Airport agreement formalized Dena Clark

ECA Review reporter The Town of Coronation and the County of Paintearth have formalized an operating agreement for the Coronation airport after maintaining an unofficial airport operating and maintenance agreement for a number of years. The details of this agreement along with a copy of the Operating Agreement were presented to council at their last regular meeting on Mon., Aug. 22. The agreement reads as follows: 1) The parties hereto agree that they will and shall jointly operate a municipal airport on the above described lands. The airport will be operated with no differentiation between town and county users. 2.) The town shall: a.) Maintain ownership of the municipal airport b.) Be the managing partner in the operations of the airport c.) Maintain all required licenses and permits from federal and provincial agencies and maintain sufficient and appropriate insurance to protect

the town and the county from any or all claims arising out of the operation of the airport d.) Continue to allow Alberta Environment to locate and operate a weather station at the airport e.) Develop an annual operating and capital budget for the airport f.) Maintain hangar lease agreements with each individual hangar owner g.) Collect revenues for hangar leases annually, and h.) Provide fuel service at the airport and invoice pilots for usage on a costrecovery basis. 3. The County shall: a.) Transfer the annual tax revenues collected from hangar owners to the town to offset operational costs b.) Provide snow removal services on the runway surface whenever weather conditions warrant c.) Assist with maintenance of the runway and apron surfaces and runway lights as mutually agreed upon and as identified in the annual operating budget, through the provision of manpower, equipment, and/or materials d.) Assist with capital improvements

Revised pool safety plan

A revised Aquatic Safety Plan for the Coronation swimming pool was conditionally approved by council, subject to a few minor wording changes at their last regular meeting. According to CAO Sandra Kulyk’s report to council, the Aquatic Safety Plan includes information, policies and procedures specific to the Coronation swimming pool to ensure the health and safety of the pool patrons. The plan includes operating and maintenance procedures, as well as emergency procedures to be followed in the event of a number of circumstances which could potentially arise.

CAO Kulyk has completed reviewing and indexing all of the town bylaws for the purpose of implementing a repealing bylaw for all outdated, obsolete or replaced bylaws on record. Kulyk has also been working with golf club on their water infiltration issues at the club house. A contractor has been hired to assess the situation and to make recommendations. completed on a Victoria Ave. property, reported Kulyk, and the town is accepting tenders for demolition of the house and shed. Discussions were had to consider accepting demolition materials, furniture and large waste items at the Coronation Waste Transfer site. If the changes are implemented for a demolition bin, it will result in additional operating costs of $20,000 to $30,000. A bin for furniture and large refuse would be $600 per month ($7200 per year) and would need to be sorted and loaded by the site manager. Kulyk met with Sylvia Adams of ATCO Electric who provided council administration with a demonstration of the GE Evolve LED streetlight that is being introduced as the new streetlight standard for ATCO. Use of these new streetlights is scheduled to begin in April 2017. The town can opt to implement their use sooner by simply signing approval. The new LED lights provide a soft clear white light. Adams will provide some calculations and documentation on the potential energy savings to be realized with these new lights.

Roadblock trying to buy land Lisa Joy

ECA Review reporter Building 15.5 kms of the Trans Canada Trail from Lacombe to Ponoka County border won’t go ahead any time soon after Lacombe County hit a roadblock trying to buy land from landowners. Lacombe County Manager of Operations Phil Lodermeir told council at its regular meeting Aug. 25, that local landowners refused to sell the right-ofway to make way for the trail along the C & E Trail. “We really want to get this trail built but we’re not having success getting landowners to sell us land.” The county could change

the original route for the trail but it would increase the original $909,734 price tag to $2.1 million. The county received three grants totaling $695,000 and will lose the grants. Coun. Dana Kreil asked if the money could be used in other areas for trails around the county. “If the money is available I hate to send it back.” Lodermeir pointed out, however, that if the county spends the money they have to match the funds. “This will free up money in tough times,” said Coun. Kreil. Coun. Brenda Knight said she was in favour of cancelling the trail project. “We are in a bit of a need

