The Coronation fire department, emergency medical service team and RCMP were all on scene at the Coronation pool to deal with what the Town of Coronation CAO Kulyk told the ECA Review was the result of a failed sensor on the chlorine alarm which set off a false alarm at the pool house indicating a chlorine leak around noon on Thurs., May 19. Use of in camera difficult concept Debra Johnston

ECA Review reporter Whether Morrin Village council was unaware of the in camera requirements of the Municipal Government Act or simply disregarded them was unclear at the regular council meeting May 19 when council requested that the public leave council chambers for a private discussion between council and the village foreman without motioning to go in camera. Shortly after calling the meeting to order and accepting the agenda, Mayor Suzanne Lacher requested that the public leave council chambers so council could have a brief, private discussion with the public works foreman Dave Benci. However, council did not motion to go in camera, which is required under the MGA for subjects of land, legal or personnel. This reporter asked the mayor if council was going in camera to which the mayor responded ‘no, it was just a private meeting’. After indicating that council needed to go in camera if they expect the public to leave, this reporter was rebuked by Deputy Mayor Dave MacLeod, “Excuse me, we did not ask you to talk! You are disrupting the meeting! Please leave!” Again this reporter stated the public was willing to leave once in camera was called. After some discussion between council and Benci, Benci stated that he was willing to wait for another meeting where proper procedures could be followed, ending the debate and resulting in the public remaining in council chambers.

Why was she treated in that manner, for bringing up things that were actually her complete right to have brought up in those meetings, and look how she was badgered and treated.” “Well, she didn’t last either because she could see where that was going. She was marginalized. She was bullied.” Helton used MacLeod’s outburst at the March 16 meeting as an example, “Bullying is the sort of thing that Dave did to me at the other meeting for which I never got an apology. I don’t know how you can call it anything else.”

Use of litigation

One thing that drove Helton to begin his quest to have council address issues was council’s treatment of resident John Siemens. Siemens originally had concerns about sewer lines repairs that Helton, a councillor at the time, brought to council but the discussion was not recorded in the minutes. Council issued a letter to Siemens stating his concerns were never brought to council. According to Siemens, Mayor Lacher later admitted that Helton had brought the issue before council, but the minutes were never corrected to

Middle ground

by B.P. Schimke There certainly was quite a flurry this week in Ottawa. Social media was a-buzz and all the major networks were broadcasting the pictures of Prime Minister Trudeau forcibly extracting the Conservative House Leader from a melee of New Democrat MPs in the House of Commons. From the pictures, it looked like a mad dad (Trudeau) intervening with a few physical tugs and an accidental elbow to try and get his misbehaving children under control. The press referred to it as the Prime Minister manhandling opposition members in parliament, but it wasn’t until the third day that I caught a broadcast that explained the why behind the dust up. It seems that in an attempt to compress debate on the controversial right-to-die legislation, the Liberals had passed a rule giving their Ministers special powers to stop debate. Before I knew the entire facts, I blamed the ND’s for further demeaning the reputation and decorum of the House of Commons by blocking a member’s ability to get to his seat. But after hearing about the Liberals’ inappropriate rule change, it was apparent the ND’s were attempting a form of civil disobedience—House of Commons style. Many Canadians are definitely not of the opinion that the right-to-die legislation should be expanded as proposed by the ND’s to allow adolescents or people who cannot speak for themselves the right to die. However as elected officials representing a good portion of the population, their voice needs to be heard in the House as well. Cutting the debate short (Liberals) is like a parent (Trudeau) who so frustrates a child (ND) that the child acts out in a way that really tries the parent’s patience and temper. Not realizing that if the parent had handled it differently from the start, the problems would never have happened

