of province schools.

It was discussed that the board enjoyed the more open-concept options at the schools toured, which

included spacious gathering spots for mingling and communication; teacher pods; library pods; white boards instead of window shades; folding walls for evolvable classroom settings and larger ‘learning areas’ rather than classrooms.

It was noted that these environments seemed to encourage learning via interactive and open spaces, as opposed to the older model of strictly-designated classrooms and social spaces in opposition. It was noted that these spaces treated students more like adults, with Superintendent Cam McKeage commenting that the schools encouraged

a more pragmatic notion of learning spaces, noting that the environments emulated a home-like space where kids would want to be, rather than being forced to be there.

It was noted that with such transformable environments, the teaching style would have to evolve over time too.

Discussed via video conference was an interactive THOUGHTstream currently taking place for parents, community and students to input ideas and concerns for PLRD to consider during the

modernization process. It was noted that at present 183 participants had taken part in the interactive communication platform, with 258 thoughts gathered from JC Charyk-affiliated participants; 162 thoughts from Hanna Primary participants, and 47 thoughts from community members more generally.

It was discussed that once the THOUGHTstream was completed, a web report would be mobilized and distributed to see the overarching themes, questions, suggestions and concerns for Council to view.

presently in it’s third venue across from Stettler Home Hardware on 50 Street, where patrons can be seen filtering through near-constantly in search of gently used treasures. As for where it’s funds are distributed, the shop caters to both groups necessitating financial assistance and institutions with more specific needs, such as women in transitional states at women’s shelters.

“Say we get a bottle of hand lotion that hasn’t been opened we will send it [to women’s shelters],” noted Wesner. “They also really like things like toothpaste and toothbrushes, though we don’t really get much of that.” The women also noted that the shop offers discounted clothing for those who cannot afford oft-inflated retail price items, such as families with swiftly growing young children or adults who enjoy thrift shopping on a budget. They also said that many individuals shop out of support for the shop’s many initiatives, such as the local Handibus and donations to school programs.

As the shop continues to see success, future ambitions are humble: the workers would like to carry on helping locals and keep the shop thriving and alive with helpful service and good product.

“We just renewed our lease here so we’ve no immediate plans to move unless something drastic happens,” mused Wesner. “Two young girls painted the store about two years ago, so we’re quite content here. Though we can always use more volunteers.”

On the main street in Stettler there sits a tiny shop with a big heart that keeps beating stronger. Superfluity, a thrift store that sees all it’s wares filter out to good causes, held it’s Annual General Meeting on February 26; revealing hints of a bustling charitable institution becoming more popular by the year..

The thrift store with the unique name that means ‘more than needed,’ saw it’s audited statement for 2013 see donations of $72,000 go back to the Stettler community the same total donations the store filtered back to charitable causes during it’s first 15 years of operation. The shop donates it’s funds and recycled objects to a myriad of institutions, including women’s shelters in Red Deer and Camrose, Donalda Animal Haven Rescue, Erskine School breakfast programs and many more establishments.

“The Annual General Meeting was kind of a thank you to all the volunteers,” said board member Rose Wesner, who noted there are over 100 individuals freely donating their time to the store presently.

“We had speakers from the women’s shelter and the food bank, which were very interesting.”

The meeting also saw many suggestions floated to volunteers and board members more broadly on how to continue to operate successfully and help those in need.

The shop’s history dates back to 1980 when resident Olive Long saw a need in the eastcentral Alberta region for a good used-clothing store. Coronation takes Midget D Provincial title Katie Davis

News Reporter Coronation Royals and the Warner Sabres kicked off the final match of the Provincial Midget D playoffs at the Coronation Arena on Sunday, March 23 at 5 p.m. with Coronation coming out on top.

Coronation opened the scoring eight minutes into the first period.

Entering the second period ahead by two, Coronation scored two more goals at 15:09 on a power play and 11:52. Warner followed suit at 6:42 and 3:18.

Heading into the third and up by two points, Coronation scored on another power play at 17:43 to put

them ahead 5 - 2. Warner turned up the heat and scored at 15:20, 13:06 and 9:52 to tie up the game at five apiece.

