CASTOR TOWN COUNCIL

Water balance system losses were slightly more this year than last Katie Davis News Reporter Gas and Water comparison The gas and water balance reconciliation comparison was reviewed and CAO Sandi Jackson noted that concerning gas, the Town was in “Really good shape.” “Our losses are down,” Jackson said, “Last year this time had losses of 2096 gigajules, and [this year] we’re only at 1248 gigajules.” She also noted that loss percentage was at 1.84 per cent, which she noted was desirable as two per cent was an ‘acceptable loss’ amount. Concerning the water balance system, it was noted that losses were slightly more this year than last year. Public Works Foreman Stan Boetcher noted that there was some discussion about getting a leak detector in the summer time to pinpoint possible pipeline issues as a preventative measure.

It was discussed that even a tiny pen tip-sized leak could be a large amount of water loss when calculated on a yearly cycle. “It’s thousands and thousands of gallons… if you were to stick half [a] pen through the hole, that running steady for 24 hours per day, 365 days per year, [the loss] is phenomenal,” he said. It was discussed that it might be worthy to budget specifically for some testing in future.

Recreation report It was discussed that hockey school was very well attended. Up for consideration was a charge for ball diamonds for senior leagues/tournament days as it was noted that the associated costs were out of pocket for the rec board. At present the rec board was not charging for use. In memoriam for Sean Thieleman, crests were being made to put on the shoulders of the minor hockey jerseys.

Campground rates were noted to stay at 25 dollars. Some discussion of raising it to 30 was considered, but ultimately it was decided for the time being to keep costs at 25.

Golf Course Mayor Gary DeVloo attended the Castor Golf Course AGM. He said he was pleased with the course’s progress, and said the course is endeavouring to pay off the approximately $20,000 owed to the town by having a fundraiser and making an effort to collect cart rental fees and other owed amounts. DeVloo noted that the course has requested to remove the service to the utility building, thus requiring some hydrovacing to access areas around the building. This would take around one hour of Town time to hydrovac. DeVloo also noted that he was pleased with the progress of the course concerning it’s financial situation, and he mentioned that

the course “Would like to go into 2014 with a clean slate.” “I think they’ve had a really good year,” he noted. Motion to provide the hydrovacing was carried. At the end of the meeting, sentiments of good luck and farewell gestures were

Much discourse on EDO Report Katie Davis News Reporter Much discourse during the evening surrounded the EDO Report, which included news of events and meetings attended for the purpose of networking and tourism attraction.

BRAED Carol Thomson opened this section of the meeting by noting she had attended the Battle River Alliance for Economic Development (BRAED) team meeting on October 15. She said overall the meeting was positive, and that the group in attendance had spoken about the website and the meet and greet on November 7 in Hardisty. It was noted that at prior events, Jennifer Powell had been instructive in getting BRAED attendees involved in a myriad of networking activities, and said it might be advisable to reach out to her in this manner again. “[Powell] got [BRAED members] into a whole bunch of receptions and dinners, so I’m kind of wondering if we should talk to her and see what she can do for us,” Thomson said. Board member George Glazier said that it was a worthwhile networking opportunity. “In my opinion that’s the only reason it’s worth our while going,” said Glazier, “take some of these people that are in the business and see if they can’t attract investment.”

“It was a good meeting, and we set some good objectives,” Bain said. “We sort of went back to a reminder that really, Trail is a low budget organization and for it to function it has to be grassroots.” He contined by saying that members would have to be enthusiastic about representing their respective communities, and maintain an active presence in the organization. Without active representation, Bain said that Trail “isn’t going to survive.” “We’re really on the extreme south end of BRAED, the north end of Badlands, so we’re kind of an area that’s in a sense nowhere,”Bain said, “I think that Trail could be so representative of the entire area [of East Central Alberta]”. Bain said that despite the large scope of land, there are many attractions that could be highlighted throughout the region; it was just securing the marketing platform to do so. He also noted that despite the lack of paid positions within the group, passionate representation from the community within Trail could offer opportunities for grants. Tarolyn Peach, who was also at the meeting, said that it was one of the best meetings of the group. “The importance of Trail is that it’s local, and it’s ours,” she said, “there’s so much potential with Trail.” The AGM of Trail of the Buffalo was noted to be November 5 in Stettler. Outlining a strategic plan and possible projects would be discussed at this meeting.

