ECA Review Reporter Kneehill County’s organizational meeting held Oct. 27 saw a change in the conditions of Coun. Bobby Painter’s council duties. Painter will be allowed to attend the Alberta Association of Municipal Districts and Counties convention in Edmonton November 17 and 18 but still has no committee duties assigned to him. Coun. Gerry Wittstock motioned that Painter’s suspension implemented last year remain as is but the motion was defeated. Coun. Carol Calhoun then motioned that Painter be allowed to attend convention, which was passed. Coun. Ken Hoppins then motioned that all other committee duties remain as they were last year, which was passed, effectively eliminating any chance for Painter to request to sit on any committees. When contacted for comment and asked if he had ever seen a council make such a motion rather than going through the committees one by one, Painter said he had not seen that in the time he’s been a councillor. But as Coun. Painter stated “I’m happy to get this far.” Painter remarked that he wasn’t as concerned with the committees but really wanted to attend convention. According to Painter, the Municipal Affairs inquiry into Painter’s actions that was requested by Kneehill County has fallen by the wayside. As far as Painter knows, the request was rejected but a letter confirming that has not been sent to council and

Provincial roadways on the decline

A complete reconstruction of the Hwy 27 cave in was necessary and cost well in excess of $100,000 according to Alberta Transportation Operations Manager Tony Chelick, who appeared before council with updates of provincial road conditions within the county. A dozen similar slides have appeared on county roads this year, making prioritizing and planning difficult for maintenance crews. “It looks like we’re just fighting fires,” stated Chelick regarding the difficulties crews are facing trying to maintain roads on restrictive budgets. According to Chelick, the summer maintenance budget took a 30 per cent cut and he doesn’t hold out much hope for improvement. While the province made a commitment earlier this year to maintain major highways, secondary highways and weed control were not priorities. The 2015 provincial budget announced Oct. 27 earmarked $9.1 billion over five years towards transportation and water projects. A map showing projected construction projects 2015-2018, available online at Alberta Transportation, appears to show a very limited number of projects in the county.

CASTOR TOWN COUNCIL

ECA Review Reporter After an emotional presentation to council by Castor Recreation Director Loreena MacGillivray and Assistant Recreation Director Shawna James at the regular meeting on Mon. Oct. 28, it was decided that the Recreation Office in Castor would remain open for regular office hours during the upcoming holiday season and that there would be at least one employee present. After having been closed for the last nine holiday seasons council felt that with the hiring of an assistant rec director this past year, it was time that the office remained open during the holidays. This change was challenged by the two women who felt the outside office hour demands of the swimming pool, baseball season and hockey season warranted the additional time off. After much discussion council remained firm in their decision however did suggest that the rec directors limit their availability to the public outside regular office hours if they felt they were owed the holiday season off due to the amount of over time they were accumulating. Council complimented their willingness to go above and beyond for the

community but felt that it was time the general public respected their time to be ‘moms’ at the rink and not ‘on the job’. They encouraged the rec directors to send any persons who were uncooperative with them in respecting their personal time “their way”.

Fire department radio upgrades

Council reported that most aspects appear to be working with respect to all the recent upgrades and changes to their fire department’s radio technology. The repeater has been installed, the nosehill tower is working with the $20,000 bill to be divided amongst four or five communities. An upcoming conference call with the fire chiefs will continue to ensure everything is in working order and everyone is on the same page.

Council discussed the merit of this concern and felt that all the costs associated with the property should be equally shared amongst the groups who were benefitting from the doctor recruitment and that if Castor did not distribute these costs evenly then they would be absorbing an unfair higher portion of the costs which were to be evenly split.

We might have to sell the barn Rick Strankman, MLA Drumheller/Stettler Many of us have heard the term “closing the barn door after the cows are out,” generally used to describe trying to repair damage when it’s too late. Such is the ongoing case with Alberta’s impending credit rating downgrade. This past summer Ontario’s credit rating was lowered from AAStrankman to A+ after years of unheeded warnings to get their spending under control¹. Within days of Ontario’s credit

rating being downgraded, Manitoba suffered a similar fate when they were downgraded in a similar fashion². The implications of credit rating downgrades apparently are being overlooked in favour of allowing the cows to continue to escape the barn. As the ratings drop, the interest rates escalate; that is the cold hard fact. The impact of a rating drop will be real and immediate when it happens. After this past week’s budget, the Alberta government has chosen not to cut spending by incurring record debt that will hasten our downgrade. There is a growing probability that the long-term damage to Alberta’s credit rating will slip beyond our ability to repair it, should they choose to continue down this path. Turn to Building, Pg 8

