Tim Smith who farms 25 miles northeast of Coronation is not only celebrating its “centennial ranch” award this year in October but is also chosen for one of the Nuffield Canada agriculture scholarships. Smith will first attend the 2015 Nuffield AGM in conjunction with the Agricultural Excellence Conference organized in Regina

in November where he will meet the other two scholar winners from Canada. In February 2016 the three scholars will begin their international travels with a trip to Ireland where they will meet with other 2016 scholars from around the world, for one week of tours, workshops, speakers and networking.

From there, the scholars will study for a minimum of 10 weeks internationally to explore their chosen topic. The specific locations and information scholars study on their tours are largely self-determined. Aside from having researched their chosen topic in preparation for their meeting with the

The Halkirk Education Support Foundation is comprised of a parents of schoolaged children in Halkirk who are committed to improving their town and the quality of experiences for the youth of their community. The group meets once a month and collectively decides on which items could be upgraded or improved for their children yet funding for these improvements, be it new basketball nets, landscaping for a skating rink, or new playground equipment; often falls “outside the reach of the school”. The group hosts regular fundraisers, which each typically bring in between $1000-$2000. With the help of the Progressive Waste Solutions’ grant, the children and community of Halkirk are one-step closer to enjoying a play space that is fun and safe for all.

Hanna business license by-law changes Dena Clark

ECA Review Reporter The town of Hanna business license by-law was reviewed by administration this past summer with the intent to look at how farmer’s markets (specifically private markets) and other special events are best handled. At the same time a number of housekeeping initiatives were noted for review by council. The primary highlights/ amendments of this draft by-law are as follows: • added a definition for home based business • a definition for license year and special events. Clauses were added to

identify exemptions, to identify a special events license and to require a licensee to notify the town of any changes in their business. Also added was a clause to clarify fee amounts payable based on the time of year the license is obtained and a clause that clarifies the fact that advertising their business constitutes the requirement for a business license.

Heisler resident questions ‘professionally designed’

Dear Editor, Some time back I was in contact with you regarding a re-zoning etc. in Heisler. I, at one time, indicated that I would not appeal the development permit issued to this business on the grounds that my $300 fee could likely be spent better elsewhere, and that I would likely lose the appeal anyway. Well, I was advised to appeal anyway, which I did, at the cost of $300 of my meager pension money. Here is the result. As predicted, I , for all intentional purposes, lost. The ruling was to be binding on all parties, which I accepted, in good faith. The one recommendation/requirement of their decision was that a suitable “professionally designed” fence/noise barrier was to be erected

along the rear of the property in question by the Aug. 31, 2015. The plans were to be submitted to the village for approval before installation. The photo is the result of the most up-to-date design and engineering of our time. You can readily see how ‘engineering and professional design’ has deteriorated. This is not a joke, this example of ‘design excellence’ is still in place today. I am certain that any one of your readers would love to have this beautiful structure across the lane from their home. This is located in beautiful downtown Heisler AB... the industrial centre of Flagstaff County..... It is time to stop crossing oceans for people who wouldn’t jump puddles for Lorne R. Ingrey you.... Dear Editor, I had to take a second to commend a couple of your editorial pieces (A study in contradictions Aug. 20, and Loose with the truth Sept. 10); they showed a purpose to make our society stand up and make changes in the way we act and live. His interest is in how national support develops to increase and improve the benefits society derives, be in directly or indirectly, from healthy functioning ecosystems (including air, water, soil and biodiversity), as well as how that support is transferred to the actual stewards of the land. “My goal is to evaluate existing and developing sources of revenue worldwide that recognize and improve management of ecological services which contribute to economic sustainability of beef operations,” said Smith in a phone interview. Tim believes that good stewardship of the land will be increasingly important to the fiscal health of the Canadian cattle country. Tim will visit some of the larger beef exporting countries of the world including South America, Australia and the U.S. Tim is looking forward to the exposure this will give him as he enjoys being immersed in his industry, and with his custom silage operation, he has already gained beneficial insights through the exposure to many cattle operations of varying scale.

