Some municipalities within the

Battle River-Wainwright constituency want to opt out of the carbon tax, Wes Taylor MLA Battle River-Wainwright told Bashaw town council at its regular meeting Nov. 17. “The government isn’t giving that option so there’s a lot of concern,” said MLA Taylor adding that the carbon tax will touch everyone and everything. He said the federal government isn’t implementing their carbon tax until 2018 and Saskatchewan, who is opposed to the carbon tax, wants to only charge $10 tonne compared to Alberta’s proposed $30 per tonne. The specific rates depend on the type of fuel, but all are set on the basis of $20 per tonne of CO2 in 2017, rising to $30 per tonne in 2018. This is too much too fast and

The Bashaw Youth Drop-In Foundation (BYD) asked Bashaw council for $33,375 in funding for 2017 at the regular town counci meeting on Nov, 17. The BYD has seen an increase in youth attending programs with an average of 14 to 15 per day. “This summer was busier than last summer,” Leanne McCaroll, president of BYD told Bashaw town council during its regular meeting Nov. 17. The BYD runs programs after school and during the summer including, Cooking with Kids, Cool Moves, Craft Corner, Drama Club, Summer Fun/Easter Fun and outings for youth from ages five to 18.

The BYD is involved with the community through the Bashaw School, East Central Health, Bashaw Elks, Royal Purple and the Royal Canadian Legion. This year they are partnering with Bashaw Art Club, Bashaw Ag Society and Bashaw Bottle Depot Recycling program. Their goal is to promote awareness in areas such as health, peer pressure, alcohol and drug abuse, crime prevention and general awareness topics, as well as encourage creativity, increase physical activity, social skills and provide information on nutrition, body image and wellness issues. Council accepted the presentation as information.

Alliance resident gets scholarship Karaleen Spady of Alliance, Ab. is one of four students to be awarded the prestigious Bill Kehler Memorial Scholarships in the dirt at the 43rd Canadian Finals Rodeo on Sat. Nov. 12. Scholarships of $2,500 were awarded to each of the students pursuing an education in broadcasting or agriculture: Spady is studying public relations at the Faculty of Communications Studies, Mount Royal University. Other winners, all studying at the Faculty of Agricultural Sciences at Lakeland College were Nicole Fossheim of Yellowhead County, Ab. studying Agribusiness; Hailey Tonn of Plumas, Mb. studying Animal Health Technology and Brooke Martine of Nanton, Ab. studying Agribusiness. “These four

About the Bill Kehler Memorial Scholarship

The Bill Kehler Memorial Scholarship of $2,500 is awarded to up to four recipients each year who are pursuing post-secondary education and who demonstrate an interest in agriculture, rodeo or broadcasting. Students must submit an academic essay detailing their future academic and career goals, the course of study, institution chosen and outline any steps taken to achieve these goals , including volunteer work, paid positions and other awards received. The essay must also reflect how the applicant will be a good ambassador for Bill Kehler’s legacy.

RCMP: Theft under $5000 As a result of several responses from the public to a previous media release, Stettler RCMP were able to identify one of the women responsible for the theft on Sun. Oct. 2 at the Stettler Walmart valuing in at $1200 as 32 yr. old Janine Stewart. On Nov. 1, Blackfalds RCMP located and arrested Stewart who is facing charges of Theft Under $5000 and Failure to Comply with Conditions. Her court appearance in Stettler is Jan. 12, 2017.

After a stream of thefts the stolen truck and driver were witnessed in Drumheller and RCMP obtained a search warrant for a hotel room occupied by Ben and Jamie Olivier on Nov. 16. Jamie Olivier (32) was arrested at the hotel room while Benjamin Olivier (36) fled by climbing out a second story window. He was arrested after a brief foot pursuit. During the search of the hotel room, investigators located property stolen from the truck, Sea-Can as well as drugs, paraphernalia and break in tools. All three were charged with multiple charges and have been remanded into custody and are scheduled to make their first court appearance on Nov. 18 in Drumheller Provincial court.

