PLRD approves several funding requests Bethany Zacharias

ECA Review Reporter The Board of Trustees for the Prairie Land Regional Division #25 met May 1. Several funding requests were approved during the meeting. In order for these requests to be approved, Alberta’s Educational department needs to accept the draw on deferred capital. The funding requests included: the purchase of two additional 36-passenger buses at an approximate cost of $168,000, and the funding requests to upgrade the J.C. Charyk Hanna School kitchen and student lounge area and its Career and Technologies Studies (CTS) shops. The cost of the kitchen and student lounge upgrade is estimated to be $60,000. Renovations to the CTS shops are estimated to cost $280,000. Money from this total will go to offering students training in green technologies, such as: wind, solar and bio-diesel. The board also ratified the four-year framework agreement between the province, the Alberta School Boards Association and the Alberta Teachers’ Association. The agreement includes a zero per cent salary increase in the first three years and a two per cent increase in year four. The agreement also included a one per cent signing bonus that will be paid out in the fourth year. Jennifer Cooper, administrative support for the school division, says trustees expressed concern regarding the manner in which the agreement was negotiated but despite this the agreement was ratified by a 4 - 2 vote. The board also met with MLA Rick Strankman and education critic MLA Bruce McAllister to discuss the Wildrose Alliance Party’s education policy and rural education funding. Spring has sprung with record warm temperatures. Ducks are enjoying the open water and the grass is finally turning green. The board approved the appointment of Young ECA Review/J. Schroeder Parkyn McNabb as external auditor for 2012/2015, with the opportunity for a two-year extension.

Gardening with children what a joy! I n i t i a t i n g c h i l d r en i n to t h e j oy s of ga r den i n g a l l ow s them to discover the treasures of nature, and of course children just love treasure! To create some unforgettable moments with your little ones all you’ll need is a sunny corner of the yard or a few pots, some soil, seeds, and basic tools. If this is your rst attempt, be sure to choose plants that are easy to grow. Beans, peas, radishes, and spinach give quick results that will delight your children. Mark o a part of your vegetable plot or turn over some turf and add compost and topsoil. If you have more than one child, make a small garden for each of them to avoid squabbles. Alternately, make a container garden using clean containers with drainage holes. Place them where they’ll receive at least six hours of sunshine a day. Ensure that your children have their own tools. All they need is a dibble, fork, spade, and small watering can. There is no need for “play” tools; show them how to work the earth with proper tools, just like grownups. Ask your children to make a sign to identify each row of plants. If they don’t know how to print, they could make a drawing of the plant in question. Attach signs to sticks and stake them at the end of each row. Show children how to take care of their garden on a daily basis. To keep it enjoyable, only give them a few pl a n t s to c a r e for i n t h e begi n n i n g. W a ter i n g a n d w eed i n g require perseverance and patience, but children will be motivated as soon as shoots start to appear. And just think of how proud they’ll feel when their very ow n v eget a bl es a r e fea t u r ed on t h e f a m i l y ’s d i n n er pl a tes !

A buying guide for budding gardeners

Unless you’re an expert gardener, you might not nd it easy to make the right choices when the time comes to buy plants at a garden centre. There is such a wide variety of vegetable seedlings and annual and perennial decorative plants! If you don’t have a plant encyclopedia at hand as you browse the greenhouse, you may get lost in the maze of Latin names. A rst piece of advice would be to avoid any plants that don’t look like they’re thriving, as they probably won’t survive the transplantation process. They could also import disease and parasites into your garden.

Perennials

Purchase perennials in the spring so they can have all summer to develop. Before bringing home any plants, be sure to check that the soil in the pot is moist and that there are no weeds or moss on the surface — those are an indication of poor drainage or

masses of healthy, vigorous foliage with good colour. Check for parasites or diseases, such as rust and black spot, as bushes infected with them will never recover.

Shrubs

Foliage is the rst thing to inspect when buying a shrub. Look for good colour, and make sure the branches are evenly distributed and have abundant foliage at the base. Take the shrub out of its pot and check its root system for rotting or parasites.

