Blessings for furry friends Katie Davis News Reporter Proud pet owners gathered in homage to their beloved pets as St. George’s Anglican church in Stettler held it’s first ever animal service of blessing on Saturday, October 5. The first hosting of such an event at the Church was attended by a small but enthusiastic group of people and animals; including Golden Retriever Abby, Blue Tick Heeler Cross Scooter and pensive cat Carl and their respective families. Pastor Carolyn Langford said she’d always wished to hold the event but was

not typically able to fit the unique service into her busy fall schedule. Due to October being a symbolic month for animal blessing, she wished to stand true to a specific day of worship. “The feast of St. Francis, who is noted for his relationship with animals, is the fourth of October [and this date] is usually when these blessings occur,” Pastor Langford says. “Usually the feast has crept up on me too quickly, but this year I’ve been thinking about it since the spring, so I sort of had it blocked out in my mind as something I’ve always wanted to do.” Turn to We ask, Pg 19

New procedural bylaw, at recommendation of Ministerial Inspection Report Katie Davis News Reporter Coronation Town Council began promptly at 7 pm by adding a ‘six o’clock meeting’ as an in-camera session on Tuesday, October 8, 2013. Motion to accept agenda with addition was carried.

Procedural bylaw First item on agenda was 6a, procedural bylaw of council and council committees 2013-618. This was a new procedural bylaw to replace bylaw 2012-599, as per recommendation #24 of the Ministerial Inspection Report. Since the last meeting there were two readings on the bylaw, and a third and final reading was motioned. Councillor Jackie Brigley voiced at this interval that further discussion of the bylaw should be something that the next council deals with, given that “at least” two more council members would be elected at that time. “I think there’s some items in there worth discussing,” Councillor Brigley said, in reference to the current bylaw. She cited item 9.1 as an item she would like to see return to what it used to be; whereby the person with the most votes was elected Mayor, and second most votes Deputy Mayor. The current bylaw notes that Council appoints Deputy Mayor for one-year period at the organizational meeting. There was some questioning by members of Council as to when this was in effect; Councillor Brigley did not know the

exact numerical designation of the previous bylaw. “But I know there definitely was a bylaw when this town first stopped nominating running for Mayor,” she said, “and the person with the most votes was [elected] the Mayor, and the second most votes was the Deputy Mayor.” Brigley also said that bylaw 22.3 (procedural guidelines for meetings requiring notice) and 24.17 (electronic copy of the Agenda for the public) should be discussed when new members arrive. “I think if somebody comes in and doesn’t have access to the [online copy of the Agenda] . I think there should be an option for them to get a paper copy… I don’t think it should just be an [online copy],” Brigley said, “not everybody has access to that; some seniors don’t use it.” Deputy Mayor Bonnie Danylyshen noted that she thought making a decision on the bylaw was what was necessary before the election, due to the lack of a procedural bylaw at present. CAO Sandra Kulyk spoke up to clarify the issue. “As part of the municipal inspection the procedural bylaw was identified as having had issues and gaps, and we actually were in a period where had two bylaws that were both effected and that contradicted each-other so, for a period of time, both of those procedural bylaws were… repealed,” she said, “so at this point in time Council has no procedural bylaw.” Kulyk noted that in passing of the bylaw at issue, if the next elected council wished to change anything they could with an

amending bylaw. “But at this time at least you would be leaving your new council with the legacy of a bylaw to consider,” she said. Ultimately Mayor Dawna Elliott motioned for third reading of the bylaw,

which Councillor Brigley asked to be recorded. Ultimately the vote was that “Procedural bylaw Councillor and Council committee 2013 is hereby inactive,” said Mayor Elliott. Turn to No changes, Pg 4

Electricity retail purchase saves money Brenda Schimke News Journalist The estimated annual savings accruing to the Town of Stettler upon signing a five-year contract with Enmax for electricity is $150,000, it was noted at their regular meeting on October 2, 2013. The new contract will charge $0.58 per kilowatt hour, versus the current contract at $0.81. Although very pleased, Assistant CAO, Greg Switensky cautioned councillors. Transmission, distribution and administration fees associated with electricity delivery continue to increase significantly each year and will definitely offset a portion of the savings realized from the retail purchase side.