the way they did. Trudeau apologized and the Liberals wisely reversed their position so that the invocation of closure continues to require a motion in the House. Trudeau likely learned, again, another life lesson in politics. The Supreme Court of Canada is also culpable to some degree. Their imposition of an arbitrary date of June 6 put unnecessary pressure on the legislative branch to get the bill passed quickly. The Supreme Court has the power and responsibility to rule on legislation in terms of whether it is constitutional or not, but they need to be more respectful towards Parliament. Parliamentarians, not judges, have the direct responsibility to determine public consensus, build public policy and debate a bill properly. The incident is over. The opposition has fodder for the next election, the Prime Minister apologized twice, or was it three times, and the offensive rule change was retracted. But the right-to-die legislation and regulations are important for citizens and the media to continue to follow. Doctors who do not wish to participate for religious and moral reasons should be able to opt out. All patients who are under 18, vulnerable or unable to make a clear decision on their own must get the protection they deserve. We may absolutely despise the current legislation proposed, but democracy is a compromise of competing values of a collection of individuals called Canadians. Even without the ruling by the Supreme Court, our society is moving in that direction. My rule of thumb with legislation is that if both extreme positions are highly critical, it usually means the middle ground has been found. That appears to be the case with the proposed right-to die legislation. And in a democracy, even if we don’t particularly like the outcome, that’s a good thing.

It can only be felt in the heart by Lois Perepelitz There are so many images of the Fort McMurray fire that it has become a slide show in my mind. Like all slide shows not all the images will stay in my mind, but many will. The fire itself, the massive size and power of it is unforgettable. The firefighters who stand and fight that monster. They say that they are just doing the job that they have been trained to do. Maybe so, but it takes a special kind of person to do that job. The RCMP officer standing in the intersection directing traffic. She must have smelled the smoke, seen the flames, and felt the heat, but she calmly stood and kept the traffic moving as smoothly as possible so that the people could get out safely. She is another person who will say she was just doing her job. The quick thinking people who realized that there would be people running out of gas and getting stranded on the highway, they filled their trucks with gas, water and some food and raced to help the stranded get moving again. The airport hangar that was filled with donated supplies within two days. That meant that thousands of people had gone out and bought whatever they could to help the evacuees. The hundreds of volunteers, who sorted those supplies and helped in all

the evacuation centers, doing whatever they could to help. Everyone in the country wanted to help, even a five year old boy in Ontario. Then there are the pictures that tell the personal story of someone. The picture of the mom and new baby. She had been in labour for the whole evacuation and by some miracle was able to reach medical help in time. The man whose link to his home security allowed him to watch his house burn. He said that his wife had been unable to watch the complete video. I don’t think I could watch it either. The young girl getting her horses to safety by riding one and leading the others. She must have been terrified, but her love for her horses was greater than her fear. The woman who smashed windows and doors to get into houses and rescue pets. She knew the people in that neighbourhood were not allowed back in so she delayed her own exit to get as many pets as her vehicle would hold. These are some of the images that I will remember in the years to come. What I will remember most cannot be seen, it can only be felt in the heart. What I will remember forever is the inspirational strength and courage of the people of Fort McMurray. God Bless you all.

Yet while that project remains mired in partisan bickering there’s a deeper problem. Before we can ‘Unite the Right’ we must agree on what ‘Right’ means.

Five tips for a great start to your golf season Are you ready to start your golf season? In order to be absolutely certain — and not for­get anything — follow these five tips. 1. Check your equipment Are the grips, shafts or heads of your clubs rusty or damaged in any way? If so, clean them with a suitable product or have them repaired. This is also the time to decide if you should replace some of your clubs. 2. Check your accessories Check your inventory of accessories: balls, tees, markers, etc. Do you have enough? What about your water bottle and your bag? In short, make sure you have all the necessary accessories to en­sure that your first round of golf is as

en­joyable as possible. 3. Renew your golfing wardrobe Think comfort; you’ll want to have clothes that allow your skin to breathe and that allow you to move freely. This is also a great opportunity to change your hat, glo­ves and shoes if they’re worn out. 4. Take some lessons Review your knowledge and basic techniques. However experienced you are, a few sessions with a coach can make all the difference. 5. Practice Thinking about starting your season off with a game? Planning a few practice sessions on a driving range is probably a better idea. Your perfect swing will soon come back if

