Utilities bylaw passed

Utilities ByLaw 1037, which provides for the levying and collecting of charges and rates for water service, sewer service, gas service and garbage service was read three times and passed by council. Water rates went from $55.25 per 3,000 gallons to $55.50 per 3,000 gallons. Over the 3,000 gallons the cost increased $.19/1,000 gallons. ECA Review Reporter The special meeting held by Paintearth County on May 12 was called to set the mill rate for the county, Bylaw 638-15, and was not properly adjourned before councillors started to pack up their things. The third and final reading of the Bylaw was motioned by Coun. Weber and then was opened up for discus-

sion by Reeve George. The bylaw was passed with a 5-2 win with only Councillors Doreen Blumhagen and Rocky Dahmer voting against the bylaw which will see County of Paintearth’’s taxes raise 10 per cent. “In my opinion this county doesn’t have a revenue problem, they have a spending problem,” said Coun. Dahmer during the discussion. He went on to say that this was not

Prairie Land teachers get two per cent raise in draft budget Beth Causley

ECA Review Reporter The net budget has been reduced $450,000 for the 2015-16 school year in order for the Prairie Land Regional School Division (PLRD) to balance the budget while not accessing reserves the PLRD Board heard while discussing the draft budget for the upcoming school year at their regular meeting on May 6. Secretary-Treasurer Sharon Orum tabled the draft 2015-2016 budget for Board consideration and review and the current draft budget will be approved at the next board meeting on May 27. This amount includes a net reduction in staffing costs of $370,000 with the residual coming from other expenses. The majority of the staffing changes impact non-school employees with significant changes proposed in administration and centrally delivered programs. The PLRD will receive an additional $134, 000 in revenue if their projected enrolment growth of 22.5 full-time students is funded. Staffing allocations that were approved at the April 15 meeting include a contingent of 104.68 full-time equivalent teachers (a reduction of .76 FTE from current year administrative time), 28.65 full-time equivalent school support staff not including special needs educational assistants (a reduction of 3.20 FTE educational assistants), a reduction of one full-time position for systems support (central services) and the elimination of two bus routes in the division in the Janna and Morrin areas. A two per cent teacher salary increase was included, putting the average teacher salary increases from $97, 420 for 2014-15 to $102,300 in the 2015-16 budget. All other salary levels were budgeted at the 2014-15 level. The majority of reduction will be made

in the staffing areas but the changes to the budget will impact the service level and the methods in which they are delivered from central administration, career, colony, aboriginal and transportation. The draft outlined that PLRD will be able to address a few key initiatives in the division including re-instatement of the summer work experience program for students with placements, pilot of a Comprehensive Health Program to address staff absences and the creation of a Robotics Program in the ABY schools The final budget is due for approval by May 27 and is due for submission to Alberta Education on May 29 but that might change with the new government coming in. While school boards were told that they couldn’t use their reserves ,the New Democratic Party that was recently voted in might change that and approve boards to use reserves. If that is the case then the government will most likely extend the due date.

Superintendent of Schools resignation

Dr. Wes Neumeier notified the board of his intent to resign his position as Superintendent of Schools. Dr. Neumeier will be retiring from his profession effective August 31, 2015. The Board thanked him for his six years of services as superintendent of schools for PLRD. In total, Dr. Neumeier served PLRD for 13 years beginning in 1991 when he arrived as principal of the New Cessford School in Berry Creek, a position he held until 1995. He then returned to PLRD in 1998 for a three year period as Deputy Superintendent of Schools. Dr. Neumeier has held his current position for six years. He has been in education for a total of 34 years, with 17 years in senior adminstrative positions. The Board passed a motion accepting Dr. Neumeier’s resignation and will be

school policies...the education act is asking us to collaborate and engage our communities and we’re changing policies without the collaboration,” said Marsha Tkach vice-chairperson of the board. “I think we have to look at that.” The board has to be in keeping with the regulations set out in the Education Act by September so policies will have to be approved by then. The board will be presented with the policies by June and then over the next year will make changes through collaboration. Policies will be put on the boards website as draft and board will let communities know they are there. This will allow the public to review policies and give feedback to the board.

Audit Committee of the Board

Each board must establish an audit committee with the implementation of the Education Act on September 1. The committee must, at a minimum, recommend external auditors and review the financial statements and report to the board. These two requirements have been met by the board and adhoc committees but formal committee membership must now be implemented with specific membership. The committee must comprise a minimum of five individuals with at least one member of the business community, one member of the adult learning community and one trustee. While trustees tabled to bring it back for discussion at the next board meeting to give outlines to what exactly the duties of the committee will be. “We have to stick to the basics, what we are required to do,” said Holli Smith, trustee for Berry Creek, adding that the committee would be time consuming and “could be a lot of work” for the people involved in it.

School modernization

The tenders for the J.C. Charyk Hanna School Modernization project have been posted and the walk through with prospective contractors was held on April 23. There were two general contractors and many sub-trades at the walk through. The tenders close on May 13 at which time the general contractor will be selected and notified. The contractors requested a delay in the closing date as the scope of the project was considered too large for an accurate estimate in such a short time.

