and facing murder charges is taking its toll on the Castor area man. “I don’t know how much more I can take,” he said. Jason Gordon Klaus was arrested at his late sister’s home in Stettler Aug. 15. Joshua Gregory Frank was arrested in Castor the same day at his family member’s home.

Klaus and Frank appeared in Red Deer provincial court Sept. 17 via closed circuit TV from the remand centre. Their files were combined with both being charged each with three counts of first/second degree murder and arson. Frank is also charged with killing/maiming the Klaus’ family pet Kila.

Rec department gearing up for winter season Michael Stamou

Barry Brigley, Rec Director, gave his recreation report to Coronation town council at their regular meeting on Sept. 22. He explained that the pool is shut down for the season and “everything went well this summer.” He also went on to say that baseball was very successful as the midget boys won gold and the bantam girls won bronze at provincials. Brigley said the arena ice plant will start up Oct. 1 and lobby seating for the arena is under construction and is almost complete. Brigley then discussed the fact that minor sports has opted to take a leave of absence from the North East Alberta Hockey League. “They have joined the North Central Minor Hockey Association. That association is known as the west league and it stretches from Consort to west of Red Deer. The

atoms, peewees, bantams and midgets will play in this league. Coronation, Consort and Castor have joined forces to form one association for bantams and midgets. “The reason for this is none of the towns have enough kids to form their own team,” said Brigley. Brigley went on to say that bowling will be starting up in the near future and the curling rink’s ice plant will be started up on November 1, 2014. There were two other delegations on the agenda including a report from Public Works Foreman, Allan Smith and a discussion about advocacy opportunities for the Clearview School Board from Board Chair Ken Checkel. No motions were put forth from the delegation discussions.

Federal Gas Tax

Town CAO Sandra Kulyk addressed this agenda item.

“It is not a new grant, it is the old grant with new rules because we have our standard grants that are received every year. “The Federal Gas Tax Fund is the grant that is derived from the GST that is collected on fuel sold within Alberta and a portion of that is allocated, per capita, to each municipality every year,” said Kulyk. “The funding has been confirmed for 2014 and this agreement basically legitimizes the agreement between the province and the municipalities.” Council approved the provincialmunicipal Gas Tax Fund Memorandum of Agreement.

The Parkland Regional Library 2015 budget was presented to council. “The budget is pretty basic, said CAO Kulyk. “It is a cost of living increase that’s being proposed. It is

basically a three per cent increase.”

Five Blooms

The final item under new business was the Communities in Bloom 2014 Evaluation results. The Town received five blooms out of five in the 501 to 2000 population category, with special mention for the Grads contribution to the Cenotaph upgrade. The Town of Coronation was awarded a total score of 82 per cent. Scores were awarded in a number of categories including tidiness, environmental action,

heritage conservation, urban forestry, landscape, and floral displays. “All of your hard work and dedication really paid off,” said Mayor Stannard to Coun. Shelley Cook who is a member of the Communities in Bloom committee. “You needed five blooms out of five,” said Cook, “but you needed to be in the top of the categories so you needed to be number one in all of the categories. But apparently 84 per cent was the top score so we narrowly lost out to be provincial champion.”

Stettler parents celebrate new natural playground! The official opening of the new playground at the Stettler elementary school was held on Sept. 19. The playground is unique. It was developed as a place for children to play freely, connect with nature, use their imaginations, test their boundaries, learn new things, gather socially and to simply have fun. It features a more natural play area with rocks and trees, very different from the traditional metal and plastic play equipment found in most playgrounds.

The parent council were the main push behind the new natural playground. “I am really impressed how the community worked together on this and provided something that is unique to our community and in Alberta. “This will be a gem for our area and for the students at the school,” shared Melissa Robbins, the parent council chair during construction. The key partners in the project are Clearview School Division,

Agrium, Admiral Welding, Kristine Chesla, and the parents and staff of the Stettler elementary school. More than 20 local businesses provided support with resources, equipment and volunteering their time. “Studies have shown that spending time in nature helps with recall and memory, problem solving and creativity. Children (and adults) who spend more time outside are also physically healthier.” (Get Back Outside – David Suzuki Foundation).

