Stettler County Council seeks legal advice Councillor alleged to have failed to disclose a pecuniary interest Council for the County of Stettler received a written request from taxpayers to review Councillor Ernie Gendre’s participation in decisions made at council, suggesting he may have had a conflict of interest. Council has reviewed the matter and the following motions were subsequently made at the Nov. 9 council meeting: That the Council for the County of Stettler No. 6 has reason to believe Councillor Ernie Gendre failed to disclose the existence of a pecuniary interest in a matter before Council at the September 14, 2016 Council Meeting in accordance with Section 172 of the Municipal

Government Act, and therefore Council directs administration to obtain legal advice on the available options. and, That the Council for the County of Stettler No. 6 directs administration to respond in writing to a letter of concern submitted by taxpayers questioning Councillor Ernie Gendre’s participation in decisions made by Council to award work on the new Public Works Facility given he had equipment onsite working, and to inform the taxpayers the matter is being referred to the County’s lawyers for advice. Possession of a prohibited weapon Consort RCMP initiated a traffic stop on Fri. Nov. 11 in Consort, Ab. Subsequent investigation led to the seizure of a loaded, prohibited firearm. Nathanael Habte (27) of Vermilion, Ab. has been arrested and charged in this matter. The investigation is ongoing at this time.

Break and enter

Coronation RCMP are looking for the public’s assistance in identifying suspect(s) responsible for a mischief/ break and enter and theft of six commercial space Ruffneck heaters stolen from a storage building in a secured compound at SK Welding sometime between the end of August and Sept. 27. Unknown suspect(s) cut a hole in the fence along the north side of Techmation’s yard next to the old railway bed in Coronation sometime between the evening of Nov. 8 and early morning Nov. 9. The suspects then stole an unknown quantity of copper wire.

Suspect identified

With assistance from the members of the public and our media partners, a suspect has been identified in relation to the Oct. 4 break and enter to the Shell gas station in Stettler where $5900 worth of tobacoo products was stolen. An arrest warrant has been issued for 21 yr. old Jessica Mahoney of Red Deer for a number of charges including break and enter. Stettler RCMP would like to extend

their appreciation to the members of the public who assisted in identifying the suspect in this incident.

The Town of Coronation finds it expedient and in the public’s interest to repeal the Council Procedure and Committees Bylaw and to create a new bylaw for the appointment of the Mayor, which requires that the Mayor be appointed by Council at the annual organizational meeting immediately following a general municipal election, and that this appointment shall remain in effect until the next annual organizational meeting. Section 151 (3) of the Municipal Government Act requires that this bylaw be advertised to the public prior to it receiving second and third readings. Fast, fresh food is the goal for SRC concession Debra Johnston

ECA Review Reporter Making healthy food available to Stettler Recreational Centre patrons is an ongoing project for Lee Penner, Stettler’s Director of Parks and Leisure. In Penner’s submitted report to town council at their Nov. 1 meeting, Penner updated council on the ‘Eat, Play, Live’ program, which is a Heart and Stroke Foundation (HSF) initiative in conjunction with Alberta Health and the University of Alberta. In an interview, Penner stated vending machines have already been changed to include healthier snacks and the addition of a ‘cold table’ for the concession will give concession staff greater flexibility to provide fast, fresh,

made to order food. With a $1000 grant from HSF and another $2500 from Stettler Wellness Committee, Penner is researching tables and hopes to have one purchased and installed by January. Holly Nelson, co- owner of ‘Nelson’s Penalty Box’, who has operated the concession since last year, says the cold table will be a time saver. Currently, staff store ingredients in containers that have to be taken in and out of a refrigerator constantly. “It will keep our product at proper temperature,” stated Nelson, and also make for faster service for patrons. “We put a lot of people through,” said Nelson about days when a lot is going on at SRC, “they don’t want to wait forever,” to get their food order. New data spurs count

Ongoing talks with Alberta Transportation about installing traffic lights or other highway improvements at the intersection of Highway 12 and 67 and 61 streets have resulted in Alberta Transportation committing to a traffic count along the route in 2017. The idea of installing roundabouts had been floated as an option but there is insufficient land available for such a project. The town has opted to delay road improvements until the count is completed.