Stettler: RCMP find largest grow-op in province A joint investigation between ALERT and Stettler RCMP has uncovered one of the largest illegal marihuana grow-ops in the province. With a plant count of 3,284, the growop has an estimated street value of nearly $4 million. ALERT’s Green Team, an integrated unit consisting of Calgary Police Service and RCMP members, dismantled the grow-op on Oct. 22 at a Stettler rural home off of Hwy 12. Stettler RCMP had responded to the residence the previous night after receiving a call of a suspicious person. The grow-op was located inside a barn on the property and serviced by an industrial sized generator. The barn housed a complex three-stage grow operation with the plants and approximately three kilograms of dried bud that had recently been harvested. Police seized two pick-up trucks equipped with hidden compartments located in the slip tanks. These are believed to be used for smuggling drugs. The grow-op is the one of the largest indoor grow-ops ever encountered by ALERT’s Green Team. Previously, ALERT seized 2,233 plants from a Parkland County home in December 2012, while the largest outdoor grow-op saw 3,854 plants seized in Drumheller in August 2010. Two people were arrested at the Stettler home. Kin Wa Au Yeung, a

53-year-old man, and Dan Wang, a 35-year-old woman, are facing charges relating to drug trafficking and illegal production. Neither of the accused possessed a valid Health Canada grow-op license. For information on how to spot a marihuana grow operation, visit www. alert-ab.ca/growops/

Learn to do by doing

Joleen Scott, Hanna Rangeland Multi 4-H The Hanna Rangeland 4-H Multi Club is excited to kick off the 2015-2016 year. This year our club is offering the following projects: Beef – Market Beef Live, Beef – Market Beef Carcass, Beef- Heifer, Beef – 2 yr. olds cow/calf, Beef 3 yr. old cow/calf, Horsemanship L 1-3, Horsemanship L 4-7, Foods, Outdoor Adventure and for the younger members a Cleaver Kids program. All of our projects have events to look forward to this year. The beef project will be hosting the show and sale this year in Hanna, so if you are needing to stock up your freezer with some meat, come on out in June and see these kids achievements and show your support like many others have in the past. The horse project will be hosting a 4-H Rodeo this

year in May or June. Our foods project is hoping to host their achievement day at the Hanna Lodge for the seniors in March and our Outdoor Adventure project will be ending their year with an overnight camp-out. We will be participating in various fundraisers throughout the year, one of which we will be taking on an ongoing fundraiser project to sell boxes of rags prepared by the members. We will also be participating in public speaking and communication activities, community service activities and enjoy a year full of fun and “Learn to do by doing” (the 4-H motto). The first Wednesday in November is Canada’s National 4-H Day also known as “Show Your 4-H Colours Day” and hope that all members participate and wear green to show their love for everything 4-H.

Toll on Alberta small business

Press release Grant Hunter, Wildrose Shadow Jobs Minister When the NDP government pledged to drastically hike Alberta’s minimum wage by 50 per cent, I took immediate concern for our province’s small businesses and the people they employ. In October, the first of three increases was implemented and I set off on a provincial tour to find out how small business was being affected and what the implications of this policy decision has been for business owners, workers, consumers and communities. I visited restaurants, hair salons and mechanic shops and met with entrepreneurs from all walks of life from Okotoks to Airdrie to Lacombe. I knew beforehand this risky move would be bad for business, but what I learned on my tour was very concerning. Every single business owner I spoke with told me they were going to automate, raise prices, keep shorter hours or reduce the number of employees they had on staff. This is the new reality: fewer jobs for our most vulnerable workers – particularly youth and seniors – and less good, full-time jobs with benefits for workers. The NDP’s decision to raise the minimum wage to $15 an hour feels like it was based on ideology, not sound economic thinking. I can understand the idea of raising the minimum wage to match inflation. That’s sustainable. But now is not the time to push forward with this ill-conceived 50 per cent plan. Now is the time to step back and look closely at who will be hurt by this action. Seeing both sides of the coin will help the government create effective poverty reduction measures

without hurting business. The best way to help vulnerable workers is and always has been to empower them with more skills and more education. This has been the best poverty reduction measure to date, and we have been studying this issue for over 90 years. What the NDP fundamentally fails to understand is that entrepreneurs go into business to make a profit, and most small businesses are only running on a 2-10 per cent profit margin. If the government is creating market conditions where businesses cannot make a profit, they will stop growing and stop hiring, and ultimately cease to exist. The NDP thinks entrepreneurs are greedy, but that couldn’t be further from the truth. Small business people are our family, friends and neighbours. They are the lifeblood of our communities, and they want to see Alberta succeed. They are also some of the most giving people in our communities, of both time and money. Penalize small businesses and your economy falters, reward small businesses with low levels of red tape and low taxes and your economy becomes the envy of the country. I will be tabling letters from the folks I met on this tour when the fall session begins. I am convinced that after the NDP MLAs read the stories of these community builders they will see this issue from both sides. Small businesspeople are everyday Albertans just like you and me who want a fair chance to build a business and be a part of the Alberta story. We need to focus on what’s best for the economy and jobs, and put a stop to these risky experiments.