Parkland Regional Library Councillors approved renewing their membership with the Parkland Regional Library in the amount of $7.50 per capita. The Parkland Regional Library has member libraries in 61 villages, towns and municipalities.

Director of Parks and Leisure Services was able to put together a successful proposal to secure a $75,000 Community Facilities Enhancement Program (EFEP) grant for the Skateboard Park. The maximum grant available was $125,000. In a telephone interview Fraser said they had now raised just under $200,000 with a goal of $400,000. “When we do our different fundraisers, we always have lots of kids and parents who help out,� said Fraser, “They’re fantastic!� The next major fundraiser is the second annual dinner and dance in December. “If things progress as they have, we’re hoping to break ground as soon as the snow melts,� said Fraser. Although this is not a town initiative, Assistant CAO Greg Switensky was very encouraged that the Association now has a critical mass of funds and hopefully that will help push fund

raising over the top. “It’s volunteers like Heidi Fraser, who put in hours of volunteer time, that need to get the credit,� said Switensky.

Airport operations Chairman Garry Fix reported to the Stettler Town and County Airport Committee board meeting on September 6 that he had caught a truck on the runway. He was able to speak to the driver about the legalities of being there. Melissa Robbins, Director of Operations for the Town of Stettler advised that signs have been ordered and will be installed soon. One sign will stand at the main entrance and one at the pedestrian entrance. Each sign will notify the public that access to the runway is prohibited and the fine amounts will also be stated. Metro Paving will be completing repairs to the Stettler Airport tarmac this fall.

Red Deer Niall Sharpe of Red Deer was arrested and changed with Fraud over $5000, forgery and theft over $5000 on Monday, September 30. RCMP members from the Three Hills Detachment arrested and changed the 52 year-old after a thorough 2 1/2 month investigation led to allegations that Sharpe personally obtained money, goods and services by way of forgery, fraud and theft in an amount over $100,000 from his then employer, Kneehill County. At the time of the alleged offences, Sharpe held the position of Emergency Services Officer; he was a six year employee and resigned from the position in June of 2013. RCMP members also executed a search warrant on October 1, 2013 on Sharpe’s home located in Red Deer. A number of items alleged to be obtained by crime were seized and removed from the property. Sharpe was released from custody by a Justice of the Peace and is scheduled to appear in Drumheller Provincial Court on November 6, 2013 to answer to the charges.

No changes to FCSS funding Cont’d from Pg 2

Funding agreement The Family and Community Support Services Funding Agreement for January 1 to December 31, 2014 was presented for Council’s approval. No changes were made to the approved grant funding, and the motion was carried.

Subdivision electrical servicing A proposal and quote presented by ATCO Electric was submitted to council. It outlined a three-phase power provision plan for the future Techmation lot. “[ATCO Electric] will be bringing power up from the existing power grid that basically comes up from Highway 12, bisecting that large triangular piece of land… almost where the old Roundhouse was” said CAO Kulyk, in reference to a diagram presented. “We’ll bring in the new power service from that point to the east, and poles will be set up on the northernmost boundary of the new Shirley McClellan Water Commission right-ofway.” Kulyk also noted that the plan made allowances for shared pole space with Telus, as discussed with the communications company. It was noted in the Request for Decision document that ATCO would require the estimated cost of construction be prepaid, and that following the completion of the work any variance would be either refunded or invoiced to the Town. The estimated customer cost was $33,928 plus tax. “Has that slightly gone up to 35-something?” asked Mayor Elliott, “because I signed a cheque for $35,000.” Elliott was thus informed by Kulyk that the price she was referring to would be tax inclusive. Motion to accept proposal in full was carried.

Truck sale Councillor Brett Alderdice excused himself from the agenda item Offer to Purchase Three Ton Truck, as Home Hardware made the offer to purchase the truck and Alderdice was an employee there. The truck at offer was a 1983 Chevrolet three-ton cab and chassis, purchased new by the Town in 1984 for $23,606. It is now fully depreciated; the reserve bid on the truck, set by Council in December 2012 was $4,000. Some discussion ensued as to the offer of $600 for the truck - Councillor Brigley thought this was too little given the truck was still in working order. “At this point it is not providing [the Town] with serviceable use,” Kulyk said. Ultimately Councillor Eugene Rovensky made a motion to present a counter offer of $1,000.