OBITUARIES

Developed passion for cutting horses Derold Doering passed away peacefully surrounded by his loving family in Red Deer Regional Hospital on Oct. 28, 2016 at the age of 78. Derold was born on May 17, 1938 in Coronation, Ab. to Adolf and Louise Doering. Derold married his Wife Patricia (Chinnery) on Oct. 27, 1962. They lived on their mixed farm north of Coronation and raised Doering their four children. Derold and Pat semiretired to the Rimbey area June of 1998 where they continued to live on a farm and raised horses and cattle. Derold had a full life; as a husband and father he was involved with his family’s activities and interests. In later years Derold developed a passion for “cutting horses” where he competed and then became a mentor and coach to young riders who partici-

pated in a sport that he loved. He is survived by his loving wife Patricia, his son Wade (Christine) Doering of Calgary, his daughters Darlene (Gary) Mueller of Langley BC, Darolee (Ken) Bouteiller of Red Deer, and Nicki Dalton of Red Deer. He is also survived by grandchildren Darcie, Brandon, Candace Bouteiller, Brooke and Dayne Dalton, Ryan Doering and Brent, Colter, and Tanner Mueller. His brother Les (Anne) Doering, nephews Dwayne Doering and Dale (Linda) Doering of Innisfail, Jess Chinnery, Arlo (Bell) Chinnery of Red Deer. Funeral services were held at Wilson’s Funeral Chapel in Rimbey, Ab. on Wed. Nov. 2 at 1 p.m. with Reverend David Holmes officiating. Derold was laid to rest in the Coronation Cemetery. The vile hatred and disrespect accorded President Barack Obama for eight years simply because he was Black reminds us again about the power of hate.

Our racism isn’t as

overt as the United States

but it is certainly implicit.

So what better person to represent the white supremacists than Donald Trump and his best friend, Steve Bannon, a white supremacist and antiSemitic, who was named Chief White House Strategist. The United States became a rich nation of white privilege through racism. Racism is defined as prejudice for social and economic gain. White Americans massacred Indigenous peoples for their lands and enslaved millions of Africans for free labour. They used Chinese workers to build major infrastructure with no regard for life or limb. For past decades and even today, the privileged whites of the United States use illegal, undocumented Mexican workers for cheap labour. America is rich because of the oppression of non-whites. The American Civil Rights legislation in the 1960s is a piece of paper that never reached the hearts of the majority. Black men aren’t strung up on trees or dragged behind pickup trucks until dead. Today they are shot indiscriminately by police. Racial inequity and segregation in housing, education, medical care and the criminal justice system are the reasons for an excessively high number of unemployed, homeless and jailed blacks. But Canada has its own history of racism. We didn’t treat blacks fleeing north well either and the disparity between black and whites in Nova Scotia still lingers today. We did the same to our early Chinese workers as did the Americans. And our current foreign workers program favours the employer so much that foreign workers can be treated extremely poorly and without recourse. We may not have massacred our Indigenous peoples, but through reservations, residential schools,

second-rate education, deplorable housing on reserves, we too have looked away far too long. Our racism isn’t as overt as the United States but it is certainly implicit. We too have failed because a disproportionate number of aboriginals are unemployed, homelessness, killed and incarcerated. Canadians are far from perfect, but we are a nation that at least tries to overcome our prejudices. In the U.S. even their churches are segregated. In my opinion, The Harper government was thrown out because of its attempt to demonize all Muslims. Instead the country has now welcomed 30,000 Syrian refugees. Today’s federal government and all provincial and territorial governments support the Truth & Reconciliation process. Understanding that our forefathers’ decision to break up native families and “white-wash” their children in residential schools has caused untold multi-generational damage. White people in Canada and the United States have never faced the same experiences that our Indigenous peoples or black Americans live with daily. When white people ask what do they want, we’re showing our ignorance. The answer is simply, “The same opportunities for education, a home, a job, a family and the same treatment under the law.” The election of Donald Trump is all about sustaining white privilege.

Donald Trump defied the odds right from when he first announced that he was going to run for President of the USA. Neither the Democrats or the Republican Party could figured out why he was attracting such a large following. Both parties had become elitist and were not listening to ordinary people. Both parties had become too progressive with their polices. Government loan to switch houses to renewables Dear Editor, If it costs only $25K to completely switch a house from gas and coal to solar (power and heat), I don’t understand why we aren’t organizing to do it right away. Is it just too easy? I made a few calls yesterday because we’re planning to renovate an older house that’s been on blocks in our yard for a few years. The cost of insulating that house, installing heatrecovery ventilation and solar power and solar-generated hydronic heat is less than $25K. We aren’t going to be finished our renovation for about three years, which is too bad. I wish I could do it now because, at the rate we are currently paying for electricity and gas, we’d have that debt gone in less than 12 years and enjoy free heat and power for the rest of our lives. Unfortunately for us, we have to wait, but I don’t understand why other homeowners aren’t already at the bank getting a loan to get this done. I do realize that a lot of people might not want to go