Lack of care or concern I have just watched the videos and read the articles by Jill Croteau regarding Taylor Argent’s death at Serenity Ranch. They included a short interview with our Minister of Health Fred Horne. I am hoping that the issues of addiction and lack of regulation will now be taken seriously as a provincial and Canada wide problem. It seems to be one of those issues that has no real direction with government controls in place for regulations, policies and procedures. Substance abuse and addiction does not have an age limit nor is there one specific drug causing problems. Lack of control on private rehab centre’s has created a situation where anyone or any group could open their doors and call themselves a rehabilitation centre. Surely this has to be a concern for families looking for help for family members suffering addiction. In the short interview with Minister Horne that is on the videos, he said there is no way of knowing how many private centre’s there are in Alberta. I know that as a citizen I can go on the internet and find lots of information on private centre’s in Alberta and even Canada wide private centre’s. As our Minister of Health I would sincerely request to Minister Horne, that this issue is not one that is swept under the carpet. This is a topic that requires legislation put in place by the government to require all private centre’s to be registered with the government and pass strict policies and procedures, along with accreditation in order to open their doors to people suffering addiction. Annual accreditation would mean that every centre would be inspected before being re-accredited. If the Government had more control over anyone trying to open a rehabilitation centre, families like the Argent’s would not have had to suffer the loss of their son. Families would be able to seek out safe centre’s for the addict in their family. With what goes on at Serenity Ranch, the lack of staffing on a 24 hour basis that

are properly trained and educated, Taylor Argent would never have lost his life. Jim Gray seems to shrug it off and blame addiction for the cause. In fact it was and still is the lack of proper care and supervision for their clients that caused Taylor’s death. Mr. Gray spoke of the thousands of people they have helped, but did not speak of all the clients that have died while in their care and all of the clients that relapsed right after leaving their centre. Any one that is educated in the field of substance abuse and addiction will tell you that there should never be anything accessible to clients that could in any way cause them harm. Serenity Ranch leaves garages and sheds open and clients unsupervised. This is a huge red flag for clients to freely walk into these buildings and have access to everything including things like antifreeze which is the product that killed Taylor Argent, along with the lack of care or concern when he became seriously ill. I am asking Minister Horne to take this seriously and bring this whole issue to the Legislative Assembly. Perhaps the drafting of a Bill with all of the requirements that have to be met before any Centre could open would be the right thing to do for Alberta and across Canada. Brenda Herzog BSc. Michelle Hoover accepted the 2013 4-H Alberta Premier’s Award from Marguerite Stark, Branch Head of 4-H Alberta, at the 56th Annual 4-H Selections Event at Olds College from May 3 - 6. ECA REVIEW/Submitted

To say Michelle Hoover is young and ambitious would be an understatement. This grade 11 student from Delia School is only 17 years old and already has a plethora of prestigious awards under her belt. Just recently, Hoover was awarded the 2013 4-H Alberta Premier’s Award--the most prestigious honour awarded to a 4-H member in Alberta. “I was speechless for about 5 - 10 minutes,” says Hoover after realizing she had won. Hoover’s humble demeanor upon receiving the award doesn’t downplay the hard work she endured to win the award. Hoover and other top 4-H members from across the province had to go through a series of tests and interviews at the 56th Annual 4-H Selections Event at Olds College May 3 - 6 before a panel of judges

adjourned to deliberate and decide who the recipient would be. Hoover also participated in several 4-H clubs in the months leading up to the event. She has held executive positions in her club and district. She’s excelled in her public speaking endeavors and has been a vital participant in her beef projects. 4-H is a youth organization designed to develop outstanding young leaders with marketable skills to succeed in today’s society. Hoover invites youth who are on the fence about joining a 4-H club to simply give it a try. “You can have any experience you want,” says Hoover. “The options of clubs to join are endless.” “You meet people, gain connections, experience and develop skills that employers look for,” Hoover adds. 4-H Canada is celebrating its 100th anniversary this year.

On Sunday there was a bridal shower for Nicole Nychyporuk at the Alliance Rec Center. There will be a bridal shower for Ashley Sacha, bride elect of Rocky Bishop, on Saturday, May 11 at the Community Hall. One more bridal shower on May 26, for Elizabeth Holt, bride elect of Ralph Davidson. Ralph and Beth are getting married June 1. The United Church has been transformed to ‘garage sale’ mode this week for Friday night 6 - 9 p.m. and Saturday 10 to 2. Next week is the annual Mother’s Day Breakfast at the hall. The Legion makes a really good breakfast. The transfer site (dump) will be open on Saturday and Sunday next week and no fees will be charged for using the facility. Gordon McPherson has put his house in Alliance up for sale. Gord is living in Camrose and says that there is a lot more for him to do there. There was a large funeral in the hall on Friday as friends and family gathered to say goodbye to Gerry Hofer. Our new bank courier is Gabor. I met him at Elizabeth’s Hair Salon. Gabor is Hungarian. There was a meeting on Wednesday night at the Multiplex to start plans for July 1.

Intriguing life experiences in India for Gordon and Deb Smith Four months after their arrival in India, Gordon (son of Marcus and Sonja Smith) and Deb (daughter of Don and Evelyn Long) Smith have sent an update of their time abroad. Both attended Veteran School, Grades 1 - 9, and then Coronation School for graduation. Gordon went on to become a chartered accountant and Deb is a school teacher. Gordon is now a partner with the Deloitte accounting firm, who have offices worldwide. Deloitte has sent Gordon to Mumbai, India for approximately three years as Chief Operating Officer (COO).