CAO Kulyk mentioned that one of the recommendations on the Municipal Inspections Report was to summarize the report to present to Council. “I have yet to develop that,” she said, “so until I get that accomplished I’ll continue to present [the report] to Council on a monthly basis in full detail.”

Fatal single vehicle rollover near Lindon A fatal single vehicle rollover occurred on highway 806 north of Linden, AB on Thursday, October 3. Beiseker and Three Hills RCMP responded to the accident and subsequent investigation found that the vehicle, a Mitsubishi Lancer, was occupied by two men from Linden, aged 22 and 25. Both men were ejected from the vehicle. One man was deceased on scene and the other was transported to Three Hills Health Center with undetermined injuries. RCMP continue to investigate this collision.

There is more top soil on the lot now thanks to Dodd Ulrich and Wayne Cameron. The Women’s Institute is sponsoring a Diabetes workshop on December 17 in Alliance at the hall. This all day information session is coming from Alberta Health Services. Brian Reister celebrated a birthday on Wednesday. His sister Melinda and partner Scott came from Elk Point. Melanie Boisvert of Quebec happened along to visit her sister Melina and joined in the celebration. Burt Fitzpatrick is in hospital in Edmonton. Nora Walker made a trip by ambulance this week. She went to Killam for an overnight stay. It was World Wide Communion on Sunday. I find it very moving to be part of something that Christians all around the world are doing together. Peter and I have a new great grandson.

In a press release sent October 4, 2013 the County of Stettler responded in turn to the Freedom of Information and Protection of Privacy request submitted by the Wildrose Opposition party late September, 2013. The initial request was to examine documents that potentially implied partisan political contributions during County time. The October 4 press release states that ‘thorough investigation’ was conducted in the wake of the allegations made by the Wildrose Party, which included use of employee time to create a partisan Facebook page and put up election signs. The release says that these accusations were found to be false. “There was no evidence to suggest that either of those activities have or are currently taking place,” says County of Stettler CAO Tim Fox, “They also made allegations that we have stopped using email, which is also a baseless accusation. We rely on email to keep our office running productively and efficiently.” In the Press Release it was confirmed that there were instances prior to 2009 where the County paid for Councillors or staff to attend politically-connected events. “The County Council at that time was trying to build relationships that have benefited our community in many ways including the rural water distribution system, Fenn Road and other important community infrastructure,” County Reeve Wayne Nixon says. The total amount paid out for such attendance over the last decade was just over $3440 for Councillors and $3100 for staff, states the release.

Alberta needs private flood insurance Following the disastrous floods in southern Alberta this summer the province is holding a Flood Mitigation Symposium. The goal is to gather ideas on how to move forward to avoid in the future both the physical and financial disaster that flooding brings. On the agenda is new and improved infrastructure to mitigate the actual damage caused by floods, but also insurance to minimize the financial impact in the future. The decisions taken around flood insurance have the potential to be incredibly positive for both taxpayers and property owners, or ruinous for both. There is a (potentially) right way to do flood insurance, and there is a wrong way. Case in point: the United States’ National Flood Insurance Program (NFIP). While well intended, the U.S. program has devolved into a massive wealth transfer scheme, encouraging and subsidizing living in high-risk areas. The U.S. created the NFIP in 1938 after private insurers withdrew from the market following the 1927 Mississippi floods. This made the U.S. taxpayer the primary flood insurance provider for homeowners and small businesses, although still delivered by private firms. If a firm couldn’t handle the costs, Uncle Sam would always be there with a bag of bailout money in hand. “Mandatory” insurance in the U.S. has largely been a failure in its current form. The “mandatory” part of the program was often not enforced by the government, and more often ignored by homeowners. People systemically

underestimate risk and opt not to purchase flood insurance in the U.S., even though taxpayers heavily subsidize it. Senior players in Canada’s insurance industry told the Canadian Taxpayers Federation (CTF) that the designation of Special Flood Hazard Areas (requiring mandatory insurance) is highly politicized, as U.S. Congressmen in flood-prone areas lobby to redraw maps to include areas with little-to-no risk of flooding in order to ease the premiums of those actually at risk. According to the US-based CATO institute, “Government policies are the cause of, not the cure for, the limited supply and narrow scope of private sector disaster insurance.” This may be entirely true, but the status quo in Canada and Alberta is also unacceptable. That is, that homeowners and taxpayers alike have no protection whatsoever. As it stands, government de-facto insures property (through flood assistance payments) without collecting premiums. Insurance is the only option available to externalize the costs of floods, but it is difficult to make it available in a way that will not devolve into the disaster that is the American program of governmentbacked private insurers, or the even more risky prospect of a directly government-run program. There is no watertight solution, but the best prospect of successfully externalizing flood costs lies with encouraging the creation of a self-sufficient, private insurance market. The first step in the creation of any market is to have demand for a