Prime Minister, not God Dear Editor, The Oct. 22 ECA Review contained an editorial titled, ‘New era has begun’ where the opinion displayed the same attitude as most of the Canadian media. Look at personality not the record. Never mind that Canada has the richest middle class, weathered the economic crisis the best no matter who measured and earned the respect of the world with its actions on world affairs. I agree that in hindsight the Conservatives could have run a better campaign but where I take exception is the praise of Justin Trudeau’s character. The opinion states that he strives to have strong people around him which means more varied views, more debate, better decisions and more accountability. It continues to fawn stating that Trudeau believes

How much do we value something that is free? Dear Editor, The ECA Review editorial “Our broken economy” on Sept. 23 states several times that in the 50s and 60s health care was easily accessible and affordable for governments and also that health care was available without wait times. Perhaps the ECA Review should check the facts! Health care was paid for by the patient until 1968 when our current system was brought in. There were no wait times because people only went when something was really wrong, they didn’t go for colds or the flu, they didn’t ask for numerous tests to be run over and over, they hardly went at all because of the cost to themselves. I had my first child in 1967 and it took us almost six months to pay off the hospital bill, the doctor visits were pay as you go. The Conservatives aren’t to blame for every evil that has befallen us, we buy cheap goods made in third world countries because they are cheap, that’s why our manufacturing jobs went away. President Roosevelt’s new deal increased people working but at a huge cost to the government, which is the people, at the time and was later

deemed to not really have worked at all. Should post secondary education be free? How much do we value something that is free? Not very much from what I have seen and have also noticed that if the parents are footing the bill for post secondary that a lot of kids don’t work very hard because there are no consequences, there is no loan to pay back (at least not in their name). So what is the solution? Buy things that are made in Canada (if you can find any), stop going to the doctor at the drop of a hat, and pay taxes because if we don’t pay our share where does the money come from for all the programs that everyone is demanding? When Jim Prentice said “look in the mirror” he was entirely correct. We all need to look in the mirror and quit demanding that everything be provided for us and at no cost to us. We want, we want, we want that’s all I hear on the news in the paper. There is a limit to what government can provide. Thanks for letting me get that off my chest. Jane Kinnee Spruce Grove, Ab

Dear Editor, Now that the dust is settling on the latest federal election, we have some work to do to protect our own interests. The most urgent crisis is the TransPacific Partnership, which has already been signed by Canada despite the fact that almost no Canadians, if any have actually read it. Why the secrecy? Even American Chamber of Commerce President Tom Donohue, a

person with a long track record of endorsing free trade agreements, is nervous. Here is what he said at a breakfast last month hosted by the Christian Science Monitor: “We are an organization that has supported positive trade bills all over the world.” But he went on to explain his concerns that, “Nobody has seen it. Cont’d from Pg 12 Some memories were good but most events were pushed to the back of minds, buried deep but not forgotten, not talked about nor discussed and only relived alone in the nightmarish world of bad dreams. These were the emotional conflicts of the young men and women who left home and country, were robbed of their youth and for many, scarred in mind and body with torments that would last them for the rest of their lives. My father was a young boy of 16 when he joined the army. He lied about his age and had to spend some time as a cook’s helper before being allowed to join the regular ranks. He celebrated his 17th birthday in Italy by feeding wine to a donkey and getting it drunk. He told me about being in the Monte Casino and seeing the sky so alive with gunfire that you could have read a paper by the light of the blasts. He never said much about the carnage or death that he saw. He never said much about those friends and fellow soldiers he saw die on the battlefield or of those who lost limbs and suffered because medical attention wasn’t immediately available. Can you imagine being a parent and seeing your child go

Knowing there was a good possibility that you would loose at least one of them. Can you imagine being a parent and receiving a letter saying that your son or your daughter, or your husband or wife was killed in combat? Knowing that you could not attend their funeral, that they would be buried in a grave in a strange country without you being there and that you may never be able visit their grave? And that they had been killed several weeks before you even received notice of their death. My grandfather, Phil Clark, received just such a letter informing him about his son, Robert’s death. “It was my time to serve” Dena Clark

