This pressurized twin engine aircraft was used for high altitude flying and was set up for two patients and two paramedics. It makes a huge difference to the lives of people living in remote areas, remembers Cole, citing a flight to the middle of the Kalahari desert to bring back a woman who had given birth to a very premature baby. “Before we could bring her back to the city, the medics had to stabilize the baby,” said Cole. Cole went on to say that on the flight back the baby almost died a couple of times but the medics were able to keep the baby alive and get the mother and baby to a hospital.

Ryan Cole had a dream, to be a pilot. He grew up on a grain farm near Brownfield, Ab. and after high school went to the aviation school at Prairie Bible College in Three Hills in 2005, earning his commercial pilots license along with a two-year Associates Degree in mission aviation. It was through Cole’s contacts at Prairie that he was selected for a Mission Aviation Fellowship of Canada (MAF) apprenticeship program which sent new pilots overseas to gain experience in the MAF programs. Cole was sent to Botswana in January 2008 to work with Flying Mission (a partner organization that works with MAF) for two years

Community connections strong in Delburne D. Johnston

Nora Smith, coordinator for Family and Community Support Services in Delburne, presented a progress report to council on efforts to move Delburne towards a sustainable welcoming community. The efforts stem from residents wanting stronger community ties and involvement explained Smith at the Delburne Council Feb. 24 meeting. Smith broke down the major groups involved as being health and wellness, main street revitalization, communica-

tions, belonging, and backbone. In each of the groups, Delburne and area residents brainstormed ideas on how to enhance life in Delburne. Health and wellness focuses on community wellness through health, nutrition and exercise. Main street revitalization looks at how to get more people into shops and stores and how to attract new business. Getting information into the hands of residents is the focus of the communications group. Belonging addresses the need for residents to feel comfortable, welcome and at home in Delburne.

Backbone provides administrative support for the groups and measures the progress of each group. Smith emphasized the need for people to feel connected to their community in order to make sure projects that are undertaken succeed. An example Smith described was getting people into shops and stores. Changing the outside of a structure does not guarantee people will go into the building. They need a reason to go in. RCMP are looking for help with four incidents The RCMP are looking for your help with four incidents that occurred in and around the Village of Consort and one that occurred in Coronation. Should anyone have seen anything suspicious, or have any information regarding these incidents please contact the Consort RCMP.

Attempted theft

Sometime between 5 p.m. on Feb. 24 and 9 a.m. Feb. 25 unknown suspect(s) punched a lock on a vehicle parked at a service shop in the Village of Consort.

Suspect(s) gained entry and also punched the ignition but were unsuccessful in taking the vehicle

Theft of truck

Sometime during the early morning hours of Saturday, Feb. 21 unknown suspect(s) stole a Blue 2007 Chevrolet Duramax Diesel Truck from a rural residence north of Consort. The truck was later located on Township Road 37-0, approximately one km west of Highway 41. A rifle was stolen out of this vehicle

Financial report approved ECA Review

The financial report of the Coronation Town Council, which was approved at the meeting on Feb. 23, included a $25,827.12 cheque to Alberta Municipal Services for gas and power utilities for town owned buildings like the town office, arenas and bowling alley and also includes street lights for the town. The cheque amount was only for the month of December. Also included was a cheque for $15,000 to Coronation’s new doctor, Noelle O’Riordan. In a telephone interview with Delayne Golby, the town’s finance and administrative clerk, clarified that $10,000 of that was a signing incentive payable to the doctor when she started actively practicing. $5000 was for computer and furniture for her office and both payments were laid out in the agreement to bring Dr. O’Riordan to our rural area. Golby told the ECA Review that the County of Paintearth would pay half back at the end of the year. The town office furnaces are original 1980’s models and replacement parts are difficult to find and they have outlined their life expectancy according to a

An evening of hope and inspiration Dear Editor, For those who attended the Laugh Again event in Castor on Jan. 24, there was a sense that this was something special. Amid the laughs, the good food and fun, those present were introduced to a cause worthy of our attention, namely Huntingtons Disease (HD). Hearing firsthand how HD affects individuals and families truly opened the eyes of many to this little known disease. But to hear of the ongoing efforts to reverse the disease and support those dealing with HD gave hope.