We lined up about one hour to get through the security for the venue and then sat in 35 degree heat with no wind for about 3.5 hours. We think we can now safely say “been there, done that”. Not something we are likely to do in the near future as the game is a bit boring. Last week we toured the Dhobi Ghat area which is main laundry area of Mumbai. The section employs about 5,000 people who earn between 80 to 120 rupees per day ($1.60 to $2.40), working 16 hour days, seven days a week. They get about one week off per year. It’s amazing that they can keep track of whose laundry is whose. This is also where workers will prewash by hand much of the new brand label clothing sold in India, this being to set the dyes. By way of example, one guy spends his entire day ironing shirts. He irons an estimated 500 shirts a day. When you think of it, that’s about two minutes a shirt over 16 hours. Gordon now has no sympathy for those housewives that complain about having to do laundry (as if he had any before the tour). One interesting devise was a charcoal iron. It uses burning charcoal instead of electricity, quite efficient considering the working environment. The area we live in has

Quality water on pasture improves calf gains A gr i -N ew s There are areas of the province that received higher than normal amounts of snow this winter. When spring actually arrives, and significant melting occurs, sloughs and dugouts could be filled to capacity, and possibly expand beyond their normal size. “Water quality from melted snow is usually very good,” says Barry Yaremcio, beef/forage specialist with Alberta Agriculture and Rural Development. “However, as water moves into dugouts or sloughs, it picks up dissolved salts from the ground and other contaminants which reduce quality. “Manure and urine deposited in areas of dormant grass grazing or swath grazing can also be carried into the dugouts or

sloughs. “With the ground not freezing in some locations of the province, the amount of soil particles carried into the dugout could also be higher than normal.” When turning cattle out onto pasture, it is best to provide offsite watering options so that they can access the water without damaging dugout walls. Wet banks are softer than dry banks. Hoof action loosens the soil and it ends up on the bottom of the dugout, reducing capacity. A lower water volume in the dugout later in the year can result in higher water temperatures. This increases bacterial growth rates and algae blooms can become a problem earlier in the fall. Alberta bred barley a win for growers A gr i -N ew s The first malt barley bred by Alberta Agriculture and Rural Development is now to be commercially contracted for malt. Canterra Seeds and Canada Malting made the announcement that Albertabred Bentley barley will be contracted for malt purposes. Bentley is a two-row barley that is agronomically well-suited to the provinces of Alberta and Saskatchewan. Alberta Agriculture research staff based in Lacombe, worked for many years on the variety, and it was registered in 2008. Bentley’s high yield, agronomic package and excellent quality profile has proven it to be superior to other malt varieties on the market. Now that malt approval is expected for Bentley, the variety shows even more value to growers in the Western Prairies as demand for malting barley is expected

Growing Forward 2 OFFS grant program now open The Growing Forward 2 OFFS grant program is now open - it is multi-species and available on a first come-first served basis. The purpose of the program is to help producers invest in equipment and tracking systems to improve On-Farm Food Safety practices, enhancing producers’ business competitiveness and food safety performance. Under the Growing Forward 2 Food Safety Systems Producer Program, successful applicants are eligible for reimbursement of 70 per cent of eligible activities intended to enhance On-Farm Food Safety. Eligible items could include cattle squeeze, a scale, milk guards, computer software for tracking animal health records and other systems related to maintaining food safety standards within their operations as identified by their commodity specific on-farm food safety program. Cost-sharing with another applicant is not permitted. Maximum payment under the program is $5,000 and you must complete your activities within the government fiscal year in which you apply Heifer Bulls (between April 1 Cow Bulls and March 31 of the Performance & following year). to continue to grow. “The Alberta Barley Commission has been a long-time supporter of varietal research in Lacombe and it’s tremendous to see this announcement,” said Alberta Barley Commission chairman Matt Sawyer. “Bentley is an excellent example of farmer research dollars at work.” Canterra Seeds acquired the marketing rights to Bentley in 2008. “The impact of Bentley barley on the market is going to be substantial,” said Brent Derkatch, director, Operations & Business Development, Canterra Seeds,“This is the first malt variety bred by Alberta Agriculture in Alberta that is going to have a great economic impact for growers. “If he signs a Bentley malt contract, a grower can expect more money going back into his pocket.”