100 years

After reflecting on 100 years of ranch family heritage, combined with a Bachelor of Science degree in Agriculture, Tim Smith successfully rebuilt and grew from a small portion of a divided farm established in 1915 to a successful 800 head cow/calf operation. He and his family also own a custom forage harvest business, harvesting

several thousand acres each year. Smith credits his wife, Tammy of 26 years as well as his family and friends for his success. Their daughter, Katelyn followed in her father’s footsteps with a Bachelor of Science in Agriculture degree, his son, Jaydon is presently at Olds College in Agricultural Business Management, while son, Riley works alongside his dad. Tim Smith is highly involved in the agricultural industry, serving on his provincial beef cattle organization, Alberta Beef Producers and the representative nationally on the Canadian Cattlemen’s Association.

Nuffield scholarships

Nuffield scholarships of $15,000 each are awarded to men and women who are judged to have the greatest potential to create value for them, their industries and their communities through their Nuffield scholarship experiences. Scholars are able to access the best production, management and marketing systems in every corner of the world. In addition to embracing the ‘world’s best’ in agriculture, scholars gain lifelong friends around the world and a deep understanding and global perspective of the politics, cultures and challenges of world agriculture. The other two Canadian scholars are Tony Balkwill of Paris, Ontario. He is owner of NithField Advanced Agronomy and manages thousands of acres of cropland across several counties. Clair Doan, of Norwich, Ontario is a turkey and grain farmer and he is an Associate Vice President of Agriculture in Ontario at National Bank of Canada.

A good example to follow Cont’d from Pg 4 which includes our own representative, Rick Strankman. Thus the opinions they communicate are representative of our current opposition. Along those lines, I agree with Lois Perepelitz’ piece (Can’t they play nice?) and how politics have become more of a game then an important job. I also have a friend Lois, that I will have to stop following on Facebook, as he constantly clogs up my inbox with reasons why it should be ‘anybody but Harper’ this election. Support Harper or not, I’ll make up my own mind on who I’m voting for thank you. Both these letters prove one thing, that people are tired of politicians pointing out the flaws of others rather than communicating their own ideas. I think the public is tired of the attack ads and the mud-slinging. I thought we were adults and expected to set a better example? When I was the Mayor of Hanna we spent our time as a council working together to help our community improve. We didn’t always see eye to eye but we put our personal differences aside for the common good. When I signed on to be Jack Hayden’s campaign manager this past election, it wasn’t because I had blind support for the PC party or hated the other parties, it was because I believed he was the best man for the job. It was also under the condition that we ‘take the high road’ and run a clean campaign in our riding that highlighted what he had accomplished as our former MLA. Whether people voted for Jack or not (and obviously the majority did not) at the end of the campaign we wanted to

make sure we could face ourselves in the mirror, and I believe we can. I wish the majority of politicians in this past provincial election and the current federal election could say the same thing. I think the one that does take the high road will win, as that is what the majority of people are looking for, true leadership and someone that can set a good example for the rest of us to Mark Nikota follow. ‘Every student is a success story waiting to be told’ by Susan Reynolds Hughenden teachers were back to work on the Aug. 26 getting their classrooms and lessons ready for the first day. Staff were in Vermilion on Fri., Aug. 28 where they attended a keynote presentation by Professor Garfield Gini-Newman from the University of Toronto. Staff then collaboratively worked in their professional learning groups, setting goals to develop lessons increasing student engagement. On Mon. Aug. 31 all Hughenden staff were involved in a professional development session led by Tom Hierck. This workshop focussed on relationship building with many of the ideas focussed around Hierck’s belief that “every student is a

success story waiting to be told”. Once again Leadership students hosted a welcome back breakfast for their classmates. Bright and early (7:30 a.m.) Tuesday morning a whole contingent of dedicated students came in and flipped pancakes so their classmates could enjoy a hot breakfast. The front foyer showed off a brand new bike donated by Corey Jasper of Canadian Tire in Wainwright. This bike will be won by a student at the end of the year as a draw amongst those students who have achieved varying reading goals. Students were excited to see the new student learning common/ lounge that has been created in what was the old computer lab.