Next court appearance scheduled for Oct. 6 Cont’d from Pg 1 Police say the Klaus family, Gordon, 61, Sandra, 62, and their adult daughter Monica, 40, were targeted Dec. 8 east of Castor. The arrest came after a B.C. dive team from RCMP’s E Division retrieved what police call a “key” piece of evidence from the Battle River near Big Knife Provincial Park July 27. The Calgary Medical Examiner’s Office identified the remains of Gordon and his daughter Monica from the burnt

out farm house but Sandra’s remains were never found. But police believe she was in the home at the time and say the basement was full of coal, which made the fire intense. Police believe the fire was set between two and six a.m. The fire smouldered for days and prevented police from investigating the scene for almost a week. RCMP called the deaths homicides in February and suspected Klaus and Frank early in the investigation.

The Klaus family were said to be close and Jason Klaus said as a family they did everything together and called them his best friends. Jason Klaus farmed with his father east of Castor and lived in a trailer across the field from his parents’ home. Sandra worked at Our Lady of the Rosary Hospital in Castor and Monica Klaus worked at Vortex in Stettler. Monica was known to spend weekends at the farm with her parents.

VILLAGE OF FORESTBURG

Licences for home businesses may soon be a reality News Reporter

At the Sept. 17 council meeting of the village of Forestburg first and second reading were given to bylaw 9:2014 Business License to ensure all businesses are treated equally. The annual license fee for businesses that pay property taxes at the business rate remains unchanged at $25 per year. It is proposed those businesses that operate out of a home and pay residential property tax rates will be charged the sum of $120 per annum. A new provision added will see Forestburg recognizing all business

licences from within the county of Flagstaff. This change is an acknowledgement that not all business services required by residents are available in Forestburg. It also promotes growth and support for all businesses in the county. It is hoped other municipalities will move to this cooperative model.

Arena ring road

Team buses are having trouble getting in and out of the arena access area to drop off and pick up players. Coun. Fay Hagel, in her report, said the Arena association has asked before about having a ring road installed.

With the increased number of teams using buses, Dep. Mayor Bob Coutts did some preliminary investigation and determined there was enough room to extend a gravel road around the arena and provide some additional angle parking. The soccer league will be consulted to see how this plan may impact them. Administration was asked to cost out the ring road so that it could be considered during next year’s budget deliberations. The ice in Forestburg will be ready for Oct. 1. Unfortunately, the ice in Daysland was not put in earlier as was originally planned.

Town council to consider youth after school program Lisa Joy

The Village of Alix may bring in an after school program for youth. Mayor Curt Peterson asked about its progress. “It’s new but there’s a need for it in the community,” he said. Bonnie Cretzman, chief administrative officer (CAO) for the village, said the service would essentially be a “baby sitting” service and there are costs involved, which haven’t been determined. But Mayor Peterson said, “I think it has to be tried.” Cretzman said she is a “money person” and looks at the costs but agreed it keeps kids off the streets.

Boomtown trail

Village council is taking a wait and see attitude before renewing its membership to the Boomtown Trail, a regional tourism initiative of towns and villages east of the Queen Elizabeth II Highway. The trail society held an executive meeting Sept. 22 in Delburne and depending on what happens the village with either renew its membership in the coming year or not. “I recommend we don’t do anything (right now),” said CAO Cretzman. “It’s withering on the vine.” Cretzman said Bassano and Big Valley have already pulled out as members. “We are floating along and see what transpires (at Monday meeting in Delburne),” said Mayor Peterson in a phone interview Monday. “They seem to be having some problems.”

Public consultation planned

The Village of Alix wants to hear from its ratepayers for the 2015 budget and set a public consultation meeting for Oct. 14. But the village urges the public to submit their ideas for the budget in writing and say only those submissions received by Oct. 14 in writing will be considered for discussion. Residents will then be able to discuss their written submissions at the meeting. Projected ideas that may be considered by Council for funding include those that preserve a small town atmosphere, involve the public, focus on the downtown core, include regional initiatives or partnerships, preserve historical resources, foster an attractive business environment, provide publicly accessible natural areas, emphasize Alix Lake, proactive planning for the future, maintain strong infrastructure and affordable housing choices, provide recreational opportunities or maintain and enhance protective services.

