Island inspired, locally written books take on ghastly themes Katie Davis

When Hughenden author Lori Knutson and teacher at the Amisk, Ab. school first stepped foot on Prince Edward Island soil 20 years ago, she could not have anticipated her mind would be set aglow with words and ideas that would ultimately lend themselves to her latest book “Where There’s a Will.” The second installment of her young adult series follows the footsteps of “The Ghost of Northumberland Strait” about a young girl’s interactions with a local ghost that changes her world view and makes her contemplate her own evolving morality. Both books are based off Knutson’s experience listening to a ghost tale on the small, time-worn island that gave her pause to consider writing in the voice of a transitioning young adult character. “Someone I was visiting in PEI told me a few of the ghost stories and showed me a property on which it was rumoured someone was murdered,” Knutson said in an interview March 10. “As soon as heard, I automatically thought about writing a story about it.” Knutson said she contemplated penning

an adult-focused novel briefly, but the tale seemed to innately lend itself to writing in the young adult genre. Her protagonist, a 13-year-old girl named Charly, finds herself in the process of self-discovery through interacting with her undead confidante. “The first book [The Ghost of Northumberland Strait] could almost be described as a coming of age story in a sense, where through Charly’s relationship with the ghost she grows into and becomes herself,” Knutson observed. “In the second book [Where There’s a Will] the ghost story continues, but it’s very secondary to the adventure.” Though real-life ghost stories aren’t rare, it was the combination of place and tale that formed the idea to pen a set of novels. Set atop a background of serrated seas, red dusty coastlines and dense green landscapes, Knutson’s books seemed to form in homage to the landscape’s own disposition toward history and natural density. “I think part of it for me is the feeling of history in PEI,” she said. “Visiting West Point, the lighthouse there and long red beach that runs length of north strait where it’s rumoured Captain Kidd buried stolen gold. Coronation Council chats about campsite Katie Davis

News Reporter Coronation Council discussed plans for the local campground during the 20-minute Town Council meeting on Monday, March 10. The discussion item was added by Councillor Keith Griffiths, who mentioned he was talking to Dafoes about the number of people they could accommodate at the campground. “What bothers me is there’s people coming here and we’re letting them

get out of town,” Griffiths noted. “Everyone that gets out of town is not spending money here.” He elaborated upon this point by noting that those who came to camp used town amenities, such as the pool and other recreational and commercial town services, to the benefit of Coronation commerce more broadly. Council discussed that fixing up the campground was a potential business opportunity for local interests. Checking into rates of nearby sites and adding more spots were

also discussed. Griffiths noted that Council would need to formulate a long-term plan for the park to see viable, sustainable change. Ultimately, Mayor Mark Stannard dictated he would make note for CAO Sandra Kulyk to set up meetings and begin to organize this vision more clearly upon her return from vacation.

Doctor update

Council discussed the doctor recruitment issue for a spell toward

the end of the meeting, with Mayor Stannard noting that the Recruitment and Retention committee had spoken with a young doctor yet were not yet certain he would be a sure placement in Coronation. It was noted that the process of relocation would be lengthy, yet Council generally agreed that the strain on the present Doctor in Coronation was worth continued work on recruiting a new Doctor to help moderate the situation.

A columnist in Grande Prairie for eight years, freelancer and published author with the Anglican Church Press, Knutson says writing has informed her way of expressing the stories she wished to tell the world. “It’s funny, I was going through a box of old stuff in closets over Christmas and I found short stories written very similar to much of the content I’ve written about now; 20 years later,” she mused. “The process is a very long one. I sat with those stories and just wrote and re-wrote. They

Consort RCMP, EMS and Veteran Fire were called to a single vehicle rollover of a semitruck hauling crude oil on Hwy 884 south of Veteran on Monday, March 10 at approximately 4 p.m. The belly of the tank broke open and spilled approximately 18,000 litres of oil. Clean up crews spent most of the night cleaning up. The driver of the truck was treated and released by Emergency Medical Services at the scene and had sustained minor bruising from the seat belt. According to the RCMP press release, the investigation is ongoing.

