The banter over the radios was jovial and full of goodnatured jabs, mostly at two CFL team flags (Montreal Alouettes and Edmonton Eskimos) waving off combines while in a field full of Calgary Stampeder fans. Children were on hand for tractor and combine rides and many locals set up lawn chairs and blankets to simply enjoy the beautiful day and the company. The day concluded with a feast held right on the field. What better way to start off a Thanksgiving weekend.

The community of Brownfield held their annual harvest celebration on Friday, Oct. 9 on a field two miles north of Brownfield off Hwy #872. The harvest celebration is an annual event that has an entire community coming together to combine almost two quarters of land for the purpose of donating the bounty to the Canadian Foodgrains Bank (CFB). This noble project was started 31 years ago by two local farmers, Art Cole and Clayton Richardson after having worked with three
groups of Mennonites in the Three Hills area. In 1976, amid growing world food emergencies, Mennonite Central Committee created a pilot project to allow Canadian grain farmers to share their harvests with those less fortunate around the world. In 1983, the project was reorganized, opened to other church agencies, and re-established as the CFB. The CFB is a partnership of 15 church and church-based agencies working together to end global hunger. In 2014-15, they helped 1.1 million people in 39 countries have enough to eat.

Syrian refugees in Brownfield Dena Clark
ECA Review Reporter Two Syrian refugee families are scheduled to arrive in the Brownfield area within the next 10 weeks. The Brownfield Baptist Church, a young and vibrant congregation of approximately 60 members have offered to support two, three member families with a sponsorship of $16,000 per family for a total of $32,000. An estimated nine million Syrians have fled their homes since the outbreak of civil war in March 2011, taking refuge in neighbouring countries or within Syria itself. According to the United Nations High Commissioner for Refugees (UNHCR), over three million have fled to Syria’s immediate neighbours Turkey, Lebanon, Jordan and Iraq and 6.5 million are internally displaced within Syria. “It’s genocide, by UN standards,” said Brownfield Baptist Church member Jordan Webber in a recent interview. Webber, who works with the community engagement ministry for the Brownfield Baptist Church in addition to his roles as treasurer for the Canada Foodgrains Bank and Economic
Development Officer for the Starland County said, “their motive isn’t complex, even if the issue is. We want to help our global neighbour and give them support with an open hand.” Webber went on to say that Canadian Baptist Western Canada committed to bringing 30 families to Canada and in an effort to help, their church, with a 98 per cent support vote, agreed to submit a settlement plan to sponsor two families. The Syrian families, who’s names have not yet been released to the Brownfield Baptist Church members, applied to the Canadian Embassy in Beruit, Lebanon and were ranked as ‘high urgency’ cases. According to Webber, the Canadian Government in partnership with the Blended Visa Office Reference has done their due diligence and runs all candidates through extensive background, military and safety checks in order to protect Canadians. Webber said that the scrutiny these families go through is intense. The Canadian Government will also provide the two families with $11,500 per family and

Town of Coronation gets updated flag Dena Clark

Continuing to recognize a ‘yard of the week’ regardless of whether it is a competition year was discussed because of the positive effect it has on the overall look of the town. The Parkland Regional Library budget was reviewed for 2016 and approved despite the two per cent increase which translates into an additional $145.
A new flag for the town of Coronation was approved by council during their regular meeting on Oct. 5. Coronation CAO, Sandra Kulyk said that although council wanted to pay homage to the town’s history, and in this case specifically the flag (which is still being researched in full), they felt the old flag was outdated and the new flag has a more modern and up-to-date look. The new flag will be flying in full colours in the near future. Hwy #12
Representatives from the Alberta Department of Transportation (DoT) are tentatively scheduled to arrive Oct. 28 for the sole purpose of seeing first-hand the condition of Hwy #12.
This scheduled meeting is the direct result of the Castor, Halkirk and Coronation town councils’ efforts during the recent Alberta Urban Municipalies Association (AUMA) convention when all three councils met with the DoT at the same time to get their attention and jointly voice their concerns. Despite previous attempts to get Hwy #12 repaved or at least maintained, it seems the DoT has not felt that particular highway is in poor enough condition to render higher on their priority list. Councillor Keith Griffiths challenged DoT’s Regional Director, Russ Watts by inviting him on a ‘road trip’ along Hwy #12 to experience the drive for himself and then show him another road in the province that was in worse condition.

