Trustee Holloway When making her motion in favour of Option 2, Karen Holloway argued that Option 1 rewards “a school that should have made staff adjustments two years ago and penalizes another school that did make decisions at the appropriate time”. When asked which schools she was referring to, Holloway said, “Coronation and Brownfield.” “Coronation will have to deal with their deficit some way or the other,” said Holloway. Reserves should be used by schools to provide additional programming. In her concluding remarks she expressed concern about “the optics of $185,000 being transferred into our biggest complex (Stettler).”
Trustee Cassidy Yvette Cassidy supported Option 1 arguing that she is more comfortable with a budget developed by the people closest to individual school situations, rather than Trustees. “If we are a division of schools, let’s take money and spread it where it’s needed,” said Cassidy. She feels Option 1 is fairer and there’s lots of room to help each other. Cassidy noted that extra money is being transferred to Big Valley from money earned primarily by Stettler schools to assist with costly bussing issues in Big Valley. Cassidy also spoke out against school-based reserves, many of which are over the five per cent threshold recommended by the Board. “Maybe principals would feel a little more confident in using their reserves if they knew the board would be there for them when the unexpected happened.”
Trustee Simons “One day the argument is grants should be distributed the way they are generated, the next day the Board does as it sees fit,” said Peter Simons. In both Options, “we’ve taken $300,000 from Equity of Opportunity grants (of which $150,000 was earned by Stettler students) and moved it into transportation which primarily helps students outside of Stettler.” Yet in Option 2, the Density Portion of the

Equity of Opportunity Grant (which is earned only by schools outside of Stettler) is being given only to schools that earn it. “Grants are provided for the division,” said Simons. “That’s why money generated by Stettler kids is being used to fund rural transportation.” Simons could not support Option 2.
Trustee Dittrick “When we talk about a school (Coronation) that did not make staff changes quick enough, is that fair?”, asked Patti Dittrick. “The superintendent advised the board regularly about the Coronation situation, yet the board did nothing about it.” Clearview School District’s goal has been to keep as many people in front of students as possible because it’s proven to show better outcomes. Dittrick also reiterated a number of times her concerns with cash reserves accumulating within individual schools. Derrick did not believe Option 2 balances the
needs of the district and could not support it. “When we first started talking about the budget, it was agreed everyone was going to share in the pain, but I haven’t seen the sharing of pain in the same way at Central Office”, said Dittrick.

ECA Review Reporter Friends and family of students took part in a night of fine food, elegant music and dramatic flare at the Prairie Christian Academy’s (PCA) 5th annual Fine Arts Gala on Thursday, April 25 in Three Hills. Upon walking into Mount Olive Church, where the event was held, guests were greeted by soft piano music and a display of various art projects by students. While dinner was being organized appetizers consisting of salmon mousse tartlets, tomato and basil bruschetta bites, marinated mozzarella pinchos and nutty cucumber rounds, were served by students and teachers. Throughout the evening, parents and friends watched various band performances and drama productions with the high school choir finishing the night off. The evening was a success according to head coordinator Teresa Schalm, who
New president for Wildrose Constituency The annual general meeting of the Drumheller/Stettler Wildrose Constituency was held in Stettler in March. Guest speaker was Joe Anglin MLA for Rimbey, Rocky Mountain House and Sundre who gave a great presentation in regards to the transmission lines. MLA Rick Strankman addressed the crowd and fielded questions from the floor. A new executive was elected lead by the new president, Lisa Hansen-Zacharuk. Lisa is a current counHansen-Zacharuk cillor for the Town of Drumheller, restauranteur and Vice President of the Drumheller Stampede and Agricultural Society. There are things from paints and paintbrushes to different kinds of paper. And artificial fruit for still life to a field trip for the drama group,” Schalm said. Randy Wood, principal of PCA said fine arts is a very important part of a Christian school program, so they have a lot of ways students can get involved in the arts such as band, choir, photography, yearbook, drama and art. Wood said the purpose of the event was not only to raise money but also to give students the chance to show what they can do. “There are some expenses that really aren’t covered directly by the way school is funded so in order to enhance that program you have to bring in some addition funds. And this is one of the ways we do that,” Wood stated. “It gives a chance to showcase what the kids are able to do, parents and grandparents love to see that, and at the same time we do some fundraising so its kind of a dual benefit.”