School councils to be involved

Angie Warwick, trustee for Hanna brought a request from her area’s school council. When aligning policies with the new education act the councils would like her as a trustee to bring the policies to them so that they can understand where the changes are happening within the education act and how the board will be implementing the changes. Policies will be presented in June to the Board and next year they will review two policies every month and then they could be brought back to school councils to review with them. “I still have issue with how we change

ECA Review reporter Clive Baptist Minister Ron Orr won the Lacombe-Ponoka riding in the provincial election May 5 with 35.71 per cent of the popular vote. In the last provincial election in 2012 Lacombe-Ponoka voters elected Wildrose candidate Rod Fox. But MLA Fox, along with Orr Wildrose leader Danielle Smith and seven other Wildrose MLA’s made an unprecedented move last December when they crossed the floor to join the PC Party. Fox later lost his PC nomination in this riding to Peter DeWit. “We began about as low as you can get,” Orr told his supporters May 5 at the Lacombe Memorial Centre, after he was announced as the winner. “Everybody said the party is dead, it’s not going anywhere, nobody is going to make it. We began with our hearts demoralized with what we lost in ways that were a betrayal. We were despised. People were angry over what had happened. We were forced into a campaign with almost no time to prepare and here we are.” But Orr asked his supporters to take the high road and congratulate his fellow candidates when the opportu-

nity arises. “Honour and recognize those who ran against me, Peter and Doug and Tony. I respect them as individuals. We should congratulate them too when we see them and meet them. Let’s be honourable in all that we do.” Orr said the Wildrose party has much to accomplish. “Now the work begins. We have a province that has felt betrayed by its leaders for a long time. We have honest people in civic government who have felt bullied for a long time. We have caring nurses and teachers who are struggling. We have a lot to repair in our province, a lot of dysfunction and a lot of mistrust and it’s going to take a great deal of effort and a great deal of time to build trust and to build hope. “I assure you we will continue to be the official opposition to the fullest of our ability for the benefit of all,” he added. “I truly believe my responsibility is to all the people and not just to the people who voted for me and I will work for them and with all of them.” Orr plans to leave his position as minister at the Clive Baptist Church to dedicate his time to being MLA. Forestburg village council meeting started early No one attended a public hearing that was held at 6 pm, just prior to the Village of Forestburg’s regular council meeting on May 6. The public hearing was to change a land use bylaw to rezone a lot to commercial to accommodate a new hairdressing studio. As no one attended the meeting, council was able to go through the procedure to adopt the change quickly.

Emergency plans

John Lamb and Dieter Langer with Alberta Emergency Management Agency presented to council regarding the roles and responsibilities of council during an emergency. Councils must have a plan in place, according to legislation, especially if the village wants to access government funds. When an emergency is declared the town’s Director of Emergency Management, Phil Ricard would be in charge of all emergency services in the county, to ensure safety of all people, not just those involved in the emergencey

and will be in charge of co-ordinating the services. Langer suggested that the Director of Emergency Management sit down with council on a yearly basis along with organizations like the RCMP, long term care, health facilities and public works to discuss evacuation and emergency plans so they can all co-ordinate services and resources. “It’s also the time to talk about training and exercises that will benefit all involved,” said Langer. When asked how many times a state of emergency is called in Alberta, Langer said that it was around 100, saying that people rarely hear about when one is called.

Financials addressed

Jamie Aicken and Micheal Welch from Grant Thornton LLP presented the audited Financial Statements to council. The village had total expenses of 2.6 million for the year and are in “a good cash position”, according to Aicken, with $2.8 million dollars and about $1 million in reserves.

Weltch pointed out to council that taxes and grants went up $30,000 in the year and suggested to council to keep an eye on them and to stay as current on those as they can. Resident David Carrington came to speak to council about speeding in the

Capacity Building in Schools Initiatives in Alberta, to organize this event as part of a health project following the “Bell Let’s Talk Campaign”, which promotes awareness and conversation about overcoming the stigma attached to mental illness. The students not only wanted to bring awareness to mental health in their school, but also wanted to involve the Cessford, Alberta community. The students wrote up a proposal explaining why they were hosting the carnival, what they hoped to achieve, and provided a budget needed to host this event. Drumheller Addictions and Mental Health attended the event to network with students and families and provided a mental health break activity

station. Cessford, Alberta is a rural community and agencies such as Addictions and Mental Health are over an hour away. Having the agency attend the carnival provided a great service provided and allowed families to meet some of the agency staff who provide services to the Cessford and surrounding area. Participants learned about the importance of mental health, enjoyed a variety of carnival games, participated in activities, won prizes and enjoyed delicious hamburgers at the concession. The day also promoted “Children’s Mental Health Day” as students wore their best and silliest hats for “Hats On for Mental Health Initiative”.

Students were encouraged to wear fun hats to show support for Hats on for Mental Health initiative, a province-wide event to raise awareness of the importance of good mental health. New ball game by Herman Schwenk Well! Well! Well! Who would have ‘thunk’ it? An NDP government in Alberta! As the poet, Robert Service said in his Cremation of Sam Magee “strange things done in the midnight sun.” With this election Albertan’s have stayed true to form. When they decide to change government, they really change it. This change was even more dramatic than when Peter Lougheed defeated Social Credit in 1971. In that election, Social Credit were reduced to the opposition but they still had 24 MLA’s in the legislature. This time the governing PC’s have been reduced to third party Schwenk status from 70 members to 10. No party has ever been returned to power in Alberta after being defeated in an election and I don’t think the PC’s will be either. After 12 members of the Wildrose caucus abandoned the Wildrose Party last fall, the media and the political pundits all said that the Party was in disarray and would no longer be a factor in Alberta politics. It appears to me that the party that is really in disarray is the Alberta Progressive Conservative Party (PC). What a lot of people did not understand about the Wildrose situation was that there was a difference between the party and the caucus. The Wildrose Party did not lose it’s member support. It was twothirds’s of the caucus that made the decision to act on behalf of the members without consultation. The Wildrose Party held their convention in Red Deer a month before those caucus members crossed the floor and there was no indication of a betrayal in the works at that time. The PC situation is much different. Sixty of their caucus members were defeated in an election, which meant that they lost much their electoral support. This situation is much different because the Wildrose party did not win the election but they had 21 MLA’s elected, an increase from the 17 that were elected last

