Agriculture for Life partnered with Elnora community members to deliver a rural and farm safety program to 85 students at the Elnora School on Sept. 25. Topics apply to everyone whether on the farm, in town or on acreages,” said Heather Hanlon, program coordinator. “What you learn today you can take home and talk to your parents and grandparents about as it’s a good reminder for everyone.”

Big equipment safety

Beverly VanKampen, Rocky Mountain Equipment, drove in from Calgary to talk about large equipment safety. Using a tractor as her prop, she had the children stand close to the equipment and see whether they thought the driver could see them. “Never go near a moving piece of equipment and always be in a position where you can see the operator and the operator can see you”, said VanKampen. “Tractors and big equipment are colourful and look like fun but they are not to be used as playground equipment whether they are running or not.” Often accidents and deaths happen when an operator hops in and moves equipment not knowing that children are playing underneath.

Kathleen Raines ran the hearing station. With the help of a decimal reader, it was easy for kids to see how even a very noisy classroom can surpass recommended safe hearing levels. Raines commented that kids know all the things they do, movies, music, motorbikes/quads that are too loud, but the trend continues. Today’s culture is just not taking noise and permanent ear damage serious enough.

RCMP Cst. Bart Warner, school resource officer for Trochu, Delburne and Elnora, was on hand to talk to the younger grades about bike safety and the older students about ATV safety. “One of major safety issues for children is riding ATVs that are too big or having more than one person riding at the same time,” said Cst. Warner. “For adults, ATV use, combined with alcohol, represents the largest number of accidents on weekends.” The grade seven and eight students shared their ideas about what safe ATV riding looked like. Answers included safety equipment (helmet, chest protectors, visors/goggles); proper clothing (closed-toed shoes, longsleeved shirts or jackets); hearing protection, and telling someone where you’re going. “If safety equipment is there, for example seat belts in side-bysides, use them”, said Cst. Warner, “you could hit your head and live the rest of your life in diapers being fed and taken care of by others.”

School council workshop

The board will host a school council workshop on Oct. 9 at the Stettler offices at which time the Alberta School Councils’ Association (ASCA) will present a workshop on a how a council can support their schools and what they are allowed to do under legislation. The board will also review the recently adopted principles and priorities for Clearview school division.

Support staff

Non-union support staff signed an agreement that would see a 1.34 per cent increase in salaries and a new $300 per year health spending account. Part-time and bus driving staff, who do not have access to the health benefit plan, will have their health spending account increased from $50 to $350 per year. This agreement is negotiated annually.

Hughenden Public School golfers win silver medal

Submitted The senior boys golf team from Hughenden Public School (HPS) earned a silver medal at the zone golf championships Wed. Sept. 24. Golfers who made the team were Isaac Sayer, Robbie Evans, Shelton Southoff and Seth Holte. Their second place finish earned them a place at Provincials on Oct., 5. Bailey VanKoughnett for finished amongst the top ten golfers. Our junior high team golfed at the Wainwright course Tues. Sept. 23 and came home with the gold medal, winning the Buffalo Trail Junior High Athletics Association championship. On the team were golfers Seth Holte, Ethan Holte, Cody Sather, Luke Almber, and Maddie Long. Seth Holte also won individual gold with a score of 84. HPS staff attended an inspiring Professional Development day on Sept. 26 and got to work Monday by analyzing Provincial Achievement Exam and Diploma Exam results to determine areas of weakness and strength for planning instruction moving forward.

Students participated in the school-wide Terry Fox Run Wednesday, Sept. 24. It was a great day to head out after our brains were full with inspirational memories about Fox that the leadership class had shared with us in an assembly. Many students have participated in the pajama and Hawaiian theme days. A back to school dance on Friday, Sept. 26 brought in approximately 150 youth for the evening. Lacombe county council doesn’t sell ‘undeveloped’ road allowance to resident Lisa Joy

