A handful of people showed up to the County of Stettler council chambers Mar. 22 hoping to hear the County’s decision on the petition calling for a vote on the borrowing Bylaw 1558-16 for the new county shop.

The additional meeting had been set at the Mar. 9 regular meeting to address the petition. However, the petition was not listed on the Mar. 22 agenda. In an interview with CAO Tim Fox following the meeting, Fox stated council decided to delay the decision on the petition until the intrusive investigation on the old public

Haunted Lakes Golf club near Alix will get help from Lacombe County for its upgrade and maintenance project. Lacombe County, at its regular meeting March 24, unanimously voted in favour of funding 50 per cent of the costs, to a maximum of $2,725. In a report to county council, Max Soltermann and Brain Peterson, said the golf course has about $5,450 in repairs to the existing electrical supply in four campground sites, camp kitchen and installation of a security gate. Lacombe County Coun. Rod McDermand said he was in favour of helping the club. “The campground is a revenue source for the golf course and it’s well used.” Likewise, Coun. Barb Shepherd also supported the expenditure. “It’s a county asset.” Coun. Dana Kriel said volunteers do all the work so she didn’t see any problem in helping fund the repairs and maintenance. Coun. In order to do so we need changes like this to facilitate positive change. - We don’t want the rights of the parents taken away without the knowledge of the parents. Teachers are not counsellors, that is not their jobs. Identity confusion is an issue larger than teachers alone should be dealing with and therefore parents need to be brought in sooner and we want to see this reflected in the new guidelines. - Children should respect the families they originated from and therefore should not have the right to change their legal names. - Make it about education in the schools. Gender issues should be dealt with at home. - This extra stuff creates the “perception” of safety, making teachers who are not trained to deal with this into counsellors and that is unfair to everyone.

Less than 50 parents of Gus Wetter School students in Castor attended the public meeting held at the school on Tues., Mar. 15 to voice their concern to the Clearview School Division over the new “Guidelines for Best Practices: Creating Learning Environments that Respect Diverse Sexual Orientations, Gender Identities and Gender Expressions”. Clearview School Division Superintendent of Schools Peter Barron along with Coronation and Brownfield trustee Ken Checkel were two of the many Clearview School Board representatives who hosted an information sharing session with concerned parents and teachers. Their primary goal was not to instruct parents but rather “to gather insight and understand all the implications of this incredibly complex issue”, stated Barron. One teacher voiced her concern about a point in the new guidelines that states, “All staff are willing and able to actively listen to a student’s concerns, respect the student’s privacy and confidentiality and work collaboratively with others to identify and implement evidence-based supports that will make a positive difference for this student.” She stated that although this was ideal, in truth, living up to that would be challenging as not every teacher has the skill set, interest or the ability to listen to this kind of issue. The same teacher also was concerned about not being able to use the pronouns “he” or “she” in the classroom but instead having to use “ze” or “zir” in place, citing this “made up” language was problematic in a group setting. Another deep concern was the elimination of segregating students by gender for school sports. Many parents expressed strong

opposition to this fearing the death of female sports. Many parents of daughters claimed that they knew their daughters would not compete against males in school for positions on team sports. Confidence was already fragile for school-age girls and expecting the average female athlete to compete against the boys was simply going to kill female competitive sports. All concerned parents are encouraged to voice their opinion to the Clearview School Board as they prepare their draft policy in order to meet the Minister of Education’s deadline of March 31.

Coronation, lowest crime rates in Alberta Dena Clark

ECA Review Reporter “Coronation has some of, if not the lowest crime rates in Alberta,” reported Sgt. Darcy McGunigal to Coronation town council at their regular meeting on Mon., Mar. 21. Property crime, one of the local RCMP’s top priorities, has seen a 21 per cent reduction and impaired driving has decreased by 35 per cent, although traffic enforcement tickets have increased by 48 per cent year over year. Sgt. McGunigal, along with Cst. Hall asked council for their input on the 2016-2017 policing priorities, however did state that police visibility would remain at the top of their list. Sgt. McGunigal was happy to report that they very rarely see drugs in the Coronation area and that he has seen less drug use here than any of his previous postings. The Coronation RCMP detachment will be expanding their fleet by one vehicle, most likely an F150 or a Tahoe, within the next month or so. Use of the Crown Victorias will eventually be phased out of the rural communities due to the long commutes, the gravel

roads and the impracticality of the cars for rural driving as it relates to the RCMP’s specific uses and needs.

Library highlights

Coronation Library Manager Eunhye Cho reported that there was a 135 per cent increase of program participants and a 14 per cent increase in library cardholders in 2015 over the previous year. The library’s 2016 goals include increasing cardholders by 50, providing year-round after school programs to promote literacy skills, continuing to hold professional and local art exhibits as well as strengthening ties with other organizations in the community and holding community events for all age groups.

Of those two, Stantec and WSP Canada Inc, WSP was able to commit to completing the project by the April 13 deadline. WSP will start where the original Stantec assessment left off, completing evaluations on air quality, electrical and mechanical systems, structural integrity, building envelope, hazardous materials in walls as well as an Occupational Health and Safety assessment. “I don’t want anything superficial,” stated Green, “We’re trying to get a level of detail.” WSP is one of the largest professional services firms in Canada specializing in a number of areas including municipal infrastructure.