time. Not one of the 12 MLA’s that left the party last fall was re-elected. It has been said that the Wildrose caucus was the most effective opposition that Alberta has ever had since their election in 2012. With an NDP government in power now, they will need to be even more tenacious than they were with the Allison Redford government. There are a number of serious problems that need to be dealt with. The bloated over paid bureaucracy needs to be dealt with, the health care system needs to be patient centered rather than be run by a centralized bureaucracy that hasn’t a clue what is happening on the front line, the property rights legislation needs to be changed so it respects the rights of property owners and not the convenience of government officials, and if the NDP governs true to form, they will add more taxes and still increase the budget deficit and debt. I found the letter, written by Lyle Stuart in last week’s central Alberta weekly newspapers, interesting in view of the election results. Mr. Stuart evidently buys into the idea that the government is not obligated to provide the same basic service to voters in constituency’s with an opposition MLA as they would to a constituency with a government MLA. Following that train of thought, I suppose he now would argue that we should have elected an NDP MLA for Drumheller/ Stetter constituency. In his letter he gives all kinds of reasons why the government needed to spend beyond it’s means, however he does not acknowledge that they were spending over a billion dollars on too many overpaid bureaucrats. All I can say about the election result is that I hope Rachel Notley is as pragmatic as she is smart. She is going to have every ‘off the wall’ environmental and left wing organization hounding her to support their cause. If she caves in to them, Alberta will soon be a ‘have not’ province like every other province that has elected an NDP government.

Student efforts appreciated Submitted The senior citizens in Coronation left with full bellies and were very appreciative of the efforts from the students of Coronation School. Supported by Coronation and District Support Services, 35 students volunteered at the Senior Appreciation Dinner that took place on May 7 at the Coronation Community Hall. The supper was served to 100 seniors from the Paintearth County and area. The event that has been taking place

since 1996 began as a grade 8 Leadership class project and has continued on ever since. It is now headed up by the school counsellor, Trish Kelts. The high school students prepared the meal under the direction of teacher Kaye Hauck. Junior High volunteers helped setup, greet, serve and clean up at the end. In addition each year the school provides some kind of entertainment. This year they had the music festival winners in dance and piano perform for the seniors.

Alix council to release audit report “to the public in a few weeks” Kevin Bradshaw

Alix council received the annual audit report from BDO Canada auditor, Daniel Luymes at their May 6 regular council meeting. An audit tests for significant financial errors and for the methods and procedures that the village council administration uses in their day to day bookkeeping and accounting practices. In the case of a municipality such as the Village of Alix the auditor also tests for the administration following established accounting procedures as

well as compliance with legislation and contractual agreements that the council has signed. BDO Canada LLP gave the village a clean audit, which means they found no material, (significant or major), amounts of money unaccounted for, and that the bookkeeping practices of the village were compliant with legislated requirements. There was a verbal note by the auditor that the Moonwalkers revenue fell short of the projected revenues for the fiscal year. “Copies of the Audited Financial Statements will be available to the public within a few weeks,” explained Bonnie Cretzman, chief adminstrative officer.

The Stettler parade float will have a new place to call home once a new storage shed is constructed at the town’s public works yard. At the May 5 meeting, Stettler town council approved the construction of a new 26’x 50’ shed with concrete floors and four overhead doors at a cost of $47,000. Originally, the 2015 capital budget planned for a three bay shed for an expected cost of $35,000. With the recent overhaul of the parade float, the additional bay will provide protection from the elements and extend the life of the float. The shed will also house things like barricades, Christmas decorations and the steamer and crack-filling machine. Parks and leisure services will have a new mower for the 2015 summer season. Council moved to

purchase a Toro 3280-D for $29,230. The amount was included in the 2015 capital budget. Originally, tenders went out for a high production mower but the only tender received did not meet the required specifications. A request for proposal was sent to local turf mower suppliers as well as Toro dealer Oak Creek Golf and Turf of Calgary. The town received two other bids besides the Toro for a John Deere model at $30,572.44 and a Kubota model at $25,900. Lee Penner, Director of Parks and Leisure Services, told council that after testing the three models and considering specifications of each, staff recommended the Toro. The tender to install electrical service for the Downtown Park was awarded to Bagshaw Electric with a bid of $11,900. Stettler Electric and Ampko Electric also submitted bids of $15,740 and $19,846 respectively. Pathway lighting, mural lighting

Roof to finally be repaired Lisa Joy

ECAReview Reporter The Bashaw Curling Club won’t have to do patch repairs to its leaky roof anymore after Bashaw town council unanimously agreed to fix the problem. Candace Hunter and Tyler Schickerowsky from the Bashaw Curling Club approached council at its regular meeting May 7 with the problem they’ve been dealing with for years when snow melts on the metal roof. When it thaws, freezes and thaws, water drips down the walls, causing water damage. The curling club members have just been patching the roof here and there. “It’s been happening for years,” said Schickerowsky. “It may be a liability issue now.” Candace Hunter told council the curling club wants the roof to be inspected and the issue determined so it can be fixed. “We want it to get looked at before anymore (water) comes in.” Interim Chief Administrative Officer Tony Goode recommended to council that an engineering firm look at the leaky roof of the town owned building, which the curling club rents. But Coun. Lynn Schultz disagreed an engineering company was needed. Coun.

