Planning costs shared

After meeting with Stettler County Assistant CAO Yvette Cassidy, White reported to council that an intermunicipal development plan with the county will cost about $5000, split between the county and village. White indicated that the county was willing to have their planning department work on the plan, saving considerable cost (upwards of $18,000) to use outside consultants. Big Valley is looking for an agreement with the county that covers up to a two kilometre radius of county land around the village. According to White, the agreement should be in place by early 2017.

Debra Johnston ECA Review reporter Between eight and 10 complaints have come in to the Big Valley village office about drones in Big Valley and surrounding areas, some that have been invading people’s privacy and harassing residents. At the Sept. 22 regular meeting, Coun. Sandra Schell described her personal experience with a drone flying into her yard and landing atop her pergola, then continuing to her neighbour’s yard and bothering her neighbour. Council discussed whether a bylaw would be necessary to limit the use of drones in the village. Because they would fall under the category of being a nuisance, CAO Michelle White suggested it might be better to update the nuisance bylaw to include drones. Coincidentally, the Alberta Urban Municipalities Association has included a discussion about drones at their October convention. Transport Canada regulates the use of drones and, depending on the size of the drone, the operator may require permission or certificates from Transport Canada. Clearview’s use of technology unique Debra Johnston ECA Review reporter Clearview School Division is unique in Alberta for its use of project based learning (PBL) coupled with technology, explained Superintendent Peter Barron to the board of trustees at the Sept. 22 regular meeting. Barron was seeking direction from the board as to whether they wanted to apply for the 2016 Premier’s Award for School Board Innovation and Excellence. “No other school board in our province has trained every teacher in PBL,” stated Barron. Project based learning incorporates technology like chrome books, smart boards and makerspaces into everyday teaching and projects. The board approved the application with the inclusion of a promotional video entitled “Clearview Final” which can be viewed on Youtube. The awards are presented at the Alberta School Boards Association fall general meeting.

Insurance windfall

Clearview received notice that they will get an unexpected infusion of $177,369 from an insurance distribution. Clearview previously had liability insurance through the Alberta Local Authorities Reciprocal Insurance Exchange (ALARIE) before moving to Alberta School Boards Reciprocal Insurance Exchange (ASBIE) after ALARIE discontinued insurance operations in 2002.

Now that all claims with ALARIE have been settled, remaining assets are being distributed and Clearview is entitled to receive 1.31 per cent or $177,369 of the estimated $13,500,000 according to a letter sent to Clearview from ALARIE’s lawyers.

Policies adopted

After extensive public consultation last school year, the board approved changes to Policy 105 - Welcoming, Caring, Respectful and Safe Environments. According to Associate Superintendent Peter Neale, the new policy meets the requirements the provincial government set in its “Guidelines for Best Practices” regarding gender identity. The board also adopted changes to Policy 722 Employee Code of Conduct as well as a revised Board Principles and Priorities. All documents are available on Clearview’s website under the Board tab.

Europe ‘no go zone’ for field trips

Superintendent Peter Baron requested direction from the trustees on whether to continue a policy put in place last school year to limit field trips to Europe. Following terrorist bombings in places like France, the board had decided not to approve trips to Europe but still allowed other international destinations. After a brief discussion, the board agreed to continue the policy for safety reasons.

ECA Review reporter Educating school kids about the dangers of drug abuse is only one job for new RCMP Community Resource Officer (CRO) Constable John McNickle. Sgt. Phil Penny of the Stettler RCMP detachment introduced McNickle to Stettler Town Council at their Sept. 20 regular meeting. McNickle was stationed in Valleyview previously and hails from Ontario originally. The position of CRO is jointly funded by the town, Stettler County and Clearview School Division. As well as teaching the Drug Abuse Resistance Education (D.A.R.E.) program to students, the CRO assists schools with talks on internet safety, Halloween safety and any other safety subjects teachers wish to introduce. According to McNickle, the detachment is looking at introducing another program to supplement D.A.R.E. that covers internet safety, social media usage and other technology that D.A.R.E. doesn’t cover.