Back alley clean ups have been finished. “There were some compalints,” said CAO Cretzman. “I know people aren’t happy but it had to be done.”

Citizen complaint

Resident Vicki Solterman spoke up at the end of the meeting asking about added costs to utility bills and where survey stakes were being put in yards. “It’s my right to know,” she said. Deputy Mayor Rob Fehr asked Solterman to follow protocol by putting her request in written form before the next council meeting.

Franchise Fee

CAO Debra Moffatt explained that the franchise fee that is included on utility bills is another method for municipalities to generate revenue. A motion was unanimously passed to increase this fee to nine per cent, a two per cent increase. The fee is a percentage of usage only. Provincial regulations allow it to be as high as 20 per cent. In last year’s budget the fee was raised by one per cent. “We need to be much more proactive in our ways to generate revenue,” said Moffatt, “as we continue to lose (government) grants.”

ECA Review Journalist Newly-appointed Premier Jim Prentice has within a week dealt succinctly with former Premier Allison Redford’s biggest gaffes. But as the Wildrose Party points out, he’s just gone after the easy stuff, the low-hanging fruit. Now the real test will come. Alberta has been coasting far too long on short-term, self-gratification, using resource revenue to throw money after problems, saving nothing and letting our infrastructure collapse. Health care is one of those biggies that need action. It was just six short years ago when Stelmach and his thenHealth Minister, Ron Liepert, who ironically is the newly elected federal Conservative candidate in Calgary-Signal Hill, dropped the nuclear bomb on health care in Alberta. Overnight they sacked nine health authorities, and amalgamated ambulance authorities, the Alberta Cancer and Mental Health boards and the Alberta Alcohol and Drug Abuse Commission under one super board. The whole exercise was a colossal failure. A mammoth operation, controlled by a small elitist politburo wracked havoc on patients, families, doctors, nurses, front-line workers, middle managers, and the provincial budget. The only ones who won were revolving-door executives who walked away with multi-million severance packages every time there was a hiccup that caused government embarrassment. There is much work to do for newly appointed Health Minister, Stephen Mandel, and Premier Prentice. From a financial point of view, getting the mental health file back on track would be a good start. According to the Canadian Mental Health Association, mental disability claims alone can be responsible for up to 12 per cent of overall Canadian business payroll costs. Their moderate estimates suggest annual cost to businesses of $4.7 billion in direct costs and an additional $3.2 in indirect costs. If you add in society’s increased costs in policing, health, education, social services, the judiciary, prisons and volunteer time, the mental health drag on the Canadian economy has been estimated from $16B and to a high of $33B per year. In 2013 Calgary’s police chief, Rick Hanson said 50 per cent of people that are in prisons and jails suffer from undiagnosed mental illness. Certainly Mandel, as the former mayor of Edmonton, understands firsthand the costs to municipalities when provincial and federal governments ignore mental health. At the September meeting of the David Thompson Health Advisory committee, Sandy Doze, the representative from Bretton/Rimbey spoke about the long wait for mental health services. Doze specifically mentioned the lack of consistent mental health workers for rural Alberta and the importance of consistency for these patients. Chronic mental health issues get moved to the bottom because acute mental issues go to the top of the list. The federal government is not off the hook either. At present this multi-billion dollar financial crisis in Canada does not have a national plan of action to address the needs of those with mental illness. Federal initiatives to date have been spotty and disconnected. Will Prentice be the big picture guy, the visionary, the long-term decision maker that will reverse bad decisions of the past and tackle the systematic problems within the health care system, or will he stay with the low hanging fruit? Only time will tell, but he’s started rather well!

