HANNA TOWN COUNCIL

Hanna’s new town office Hanna’s town office was officially moved and is successfully operating out of their new location, 302 2nd Ave. W. as of Mon., Sept. 28. In addition to a new VOIP phone system they also had new carpet installed through-out the office, created a souvenir store from an existing office, created one new office and expanded another, installed a new radio antenna and landscaped the boulevard. There are still records and supplies, etc. remaining in the old office that need to be moved over however once that is done any surplus items will be advertised for sale to the public. The new town office will be also leasing the 1100 square foot west portion of their building to the only lessee applicant they received, EnGuard PC Ltd for $850 per month which includes utilities, for a 36 month lease.

Infrastructure projects completed

1st St. E. and the installation of water and sewer to the Tim Horton’s site property line, complete with the addition of a new fire hydrant in that vicinity. Several paving projects were completed: Fox Lake Trail from Argue Drive to Pioneer Trail, the Golf Course Crescent entrance, the new pull-out across from Subway and the West Industrial Road to the easterly edge of the Tim Horton’s site. The gas line to the 209 – 1st Avenue East property has been removed and administration is working with a local contractor to demolish the buildings and clean up the property as soon as possible. The contractor plans to begin the removal the week of Oct. 12.

Airport changes

Administration worked with the three hangar owners who have constructed new hangars in the west hangar area at the Hanna airport to install power. An agreement was negotiated which will see the three hangar owners reimburse the town in full for the cost to run the power and pay for the power they will consume in their hangars. Delburne council learns about the cost of poverty Debra Johnston

ECA Review Reporter Central Alberta Poverty Reduction Alliance (CAPRA) is looking to partner with Delburne to host a poverty reduction workshop in the next few months. Dianna Souveny and LeeAnne Shinski from CAPRA made a presentation to Delburne Village council at their Oct. 13 meeting. The cost of managing poverty in Alberta falls between $7.1 and $9.5 billion per year primarily in health care, crime and lost opportunity. CAPRA focuses on key elements to reduce poverty by advocating for and educating about living wage, affordable transportation, financial literacy, employment services, literacy and food security. In Red Deer, a living wage for a lone parent and one child would be $14.75 per hour full time, according to Souveny. Over 100 members from business, government and community groups form CAPRA with the end goal of reducing rather than managing poverty. Souveny gave an example of poverty management as providing food banks whereas providing food cards for use

in grocery stores would be poverty reduction. The cards mean no overhead to operate the food bank, more emphasis on the cardholder making food decisions, and more dignity for the cardholder.

Educational opportunities

Red Deer College (RDC) is looking for support in its bid to become a polytechnic university from its existing status of comprehensive community institution. Council voted to send a letter supporting the college’s initiative, which will be included in RDC’s request to the Ministry of Advanced Education and Technology. The change in status will allow RDC to grant its own degrees and expand its programs. According to RDC President and CEO Joel Ward, the college has been considering and planning for the change for several years. For university transfer students, RDC generally offers the first two years, meaning students must leave for other schools. The costs become substantially higher for students and many do not return to the region after completing their education. With degree granting status and the

expansion of programs, Ward estimates the student population will rise to 10,000 from the current 7,000. As well, additional staffing will be required, all of which lends to economic growth for the area. Following the formal request and presentation of RDC’s business plan to the government, and if the minister approves the request, a qualification process takes place and then programming will be put into place. “We’re optimistic and hopeful,” stated Ward.

“It was an oversight,” said new Town of Bashaw chief administrative officer (CAO) Theresa Fuller. The town didn’t pay its fair share to the regional agreement in 2014 for the agreement, which was signed in 2013. “We got a free pass last year,” said CAO Fuller. Council made a motion to pay the $4,500 for 2015. The town is also working with the fire chief on updating its fire department bylaw. CAO Fuller told council, in her report, that the current bylaw focused on the fire chief and his responsibilities but the new one is more encompassing.

Seniors play crib with students by Susan Reynolds On Wed., Oct. 14, 250 students from nine different schools attended the Horizons Leadership Conference hosted by Hughenden Public School (HPS). In addition to the two motivational speakers “Grampster” Dave Conlon and Blake Fly, there were icebreaker games, morning cheers and various other presentations. HPS had several seniors from the community come into the school and join the grade 7 and 8 classes for an afternoon of crib. Aside from fostering relationships within the community, this was an excellent way to reinforce math skills. On Sept. 22 the cross-country team, led by teacher Clay Creasy, saw seven runners compete in their first event of

the year in Vermilion, Ab., with Makenna Lomheim finishing second in the Grade 5 Girls category, Hunter Motley finishing fourth and Ashton Penman finishing nineth in the Grade 5 Boys. In the junior high group, Reagan Lomheim finished tenth in the Grade 7 Girls. On Oct. 1, seven more runners competed in the Hardisty cross-country event and Makenna finished sixth, Reagan placing tenth, Hunter placing fifth and Nolan Johnson placing eighth in the Senior High Boys category. Once again the Grad Class is hosting the annual Christmas Market on Nov. 28. Grads encourage you to contact the school and book a table. We said we were committed to communication,” was Reeve Bob Long’s comment after listening to the Social Media Policy presentation made by Communications Officer Debra Grosfield at the Oct. 13 Kneehill County Council meeting. After tabling the policy at the Sept. 22 meeting for further consideration, council decided to proceed with a six month trial period for the policy with a progress report at the three month mark. CAO Al Hoggan recommended Facebook over Twitter as the platform offers greater flexibility, longer posts and more options.