The D.A.R.E. program, which was started in 1983 in Los Angeles as a drug prevention program for youth and is now used in over 54 countries including Canada and the U.S., has come under scrutiny as to its effectiveness in long term prevention of drug abuse among youth. The program is taught to Grades 5 and 6 students. Both Penny and McNickle would like to see an expanded program become an ongoing component of school curriculum in the hopes that a long term program will see better results. Penny stated the detachment will work on gathering information throughout this year in hopes of presenting a supplemental plan to schools next year. As McNickle explained, having the CRO in schools helps to build positive relationships with students over time. The proactive approach to policing, such as educating youth about the dangers of drugs, can help to minimize reactive policing (being arrested for drug offences) later.

Hospital upgrades

The provincial government has committed to an $8 million investment in Stettler Hospital over the next three years. Council reviewed a news release that reiterated previous announcements by Minister of Health Sarah Hoffman that Stettler Hospital will receive the money for renovations to the birthing area, kitchen facilities and emergency department. The design for the projects will begin in 2017 with all construction being completed by 2021. Mayor Dick Richards remarked that the provincial response was in part due to the hard work and dedication of many people in the community to maintaining and improving the Stettler Hospital.

Free Press doesn’t equal free market

by B.P. Schimke Voting, fair elections, freedom of speech, rule of law, non-politicalized judiciary are all critical to sustaining a democracy, but arguably too is the media, which was once seen as the fourth estate. Today, I would suggest the media in Canada, as in most Western democracies, is so weak that it does little to protect democracy. We have become a media of opinions rather than facts. A media of trivia rather than substance. A media of personalities rather than un-bias reporting. The 24-hour news channels have promoted watered down reporting dominated by opinionated talking heads rather than facts and I would argue the decline in media reporting came long before the on-line phenomenon. The Kent Commission that studied newspaper ownership in 1980 concluded that conglomerates were weak on political journalism, allowed little editorial freedom and generally produced a poor newspaper. It is as true today as it was in 1980 there is little editorial freedom among the majority of papers today. Just last election major dailies, with the exception of the Toronto Star, carried the same editorial to encourage readers to vote for Stephen Harper. A few weeks back, the publisher and I spoke with one of the media personalities from Global News in Edmonton. That person indicated that all local news content throughout the country would now be set by Toronto. Do readers of newspapers owned by conglomerates, whether weekly or dailies, believe they have a better

newspaper? You’d be hard pressed to find many former subscribers to say, the Hanna Herald, who would brag about their conglomerate-owned newspaper. Trained and intelligent news journalists cost money so the first move all media conglomerates do when swallowing up private-run newspapers is to lay off journalists. Leaving communities stuck with minimal local reporting and lots of canned copy and editorials/opinions representing the downtown Toronto crowd. Community coverage with the exception of crime, weather and traffic reports, has become almost obsolete on Calgary and Edmonton local TV news. And if they do a local story, it’s often re-ran two and three days. Worst of all, twitter stories have become news items! Then there’s the CBC which has been starved for cash and it’s once great investigative and factual reporting has quickly been replaced with talking heads spouting their political bents. We were wrong to buy into the argument that free press equals free market. In free markets the primary goal is to get rid of competition, reduce financial risk and increase profit margins. In Canada’s media landscape most competition has been effectively eliminated. Winnipeg and Toronto are the only two major cities that have competing daily newspapers. All other major cities have two dailies both owned by the same entity, an American hedge fund. The purpose of a hedge fund is to make money, not support democracy. Media in the hands of a few is not

freedom of press, it’s a monopoly and dangerous. The conclusion in the Kent Commission report was, “In a country that has allowed so many newspapers (now we can say all media) to be owned by a few conglomerates freedom of the press means, in itself, only that enormous influence without responsibility is conferred on a handful of people.” And that’s exactly what we have today. A small group of unaccountable and unknown men are the masters behind what we think. We’ve been conditioned to accept sound bites, personalities in politics, sensationalism and news produced on the cheap. As citizens we no longer can count on an independent third party media to supply un-bias verifiable facts. Much of what is presented as facts today have been manipulated by third parties with vested interests to make us think a certain way. We need only look at the presidential race south of the border and the possibility that Donald Trump could become President to see what irresponsible media eventually creates.

