Property crime reduction

Sgt. McGunigal also had a positive report for council at the recent meeting. His numbers included a 48 per cent reduction in property crime from this year over last which is in part due to the Coronation RCMP’s habitual offender program that was implemented just over a year ago. Coronation Library memberships are up by five per cent this year over last reported librarian Lauren Reid to council at the Oct. 19 town council meeting. The mid-year report also included highlights from the summer reading program that showed a seven per cent increase in the number of total registrants. The positive numbers are the direct result of the proactive and enthusiastic approach the library staff are taking to getting the community of Coronation involved with the library. Clive village council re-elects Mayor Gillard Lisa Joy

ECA Review reporter Village of Clive council, at its organizational meeting Oct. 26, unanimously elected Anita Gillard to continue as mayor and Luci Henry as deputy mayor. Mayor Gillard thanked council for their confidence in her and said she is pleased to serve another year.

No increases in Atco fees

Clive council, during its regular meeting Oct. 26, gave third and final reading to renew its franchise agreement with Atco Gas with no increases to

ratepayers. “It’s 16.17 per cent and has been the rate since 2008,” said Chief Administrative Officer (CAO)( Carla Kenney.

CAO Kenney told council she met with the Lacombe Regional Waste Services Commission (LRWSC) and CanPak and discussed disposal at the Prentiss transfer sites. She said CanPak trucks are having a difficult time unloading during Prentiss’ hours they are open so they have created their own transfer site and are finding it more economical to compact and truck

Funds available for Big Valley organizations Debra Johnston ECA Review Reporter A $275 grant from the Big Valley Community Fund will offset the cost of replacing the Big Valley Oil Kings welcome sign at the arena parking lot entrance. At the Oct. 22 council meeting, Big Valley councillors decided the sign was a good investment for the community funds.

$100 grant from FCSS (Family and Community Support Services). The condition for eligibility is that 10 or more people must be named on the application to the village. The funds cannot pay for food. The funds can go towards renting a barbecue, purchasing toys for kids or other party amenities.

Block parties encouraged

The village still has $7000 in FCSS grant funds available for local organizations. According to CAO Michelle White, the funds must be applied for and granted by the end of December. Organizations receiving grants do not have to have the money spent by the end of the year. Funds can be used next year. The Big Valley Legion

Big Valley is taking a cue from Stettler by providing a brochure full of information on block parties. The brochure covers what details should be considered for a block party, like whether roads need barricading, or tips for a successful party. Glazier remains as reeve of county At the Oct. 21 organizational meeting the County of Paintearth councillors elected George Glazier as Reeve and Diane Elliott as Deputy Reeve. Walter Weber was elected Chairman of the Agricultural Service Board and Doreen Blumhagen, Vice Chairman. Meetings will remain on the first and third Tuesdays of the month commencing at 9 a.m. The county will retain the auditing services of Endeavour Chartered Accountants for fiscal year-end 2015 and assessors Terry Willoughby, AMAA of Municipal Property Consultants (2009) Ltd. and Ray Fortin, AMAA of Accurate Assessment Group Ltd. were reaffirmed as Designated Officers of the county. A Respiratory Code of Practice and fit testing program in the workplace for the protection of employees as mandated by new Code of Practice and Respiratory Program Directive Occupational Health and Safety was also approved by council.

The County has received a number of notices and statements of receivership for various oil, gas and energy companies. These accounts are deemed unlikely to be collected and will be expensed under the administration department’s bad debt taxes general ledger.

The tax rolls will remain on the tax roll, accumulating penalty until such time that we receive settlement or become certain the county will not receive any form of payment. If by chance payment is received, the revenue would be recognized in the year ahead.

This year’s Pheasant Festival was another great success with 500 hunters participating in 162 hunts. A number of councillors attended some aspect of the festival. According to a Stettler Board of Trade press release, the banquet alone grossed $15,605.75. The final tally of how much the festival brought in to the Stettler area hasn’t been completed yet.

Conservatives need not look at last week’s election as a defeat, but rather an opportunity. An opportunity to take back their party from the boys in short pants, the youngsters in the Prime Minister’s Office (PMO) office, who welded immense power under Harper’s regime. It’s an opportunity for the Conservatives to give power back to their sitting MPs and to the extent possible in a parliamentary system, back to the grassroots. Right now there is a lot of hurt and battered Conservative MPs, defeated MPs, and faithful members of the party. But I believe with a little time and a lot of reflection, there will also be a sense of freedom and relief. Harper expanded the PMO to over 100 staffers. These unknown, unelected and unaccountable people were the ones who de facto ran the Conservative Party and the Canadian government while Harper was prime minister. Harper largely distrusted his caucus with the exception of those two or three ministers who were Harper clones (e.g. Paul Calandra, Chris Alexander, Jason Kenney). Every other elected member was forced to memorize the script and use the talking points concocted by the boys in short pants. There was a reason that so many high profile former cabinet ministers quit politics, John Baird of course being the most noteworthy. Every negative defining moment in the election campaign was entirely the making of those arrogant boys in short pants. I don’t believe for a minute that the majority of Conservative candidates felt good about having to say no to all-candidate debates because the PMO didn’t trust them to speak in public without supervision. It’s basic to a strong democracy, pitting candidate against candidate in an open, unscripted forum. The Duffy mess rested solely in the hands of Harper and his staff who made the inane decision that a $4,000 cabin in PEI constituted residency and then completely botched their series of cover up schemes.

