Downtown park a focal point for Stettler Debra Johnston ECA Review Reporter

A façade depicting historic businesses will line one wall of Stettler’s new downtown park at the corner of 50 Avenue and 50 Street. At the Sept. 15 meeting, town council agreed the construction would be the

best option to cover one of the two concrete walls that encompass the park. The park sits at the old Stettler Travel building site, which was donated to the town by Don and Sylvia Peters following demolition of the building. The hope of the Peters family was that the park would be dedicated to pioneer businesses of Stettler.

The Carl Stettler monument that currently sits along the sidewalk corner of the park will also receive some additional work. Currently, one side of the monument is blank. Council agreed to add Carl Stettler’s image and name to the monument. The monument was moved to the downtown location to give it a more

ECA Review Reporter Coronation, Provost and Delia are each recipients of the much coveted, community pride award, Communities in Bloom (CiB). Communities in Bloom is a Canadian non-profit organization committed to fostering civic pride, environmental responsibility and beautification through community involvement and the challenge of a national program, with focus on enhancing green spaces in communities. Shelly Cook, chairman of the Coronation Communities in Bloom committee, said in a telephone interview, that this program is about more than the flowers, $1,000 worth of trees they plant each year or the annual winter lighting. “It’s about how the whole town gets behind it, making our community a better place”. People clean up garbage on walks and yards, adopt parks and maintain boulevards. A special feature for Coronation’s entry this year was the completion of

the Centennial Path. A five year project that was conceived during the town’s centennial. The path from the park to the dam will soon to be outfitted with exercise equipment stationed at various points courtesy of the Choosewell program.

Provost

Having previously won this award in 2008 and 2012, 2015 marks Provost’s hat trick. In a phone interview, Betty Varty of Provost, co-chair of their local Communities in Bloom committee said that one of the best aspects of participating in this program is the ownership residents have for their community. She mentioned that her grandson, Brad Paice (26) will voice his concern if someone is messing up the town’s flowers and that he is not alone in that mind-set. Varty mentioned how judges compliment the contributions of their town’s young people. The grade ten students from both schools help plant and maintain the town’s flora. Varty also pointed out how impressed judges also were with their

RCMP seeking woman who passed counterfeit bill Blackfalds RCMP are investigating the theft of two Caterpillar Skidsteers between Sept. 3 and Sept. 7, 2015. Suspects stole a 2004 Caterpillar Skidsteer Model 247B from Lacombe Lake Estates located just north of Blackfalds as well as a 2012 Caterpillar Skidsteer model 289C from a business south of Blackfalds.

Sometime overnight on Sept. 16 suspect(s) broke into a garage located in the back alley on Windsor Avenue in Coronation according to Coronation

RCMP officials. An all terrain vehicle was stolen from the garage but was later recovered in an area nearby and returned to its owner. The suspect(s) is believed to have been driving a pickup truck hauling a trailer with a ramp.

Coronation RCMP taking initiative Dena Clark

ECA Review Reporter Twice as many tickets have been issued by local RCMP, reported Sgt. McGunigal at the Coronation Town Council meeting held on Mon. Sept. 14. This is a direct result of keeping focus on local officers’ top three priorities: traffic safety, property crime reduction and community relations, according to McGunial, as well as the hard work and initiative of the local officers. Although there was a slight decrease in property crime from last summer in Coronation, overall statistics will largely remain the same. However, Coronation RCMP seem to have hit a home run in reaching their third objective, community relations. In addition to hosting a successful Police Partners event Fri., Sept. 18, local RCMP have increased their presence in the Coronation, Halkirk, Castor and Brownfield schools. Each school will have it’s own dedicated officer that will be proactive in

their presence at the school including acting as a liaison.

Historic designation

Council members agreed to apply to have the Coronation water tower receive a provincial historic designation.

Receiving a provincial historic designation allows access to various government grants, which would be used for the consultation and expertise of specialists to restore the water tower to it’s original state.