‘Alberta Can’t Wait’ event held in Red Deer Cont’d from Pg 6 If you’re already conservative, or if you do start believing we can do better and bring back the Alberta Advantage, many of your views are already being espoused by Alberta’s Official Opposition, the Wildrose Party, who started pointing out Alberta’s costly and economically dangerous experiment with progressivism almost a decade ago. On April 30, four or five hundred Albertans, all of whom are sincerely concerned about Alberta’s future, met in Red Deer at an “Alberta Can’t Wait” event. I was there and the main theme of the meeting was that “the future of our province is more important than any one party”! I agreed, it was virtually a

unanimous sentiment. However, I believe that the conclusion that the meeting arrived at contradicted that very theme. It was: ‘Let’s start our own party!’ Uniting the right is a noble idea. But remember that federally it took from 1987 until 2011 to form a ‘new united majority conservative government’! Do you want another 25 years of Rachel Notley and her colleagues? The Wildrose may not be perfect. But it is Alberta’s official opposition, it has a long history of opposing big, arrogant government, regardless of party, and if you want to be certain of replacing Rachel Notley in 2019 and bringing back the Alberta Advantage, join the party. If you are not happy with some Wildrose policy, join and change it.

If you are not happy with the executive, join and change it. If you are not happy with the leader, join and change him. Above all, understand that regaining the Alberta Advantage is not a matter of uniting the right, it is a matter of being ‘right’.

Blast from the past Dena Clark

ECA Review reporter In the wake of the Coronation pool’s chlorine false alarm, according to CAO Sandra Kulyk on Thurs., May 19, ECA Review staff members recalled a serious chlorine leak at the pool that took place on June 8, 1972. The Coronation Review’s history book “Back in Time” has the insert titled,”Mishap sends swimmers to hospital”. According to the article a large number of casualties arrived at the hospital in the wake of a chlorine leak at the pool.

Although the article fails to recap the actual incident, ironically ECA Review staff member Yvonne Thulien happened to be sitting in the bleachers that particular day at the pool and recalls the life saving actions of the lifeguards on duty that day. ECA Review’s publisher, Joyce Webster recalls that Charlie Peterson was the first person to notice the chlorine leak and as a result of his quick thinking and immediately removing swimmers from the pool and “throwing them over the fence” he was presented with a national award for his actions in Ottawa.

Another Paintearth county vehicle stolen Dena Clark

ECA Review reporter Only a day away from the County of Paintearth’s new security system being fully installed, the county’s 2013 Dodge pick up truck was stolen reported Director of Public Works Bryce Cooke to council during their regular meeting on Tues., May 17. The insurance adjuster is scheduled to look at the truck but it seems likely it will be written off due to the

extensive damage. The steering column was busted out, ignition gone and the person(s) responsible for the theft filled the truck with diesel fuel due to the close proximity of the slip tank, so the engine/fuel system will need to flushed as well.

CAO Tarolyn Aaseurd recommended to council that a change be made the fire by-law, specifically that the

by-law be amended so that if someone in the county starts a fire during a fire ban, a letter goes to the land owner not just the land occupant, as is the current practice.

What is a mill rate? Dena Clark

In the wake of countless county, village and town councils setting their 2016 “mill rates”, ECA Review reporter, Dena Clark asked the question, “What is a mill rate?”, only to have that question quickly followed by, “Why the heck is it called a mill rate?”. Here are the answers to those questions for those of you who are as equally unfamiliar with the term. According to investopedia.com, the “mill rate” is the amount of tax payable per dollar of the assessed value of a property. “The mill rate is based on ‘mills’; as each mill is one-thousandth of a currency unit, one mill is equivalent to one-tenth of a cent or $0.001. “Property tax in dollar terms is calculated by multiplying the assessed property value and the mill rate and dividing by 1,000. “As a property may be subject to tax by a number of different authorities, mill rates are set by each taxing authority so as to meet the revenue projections in their budgets.”

How is the mill rate calculated?