The blow up over the inaction of the Canadian government towards Syrian refugees was another PMO debacle. Their decision to vet individual refugee claims themselves, rather than trust the Immigration Department to do their job blew up in Harper’s face at the most inopportune time—during an election campaign. I choose to believe that most Conservative candidates and supporters cringed when the boys in short pants came up with the “barbaric cultural practices” hot line idea or when Harper hugged the infamous crack cocaine smoking, foul-mouthed former mayor of Toronto, Rob Ford, in the waning days of the election. Surely, neither could be seen as proud Conservative family value moments! But alas, this too will pass. Conservatives now have a choice. They can choose to believe that the electorate got it wrong and that Canadians will wake up next election and realize the errors of their ways. That’s when the Conservative party elects a Ford brother or similar buffoon to take the party forward, similar to the Republican Party flirting with the likes of Donald Trump as their next leader. Or the Conservative Party can acknowledge the Liberals won a huge majority because they best articulated the values and hopes of the majority and rejected the Americanization of Canadian politics. I’m optimistic after listening to re-elected Conservative MPs like Michelle Rempel from Calgary and Lisa Raitt from Metro Toronto. They get it -- tone matters. Respecting elected MPs matters. And last but not least, every Canadian matters, whether First Nation aboriginals, ‘old stock Canadians’, or brand new immigrant Canadians. All governments get arrogant and all governments need to be replaced on a regular basis. Let’s hope the Conservative Party choose their next leader well so they will be the logical choice when it comes time to dump the Liberal Government.

That is just not realistic. We need qualified resource people and services on the ground in rural Alberta. Our Family and Community Support Services are overburden and underfunded. We need help with out aging population just as much in rural Alberta as elsewhere. Our group is trying to educate seniors, families, healthcare providers and the general public about abuse and that our voices need to be heard. Lacombe County council struggles with bridge repairs Lisa Joy

ECA Review reporter Lacombe County’s aging bridges need to be replaced but paying for the projects is becoming a challenge. County council, at its regular meeting Oct. 22, approved the projects for 2016 with the money to come out of the bridge reserve, which is expected to have a balance of about $4.6 million at the end of year. “They were built at the turn of the century,” said Lacombe County Coun. Rod McDermand. “They are wearing out at the same time.” The provincial government ended the bridge fund in 2013, and instead, rolled costs into an MSI payment to municipalities. “They (province) said ‘here’s your money, you deal with it.’ There’s no top up for bridges,” said Coun. McDermand. The county plans to contribute $2.6 million next year for bridges. But to keep up with all the bridges that have to be replaced in the county, they would have to put millions every year into the reserve fund. “We have the capacity to raise the mill rate to deal with (costs),” said Coun. McDermand. “We have to have good infrastructure. People want to get across creeks and rivers.” Council accepted the proposed fiveyear Bridge Replacement Schedule and authorized the County Commissioner to tender and award the 2016 capital bridge projects. Proposed 2016 bridge replacements include: Township Road 39-2 and Range Road 3-1; Township Road 41-0 west of Hwy 815; Range Road 26-3 south of Township Road 40-2; Range Road 4-0 south of Highway 11; Pleasant Valley Colony Bridge; and Range Road 3-1, two miles north of Hwy 11.

he considers sub-standard results. “I’ve been hearing from a lot of ratepayers who are upset with this stuff.” Coun. McDermand was the only one to vote against using chip seal; thin layer of oil with gravel. He said he was speaking on behalf of the public and that some applications of chip seal may result in broken windshields as well as causing accelerated wear and tear on vehicle tires. Lacombe County plans to redo 36 kilometres of road with chip seal. Chip seal, rather than using a thin layer of pavement, saves the county about $5,100 per kilometres, which means about $185,000 in savings on the $907,000 price tag. This translates into a savings of about $1.8 million with 355 kilometres of paved road in Lacombe County.

The county applies the chip seal to roads about eight years after they are paved to extend its life, provide better winter traction and better visibility for drivers at night. About 13 km of Hwy 12 north of Alix will be repaved with chip seal next year. It sees about 379 vehicles per day. County council voted in favour of putting the 2016 chip seal projects out for tender. But Coun. McDermand said the discussion isn’t over and they have yet to choose a bidder.

