Golf course clubhouse repairs to begin Dena Clark

ECA Review reporter Roger Golby was awarded an $18,880 contract to begin repairs at the Coronation Golf Course clubhouse by the Coronation Town Council at their last regular meeting on Mon., Sept. 12. According to CAO Sandra Kulyk, although there have been on- going water issues in the clubhouse basement for some time, this was the first

year that the water became a serious issue. It was a combination of a wet year, higher levels of ground water as well as standing water in the basement which also damaged the walls. Kulyk also told the ECA Review that the Health Inspector made two visits to the clubhouse this summer and informed the town that the operating permit would not be renewed if action was not taken to fix the problem prior

to the end of the October (the permit renewal date). The decks are scheduled to be removed and the ground around the clubhouse will be trenched. A waterproof barrier of tar or plastic or both will be put around the building, weeping tile installed and a different route for water from the sump pit will be configured to keep the water from returning to the ground near the clubhouse.

RCMP

Traffic stop leads to drug charges

Consort RCMP initiated a traffic stop on a vehicle in the Village of Consort on Sept. 14 which led to the investigation and arrest of Daniel Hamilton (38) of Consort who, according to an RCMP press release. Hamilton was later charged with driving while unauthorized under the traffic safety act, possession for the purpose of trafficking cocaine, possession of marihuana and possession of methamphetamine under the controlled drugs and substances act.

Manslaughter charge in fatal collision

A 32-year-old male was pronounced deceased after his truck rolled as a result of a collision with another truck. An investigation by RCMP Southern Alberta Major Crimes Unit has led to a manslaughter charge against Daniel Wayne Newsham (45) of Delburne, Ab. Newsham is alleged to have followed the truck being driven by Stanley Dick

and perpetrated the collision which ultimately led to Dick’s truck crashing. An interim release hearing has been held, and Newsham has been released from custody with conditions. He will be appearing in Red Deer Provincial Court on Oct. 14.

Theft of motor vehicles

Consort RCMP responded to a theft of a maroon coloured Ford SUV in Consort on Sept. 18, at approximately 1 a.m. Subsequent investigation led members to a suspect in another vehicle at which time the unknown suspect fled from police. Police later located the stolen maroon coloured Ford SUV near Highway 41 in Consort. Consort RCMP attempted to stop another vehicle where the unknown suspect(s) evaded police. Later that same morning three more vehicles were reported stolen in

Consort. Two of these three vehicles were located in Consort and one is still outstanding. RCMP are looking for a 2013 white Ford F350, with Alberta licence plate RNP891. On Sept. 19 Consort RCMP received another report of a stolen vehicle which occurred sometime during the evening hours of Sept. 18 onto the early morning hours of Sept. 19. RCMP are looking for a 2008 black Honda Civic, 4-door, with Alberta licence plate PET586.

Hanna break ins

A person or persons broke into a fenced area leading into a storage facility located along Railway Ave. in Hanna sometime between Sept. 5 and Sept. 6. In a separate incident, a person or persons broke into the front door of Bumper to Bumper also in Hanna, sometime between Sept. 6 and Sept. 7.

Coronation water line repairs

Cont’d from Pg 1 The public works staff for the Town of Coronation worked with M&N Construction to resolve a recent waterline break that occurred on Sept. 8 half way between the reservoir and Coronation. Kulyk told the ECA Review that the public works staff noticed a spike in the daily consumption limit and immediately began driving the line to find the leak while also researching how to repair the 14 inch fusion pipe used on that line (which differs from the regular PVC pipe used within town limits). A clamp was put on the pipe to resolve the issue. Three certified water haulers from Red Deer and Stettler were brought in to reduce the likelihood of a loss of positive water pressure. In the event that there was a loss of positive water pressure a “boil water” advisory would have been issued. However the three trucks, one of which stationed at a fire hydrant near the Frontier Hotel and two trucks which were hauling water to the third truck kept most residents from even realizing the team was in the process

of installing the clamp. The entire procedure was done within four hours and thus far there have been no additional leaks. The plan is to leave the clamp exposed for two days to ensure there are no additional problems. Although no approximate costs were given for the break, it is expected to be in the thousands. The cost of materials, construction and water which spilled during the leak will all need to be accounted for in the reserve budget which the town holds for just such an event.

