Paving, sidewalks, quonset roof repairs and a new sander are the top capital priorities for Big Valley council as they went through their wish list for 2017 with CAO Michelle White at the Oct. 27 regular meeting.
According to White, who presented a first draft of the capital budget, the village will have about $320,000 to work with in 2017 if the village receives a provincial capital grant of $150,000. Approximately $270,000 is pegged for paving and concrete work. Council also reviewed the operating budget. White stated she was

‘Community Garden’ gets special mention
The Town of Hanna received a Four Blooms rating and a special mention for Community Garden during the 2016 National/International Symposium and Awards ceremonies in Regina, Sk. The Town of Hanna participated in the Up to 4,500 population category along with Bruderheim Ab., Ituna Sk, Maple Creek Sk, Windsor NS, Witless Bay NL and Valhalla Centre, Ab. Over the summer, trained volunteer judges travelled to participating communities to evaluate the overall contributions of municipal council and departments; industry; businesses and the private sector – including volunteer efforts – in regards to the following criteria: tidiness, environmental action, heritage conservation, urban forestry, landscape and floral displays. Following their evaluation, volunteer judges Roger Younker and Karri Loadman wrote: “A community of 3000 residents nestled in the ranch land of rural Alberta, the town of Hanna has been a believer in Communities in Bloom since 2002. The committee, always seeking to develop new programs, have a winner in the community garden. Co-ordinated by Community Garden Volunteer, Barb Burgemeister, who is passionate about the project as it continues to grow in size. Currently there are 34 plots, double last year’s start up number. Residents rent 10 x 10 plots for $10 a season or 20 x 20 plots for $20…all guarded by Jo Jo the Scarecrow. Potatoes, tomatoes, beans, peas, onions, etc, greet visitors. The location, next to the Hanna Health Centre and Long Term Senior facility, includes an accessible strawberry patch housed in a raised boxed container for easy access.

Three females rob Walmart A theft occurred at the Stettler Walmart valuing in at $1200. on Sun. Oct. 2, at approximately 9:30 p.m. Three female suspects collected various items and placed them into totes inside a shopping cart. Two of the female suspects went out a fire exit shortly after a grey 4 door sedan pulled up (driven by the other female suspect). The female suspects placed the items they collected inside the
vehicle then drove off. Suspect one is skinny, bleach blonde hair, dressed in black jacket and sneakers. Suspect two is heavier set body, reddish brown hair pulled up, wearing a pink tie dye hoodie and suspect three wore all black and brown long hair. Four grants were approved from the Family and Community Support Services (FCSS) funds. Big Valley Legion will receive $500 for winter programming, $750 will be set aside for the Whistle village newsletter, $500 will go to host a solar workshop at the end of November and $2650 will go to the Big Valley Agricultural Society. Council also gave preliminary approval to the Big Valley Hivernant Society’s application but opted to hold the

Two applications came in for the $280 grant available from the Big Valley Community Foundation and council found a way to approve both. Big Valley School applied for the grant to fund the Grades 7 and 9 outdoor fall camping trip and Big Valley Citizens On Patrol (COP) requested $219 for vests for member identification when patrolling. CAO White informed council that there was money in the bylaw enforcement budget that could be used for COP. Council approved $219 from the budget for COP and also approved the $280 foundation grant for the school.

Three-headed monster by B.P. Schimke Governments have many different ways to stimulate the economy or push a particular social agenda. Such was the case in 1954 when the government created the Canada Mortgage and Housing Corporation (CHMC), an insurance backstop to encourage banks to loan money to first time purchasers of homes. Sixty-two years later this system is still in place even though conditions have radically changed. Today Canada is very vulnerable to an American-style housing crisis and multi-billion dollar bank bailout. There are three serious challenges for the Canadian government. First, overpriced housing not only in Toronto and Vancouver, but right here in Alberta. If housing was actually following market forces, the current number of layoffs in Alberta should have forced housing prices dramatically downward. Yet housing prices in cities like Calgary, Red Deer and Edmonton have seen only modest decreases. Second and most concerning is the personal debt load that Canadians are carrying. Our debt load is the highest ever in the history of Canada and greater than any other G7 nation. The third issue, of course, is the low interest rates which have negatively affected everything from savings to retirement security. No first-world country
and certainly not Canada would be able to raise interest rates today. It’s a ‘no go’ given that first-world economic growth for 30 years has been built primarily on debt. In Canada house costs are too high, personal debt too high and interest rates too low. One percentage increase and think about all those who would default on their mortgages. Yet, how many Canadians know that we the taxpayers essentially assume most of the risk for insured mortgage defaults in Canada? I knew that taxpayers insured 100 per cent of the risk associated with CHMC mortgages, but only recently learned that we also backstop 90 per cent of insured mortgages held by big banks, credit unions and mortgage companies. Is it any wonder that lenders are constantly pushing home buyers to go for bigger homes and bigger mortgages when those purchasers qualify for mortgage insurance? Using government figures, I’ve estimated that taxpayers are currently insuring $780 billion worth of mortgages. If there are defaults on these insured mortgages, we the taxpayers pay out to the lender the principal plus lost interest. Finance Minister, Bill Morneau, has made two good moves this year. First, for homes over $500,000, a 10 per cent minimum down payment is required. This change still promotes
first-time purchases, but saves people with small down payments from getting in over their heads. In October, a new stress test for insured mortgages was imposed whereby family incomes must meet a higher interest rate threshold than current rates. Again, this saves families from losing their homes when the interest rates move up a point or two and further protects taxpayers from massive defaults. The three-headed monster—housing costs,
personal debt and interest rates—has the potential to bring Canada financially to its knees if not managed properly. Finance Minister Morneau appears to be up to the task, but his next big challenge will be introducing some risk-sharing balance into the mortgage insurance equation. Banks and mortgage companies are private sector businesses and should assume the risks of their business model rather than we, the unsuspecting Canadian taxpayers.