Teachers take on new roles Debra Johnston

ECA Review reporter Two Clearview schools have new vice principals this year and one has a new principal Superintendent Peter Barron informed the Clearview School Board at their Aug. 25 meeting. Charlee Mappin, begins her third year at Big Valley School as the new principle. Mappin, who grew up in Erskine and attended school in Stettler, began teaching Grades 3 and 4 in her first year, then junior high language arts in her second. Along with principal duties, Mappin will continue in her junior high teaching role in science and social studies. Gus Wetter teacher Debby Hronek will step into the role of vice principal this school year. Hronek has taught mostly Grade 5 and 6 at Gus Wetter for nearly 21 years, which she will continue teaching along with her new duties.

There is lots to learn in her new role but according to Hronek it’s “So far so good.” Brittaney Code, who has been with William E. Hay for about 5 years, takes on new duties as vice principal.

Little change for upcoming year

Clearview School Board trustees completed their organizational meeting for the 2016/17 year by acclaiming Cheri Neitz as board chair and electing Dave Goodwin as vice chair. The vote for vice chair was split evenly between John Schofer and Goodwin. A coin toss decided the final outcome. With the departure of Staci Gerlitz from the board, the remaining trustees divided the extra workload. With the exception of a $5 increase for a full day honorarium for trustees and $2.50 increase for a half day, other rates for things like meals were left unchanged.

Nothing says it [trail] has to be paved.” Council voted in favour of administration’s recommendation to remove the trail project from the 2016 construction schedule. Reeve Law voted against the motion.

Flagpole for Mirror

Mirror will get a new flagpole and fire departments can request flags as well after Lacombe County council voted in favour of the expense. The Mirror and District Museum society asked the county for a new flagpole. It will cost the county $2,200. Coun. Rod McDermand also put in a request to the county for a flag for the Alix Fire Department. “Flags are important in this world.” “You should expect other fire departments to follow suit,” said County Commissioner Terry Hager, adding that if the county approves the cost of a flag for the Alix Fire Department other fire departments will likely put in similar requests. Council approved the installation of a flagpole for Mirror but they will have to provide the ongoing upkeep. Council also voted in favour of providing one flagpole to each Lacombe County fire department if requested by the fire department. Coun. Ken Wigmore voted against the motion.

Visitors to the ninth annual Torrington Gun Show watched attentively as Dan Gordon (seated) showcased one of the firearms he had for sale. Gordon hails from Drumheller and has missed only one year since the Gun Show began because he didn’t book his spot in time. “[You] gotta book it in February to get in,” explained Gordon. “He does a great job of advertising,” Gordon said of the show organizer, Stan Taylor. According to Taylor, 50 vendors had 108

tables at this year’s show, which is just the right number to allow lots of room for both vendors and visitors. The show has a great reputation among vendors and there are always new vendors hoping to attend the show. So much so that Taylor surveyed vendors about five years ago to see if they wanted to allow more vendors but 75 per cent responded they would prefer to leave the show as is. The show typically draws over 1200 visitors over two days to the hamlet of about 180 people.

Drilling increases across Alberta under new royalty system by Margaret McCuaig-Boyd, Minister of Energy for Alberta As a rural MLA who lives in a small northern community I have been surrounded by the energy industry my whole life. I have friends, family and neighbours who have worked and benefited from this important sector. I know these are not easy times for the energy sector and communities and families are hurting in many ways. We cannot control the global price for our resources but can control our own actions and policies. It is with this in mind that we introduced new changes to our royalty system that would help our oil industry prosper. Dozens of new oil and gas wells are now being drilled across Alberta, creating jobs in rural communities and regional centres, after our government made a decision to open up our new royalty system early. Since we started reviewing our royalty system I have said we would listen to industry and there would be no surprises. We pledged to create a royalty system would work for all of us; to create the fair returns Albertans want while allowing companies to remain competitive and to create jobs. I believe we have accomplished that goal and this summer wells in Alberta have started drilling under our new modernized royalty framework. The first ones began drilling in midAugust in Grande Prairie County and others are moving towards operation in several other parts of the province. Our new framework is not scheduled to take effect until next year, but when industry told us they were willing to increase their investments in Alberta this year if they could access the new