According to the Municipal Assessment Agency, “each year, council, during its budgetary process, approves the amount of revenue required to operate the municipality. “From this amount they subtract the known revenues, such as grants, licences, permits and soon. ??? “The remainder represents the amount of

money to be raised by property taxes. The amount to be raised is divided by the total value of all the property in the municipality and multiplied by 1,000 to decide the tax rate also known as the ‘mill rate’. “The calculation expressed as an equation is as follows: amount to be raised divided by the total taxable assessment and multiplied by 1,000 equals Mill Rate. “A sample calculation: for example, if a town needs $30,000 to balance its budget and the total taxable assessment for all properties is $5,000,000, then $30,000 (amount to be raised) divided by $5,000,000 (total taxable assessment) and multiply by 1,000 equals six which makes the mill rate six. “The mill rate must be applied uniformly throughout the community, although council, may exempt certain property owners from paying property tax. That is why the mill rate is calculated on the total taxable assessment.”

The Municipal Assessment Agency goes on to state that “the amount of municipal tax payable by a property owner is calculated by multiplying the mill rate by the assessed value of a property and dividing by 1000. “For example, the mill rate multiplied by the assessed value divided by 1,000 equals property tax bill. “Using six as the mill rate, a taxpayer with a property valued at $55,000 would be sent a tax bill for $330, six multiplied by $55,000 then divided by 1,000 equals $330.”

Bottom bouncing by Walleye by Bob Chapman I have referenced fishing with bottom bouncers before but because they are so successful I have included more information on gear, line, weights, hooks, blade style, colour and size and techniques. After chasing walleyes for almost 30 years I believe bottom bouncing has to be one of the most successful presentations for locating and catching walleye. Trolling at a speed of about one to 1.5 mph you can cover a lot water both horizontally and vertically but I have caught fish trolling up to as fast as 2.5 mph. There are basically two styles of bouncer the “L” style and the quick change style. I prefer the quick change style because it allows me to change weights without having to re-tie but both work equally well. Pulling bottom bouncers is one of the few presentations you can troll over rocky bottoms virtually snag free, moving up and down breaks from six feet down to 25 feet or deeper and back up to six feet without ever changing presentation or speed. There are a few variations for rigging but I use one of three methods, pulling either spinnerbaits, floating crankbaits, or a single hook on a long snell which is a popular setup for drifting the river at Nipawin. There

are more successful presentations when fish are stacked up or holding tight to structure, but for fishing large flats or locating fish, they can’t be beat. I use the quick change style bottom bouncers on a line slide which allows me to change snell length or bouncer weight without having to retie my rig. Bouncer fishing is not really a finesse presentation in my opinion so I use baitcast reels and a medium to medium heavy six and a half to seven feet rod with a line rating of eight to 17 lbs. Most of my spinner rigs are tied with 12 or 14 lb. fluorocarbon line, with a main line of either 14 or 20 superline, usually fireline or power pro. Weight size will vary depending on depth but at the depths I fish in Alberta and Saskatchewan a one to two ounce bouncer is usually adequate, with a rule of thumb about one ounce for every 10 feet of water. I tie the majority of rigs about 30 inches long and then slide the weight up the line so that my actual spinner rig is about four feet behind the bouncer, about the same length or slightly longer when pulling floating crankbaits and vary the single hook setup from about six to 10 feet depending on conditions.

the sonar are riding a little high off the bottom I have other rigs tied with floats or spin-n-glows which ride a bit higher in the water. If the fish are in a neutral mood you may continue to get “short hits”, this means that you are not allowing enough slack in your line to allow the walleye to inhale

your bait. If this happens pump your rod ahead about four feet and allow it to go back slowly every few minutes, this will impart the slack you need for a walleye to eat it. This technique works well if you are trolling spoons, crankbaits or spinner baits. You can try slowing down to but if are going below about .7 mph your blades will not spin very well. In this case I have some rigs tied up with smiley blades which will spin at about .2 - .3 mph. This also works well if your partner wants to pull lindy rigs, as you can offer both presentations at the same time. Bouncers and spinner rigs also work well for pike, but for them I have rigs tied with titanium wire. As you can see, bottom bouncers are a very versatile presentation that cover multiple depths, with different lures at different speeds, while constantly staying in the strike zone of the elusive walleye……..definitely a go to presentation.