The low Canadian dollar prompted Lacombe County to cut its 2016 equipment purchases. They planned to spend about $3.8 million plus $1.7 million in trade-ins on

Chip seal headaches

Lacombe County Coun. Rod McDermand told council either do a correct job on the chip seal on roads or don’t do it at all. “I honestly think we can do a better job,” he said, adding that he’s not against chip seal being used on county roads, he’s just against using the lowest bidder and ending up with what

new equipment which included five graders. Instead, Lacombe County plans to spend about $534,000 plus $147,000 worth in trade-ins. The county buys most of its heavy equipment from U.S. manufacturers and the low exchange rate has increased equipment costs by about 30 per cent in the last year. Council unanimously approved the new equipment purchasing plan.

Supporter of family and rural living Florence Storch was born June 10, 1913 at the family homestead south of Federal, Ab. She was the second of seven children of Murdo and Margaret McRae. Florence died peacefully in her sleep on Oct. 21 at the Long Term Care Centre in Hanna. Florence is survived by her three sons and their spouses, Donald and Janet of Victoria; Edward and Margaret of Mannville and Leslie of Hanna. She is also survived by six grandchildren and their spouses: David and Jennifer Wigmore of Toronto, Michael of Dongguan, China, Jolan and RJ Pasloski of Calgary, Jim and Louise of Mannville, Karen and Arliss McNalley of Wainwright and Shaun Lumsden of Hanna; and 10 great grandchildren John, Carter, Mikaela and Glenn of Mannville, Nathan and Tyler McNalley of Wainwright, Jack and Sasha Pasloski of Calgary, Lucas and Daisy of Toronto. She was predeceased by her infant son Robert, her husband William Louis (Willie) and her parents and siblings.

After graduating from the Camrose Normal School in 1932 she taught at one room schools in Buchan, Onward and Federal. She supply taught for many years in schools around the family farm at Garden Plains. She was a lifelong teacher and advocate of healthy living. Florence was a great supporter of family, rural living, the Women’s Institute (WI), Senior Sports and the Lutheran Church. She held many positions in the WI, attending conferences throughout Alberta, Canada and internationally. Her stall at the Farmers Market was known for its vegetables and gladiolas. In her 90’s she became an athlete and her sport of choice was the javelin. She received medals in the Alberta and Canada games. She last competed in 2014. She lived in the family farm home from 1938 until 2010 when, due to a fall and fractured hip she moved to the lodge in Hanna where she resided until her failing health necessitated a move to Long Term Care in March of 2015. Son, the light of Keibel’s life Donna Joyce Keibel passed away at her home in Calgary on Oct. 7 following a short but courageous battle with cancer at the age of 74 years. Donna was born in Hanna on May 16, 1941 to Ben and Martha (Stulberg) Keibel of Endiang, Ab. She grew up on the family farm in the Endiang district with older sisters Margaret and Shirley. Donna received her education at the Endiang school and at an early age developed a love of music and learned to play the guitar and accordion. Following her schooling, Donna took nursing aide training and worked a variety of jobs throughout her life. Donna will be remembered as a fun-loving person with a kind heart who often helped those less fortunate than herself. The light of her life was her son Richard Allen “Rick” Keibel who was born on Oct. 1, 1963. She maintained a very close bond with her only child throughout her life. Donna never forgot her rural roots and enjoyed

animals and growing plants and for a time raised purebred cats. She also always enjoyed buying “real” cow’s cream, farm-fresh eggs and farm-grown garden produce whenever she could. Although Donna lived the majority of her adult life in Calgary she also lived in various places in Alberta including Stettler and for the last year of her life Vilna, Ab. where the small community and rural life reminded her of the town she grew up in. When her health failed she returned to Calgary for the final weeks of her life. Donna was predeceased by her father Ben in 1965, her sister Margaret (Anderson) Cook in 1985 and her mother Martha in 1990. She leaves to mourn her passing her son Rick Keibel, her sister Shirley (Ray) Hieb, nephews Jack Anderson, Kevin Hieb and Brad Hieb and nieces Brandi Anderson and Kim Hieb, aunts Carol Stulberg and Martha Stulberg, as well as many cousins, greatnieces and nephews and friends. At Donna’s request there was no funeral service.

We also thank Leigh Sleigh for her friendship, faithful visiting and kindness and Helen Standing for her companionship in athletics. Following a private family internment, a memorial service to honour her life will

be held Sun., Nov. 1 at 3 p.m. at Redeemer Lutheran Church in Hanna. A reception in the church hall will follow the service. Florence asked that instead of flowers, memorial donations be made to Redeemer Lutheran Church, Box 746, Hanna, T0J 1P0, or a charity of your choice. Heartland Funeral Services, Hanna, provided mortuary services.