Colton Ansorger, Taylor Knudtson and Luke Martin created an iron curtain that no one could crumble. Carson Mottus was everywhere, tackling anyone that got in his way. Nicholas Fisher, Bryce George and Blake O’Conner made spectacular tackles on a team twice their size. The defensive coach, Sean Zitaruk said he was very proud of all these boys. “ Both offensively and defensively they played

phenomenal, they are like machines, you give them a job and they get it done” Curtis Myshaniuk put the first two points on the board with a safety by making a tackle in the Terrapin’s end zone. David Butterwick scored the first touchdown with a 59 yard run and continued to eat up the field. Brett Mercier consistently delivered the ball down the field making an amazing 65 yard run after intercepting the ball. Northeast Industrial Area Structure Plan up for public debate Brenda Schimke

At the town of Stettler committee of the whole on Sept. 9, members of council accepted the Northeast Industrial Area Structure Plan (ASP) for information and unanimously agreed to hold a public open house to discuss any concerns prior to its first reading. “This is at a high level planning stage,” said CAO Greg Switensky, “we’re looking down the road to future needs for the town of Stettler.” Dave Dittrick, of Zap Municipal Consulting Inc., advised that the original Northeast Industrial ASP did not include storm water management. With the town’s existing low pressure sanitary system in the area nearing capacity, the new ASP needs to consider servicing provisions for the area. Discussion ensued regarding the

use of off-site levies to assist in funding major infrastructure renewal and upgrades. The intention of the town, either on its own or through partnerships, is to develop, subdivide and sell lands for light industrial purposes. Currently, the area is owned 70 per cent by the town and 30 per cent by residents or businesses. The majority of the site is clear and currently used as agricultural grazing land. The plan is now being circulated to the other property owners for comments.

Mediation process

The unresolved debate of equitable funding for recreation between the county of Stettler and the town of Stettler is headed for mediation. At its regular meeting on Sept. 16, Stettler town councillors were advised mediators, Andrew Fulton and Lynn Hutchinson, will be in town on Oct. 27 to meet separately

with each municipality to get their side of the story. A joint meeting will be held Oct. 28 to establish mediation protocols including time frame, membership, confidentiality and ‘sign off’ on an agreement. Stettler town has sought a larger contribution from county ratepayers to help fund recreational facilities such as the recreation centre. For town of Stettler ratepayers, recreation is their single largest budget item.

Council holds off on raising utility franchise fee Lisa Joy

Review reporter The Village of Clive council agreed to hold off on deciding to raise its Atco and Fortis franchise fee rates for 2015. “It’s an extra revenue stream,” Chief Administrative Officer Carla Kenney told council at its meeting Sept. 22. This year the village got $27,000 and will get a five per cent increase translating into $29,000 if they don’t raise the fees. Kenney told council that with the provincial government gradually decreasing, and then eliminating, the MSI operating grants, the town already lost $20,000 in revenue and will loose $16,000 in 2015, which may mean reduced services or more taxes. In the spring of 2013 the provincial government announced a gradual reduction in the MSI funding for municipalities from $50 million in 2013, $30 million in 2014 and $15 million in 2015 with the program phased out in 2016. To make up the lost $20,000 council would have to increase the Atco franchise fee from 16.17 per cent to 22 per cent and the Fortis franchise fee from nine per cent to 11.6 per cent. But Coun. Luci Henry said the village couldn’t go higher on the Atco fee. Mayor Anita Gillard said with a new premier and cabinet she’s hopeful there will be new money available for municipalities. “I don’t want to jump the gun,” she said. “I have faith something else will replace it (MSI funding). I’m optimistic.” Council voted in favour of making the franchise fees as part of the 2015 budget deliberations and adjusting them at that time if necessary.

Diane Szumlas, general manager for Community Futures East Parkland told Clive council what Community Futures has to offer to both communities and businesses. “We try to reach out to communities,” she said.