Coronation took the final goal 36 seconds later and then held off Warner to win the game 6 - 5, giving them title of Midget D Provincial Champions 2014.

Eight teams ultimately participated in the Midget D Provincial 2014 tournament hosted by the Coronation Royals and Minor Sports.

The teams were split into two Pools: A and B. Pool A consisted of host team the Coronation Royals, High Level North Stars, Mayerthorpe Mustangs and

Warner Sabres, with the winners being Warner in first and Coronation second.

Pool B consisted of the Smoky Lake Stars, Thorsby Thunder, Grimshaw Stars and Consort Comets, with Smoky Lake in first place and Consort second.

The road to the final was played in semi final matches held the the morning of Sunday, March 23 saw the Warner Sabres face off against the Consort Comets with Warner winning the match 10 - 8.

The second match of the semifinals saw the Smoky Lake Stars versus Coronation Royals, with Coronation the victor 8 - 2.

It was a quiet, snowy afternoon in Forestburg on Sunday, March 23 as a small crowd gathered in the local Community Centre to witness Let’s Murder Marsha by Monk Ferris, a Curtain Call Community Theatre Production.

The first sounds of the play were the gasp of the audience as the curtains pulled back to reveal a sleek metropolitan apartment setting complete with mini-bar, wardrobe and furniture.

Soon the impression of elegance was personified as blonde, socialite-type Marsha Gilmore (Margaret Lumley) came trotting out, flustered and cursing, only to stick her rear end in the general direction of the audience and wave it about in her gestural searching within a chair cushion for something.

As her young, beautiful maid Bianca (Wren Wetmore) arrived to investigate the chaos afoot, it was revealed that Marsha is looking for a ‘creeping slasher’ - not a deadly undiscovered insect, but a murder-mystery novel she holds dear and must hide from her husband lest he scold her for reading such ‘mind rotting trash.’

The first chapter

Book finally located, Marsha discussed with Bianca her anxiety over late-due fees at the library in a manner that revealed her to be both exceedingly charming and admirably, lovingly ill-attuned to reality. Her expressive manner of speaking, with drawn out vowels and

over-exaggerated lilts of tone, complimented her dramatic expressions of emotion as she described the perils of owing 10 cents per day; which, in the context of her lavishly furnished apartment, gave insight into her comically off-kilter method of thought.

Bianca, on the other hand, was like a whimsical sounding board for Marsha’s babble, which may have explained her tendency to sneak alcohol whenever the opportunity arose.

As Marsha exited the scene to ease her monetary anxieties, her suited and steadfast husband Tobias Gilmore (Robert Ponto) entered the apartment with seductive, beguiling professional decorator Persis Devore (Nancy Ambler) to discuss the lavish design plans Tobias had for Marsha’s birthday, which were to occur the following day.

Upon Marsha’s return, she suddenly found herself innocently eavesdropping on the secret scheme of her husband and the unknown woman.

Her face contorted with shock and horror, Marsha listened to a grizzly plot that made the innocent birthday plans sound like a brutal murder of the most painstakingly bizarre sort.

In due time, Marsha solicited neighbour Virgil Baxter (Neil Lunty), a gangly awkward soul too nervous for life itself, as her mortal saviour and partner in a cunning plan to nip the premeditated murder in the bud. By planning to strike first with tasteless, undetectable poison over dinner, Marsha giggled and schemed her

way into a web of lies that she unravels with a coy, nervous cunning.

Soon the narrative revved up to unfathomable speeds as Marsha’s teetering, bold mother Lynette Thoren (Karen Cannady) discovered with haste her daughter’s plan and switched deadly poison with gin; Bianca’s youthful trigger-happy police officer boyfriend Ben Quade (Carter Cannady) proved giddy to arrest anyone at all; add a dash of rampant ‘poison’ consumption and Virgil’s ever-gnawing regret and the entire plot rose to a fever pitch of confusion and comedy.

As husband and partner were arrested, Bianca and Lynette taken to hospital, the evil genius Marsha demonstrated that she had now turned fully to the dark side; cloaked in power-hungry murderous ambition and cushioned by creeping slasher propaganda.

The final nail

Soon the gang of misfits returned upon Marsha’s post-murder nap, undead and livid, ready to teach their misguided birthday girl a lesson straight from the books that tainted her mind.