While the county’s own website already provides information to ratepayers such as road closures or community events, Facebook has the added power to communicate things like emergencies or updates immediately. “It will offer our residents another form of communication,” stated Grosfield and explained that the page will also act as a tool to direct visitors to the county’s website.

Healthy communities

Kneehill Wellness Centres have partnered with Alberta Health Services and the Alberta Healthy Living Program to offer a number of additional fall workshops for diabetes and heart health, adding to the services the centres already provide in rural communities.

The workshops are offered free of charge. According to Una Erickson, who represented the Centres in a delegation to council, the Centres provide foot care, massage therapy, acupuncture and blood pressure clinics. The centres also provide space for other community users groups like seniors outreach, library book drop off, or women’s and family services. Erickson presented council with financial statements for the charitable organization with a request for a letter of support for the Centres bid to secure funding from Alberta Health Services. Council agreed to provide the letter and also consider financial support at the next council meeting.

Coun. James Nibourg would like to see a review of county road signage following a request from a ratepayer to eliminate a stop sign on Warden Road (TWP 382) and Range Road 212 and give right of way to east/west traffic on Warden Road. CAO Tim Fox suggested it might be better to review entire sections of roads rather than making piecemeal changes.

Five Star Ventures will replace CanPack Environmental Waste Management and Recycling as the county’s provider of recycling services. The change follows complaints and overall dissatisfaction with CanPack’s poor service record, primarily getting bins emptied.

Coun. Dave Grover put forward a motion for the addition of a suggestion box at the front desk of the county office. Grover wanted the box available for people who prefer not to use the county’s other means of communication. Council voted to support the motion.

much better if he had had the confidence to trust others and judge less. On the other hand, Trudeau’s team didn’t air one negative advertisement demeaning an opposing leader. Trudeau strives to have strong people around him, so by extension he promises his leadership will generate more ideas, more varied views, more debate, better decisions and more accountability. “Canada is a grand, yet unfinished project. And it is up to us, together with all Canadians to build the country that we want,” wrote Trudeau in his book, ‘Common Ground’. According to Trudeau, Canadians want to be led, not ruled and want a government that is kinder, more inclusive and more optimistic. Trudeau’s message throughout the campaign was “Conservatives are not our enemies, they are our neighbours.” He re-affirmed this opinion on the eve of his majority victory. Indeed, a new era has begun in Canada.

Election 2015 was not about defeating the Conservatives, it was not even about Justin Trudeau, it was about getting rid of Stephen Harper. Harper used every opportunity to demonize his opponents and divide Canadians using the ‘tried and true’ American political techniques of racism, fear and negativity. The sentiment “Anyone But Harper” that rolled across Canada was true to form. Canadians unequivocally rejected Harper, not Conservatives. And it wasn’t just Canadians that rejected Harper, most progressive conservatives and former senior members of his party had deserted him already, James Moore, James Rajotte, John Baird, Jim Prentice and Peter Mackay. Harper put himself in a bunker, only trusted his own views, surrounded himself with a small group of ‘yes’ men. Harper should have, and could have, been so

There is limits to what government can provide Dear Editor, The ECA Review editorial titled ‘Our broken economy’, Sept. 24, pg. 4, states several times that in the 50’s and 60’s health care was easily accessible and affordable for governments and also that health care was available without wait times. Perhaps you should check your facts! Health care was paid for by the patient until 1968 when our current system was brought in. There were no wait times because people only went when something was really wrong, they didn’t go for colds or the flu, they didn’t ask for numerous tests to be run over and over, they hardly went at all because of the cost to themselves. I had my first child in 1967 and it took us almost six months to pay off the hospital bill, the doctor visits were pay as you go. The Conservatives aren’t to blame for every evil that has befallen us. We buy cheap goods made in Third World countries because they are cheap; that’s why our manufacturing jobs went away. President Roosevelt’s New Deal increased people working but at a huge cost to the government at the time (which is the people) and was

later deemed to not really have worked at all. Should post secondary education be free? How much do we value something that is free? Not very much from what I have seen and have also noticed that if the parents are footing the bill for post secondary that a lot of kids don’t work very hard because there are no consequences, there is no loan to pay back (at least not in their name). So what is the solution? Buy things that are made in Canada (if you can find any), stop going to the doctor at the drop of a hat, and pay taxes because if we don’t pay our share where does the money come from for all the programs that everyone is demanding. When Jim Prentice said “look in the mirror” he was entirely correct. We all need to look in the mirror and quit demanding that everything be provided for us and at no cost to us. We want, we want, we want that’s all I hear on the news, in the paper. There is a limit to what government can provide. Thanks for letting me get that off my chest. Jane Kinnee Kelsey, Ab.

RCMP: Rammed by stolen truck On Oct. 12 at 11:54 p.m. Stettler RCMP responded to a report of a suspicious vehicle in the industrial area of Stettler and upon arrival located a black Ford truck, which was later determined to be stolen. The first member on scene activated their emergency equipment on their police vehicle but the truck proceeded to accelerate past the first fully marked police vehicle, changed direction and drove directly at the second police vehicle, ramming the front right corner causing extensive damage to the police vehicle and disabling it. The truck continued to accelerate, pushing the police vehicle approximately three metres after the initial impact. The RCMP officer in the rammed

police vehicle was transported to the local hospital via ambulance for precautionary purposes. The officer has since been released with minor injuries. The three occupants in the stolen truck were apprehended at the scene and taken into custody without further incident.