Community Futures East Parkland covers a vast area from Wetaskiwin to Blackfalds and Castor to Buck Lake. They have a “bare bones” staff of three in their office, located in Mirror, has a board of volunteers and aims to be a resource for the communities served. Community Futures, which started in the 1980s by the federal government, provides a variety of services to small businesses, as well as business management tools for entrepreneurs wanting to start, expand, franchise or sell a business. Alberta has 27 Community Futures offices and there are 269 across Canada. Szumlas told council their aim is to sustain and attract businesses in rural communities. They act as a sounding board for business ideas, counsel businesses in trouble and help new businesses start up. She said Community Futures is best

Truck stolen near Castor

Coronation RCMP are seeking assistance from the public to solve a theft of a truck. On Saturday, Sept. 20, Coronation RCMP investigated a complaint of a stolen truck that was taken from the Castor Creek boat launch between Friday night at 8 pm, and 10:30 am Saturday morning. The truck was recovered abandoned a short time later on a nearby road northeast of Castor having sustained substantial damage. Fatal motor vehicle collision At approximately 4 a.m. on September 19, 2014, Consort RCMP responded to a single vehicle rollover east of Consort, on Highway 12. The eastbound Dodge pickup truck entered the northbound ditch rolling several times. The driver and lone occupant of the vehicle died on scene. Identification of the deceased will not be released at this time. Consort EMS and Consort Fire Department attended and assisted at the scene. The investigation is ongoing at this time.

Agri-News When it comes to deciding on expanding a cow herd, or taking over an existing one, there are a few critical checkpoints to be considered. “In recent months there has been a lot of talk about the potential for beef herd expansion due to the historically high beef and cattle prices the industry is experiencing,” says Bruce Viney, business development – risk, Alberta Agriculture and Rural Development, Olds. “Experts from all facets of the industry have been writing and talking about the opportunities and limiting factors to start the next expansion phase of the cattle cycle.” Viney says that once a family or business has decided that expanding the cow herd fits within its long term business strategy, discussions should switch over to focus on expected long-term profitability, and eventually to the risk factors associated with the change. “The new or expanded cow-calf enterprise must have a reasonable chance of providing the business with an acceptable level of profit while not unduly placing the businesses equity at risk should unforeseen risk events occur. But before the farm or enterprise analysis gets bogged down in risk and discussions around all of the bad things that have happened in the last dozen or so years, the analysis should first look at expected profitability.’ Estimating future profitability requires an assessment of potential costs and returns. These are made up of selling prices, feed prices and other production costs. “It’s suggested that before you even consider expansion, managers should

have a good handle on current production costs and how changes in commodity prices and other inputs can affect those costs. Production costs should be estimated out into the future for at least five years so that net cash flow and enterprise profit forecasts are reasonable.” In preparing unit production cost forecasts, it’s important to assess changes in efficiency resulting from the expansion. “In some cases, expansion can reduce the per unit overhead costs due to more efficient use of capital assets and other resources,” says Viney. “However, it’s also important to realize that some herd expansions can actually cause an increase in the unit cost of production or breakeven selling prices. If large additional capital investments or increases in labour expenses are required, those changes must be carefully evaluated in unit cost of production terms.” With a reasonable forecast of physical production and corresponding unit costs in hand, the next big challenge is to try and anticipate future selling prices. “The recent climb to historically high prices is seen by some people as too high and an excellent time to sell out,” explains Viney. “Others view this price move as merely the first advance to a new higher trading range in a tight supply and strong global demand environment. It is generally agreed that while no one can accurately predict future market prices, having the best available information is extremely important and will give confidence to your own price estimates.” A well-researched price forecast will provide a road map so that timely risk

management strategies can be implemented when prices deviate up or down from the forecast. “In the last decade or so, producers that had predefined plans were able to quickly implement risk reduction strategies that minimized negative impacts on their financial position. Well researched price forecasts and risk management plans also helped place many producers in a better position to capture current opportunities.” To help in creating annual cost and return budgets, producers can access the ‘Rancher’s Return’ downloadable spreadsheet template from Alberta Agriculture’s website at www1.agric.gov.ab.ca. Accountability can be achieved in Alberta with legislation that puts Albertans ahead of government; these accountability policies are a step in the right direction.