Although concern was voiced for the perception of taking business away from local campgrounds by charging for camping during special events, the prevailing thinking was that council hopes the charge will push people to opt for a serviced campground and thus encourage local business.

Sports grounds to charge for camping

The Town of Coronation council, with the exception of Coun. Alderdice, voted to charge $15 to campers during special events that take place on the sports grounds. Special events include 4-H sales, baseball tournaments and the gymkhana that takes place during the agricultural fair, for example. Event organizers will need to acquire permission from council to allow participants to camp near their livestock during special events.

Shoreline maintenance ongoing issue Debra Johnston

ECA Review reporter The ongoing issue of maintenance along the Buffalo Lake shoreline and whether residents are allowed to remove deadfall was once again debated at the Stettler County Sept. 14 regular meeting. A number of Buffalo Lake property owners attended the public hearing portion to hear council’s decision on several bylaws and policies with regards to storage and shoreline maintenance along Buffalo Lake. Since restrictions were put in place after the shoreline was designated environmental reserve (ER), questions have remained about what kind of maintenance residents can undertake. The county is considering a permitting system, that would include security deposits or fines for infractions if residents remove more than a permit allows. Council opted to review the issue at the next meeting.

Storage issues settled

drainage on his two and a half acre property in Erskine brought Jordan Lee to council to see what help the county could offer. Since 2007, Lee has been looking at ways to develop his property between Alberta Avenue and Prospect Avenue but has run into difficulty in dealing with water drainage. Lee was hoping to subdivide three lots on the north side of his lot off Prospect Avenue. According to Lee, four county culverts spill water onto his property. The property was referred to as a wetland and an integral part of Erskine’s drainage system, according to a May 20, 2016 memo from Rick Green, Director of Engineering, presented at the June 8 council meeting. Lee has been in contact with Alberta Environment regarding developing the property as it could impact or alter the wetland/ drainage patterns. Because of the drainage, development could be very costly. Council agreed unanimously to have CAO Tim Fox work with Lee to bring back development options to council’s next meeting.

Tax forgiveness

The county will see a loss of $15,546 in tax revenue after council unanimously agreed to forgive the municipal portion of the 2016 taxes on Buffalo View Estates. Pat Bolin appeared before council to make the request. According to Bolin, two lots have sold in the development this year. In 2015, council forgave $16,837 in taxes on the development.

Contracts awarded

Wally’s Backhoe Service was awarded a contract to install water service lines to the new public works location for $150,000 as well as one rural property for $20,000. Action Plumbing was awarded a third contract to install water service to another rural property for $74,900.

Habitat sets sights on ambitious project

Brian Brake, Executive Director for Habitat for Humanity Red Deer Region,

gave a presentation to council about Habitat’s completed and upcoming projects in the Central Alberta region. To date, Habitat has built 29 homes in Red Deer, Three Hills, Delburne and Lacombe and is looking for more municipal partners to build more affordable housing. According to Brake, to build a Habitat home in a community, Habitat needs a suitable lot and a commitment of $50,000 per unit (which would be $100,000 for a duplex and $150,000 for a triplex) from the municipality or other donor. Habitat will celebrate Canada’s 150th birthday in 2017 by constructing 150 homes across Canada. Currently, over 100 of those homes are scheduled to be built in Alberta.

Community voices The consulting firm Urban Systems has met with a few key representatives to date, reported CAO Kim Neill to Hanna town council at their regular meeting on Tues., Sept. 13, regarding the climate change task force. Two community open houses are scheduled, one for Sept. 20 in Hanna and on Sept. 21 at Handhills Lake, Neill continued. These open houses will provide all community residents with an opportunity to voice their concerns and ideas on the impacts of the shutdown of the coal mine and the generating station and any potential ideas they may have for future economic opportunities. However, Neill indicated, there appears to be some confusion with a perception that these studies are studying climate change or supporting the provincial governments climate change plan. The task force will be looking to change this message so people know it is important to attend these sessions to have their say and provide the consultants their ideas, opinions and concerns.