Castor budget on track Castor town council was presented with the cash statement and budget comparison at their regular meeeting, Sept. 14, for the month ending Aug. 31, 2015 and continues to operate in a good financial position, with a few grants yet to come in and at this point the budget appears to be solidly on track.

Our broken economy Brenda Schimke ECA Review The greatest period of prosperity in Canada was in the 1950’s and 60’s. Quantity and quality of excellent paying jobs were high, post-secondary tuition fees were low and health care was easily accessible and affordable for governments. Public funds were invested in roads, freeways, bridges, telephones, electricity, natural gas, power generating plants, water treatment plants, airlines, national parks, seniors residences, research and development, schools and hospitals. Today the Canadian economy is broken and no matter how the truth is spun, it’s not an easy fix. The United States and Saudi Arabia are producing enough oil and gas to make our costly oil sands output irrelevant, China’s economy is faltering, and with globalization our primary export has become unrefined raw materials. It was the big lie. You see, it was the big lie we’ve been sold since the 1970s that globalization and low taxes are the economic saviours of the world. That “trickle down” wealth will raise everybody’s standard of living. If you pull the veil away, middle class Canadians are not doing well. In terms of real wage growth in the last 20 years it’s been virtually stagnate. Sure we like to believe we’re wealthy, but for many our “show of wealth” is heavily indebted. Servicing debt does not create jobs over the long-term, it just keeps bankers rich and us their slaves.

A political party’s ideology has the power to leave those on the margins down or help pull them up. Then there are those who have the desire and ability to go to post-secondary institutions but not the financial resources. Most students come out of postsecondary schools today bogged down with student debt. With governments’ abdication of education, graduates become economic slaves to banks rather than immediate agents of economic growth. We can make ourselves feel better by arguing that globalization has lifted millions of people in third world countries

from earning .02 cents a day to .22 cents a day and many factory workers now support their families. But there is also that inconvenient truth. Our goods, that we like to buy cheap, are being produced primarily by children who are forced to work long hours in unsafe, poorly lit sweatshops. Then there is the pollution that we’ve transferred with these jobs. With lax or non-existent environmental laws, water, land and air are so heavily polluted in industrialized third world countries that people die painfully from previously unknown diseases. In the 1950s and 60’s, corporations and individuals paid higher taxes, governments invested in infrastructure, medical care was available without wait times, our children were educated without going deep in debt, citizens saved for their retirement, the middle class grew and inequality shrunk. So where did all the prosperity go? Today the top one per cent of the population own almost 50 per cent of the world’s total wealth. The top 20 per cent own just over 75 per cent of the world’s total wealth. The fact is the “trickle down” lie has made a small group of international corporate elites very wealthy. Apple Corporation is and has been sitting on $30 billion dollars cash. Compare that to the federal government that just announced a meager $1.9 billion dollar surplus. Many other corporations in North America have large cash balances and are using their excess to buy back shares. That does absolutely nothing for job growth, but it does push their personal wealth even higher. So who can grow the economy and create jobs when our low tax regime has left the majority of investable money in private hands, oil prices are predicted to stay low for 15 years and China has reached physical limits to double digit growth? Well common sense says you have to put the money into the hands of the people who will spend it, not hoard it. After the dirty 30’s, the United States was in just such a mess. Money was in the hands of a few, Americans were out of work, there were two classes of people, rich and poor. Then President Franklin D. Roosevelt brought in the New Deal, which was a massive infrastructure program funded by the federal government. It created jobs, prosperity and the middle class, but most importantly re-established capitalism which had gone amuck the previous two decades. Today capitalism has again gone amuck and we have become slaves to the one per cent of the wealthiest people in the world and the banks. They have been aided and abetted by governments who have foolishly bought into the lie that low taxes, no regulations, globalization at any cost and unfettered free markets (the definition of neo-liberalism) will cause economic growth and prosperity for everyone. More and more people are starting to see through the “trickle down” lie. This recognition of who’s really getting ahead could explain the New Democratic ‘surprise’ victory in Alberta this spring and why Harper’s election campaign has picked up little traction beyond its base.