Mayor’s Message September 2014 By Chris Warwick, Mayor of the Town of Hanna First of all I want to say how proud Council is with the recent announcement of the Town of Hanna being selected the 2014 Communities in Bloom Provincial winner in the 2,001 – 6,000 population category. Since the Town’s first involvement with Communities in Bloom in 2005 the Town through the efforts of the Hanna in Bloom Committee, property owners, residents and staff have improved our standing and ratings in each of the prospective evaluation categories starting with a three bloom rating in 2005, reaching five blooms in 2013 to five blooms and Provincial winner in 2014. I would like to thank on behalf of Council the Hanna in Bloom Committee, Town staff and the property owners who take great pride in the community and their properties. Well Done. In my 2 1/4 terms on council I never would have imagined that the Town would have to look at expansion at the airport. This is exactly what happened at the September Council meeting as Council approved a development plan at the airport. With the recent pilot training that has taken place at the Hanna airport there have been a number of new pilots certified who have purchased planes and are looking build hangers to lodge their aircraft. The new development plan will create 11 new lots. There is currently

interest in six of these lots and construction on some of these lots will begin this fall. Also at our last council meeting we had a presentation from Emily Campbell and Jian Diaz, the two young ladies who were a part of the Japanese Student Exchange program with the Town of Wake that was rejuvenated this year. They left Hanna on August 1st with the two young boys from Wake who had been visiting Hanna as part of the exchange program and returned to Hanna on August 25th. Both young ladies expressed to Council what a wonderful experience it was as it was an excellent opportunity to learn

about Japanese culture, education and lifestyle. It is anticipated that the Student exchange program with the Town of Wake will continue in 2015. If any students are interested in the program or any families interested in home staying Japanese visitors in 2015 watch the newspaper for information on how to apply. The subdivision known as Fielding place on Fox Lake trail is complete. The lots vary in price and size, and are now available for purchase. FALL 4 FOR 3 EVENT September 15 - October 18, 2014

Nicholas Derrick Grover 1982 - 2014 Nicholas Derrick Grover was born June 15, 1982 in Newmarket, Ontario to Linda and Geoff Grover. He lived in Ontario until 1990 starting school there and making friendships that continued across the years. His love of computers started there, as his dad would often bring computers home to fix and he played his earliest games on an old IBM. This to is where his collection of Lego started. Grover In 1990 his dad got transferred to Calgary, Alberta, so the family made the trip west settling in Okotoks. He attended Percy Pegler School until grade 6 and Edison School for grade 7. Again he made friends easily, especially if they shared his love of computers and Lego! Unfortunately in 1992 his dad passed away so Nick and his mum started a new phase of their life together. Staying in Okotoks his friendship circle increased when he joined FYP (Foothills Youth Presbytery). It was there that he met Pam Foster (in 1994) who would later become his wife. In the summer of 1995 he moved to Castor, Alberta when his mum married Brian Bunbury and he became part of a family that once had just been friends. He went to Gus Wetter School until he graduated in 2000. Again his computer skills kept him busy at school and at the Castor Internet Centre where he worked after school. After graduating in 2000, he went to DeVry Institute in Calgary; he always wanted to go back to the city. He reconnected with Pam and in 2002 their first child Emily Anne Grover was born. They got married in 2003 and later welcomed Erika Ann Grover in 2004 and in 2006 Donovan Geoffrey Grover. After graduating DeVry in 2004 Nick worked at various places in Calgary including Voodoo and HP. Unfortunately Nick and Pam split in 2007, as they said they would always be friends but could not be married. After spending a couple of years in Medicine Hat he moved back to Calgary and eventually found love again with Stacy Lee MacLean and they were planning on getting married in 2015. Nick was working for Concept Controls Inc in Calgary. Nick loved his children and passed on to them many of his loves and interests from computers, Lego, reading, Star Wars and Star Trek to name just a few. Nick was taken from us on July 27, 2014. He is survived by his fiancée Stacy Lee MacLean of Strathmore; three children: Emily, Erika and Donovan of Okotoks; his mum Linda (Brian) Bunbury of Castor; as well as all his friends here in Canada, USA and the UK. He was predeceased by

his dad Geoffrey John Grover, both sets of grandparents Kathleen and Derrick Treeton and Lillian and Wilson Grover. Funeral services will be held on Saturday, September 27, 2014 at 2:00 PM in the Heartland Chapel of Stettler Funeral Home, Stettler, Alberta with Vern Hein officiating.