Crossbucks installed

The public works crew has installed 16 CN crossbucks on light standards in various locations around Hanna but with the main focus on 2nd Ave, reported Neill. Administration has been in contact with Cactus Corridor Economic Development Corporation representatives to have a news release created on the All Aboard initiative and how the crossbucks fit into this initiative.. Administration will also be investigating the cost to replace the banners on Main St. with the All Aboard logo and perhaps some banners with a rail road theme for the 2017 budget.

Although administration has had limited contact with AXIA representatives since council approved the access agreement on Aug. 9, AXIA has indicated they have begun discussions with ATCO Electric on the use of their overhead poles to deliver a major portion of the fibre to the premises. This project will be AXIA’s first fibre installation in an ATCO Electric community.

Administration has concerns following their review of the discounted lot idea brought forth by Councillor Stickel with Doug Todd, reported Niell. The premise behind the discounted lot idea is to set a base price for the lots ($25,000) and then enter into an agreement to recoup the remaining cost of the lots ($40,000) over a 10-year period ($4,000/year) with no interest. Hanna Cervus Equipment looking to construct new building Cont’d from Pg 4 Todd thought a good method to enforce payment would be to have the town enter into a promissory note with the owner for the reimbursement of the amounts owing. This would create a legal contract between the two parties that if in default would provide the town with an opportunity to gain reimbursement through the courts. Administration will bring this forward with a recommendation for council approval at a later date.

Cervus farm equipment development

Cervus Farm Equipment has a conditional sale agreement in place for the purchase of a 10 acre parcel on the corner of Pioneer Trail and South Municipal Road, reported Neill. Cervus is in the process of applying for a development permit to construct a new farm implement building on this site. In discussions with the Cervus representatives, they hope to meet with council before winter to discuss their project as well as potential requests for council assistance with their project.

Swimming pool closure

of piping and then protecting the pipes with 600 litres of RV antifreeze.

Public works update

Brent Olesen, Director of Public Works, reported that the public works department has been busy painting lines and crosswalks as well as painted the centre line on the perimeter roads and Main St. Public works also installed crossbucks on light standards, removed sidewalks and curbs in preparation for replacement and drained the lagoons.

Mudrack Concrete has completed the sidewalk and curbs and the crew will go back to each area to fill with topsoil and grass seed or cold mix, depending upon the area. Mudrack Concrete was able to install bases for the concrete angels that were ordered. Potholes are being filled

Arena update

While completing some maintenance on a portion of the header trench in the arena, reported Director of Community Services Gwen Snell, it was determined that the portion of steel header trench still remaining was getting very thin and required replacement with PVC pipe. Trenchless technology repairs Lisa Joy

ECA Review reporter The Town of Bashaw will tackle aging infrastructure on 51 A and 52 St. through trenchless technology that repairs the piping without ripping up the pavement. Chief Administrative Officer Theresa Fuller told council, at its regular meeting Sept. 15, that the preliminary engineering report for the 54 Ave. project shows that the clay piping is deteriorating and in some areas the top of the pipe has fallen. “This is an issue as it may lead to possible collapse of the pipe,” she said in her report. Coun. Lynn Schultz said council should move forward with the repairs. “Something has to be done.” Council voted in favour of spending $33,000 to complete 145 metres now and not wait to do it until the 54 Ave. project. This work will be funded through MSI capital grants. The 54 Ave. project is estimated to cost about $2.5 million and council plans to complete it in a phased approach with the first phase costing about $811,750.