Schultz suggested a local roofer look at the roof first and if he suggests the town needs the expertise of an engineering firm then they could go that route. Mayor Penny Shantz asked if this would be acceptable with the town’s insurance. CAO Goode said it would. Coun. Bryan Gust agreed with Coun. Schultz to have a local roofer inspect the roof first, adding that he experienced the same leaky issues with his metal roof and it was easily fixed. Council unanimously agreed to have Carlson Construction inspect the roof. And since the building is owned by the Town of Bashaw, council agreed the costs should be covered by the town. The expense will be added to the 2015 budget. They also voted in favour of updating the 1983 lease agreement with the curling club.

Request for repairs

Council agreed to send a letter to C.N. asking them to fix the road at the crossing along Hwy 53 in town where the train lights are located. Coun. Lynn Schultz said the road was fine before the track was raised last December and it’s now “atrocious.” Council held a special budget meeting May 13.

Stettler skatepark

Lighting is part of the next phase for Stettler skatepark, according to Mike Lawlor of the Stettler Skatepark Association, who brought an update to town council. Lawlor wanted council’s feedback on whether lighting for the park was something council could support. The usage of the park has skyrocketed and the addition of lighting will extend the evening hours for users of the park. “It’s phenomenal to see the usage,” stated Coun. Darcy Bachman. Solar powered lights costing $3,060 each are the best choice for the park, explained Lawlor. Other communities have used the same lighting with good success. The lighting will also make evening monitoring of the park much easier for RCMP, stated Lawlor.

Beatrice Hannah Lindmark was born September 15, 1928 in Coronation, Alberta. She was the youngest child of six, born to Robert and Beatrice Gilbertson. Mom grew up on the family farm at Silver Heights with her siblings, Joe, Ted, Pete, Jimmy and sister Pat. She went to school in a one room school house one mile cross country from the family farm, Mom and her siblings used to walk to school, rain or shine. The school had a very small attendance but Mom and the other children had a lot of fun playing scrub in the summer, building forts and playing snowball in the winter. They used to join up with the Aberdovey School for their Christmas concerts which were held in the Silver Heights Hall. Mom’s mother played the piano for years for these programs. Harvest was always an exciting time of the year. Mom’s dad and two of her uncles had their own threshing outfit equipped with a cook-car and a bunkhouse, they used to thresh for all of the local farmers. Mom’s love of music and dancing started at an early age. She could remember singing along when her mom played the piano in the evenings or dancing at the local dances. When Mom was done grade nine at Silver Heights School she moved to Coronation to finish her high school. In grade 10 Mom met Bill Lindmark. Dad was a little shy around girls and we can remember Mom saying that for Dad to get Mom’s attention, he walked up Lindmark behind her and kicked her in the butt and that was their first date. Mom finished high school in the spring of 1951 and on October 28, 1951 they were married at the Coronation Trinity United Church. Dad worked for the C.P.R. the first winter that they lived in Coronation. The following spring they moved to the farm north of Coronation. They rented the homestead and land from George Frick and then later bought it and some pasture land from Aunger’s.

to beat Mom in arm wrestling. Mom loved to cook and bake. We can remember always having cream puffs at our birthdays or freshly baked buns after we got home from school. When mom got the urge for something sweet, she would whip up a batch of fudge or candy which we would help her eat.

Career off the farm

When all of us children were attending school, Mom started working at the Brownfield Store and later on she took on the job as librarian at the Brownfield School which she enjoyed very much. She was a very active member of the U.C.W, The Ladies Auxiliary to the Royal Canadian Legion and she was also on the Coronation Hospital Board. Mom loved music and was a member of the United Church Choir and sang for numerous weddings and funerals in the community. With her love of entertaining, she helped form the Parkland Players which put on many humorous skits and plays within Alberta. Lorna Elliott and mom competed in the Performing Arts competition at the Zone 4 Senior Summer Games in 1986 and won first place by singing the song “It’s Hard to be Humble.” Mom had numerous hobbies such as reading, doing ceramics and also teaching it, taking painting classes at Rene Lenton’s and of course, her love of nature. Mom and Dad enjoyed travelling with their friends on holidays to many places throughout Canada and the United States. As us children got older and got married and started having families of our own, Mom was always ready and willing to babysit for all of us. With all this activity over the years and on the road a lot, Dad used to say that Mom was either coming or going. On shopping trips, the girls had a lot of fun with Mom. She had quite the flair for picking out clothing and jewelry. She loved her grandchildren and great grandchildren. Mom always had a special song that she would hum to them to try to get them to dance, which they would to her delight. Whenever we would phone Mom and Dad it was like a conference call, both of them would have a phone in their hands asking how we were doing and of course, wondering what the grandchildren and great grandchildren were up to. It made for some long conversations. Our mother was a very strong-willed and determined woman. She wasn’t afraid to speak her mind. She was great to get advice from when we were having problems in our daily lives. As Mom and Dad got older and Mom’s health started to fail, we were all there to help in any way we could, just like she would have been there for us. As Mom’s life was slipping away, Dad and us kids were all there, gathered around our Queen Bea. Mom passed away on April 29, 2015 in the Coronation Hospital, with all of us by her side. Mom was a wonderful caring wife, mother, grandmother, and great