An email was received from Alberta School Boards Association (ASBA) with President Helen Clease’s statement regarding Premier Jim Prentice’s recent reference to a possible nine per cent cut to the provincial budget. In her statement Clease says that “further cuts to education now will have a devastating impact on our already stressed classrooms,” and outlines how schools and teachers are struggling to balance the needs versus the reality of stressed budgets and that “any additional cuts will severely impact student learning.” A nine per cent budget cut to PLRD’s budget would have significant impact across the division equating to approximately two million dollars, the equivalent of 20 professional staff positions. Staffing costs for PLRD is about 10 million dollars per year. “We need stable, predictable, sustainable funding to guarantee that every child in Alberta is provide the best opportunities to learn. These opportunities cannot be driven by the price of oil. She encourages every Albertan who cares about the quality of education to speak up for our kids.

Flex time

At the Feb. 12 Principal’s meeting, High School redesign was discussed with an emphasis put on the practice of the Flex time being scheduled in PLRD’s secondary schools. It was discussed at that meeting that schools vary in the amount of structure that they incorporate into this time, in addition to the expectations that are placed upon students and teachers during the thirty-two minute time slot. The majority of the schools have found that the more structure put into place, the more students complete during this allotted time and the greater satisfaction they feel for accomplishing something. Neumeier said that the time is being used as a student centred time where students get support where they need support and a lot of it is about homework completion. “For many students homework is not a successful way to achieve learning results and if you build it into their day they learn study skills and are supported in a way that makes homework more doable. He clarified that flex time has to be used so that it supports instructional learning needs.

Lucienne Henry for Miss Teenage Canada Submitted Anything is possible if you believe. Lucienne Henry, 17, from Clive was recently named as a finalist in the Provincial Miss Teenage Canada competition to be held in Calgary on March 21 and 22 with the hopes of moving forward to the Miss Teenage Canada pageant in the summer, hosted in Ontario. Henry is an enthusiastic, self-motivated and positive young lady. She has eagerly helped to work many community events such as; senior’s teas, volunteer appreciation events, pancake breakfasts and bingos for the Clive Lions, rodeo cleanup and youth dances for Tees Ag Society, and Clive Public Library’s movie nights to name a few. Henry is also a member of the Tees 4-H Wranglers and for the past five years she has taken on many executive positions at both the club and district levels. Henry is striving to be the top candidate in raising funds for the pageant’s chosen charity, Cardiac Kids. This charity supports the children and staff of the cardiology ward at The Hospital for Sick Children. For every $100 raised, finalists receive a point towards their final pageant total (15 points max) and the finalist with the highest amount raised will be fast tracked through to the national competition.

More importantly, these funds will provide support for the emotional health and well-being of children and families affected with Coronary Heart Disease (CHD). Henry has a month to reach her goals and the first event she has planned is a Community Dance and Silent Auction to be held on March 14 at 8 pm at the Tees Community Hall. All proceeds from this event will go to Cardiac Kids. “When I entered this pageant I never thought that I would have a real shot,” says Henry. “I never saw myself competing in a pageant. I am so happy to have this opportunity and to show young girls that you can do whatever you set your mind to.” The teen, who is graduating from Lacombe Composite High School, was inspired to enter the pageant due to their slogan, ‘Anything is possible if you believe’. The pageant’s ideal of ‘Be your own beautiful’, has struck a cord with me. I always struggled trying to define perfection so that I could strive towards it.

Some NHL teams could win for losing by Bruce Penton National Hockey League teams which normally go to great lengths to “win one for the Gipper” might be secretly trying to “lose one for McDavid” in the coming weeks. No one connected to the NHL — player, coach, league official — would ever give credence to such a scandalous scenario, but when the future wellbeing of your hockey team is at stake, a few ‘missed’ shots, ‘errant’ passes or ‘upper body’ injuries in the NHL’s stretch drive might be the answer Penton to your franchise’s long-term health. Connor McDavid of the Erie Otters, experts say, is a ‘franchise’ player. He could transform a moribund franchise such as Buffalo, Columbus or Edmonton into an instant Stanley Cup contender, as long as a few other team-building planks were in place. McDavid (or perhaps Jack Eichel, an American college player with similar skill level) will undoubtedly go No. 1 and the team that wins the right to pick first in June’s NHL draft will be as giddy as a lottery winner picking up the oversized cheque. ‘Lottery’ is the perfect comparison, because the NHL uses a draft lottery to determine the order of selection in the draft. Clearview School Board chooses Edwin Parr nominee D. Johnston

Review Reporter Michael Kocher, math/science teacher and coach from William E Hay Composite High School, was nominated by the board of trustees for the Edwin Parr Award at their Feb. 24 board meeting.