product. To start, at-risk property owners should be required to purchase flood insurance. The best way to safeguard against U.S.-style gerrymandering in who must have insurance is to only require insurance for properties that have made claims under the Disaster Recovery Program (DRP). If you’ve made a claim for assistance, you need insurance. Like automobile insurance, making a product mandatory creates a market where one would otherwise not exist. Premiums should be determined strictly by actuarial calculations that reflect risk, not political considerations. For some homeowners, premiums that reflect the full risk will be too great to bear. For these homeowners, additional relocation assistance should be provided by the government. Perhaps the single greatest factor depressing demand for private flood insurance is, as the CATO Institute noted, that government disaster aid provides a “free” substitute.” At this point, we enter a “chicken-and-egg” argument: Is there no insurance because of government aid, or do we need aid because there is no insurance? There will be no simple or foolproof way forward, but we know that a new government bureaucracy following the American model will leave taxpayers holding the bag next time. Two motor vehicle collision Coronation Three people were seriously injured in a two motor vehicle collision on Monday, October 7 at approximately 5:20 p.m. on Highway 872 at the Battle River Bridge. According to an RCMP press release none of the injuries were life threatening. The Coronation RCMP, Fire Department and Castor Fire Department and EMS attended the scene. The collision scene was a result of a Jeep rear ending a pickup. The injured were taken to local area hospitals and later transferred to the bigger centers. Speed and alcohol are factors in the collision. One male was arrested for impaired driving with other charges pending. Matter still under investigating.

Consort RCMP August/September police report Consort RCMP responded to 93 calls for services within Special Areas 4 during the month of August and 111 during the month of September, 2013. In August, there was one fatal traffic collision and one fatal off-road collision, eight collisions with merely property damage, one count of impaired operation of a motor vehicle and 18 provincial traffic violations issued. Also notable in August was one instance of assault, one instance of theft under $5,000, one theft of cattle over $5,000, and two counts of fraud less than $5,000. September saw violation numbers rise across the board. The amount of traffic collisions with property damage only rose to 15, and the amount of provincial traffic violations issued rose to 21, and there were three instances of impaired operation of a motor vehicle.

The school saw a 12 student increase to projections done last spring and a 21 student increase over last year. This translates to a one per cent increase for the division. The largest increase was in the pre-kindergarten programming, or Early Learning program. Starting with a spring projection of 15 students based on last year’s enrolments, the division actually enrolled 39 students. The school division’s Early Learning program is an educational program provided for those students with unique needs who require additional supports before beginning kindergarten. Coronation School saw the largest increase in student enrolments, with a year-to-year increase of 21 students, or seven per cent. These increases have been attributed to students from the nearby Consort community, located outside of the division, coming to Coronation School as a school of choice, and new businesses in the area that are bringing in new families. The school division did not see the growth hoped for in the Stettler Outreach School, which originally projected 61 students, and instead largely maintained their enrolments from last year at 35 students. Outreach enrolments typically

continue to grow and increase throughout the year, and the school is optimistic that they will meet their projections by year end.

Tentative agreement reached The respective negotiation committees for the Board of Trustees and the Alberta Teachers Association reached a tentative local agreement on a new contract that will be effective retroactively to September 1, 2012 and ends August 31, 2016. Clearview Public School teachers already received a province-wide framework agreement, which will see a 1.34 per cent salary increase in 2014 and a two per cent increase in 2015. The province has also committed to providing teachers with a one-time one per cent lump sum payment in 2015. As part of the process, the provincial agreement included the commitment for the school division to provide an additional 0.5 per cent increase in total monetary compensation in years three and four of the contract. The teachers are scheduled for a ratification vote on October 15, 2013, and the Board of Trustees will meet on October 17 to formally approve the agreement. Clearview Public Schools has already finalized bargaining with their support staffing groups for the next several years.