Delia

Delia’s new Memorial Wall was a key in their second CiB provincial recognition, said former Delia CiB member, Bev Hall during a phone interview. With no local legion, it was up to the town to pick up the strings of this project, conceived for the purpose of giving recognition to those military heros who survived WWI and WWII. Hall mentioned that the project came with a price tag of $17,000 which was all raised through private donation from locals in the Delia and district with a family member who gave service to the military. This project, “really resonated with people, especially those who had been in the war,” said Hall.

The Program

Communities in Bloom held its first edition in 1995 and 29 participating municipalities were honoured at the first awards ceremonies on Parliament Hill. The program now includes hundreds of communities across the country and an international challenge involving communities from the United States, Asia and several European countries allows participants to compete internationally. In July and August, trained volunteer judges travel to participating communities to evaluate the overall contributions of municipal council and departments; industry; businesses and the private sector – including volunteer efforts. The program consists of communities receiving information and being evaluated either provincially or nationally by a volunteer jury of trained professionals on the accomplishments of their entire community (municipal, private, corporate and institutional sectors, citizens) on eight key criteria:

Urban Forestry

Urban Forestry includes the efforts of the municipality, businesses, institutions and citizens with regards to written policies, by-laws, standards for tree management (selection, planting, and maintenance), long and short-term management plans, tree replacement policies, tree inventory, integrated pest management (IPM), heritage, memorial and commemorative trees.

Landscape

Landscape is the planning, design, construction and maintenance of parks and green spaces suitable for the intended use and location on a year-round basis. Elements for evaluation include: native and introduced materials; balance of

plants, materials and constructed elements; appropriate integration of hard surfaces and art elements, use of turf and groundcovers. Landscape design should harmonize the interests of all sectors of the community. Standards of execution and maintenance should demonstrate best practices, including quality of naturalization, use of groundcovers and wildflowers along with turf management.

Manitoba native, Dena Clark was hired Sept. 1 as the newest member of the ECA Review. Clark recently relocated from Regina, Sk., to the Castor/ Coronation area with her well-known cowboy, fiance, Jeremy Harden, who had been a local of the Big Valley area for over a decade prior to leaving Alberta to join Clark two years ago in Saskatchewan. Born and raised in Boissevain, Mb, Clark spent 13 and a half years in Winnipeg, where she completed her degree in Religious Studies at the University of Winnipeg and then fell into two careers simultaneously; working as a head hunter in the finance industry and working with the Winnipeg Blue Bombers of the New ECA Reporter/Photographer, Canadian Football Dena Clark and fiance, Jeremy League. During her time in Harden. ECA Review/ the CFL she had the Kelly Pollitt Photography unique opportunity to cheerlead and coach as

coordination. Clark, in her ever present efforts to check off her bucket list, did not shock those that knew her well by suddenly leaving Winnipeg, first for a short stint in the United States and then for a solo backpacking journey through 20 or so European countries. Returning to Canada, Clark first spent a year in Brandon, Mb., working as a Spa Director and then, was lured back into the finance industry, this time in Regina, Sk., where she worked as a corporate and community event planner. Despite being a city girl, through and through, Clark (who has worked as a regular columnist in one of her many past lives), looks forward to visiting the many rural communities that her new role will take her. Two midget, two bantom and three peewee teams were selected this past weekend in Coronation for the three C’s (Castor, Coronation and Consort) minor hockey teams said Castor Recreation Director, Loreena MacGillvray in a phone interview.

MacGillvray also confirmed that the Castor arena mechanical project has been completed and it is now up to code with ice expected in early October. The ice will be in just in time for upcoming hockey schools scheduled to take place on Oct. 2, 3 and 4 in Castor. The times have yet to be announced.