system — we responded. These new wells represent investment in our province beyond what was originally planned for 2016. I was pleased to tour an Encana rig on August 17 and meet crew members from across Alberta working there. Each operating drilling rig can create 135 direct and in-direct jobs according to figures from the Canadian Oilwell Drilling Contractors Association. I was joined on the tour by a representative from the Canadian Association of Petroleum Producers (CAPP) who said our new royalty framework will help industry stay competitive. “The modernized royalty framework is a long-term solution that promotes a stable investment environment for continued growth in the sector. It is both flexible to short term market conditions and for long term planning. When Alberta’s oil and natural gas industry is healthy and can compete – that’s good for Alberta’s economy, that’s good for government revenues and that’s good for Alberta families, said Brad Herald, VP Western Canada Operations with CAPP. Our government will continue to advocate for sustainable and environmentally responsible energy development in our province. We are demonstrating to the business community and the world beyond our borders that Alberta is open for energy investment and we are a responsible and competitive energy supplier. With this kind of positive initial response to our early opt-in for the new framework, I’m confident we will continue to see activity in 2017, helping bring jobs and opportunities to communities across Alberta, big and small.

CAO and council are simply being unreasonable Dear Editor: The Morrin Council report was very well done. I have had comments from residents how you hit the nail on the head showing how petty and unreasonable the CAO and Council are by not providing free copies of the agenda and the previous months minutes for the residents attending council meetings. I checked at a retail store and found a box of paper is just over $30 for 5000 sheets making the cost per page .0061 cents. I would think that the CAO likely purchases paper at a better rate than the retail price I found. The CAO and council are simply being unreasonable in not taking one second to touch the nine button instead of the four button on the photocopy machine so that we all could receive a copy of the agenda and minutes to follow along with the meeting. The cost to us as residents and ratepayers who attended the meeting would be nine cents.

By doing this it would provide all five people in the gallery at the last meeting in July a copy of the agenda and the two pages of the previous months unapproved minutes. This would go a long way in showing us that we count and that we matter. The CAO and council’s original policy that charged $55 for the first page and a $1 for every page after that has since been rescinded because of a backlash from residents. Also refusing to allow the recording of the minutes so that accurate reporting could be done demonstrates that council and the CAO for some reason don’t want any outside scrutiny or interference with council meetings. When this council and CAO start to realize how petty their actions appear to outsiders, perhaps they will begin to try and help us be a part of the process instead of continually putting up unreasonable road blocks for residents to participate in the political process. a motion in committee to have taxpayers rebate 50 per cent of campaign expenses for political parties and candidates that receive at least 10 per cent of the vote. Loyola told Rob Breakenridge on Newstalk 770 that caucus supports the idea, meaning with the NDP majority, it’s more or less a done deal. It’s bad policy. Taxpayers shouldn’t be forced to pay for partisan campaigning. It raises an obvious conundrum: by reimbursing politicians for 50 per cent of the money they spend, we’d be incentivizing them to spend more – thereby

costing taxpayers more. The NDP government has suggested a solution: capping party spending. But if individuals choose to donate their money to a party (not businesses or unions, because those donations were already banned), with the intention of having that party spend it campaigning, then why should the government interfere? That’s democracy in action, and it’s totally voluntary. Spending caps are an attempted solution to a problem created by forcing taxpayers to subsidize entrenched political parties. Here’s a crazy idea:

Clive debates ‘to enforce or not to enforce’ Lisa Joy

Review reporter Village of Clive Coun. Bev Krochak told village council at its regular meeting Aug. 29 that a commercial property in Clive is allowing people to live in trailers on its lot and wanted the village to deal with the issue. Chief Administrative Officer (CAO) Carla Kenney said the village couldn’t act without a written complaint from a resident adding that enforcement is difficult and costly. “There has to be enough evidence,” said CAO Kenney. “If there’s not enough evidence it’s a waste of the court’s time.” She added that there is a “fine line” between interfering in peoples’ lives and making the community safe and hospitable for everyone else. Coun. Luci Henry said perhaps Coun. Krochak was aware of a situation but asked for details on how she became

aware of it and added that the village needs solid proof before they could act. Coun. Krochak said she had complaints from unnamed residents asking how come residents aren’t able to allow people to stay in motorhomes and yet commercial properties can. CAO Kenney said the village’s bylaw deals with residential properties and doesn’t address the issue for commercial properties. The village’s bylaw says residents can’t have a holiday trailer, motorhome, camper or large boat in a residential district for more than 30 days total in one year. Mayor Anita Gillard said the residents who complained to Coun. Krochak need to provide the village with a written complaint. “We just can’t do it (enforcement) out of mid-air.” Mayor Gillard added that the bylaw wording “doesn’t make

any sense” and suggested the village revisit the bylaw. Coun. Marvin Wieler said the village’s bylaw “doesn’t have any teeth.” The village will review this particular bylaw in the future.

Local fundraiser in works

Chief Administrative Officer (CAO) Carla Kenney said the village is gearing up for a village wide garage sale on Sept. 10 to fundraise for the Clive Resource Centre Society. The event will go ahead rain or shine.

She added, however, that the village does more than the larger municipalities who don’t call landowners with reminders. “Most are happy to get reminders,” said CAO Kenney. Each year Municipal Affairs completes a Key Measures of Municipal Sustainability for all municipalities. CAO Kenney said in 2014, out of 10 indicators,

Clive only received one failing grade and it was for having more than five percent of uncollected property taxes. She added, however, that it doesn’t take the smaller communities much for that to trigger a high percentage of uncollected taxes. In 2014 Clive had 10.7 per cent unpaid property taxes. The 2015 report comes out next month.

A similar subsidy exists elsewhere in Canada and at the federal level, but that doesn’t change that it’s the wrong thing to do. Political parties already benefit from generous tax credits for donations. If an Albertan family donates $200 to a political party, they get 75 per cent back. If they donate $200 to a charity, they get only 25 per cent back. Mr. Loyola has claimed the party bailout would “level the playing field.” If anything, this subsidy would strangle smaller political parties who typically receive less than 10 per cent of the vote, giving an unfair upper hand to the big guys, using purely involuntary money. That could be one reason why Alberta Party leader Greg Clark opposes it. Mr. Loyola warned on the radio that if we don’t subsidize political parties, we’ll get something like – wait for it – Donald Trump. Are Albertans expected to buy that nonsense? Campaign donations are already capped at $15,000, so it’s not as if some billionaire could swoop in and steal an election here. Perhaps Mr. Loyola is relying on buzzwords and scare tactics to avoid facing the reality that this policy would be a ridiculous waste of taxpayer dollars. It’s difficult to think of any less important use of tax dollars than

shrill partisan campaign ads. Political parties should stand on their own merits in the battle of ideas. Politicians already have massive advantages over charities to help them to fundraise, without forcing taxpayers to bail them out.

Decoy shy

Cont’d from Pg 11 Geese will always land into the wind so take this into account when setting up your decoys and blind. If there is a depression in the field, even a small one, try and set your blind (if the wind allows) in this depression with the decoys on the high ground. If a small depression is not in the location I need I will often set the blind off to one side so the geese are not looking directly at the blind, which is usually only required later in the season when birds can become a bit decoy shy. Most all of my setups with the exception of early season are set in a sort of V or U shape. I do vary this but for the most part this setup works well. I have used many kinds of shot shells over the years and have settled on SCORE or KENT 3”-BB’s for all my goose hunting. When selecting a shotgun you can’t go wrong with one of the three, B’s Browning, Beretta or Benelli. I currently hunt with a Browning Maxus, A5 or a Benelli Super Nova. I have no affiliation to any of the gun, blind, decoy, ammo or call companies I have mentioned nor am I suggesting that they are necessarily the best out there. They have just worked well for me. Have a great season and remember to take a kid hunting!