Curler with local ties heading to Curling Masters Katie Davis

News Reporter Jean Quigley, a woman with rich personal and sport-based ties to Coronation and surrounding area, will be representing Alberta at the Canadian Masters Curling Championship March 31 to April 6 in Coaldale, AB. This will be the first time Quigley represents her province at such a prodigious level of competition, which the Throne-area native says is an exciting honour. “I am thrilled to be representing Alberta at a National level,” Quigley said in an interview on Sunday, March 9. “Never did we dream that we’d get a chance to wear Alberta colours so it proves you are never too old to dream.” Quigley has actively participated in curling for many years; her interest was sparked by a personal pedigree rooted in the sport. “My mom and dad used to curl in Veteran so it’s always been in the family, though I didn’t start until I was about 20 years old,” Quigley stated. She said she enjoys intellectual challenges of the sport: figuring out shots and executing them with skill. In addition to the physical and mental demands of curling, her intrigue with playing lay in both it’s playable longevity and social foundations. “It’s a lifetime sport. Unless you get injured, you can play well into your later years,” she said. “I also enjoy the friendship you make through curling; the social part of it.” For her Masters debut, Quigley said she is partaking in a rigourous training regime

to stay physically and mentally alert during the four-week hiatus between the Provincials, held mid-February in Edmonton, and Masters. “I suspect the calibre of play will be good as these are the best players out of each province, so we’re doing lots of exercising,” Quigley said. “We’re throwing rocks almost every day starting next week, as well as regular league curling going on.” She noted the Masters will see her team play nine games in five days, not counting tie-breaks and playoffs. “So we have to be physically fit as we’re not that young anymore,” Quigley quipped. Quigley, who may be known better by those in the area by her maiden name of Gillard, cites her ties to Coronation and Veteran as instrumental in her playability and overall outlook. “I grew up on a farm by Throne and went to school in Coronation,” she said. “I’ve been back to Coronation twice to curl; once in the Oil Wives and once in the Ladies. I always see family and friends when I am back in town.” She said she has fond memories of her time curling during childhood in the area before her playing legacy began. “I remember going to the Veteran curling rink with my parents when I was a kid,” she said. “Back in the day they actually owned their own curling rocks and took them to the rink each time they curled.” Quigley may own a rock of her own - a medal that is - if all goes well at the Masters tournament.

Stettler women’s hockey playoff action by B.J. Avramenko The Stettler Redcore Enterprises Storm had a busy week of playoff hockey, playing three games in three days beginning Thursday, February 27. The first day saw the girls head to Provost for game two of their three game playoff series against the Blades. The Storm came out flying, taking an early lead 16 seconds into the game when Jessie Anderson scored on a feed from Kennidy Fisher. The Blades battled back and Madison Forrester tied the game 30 seconds later. Stettler took a one goal advantage late in the period when Kelsie Litke scored assists going to Jayden Hogg and Grace Chapman. Provost came out hard in the second Kendra Worobo scored her first of three goals 27 seconds into the period to tie the game at two. The Blades took the lead less than three minutes later on a goal by Shandra Strang. Provost took a two goal lead just past the mid point of the period when Lindsay Almberg netted one. Stettler battled back and tied the game late in the period with unassisted goals by Jessie Anderson and Morgan Van Dusen. The Storm were tied on the scoreboard but had two players injured after two periods. The Blades took the lead again on Worobo second of the night half way through the period. The Storm then saw another player injured, resulting in her needing to be carried off the ice. Late in the period the wounded Storm fought back to tie the game on a goal by Jennifer Hallett assisted by Grace Chapman. Worobo completed the hat trick nine seconds later scoring the game winning goal. Ultimately Provost eked out a six to five victory, forcing a game three. Lindsey McKinnon stopped 24 shots in the loss.