Athletic Director Ryan Duffett will once again be organizing an intra-mural program to be held at noon hour. Golf teams have been established and students will soon be attending the junior and senior high tournaments. Volleyball practices are well underway. An open house evening is scheduled for Sept. 16. Students are invited to bring their families and come and share snacks as they introduce their parents to the staff. Classroom displays can also be enjoyed. A back to school dance has been organized for the evening of Sept. 18. All of who plan to attend are encouraged to participate by dressing up for the western theme of the evening.

Local RCMP work to keep our children safe Dena Clark

ECA Review Reporter Over the past year the Coronation RCMP detachment has sought input from the public and their local council representatives in planning their policing priorities. Traffic safety, specifically school zone safety, was identified by nearly everyone, Sgt. McGunigal spoke to, as an area that police should treat as a priority in the community. In response to this, RCMP have included traffic safety as one of their three detachment policing priorities. In addition to school zone safety being a local RCMP priority, it is also a province-wide focus for the month of September. To ensure school zone safety, RCMP commit to the enforcement of speeding and intersection violations near the schools and parks. Another top enforcement goal for local RCMP is a reduction in injuries and deaths caused by collisions. In order to achieve and sustain this, they increase their enforcement efforts in the areas of provincial driving offences and criminal driving offences, such as impaired driving. The acquisition of their new laser speed detection device greatly enhances their ability to reach these goals. The laser speed detection device is commonly used for speed enforcement by police agencies across Canada. It is a handheld device that greatly enhances RCMP’s ability to enforce speed limits in locations that were previously challenging to enforce

through vehicle patrols. It is also a very precise and accurate technology that determines the exact speed and distance of vehicles passing by. The devices are provincially funded and provided through the RCMP “K” Division Headquarters in Edmonton. Although the device is new to Coronation, they have been in use in larger communities throughout Alberta for a number of years. As with most police agencies, local RCMP collect statistics that allow them to gauge the progress and impact of enforcement initiatives. Similar to what is observed in other communities, there is a close correlation between increases in traffic enforcement and reductions in collisions resulting in injury or death. Last year the Coronation detachment increased traffic enforcement efforts, resulting in a total of 45 percent more charges being laid for traffic violations. During this same period collisions involving injuries or death decreased by 54 percent. Local police officers and emergency responders see first-hand the devastation caused by vehicle collisions. Therefore you can expect to see one of the local police officers making use of the new laser speed detection device beyond the school zone and it’s peak traffic times as they remain diligent in their efforts to enforce traffic laws. Traffic safety remains a priority at Coronation Detachment and it will remain such into the future, said McGunigal.

Tougher dog bylaw for Stettler County Debra Johnston

ECA Review Reporter After hearing three verbal submissions at the public hearing for Bylaw 1551-15 – Dog Control at the Sept. 9 meeting, Stettler County council passed the bylaw with new, stricter rules for dog owners, including amendments to some wording and fines. Ratepayer Wanda Webster, who advocated for the stricter bylaw after losing her dog in an attack, requested that council consider the amendments. Webster pointed out to council that

the bylaw should include a specific reference to dogs causing death to other animals or humans. She also wanted to see higher fines. “I think there should be major changes to the fines. The fines are very minimal,” stated Webster.

Sign change for Fenn Road

A yield sign will replace the existing stop sign at the junction of Fenn Road (TWP 37-0) and Range Road 20-5. The road currently has a mishmash of both stop and yields signs depending on the intersection. Coun. Greggory Jackson stated that

because the road is a high traffic, transport road that all intersections should be marked with stop signs. The effect of a yield sign is the same as a stop sign if there is oncoming traffic Jackson indicated. According to Coun. Ernie Gendre, most large trucks that haul on the Fenn Road generally only yield if the intersection is clear of traffic. Gendre stated the grade of the road makes it difficult for trucks to come to a complete stop and then proceed. Council opted to change to a yield sign to reflect similar intersections in the county.