Carbon levy impacts Kneehill operating budget Kneehill County Council completed their 2017 Operating and Capital Budgets during deliberations at the Special Council meeting held on Nov. 9, 2016 with certain challenges as there has been a further decrease in assessments, with nonresidential assessment being hit the hardest particularly on the linear side. The 2017 budget encapsulates a 14.5 per cent decrease in oil/gas well tax assessments and a 9.5 per cent decrease in pipelines assessments. According to a press release, the linear portion of the county’s tax continues to decrease, and is projected to decrease into the 2018 budget cycle by approximately the same amount, our financial and budget challenges will remain in place for the foreseeable future. Road construction, road maintenance, solid waste services and water have remained virtually untouched in the budget. Through streamlining and removing those items deemed to be currently unnecessary, the County was able to provide a balanced

budget that requires no borrowing and minimal usage of the County’s reserve accounts. Net revenues are reduced by approximately $2.1 million. Year over year costs associated with the operating the municipality have been reduced while taking into consideration large expenses such as the projected uncollectable tax losses of $800,000 and the impact of the provincial carbon levy. The carbon levy has a direct impact on the operating budget of approximately $120,000 with an additional increase expected in the cost of goods and services in both the operating and capital sides of the budget, as vendors will be passing on their increased costs to the County. On the capital side, $2.9 million is budgeted for our annual gravel purchase, $1.2 million for 68 miles of shoulder pull and another $4 million (carried over from 2016) for ongoing road rebuild program as approved in the Kneehill County Road Master Plan. The MSI 2016-17 grants and carry over funds from the 2016 capital

budget are being used to fund the 2017 road rebuild projects. The Operational budget continues to prioritize core services such as road maintenance, snow removal, water distribution, solid waste, parks, and agricultural services. It was council’s goal to complete our 2017 budget with rationalized service delivery that did not sacrifice the quality of those same services such as the roads program. As a result, there is an ongoing commitment to our roads program, dust control, sponsorships and other grant funding programs which support our residents in our communities. Through the Regional Urban Sustainability Grant, money has been set aside to also support our small towns and villages. Council is also looking towards 2018 anticipating further losses in industrial taxation with forecasts show that in 2018 an approximate $2 million dollar loss of net County revenues with a corresponding drop in residential assessments. According to the press release, “Through Council’s Strategic Plan and

Clive votes for Geographic Information System to map roads, sewer, water lines Lisa Joy ECA Review reporter The Village of Clive, at its regular meeting Nov. 14, voted in favour of using Geographic Information System (GIS) to map its roads, as well as its sewer and water lines. “Having GIS in-house will allow public works, or us, when residents come in (with inquiries), to pull it up and take a look. It will help with trouble shooting,” said Clive Chief Administrative Officer (CAO) Carla Kenney. GIS is a computer system that captures, stores, checks and displays data related to the earth’s surface. For instance, this will allow Clive public works department to locate a water line shut off even when it’s five feet under snow. The Village of Clive will be the managing partner for this project with Caroline, Eckville and Bentley, if their councils approve their participation under the Alberta Community Partnership Program. The Village of Cremona has already successfully converted to GIS, said CAO Kenney. Initial cost for a community to set up is $3,500 with a yearly licensing fee of $2,000. Cloud technology allows smaller municipalities to share a server, thus reducing the cost of the system and saving on initial aerial data collection by flying over all the communities in the same trip.

Clive council deferred making a decision on participating in the 211 Information and Referral Phone Service offered by United Way. “We want to wait and see what other communities in the region are doing,” said CAO Kenney, adding that Lacombe County, Lacombe and Blackfalds also deferred their decisions. The 211 system allows callers to access trained Information and Referral Specialists 24 hours a day, seven days a week regarding social, government, health and community services in over 150 languages. Clive residents can currently access information and referral services through a number of federal, provincial and municipal agencies. Based on Clive’s population it would cost $494 per

year to join the 211 telephone service.

FCSS funding continues

Village of Clive will get $17,166 from the province to fund its Family and Community Services Support (FCSS) program in 2017. That represents 80 per cent of the funding with the village kicking in $4,292 for a total of $21,458. Clive has its own FCSS coordinator and the program is run out of the Lacombe FCSS.

Drainage issue

Tagish Engineering looked into a drainage issue on Longstreet Ave. west of 50 St. near the hotel. They discovered that there are two low elevation trap lows along the north and south sides of Longstreet Ave. near the 50 St. intersection. Tagish’s report to council said the best option would be to construct a ditch or swale

by K. Smawley On Nov. 5, the Theresetta Knights, the junior high girls and boys, travelled to Stettler for CARA volleyball playoffs. The tournament is to decide who gets to move onto the CWAJAHA tournament on Nov. 19. The girls earned six points in their round robin play, out of a possible 10, and they got to move on to a quarterfinal game against Gus Wetter 1. They lost their quarterfinal match but were so happy with

how they played in all their CARA games. The boys finished third in the 1J division. They lost a tough game to Big Valley in the semi finals.