The Blades took an early lead when Megan Miller scored just three minutes and six seconds into the game. The Stettler girls Stormed back Miranda Storch tied the game 39 seconds later with the assists going to Jennifer Hallett and Makayla Peters. The Storm then took the lead less than two minutes later on a goal by Kelsie Litke assisted by the dynamic duo of Jayden Hogg and Grace Chapman. Stettler added to their lead with 2:42 left in the first period on a goal by Kierra Scollo assisted by Geri Slemp and Kendra Rusaw . The second period was end to end with both goalies playing exceptionally. Provost pulled their goalie after taking advantage on a power play scored by Kendra Worobo. The third the Blades came out determined to end the Storms season. Blades

player Hayley Wahlstrom capitalized on a Storm turn over tying the game with 12:09 left. Stettler took the lead back with 10:41 left in the game on an incredible individual effort by Kennidy Fisher. Both teams continued to press and the action was non stop. Provost had a late two man advantage but the Storm persevered hanging on to win the game four to three, thus winning the series two games to one. Lindsey McKinnon stopped 23 shots in the victory.

On the road again

Saturday the wounded and weary Storm hit the road to begin round two of the play offs against the Cold Lake Jaguars. The Storm took an early lead when Geri Slemp opened the scoring with a short handed goal less than six minutes in Miranda Storch got the assist. The girls added to their lead on a power play goal scored by Kendra Rusaw, Kelsie Litke got the helper. The Jaguars got on the board with a power play of their own scored by

This newspaper along with Direct Energy and the Alberta Weekly Newspapers Association (AWNA) invite you to help recognize East Central Alberta’s tremendous volunteer spirit with the tenth annual Volunteer Citizen of the Year Award. The nomination period is now open and the nomination forms are available at the ECA Review newspaper and we can email them out as well. Nominations will be accepted until Friday, April 11, 2014. First introduced in Alberta in 2005, the Volunteer Citizen of the Year Award program is designed to recognize the significant efforts of individuals whose contributions make their communities a better place to live. The program is part of Direct Energy’s North American community involvement initiative that donated $75,000 to individuals and organizations in 2013. Volunteerism is alive and well in East Central Alberta. Last year just over 100 nominations were received. The award consists of: $1,000 cash prize to the winner; $5,000 cash grant to the winner’s organization/cause of choice in their community; Recognition of the winner’s achievement through a commemorative award, article and photo to be published in AWNA newspapers across Alberta; $1,000 cash grant to the four semi-finalists’ organization/cause of choice in their communities; Recognition of the four semi-finalists through a commemorative award, article and photo to be published in their respective AWNA community papers. Alberta community newspapers have been telling the stories of exceptional volunteers for decades and we are well aware of the significant positive impact these individuals can have on our neighbours and towns. We are very pleased to help recognize their efforts with the Volunteer Citizen of the Year award. I encourage all our community leaders and our readers to consider who would be a good candidate for this nomination. The Volunteer Citizen of the Year Award is open to all residents of communities in the Alberta Weekly Newspapers Association area. Individuals can either nominate themselves or be nominated by another individual or group. Nominations should be no longer than 750 words and must detail the specific contributions the individual or group has made to improve the community through volunteer service. The nomination must also profile the designated organization and how the organization would use the $5,000 donation from Direct Energy. How can there be peace? Dear Editor, Boy! What an outline on the wrong doings of the Jewish people (“Hope for a Troubled Region,” February 6). The Jews are the illegitimate aggressors in every paragraph but one (17 to one). Then peace is talked about in the last paragraph. How can there be peace when God is not included in the equation? Is He not in control, is He not the one who decides the end of everything? We know many Christians are concerned about the decisions that are being made by their leaders, decisions that are often not in favour of Israel. Recently, several influential countries got together to pressure Israel to make concessions for peace with the Palestinians and if implemented, would result in a division of the land into two states. Few nations are standing firm