Exams pull down a student’s marks Dear Editor, Every year we see the results of the 50 per cent Diplomas hit Alberta students. (See ‘Hanna Grade 12 students punished’ April 18 issue). Archaic Alberta is the only province who has Diplomas count as 50 per cent. British Columbia stopped giving Diplomas in 2011, Ontario dropped them a long time ago and Saskatchewan never had them, and somehow they all produce plenty of smart university grads, doctors, lawyers, veterinarians and so forth. Why is Alberta so far behind on this? Every year our kids get slaughtered at Diplomas, still we see no change, instead we have to pay to have our children upgrade at College before they can go on to their chosen careers. Alberta is proud of its “superior” education, but so proud they aren’t asking the right questions? Why do we have the highest dropout rate in high school and the lowest transfer to post-secondary institutions. But hey, lucky for us we have Diplomas that count for 50 per cent. So students that can be on the honour roll from Grade 7-11 miss out in Grade 12. With the added bonus the Government doesn’t have to fund the Rutherford scholarship in Grade 12. University of Saskatchewan decided that Alberta’s diploma exams in fact do not tell the whole story of how well a student did in high school. So, when deciding whether to admit an Alberta student, they will now look at all three, class work, diploma exams and the combined mark and take whichever is the highest. That is how they are determining who gets scholarships. Any parent
Floored by exam content Dear Editor, In response to the letter written by Mr. Clint Hutton (April 18 issue) regarding the Grade 12 diploma exams in the April 18 issue of the ECAReview, I would like to shed a different perspective on the situation. Diploma exams were originally designed to “level the playing field” to ensure that all students in Alberta were capable of the same level of competency if they complete the Math

with a student in high school knows how important marks are. A teenager with good marks in class all year can see his average drop after those exams just enough to be denied from a competitive faculty like engineering, nuclear medicine or whatever they wish to go into for a career. (Hopefully Alberta universities and colleges will follow suit when they are competing with students that have no diploma marks.) The exams pull down a student’s marks making it less likely for Alberta students to graduate with an A average. Of course, there are always students who do brilliantly on exams, but they are exceptions to the rule. In lots of cases, these diploma exams, that no other students in the country have to write, lower marks of lots of smart students by a few points and that can make an enormous difference on whether they get into medical school or engineering or other careers. We have real issues with standardized tests. The affect it has on a 17-year-old is enormous and the mark can affect a student and their selfesteem for the rest of their life. The government recently cut spending for our children’s education, forcing many rural schools to do split classes. That means students with diploma exams counting 50 per cent will have to be taught with another course happening at the same time. Math 20-1/30-2 or Math 20-1/30-1 and so forth. Stettler Legion undergoing a coup Dear Editor, The Legion has been in Stettler for years, started by our returning Veterans and carried on by relatives and caring people. Ceremonies were carried out, bereavements and general good comradeship. The Legion was a place where people met and good comradeship prevailed with eats, drinks and games all for the entertainment of the members and visitors. This Legion, along with other branches, collected monies for our Vet’s or others in need to improve their lot in life. The Legion in Stettler carried on for years and with meat-draws, Chase-theQueen and other fundraising activities and was able to keep up repairs, utilities and other expenses and have some reserves in the bank. The members of the Legion attended ceremonies throughout the area including funerals, parades and a host of other activities. The Legion elects people to a committee for decision making and along with the other members strives to keep the Legion going. Recently due to some unforeseen hardships it seems Command was approached to assist until the Legion could catch up to big costs like a major roof repair but it is
understood there was a plan in place and the roof repairs were already carried out. At no time did it seem the Legion would have to close the doors. The members could not have foreseen the actions carried out by Command and it is believed most of the members are still in shock. Command being the ‘over-all bosses’. A high ranking Official in Command called a general meeting and informed members there seemed to be some problems in the Branch’s operation and there were clauses in the Legion By-laws that allowed Command to take over with no questions asked. Command came in like barn-burners and took over every aspect of the Legion. They ousted the elected members that form a committee to oversee operations in the Legion and this was carried out some two months before the Branch elections. The operation of the Legion was put in the hands of three unelected members and through these strong arm tactics one can see members not volunteering, losing faith and quitting. The next move supposedly carried out by Command was one of proceeding to the Bank and taking over all funds and assets
that belonged to the Branch. This was carried out without the knowledge of the three members with signing authority and one wonders if this is legitimate. They absconded with all funds and assets and Branch members will never know the amount of money withdrawn at this time. The members were informed that Branch #59 in Stettler could carry on programs, but with no money how are purchasers for meat-draw, Chase the Queen, alcohol and confectionaries to be purchased? Command did inform us there would be a General Meeting at the Legion in the future to inform us if the building was to be sold and the monies from the sale would no doubt end up in Command coffers. Our Veteran’s fought through two World Wars paying the supreme sacrifice so these strong arm tactics would cease and desist. Spring runoff from the north end of Provost broke through a culvert very quickly the morning of Sunday, April 28. The culverts diverted the water right through the town and flooded many yards. The Grove family stood in their newly landscaped yard that was totally underwater. Doubting my desire to teach diploma subjects Cont’d from Pg 5 So what are they testing – content or the ability to take a test? The “mark” goal of diploma exams is to have an overall average of 66 per cent meaning that if the student body of Alberta achieves a mark higher then the diploma was obviously too easy. Test questions which result in a 100 per cent achievement level are deemed too easy and are thrown out instead of looking at them as a “hey, I got that!” At least one question is written so that only 10 per cent of the student body will be able to answer it correctly. When the “designing” of the diploma is such that it trips up the
student instead of augmenting and boosting their cumulative learning skills, you wonder what is going through the minds of people writing these exams and the government bodies approving these exams. Students have lost entrance scholarships, Rutherford scholarships and Academic Awards because they had a bad day, were stressed, are terrible at test taking, ran out of time or didn’t understand the questions being asked. I feel for Mr. Hutton’s daughter because I, too, teach Math 30-1 and was floored at the content on the exam and its total irrelevance to what was in my curriculum – so floored