Real power is in the party caucus I read with interest Mr. VanderKley’s response to my column in the October 27/16 issue of the ECA Review in the Nov. 10 issue. His detailed response to my column did not convince me that a proportional system of electing MP’s would be fairer or more democratic than our present system. There is no perfect system of electing a democratic government. You can look at every system, and there are many, that are used around the world today and they all have flaws. Proportional representation as proposed has two major flaws in my opinion. The first flaw is that you are voting for a party instead of people. You have no idea who your MP might be until after the election.

The people of this country have not demanded a change in the way we elect our government. This was an idea of our Prime Minister.

In most cases they would be party hacks just like people appointed to the senate. Justin Trudeau has implemented a new system for appointing senators but as Prime Minister he still makes the choice. So while they may not be big “L” liberals you can be sure these people will still be sympathetic to his philosophy. The second problem I have with this system is that it would be almost guaranteed that every government would be a minority or coalition government. In my opinion minority governments do not accomplish much. They would have unintended consequences. Mind you every system can, as Mr. VanderKley did observe from our last provincial election. In the case of Canada, the consequence in my opinion is that the liberals and socialists would likely be governing our country for generations. This is precisely why I think many

of the European countries are in such an economic mess today. If proportional representation or some other system of electing our government is what the people of this country want then let them decide by a referendum. That would be democratic. Every time a proposal has been put to the people it has been defeated. Justin Trudeau has resisted the idea of a referendum. Why? Because he knows that he would lose, so he really is not interested in more democracy. What he is interested in is a system that would grant him a monopoly on power, so he would still be able to exercise dictatorial power. The people of this country have not demanded a change in the way we elect our government. This was an idea of our Prime Minister and if he cannot ram it through parliament he will drop the idea. Our present first past the post system is criticized for giving the PM dictatorial power. To some extent that is true but it need not be that way. The real power is in the hands of the party caucus, they just need to exercise the intestinal fortitude to use it. A real dictator is one where he cannot be thrown out of office. Pierre Trudeau tried his best to be a dictator and his son has shown the same tendencies. God help this country if he ever succeeds. The November 14/16 issue of the Maclean’s Magazine brought to light another issue where people are trying to force their idea of democracy down our throat. The NDP introduced a private members Bill C-237 that would penalize political parties that did not have near 50 per cent of their candidates as women for an election. I would really be opposed to that. Over 50 per cent of the voters in this country are women. If it is important to them to have more elected women then why are they not nominating and voting for more women? From my observation more men vote for a woman than do women. Think back to when Kim Campbell was our Herman Schwenk PM. Coronation

Sub-contractors not listed on tender Dear Editor, Regarding the press release titled ‘Stettler Council seeks legal advice’, Nov. 16 issue of the ECA Review. I am greatly disappointed for those who choose this excuse to discredit Coun. Ernie Gendre. I feel the reason for this accusation had nothing to do with his alleged misconduct but more to discredit Coun. Gendre because of his efforts to try and stop the building of the new County Shop facility. The County of Stettler Administrtion put out a tender to install another section of the regional waterline (approx. 3500 metres) terminating at the new shop facility to which my company and four others tendered. After reviewing the tenders on Sept. 14, Councillor Les Stulberg motioned to accept the lowest tender. The vote was unanimous to award the contract to my company, Wally’s Backhoe Services Ltd., as we were $20,450 less than the next closest tender. I understand Coun. Gendre did vote as part of the unanimous decision to award ourselves the contract being we were the lowest tender. Coun. Gendre, as did all other councillors, not know who any of our sub-contractors were going to be as it is not part of the tender process to submit who we are going to use. I had initially used by brother-inlaws quote from Tru-Marq Horizontal Directional Drilling to bid this project as he has completed all our drilling work over the past years. It was not until after the tender was awarded to our firm that I found out Tru-Marq would not be able to meet our time frame so I made a decision to