I think those idiots actually believe that they can convince us that Canada can make a difference in the world on climate change. Anyone who doesn’t buy into this nonsense is accused of being a climate change denier. I came across a column in the Edmonton Sun some time ago written by Mark Bonokoski that has some really interesting statistics that I wasn’t aware of. I may not have room to put all his info in this column but you will get the idea. According to his sources Canada has 990-million acres of forests, 370-million acres of wetlands and 167-million acres of crop yielding farmland. These are known as “carbon sinks”. Biologists tell us that trees absorb about 2.6 tonnes of carbon per acre. Turn to Canada, Pg 8

Kept active pursuing interests George Rowand Jaap passed away Sept. 7, 2016 at the Wainwright Hospital at the age of 73. He was born June 3, 1943 in Kerrobert, Sk. to Rowand and Marie Jaap. The oldest of four children, he attended school in Coleville and Kerrobert. After graduation George left the farm and worked in the oilfield, took an autobody course and then got his private pilot’s license. He later returned to the farm for a short time and then obtained his commercial pilot’s license and flew for Time Air our of Lethbrige. George married Betty Hamilton in 1975 and they moved to Coronation where George was manager of the John Deere dealership. Son Robert was born in October 1975 followed by Billy in July 1977. George and Betty were active members of the Coronation Kinsmen and Kinette Clubs and in 1985 they opened a small clothing store in Coronation called Prairie Duds. In 1986 George moved to Vancouver where he managed an apartment building until 2008 when he returned to Alberta. He moved to Czar and worked for Russell Jones, Randy Flynn, the Czar Town and Country Market and Tri Ag Implements in Consort. He retired in 2014 but kept active pursuing his interests in leather work as well as cooking, baking and canning. George is survived by his sons

Cont’d from Pg 2 The way council dealt with my questions concerning my sewer line was to approve a motion in the January 20, 2016 council meeting not to respond to my emails concerning my sewer problems. I challenge council to show me anywhere that they plainly told me the sewer project was going to go right to the property lines prior to my lawyer asking the question. This is only a thumbnail sketch of what I have had to do to get to the point of my sewer line being replaced. I hope that this letter will clear up some of the misconceptions that the issues being written and talked about are totally my fault. Now if you do more math: 36-trillion tonnes [the amount of world emissions] x 0.0167 {1.67%} = 601.2-million tonnes. This is the amount of carbon that Canada contributes to world emissions. In the forests alone, Canada absorbs almost four times the amount of carbon that it emits. This means that the other three quarters of our forests are being sustained by carbon being emitted by the rest of the world. This calculation does not take into account the wetlands or farmland that also absorb carbon. Canada really couldn’t get any greener, so why are our politicians hell bent on punishing withversion these 3” us wide

Our NDP provincial government announced some time ago a plan that would impose a $30.00 per ton carbon tax on us by 2018. That plan is so complicated that it will take thousands of bureaucrats to implement it. That should take care of much of the tax. Then on a day when the provincial and federal environment ministers were meeting to work on a climate change plan our brilliant Prime Minister announced that all of Canada would subjected to a $50 per ton carbon tax by 2022. Any province that did not have a carbon tax at that level by then would
have it imposed on them. I guess that is his idea of consultation. Not surprisingly three environment ministers walked out of the meeting. You know this carbon tax issue by our governments is nothing but a blatant tax grab. They seem to think it is justified because of our commitment to the Paris climate change agreement. Considering the fact that Canada is given no credit for absorbing much more carbon than it emits I think there is a good case for some lawyer to charge our governments with a “class action lawsuit”. That just might wake the people of this country up to the fraud that is being perpetrated on us!

Changes to conventional oil exploration The Canadian Press - A new report says changes to Alberta’s royalty regime will help make the province more competitive than its neighbours for conventional oil investment. The paper out Monday from the University of Calgary School of Public Policy found that changes to the royalty system will bring the marginal effective tax and royalty rate for conventional oil projects in Alberta from 35 per cent to 26.7 per cent when it goes into effect Jan. 1. Study authors Jack Mintz and Daria Crisan found the change will switch Alberta from having one of the highest to one of the lowest rates among its peers, including ahead of British Columbia and Saskatchewan. The study, which pegged B.C.’s rate at 28.7 per cent and Saskatchewan at 32.6 per cent, did not take into account other regulatory and carbon policies that affect competitiveness. In July, the Alberta government announced that companies could immediately apply for well projects under the new royalty regime that weren’t already planned. The new royalty framework left