with Israel. Canada is a shining example of a country solidly supporting Israel. Many Christians are concerned that their country will be judged by God for it’s actions against Israel. In the first three verses of Joel 3 the Lord says in His word that God will judge the nations that divide the land. But the Jews have many concerned Christians and the Lord behind them, which must be God ordained and vital for our times. There are at least 130 verses that reiterate the truth that the land of Israel has been divinely given to the Jewish people. Genesis 17:8; Deuternomy 4:40; Psalm 105:8-11; Jeremiah 23:7-8; Ezekiel 28:25-26; 34:13; Amos 9:15-11-14; Acts 7:5; etcetera. The Jews were ‘handpicked’ by the Lord for a specific mission. Convoluted presentation of the books means red is the new black

by Derek Fildebrandt is the AB Director of the Canadian Taxpayers Federation This wasn’t last year’s provincial budget all over again but you can be forgiven for thinking so. The government’s convoluted presentation of the books left opposition parties, journalists and non-governmental organizations again banging their heads against the table asking: ‘Are we spending more money than we are bringing in?’ That used to be a very easy answer until the last year’s budget, when Finance Minister Doug Horner presented three sets of books instead of the normal one. This year the government still takes billions of capital spending off the main set of books, and presents an ‘operational balance’ of revenues and day-to-day expenditures only. This number is essentially like your family’s income: less money for groceries,

gas, cell phones and entertainment. That is, income less day-to-day (operational) spending. With an extra billion dollars in health transfers from the feds and optimistic revenue projections, Horner pegs this ‘operating surplus’ at $2.6 billion. But this doesn’t include the mortgage payments, the car loan or the line of credit to pay for home renovations. Families might be getting something important with these loans but they still cost money and have to be paid for. Importantly, families work to bring their mortgage and other debt loads down year-by-year. By contrast, Alberta’s debt load is scheduled to increase year-afteryear-after-year, from $8.3 billion right now, to $18.4 billion in 2015 and $21.6 billion in 2017. Families who only ever grow their debt

How, you might ask, can debt interest payments be rocketing up while the government is running a $2.6 billion surplus? The truth is that what the government calls a surplus, most Albertans would call a deficit. Indeed, red is the new black. Alberta’s total cash revenue is projected to be $42.9 billion in fiscal year 2014-15. Cash expenditures, including the $4.9 billion the government is borrowing to ostensibly pay for infrastructure, push Alberta’s total spending (operational, capital, emergency) to $46.8 billion. That means that the Redford government is on track to run a budget shortfall of $3.9 billion in 2014-15. Politicians might try and fudge the numbers to make themselves appear in a more flattering light. After all, they’re here for a good time, not a long time. But families know better.

Alberta might be a latecomer returning to the debt game, but the interest payments will start to pinch very soon. In 2008-09 the province only spent $208 million in debt interest payments. In 2014, Alberta taxpayers will fork out $781 million. In 2015, this number will reach $1 billion, and in 2016, $1.4 billion. Those billions do not include paying a dollar towards actually reducing the debt. Nor do these billions of extra dollars end up building a single school, paving an inch of highway or creating a single family care clinic. Every dollar spent on debt interest payments goes to bankers and bondholders.

Taking action on farm safety by Carolyn Van Den Heuvel, Canada FarmSafe Advisor Farmers have a reputation for being “strong, silent types.” Growing up on a farm and getting my hands very much dirty alongside my father, I don’t disagree with some of this “salt of the earth” mystique, but I also think it’s time to move beyond the stereotypes. Farms nowadays can be complex, highly industrialized businesses with product to develop and markets to access. But I know you know that already. What you might not know is how important communication is in this new world of complex, production agriculture. When working with producers on developing written health and safety plans, I always tell them that safety policies, standard operating procedures, and other critical workplace safety documents are not worth the paper they are written on if they aren’t communicated effectively to employees and contractors. It seems sensible but it’s harder said than done. The best bet for achieving outstanding communication is to start off on the right foot. Stress that employees are valued and their health and safety is a priority. Ensure they understand the importance of working safely. Ask them about their previous work experience. Did they receive any training? Remember to get copies of any certifications or accreditations they may have for your records. If they are a new hire, check their references to ensure they have a positive safety record. Set a positive example. Make sure your safety policy is communicated to new hires and is posted openly for everyone else to see too. As a farm owner, you set an example for health and safety on the farm. So be clear about your responsibilities and live up to them. Safety is a two way street though.