The Alberta School Boards Association grants the Edwin Parr Teacher Award to six outstanding first year teachers across Alberta. The board was impressed with Kocher’s student focused approach to teaching and the rapport he builds with his students. “One of the most challenging

and most rewarding aspects of my job is finding ways to make students fall in love with their classes,” commented Kocher in an email when asked what he finds the most rewarding aspect of teaching. He finds great joy in seeing students move from hating a subject to being proud of their

Deep sense of social justice Thelma Jo Dobson November 11, 1926 February 20, 2015 It is with deep sadness that we announce the passing of Thelma (Jo, or TJ to some of her closest friends and family). Devoted wife, beloved mother, grandmother and great grandmother, Thelma passed away peacefully at the Canmore Hospital with her daughters by her side. Thelma was born in Stettler, Alberta and Dobson grew up on her parents’ homestead near Rocky Mountain House where her deep love of nature and the outdoors began. She worked as an administrative assistant at B.A. Oil in Stettler until she met and married her devoted husband Don, and parenting became her full time job. Once her three girls were all in school, the Dobsons moved to Coronation where Don and Thelma owned and operated several successful businesses.

In 1989, the couple took a welldeserved break, retiring to Rochon Sands where they enjoyed golfing, gardening, entertaining family and friends and travelling from Australia to Central America to Alaska. A testament to their commitment to family, in 2000 Thelma and Don moved to Cold Lake to help care for their daughter Carol who passed away in 2004. Thelma’s love of family was evident in the joy she found in hosting large family gatherings, cooking and baking endlessly for whoever was around. She was an accomplished writer, gardener, seamstress and knitter and she was always looking for a new project to start on. Thelma will be remembered for her deep sense of social justice which she passed on to her children and grandchildren. Above all, she believed one person really can make a difference in the world, whether by picking up garbage in your own neighbourhood, starting a

grassroots movement to stop an urban forest from being levelled, or being a mentor for young people. Work hard, get an education, take action, and always remain mindful of the needs of others… these are the values that guided her life. Pre-deceased by her husband of 50 years, Don, and her precious daughter Carol (Brad) Boychuk, Thelma is survived by daughters Diane (Ben), Barb (Joe), grandchildren: Kevin, Keri (Tyler), Kristy (Matt), Kelly (Victoria), Bryan, Alex, Katie, Ivan, Leo and Alysse and great grandchildren: Liam, Avery and Evelyn. A celebration of life will be held at Ralph Connor Memorial United Church in Canmore at 1 p.m. on Friday, March 6, 2015. Public engagement now a core policy for Kneehill County D. Johnston

Review Reporter Kneehill County now has a public consultation policy in place after council voted to approve the policy as presented at the Feb. 24 meeting. Communications officer Debra Grosfield answered a second round of questions from council, following up an initial presentation at the Jan. 24 council meeting. Coun. Brian Holsworth expressed concern with the cost associated with the new policy. However, CAO Al Hoggan reiterated there was no cost for the policy itself and council will have all options regarding cost presented to them with each request for decision. “Our strategic plan committed us to this,” stated Reeve Bob Long, who attended the meeting via Skype. Grosfield expressed that council needed to be proactive in getting information out to the public.

Pheasant Hunt Festival

Canadian Badlands Tourism is looking to expand their successful Pheasant Hunt Festival this year to an additional two communities and is seeking a letter of support from Kneehill County. The Town of Three Hills has provided a support letter and agreed to lend administrative support for the venture via the Three Hills Economic Development Officer.

Stettler hosted the initial hunt last year and due to the overwhelming success, Canadian Badlands is looking to include more locations for the annual event. Reeve Long, who is president of Canadian Badlands, explained to council that three communities have expressed interest. Couns. Ken Hoppins and Glen Keiver were not in favour of the hunt, with Coun. Keiver especially concerned that hunters would not follow the rules that govern the hunt and abuse privileges by taking more birds then they are allowed, or hunting on private land without permission. Reeve Long explained that the hunt in Stettler was well controlled and regulated and was very successful both for those involved with the hunt and those that benefited from the influx of tourists, like hotels. Council could not agree to grant the letter of support and requested that a representative from Canadian Badlands present more information to council before making a decision. Council agreed to contribute $1000 and two prints from pencil artist Bernie Brown for silent auction items to St.