Parkland Library “most bang for the buck” Brenda Schimke News Journalist The Parkland Regional Library (PRL) board approved the 2014 budget at its regular Board meeting on September 5, 2013. The increase to the 61 member libraries was kept to three per cent. PRL’S most important strategy at present is to devise a sustainability plan to ensure the continued purchase of computers; to provide for computer and software support; and to support and maintain member library’s SuperNet Customer Edge Devices (CEDs). “We don’t have a lot of wiggle room in our budget and when push came to shove,” said PRL’s Director, Ronald Sheppard in a telephone interview. “A slightly higher number of member library staff and board members supported devising a sustainability plan to ensure the continued bulk purchase of computers,” he said.

To have $75,000 per year available for computer purchases, the budget reduced the book allotment in 2014 by $0.15 per capita to generate $30,000. The remaining $45,000 would come from the Technology Reserve. It was further agreed that another $0.15 per capita book allotment would be reduced in the 2015 budget year to offset computer purchases, if necessary. Every year, libraries were not spending all their book allotments. “Because of standardized equipment and licensing of software, two IT employees are able to support over 500 computers,” said Sheppard, “bulk purchases have allowed for huge cost savings which enables more money to stay within the community libraries.” “Efficiency saves so this is where we could get the most ‘bang for the buck’!” he added.

Sean was known for his engaging smile, his happy nature Sean Edward Thieleman Sean was born in Stettler, Alberta on April 17, 1997 and lived his whole life in Castor, Alberta. Sean attended Gus Wetter school from junior kindergarten to present, grade 11 where he participated in the RAP program working at Jordahl’s Enterprises in the mechanical field, and after completing his summer employment working at the County of Paintearth (which he thoroughly enjoyed) he was Thieleman also employed at the County of Paintearth for his after school position. Sean truly loved life and enjoyed every minute of it, whether he was playing his guitar, playing hockey, working on his truck, driving around in his new truck

and most of all hanging out with his many friends! Sean was known for his engaging smile, his happy nature, eating lunch at Andy’s, his amazing work ethics, his respect for his family and friends and his true passion and talent with hockey. Sean began his own hockey career as an IP at the age of five and has played hard for various teams and towns over the years. A beautiful soul who didn’t hesitate to give love Cheri Lee Ann Klassen, born June 7, 1960, passed away during the evening of September 29, 2013. She will be greatly missed by her husband Lawrence Klassen, her only son, Matt Klassen and daughter-in-law Marie Klassen, her mother Marjorie Howg, her brothers Craig Howg and Ken Howg, her nieces Cara MacGuiness, Valri Viala and Jenn Hartman, her nephew Klassen Spencer Howg , her

granddaughter Sullivan Klassen and all the friends and family who didn’t get enough time with her. Cheri was a beautiful soul who didn’t hesitate to give love to those her life touched, including many lucky puppies. Now she is in glory with God and has peace everlasting. The funeral service was held in Brownfield at Brownfield Baptist Church at 2 pm on Saturday, October 5.

Hanna Fire Chief’s Message 2013 2013 has once again been a busy year for the Hanna Fire Department. The incident volume started out in January at a higher than normal pace and has continued that trend right through to the end of September. The department has been keep busy with 70 incidents happening from January 1 to October 1. During the past year regional training has continued to be a priority with two different firefighter courses being offered. The department had many members in both of the courses. The theme this year for fire prevention week is “Prevent Kitchen Fires” Cooking fires are the number one cause of residential fires in Alberta and are a leading cause of fire injuries and deaths in the province. The theme this year should remind everyone of the dangers involved in home cooking and that cooking fires, injuries and deaths are preventable. Stay in the kitchen when

you are frying or grilling food. If you must leave the room then turn off the stove. Keep your cooking areas clear of combustible materials. Every family should take the time to create a fire escape plan and to practice it a couple of times during Fire Prevention Week. Everyone should test their smoke alarms and replace the batteries at least once a year. Statistics have shown that a working S Smoke Alarm cuts your chances o of dying in a fire in half. Smoke alarms should also b be replaced every ten y years. I would ask all the citizens of Hanna and the surrounding area to take the time to inspect their homes carefully for fire and injury hazards. Also please remember that in the Hanna area you need only to call 911 to contact the RCMP, Ambulance or the Fire Department. The Hanna firefighters have already been going door to door selling the 2014 Fire Within calendars and will be continuing to do so