Workers will invest in a safe workplace if they feel comfortable raising questions, contributing to safety solutions, participating in safety inspections, and openly discussing safety concerns, incidents and near misses. If you make pre-operational checks on tools, machines, and equipment non-negotiable, and insist on providing your workers with adequate safety education and training, safety will become a part of your everyday workplace culture. In the event of a near miss, don’t forget; reflect. Conduct an investigation and ask your workers several questions: Who was involved? Where did the incident happen? When did it happen? What were the immediate causes? Why did the incident happen? And how can a similar incident be prevented? Everyone has a role to play in ensuring the safety of your farm, so cultivate an open, positive working relationship with your employees based on communication and trust.

Sustainability and what it means by the Alberta Beef Producers, February 14, 2014 Newsletter The term ‘sustainability’ is getting a lot of attention in the media these days. A tremendous amount of work is currently underway to help define what a sustainable beef industry is and the parameters in which it operates. The Canadian Cattlemen’s Association (CCA) is leading the charge in this area for Canada’s beef cattle producers and is working towards a definition with industry stakeholders and other organizations invested in the discussion. This effort will help provide important context about the beef industry for consumers, who are increasingly demanding that the food they buy is produced in a ‘sustainable manner.’ What that means exactly is currently up for grabs. Having producer representation at the table via the CCA is important to ensure ‘sustainable beef’ is defined in a realistic way that reflects actual beneficial management practices and the best knowledge from leaders around the globe. This will help consumers sort fact from fiction in the sea of marketing campaigns promoting a vision of sustainable beef that is often uninformed and misleading. With an industry definition of sustainable beef in the works and corporations like McDonald’s announcing a goal to start sourcing sustainable beef by 2016, Canada’s beef producers are likely wondering what all of this means for them, particularly in terms of how it relates to a direct impact to their current operations. The good news is that for the most part, beef cattle production in Canada is sustainable already. For example, the use of technologies in conventional beef production produces more high-quality, safe beef products while using less land, water, feed, fuel and fertilizer, and producing less manure and greenhouses gases. Still, there are other management strategies producers can deploy to help them in their quest for sustainability. Internationally, the Global Roundtable for Sustainable Beef (GRSB), of which the CCA is a member, is finalizing their definition of sustainable beef principles and criteria, as well as hearing from other members and experts on sustainability projects and work that is ongoing to help get a better understanding of what sustainable beef is really all about. The GRSB envisions a world in which all aspects of the beef value chain are environmentally sound, socially responsible and economically viable. In Canada, the newly formed Canadian Roundtable for Sustainable Beef (CRSB) is working towards completing a sustainability assessment headed by Deloitte for the Canadian beef industry. The CRSB was founded by the CCA, and is a national, multi-stakeholder initiative developed to advance existing and new sustainability efforts within the industry. These efforts help to inform the sustainability discussions the CCA is involved in today. Moreover, the CCA has already created the building blocks that will be fundamental to measuring a future definition of beef ‘sustainability,’ including developing beef sustainability best practices that are already currently being utilized on an

increasing level by its producers. The CCA led the development of the 2013 Code of Practice for the Care and Handling of Beef Cattle, an important document which outlines key areas for

developing a sustainable beef practice. The CCA also leads the Beef InfoXchange System (BIXS), an economically viable traceability and information transfer system. Turn to More sustainable, Pg 11