Commercial beef production benchmarks for 2014 Each year, I look forward to the analysis that generates average values for beef traits. by Kris Ringwall, Beef Specialist, North Dakota State University Extension Service What is beef production? That question often is asked, and the answers are very varied because of a very diversified beef industry that encompasses vast amounts of space. The saying that “one size fits all” is not pertinent to the beef industry. However, there are valid answers that define beef production within similar production environments. The North Dakota State University Extension Service, through the North Dakota Beef Cattle Improvement Association (NDBCIA), calculates the typical performance of beef cattle herds by analyzing those herds that utilize the Cow Herd Appraisal of Performance Software (CHAPS) program. The NDSU Extension Service has been keeping records since 1963 through the NDBCIA and presents these annual evaluations as five-year rolling benchmark values for average herd performance for several traits. Each year, I look forward to the analysis that generates these average values for beef traits. These averages are put into the CHAPS program for use by commercial cattle producers. This year, the benchmarks were finetuned because the data was analyzed through statistical analysis software, which often is referred to as SAS and was developed by the SAS Institute. The refined analysis allows for further pondering on how cattle production changes through the years. For today, a few of the simple averages across years are provided for 265 individual herd years and 74,172 cow records. A herd year is a year’s worth of records for one herd. Each herd would have five years of data and generate a record for each cow each year. Cattle production responds to the environment, which can create significant swings in production measurements.

Although individual year averages are good, the concept of a rolling five-year average provides a firmer benchmark by buffering those yearly ups and downs in the data. The beef industry is a long-term business, so producers certainly need to gauge their production against solid indicators that can help them set or modify production goals. Understanding normal performance allows producers to better understand how to guide their herd goals. The data is presented in percentages or actual values, depending on the trait. Today, overall reproductive traits expressed in percentages of cows exposed and some basic growth traits are presented. Herd reproduction is the driving force behind overall production if a herd is to be evaluated based on cows exposed. The first question a producer needs to ask is: Are the cows breeding, conceiving, calving and weaning calves as expected? No excuses because below-average reproduction will raise several questions about the management and genetics involved in a cow herd. The typical CHAPS producer has 93.1 percent of his or her cows that were exposed pregnant in the fall, with 92.5 percent calved in the spring. Last fall, 89.8 percent of the cows exposed weaned a calf. How does one compare to the numbers? In addition, during a typical calving season, 61.1 percent calved during the first 21 days, 86.4 percent during the first 42 days and 96 percent calved within the first 63 days. These cows had an average age of 5.5 years. For calf age and growth, the average weaning age was 191 days, weight was 558 pounds and frame score was 5.6. These growth numbers translated into almost 3 pounds of weight gain per day of age. The typical average daily gain for CHAPS calves was 2.5 pounds of gain per day. The adjusted 205-day weight was 627 pounds. Turn to have fun, Pg 13

For every cow exposed, typical CHAPS producers weaned 495 pounds of calf. Knowing these numbers allows for the appropriate modification through management or genetics. There are no absolute answers to what a particular ranch should produce. However, as cattle producers approach spring and are replacing bulls, knowing

how the herd performs certainly is an advantage. If poor performance is evident, obvious managerial issues must be resolved. After that, a good look at the overall ranch environment is needed to ultimately decide if the genetics of the herd fit the environment. that all the lights (brake light, turn signals, and tail lights) on both the truck and the trailer are working. Make sure the electrical connection is securely plugged into the truck. Tires: Examine the tires for signs of dry rot, wear, or damage, and make sure that all tires, including the spare and inside dual tires, have the correct air pressure. Consider replacing tires at least every five years, regardless of use. Now is also a good time to ensure that your tow vehicle tires are strong enough for the job. Check the sidewall and compare the load rating of your truck to the load each tire will be required to carry. Lug nuts: Inspect the lug nuts regularly to ensure they are properly tightened. Flooring: Inspect the trailer floor to make sure it is sturdy and clean. If more traction is needed, install rubber matting. Replace floor boards that are showing signs of wear or rot. Battery: If you use battery-powered accessories, ensure that your emergency battery is charged and ready for use. General condition: Check the general condition of your trailer before loading animals and heading on the road this spring. Look for signs of weakness such as warped areas, rust, corrosion or cracked welding points, any sharp edges that could injure an animal or handler, and that all screws, nuts and bolts are tight and secure. Brake controllers: Test your brake controllers and make adjustments as needed depending on the weight of your trailer. This needs to be done before each trip as load weights change.