ECA Review Reporter The Alberta Urban Municipalities Association (AUMA) and the Alberta Association of Municipal Districts and Counties (AAMDC) are joining forces to lobby the provincial government for changes to the Municipal Government Act (MGA). Stettler Town council reviewed some of the initiatives proposed at the recent AUMA convention at the Oct. 7 council meeting. Several proposals
involve collaboration between municipal governments, something familiar to both Stettler Town and County who have worked together on a number of issues. The previous Conservative government undertook a review of the MGA, with some changes implemented earlier this year. The current NDP government is continuing the process of consulting with municipalities on changes they wish to see. In general, municipal governments are petitioning for greater local
autonomy, more predictable and stable provincial funding and greater control over things like taxation and planning.
Parkland budget gets okay
Council approved an additional 15 cents per capita requisition for Parkland Regional Library, which raised the total per capita amount to $7.88 from $7.73. The requisition totals $862.20 for Stettler’s membership in the regional library. Parkland, which provides things like e-services and inter-library loans, requires approval of its budget from its
50 member communities each year. Coun. Darcy Bachman expressed concern that, while most civic organizations are budget planning for three years, Parkland continues to plan year by year. Bachman would like to see the regional library change that and council was unanimous in its agreement with Bachman. While council voted to approve Parkland’s budget, they directed administration to write a letter requesting Parkland consider moving to a longer budget plan.

Digital learning popular for Botha students Debra Johnston
ECA Review Reporter Students Emma Nixon and Bella Cook of Botha School visited Clearview School trustees to explain how using Google Chromebooks along with Google Apps for Education has improved their classroom experience. The two attended the Clearview School Board meeting Oct. 8 with Botha School Principal Mike Flieger to showcase their scholastic achievements with the new technology implemented this school year. As Principal Flieger explained, students have more flexibility to work at their own pace with the Chromebooks as lessons and related sources, like videos or news links, are uploaded for student access. The student completes the lesson and then has the option to work ahead on the next lesson. Once a student has completed their daily work in core subjects, they can then choose to work on a personal project. Emma and Bella chose to develop a video using ‘green screen’ technology. The two used an outer space theme for the green screen background and overlayed images to create one video. Using the Chromebooks has allowed Flieger to source local, relevant and current information for use in lessons, which Flieger favours over textbooks that have more general, broader information.
Numbers up for schools
Enrollment has increased in the school division by 36 students above the 2015/16 projections, according to Associate Superintendent Peter Neale. The majority of the increase is at the
kindergarten level with 26 new students and is primarily from people moving into the area. Schools seeing the increase include Erskine, Donalda, Gus Wetter and Botha.
Excelling students
Students in the Clearview School Division continue to achieve higher results than the provincial average according to the provincial achievement tests for Grade 6 and 9. Deputy Superintendent Brenda MacDonald reported that student’s results exceeded the provincial acceptable level and, in some cases, the excellence level in English language arts, math and science. As well, MacDonald reported that Clearview has one of the highest graduation completion rates at 81.5 per cent, above the provincial average of 76.4 per cent.

Opinion Malice, no place in Canadian politics Brenda Schminke ECA Review
Attack ads are all about creating wedge issues. Because of the ridiculous length of the federal election campaign and the huge wad of cash the Conservatives had to throw around, the public has been subjected to attack ads for over two years. The purpose of attack ads are to confuse information and promote anger, divisiveness and fearfulness. It culminates in malice, hyper partisanship and polarized debate. All of which is absolutely American and completely contrary to the Canadian character of civility and inclusivity. Christopher Holcroft head of the non-partisan group, Civil Election, aims to see citizen engagement and civil discourse returned to Canadian politics. In a CBC Radio interview, Holcroft said, “attack ads are not helpful for building the kind of democracy that we want to build and allow us to have an exchange of ideas on the serious public policy issues that affect our day-to-day lives.” Such as publically funded health care which has all but been ignored this election. Instead Canadians have spent the vast majority of the last two years listening to attack ads on nice hair and debating head covers worn by women. Although I might add with nary a mention of those offensive ball caps that seems to adorn male heads everywhere--at dinner tables, churches, even weddings! Civil Election has drawn up several recommendations as a response to the results of a survey that says Canadians are in for the nastiest and most divisive election ever and it’s only going to get nastier and meaner in the last week leading up to the election. Civil Election recommends the next government seriously consider implementing the following changes: (1.) Develop a code of conduct for political advertising. (2.) Amend the rules around campaign spending and fix the Fair Elections Act. (3.) Set up a permanent, non-partisan committee to organize national leader’s debates during elections and provide tools to grassroots community groups planning all-candidates’ meetings at the local riding level. (4.) Strengthen civic literacy. Two additions could also be included: (1.) the elimination of fixed election dates as they inevitably lead to longer, nasty American-style campaigns; and (2.) stringent restrictions for government advertising between elections to protect taxpayers from blatant partisan advertising under the guise of doing the people’s business. The Canadian Press also has been reporting that Elections Canada is quietly warning staff to be on the lookout for increasingly sophisticated ways to keep people away from the polls. In the United States, intensive data analysis on data bases allow political parties to zero in on people who support rival candidates and find ways to prevent them from voting. Of course, this already happened during the last election when the Conservative data base was used for robocalls to send supporters of rival candidates to the wrong polls. This election is not as much about the economy, jobs or even hair--it’s about the underpinning fabric of Canadian politics. There are two distinct camps, those who promote the Americanization of Canadian politics and those who have said they would strive to return reason and civility to Canadian elections and the House of Commons. The choices are absolutely clear and on October 19th Canadians will have the final say. And thank God the marathon federal election will be over.