Occupation, a welder, but a farmer/rancher at heart Dale Benjamin Logelin 1940 ~ 2016 Dale was born in Hanna July 25, 1940 and after one of his healthiest, happiest summers in many years, he passed away Sept. 21, 2016 in the Hanna Long Term Care. During the first few years of his life he lived in Richdale, AB. When Dale and his parents moved Logelin to Youngstown, his brothers Terry and Randy were born. He went to school in Youngstown but at a very early age he decided to go out into the working world. Dale’s first jobs were working for seismic companies and on oil rigs. He had many interesting stories during these years and met friends who became life long friends. Dale also drove gravel truck for Red Manion for a while and worked for Special Areas during these bachelor years. On Nov. 17, 1962 he married Emily May Evelyn MacKinnon. He was working at Dale’s Esso Service (Dale Laughlin) at this time. He continued to work there for two more years. In 1963 Roger Lynn was born and Terry-Dale in 1964. In 1965 Dale went back to working for Special Areas. For the next five years or so Dale, May, Roger and Terry-Dale spent the summer months out on the Special Areas road crew. Dale operated the elevator grader then became crew foreman. May was the cook. Roger and Terry-Dale have some good memories of these years. Roger was ready to start school so their time on the road crew came to an end. In 1970 Dale started apprenticing

with Special Areas to become a welder. William Todd Christopher was born in 1971, and was “the apple of Dale and May’s eyes”. They enjoyed travelling with him to his many sports interests. Todd played minor hockey in Hanna and some years Dale was one of the coaches. Many life long friends were formed during these years. In 1979 Perry and Colleen Laughlin came to live with the family and May and Dale took on the role as parents to them also and they became part of the family. It was a busy household during those years with four teenagers and Todd in the house. Dale and May both worked very hard to support the family. Fastball was also a special interest in Dale’s life during these years. Dale both played and coached and the family enjoyed travelling with the team and camping. After fastball came slow pitch; the family being part of the infamous Log Roy Slow Pitch team. Many wonderful years were spent camping and playing ball with the Log Roy team. Unlimited memories were made. In their pre retirement years, Dale

and May enjoyed a few trips to Las Vegas, sometimes they drove, sometimes they would fly. Dale told many stories of the adventures they would have with Herb and Norma Blagen on some of these trips. Some details maybe shouldn’t have been told, but in Dale’s way, he didn’t leave out any details. In 1995 Dale retired from the Special Areas. His occupation was a welder, but he was a farmer/rancher at heart which started when he was very young and he would go out and work for Delbert Laughlin. He loved to get out on the land and help his farmer friends. After his retirement he worked for some farmers in the area, such as, the Andrew’s, Johnny Laughlin, the Hamptons, Teresa Berry and a few others. He did this until he officially retired at the age of 65. Dale also did a three year term as a councilman for the Village of Youngstown. He especially liked representing the Village on the Regional Water commission. Dale was also a member of the Elks Clubs when it was active in Youngstown. He enjoyed all the

Cont’d from Pg 3 The County of Paintearth tabled the decision to sell Syban Systems Ltd. the Preston Tower for $8,000. The Preston Tower was purchased in 2007 for $78,082 and was set up to depreciate over 20 years. It is sitting on the County’s books at $45,794. They have eight remaining customers on that tower and feel that it

is not feasible to continue having the tower. It was unknown if the users would be able to access another supplier as they are unknown.

Sight line

County councillors agreed to improve the sight line for exiting a lane way on a road for a ratepayer on the NE 30-38-09 W4. The County would cut 3 - 4 feet off the hill improving and build up a 400 metre low section to the north of the laneway. This will take approximately five

working days to complete at an estimated cost of $20,000.

Capital requests

The County will provide $85,789 from the Fire Restricted Surplus to the fire departments for their capital requests for 2016.

Delegation

Council forgave an invoice amount of $4212.50 for Stephen Rayfield who met with council to discuss his invoice from the fire that spread from a fire pit.

Discussion was on the fire incident and the bylaws that were in place at the time of the incident, as the fire resulted from an act of nature.

Fire pits

The Fire Bylaws 647-16 and 648-16 require a screen over fire pits within the County of Paintearth. Upon completion of research into the costs of buying new pits, councillors motioned that Public Works build 55 new fire pits with screens with funds from the 2016 welding budget at an approximate cost of $22,000.