that I am seriously doubting my desire to teach diploma subjects. Yet the response from the (PLRD) was absurd. Students shouldn’t have to retake the course – and in fact they do not have to. They just walk into the writing venue on the June test day and retake the test – as many times as they want for a $25 fee. There are online courses available for students to relearn the concepts on their own and weekend diploma cram sessions students can enroll in. The whole idea of students needing to retake the course stems from the fact that it results in more money for the division.
The glimmer of hope we do have, in regards to diploma exams, is that some universities are looking only at the student’s school awarded mark and not the diploma in determining acceptance to their faculties. The villain of the piece is the author himself Cont’d from Pg 6 While there are many autobiographies in which the author paints him or herself in an unflattering light, there is almost always an escape clause of some sort - a way of writing that says, “What I did was pretty terrible, but it was also kid of clever, wasn’t it?� A wink, so to speak, to the reader indicating that of course the author is being self-deprecating and wasn’t nearly as bad as he or she seems. There is none of this in McGregor’s book. It is stark honesty and the villain of the piece is himself. Which isn’t to say that there aren’t a few minor villains who appear, and since they are all local people, most of whom are still alive and well, the first question I had to ask McGregor was, “Do you have any friends left?� Although not a man who looks like he laughs easily, he chuckles at the question. “Well, I thought I’d have some enemies here, but it’s been well received.� Of course, its only been out for a while. There’s still time for retributions. The book was three and a half years in the making, but it was prompted, as was so much in McGregor’s life, by tragedy. “What started the book was when my brother-in-law got killed when his motorcycle hit a moose. It hit me pretty hard. I was sitting in a motor home at the funeral and there was a blank journal my daughter had bought for me. I’d wanted to write a book since I was a teenager, I guess.� The beginning of the book came relatively easily. “I started writing in this journal and the first chapter came. I wrote quite a bit. And then you get into those blindspots. And then I just started telling the story of the family. I got into more of me and what had happened and the ups and downs of the oil patch and the ups and downs of the bi-polar, and they fit together.� I say that McGregor is the main villain of the book, but in reality the bi-polar disease from which he suffered for so long without diagnosis is a more subtle and and destructive villain. “The bi-polar thing I thought would be a good thing to put in there, that anybody else who read it would have more of an understanding of it than I ever had.� It wasn’t until he went for rehab several decades ago that the truth came out. “There was a nurse there from a psychiatric hospital and she picked it up right away. She told me I didn’t have as much of an alcohol problem as a bi-polar problem. Or a manic-depressive – it wasn’t called bi-polar then. “I didn’t like the sounds of that. The medical doctor I had was working with this nurse at the hospital, so he had a good understanding of it. And he started me off in the right direction. Lithium. But the mistake he made was saying that in your late 50s and 60s you’ll no longer have that problem. But he was wrong.� While the diagnosis helped to a degree, it wasn’t the solution it might have been in a TV movie-of-the-week. “There were ups and downs there too. I went back into drinking again. And the drinking and the bi-polar don’t mix. It took a tragic accident before I realized that I couldn’t do this anymore. That was a car accident I had.�
That too is in the book. The book is essentially framed in chronological order, but there are also themes to each chapter, such as “Poor, Poorer and Poorest,� “My First Bus, Love and Dog,� and “A Friend, a Cop, a Mentor and a Tormentor.� In addition, the paragraphs and chapters are often very short - almost choppy. “The book, A Million Little Pieces by James Frey – I really liked that book and the way he did it. The sentences were short. Only one word sometimes. And I just went from story to story and tried to keep them in order. And the framework was just to tell stories of my life.� The framework, in fact, makes it an easy read that belies the difficulty of its brutal honesty. How, I ask, does one go about writing with such honesty? “Well, I wrote it as I felt it,� he says. “I guess I just bared my soul and wrote. When I drank a fair bit, I’d sit down and write for a whole day sometimes. Think and write. It got hard on me. It was hard on my mind to go
back into that stuff and bring it out. It was harder than talking about it. When I write it seems to all come out of me. More real.� The hardest part, however, was writing the ending. “The rough spot was at the end. I was going through one of these episodes when I left my business and my wife and family. I felt I’d put them through enough, that I didn’t want to put them through anymore. I knew that if I’d stayed I was going to destroy all of that. To pull out of that and now to deal with it is hard.� It is a remarkable piece of work by a local “boy gone bad,� but with the integrity and strength of character to confront his mistakes and make his life a lesson for others. In the end I come away feeling that I’ve met someone of remarkable stature and worry that too few people will ever read his book and come to know him. And that would be a shame. Agricultural groups pursue continuation of shelterbelt program and tree nursery A coalition of Western Canadian organizations met on April 22, 2013 and announced an action plan to ensure the ongoing operation of the Indian Head Tree Nursery. In the spring of 2012, Agriculture and Agri-Food Canada announced its decision to discontinue the Prairie Shelterbelt Program and dispose of the Indian Head Tree Nursery. Over the fall of 2012 and winter of 2013, citizens from across Western Canada expressed a strong desire for this service to continue. The groups involved recognize the groundswell of public support for continuation of the tree nursery program demonstrated by over 10,000 signatures on petitions and countless letters from individuals, organizations, and municipalities. In response to displeasure voiced with this decision, Federal Agriculture Minister Gerry Ritz assured that the nursery would be fully operated through 2013 to facilitate its transfer to a new operating model. The coalition discussed the importance of trees to Western Canada and
the importance of the Indian Head Tree Nursery and Prairie Shelterbelt Program operating into the future. As a result, these organizations have decided to take collective action to pursue continued future operation of the Shelterbelt Program and Tree Nursery. The collective actions to be pursued by this group include: · A request to the federal government to ensure full operation of the Tree Nursery in 2013 to enable it to be transferred as a viable business in 2014. The group is seeking a meeting with Minister Ritz on an urgent basis to discuss this request. · A successful transition plan by the federal government will allow this group to develop a business plan for the continued operation of the Nursery and Shelterbelt Program on a cost-recovery basis and to form a co-operative or non-profit organization as the entity that will operate the Nursery and Shelterbelt Program in the future. · Rural Municipalities, Counties and Municipal Districts in British Columbia, Alberta, Saskatchewan,
and Manitoba will be asked to write or contact Minister Ritz and their local Members of Parliament to support retention of this important service and will be contacted to make a financial contribution to assist with the development of the business plan and related activities. This collective group invites other organizations interested in the retention of the Tree
Nursery and Shelterbelt Program to contact APAS. The provincial governments will be approached to discuss their potential involvement in this collective action. Citizens...rural and urban... are encouraged to communicate their support of retention of the Tree Nursery and Shelterbelt Program to their Members of Parliament.