No help available to you Dear Editor, This is the latest word in “professionally designed sound barrier/fences. This “thing” consists of two layers of approximately 7/16 inch thick plywood on a approximately 11/2 inch square tubing frame. One must admit, it is slightly more visually appealing than the last effort, but as a sound barrier, there is little difference. The only thing this “thing” is capable of stopping may be wind. That may be a good thing, not sure, there has been a lot of “wind” in Heisler, Ab. of late. This junk is not a professionally designed sound barrier in any way. I submitted an appeal to the development appeal board, regarding the permit issued to this business. The result was to be “binding on all parties”. The
ruling was, it is acceptable to operate this business under the amended land use bylaw, subject to the landowner/ operator providing a “professionally designed” sound barrier at the rear and partial side of his property. I accept the fact that this ruling is binding and not subject to appeal. Apparently the village and the property owner are not willing to accept this ruling, and to date the acceptable barrier has not been provided. Now I am the appellant, who is bound by the boards decision, why then are the other parties exempt? I have requested a refund of the fee I paid for the appeal on grounds the ruling is not being complied with. I am asking nothing more than what was required by the Development Appeal Board. Several ‘deadlines’ have
come and gone, yet we are still at square one on the issue. There should be no hesitation on the administration’s part to enforce the requirements of the board but that has not been done. More time is given, deadlines are not met but the charade continues. I hope none of your readers ever encounter this kind of problem in your community, because I can assure you, there is no help available to you. The province washes their hands of the issue, the Municipal Government Act has no legal backing, so in effect, the average citizen has no protection from corrupt governance. They also may threaten that they are going to seize the person’s property if money owed is not paid immediately. Revenue Canada does not operate this way. Traffic on Highway 12 was re-routed while first responders were on scene. A RCMP Collision Analyst is assisting in the investigation. The cause of the collision remains under investigation; however, speed is believed to be a factor in the collision.

A single vehicle rollover occurred on Hwy #861 north of Township road 402, north of Castor at approximately 3 p.m. on Oct. 11. The Coronation RCMP in an email stated that poor road conditions and weather are believed to be factors in the rollover. Wind was gusting at 110 km/hour at the time. The female driver and lone occupant was transported to the Killam hospital with minor injuries. A local resident informed the ECA Review in a telephone interview on Oct. 13 that the unsafe road conditions have been an issue for quite some time and he had written Alberta Transportation back in

Bullying isn’t always a clear-cut matter, which can make it very hard to deal with for both kids and adults. The slyness of mean words and online taunting means it can be hard to draw the line between teasing and aggressive bullying. Figuring out these grey areas is part of the fight in putting a stop to bullying at school and in the neighbourhood. The Canadian Council on Learning divides bullying into four categories. • Physical: punching, kicking, hitting, tripping, hair pulling, spitting and forced confinement. • Relational: social exclusion, spreading rumours, gossip and mean-spirited notes. • Verbal: name calling, verbal threats, mocking and insulting. • Cyber: verbal and relational bullying Bullying is motivated by that takes place online. Physical and cyber bullying are fairly easy to identify because they are concrete actions. But what about social bullying? Psychologists put it this way: Teasing involves words or non-verbal actions that are meant to be playful and funny. Sometimes these are an irritation to the person on the receiving end, who perceives them as neither fun nor amusing. Bullying is a recurring and persistent behaviour by one or more children that is motivated by the intent to hurt another child emotionally, physically or socially. When it comes to reporting bullying to the authorities, it’s helpful to talk about what happened with a trusted adult. If the incident was threat-