Beef Congress doesn’t disappoint by Linda Bingeman “A small, relaxed but very well run cattle show” was one comment overheard at the twelfth annual Crossroads Beef Congress, sponsored by the Big Country Agricultural Society, at the Crossroads Centre February 15. Some of our exhibitors were local people who attended only the Oyen show, but many also attended Agribition, Calgary

and Farmfair. The day was a huge success as the weather cooperated and a steady ever-changing stream of people viewed the animals brought for the show. Exhibitors were very pleased to have such a large number of prospective buyers view their breeding programs before the start of bull sale season. Turn to Grerat deal, Pg 13

Great deal of excitement Cont’d from Pg 12 Don and Mindy Good, on behalf of the Ashley Good Memorial, created a great deal of excitement in the youth steer show by offering $1000 for first prize and $750 for second place. Youth between the ages of seven and 21 years brought 21 steers to vie for the prize. Greg Pugh of Edgerton had a very difficult challenge evaluating the junior steer and heifer class, as an excellent group of cattle were presented. Five heifers were brought to the competition. Prize money for the heifer class was $600 provided by Bouma Meats and a vest by Mappin Simmentals for first and $300 for second provided by Footprint Farms. During the youth show, the entrants were judged on their ability to show the animals. Katelyn Westerlund judged this. Each first place winner in the junior, intermediate and senior age group received $75 provided by Redwing Farms (Chiliak family). The youth show flowed smoothly due to the efforts of ringperson Clayton Andrew and marshals Jordon Christianson and Bill Smith. The youth who attended the show were offered two opportunities to learn or improve their skills as judges and marketers. Mr. and Mrs. Jay Good brought a number of senior members from their 4-H judging club to conduct a judging and marketing workshop after which a competition was held in each subject. Prizes in these two competitions were provided by VS Truck Works and Energy Dodge. Eighteen pens of two yearling bulls and nine pens of three yearling heifers were presented for appraisal by the spectators and a panel of three judges. The panel of judges consisted of Walter Suntjens, Lori Blake and Travis Foot. A variety of breeds were represented: Simmental, Charolais, Red and Black Angus, Limousin, Shorthorn and Polled Hereford.

Spectators purchased ballots to vote for their favorite pen of heifers and bulls. The pens were paraded through the show ring to allow everyone to get the best view of them before voting. Following the pen show a social gathering with music provided by Carol Hurley and the friendly rivalry of the steak challenge was enjoyed by everyone. Wine courtesy of Oyen Liquor Mart and Footprint Farms was a great accompaniment to the steak grilled by breed representatives on the huge barbeque supplied by Kari Grant - Nortruck. Steak was supplied by the Charolais, Hereford, Limousin, Simmental and Angus breeds. All appeared to be enjoyed by the tasters who cleared their palates with cheese supplied by Doug’s AG Foods. Good food and friendly people provided a great prelude to the announcement of the raffle winner, the door prize winner, the peoples’ choice ballot winner and the pen show winners. One hundred eighty-six of the 200 raffle tickets were sold and to create some extra excitement and suspense 10 semi-finalists were drawn, then eliminated one by one leaving the winner. Rob and Lorna Story of Netherhill, Saskatchewan were the lucky winners of the $4000 certificate to be used towards the purchase of breeding animals from an exhibitor at the 2014 Crossroads Beef Congress. The door prize winner was Vida Van Sickle and the people’s choice ballot chosen belonged to Caitlin Warner. They each received $50. Mindy Good organized a very successful silent auction of donated items. The Big Country Agricultural Society was appreciative of all the support we were given to host this event and would like to draw your attention to our thank you and hope you will support our supporters. See you next year for a bigger and better Crossroads Beef Congress.