Sneaking up on the unknowing, pajamaclothed Marsha, they reenacted the final scene of the book she so adored, with the lesson learned that crime doesn’t pay and novel-fueled suspicion was a good way to ruin a birthday surprise.

The cast of Let’s Murder Marsha was without fault in their presentation, with the pacing and pauses in phrase executed perfectly by director Grant Boddy.

Marsha herself was the shining gem of the production; the sheer enormity of her personality was phenomenally played and Margaret Lumley was flawless in the role.

This performance was carried out with proficiency and absolute skill, humour abound in every plot twist. The Curtain Call Community Theatre proved they could carry out a three-part production superbly and keep the audience entertained right to the final chapter.

Brilliantly incisive exposé Dear Editor, Ms. Davis’ March 20th opinion piece entitled “Moral Compass Deconstructed”, which examined the moral underpinnings of our illustrious Premier, was a brilliantly incisive exposé. She has wielded her “deconstructive” methodology like a professional psychologist in a courtroom cross examination, exposing Redford’s true modus operandi, to use government and the taxpayer for her own self-gratification.

In a word, Davis shows that Redford is an egomaniac. Her exorbitant Mandela “ego-trip” was made with the full knowledge that she was turning her back on her bill paying Alberta electorate to align herself with the perceived-to-be famous and important of her “sophisticated” world.

Davis further points out that even after denials, Redford exhibited the ultimate in

egocentric behaviour by claiming that laws pertaining to Alberta Government employee travel should be changed to accommodate the fact that she has a kid!

It’s a sad commentary on our present state of affairs, that when our extremely well paid civil servants do what we paid them to do, we have to pay them additional bonuses or name buildings, parks or mountains after them, but when they don’t do their jobs, we must pay even more.

Kudos to you Katie Davis. I am aware that moral “deconstruction” requires moral understanding, and I look forward to the day that I can vote for a Premier with the moral compass that your commentaries have shown you possess.

Princess Allison has been forced to face reality. I guess the conversation is over.

When Allison Redford was first elected as the leader of the PC’s every time a sticky situation came up her response was “ We need to have a conversation about that.” It looks to me like many Albertan’s, the PC party and caucus officials conversing about her extravagance put an end to that conversation.

She had to admit to Alberta residents, the party and herself that she had no moral authority or credibility left to govern this province and it’s people. Her only honourable choice was resign as Premier.

She got elected as leader of the PC party through a flawed process as did her predecessor. I am sure that she had grandiose ideas of making major changes to the way the Alberta Government was being managed, however what she succeeded in doing was to make the problem much worse.

Just recently Vickie Kaminski from the NL East Regional Health Authority was hired as the CEO of AHS at a salary of something like $550,000. I also learned that she is entitled to a severance of one month’s salary for each month worked if her services are terminated.

It is obvious that this government cannot be fixed from within. It is time that we had a major change. That can only happen by electing a new government. It should have happened in the last election but the PC campaign manager was able to convince liberal and union members that the Wildrose Party would cause massive layoffs if elected. This government has been in power far too long. We need change or Alberta, the richest province in Canada, will be in the same financial mess as Ontario, Quebec, Greece and Spain.

Moisture situation as of March 16 Temperatures in February were much colder than normal. Most areas of the province would only experience a February this cold on average less than once in 6 to 12 years. Similarly the first week in March was extremely cold, but finally gave way to a significant and sudden warming trend which arrived on about March 8.

“Since March 8, temperatures have been well above seasonal with areas generally south of the TransCanada currently being snow free,” says Ralph Wright, manager, Agro-meterological Applications and Modelling Section with Alberta Agriculture and Rural Development.

“Heading into spring, snow packs are variable across the province, ranging from in excess of one-in-25 to -50 year highs in pockets in through the Swan Hills and also along the foothills between Calgary and the western Peace Region, down to less than one-in-6 to -12 year lows across parts of east central Alberta.”

Soil moisture reserves under the snow pack are extremely low throughout most of central Alberta, largely due to the warm dry fall in 2013. The greatest concern is the extremely low reserves in east central Alberta, underlying the below average snow packs in that area.