Mom and Dad were deeply in love and to this union, five children were born; Stacee Alaine in 1952, Arlana Maureen in 1953, William Dallas in 1957, Sheldon Wade in 1960, and Renee’ Lynn in 1962. We were all very fond of music, mostly listening, but some of us would sing. When Renee was older she used to sing with Mom at showers and weddings. As we were growing up we can remember how much Mom loved to have a big garden. She could hardly wait till springtime to plant her garden and flowers. Mom used to do a lot of canning and making preserves in the fall. She loved her flowers and birds and if she saw a bird she didn’t recognize, out came the bird book to refer to. Mom and Dad used to milk cows by hand and one of our jobs as kids was to run the hand crank on the milk separator. The cream that we separated from the milk was stored in cream cans, which were hauled into the creamery in Coronation. The money that we got from the sale of the cream was what Mom used to buy groceries with. Celebration, time of sharing memories at Klaus’ funeral Gordon Douglas Klaus

His parents were Martha and John Klaus. He attended school in Castor, grades 1-11 and he took his final year at Lindsay Thurber Composite High in Red Deer. Gordon was a great athlete and played a variety of sports during his school years. Sandi and Gordon were high school sweethearts. They were blessed with their first daughter, Lisa Marie, on March 19, 1971. Sandi and Gordon were married on April 28, 1972. They began their married life together living on the family farm and farmed together with Gordon’s parents. They were blessed with their second daughter Monica Dale on May 29, 1973. On October 8, 1973, they lost their precious Lisa in a tragic farm accident. Shortly after that they moved to another farm site where they have lived all these years. Gordon had a passion for hunting and enjoyed fishing. He was a real prankster as well! He had the best sense of humour and loved to laugh. The two families continued to farm together for many years until John’s health required him to retire, following which Gordon’s family carried on. Sandi and Gordon were very active Kinette and Kinsmen members and developed a group of very close friends. They became godparents to one niece and one nephew. Sandi and Gordon were Martha and John’s major caregivers and took excellent care of both of them during their golden years.

In the early years on the farm, Sandi and Gordon continued growing the farming operations while raising their young family who were involved in many school activities in Castor. When Sandi wasn’t cooking meals for the hired men or helping Gordon pull calves or hauling grain, she was actively involved in Kinettes or curling in the Castor community. She also cared for John and Martha Klaus in their final years and was a godparent to a niece and nephew. Although this was an exhausting time of her life, she always found time for playing cards, hunting and fishing with family and friends and laughing at Gordon’s practical jokes. As the children grew older looking to start their own careers, Sandi also decided to expand her skills and found a second career outside of the farm at Our Lady of the Rosary Hospital in Castor. She absolutely loved working at the hospital and recently celebrated her 10 year service anniversary.

She was the oldest of six children and raised on a farm north of Halkirk by Big Knife Park. Throughout her youthful years she was a fun-spirited daughter that loved to seek adventure and excitement playing with cousins on the county gravel pit and hay bales. After attending high school in Castor and Stettler, Sandi worked at Alberta Government Telephones as an operator and then worked at Alberta School Hospital in Red Deer. Sandi dated Gordon Klaus throughout high school and in 1971 they had a darling daughter, Lisa Marie. In 1972, they married and moved to the Klaus family farm northeast of Castor. It wasn’t long before they had two more children. Tragedy hit the family on Thanksgiving Day in 1973 when Lisa was killed in a farming accident. Although this accident was

Throughout her childhood years she was a mild-mannered and pleasant little girl that was very active in school sports including pitching for the girl’s baseball team and figure skating. She also worked part-time during high school at Our Lady of the Rosary Hospital. Following high school graduation she attended Red Deer College and achieved her Paralegal Assistant Certificate. Her working career began at a lawyer’s office in Stettler where she used her newly learned college skills. Her most recent employment was payroll administrator at Vortex in Stettler. Here she was greatly respected by her coworkers for her excellent hard work and dedication. Monica had great passion for her career and the people she worked with and was happy to be able to have her best pal Patches accompany her to work. Monica was active in the Stettler women’s golf league for a couple of years. She had a passion for attending country and rock concerts and attended many Big Valley Jamborees. She and Patches would spend many weekends on the family farm

Camiel Doolaege passed away in Our Lady of the Rosary Hospital on Saturday, May 2, 2015 at the age of 90 years. Camiel was born on April 9, 1925 in Oostburg, Holland. He took seven years of schooling and one year of Agriculture College. While there he learned the English language as well. From the age of 14 he wanted to come to Canada. It was compulsory that he serve in the army first and so, off Camiel went to basic training and served in the army in Indonesia from 1946 to 1950. In 1943 he had met a girl that would become his fancy, Margriet. He wrote her letters on a weekly basis, he was puzzled and disappointed she never wrote him back. Her mother was destroying these letters so Margriet never knew about Dooleage them. It was her mother’s hope that Margriet would forget about Camiel because she did not want him taking her daughter off to Canada. That did not happen and they continued to be the loves of each other’s lives. Camiel came to Canada in February of 1951. It took nine days to cross the Atlantic and another five days by train before settling down in Spirit River, Alberta. He worked relentlessly for a few farmers in the area and in August of 1951 was finally joined again with his fiancé