To help people to buy their first home, the provincial government offered a $5K interest-free loan to be paid back over the next five years. I was automatically approved for my loan through the Alberta Treasury Branch. (It was exactly the kind of program that ATB was created for.) The government got all the money back within five years. Why not do the same to switch all our homes to renewables? Each homeowner could be automatically eligible for an interest-free loan and pay back the loan at the same rate that they currently pay in heat and power. Or, for more incentive, maybe they pay a little less (which puts a little extra money back in our pockets right away). Once the loan is paid back, apart from occasional upgrades and repairs, the cost of power and heat is...zero. If you buy an electric

Please keep in mind, the office of the Municipal Affairs is extremely busy with many petitions from similar municipalities and counties. We are still waiting to hear from them and it could be a very slow process. Our concerns have not changed, and we are still anticipating to hear recommendations from their office. Alberta bovine tuberculosis case update

by Alberta Beef Producers Approximately 35 operations, including two in Saskatchewan, are currently under quarantine related to the Alberta bovine tuberculosis case. CFIA has increased the number of ground testing crews and laboratory staff, and continue to test quarantined herds. Seven herds have been tested so far. Two other herds co-mingling with the index herd for an extended period of time prior to diagnosis of the original case are now considered part of the index herd. These herds and premises are considered infected and the cattle will be depopulated beginning the week of Nov. 7. The entire farm on infected premises is under movement controls. For the rest of the herds currently under quarantine, movement controls only apply to animals on the farm. To date, only the original animal is considered positive for bovine tuberculosis. CFIA is in the process of tracing out animals connected to infected or quarantined herds. Producers in the area that have not been contacted by CFIA are allowed

to move animals, but must comply with livestock identification requirements. The auction markets that handled animals connected to quarantined herds will not be quarantined. Any animal that reacts to either the caudal fold test and/or the blood test will be slaughtered and undergo an indepth post-mortem. Animals that react to testing will undergo a tissue culture to determine the presence of bovine tuberculosis. Any non-reacting animals from infected herds will remain eligible to move under permit to inspected slaughter and be processed after undergoing ante and post-mortem inspections.

Animals that didn’t react to either test from non-infected quarantined herds will remain in quarantine until post-mortem and secondary testing of reacting animals in the herd is complete. If the animals that reacted are deemed negative after the enhanced post-mortem and secondary testing, the herd may be released from quarantine. This will happen on a herd-by-herd basis. Fourth successful year for Haunted Museum

by Carter Cannady On Halloween and Nov. 1, a group of communityminded individuals teamed up to create a Haunted House in Forestburg that would be friendly for anyone. The event took an entire month to create with more than 750 hours and over 40 volunteers involved in the creation process. The event has now had four successful years and hope to continue on for many more. This year’s trip down the yellow brick road brought you through the Land of Oz where you met the characters, defeated the witch, and returned to Kansas. The event that has been known as the Haunted Museum was designed as a place to go on Halloween night for you to warm up, relax, and have some fun before returning to your trick-or-treating adventures. Each year the show is designed with the option of going through the adventure without the scares for those who only wish to see the magic, not the fright. The building is opened again for the day after Halloween so anyone, parents or out-of-towners who were handing out candy or

just unable to make it on Halloween could see the creation that is talked about by all their children, again with the option of just the show, or the fun scares of the journey as well. This year’s theme, The Wizard of Oz, started you in Dorothy’s house where you were given a sheet of questions that you had to answer to get your candy for the evening. Kids who didn’t want to go through the haunted house had other tricks and tasks to receive their candy. Upon entering the start of the Haunted house, you walked through a tornado where you then appeared in Munchkin Land; here you met Glinda, played by Jody Pettigrew, who gave you her clue and sent you on your way to “follow the Yellow Brick Road.” As you moved down the road you met the Scarecrow, played by Adam Clarkson, the Tin Man, Brooke Horton-Pearcy and the Lion, Jessica Norman. You then went through the poppy field to the Emerald City where you met the floating head of Oz, Grant Boddy. From there you continued through the flying monkeys that were able to attack you,