Cows need to fit the environment

If the cow is to maintain her position as the first cow to calve each year, she has 82 days to recoup from calving, start lactating and be cycling the day the bulls arrive in the pasture. Keep in mind that cows that are adjusted to the production environment will maintain a 365-day calving cycle. In other words, the cow will calve every year on time.

Cows that are poorly adapted to the production environment will not. Those cows are utilizing whatever feed is available to recoup from calving and then trying to start lactating and produce enough milk for the calf each day. Any thoughts of reproducing for next year will not be entertained until those two steps are done. That is why cows that are underfed and poorly nourished will not maintain a good annual reproductive rate.

The producer has a very hard time making up precalving nutritional deficiencies after calving. Thus the saying: “Cows need to fit the environment.” The test for that is the ability of the cow to rebreed and produce a calf every year at the desired time.

There are two ways to measure this adaptability effect. The first being the actual annual calving interval for each cow, a value that should be close to 365

days. However, that is a difficult number to collect.

The percentage of the herd that calves the first 21 days of the calving season is easier to calculate and also will note any good or disturbing effects on reproduction within the cow herd.

As was noted earlier, typically 60 percent of the mature cows should be calving within the first 21 days of the calving season. Interestingly, during the last decade of the ’90s, just less than 58 percent of the mature cows were calving in the first 21 days. Meanwhile, during the first decade of the new century, those cows enrolled in the CHAPS program through the North Dakota State University Extension Service were at almost 62 percent. That is a remarkable 4 percent jump.

Something good is working in the industry. The bottom line in this discussion is simple: Cows need to be ready to rebreed before calving. That sounds strange but, in reality, this year’s breeding success already has been determined for the typical beef producer.

If the percentage of mature cows calving is less than 60 percent during the first 21 days of the calving season or lower than is historically normal in the operation, make a big note to revisit this issue next fall while the cows are prone to adding condition.

In the meantime, start keeping a calving book and enjoy calving.

Breeders’ Section Big or Little Socket?

As calving season comes to the forefront, bull buying starts to wind down and thoughts of summer grass start to come to mind. After a long, cold winter, those spring turnout activities will be especially enjoyable.

However, following any season, repairs need to be made and an assortment of tools are needed to manage the farm or ranch. The other day, I opened the tool chest to address some spring adjustments and needed a particular socket. I could not find the 3/8-inch socket, so I decided to buy a new socket set.

When I got to the store, the assistant was nice enough to show me the socket sets. However, I noticed the sets no longer had any 3/8-inch sockets. In fact, the store only carried socket sets that started at 1/2-inch or greater. With the ever increasing size of equipment, the store apparently felt that smaller sockets no longer were needed. I left perplexed but reminded of a question a student asked in class the other day as I was discussing expected progeny differences (EPDs).

The assignment for the students was to select a bull. As the bull selections were discussed, it became obvious that there was a strong tendency to select leaders for the various traits, which are those bulls that rank the highest for EPD values.

More specifically, when asked to justify the reasoning for buying a trait leader for weaning weight, the response indicated a need for growth.

That is a true statement, but a second statement was noted that was not true. A student said that if a bull ranked low in weaning weight EPD, the bull’s calves would have no growth. That is not a true statement and, at least on my part, made me frown, if nothing else.

Bulls, just like the tools in a tool chest, have a purpose and specific use. What would be the sense of buying a socket set that does not contain a full selection of sockets? The wide variety of tools in a tool chest is needed to be able to repair or tweak the daily operations of a ranch.

Having a socket set that only has large sockets makes no more sense than only buying bulls that are trait leaders for growth.

Cattle operations must be tweaked constantly to maintain cows that produce the right calves and produce income.

Producers shouldn’t have limited choices when it comes time to find the right tool in the toolbox or limit themselves to a certain set of genetics in a bull.

Perhaps, at least in the classroom, a better understanding of the percentile tables and bull rankings would be good.

However, a fundamental principle in school is rank, which is the process of achieving the highest percentile possible for a grade. Even if a student does not achieve 100 percent, the student still has an innate desire to achieve a grade as close to 100 percent as possible. However, students, regardless of grades, are striving to do good, prepare themselves for the future and find a niche that leads to the good life.