Margriet. It was not long till they were married on August 28, 1951. They then moved to the Castor district and began their journey. He had a passion for raising cattle and excelled at it. Camiel started out raising Black Angus and then made the move to Charolais. Camiel and family also found success with their cattle in the show arena amassing many grand championships and sale toppers. Camiel garnered a lot of respect for his tireless work ethic and his eye for quality, functional cattle from fellow cattlemen throughout the community. Their farm continued to grow over the years and so did their family. The Spruceville Cattle Company and the Doolaege Farming Ltd. were now being run by the boys. On February 22, 1985 they made the move into Castor and began a new phase in their lives. ‘You can take the man away from the farm but not the farm away from the man’. For that Camiel proved correct as he was still a driving force and hard worker, day in and day out on the farm. They did though enjoy and take advantage of some winter travel and summer holidays, seeing much of Canada, Europe, Australia, New Zealand, Mexico, Panama Canal and the United States. On many occasions she would try her luck at riding horses over quadding on cattle drives. She also had a love for photography and took many photos of the farm and family. Monica along with her parents were avid deer hunters and together they would spend weekends looking for the trophy buck. Every year being the sharp shooter that she was, she would fill her tag and gain bragging rights. Monica had a warm heart, great sense of humour and quick wit. They are survived by Sandi’s parents Lowell and Janette Berry; her sisters: Brenda (Murray) Walper, Lana Rose, Nancy Chick; her brothers Grant (Darlene) Berry and Trevor Berry; sister-in-law Wendy Berry; Gordon’s sister Marilyn (Barry) Thomson and brother Robert (Chris) Klaus; their son and brother; 30 nieces and nephews and 18 great nieces and nephews. Gordon, Sandi and Monica will be greatly missed and forever remembered

by their family and friends.

A celebration of their lives was held on Saturday, May 2, 2015 at 2 p.m. at the Castor Community Hall with Rev. Barbara Zimmerman officiating. Loving tributes were given by Marilyn Thomson, Grant Berry, Nicole Thomson and Robert Klaus. Veronica Weber, Rosa Weber, and Barb Campbell led in the ministry of music. The family and friends shared a tribute in pictures by Nicole Thomson. The interment took place in the Castor Cemetery where Gordon, Sandi, and Monica were laid to rest beside their daughter and sister Lisa. A time of sharing and fellowship took place in the Hall with the luncheon prepared and served by Ann Michielsen. Memorial contributions may be made in memory of the Klaus Family to Our Lady of the Rosary Hospital Foundation. considered part of psychology. There are populations of house wrens that migrate north and there are populations of house wrens that do not migrate north but stay in the warmer climates. They are finding and documenting that there are differences in their songs. The wrens that migrate have a more vibrant, colourful song. The obvious question is why but also they are wondering if they are documenting what will in time become two separate species. Brinkman will be continuing his work in this area over the summer.

Grew up in police family by Dustin MacIntyre Coming from a police family, I have always held the job of a police officer in high regard. Ever since I was a child, I admired my father’s role as a police officer in our community. Everything from his demeanour and charismatic way with people to his sharp looking uniform. Through my father, I learned that the police officer’s job was MacIntyre suitable for those that appreciated continuous learning, had a genuine desire to help others and were determined in their work. As I grew older, I learned

that there was more to policing than having a good head on one’s shoulders. That in order for a police officer to perform at their best, it was imperative that they maintained a proper workout regimen. The RCMP Depot Division Training Academy based in Regina, Saskatchewan, has a six month training program that pushes each cadet to reach his or her physical best. During my time at the Training Academy, there were 10 troops on base with 32 cadets each. Every year the Academy holds Olympic style summer and winter games, which consist of a variety of sporting events that all troops on base compete in. Within those games, there is a competition called the “Toughest Cadet” which consists of running, swimming, weight lifting and several physical obstacle courses. A single cadet from each troop is chosen to represent

their troop mates in a competition to determine the Training Academy’s “Toughest Cadet”. I was elected by my fellow troop mates to represent them in this challenge where I ended up winning and was crowned the Depot Summer Olympics Toughest Cadet. I was very honoured to learn that the competition winner was presented with the RCMP McNeil Shield of Excellence challenge coin, which is a recognition piece for a special achievement within the RCMP. It was a very proud moment for me and one I felt that I could share with my father, Wayne MacIntyre, who is the former Deputy Chief of the Charlottetown Police Service in Prince Edward Island. During my graduation ceremony at the Training Academy, my father had the opportunity to present me with my RCMP badge. In exchange, I handed him the challenge coin and thanked him for inspiring me to fulfill my dreams to follow in his footsteps and become a police officer.