Cemetery upkeep

Bashaw may have to pay for cemetery repairs in the 2017 budget to fix holes and sinking/off level headstones said Chief Administrative Officer Theresa Fuller after a concerned citizen brought the issue to the town. The Bashaw Women’s Institute has been maintaining and upkeeping the cemetery but will no longer be doing this effective January 2017. Fuller said after burial it has been the family’s responsibility to care for the burial site. “After the family passes there’s no one to take care of it,” she said.

Turn out the lights

Coun. Lynn Schultz suggested council consider turning out some of the lights on the community centre to save money. He said the lights are so bright that some could be removed from the back end. “We could take one out there and there would still be plenty of light. We don’t need that much light.

“They take a lot of power,” he added. Chief Administrative Officer Theresa Fuller said the lit up area gives the perception of a crime deterrent. Public works foreman Murray Holroyd will look into the issue.

ECA Review reporter Lacombe County is putting up four lots in Tees for sale after consolidating them into one large lot. Lacombe County Commissioner Terry Hager, told council at its regular meeting Sept. 13, that since the county opened its remote shop in the Hamlet of Tees they don’t need the other lots to park graders. “We have surplus property in Tees,” he said, adding that someone was previously interested in buying the land but the county couldn’t sell it until the remote shop opened. Coun. Ken Wigmore asked if the county would have use for the land in the future if a lift station or water reservoirs were needed. “It would be a shame to part with it for peanuts and buy expensive land in the future.” Hager said it’s not an ideal spot for a lift station because it’s in the middle of the hamlet. “It would make a good location for a service station or a store. We reviewed it and we [administration] don’t see where we would need it in the future. If a business starts up there it’s a good thing for the hamlet.” Council voted in favour of consolidating the four lots into one and putting the land up for sale for at or near market value.

Site development guideline

Lacombe County gave first reading to a bylaw with two amendments to its Site Development Guidelines for industrial parks near Lacombe that would give more clarity in development guidelines. “Keep industrial storage areas away from ag land”, said Coun. Stephenson. However Coun. Rod McDermand

A Clive resident asked the village to name the new rink after her late husband saying he did a lot of work at the rink. Clive doesn’t have a policy in place for facility dedications and council turned down the request at its Sept. 12 regular meeting. “Clive doesn’t have a policy for memorials and monuments and they should be placed at the Clive Cemetery,” said Chief Administrative Officer (CAO) Carla Kenney. CAO Kenney said that council has looked at requests on an ad hoc basis. She said that the village is still in talks with a family that wants to put up a small plaque at the skateboard park to honour their son who was killed in a tragic car accident last year.

Licensing cats

Any Clive resident who licenses their cat(s) between Nov. 1, 2016 and Jan. 31, 2017, won’t have to pay the licensing fee. Council, at its regular meeting Sept. 12, voted in favour of waiving the licensing fee. Anyone registering on or after Feb. 1, 2017, will have to pay the full fee. “It’s important for us to know where

animals are and to get a description of them and be able to find the owners,” said Kenney. Last month Clive council gave third and final reading to the cat bylaw. Residents are only allowed three cats over the age of six weeks. Cats that are seized by a bylaw officer will be impounded for three days. If the owner doesn’t pick up the cat after paying a fine the cat will be destroyed or sold. The cat bylaw was prompted by a citizen’s complaint to council earlier this year. The citizen told council about her frustration in her unsuccessful efforts to keep a neighbour’s cat out of her yard. A survey from the community showed that the majority supported a cat bylaw. Previously, Mayor Anita Gillard said the cat bylaw, “is worth trying for a year” adding that if the bylaw causes too much stress, conflict and work for the village, council can repeal the bylaw.

Schedule and Regulatory Process

Capital Power intends to submit an application to the Alberta Utilities Commission (AUC) in Q4 2016 for approval to build the proposed wind power facility. Pending a successful outcome of the regulatory review, the Project is anticipated to have the ability to achieve an in-service date in 2018; however, this is subject to change depending on market conditions, government regulations and approval. Capital Power is seeking stakeholder input into the Project and has a participant involvement program consistent with AUC requirements (Rule 007).