A strong credit reputation will aid in accessing capital from the bank to meet farming goals. A lot of agriculture lenders have now gone to a scorecard process for their lending decisions and credit bureaus scores are an important measurement in their loan decision making process.”

Capacity is the proposals ability to service its debt in an orderly fashion. For a new entrant, a well- developed business plan that is real and practical will aid in obtaining credit. Renting some land or cattle to show a working knowledge and ability to generate the projected income is helpful to a lender as they will always compare the projections to past performance.

Capital or net worth is also important.

Your financial statements will show liquidity or the cash available to invest into the proposal, the cash to operate and cash available to manage risk. Net worth shows how you have managed your finances to create equity and manage risk. “As a young person entering agriculture, you must realize that you are an individual and the lender is looking at your equity,” says Dehod. “Your lender is looking at your commitment to the proposal and how much equity or capital you yourself are willing to invest into the proposal.”

Collateral is the assets to secure the loan. Lenders seek security so that if a borrower defaults on loan payment there is adequate security to cover the default.

Again, the lender will seek assets that are owned by you. Though the family farm may be strong, if your parents own all the assets, those assets cannot be used for security unless they agree to be co-borrowers or guarantors. You cannot pledge what you don’t own.

Conditions are the interest rates and terms primarily, but it is also the state of the industry and economy. Agriculture is a cyclical industry. Commodities have seen some lean margin years. Creditors may not share your optimism or commitment to your proposal. Though you may clearly see the opportunities, lenders, by nature, may not share your enthusiasm.

Be sure to explain how you propose to manage the risks inherent to the industry you choose to enter into.

“Developing a strong credit personality and a good relationship with your bank manager is important. Knowing what is expected and what is required is the basis for this relationship,” says Dehod.

Santa Visits Consort for Country Christmas!

Hundreds of people were rushing and bustling in and out of the Sportex to take part in the annual Consort Country Christmas. Carting baked goods, jewelry, crafts, and other unique merchandise, vendors spent the day in the Sportex Hall haggling and chatting with friends. At noon there were free hot dogs, doughnuts and hot chocolate enjoyed by the large crowd, but hungry attendants were still keeping the Sportex concession busy throughout the day. The vendors, selling a variety of products and homemade crafts, reported fairly good sales at the market despite the cold weather.

Stettler students use film to document local history Katie Davis News Reporter

In Stettler there is a man who’s name is known by all but understood by only few: a folklore figure who’s mysteries run deep in the community conscience of the local people. A musician and socialite, Ken Gabriel - or ‘Kenny G’ as he’s coined by some - is a figure so intriguing in the history of the town that local Wm E. Hay students Ryan Coleman, Elisha Pederson and Morgan Sorensen decided to craft a documentary film about him for their CommTech 30 class, taught by Communications Technology teacher Darren Fleischhacker.

The film uncovers the enigma of a man who has penned Nashville tunes, bikes around town at all seasons and is constantly smiling at anyone he sees. Though many subjects interviewed in the film know of Gabriel, few know his true nature: the film points out many misconceptions about the man and speaks to his unique, outgoing disposition in an honest and objective manner.

For the Grade 12 students, Gabriel’s life narrative was an interesting local story to discover through film.

“Kenny has always been this really interesting person in Stettler for as long as I’ve lived here,” said Sorensen in an interview on Friday, March 21. “I just wanted to know more about him so I came up with the idea of a documentary, so that’s kind of how it started.”

Pederson knew of Gabriel as a man who routinely watched her figure skate with a litre of milk in tow; Coleman said his mom would have regular chats with Gabriel during his regular visits to the Stettler TD bank branch; Sorensen saw him often while he worked at the Stettler Public Library. All three had vivid memories of an interesting man who was always up for a chat and a laugh, but noted that misconceptions abounded about the mystery man.

“Most of the stories you hear about him aren’t true,” said Coleman. “Some of them were really altered.” Throughout the filming and editing process, which the group noted took around one month to complete, the students learned much about the true character of Gabriel.

“He’s a really interesting guy with a very interesting life,” said Sorensen.