for the remainder of the month. This is the major annual fundraising project of the Hanna Firefighters Association, with all of the profit staying in the local community. Please feel free to ask the members any questions you may have about fire safety or fire prevention. I would like to thank the 28 members of the Fire Department who respond to incidents at any time day or night. A special thank you to the member`s spouses who are always so supportive. My appreciation to the member`s employers who allow the firefighters to leave work with no notice. Beef Talk - Six steps to placing premium calves that excel on the market By Kris Ringwall, Beef Specialist, North Dakota State University Extension Service What makes a premium calf? There are six steps to placing premium calves that excel on the market: superior genetics, sound management, preconditioning, tag identification and certification, plus a good marketing strategy. The order of the steps is not as important as doing the steps. The first point is superior genetics. Calves are a product of a producer’s genetic program. The days have long passed when producers simply eyeball and guess what the genetic package is. The appropriate mix of growth and carcass genes that are achieved through proven sires is critical. A calf only will be what its genes allow it to be. In the current world, fast-growing calves that have the genes to grade Choice and offer the feedlot some flexibility in marketing a very lean, heavy carcass would be very desirable. The second point is sound management. As a buyer who is about to write a check for $900 calves, there is an expectation that these calves have been under the care of a good manager. It’s not in the bold print; it’s the fine print that acknowledges the presence of a good manager. A manager is someone who conducts business in a professional manner, pays attention to detail, has a broad grasp of the industry, has positive people skills, guides those who are supervised, and knows how to document and sell a program. The third point is to have the calves preconditioned. Preconditioned calves are products of a complete health management program designed to minimize risk as the calves leave the home ranch to travel through the marketing channels and arrive at a backgrounder or feedlot. These calves must be accustomed to water troughs, feed bunks and timely vaccinations using recommended vaccines, treated for applicable parasites and fully processed (castration and dehorning). The fourth point is tag identification. Calves need to be identified by a tag or a similar form of identification to allow for the proper acknowledgment of who that calf is. Not all calves are the same, and all calves do not measure up to standards. Those that do must be identified or, once unloaded into a pen of similar-colored calves, they all become average. The fifth point is very much tied to the fourth point. Cattle that are seeking a premium must be certified and acknowledged as to who they are. The challenge is not a simple one. As the market gets more technical, the challenge becomes even greater. However, the difficulty does not remove the need to certify who the calf is. Call it

the difference between generic versus name- brand marketing. The difference is in the name. Point six is a good marketing strategy. Many would put this point as No. 1. However, endurance in a good marketing strategy depends on having a calf that has superior genetics, represents sound management practices and is preconditioned, tag identified and certified. The process of getting calves ready for market and capturing the available market dollars is not simple. In days past, calves usually were not handled or worked prior to shipping in the fall. Instead, they were gathered, sorted and hauled directly to the auction barn. Calves would not be separated from their mothers prior to the sale, so the bawling of freshly weaned calves echoed from the local sale barns. These calves did well, and many returned to the countryside for a more leisurely feeding period in smaller lots or pastures. Today, the table has turned. Many calves compete to go directly to backgrounder lots or feed yards that are aggressively searching for feeder calves. In many ways, this final step is the culmination of genetic selection for growth and associated profitable carcass traits, the management needed to bring together the

calves and crops produced, and the skills to gauge the availability of reasonably priced feed grains in sufficient quantities that facilitate the operation of large feed yards. The demand is there. However, to stand at the entrance of a larger feedlot, with the constant flow of semitrucks loaded with feed or loaded with calves, and be able to say that I got my calves marketed right is tough. New web tool for identifying insects in stored grain launched With over 50 species of insects recognized as pests of stored grain in Canada, the Canadian Grain Commission has launched a new web tool to help identify these insects for farmers. “Our insect keys are an effective, easy to use tool for insect identification,” says Brent Elliott, Infestation Control and Sanitation Office at the Canadian Grain Commission, “Once you know the insect you’re dealing with, you can make the

appropriate decisions for management.” Online users choose from a pair of images and descriptions that best matches the insect being identified.