Leppard went so far as to suggest the county wouldn’t need a new shop at all if they contracted out the majority of work. Leppard claimed contractors did better work than county employees anyway when it came to grading roads. Reeve Wayne Nixon strongly defended county employees and attempted to explain to Leppard that contracting out may be an option in a slow economy but the minute things turn around, those contractors have moved on to greener pastures where they earn more than the county can pay. That means the county has to replace those contractors with their own crew and machinery, all of which is more expensive than simply maintaining their own crews and equipment. Leppard was not convinced. Both men also threw an accusation at council that the county would go over budget on the new building, claiming that previous county projects had gone over budget. That was the last straw for Coun. James Nibourg, who took issue with the pair’s claim. “I will not let anyone say that about this administration,” retorted Nibourg, stating that several projects completed by the current council and administration have been completed under budget.

This was in response to considerable growth and change in Lacombe County and the county’s desire to ensure agriculture continues to be an integral part of and contributor to the fabric of Lacombe County’s economic, social and environmental existence into the future. Some of the many recommendations in the framework include new development should minimize the amount of prime land taken out of agricultural production, establishing agriculture protection districts with restrictions on subdividing of agricultural land in these districts and concentrate development zones on marginal farmland areas. In addition, it suggests upgrades to infrastructure to deal with larger agricultural equipment and increased traffic volumes. Right to clean water Dear Editor, Water. Water is what we are made of, primarily. We cannot live very long without it. And, in most places in Canada, we have been blessed with all the clean water that we need. There has always been so much of it that we have even been able to waste it. It has just always been there; we haven’t had to think about it. However, there are places now that have only polluted water, unsafe to drink or even to bathe in. Then there are those who abuse the safe drinking water that we have. People dump wastes into it; chemicals are washed off farms and end up there; things no one wants anymore often end up there too, like old cars, refrigerators, etc. Those of us who still have clean drinkable water must be grateful that we can turn on a tap and drink what

comes out without getting sick. However, it isn’t going to stay that way, unless we start to do something about it. ‘We’ is local government, provincial government and federal government. All water on earth needs our protection. We must cease polluting streams, rivers, lakes and oceans in all of the ways we can. As we all must know by now, earth is our home, our mother. Please keep our water and our home clean. It’s time for the federal government to implement the right to clean water in Canada by passing an environmental bill of rights that respects, protects and fulfills our right to a healthy environment, including the right to clean water. Turned around every spring and fall by Lois Perepelitz I have been living in Alberta for 10 years now and this time change in spring and fall still upsets me. I really can’t see the advantage of it. They say that it was started to conserve energy used in the evenings. Yet, this does not make sense to me as I feel that there are more people up and using more electrical devises in the late afternoon and evePerepelitz ning than there are in the morning. In the fall, Daylight Savings Time makes people turn on the lights much earlier, to me that means using more electric power.

Another excuse they have is that the earlier daylight in the winter allows people to be able to get to work in the daylight. That might work for people who don’t leave for work until after eight in the morning, but what about all the others who have to be at work by that time or even earlier? Those people are leaving and returning in the dark. I think I would rather come home in a little bit of daylight. Of course Facebook is full of sarcastic cartoons about it. My favourite is the one that asks the question “What kind of idiot thinks that by cutting a foot off the top of the blanket and sewing it onto the bottom they are making the blanket longer?” I have been wondering the same thing for 10 years. Big Valley drafts animal trapping policy Debra Johnston

ECA Review reporter Big Valley council worked out some details of a new Animal trapping policy at their Mar. 24 regular meeting. The policy deals with trapping nuisance animals like feral cats, skunks or other wildlife. However some residents have expressed concern that the traps may end up catching domestic cats. As CAO Michelle White explained, unless the village has a policy in place, they really have no authority to

trap or deal with nuisance animals. “We’re wanting, primarily, the right to catch the feral cats,” stated Mayor Lois Miller. How to determine whether a cat is feral or domestic is a problem. As well, controlling trapping conditions, like weather or where a trap is placed, are also being worked out. The village has two traps available to the public. Council is looking for any feedback residents can provide in formulating the policy. “It’s a work in progress,”

The extra volume is taxing the lift station, which has required monitoring several times per day to keep the system operating properly. Bylaw 801 – Water and Sewer states that anyone found with a sump pump connected to the septic system will receive a $100 fine for the first infraction, $250 for the second and $500 for the third.

Bashaw armed robbery Bashaw RCMP are investigating an armed robbery which occurred at the Bashaw Liquor Store on Mar. 26, 2016. The robbery was reported at approximately 7:16 p.m., after a lone female entered the store, produced a knife and demanded money. The female then fled the store with an undisclosed amount of cash. The

clerk was not injured during the incident. The female is described as being in her mid-forties, approximately 5’4” tall, with dark hair. If you have any information about this crime, please call the Bashaw RCMP at 780-372-3793.

submitted by M. Nelson, 4-H Key Leader of the Drumheller District East Central Regional 4-H presentations were held on Sun., Mar. 20 at the Delia Community Centre hosted by the Drumheller District. The day started at 10 a.m. and concluded around 3:45 p.m. The presentations were amazing and you could really see that a lot of effort went into preparing for Regionals. There were a total of 24 presentations with 26 presenters. All districts including Flagstaff, Provost, Coronation, Stettler, Hanna and Drumheller were represented. The nine judges from the following districts of Drumheller, Hanna and Stettler, included Terri Hebert, Becky Kowalchuk, Cindy Krywcun, Avery Parkinson, Jenna Watson, Juanita Wagstaff, Laurie Tait, Brenda Reid and Melody Swaren. The top two senior members in both public speaking and presentations will advance to the Provincial Communications Competitiom which will be held April 9 at the Reynolds Museum in Wetaskiwin.