Your dream garden in eight steps Creating the garden of your dreams means either calling on the services of a landscape professional or diving headfirst into the project yourself. Of course, landscaping a yard requires a great deal of time, but it is definitely a great opportunity to let your imagination run wild. Before you get down to work, here is a list of all the necessary steps to follow to turn your dream into reality.

Use your survey or certificate of location to check the site for any easements. Take note of hours of full and partial sunshine, undesirable views, which corners to highlight and which to hide. The intoxicating fragrance of flowers
A flower garden is the perfect place for stimulating the senses, especially the sense of smell. Breathing in the many different fragrances of a garden takes us on a trip down memory lane, as we recall precious bouquets and nature walks we’ve had in the past. Whether the flowers’ scent is spicy, light, or sweet, it always awakens an emotional response. You’ve probably already noticed that wherever you go, people love to wander flowered yards, inhaling the scents and asking the names of the varieties. If you would like to create a heavenlyscented flower garden, it must be sheltered from strong winds. Warmth is an important factor in dispersing fragrance, so be sure to place cut flowers from your garden (or your fragrant potted plants) on a patio
or windowsill where they will catch lots of sun. Look for fragrant varieties such as these: centaurea, an annual with a musky fragrance; heliotrope, with its purple vanilla-scented flowers; wallflowers, which are well known for their spicy fragrance; and cosmos, particularly cosmos atrosanguineus (chocolate cosmos), which has a unique and pleasant scent. In addition to those four annuals, many varieties of roses, lilies, and day lilies deserve consideration. And don’t forget that many plants announce their presence through their scented foliage, such as monarda (bee balm), thyme, sage, verbena, and lavender. Keep in mind that many flowers release their scents at a particular time of day and