ening to the safety of the victim, either socially, physically or emotionally, then it needs to be reported.
What makes a bully? Bullying among young people is a serious concern; parents, schools, and the law are taking it more seriously than ever before. But even though we all condemn this kind of violence, it can be useful to try and understand where exactly it comes from.
The social context
First, the tolerance of aggression in our culture has a major influence on our children. Violence is often glorified, whether it is portrayed on television or in movies, music, or video games. It is not really viable to distance our children from the media and popular culture, but it is a wise parent who takes the time to explain that violence is never a good solution.
The family context
Children grow up learning from their parents, who are their role models. If parents practice discrimination or regularly express belittling sentiments about others, children will also adopt that kind of attitude and behaviour. The use of violence in child discipline also tends to instill such attitudes.
The school context
Schools must establish a balance between clear and consistent discipline and warm and positive relationships, just like at home. Studies show that to reduce bullying at school, a clear policy on bullying should be established, and the consequences of this abhorrent behaviour enforced. In Canada, the National Strategy on Community Safety and Crime Prevention aims to help combat crime and victimization through bullying. Through various early intervention programs, the organization teaches young people to stand up to antisocial behaviour in order to create healthy environments for themselves. We should all advocate for this kind of policy so that bullying is never given the chance to take root.

These days it’s rare to find primary and high school students who have not, at one time or another, been the victim of bullying and harassment at school. This sad reality contaminates the atmosphere of a school and, unfortunately, it can harm the social development of our children. Bullying and harassment are characterized by a bully’s repeatedly aggressive behaviour towards a victim. This includes physical, verbal, or psychological abuse that can take the form of threats, extortion, shoving or hitting, insulting, humiliating, or coordinated rejection. Girls can be bullies just as much as boys. Boys usually resort to physical violence, while girls tend to use verbal abuse and coordinated rejection, such as by suggesting that “nobody” talk to the victim. Peers can become passive participants in bullying as well, whether by providing an audience for the bully or by not informing school authorities of acts of bullying they are witness to. The consequences of this kind of violence can be serious, as much for the bully as for the victim. Statistics show that young people who were bullies at school are more likely to face criminal charges in the courtrooms as adults. On the other side of things, victims often show signs of anxiety and can become isolated, with school marks and social skills bearing the brunt of the effects. Even

In order to fight bullying in schools, it is important to encourage young people to be more assertive, without being aggressive. It is also important, in schools and in families, to cultivate a culture of tolerance and acceptance of those who appear different. Children should be encouraged to report any form of bullying they experience or witness.

the school’s personnel. Threats should be reported to the police. People must be aware that slander, extortion, criminal harassment, fabricated messages, and the uttering of threats are considered to be violations of the criminal code. Civil courts are a recourse for that type of case. Before lodging a complaint or attempting to sue a cyberbully, it is important not to delete the messages in question, as they will be required as proof.

Cyberbullying can have serious consequences and should be taken seriously. What is cyberbullying? It is the harassment of an individual that comes in the form of insulting, degrading, or threatening acts through e-mails, instant messaging, private or public posts and comments on social networks and discussion groups. Even if the messages are not spoken out loud, the consequences can be disastrous: loss of self-confidence, social isolation, and even suicide.

Rollover fatality
Cont’d from Pg 11 He received a response from Frank Vidmar, Operations Services Coordinator of the Hanna District stating that the damaged road due to heavy trucks was repaired. He went on to state in his April 20 reply that gravelling and calcium chloride would be applied. The local resident confirmed that the gravelling and calcium had been applied but did not finish spreading the last of it before the weekend and then it had rained leaving the road still in poor condition. Carillion Canada Inc., who is hired on contract until 2022 for road maintaining was unavailable for comment.
Vehicle rollover fatality
On Oct. 6 at 9:40 a.m., RCMP Killam Detachment found a 59 year old male deceased in the ditch beside the vehicle an abandoned small red car with obvious damage on Highway 13 east of Range Road 130. Upon arriving at the scene, the RCMP observed that the vehicle was unoccupied but Investigators have determined that the vehicle was travelling eastbound on Highway 13 when it lost control after coming into contact with the south shoulder. The vehicle then crossed the highway and entered into the north ditch, rolled, and the driver, who was the sole occupant, was ejected out of the vehicle. EMS attended the scene and pronounced the male deceased. The next of kin have been notified and the name of the deceased will not be released.