Review Reporter A landowner, who erected a trailer, built a shop and established a business – encroaching on a road allowance - put Lacombe county’s bylaw to the test. Jerry Bauer asked council at its Sept. 25 meeting to sell him the road allowance he illegally built on, citing the difficult shape of his acreage as a reason for violating the bylaw. “It would be extremely difficult to move the shop and even though the mobile home is more readily moveable it would also be difficult to relocate within the property,” said Bauer. To fix the situation, Bauer asked council to sell him the undeveloped road allowance next to his acreage, located on the northwest end of the county. “I’m sorry for this mess that I caused here,” said Bauer. Council voted against selling the road allowance. But in a split 4-2 vote council approved Coun. Dana Kriel’s motion to give Bauer a 30-year license of occupation so he doesn’t have to move his shop. Councillors Brenda Knight and Rod McDermand voted against the motion. Reeve Paula Law was absent. “If we allow people to build on county

roads we have a real problem,” said Coun. McDermand. “We are stewards of our road structures.” Lacombe County Commissioner Terry Hager said that Bauer was aware of his property boundaries and knowingly placed both his mobile home and shop on the road allowance and has started construction on a larger shop that also encroaches on the road allowance. Hager added that, “Mr. Bauer has shown little regard for the land use bylaw, the adjacent undeveloped road allowance or the decision of council not to sell the said road allowance in 1996.” Hager recommended to council they take the necessary action to ensure the removal of the encroachments on Twp Rd 41-2 north of NE9-41-3-W5. Hager told council that staff has been working with other landowners south of Tees and Birch Cliff that are putting up structures encroaching on municipal reserves. “We are in the process of taking legal action with one to have removed.” Coun. McDermand told Bauer a whole bunch of wrongs don’t make it right. “There’s unfortunately a few wrongs here. Twice you were told you couldn’t buy it (road allowance). You had a permit to build a 2,400 square foot shop and you built bigger.”

McDermand expressed disappointment with council’s decision to allow Bauer to use the road allowance for 30 years saying that many years ago council forced the removal of a house south of Alix that was being built on a road allowance. He said voting this way could “open a can of worms.” “I argued strenuously against this,” he said. “I was sure it would be a lost motion.” But Coun. McDermand added he thinks, “Council just got tired of hearing about (the issue).”

The P & H Elevator Preservation Society celebrated the restoration and preservation of the last grain elevator in Stettler, Alberta on Sunday, Sept. 28. The Society started working on the elevator in 2005 and completed most of the renovations recently. Members of the society held an open house and celebration day for residents where they could come out and get a tour of the elevator, watch a threshing demonstration using the “Little Giant and “The Beast,” and enjoy a roast pork dinner. After six questions in the Legislature, two member’s statements over the last two and a half years, and the presentation of a 1,000- person petition on the lack of acutecare beds in the community of Consort, the Alberta government is finally taking notice of the seriousness of this issue. The Town of Consort had the use of their five acute care beds suspended as of June 30, 2011. Since that time, the people of Consort took matters into their own

Lacombe county council approved Parkland Regional Library System’s (PRL) 2015 budget, which saw a three per cent increase but left some councillors wanting answers for the rising costs. PRL expects a 3 per cent increase in 2015, 4.5 per cent increase in 2016 and 4.7 per cent in 2017. “How are they getting to that inflationary level,” asked Coun. Rod McDermand who is a former PRL board member. “To me that’s big. “Three per cent is above inflation,” added Coun. McDermand at the county’s regular meeting Sept. 25. “Their reserves are maxed out. What are we doing? What is their business plan?” The library board’s total budget for 2014 was $3 million. It is projected to be $2.9 million in 2015, $3 million in 2016 and $3.1 million in 2017. Last year, Lacombe county’s share for the PLR budget was $77,340 and will be $79,711.76 in 2015, which translates to $7.73 for each of the county’s 10,312 residents. Coun. Keith Stephenson pointed out that the grant to the library from the provincial government remains the same over the next three years at $916,888. McDermand said schools have opted out of being members of the library board, adding, “If they moved out of the school business doesn’t that mean you need less money?” “I was dumbfounded that the school board no longer wanted to be part of the regional library system,” added McDermand. “Obviously someone is not providing service or schools have changed.” He added that schools have fewer books and more computers. “Kids don’t want to read books they want to read computers.” County Commissioner Terry Hager said libraries are making the technological transition. “Lots of old people prefer a book, it’s a comfort thing for me,” said Hager. “They are in transition. They are volume purchasing. As long as they can volume purchase and be cost effective it works. The moment it doesn’t, their usefulness will disappear I think.” McDermand said libraries need to be competitive and if the board of directors had members in their 20s you would see something different. “We need to be very cognizant of where libraries are going in the future,” said McDermand. “The library is one area that continues to surprise me,” said Hager. “It’s a sacred