The group noted that Gabriel was increasingly enthused about the filming, inquiring with each session what was next on the agenda.

“He was so excited,” said Coleman, with Sorensen adding that every day he had a suggestion for a new scene or shot to include.

“He would talk to me and say ‘We could get your art in there, pictures of you skating! I want you skating across the ice!,” Coleman said with a laugh.

The students infused the work with songs written by Gabriel as background music and included his routines, such as biking around town and watching skaters

at the arena. They said the response for the video has been overwhelmingly positive and many perceptions on the man have been enlightened in a positive way.

“We just want people to realize he’s one of the nicest guys you’ll ever talk to and he’s always willing to talk,” concluded Coleman.

Curriculum criticism doesn’t add up Recently, much has been made of the government’s efforts to ensure that Alberta’s curriculum is more responsive to the many different ways in which students learn.

As Alberta’s Minister of Education, I feel parents deserve to hear directly from me about my ministry’s efforts to make the provincial curriculum better suited for a fast-moving and changing global environment.

Along with being the minister, I’m also a father of three children in the education system, and I too have experienced some of the frustrations expressed by parents in recent weeks. This is why I believe it is important for me to set the record straight about the reforms currently underway.

I understand why some parents would be concerned with the notion that the mastery of the “basics” –skills such as arithmetic and reading – will play a less important role in the new curriculum than they did before. If this were the case, I would be concerned as well. But fortunately, nothing could be further from the truth.

I wish to assure parents and students that these basic skills will serve as the foundation and starting point of every change made to the curriculum. What they won’t be is the end point. Through inquirybased learning, we’ll build upon these basic, foundational skills by developing additional competencies that the business community and parents tell us are so critical.

The conventional method of teaching core concepts, whereby students rely heavily on memorization, versus a more engaged, inquiry-based method are not mutually exclusive approaches to education. In fact, I believe it is crucial that we develop a curriculum that uses the best of both approaches.

However, surviving on mere memorization is a thing of the past. The modern

economy demands creativity and problem solving, the application of critical thinking and an ability to collaborate and communicate - skills which lie at the heart of Alberta’s curriculum redesign process.

Top performing education jurisdictions, like Alberta, have increased their focus on these 21st century skills. We can’t ignore that without strong abilities in these areas, our kids will be left behind.

But we also can’t ignore the concerns of parents.

This is why we are responding in a thoughtful and collaborative manner. The redesign process is being led by parents, employers, teachers, students and school authorities, all of whom are working together over the next two years to develop a curriculum that successfully weaves new competencies in with core skills like numeracy and literacy. Doing so will help reinforce literacy and numeracy across all subjects and better focus content that has ballooned to approximately 1400 outcomes our teachers are expected to cover.

Despite recent criticism, parents should know and take comfort in the fact that according to the most recent international tests our K-12 students remain at the top of international rankings. Alberta’s overall results are tremendously positive. Out of the 74 jurisdictions from around the world that took part in the Programme for International Student Assessment (PISA) survey, Alberta ranked 11th in math, 5th in reading, and 4th in science. Of particular note is that Alberta’s 15 year olds are significantly outperforming Alberta’s adults in these OECD rankings.

Our strength and performance internationally is due in part to Alberta’s willingness to continually adapt. This year is a great example.

recently launched some groundbreaking initiatives. The new Duel Crediting program, for instance, blurs lines between K-12, post-secondary and industry credentialing. The High School Flexibility Program empowers teachers to customize learning to better address individual student need. By eliminating PAT’s and implementing a more robust standardized assessment at the start of the school year, we will provide parents and teachers with better information on how to tailor each child’s education plan going forward and measure improvement throughout the year.

Curriculum needs to evolve as well. The days of a small group of educators taking 10 years to review curriculum by subject are long over. We need to be more nimble and create curriculum that is more in tune with the local community and economy.

Our curriculum must allow for creativity and excellence in teaching to shine through. We must embrace the individuality of the learner and ensure subject experts are teaching our kids. In short, our curriculum must become more relevant.

We’ve been asked to listen and that’s exactly what we’re doing. But the truth is that Alberta is at the top because we have not been afraid to take action. I won’t apologize for putting the success of our children first but I also commit to listening in order to get it right.