Port to Plains

League Pipeline

The Port to Plains AGM, which occurred on October 1 - 3 in Amarillo, Texas was cited by the meeting report as being an “excellent conference and great networking” opportunity, and the business to business sessions were noted as being the best part of the process. It was noted by Thomson that the only drawback was that much discussion was local to the state of Texas. “Over two-thirds of people were talking specifically [about] Texas,” noted Thomson, “Texas transportation, the state rep was trying to get everybody to go vote in Texas, Texas Texas Texas.” She added that it was great networking opportunity, and worth PEPS while to be there. CAO Tarolyn Peach noted that the success of the corridor was paramount to discussion. Next year’s conference was noted to be in Del Rio, Texas.

Thomson said she met with Blaine Brigley and Bob Kubinchak of League Pipeline, and they were interested in having PEPS carry out a presentation at their next safety meeting. She also said she’d met with M & N Constrution’s Archie Merchant, and noted that the meeting was productive. It was noted by Glazier that possibilities for temporary housing was discussed with Merchant. “He said that if [Coronation] had a 40, 50 room unit that was newer, it would be full all the time,” he said, “they have so many people that are coming in to do work, and then go to Hanna or Stettler [for overnight stay].” It was discussed that it would be advantageous to get a hold of Canatta to meet with Merchant, and go for a drive to look at areas and discuss possibilities. “It’s something we have to explore a little more,” Glazier said.

Greedy, unethical, self-serving

I’VE LOST ALL RESPECT FOR THIS ALBERTA ETHICS COMMISSIONER

ECA Review Journalist The Conflict of Interest Act states that all elected officials must report any lawsuits against them. The law states that politicians have a fiduciary responsibility to declare conflicts of interest that put their personal or financial interest ahead of the public interest. Peter Sandhu, an Edmonton MLA, elected Progressive Conservative and now sitting as an Independent, was under investigation by the Alberta’s Ethics Commissioner Neil Wilkinson. As owner of a home building company, NewView Homes, Sandhu failed to disclose the six lawsuits that had been filed against him by contractors for unpaid invoices. If that weren’t enough, Sandhu had persistently lobbied Service Alberta officials to make changes to the Builders’ Lien Act that would benefit his business. Although Wilkinson found Sandhu breached the Conflicts of Interest Act many times, he chose to accept excuses and forgive, rather than administer the law. “It was my lawyer’s bad advice.” “I believed those lawsuits were soon to be settled.” I wasn’t just helping my company, but all development companies”. “I’ve learned my lesson.” So Wilkinson let him off with no sanctions saying even though Sandhu “created an appearance of conflict of interest . . . it did not amount to an improper use of his office.” Steve Young, PC government whip, said he was encouraged and any request by Sandhu to be reinstated to Caucus would be considered. There is not a person alive that can be unbiased when their self-interest is involved. That’s why evangelist, Billy Graham, who turns 95 next month, is still a man of great integrity. He always made a point to never be involved in any financial decisions made by his organization, including decisions about his remuneration. He knew it was impossible to serve God and money. The reason we have Conflict of Interest laws and “Ethics” Commissioners is to prevent elected officials from using their position for their own personal and financial benefit. Persistently twisting the arms of civil servants to change the law to the advantage of Sandhu’s company, irrespective of whether it helped other developers, is unethical. Conflict of interest rules that are properly adhered to and administered give the public trust in their government. The laws try to ensure that to the best of their ability politicians are being fair to everyone. Even the perception of conflict of interest undermines the public’s trust. Those contractors who are suing Sandhu for long-overdue invoices would not see Wilkinson’s ruling as fair or equitable. The Ethics Commissioner’s job is not to help politicians learn from their mistakes. His job is to ensure that conflict-of-interest violators are sanctioned so that the public will have continued faith in their government. Once faith in the integrity of government is gone, trust evaporates. That’s when the citizenry disengages from the political process believing that all politicians are corrupt! There’s no question that the ethical compass of our current provincial government is very, very broken! There is also no question that Ethics Commissioner, Neil Wilkinson, is unfit for the job. Now, more than ever, we need an Ethics Commissioner that has the fortitude to aggressively police and pass tough judgment on those greedy, unethical, self-serving politicians who are far to prevalent today.