“By thoroughly inspecting your truck and trailer each year, you reduce the chances of being caught off guard at an inconvenient and possibly dangerous time,” says Lubeck. “Knowing your rig is safe lets you focus on other important tasks, such as driving.”

Agri-News In order to haul livestock safely, there are a few things to check on both the truck and trailer before hooking on, loading up and heading out. With a bit of research and some hands-on inspection, you can increase the safety of the driver, animals, and everyone else on the highway. “Knowing the load capabilities of your truck before using it to haul livestock is important,” says Kenda Lubeck, farm safety coordinator for Alberta Agriculture and Rural Development. “Just because your truck can pull a loaded trailer down the road doesn’t mean it can handle it safely. Drivers often won’t discover this until they have problems maneuvering the rig at highway speeds or find it difficult to stop.” To know if your truck is rated to safely handle a loaded livestock trailer, check the truck’s gross combined vehicle weight rating. This is the maximum weight the tow vehicle can safely handle. It factors in the tow vehicle’s weight (including passengers, fuel and any equipment or cargo) plus the weight of the loaded trailer. Lubeck cautions that hitches are also rated for weight and fall into different classifications. Before you even mount a hitch in your tow vehicle, whether bumper-pull or gooseneck, make sure it is rated for the loads required. If your trailer has been in storage or even in full use over the winter, it’s important to set aside time to do a thorough safety inspection. Check both the truck and the trailer to confirm they are in good working condition. Below is a suggested list for a yearly trailer inspection: • Latches and safety chains: Double check the latches and the safety chains and cables between the truck and trailer to make sure they are fastened securely. Make sure you are using a ball that is the correct size for the trailer. On a bumper pull, safety chains should be crossed under the tongue and be just long enough to enable the rig to turn, but not so long as to drag on the ground. • Trailer brakes: Inspect the breakaway cable or brake system. In Alberta brakes are required on any trailer over 910 kilograms being towed by a private passenger tow vehicle. • Wheel bearings: Repack the wheel bearings on a regular basis and replace as necessary. • Electric wiring and connections: Make sure all wiring is in good condition. Trailer connectors should match the truck connectors. Check to make sure

Local municipalities participate in tourism industry development When people in rural communities are asked to describe their tourism industry, many reply, ‘We don’t have tourism here!’ In reality, if family members, friends or people from neighbouring municipalities have ever come for a visit or to attend a local event, then tourism is happening in the community. Why does this matter? Tourism can bring economic benefits to the community and improve quality of life. New businesses and jobs, new dollars in the community, new or enhanced events, community beautification, maintenance of local culture, environmental protection, increased local pride, new residents and many other benefits are the result of increased tourism in an area. Brad Tucker, Executive Director of Canadian Badlands Ltd. says, “There is no denying that tourism is a steadily growing industry, with less volatility than many other industries. Tourism is one of the best strategies to diversify local economies, while improving the quality of life for residents.” Recognizing the value of tourism, the following municipalities have joined together to develop a regional Tourism Vision: Towns of Castor and Coronation, Villages of Consort, Halkirk and Veteran, County of Paintearth and Special Areas #4. With funding from the former Regional Partnership Program, the partners commissioned Darlis Collinge from Down to Business Solutions to facilitate the project. An advocate for small communities and rural sustainability, she is working with an advisory committee with partner representatives. Residents representing tourism, business, organizations, municipal government, community development, and citizens-at-large participated in a working session which identified a

regional tourism theme and unique tourism niches for each municipality. The niches build upon local community values, events, facilities, histories, attractions and future goals. “Through this process, we are discovering things we want to experience in neighbouring communities, plus we are seeing our own communities in a new way,” says Sandi Jackson, Castor CAO. Each community has also completed a Tourism Readiness Assessment.

In the final steps of the project, community members will provide feedback to the proposed tourism vision through focus groups and will receive tourism awareness training before a final Tourism Vision and Action Plan is presented to the partners. “Excelling in tourism is a community effort,” says Collinge, “and there is strength in working together with our rural neighbours,” said Collinge.