Clearview schools budget scrutinized by Board Declining enrolment, no increase in revenue and inflation has forced Clearview Public Schools to get creative with its projected $32-million budget.

A source of funding the board plans to aggressively pursue is First Nations, Metis and Inuit Self-Identified dollars. The province gives $1,178 for each self-identified student.

“We’re going to put a strong focus on Self-Identified First Nations enrolment,” Peter Neale, associate superintendent, business and finance, told the board of trustees at its regular meeting March 19.

“The more students self-identified, the more additional dollars we can get.”

Neale expressed frustration that Clearview didn’t qualify for the one-time mitigation funding to make sure no school board gets less funding in 2014-15 than they got in 2013-14.

While the province projects a three per cent increase in enrolment, or an increase of 18,000 students for the 2014-15 school year, Clearview Public Schools expects a three per cent enrolment decrease for 2014-15.

“We don’t tend to see a large influx of kids,” said Neale. “Our enrolment numbers are pretty accurate.”

The three per cent decrease translates into about 76 students, with 40 per cent from Wm. E. Hay High School, 22 per cent from Stettler Elementary School and 17 per cent from Coronation School.

Currently, Stettler Elementary School has 494 students and Wm. E. Hay High School has 517.

“We have about $9.1 million to educate our k – 12 students in Stettler,” said Neale.

Instead of dividing money among the four schools, the board will have principals decide together how to best allocate the funds. Stettler school principals, senior administration and trustees met March 10 to discuss a strategy to tackle the deficits and develop a balanced budget while meeting the needs of the schools.

More meetings are planned and a progress report will be given to the board April 10.

“I think we have a good start,” said trustee Cheri Neitz. “I would like to see all the schools work together to find creative ideas.”

Stettler Outreach had a $53,420 deficit last year and is facing a similar deficit for

2014-15. Stettler Middle School already has a $61,000 deficit and that is expected to climb to $94,000.

Last year the board dipped into its reserves to make up a shortfall but won’t for the 2014-15 year.

“I don’t recommend we continue this approach,” said Neale. “When we use reserves it creates a problem.”

If no changes are made, or more money comes in, the maintenance budget will see a $350,000 deficit. The $3-million transportation services budget may not be able to keep up its current level of service.

Staffing agreements were settled in 2013-14 and will continue until 2016. To bring teachers’ salaries up to provincial standards, they will see a 1.34 per cent increase, or an additional $175,000, but the province will pay this for.

The board directed senior administration to finalize its 2014-15 budget.

Students pitched their idea for an outdoor rink with their vision of it becoming a multi-functional site on the north end of Stettler at the Clearview School Board’s regular meeting Monday, March 24.

Wm. E. Hay High School students, Chase York and Brendan Peterson told the Clearview Public Schools board members they are eyeing two possible locations, either at the northwest corner of the discus field or, their preferred location, on the grass between the elementary gym and the east bleachers.

“We liken it to the one in Erskine, which is pretty popular with hockey players,” teacher Gord Goodrich said.

The proposed facility would be 85 feet by 120 feet with four foot boards that would utilize pressure treated plywood and a four foot by eight-foot puck board. Eightfoot posts would be erected along side of the rink with 12-foot posts at the corners and end of the rink for meshing.

The project would cost about $14,000 and the students plan to fundraise. Stettler Transit Mix will supply the concrete for each post hole.

The rink wouldn’t be just for skaters, but would be open to the pubic and all students for other purposes such as summer ball hockey, skateboarding or basketball.

“Why not,” said Goodrich. “It’s a hockey rink.”

Trustee Karen Holloway said she likes the idea but suggested the group get more community support and donations in place, even if it’s just in matching volunteer labour, before going further.

“The idea is really good,” she said.

Trustee Dave Goodwin agreed with the students that the second location makes more sense. He added that maybe they could partner with the Town of Stettler on the project.

Board chairperson Ken Checkel said there are details yet to be worked out such as liability insurance, location and funding.

Trustee Staci Gerlitz said she believes the community will be “very open” to the proposal.

“I really like the idea, good job,” she told the delegation.

The board unanimously voted in favour of the students meeting and working with the Field Facilities Committee.