hire Diablo Directional owned by Ryan Gendre of Red Deer who is the son of Coun. Ernie Gendre. You or I may not necessarily agree with some of the opinions or decisions of Coun. Gendre, but in my experience as a businessman in Stettler for over 35 years, his honesty or integrity does not come into question. I strongly feel that Coun. Gendre would not use his position of authority to manipulate any decision for personal gain or any other agenda. We want all our councillor’s to have a voice. Let’s not allow misconception or personal feelings cloud our judgement of others. I do not want to believe this accusation of misconduct is because of Coun. Gendre’s stand on the construction of the new shop facility. I do understand he strongly opposed this venture from the beginning and knowing Coun. Gendre, I believe he felt it was his responsibility to respect the majority of his ratepayer’s opinions. My concern is: If this would have been any other councillor in a similar situation and voted as part of an unanimous decision to accept the lowest tender for any project, would we have heard about it? Would we be spending MORE taxpayer’s dollars on legal advice? Life is full of many bigger issues. Let’s not spend our time and energy and taxpayer’s dollars on a motion in which ALL councillors voted the same! How can we expect anyone in the community to let their name stand to represent us if we chastise them for something like this. Wallace McComish Stettler, Ab.

We have some, but minimal impact Cont’d from Pg 6 However we seem just as gleefully to forget, that currently (and there is no curbing in sight) we collectively increase the global population by 200,000 people per day. That is about 73 million people per year. In 34 years that will amount to at least 2.5 billion people, likely three billion as the people, as yet unborn, will begin to produce in the third and fourth decade. That is an increase of more than 1/3 of the current world population. ALL POLLUTERS! All needing housing, all needing space, all needing food and water, all wanting the same or more of the amenities we currently enjoy. The pollution caused by that many polluters will easily outstrip the diminishing of the polluting elements, which we are trying so very hard to bring under control to prevent global warming.

The Premier of Alberta talks to some groups in the U.S.A. about what Alberta’s plans are and Trudeau does the same thing about global warming to the United Nations, which is purely rhetorical and an excuse for the carbon tax. Logic and mathematics (both in short supply – especially in politicians it seems) tell me that closing a few coal mines, rolling back the oil industry with its various products, putting taxes on carbon is not going to do the trick. (It will have minimal results, but will increase unemployment and just steals more money out of people’s pockets). Instead of conferences on global warming, governments and people must start realizing that we do not live in individual bubbles, that the additive effect of human reproduction must be reduced if we are going to have a livable human environment in the future. Trump is not helping either with his pro-life idea. Planned parenthood is

the answer, taking responsibility for what you do. So instead of global warming conferences the politicians ought to have conferences on how to bring the population explosion under control. Right away we think, “Yes, but in Canada, we have lots of space”. Our country, along with South America, is one of the last places on earth with livable space. Oh, did you notice that the Asiatic countries are exporting their overflow, which translates into the fact that somehow we have to get away from the notion that having babies is the ultimate aim of human existence. It is a global problem! We live on a finite sphere and it will affect all of us. As an aside: how many of you are aware that 20,000 years ago the Sahara desert was a green space. Rock paintings attest to it, they depict cattle grazing. How many of you are aware that

12,000 years ago, this country, our Canada, was covered under at least one kilometre of ice. Question what brought the changes? For sure not people, there were very few and they most certainly did not have cars, tractors or airplanes! Maybe we should put corks in all the active volcanoes, tell the sun not to have sun flares, tell the tectonic plates not to move. Ask ourselves why we have oil and coal in Alberta and Siberia; how come there are coal deposits in Spitzbergen, an island close to the North Pole? Global warming is a natural phenomenon on which we have some, but minimal impact. We can counteract pollution by diminishing the prime cause (overpopulation); diminishing the CO2 content is not the answer. Frank VanderKley, Trochu, Ab.

Six confirmed cases of bovine TB so far Alberta Beef Producers To date there are six confirmed cases of bovine TB. This includes the cow that was confirmed to have the disease when it was slaughtered in the United Sates. All confirmed cases are from the one infected herd which is located on three separate premises in Alberta. All of the cattle from the herd are in the process of being removed from the premises and humanely destroyed. While there are no confirmed cases of bovine TB in Saskatchewan the animals on the quarantined farms in that province have been in contact with the infected herd and are therefore subject to movement controls. Of the animals tested to date by the CFIA, 52 have shown a response to initial testing and then received a post mortem examination. The post mortem revealed 12 of these animals had gross lesions compatible with bovine tuberculosis. The tissue samples from these animals were sent to the lab for examination. Lab results confirmed that the lesions seen in five animals are consistent with bovine tuberculosis. Five animals had PCR results that are positive for Mycobacterium tuberculosis complex, presumptive Mycobacterium bovis. These positive test results indicate transmission between animals has occurred. The CFIA is currently conducting a risk assessment to determine how these results impact the investigation and whether or not additional herds may be declared infected.