Conservatives remain focused on education and skills training Dear Editor, Skills and labour shortages are some of the largest obstacles to economic growth in a constituency like Vegreville-Wainwright and across the country. Our Conservative Government understands this threat and has taken concrete action to address the needs of students, workers, and employers since 2006. To suggest anything different is to ignore some key facts. Let’s talk about education. In my recent Report from the Hill I marked the new school year with a reminder to students about the many options available to them to make education more affordable. We have taken action since 2006 to provide tax relief to students by way of the textbook and GST/HST tax credits; allowing students to access tax relief for moving expenses, public transit and interest on student loans; modernizing and streamlining the Canada Student Loans Program with an investment of $123 million; doubling the in-study income

Balanced budget legislation a win for taxpayers The Canadian Taxpayers Federation (CTF) applauded the Conservative government’s pledge to introduce balanced budget legislation. “This is the strongest sign we’ve seen since Stephen Harper became prime minister that he means business when it comes to balancing the budget,” said CTF Federal Director Gregory Thomas. The CTF has worked for balanced budget legislation since it was founded in the 1990s.

Palliser Web Map available for public use Palliser Regional Municipal Services have been busy developing an interactive online mapping tool for the associated municipalities in the region. “We are excited to announce that we now have an accurate and reliable internet webmap that is accessible to municipalities for not only Council and administrative planning functions, but a public side that allows landowners, visitors, investors, realtors, banks, law offices and so on simplified access to property information across the Palliser region” said CEO Brad Wiebe, “We see this as a great resource with potential to expand economic development and tourism opportunities in the region while providing local landowners and businesses with easy access to property information.” The public is welcome to try the webmap and provide feedback like additional land information to consider adding or ways to make the map easier to use. The webmap is an online Geographical Information System (GIS) that contains local information related to land including aerial photography, assessment,

infrastructure and addressing. “We have to be cognizant of privacy law and as such the public side of the webmap does not include any information on ownership such as names, or mailing addresses and phone numbers,” said Wiebe. The data is developed locally by municipal offices and agencies for improved accuracy over other commercial mapping applications. The webmap currently contains aerial photography from 2007. “One of the most useful features for landowners and municipalities is the aerial imagery that is much better quality, and more recent, than commercially accessible imagery from Google and other internet maps,” Wiebe noted, “A project that we are currently working on is the development of updated aerial photography with even better resolution and accuracy.” Information will continue to be added to www.palliserwebmap.ca over time to enhance the user experience and to simplify access to information for residents, businesses and visitors in the region.

Coronation native writes interactive law novel Katie Davis News Reporter

In a world of absolute lawlessness, the task of creating a legal system from the ground up would require a considerable amount of reflection, collaboration and discussion to determine the best way to govern people. This is the difficult circumstance given to readers in the new interactive book, The Judgment Game, written by former Coronation resident Charalee Graydon. Graydon - a Stettler lawyer for four years and former Law Professor at the University of Alberta – wanted to use her law experience to write a book that could make the legal system accessible to everyone. “I wanted to give people an opportunity to speak about legal questions,� Graydon says, “When I was teaching law I enjoyed providing opportunities for the students to have a chance to think about the law in different ways.� The book is based upon the fictional country of Torcia, a lawless place teeming

with crime. Readers must navigate each ethical situation, from domestic violence to addictive behaviour, and ultimately decide what law would be best suited to implement in Torcian society. “Law is not all fun and games. But there are also no right or wrong answers‌ just things to be discussed,â€? says Graydon. Graydon notes that within crime and punishment frameworks many ethical questions arise, such as whether or not humans are born evil or whether life trains them to behave in certain ways. “We cannot read people’s minds, we have to talk to oneanother,â€? says Graydon, “We have to approach a situation

by thinking about what the other person [felon] might have been thinking when they acted in a certain manner.� She says the book helps prompt people to look at law and ethics through the eyes of others, and in doing so forces them to reflect on how they make tough decisions. “[It’s] a quest for the self within the mystery of consciousness,� Graydon notes, “When I say a search for the self, you’re looking at other people’s selves – all these offenders. But when you make a decision you’re actually saying a lot about yourself.� She says the interactive nature of the project is geared toward the interactivity provided

through the internet. “I’m trying to infuse social media content with a traditional book,� says Graydon. In addition to plans to create an interactive community for the

book online, Graydon says she hopes that her book will get people to think about the laws that govern human behaviour, both systematically and internally.

New agreement creates excitement for prairie grain producers The Canada–European Union (EU) Comprehensive Economic and Trade Agreement (CETA) will provide full access to EU markets for Canadian wheat and a number of additional grain exports, something the Alberta Wheat Commission (AWC) believes will be a huge boost for Canadian grain producers.

Wheat is the province’s largest crop by area and annual production is in the range of 7.6 million tonnes.