Trump could expose the fallacy and fraud of climate change polices Cont’d from Pg 6 There were times when he carried it too. For example, his criticism of a former beauty queen for putting on too much weight was not necessary or warranted. That gave his opposition much fodder for attack. He was able to identify with the concerns of ordinary people and some of his statements were misunderstood. He was not really opposed to the Hispanics, what he is opposed to was the uncontrolled immigration. This was also his concern with immigration from the Muslim countries. He was criticized for being unsympathetic and talking down to the black people. What he said was “the schools the

black people have to attend are no good, they have poor or no jobs and their living conditions are deplorable so what the hell have they got to lose?” What he meant was previous governments didn’t solve your problems so I will fix it. Right from day one Obama and his administration pandered to the environmental lobby. That has had a negative impact on the economy of the country. Obama stalled the approval for building the XL Pipeline for years and then finally rejected it. He closed down coalmines that cost thousands of jobs. He signed the Paris Climate Change agreement. I believe this agreement has not been approved by Congress as yet.

These kind of polices discourage economic development. Trump has said that he disagrees with the concept of C02 being the cause of climate change. His plan is to tear up the Paris Agreement and he will reactivate the coalmines. Maybe, just maybe, the world will have a leader that has the courage to challenge the accepted concept of the cause of climate change. As I pointed out in my column last week, meteorological and geological scientists insist that climate change is natural and that man-made C02 emissions have no impact on climate change. In fact they say that the world would be much healthier if the concentration

Bullying is a recurring and persistent behaviour by one or more children that is motivated by the intent to hurt another child emotionally, physically or socially. When it comes to reporting bullying to the authorities, it’s helpful to talk about what happened with a trusted adult. If the incident was threatening to the safety of the victim, either socially, physically or emotionally, then it needs to be reported.

Is it teasing or bullying? Bullying isn’t always a clear-cut matter, which can make it very hard to deal with for both kids and adults. The slyness of mean words and online taunting means it can be hard to draw the line between teasing and aggressive bullying. Figuring out these grey areas is part of the fight in putting a stop to bullying at school and in the neighbourhood. The Canadian Council on Learning divides bullying into four categories. • Physical: punching, kicking, hitting, tripping, hair pulling, spitting and forced confinement. • Relational: social exclusion, spreading rumours, gossip and mean-spirited notes. • Verbal: name calling, verbal threats, mocking and insulting. • Cyber: verbal and relational bullying that takes place online. Also includes the sharing of private photos, e-mails and information without permission and sending or posting such things using the victim’s name. Physical and cyber bullying are fairly easy to identify because they are concrete actions. But what about social bullying? Psychologists put it this way: Teasing involves words or nonverbal actions that are meant to be playful and funny. Sometimes these are an irritation to the

I think the most important thing that Donald Trump could do for the world would be to expose the fallacy and fraud of the current climate change polices being implemented by world leaders, environmentalists and media. These polices, if continued, have the potential to destroy the world economy. There is far too much introverted socialist thinking ingrained in the majority of world leaders. They just can’t seem to see that what they are doing is destructive to economic growth. Our Alberta Premier is an excellent example.

Five ways to help prevent bullying Putting an end to bullying is everyone’s res­ponsibility. Whether at home, school or elsewhere, it’s important that we’re proactive. Here are five ways that kids and parents can do their part. 1. Don’t be a bystander. It’s true that it takes a lot of courage to stand out from the crowd and defend a victim of bullying. After all, the risk is that you’ll become the next target simply for speaking up. But re­porting bullying and being there for someone who needs it are actions you’ll be proud of for the rest of your life. 2. Stop sibling bullying at home. You may think it’s harmless, but it’s not. Disdain­ful eye rolling, relentless teasing, humilia­ting taunts, hitting and verbal abuse directed at a sibling can cause de­pression and anxiety. Make sure your home is a safe place for every­body who li­ves there. 3. Enlist the help of adults. If you see a need for in­creased adult supervision at high-risk times and pla­ces at school or at home, ask for

help from a trusted adult. 4. Get on board with an anti-bullying campaign at school. These campaigns show kids that bullying is not cool and won’t be tole­rated any longer. Make an anti-bullying banner and use social media to advertise the fact that you stand up against verbal and physical violence. 5. Parents: get involved. If your child is a victim of bullying, you need to take the si­tuation seriously. Schools, the police and child psychology experts vigorously object to the belief that bullying is a childhood rite of passage. If the problem doesn’t stop, talk to the school authorities, and then to the police if there are no further improvements. At home, be vigilant about sibling bullying, and make it stop. Bullying is no longer seen as a normal rite of passage for children; it’s a preventable behaviour that we can eradicate through edu­cation, awareness and action.