Jimsonweed, also commonly known as Devil’s Trumpet, has recently been discovered in a number of canola crops within the Lacombe County. This plant’s seed, similar in size to the canola seed, is prohibited under the federal weed seed order, and is not allowed in Canada. The announcement came with no legal details or timeline, or even an explanation of how the policy shift would impact family farms across Alberta. Rather, it seems this decision was made without speaking to farmers at all. The vast majority of those actively working on family farms across Alberta have consistently opposed this policy. Cereal kids rodeo ECA review

by Haley Powell, Cereal, Ab. Families from Coronation, Consort, Veteran, Hanna, Youngstown, Cessford, Jenner, Buffalo, Oyen, Cereal and everywhere in between loaded up kids and horses for a day of fun at the Cereal rodeo grounds for the Cereal kid’s rodeo which took place on Sun. Aug. 30. The rodeo offered six events to its 103 participants between the ages of two and 18. Keaton Duque (5) sang the national anthem for the crowd. Tiny little people rode their miniature ponies while being led by a parent in contrast to the talented teenagers urging their skilled horses to fly through the patterns. Kids competed on young horses that still had some buck in them, on old horses brought out of retirement to carry precious cargo safely through the patterns and on giant horses that could hardly make the turns. However they all had one thing in common, each child pushed themselves to perform at their very best and each had a happy, successful and safe day. Thirty-eight kids under the age of seven took their turn mutton busting. Every child was a winner in this event, dusting themselves off and drying their tears as they headed straight for their freezie and loonie. The goat decorating/tying event is another spectator favourite with the goats proving to be pretty strong willed and got the best of most of the kids but not for lack of effort. Within a school-based setting, the Family Resource Workers coordinate programming and services to provide counselling support to students and their families. You would be responsible for facilitating and implementing preventative educational programs for student access keeping parents, teachers and support staff informed of those programs. You would also be responsible for developing a service plan through consultation to assist students and their families in seeking solutions. Collaboration with other community agencies to coordinate services and referrals is imperative. You will be expected to present yourself as an organized and professional representative of the school staff, both in person, on the telephone and through correspondence. This is a 12 month position, working 7.5 hours per day, located at Hanna Primary School and Youngstown School. Duration of this appointment will be dependent upon return of the permanent employee. Preference will be given to a candidate who has acquired a College Diploma or a University Degree in a human services/ health related field (ie. Social Work, Psychology, Family Studies). A combination of education, training and relevant experience may be considered. You must hold a membership or be eligible to hold a membership within your professional designation. Support for Dorothy

submitted Saving the history of Dorothy, Ab. is the goal of a volunteer group from the Drumheller Valley who are organizing a fund raising cabaret night in the East Coulee Community Centre on Oct. 3 with one of the best Blue Grass bands in Canada performing. The volunteer group is also canvassing the business people who have served Dorothy area over the years and others to lend their generous support. Dorothy marks the downstream boundary of the Drumheller Valley, and for arrivals from the east, it is the start of the scenic drive along the Red Deer river into Drumheller centre. The community of Dorothy, Ab. has put huge effort into the renovating of two churches, a pioneer cabin and hall improvements. Recently a damaging windstorm blew the roof off the decades old Alberta Pacific elevator. The winds also tore shingles from the restored churches. The natural wind and hail damages were added to by thoughtless vandals that broke into the pioneer cabin and destroyed virtually all of it`s coveted homesteader contents. Drumheller and area now have the opportunity to show needed support for the unstinting effort of Dorothy district residents. They play a large part in the Drumheller experience. The ranching families of early pioneers that make up the hamlets populace will have many members and friends out in support. The cabaret is set for Sat., Oct. 3 at the East Coulee Community Hall. Seating is limited to 200 so advance tickets are advised.