ECA Review Reporter For most people a stressful day at work does not include checking their doorways for Improvised Explosive Devices (IED) or witnessing the brutal consequences of someone taking a break and leaning against the wrong wall. That wasn’t the case for Sgt. John Lawrence while on tour overseas in 2010. During a recent interview, the Quebec native shared not only his passion for training troops at the Canadian Maneuver Training Centre (CMTC) in Wainwright, Ab., his experiences looking for IEDs in the Middle East as well as his dedication to providing inspiring leadership and his true sense of duty to both his fellow troops and his country. It was around 10 years ago that John Lawrence was living what he described as the ‘Canadian dream’. He was healthy, physically fit, single, had a beautiful home in north Vancouver, a very hefty regular pay cheque and a great job as a safety manager for a successful development company. Lawrence said it was around 2006 while watching TV that he saw for the first time in his life the Canadian government actively recruiting for the Canadian Armed Forces. “The only way I can explain it,” he said, “was that I felt it was just my time to serve.” So at 40 years of age, when most are thinking of their own security – financial that is, Lawrence was thinking of security in terms of his country and made a choice that is uncommon for the average person, never mind for someone his age and circumstance, to enter basic training and serve his country. When asked if he had any regrets about the sacrifice he choose to make he immediately offered a “No, not at all

– I love my job and take a great deal of pride in providing realistic training for our troops and if I save just one life by providing better training, I have done my job.” Perhaps it was the influence of his grandmother and her loyalty and dedication to her husband or the impact of the stories she shared with him about their family genealogy – one that they can trace back to the Third Crusade and includes family member Sir Robert Lawrence who was made a Knight Baronet by King Richard (what is now known as the Victoria Cross VC in the UK), the highest military award for bravery. Either way, Lawrence decided to take the volunteering he did for search and rescue in Vancouver to a whole new level. Trained as a Combat Engineer, Lawrence was sent overseas in 2010 and while on tour was ‘on loan’ to another group of soldiers. That ‘other group’ had recently lost a member (Brian Collier) and Lawrence now found himself ‘kicking dirt’ as he called it, looking for IEDs. Turn to Every, Pg 14

They have given me a gift that is from the heart. They have given me the life, the opportunity and ability to provide a future for myself and for my children. Remembrance Day has a great deal of meaning to me. It was 48 years ago today that I was an 18 year old soldier in uniform marching beside my father in the Remembrance Day Parade. In 2007 I swelled with pride because my son, Todd was standing by my side in his

uniform as a member of the Canadian Army. It was also on Remembrance Day in 1999 that my father passed away. I miss him so much. He was more than a father to me, he was also a friend and one my heroes. The other day I was driving by a Legion Hall and noticed a couple of young children playing on a War Memorial Cairn. I thought to myself how happy the veterans would be to see children laughing and playing on it. What a symbol of freedom! Today we have young men and women who are involved in a conflict whose purpose is to provide the same freedom that we now take for granted.

SPORT Fast start has Habs’ fans excited Short by Bruce Penton Someone hijacked this column two weeks ago and reportedly wrote something ridiculous about the possibility of Columbus and Winnipeg meeting in the Stanley Cup final next June. The authorities are investigating. What was meant, of course, was to proclaim the Montreal Canadiens may be the best team in the National Hockey League by the length of couple of Alex Ovechkin slapshots. The Habs roared to nine consecutive wins to start the season and then, while these words were being finalized, headed west to visit Vancouver, Edmonton and Calgary within a space of four days. The NHL record for victories to start a season is 10, by the 2006-07 Buffalo Sabres and, believe it or not, the 1993-94 Toronto Maple Leafs. Could Carey Price, P.K. Subban, Max Pacioretty and company be 12-0 when they return to the Bell Centre for a November homestead? Certainly seems possible. Not only are the Canadiens winning, they’re winning impressively — allowing just 12 goals in their first nine games, and outscoring their opponents by a 3-1 ratio. Price, last year’s Vezina (best goalie) and Hart (most valuable) trophy winner, posted a 1.29 goalsagainst average with an other-worldly .961 save percentage through Montreal’s early winning streak. (By comparison, his trophywinning numbers last year were 1.96 and .933). Dale Weise, the Habs forward whose coffee might have been

spiked with something psychedelic, said Price is not only the best player in the NHL today — a statement to which many experts nod in agreement — but perhaps the best player of all time. Whoa, Dale! In the name of Wayne Gretzky, just hold your horses. Weise did say to the Montreal Gazette, however, that Montreal goes into every game with four lines capable of scoring, plus a solid defence, led by the flamboyant Subban and

veteran Andrei Markov. And if the opposition gets through that defence, there’s the brick wall covering the net. This flashy start has made Habs’ fans all across Canada absolutely giddy. There hasn’t been talk of 82-0 quite yet, but 80-2 and 79-3 have come up in conversation. It’s a long year, but it’s shaping up as a year that could end with a Stanley Cup parade down SteCatherine Street.