Uncertainty over calf prices triggers interest in Alberta’s cattle price insurance With calving season well underway across Alberta, cattle producers are hoping that high calf prices – fuelled by tight cattle supplies over the last two years – will continue this fall when most calves are weaned and sold. But there are several unknowns and question marks on the horizon that have many producers across the province feeling nervous about where calf and feeder cattle prices could end up this year, says Anne Dunford, an Alberta cattle market analyst. “A lot of the nervousness we’re seeing began last fall when the U.S. drought caused corn and feed grain prices to spike, triggering a major drop in calf and feeder cattle prices,” explains Dunford. “Calf prices fell from a record $1.85/lb in February to $1.55/lb during the fall calf run last year. That price drop resulted from significant losses that continue today for feedlot operators and backgrounders who are shouldering record feed grain costs. The impact of those losses gets passed down the chain, affecting calf prices.” The price drop was a classic reminder that tight cattle supplies – the key driver behind today’s high calf and feeder prices – aren’t the only factor that influence prices, says Dunford, noting high feed costs have kept calf prices in the $1.50/lb to $1.55/lb range this spring. “Those prices could climb higher if moisture conditions in the U.S. turn around and large corn crops are harvested this fall, causing feed grain prices to decline. But, with so many other question marks on the horizon, there are no guarantees.” Dunford points to extreme market volatility and wild price swings that could pose challenges for cow-calf producers who sell their calves at the same time every fall. Consumer demand is another worry. “Consumers are paying record retail beef prices across North America. How much longer they’ll be willing to pay those prices will depend on the economy. That could have a huge impact on cattle prices this year,” she explains. All of the uncertainty has sparked a surge of interest in Alberta’s Cattle Price

Insurance Program (CPIP), that lets producers insure a minimum price for their cattle – protecting producers if prices fall lower while still allowing them to sell their cattle at the highest price. “Participation has tripled in the CPIPFeeder program this year and we’re getting substantially more phone calls and questions about CPIP-Calf which is only in its second full year of being offered,” says Stuart McKie, a field analyst with Agriculture Financial Services Corporation (AFSC), which administers CPIP in Alberta. Until now, participation in CPIP-Calf has been low. “Because calf prices have been so strong, many cow-calf producers didn’t feel the need for price protection, but that’s changing,” says McKie. “Producers are a lot less confident they’ll make money on their calves this year. Many are driving long distances to attend CPIP-Calf information meetings. And every day, about 10 new producers sign up to receive CPIP premium tables which are emailed three times a week to more than 1,000 producers across the province. It’s all because of the drop in calf and feeder prices last fall that triggered payouts of up to $80 per head on CPIP-Calf and up to $195 per head on CPIP-Feeder. The CPIP-Fed, Feeder and Basis-Only programs are still triggering payouts due to high feed costs and other factors.” The CPIP-Calf deadline is May 30, 2013. CPIP-Calf is offered from February to May, and the May 30 deadline to participate is coming up quickly. CPIP-Feeder – for producers who feed cattle to a certain weight before moving them to a feedlot – and CPIP-Fed – for feedlot operators – are both available year round. Rose Wymenga, a cow-calf producer near Leslieville, used CPIP-Calf for the first time last year. “We locked in a pretty high floor price of $1.54/lb at the end of May,” she says, and received a payout when her settlement price ended up at $1.46/lb in the fall. As a member of the Alberta Beef Producers Cow/Calf Council, she now promotes CPIP-Calf to other cattle producers. “We go to quite a

few meetings so we can pass on information about the program. We think having a floor price for our calves is important to cover downside risk and prevent losses. Things often look really good in the spring and then suddenly, whoops, something changes in the fall,” says Wymenga, adding that she plans to use CPIP again this year. “Cattle producers who aren’t happy with the CPIP floor prices and premiums being offered today should keep an eye on the premium tables,” says McKie. “Those prices change daily as markets fluctuate.” He explains the floor prices producers can insure with CPIP reflect variables such as futures markets, the price of barley, exchange rates on the Canadian dollar, and the basis – the difference between U.S. and Canadian cattle prices. “It covers all those risks in one tool.” The flexibility of CPIP programs surprises many cattle producers. “Especially when we tell them they don’t have to sell their cattle to collect a claim,” says McKie. “They can sell the animal later once prices improve. Or if they insure a floor price for November, but, sell their calves at a higher price in August, they can still collect a payout if prices drop and trigger a claim in November, even though they’ve sold the

calves already – as long as they owned the calves for 60 days during the policy.” No minimum number of cattle is need to be insured, and a four-week settlement window gives producers flexibility on when to settle claims. Claims are triggered when average calf and feeder prices at auction marts across Alberta fall below their insured price. “At the end of the day, CPIP is revenue protection that lets you lock in up to 95 per cent of the future forecasted price of Alberta cattle. Sometimes the price you can protect will be profitable. Sometimes it will minimize losses. It depends on where markets are that day,” says McKie.