The increase in the number of infected animals has no effect on food safety because all animals are examined for signs of disease at slaughter. Any animal which show signs of disease, like the lesions associated with tuberculosis, is condemned and meat from that animal will not be sold for human consumption. The practice of conducting a postmortem examination on each animal slaughtered has been standard in Canada since the 1930’s and is not a new measure applied in light of the recently discovered cases of tuberculosis in Alberta. To date there are no trade impacts. The CFIA is updating its website on a regular basis as new information regarding the investigation is available.

OBITUARY

Enjoyed sharing gardening knowledge and recipes Lucille Erion passed away peacefully in the Castor Hospital on Nov. 12, 2016 at the age of 89. She was born on March 25, 1927 to Marie and Placide Frey at Tinchebray and was raised on the Frey farm north of Castor. After school she worked as an aide at Castor Hospital then in Stettler. It was here that she met John Erion. They married in September 1948 and returned to the Frey farm where they raised their three sons; Wayne, Lloyd and Loren. John and Lucille moved into Castor in 1990 but remained very active on the farm. Lucille worked very hard raising her family, cooking, milking cows and chores but her passion was her garden and flowers. She knew the name of every plant and flower and Erion enjoyed sharing her knowledge and recipes with her daughters-in-law. Her freezers and cold rooms were always packed full come winter including this year. The boys say they packed in pails and pails of potatoes in the fall only to pack out pails and pails come spring. She made every kind of jam and jelly and loved to pick berries. Lucille was an excellent cook. Her day was made when she could make a meal someone enjoyed. She loved to

come out to the farm during harvest to cook. Homemade buns, perogies, pies, cream puffs…we never ate so good! Lucille was very crafty. She spent many hours working on ceramics, knitting and crocheting; pretty much any craft. She was excellent at cake decorating and would stay up all night to finish that cake. She made all her children’s and grandchildren’s wedding cakes as well as countless others. Lucille was a social butterfly. She loved to visit, play cards and Bingo. She had a great sense of humour and loved to tease. Lucille’s greatest joy was her grandchildren and great grandchildren. She was always interested in what they were doing. She spent many days babysitting and watching them on the farm. Her children, grandchildren and great grandchildren all know how to play crib thanks to her and John. Every family gathering would see her sitting at the table with a crib board and a twinkle in her eye because she had a 24 hand. We are going to miss her meals, her calls in the morning to see how much rain we had or if the combining or baling was done, her bags full of crocheted dish cloths and tea towels at Christmas, her generosity, her laugh and her smile! Lucille is lovingly remembered by her three sons: Wayne (Laurie Anne), Lloyd (Sheila) and Loren (Peggy); six grandchildren: Keith (Janine), Tammy (Lyle), Darcy

The Grade 1/2 students learned that leaves are green because they have chlorophyll and our experiment, using rubbing alcohol, separated the chlorophyll from the leaves to show us what the leaf’s original colour was. The grade 3/4 class will get to do lots of hands on activities, as they prepare to build devices that move in the Wheels and Levers science unit. The preparations for the Christmas Concert show

The K-2s have already been practicing their songs for some small audiences. On Nov. 25, the staff and students at Theresetta will be participating in a retreat put on by Face2Face Ministries. The students can look forward to a day or songs, games, reflecting and laughter.

The Catholic Women’s League (CWL) served as Honour Guard and her beloved grandchildren served as pallbearers as Lucille was laid to rest at Our Lady of Grace Catholic Cemetery beside her husband John. Family and friends gathered for a time of fellowship in the Castor Community Hall and was served a luncheon by the CWL. There are many substance impairing drugs—both legal and illegal—that can impair driving skills including over-the-counter, prescription, legal medicinal/recreational marijuana and Illicit. In addition drivers may get behind the wheel with a combination of alcohol and drugs, called “poly use.” The effects of drugs on driving can increase the crash risk by up to eight times, according to the Canadian Centre of Substance Abuse. Such crashes sometimes result in death. More young people are driving after using cannabis than after drinking. While youth understand that driving under the influence of alcohol is risky, many youth do not consider driving while impaired by drugs, such as marijuana to be risky. Some drivers even believe that using cannabis makes them better drivers, but evidence clearly shows that it impairs driving ability. These misperceptions can result in driving decisions that put the health and safety of young drivers at risk. It is illegal to drive while impaired by drugs or alcohol.