Dangerous job worth it by Lois Perepelitz When a police officer is killed in the line of duty the whole country will stand up and show their respect and support for the men and women who take on the dangerous job of protecting us. This is great but I think they deserve this respect and support every day. They start their shift by putting on their belt and loading it up with the radio, duty pistol, and magazine of extra bullets, plus handcuffs, baton and pepper spray, then they put the vest on and it all adds up to approximately 30 pounds of Perepelitz extra weight that they will be carrying for the whole shift. Just writing that makes my back ache. A lot of their shift is spent patrolling and answering calls; the rest is spent doing endless paperwork. Every call has to be documented and even arresting and charging a person with impaired driving results in tons of time consuming paperwork. A day on the job can mean getting cursed at, screamed at, hit at, kicked at, spit at and yes even shot at. Then there are the fun days when they get to do things like clean the cruiser after a drunk has barfed in it.

Days like these might seem horrible to us but to a police officer it is just part of the job. A really bad day for them is when they are called to an accident where they have to dig through a mess of tangled up steel to find the bodies. This is the worst because then they have to go to someone’s home and tell them that a loved one is gone because some idiot thought he could drink then drive, or that he/she was such an expert driver that they could text and drive at the same time. How many of us would be able to do that, not once, but many times in our life? It all makes a person wonder why a person would want that job. When you ask a police officer that question they will tell you that they do it for the good days. The days when they get even one drug dealer off the streets, when they see a youth in their DARE program turn away from drugs, or even when they do something as simple as giving a seminar on how to protect yourself from something like fraud. By giving us the weapons of knowledge they are protecting us. Protecting the people in their community is their job, when they can go home at the end of shift knowing that they have done that, well, that is a good day.

Power Team comes to Coronation Beth Causley

ECA Review Reporter Atco Gas and Atco Electric have teamed up to produce Power Team: Origins of Power Woman for ATCO Energy Theatre. The production teaches young children lessons about the safe use and benefits of electricity and natural gas. The high energy play uses song and laughter to aid in learning and is offered free-of-charge to elementary schools in 31 communities across central and southern Alberta in communities served by ATCO Gas and ATCO Electric. The show was in Castor at Gus Wetter School in the morning of May 5 and in the Elementary students at Coronation School watch as Meghan McKinstry, tyler Pinsent and Madeline afternoon at Coronation School where Knight act out a scene in AtCo Energy theatre’s production of Power team: origins of Power woman grade 1-6 students were entertained and on May 5. Last week we reported on Dan Kinakin’s grade 6 social studies class at Coronation School who are studying democracy and focusing on provincial government. The class gave presentations about the different parties, their stand on issues and how the parties would deal with the issues. The class then held elections on May 5 that had 21 voters. Progressive Conservatives were the winners with 13 votes, New Democratic Party had four votes, Wildrose had three votes and the Liberal Party received one vote.

Impaired driving enforcement priority With the RCMP noticing alcohol consumption as a factor in some of the collisions they have responded to over the past several months, they have consulted with community stakeholders and have determined that impaired driving enforcement will be a policing priority for this year, with the hope that they can effectively address it before it becomes an increasing trend. Sgt. Darcy McGunigal, Coronation Detachment Commander says that the blood alcohol concentration limits were last updated in Alberta in July 2012. This includes: • the Alberta Zero Alcohol Tolerance program where Graduated Driver Licensing (GDL) drivers face a 30 day suspension after any alcohol consumption • the Alberta Administrative Licence Suspension program where drivers who are charged with impaired driving face a licence suspension which remains in effect until their charges are disposed in court • and the Immediate Roadside Sanction program where drivers with a blood alcohol concentration over .05 mg per cent face a three day suspension for first offence, 15-day for second offence or 30-day for third offence suspension. For driving under the influence repeat

offenders, a judge can order an ignition interlock device (IID). The IID is also known as a breath alcohol ignition interlock device (BAIID) and is a mechanism, like a breathalyzer, installed on a motor vehicle’s dashboard. Before the vehicle’s motor can be started, the driver first must exhale into the device; if the breath-alcohol concentration analyzed by the device is greater than the programmed blood alcohol concentration (which varies between countries), the device prevents the engine from being started. An ignition interlock interrupts the signal from the ignition to the starter until a valid breath sample is provided that meets minimal alcohol guidelines. At that point, the vehicle can be started as normal. At random times after the engine has been started, the IID will require another breath sample. The purpose of this is to prevent someone other than the driver from providing a breath sample. If the breath sample isn’t provided, or the sample exceeds the ignition interlock’s preset blood alcohol level, the device will log the event, warn the driver, and then start up an alarm (e.g., lights flashing, horn honking) until the ignition is turned off, or a clean breath sample has been provided. A common misconception is that interlock devices will simply turn off the