Potential tattoo motivates students JC Charyk’s Principal, Mike Kukurudza wanted his school to fundraise $6,000 for the Terry Fox Foundation for this year’s run. To motivate his students to reach this goal he promised them he would get a real tattoo of their school’s mascot, the JCC Hawk. Leadership teacher, Jaime Campbell, informed the ECA Review and within the week their school and Principal Kukurudza’s ink, was $1,300 closer to their objective.

These funds are the result of the ECA Review businesses who donate monies for the purpose of supporting the Terry Fox run dates in the newspaper. Each year the proceeds are presented to a different community in the ECA Review’s circulation area. This year, JC Charyk is the recipient of these funds. Mike Kukurudza just may be the recipient of a brand new tattoo.

New look, new tools for Clearview Schools Debra Johnston

ECA Review Reporter A new dynamic, user-friendly experience greets anyone visiting the Clearview School Division website. The new redesigned site is finally up and running, Clearview trustees learned at their Sept. 17 board meeting. The rollout of the new site was delayed until several components were completed such as the new logo and motto. The site features easy to navigate options such as bus routes, calendar and school links.

Apps for Education are new tools available to students this school year. A chromebook is a user friendly, affordable tablet that comes ready to use with Google Apps plus access to a variety of educational resources. Its system is entirely web-based, allowing for faster starter up and operating speed as well as extended battery life. The chromebook automatically updates itself and saves work. According to Superintendent Peter Barron, who gave the board a presentation of the Google products, the books do not have device storage. Instead, everything is stored in Google Drive, Google’s cloud storage. Cloud computing utilizes global

Home games soon underway at Hughenden school

by Susan Reynolds Hughenden School is now well underway and students are settled into their various classes. The ‘back to school’ dance was hosted by the Grade 9 class to raise funds for an upcoming leadership conference and the mocktails served were to raise funds that go towards the 2016 Grad class. The senior girls volleyball team participated in the mega volley tournament recently in Vermilion. Home games will soon be underway at the school. Everyone is encouraged to stop by and support the players. The golf teams and cross country running teams have also started practicing for their upcoming sporting competitions under the direction of

Clay Creasy. Junior and senior high students who earned averages of 75 per cent and higher in their academic courses this past school year have been invited to the annual movie and pizza night. President of the Council is Jacqueline Manning, Secretary is Nicole Sayer and Treasurer is Trisha Dambrowsky. This year junior and senior high students have paired up to take on the responsibility of stocking the vending machines for a week of the school year. This is a service that is available to all. Biology 30 class was pleased to have Tanya Jones-Greenwood, an optometrist and graduate of Hughenden school, come to the school to speak about diseases and disorders of the eye.

First annual police partners appreciation night Dena Clark ECA Review Reporter “We had a strong turnout with most of our invited community partners in attendance. This was our very first Police Partners Appreciation Night, and we didn’t have a clear idea of what to expect,” said Sgt. McGunigal, in the wake of the event which was held Friday night at the Coronation community centre. McGunigal went on to say, “We are still organizing our revenues and expenses and haven’t yet determined how much money was raised, however as mentioned [Friday night] we will be donating any profits to the Coronation & District Food Bank.” Not only was the event a great opportunity to meet community members from both Coronation and Castor, but the silent auction, which consisted of various tickets for upcoming NHL hockey games, allowed for the Coronation detachment members to receive reimbursement for any costs associated with the event, for which they paid out of their personal pockets, but all profits go to a great cause. With the oil

economy having taken a downturn, it seems that the area is in need of the food banks more than ever. Each guest was asked to bring a salad or dessert and following dinner, guests could dance the night away. There was a wide variety of agencies represented as police partners, they include: Towns of Coronation and Castor, County of Paintearth, Village of Halkirk, Coronation and Castor fire departments, Coronation / Consort Victim Services Society, East Central Alberta Review, Castor Advance, Brigley’s Towing, Alberta Family & Community Support Services, Alberta Justice (Prosecutions & Probation), East Central Ambulance Association, Alberta Commercial Vehicle Enforcement and McKenzie Motors.