Beef Cattle Producers applaud Korea FTA The Canadian Cattlemen’s Association (CCA) is very pleased with the Monday, March 11 announcement by Prime Minister Stephen Harper that Canada and the Republic of Korea have reached a free trade agreement (FTA). Under the terms of the agreement, the 40 per cent Korean tariff on fresh and frozen beef will be fully eliminated in 15 equal annual steps and the 18 per cent tariff on offals will be fully eliminated in 11 equal annual steps. The tariff has been the main impediment to accessing the Korean market since Korea lifted its BSE prohibition on Canada in early 2012, said CCA President Dave Solverson. “For the past few years, Canada’s key beef competitor, the U.S. has enjoyed an increasing tariff advantage flowing from its FTA with South Korea. “Today’s announcement means Canadian beef will be able to once again compete for meaningful access in the Korean market,” Solverson said from Seoul, where he was with Prime Minister Harper for the announcement. The impact of the tariff disadvantage is clear. In 2002, Korea was a $40 million market for Canadian beef and its fourth largest export destination. In 2013, with a growing tariff disadvantage relative to U.S. beef, Canada exported $7.8 million. The Canada-Korea FTA will signal to Korean buyers that they can resume their relationship with Canadian beef and maintain a long-term competitive position. “This is excellent news for Canadian beef producers,” said CCA Vice President and Foreign Trade Chair, Dan Darling. “The ability to get every piece of the animal to the highest value market is

what maximizes prices at the farm gate. “I particularly like that we will be getting an aggressive phase-out on offals that get more value in Korea than they do here in North America.” The CCA thanks Prime Minister Harper and Ministers Gerry Ritz and Ed Fast for their diligence on concluding this file.

Keeping your children safe on the farm by the Canadian Agricultural Safety Association (CASA) and the Canadian Federation of Agriculture (CFA) In the eyes of a child, the farm can appear to be a wonderful playground. Kids are curious and excitable and enjoy running around open spaces, exploring, hiding in unique corners, climbing on interesting looking structures and investigating machinery and animals. But, as you know, the farm can be a very dangerous place, especially for young children who don’t necessarily understand the risks and consequences of their actions and may not be able to react appropriately to dangers on the farm. For that reason, it is up to parents to be a child’s eyes and ears, identifying and controlling hazards and keeping children out of harm’s way until they can safely participate in various agricultural tasks.

Setting Boundaries

For your operation, evaluate the farm and the areas that may pose dangers to children. Look at your farm as if you were protecting your nieces or nephews visiting from the city. Once you have identified child safe zones, establish age limits for certain areas. For example, if a child is younger than 10 years old, they have to stay in the fenced yard area; if a child is 10 to 13 years old, they can join an adult and visit the barn, storage buildings, bin yard, or other designated area. By establishing safe zones on the farm you can help all visitors, family and workers realize what your expectations are for the operation.

While no farm can be completely childproofed, you can create a safe play area for your children. This is a carefully planned, designated location with limited exposure to hazards including traffic, agricultural production and environmental concerns. It should be designated by physical boundaries such as fences, gates or shrubs and include safe, ageappropriate play equipment. Set safety expectations for the play area, establish safe play rules, and ensure your children understand them. Maintain the play area and be sure to supervise your children appropriately. Deadstock handling report presented to Alberta Beef Producer’s by the Alberta Beef Producers, November 15, 2013 Newsletter Alberta Beef Producer’s Deadstock Sub-committee recently presented their deadstock handling report to the Board of Directors. The deadstock issue in Alberta has been a concern since Bovine Spongiform Encephalopathy (BSE) reduced the pickup service from farms for rendering. About 75,000 tonnes of cattle carcasses are produced in Alberta every year. About half of this is picked up for rendering but the rest is left to the elements for disposal. The industry has become somewhat frustrated with this arrangement. Prior to BSE, West Coast Reductions covered most pickup costs due to their ability to produce fats and meat and bone meal that were sold back into the system. Now only fats can be rendered and the rest of the material is classified as specified risk material (SRM) that goes into a private landfill near Coronation and producers shoulder the cost of any pickup. This has meant reduced business for the renderers and a headache for producers. The recent assessment and review dealt with Canadian Food Inspection Agency (CFIA), Alberta Environment, West Coast Reductions and others who could add to the present state of affairs, primarily from a legal point of view. Recent Alberta Agriculture and Rural Development (ARD) literature was assessed and referenced, and advantages and disadvantages of various ways to deal with deadstock, including costs and dealing with SRM, were addressed. Working with huge bales by the Canadian Agricultural Safety Association You see them dotting the rural landscape in freshly cut, satisfying rows throughout the summer and early fall. To the urban passerby, they are picturesque. But to producers, large bales can turn into life threatening wrecking balls if proper handling procedures aren’t followed. Glen Blahey, the Agricultural Safety and Health Specialist for the Canadian Agricultural Safety Association, notes certain factors should be considered when carrying out bale work. “The majority of injuries occur when bales are being placed onto or removed from transport vehicles, or when an operator is lifting the bales incorrectly, either with improper spearing techniques or lifting the bales beyond their centre of gravity. If a bale falls, it could crush the operator or anyone nearby. So handlers need to ensure they are lifting correctly and that their operating space is totally clear of bystanders,” he says.