Henderson on verge of golf stardom by Bruce Penton Canada’s best female golfer is one of the hottest commodities in the sport these days but Brooke Henderson is still getting the cold shoulder from the Ladies Professional Golfers Association. Only two LPGA stars, Lydia Ko and Lexi Thompson, have won professional tournaments at age 17 or younger, and both almost immediately received a free pass to LPGA membership, with the age limitation (18) being waived. Henderson should be next, but LPGA commissioner Michael Whan continues to say ‘no’ to Henderson’s requests for a special exemption. Penton Her breakthrough seems to be imminent. The native of Smiths Falls, Ont., plugs along, playing occasionally when she is allowed, dominating at times, competing on at least equal basis with the world’s best. Last year, at 16, she finished 10th in the U.S. Open , which earned her an automatic berth in this June’s Open. Legislature: Back to work! by Rick Strankman MLA, Drumheller Stettler After the recent provincial election, a few Wildrose colleagues and I discussed how it’s not possible for voters to make a mistake when it comes to marking ballots at election time. Elections reveal what people think. Almost 16,000 people in our Drumheller-Stettler riding cast ballots. Another 9,000 could have voted, but for whatever reason, didn’t. Province-wide, just under one and a half million people did mark ballots. Another million or more were eligible. They didn’t vote. It’s interesting that they didn’t because in every election, the margin of victory in many constituencies is so small that eight or 10 thousand votes going one way or another could shift more than a dozen ridings from one party to another. Small numbers of voters can have enormous influence. In one southern riding, the Strankman candidate won by only 12 votes. In our own riding of Drumheller-Stettler, the vote was 48 per cent for Wildrose, 34 per cent for the PCs, and 18 per cent for the NDP. As the Wildrose candidate, incumbent, and now MLA, I want to express my sincerest thanks to every person who did exercise the right to vote. Those of us involved in the Wildrose campaign worked hard. We also had lots of fun and enjoyed great times of laughter and friendship. When the election was called, the Wildrose Party held five seats in the legislature. In this new session we will hold 21 seats. We are hoping that voters in the Calgary riding vacated by Jim Prentice might choose a Wildrose MLA as well. A by-election will be held in the next few months. Overall, Alberta voters determined that Wildrose will be the official

opposition. It’s a responsibility my colleagues and I take seriously because it’s an important part of good government. We will undertake this duty with the utmost diligence. My sincere and best wishes to local candidates

Central Alberta school boards concerned about provincial PC budget impact by Submitted At the April 27 Alberta School Boards Association’s Zone 4 meeting in Rocky Mountain House, trustees of Central Alberta School jurisdictions joined others in

raising concerns about the impact of the March 26 provincial budget on their local communities. Representing one of the fastest growing areas of the province and the diverse rural

Standing up for families with tax reductions by Kevin Sorenson, M.P., Crowfoot Last October, Prime Minister Stephen Harper introduced the Low-Tax Plan for Families, which will provide benefits to 4 million Canadian families this year. Low and middle-income families will receive two-thirds of the overall benefits provided by this package. First, the new Family Tax Cut is aimed at couples with children under the age of 18, where one spouse is in a higher tax bracket than the other. Transferring up to $50,000 of income from spouse to the other can lower a family’s overall tax bill up to a maximum of $2,000. Second, we have enhanced the Universal Child Care Benefit (UCCB). Our government is increasing the UCCB for children under age six. As

of January 1, 2015 parents will receive a benefit of $160 per month for each child under the age of six – up from $100 per month. Parents will now receive $1,920 per child, per year. We are also expanding the UCCB to children aged six through 17. As of January 1, 2015 these parents will receive a benefit of $60 per month for each of these children. This amounts to $720 per child, per year. Next, we are increasing the Child Care Expense Deduction limits by $1,000 for the 2015 tax year. You or your spouse may be able to claim a deduction for expenses incurred for someone to look after your child so that one of you can work or go to school. Lastly, we have doubled the Children’s Fitness Tax Credit from $500 to $1,000 per child, starting in the 2014 tax year.

In the recently tabled budget, boards experiencing growth will not be able to use reserves to fund the increased number of students. As a result, those boards indicated class sizes will increase and classroom supports will decrease. Particularly affected will be vulnerable students such as English Language Learners and those with special needs. Depending on the school division, other areas that could be impacted, regardless of whether student enrollment increases or decreases, include maintenance, custodial and transportation services.

The County of Paintearth is seeking a dynamic, knowledgeable Heavy Duty Mechanic to join our shop mechanical team. The successful individual reports to the Shop Manager. This individual will be responsible for commercial vehicle inspections, maintenance and repairs on all County equipment in the shop and in the field. The County of Paintearth No. 18 has a comprehensive benefits plan and participates in the Local Authorities Pension Plan. The salary grid is between $73,777 and $90,729 per annum. Approved over time premiums Qualifications: • Certified Alberta Journeyman Heavy Duty Mechanic • 5 to 10 years minimum experience in maintenance and repairs to road building equipment, road maintenance equipment, farm equipment, light and heavy duty trucks and ABS and air brake systems • Strong writing and organizational skills • Excellent communication and interpersonal skills, and ability to deal effectively with people • Computer skills in Microsoft Office software • Working knowledge of Pro-link NEXIQ software considered an asset • General knowledge of Alberta Occupational Health and Safety Regulations • Current certification or willing to obtain certification in: 1. Recreation Report. It was reported that hockey registration for the 2015/16 season will be $150. It should have been recorded that there will be a $150 late fee for hockey registrations received after the deadline.

Higher water loss

Speed bumps will be placed at the playground on Parkview Drive. Councillor Nelner made a motion and council approved the speed bumps and will be revisiting the situation in four weeks.

The water and gas reconciliations to March 31, 2015 were presented to Council. The gas system experienced only a slight loss in March. The water system loss was higher again in March, however, compared to last year at this time the town is seeing significantly less losses.

The Fire Departments’ radios are still not working properly. Councillor Zinger suggested that the Town contact Communications Group to assess the fire radio situation and council agreed to do so.

Council passed a request allowing used cars that are for sale to be parked along the Industrial lot to the east of the community hall. After a discussion on the issue, Councillor Zinger moved that the Town not allow cars (for sale by owners) to be parked on the Towns’ industrial lots.