Safety paramount

Bruce Johnson is the Executive Director of the Farm and Ranch Safety and Health Association (FARSHA). He points out that when transporting bales, operators should ensure their hauling equipment is capable of handling the load and making sure all bales are secure before transport. “Moving and transporting large bales whether round or square requires specialized equipment, usually things go wrong when proper equipment and procedures are not being used or followed,” he says. In 2013 so far, there have been three media reports of men in Canada being killed while transporting bales and another two of men incurring serious injury. In February, an Ontario man was struck by a falling hay bale while handling it with a front-end loader. He eventually died of his injuries. There are four main stages of bale transport, each with their own risks: lifting, loading, transport and unloading. To stay safe, observe the following recommendations.

Lifting

Improper lifting can cause vehicles to rollover or bales to roll or fall off of lifting equipment, putting operators or bystanders at risk. • Ensure adequate operating space clear of all bystanders. • When handling bales, the lift capacity on a front end loader or telehandler must be greater than the bale being moved. If not, the vehicle could overturn. • Always use proper loading systems when lifting with front-end loaders. Buckets should not be used. Double spears work well but beware of single spears. They should not be used unless they are

supplemented with a stabilizer to keep the bale from rotating and giving way, rolling over bystanders or operators in the process. • Always pierce round bales in the centre of the load. If it’s too low it could rotate forward along the spear pivot point, breaking free from handling equipment and rolling onto anyone in its path. Too high and it could rotate back and crush the operator. • Never lift beyond the centre of gravity of a bale. If a bale is lifted too high, it could roll the vehicle or fall off and crush the operator or bystanders.

Loading

Loading too quickly can unsettle already placed loads, creating risks for loaders and bystanders. • Ensure there are no bystanders near the transport vehicle, especially the opposite side of the vehicle being loaded. • Stack bales in a tight, pyramidal format to provide support during transport. • Do not push bales too hard onto the vehicle. This could cause bales on the opposite side of the vehicle to fall off. • Secure bales with straps in both directions as per regulations across most of Canada to protect motorists while on the road.

Call for Expression of Interest to be a Candidate for Participation in Regional Plan Review Panels The Government of Alberta is continuing its work on developing seven regional plans under the direction of the Land-use Framework for Alberta. Each plan provides the context and guidance for land and natural resource use in each region to help achieve Alberta’s long-term social and economic goals based on a foundation of good environmental management. Regional plans are developed in consultation with Albertans and become legal instruments once approved by Cabinet. As such, the Alberta Land Stewardship Act (ALSA) includes provisions for requesting a review of a regional plan or regional plan amendment. To support this review process, the Government of Alberta is creating a standing roster of 14032DA1 candidates from which it will select members to participate in review panels for regional plans once the plans have been implemented. The role of the panel will be to consider review requests and provide recommendations to the Government of Alberta. Candidates from the roster will be invited to participate in panels based on the subject matter of the review and the candidate’s area of expertise. Once the roster is established, candidate names will sit on the roster for between two to three years. The roster will consist of a broad range of stakeholders and as such, individuals with a background or interest in property rights, First Nations, business, environment and rural or urban interests are encouraged to apply.
