Kneehill County operations adjusting to loss Brenda Schimke

At the regular meeting of the Kneehill County on Sept. 9, CAO, Al Hoggan said that because of the untimely and tragic death of Jerry Brett, it could be spring of 2015 before the county operations would be back to some sense of normality. The planning department was particularly hard hit, specifically the ongoing legal issue regarding Badlands Motor Sports Development. The county successfully hired a new planner, Dharmesh Vyas, who was introduced at the meeting. Vyas is a recent graduate from the University of Saskatchewan and spent most of his life in England.

Roadside spraying

A rank pen of bulls kept the bullfighters hopping at the annual Royal Rumbull Bullarama at the Coronation rodeo grounds Friday, Sept. 12. Weather did not co-operate very well for the all ready cancelled bullarama as temperatures hovered around 7 Celsius with a steady light rainfall. The annual event usually takes place the evening of the Coronation fair but rain soaked ground conditions for bucking bulls saw it cancelled. The performance was able to be completed because the grounds were still in good condition as the rain had just started prior to the performance. ECA Review/J. Webster

Bowen Clausen, manager of Agriculture and Parks, requested and received unanimous approval to undertake a roadside bare ground spraying program next spring. Trucks will be refitted with nozzles and shrouds so that about 2½ feet of the shoulders can be safely sprayed to kill grasses encroaching on the roadways. The Stettler Panthers continued their momentum on Sat. Sept. 13 shutting out the Red Deer Steelers, 35 - 0. After breaking the Lacombe Explosions’ two year winning streak the weekend prior, the Panthers were fired up. The entire team is playing strong both defensively and offensively. Gerson Gamponia had interception with a 40-yard return. Cole Nichols helped out

offensively by completing all his converts and making an interception resulting in a touchdown. Luke Martin pitched in with a fumble recovery scoring another touchdown and Ryan Shirley made sure the Steelers stayed behind by scoring two more touchdowns. The Panthers defensive pack was able to stay in front of their opposition by making numerous quarter back sacks and keep them out of the end zone.

Sperm whales often have circular scars on their skin—scars that match the suckers on a giant squid’s tentacles. In addition, body parts and beaks of the giant squid have been found in the stomachs of sperm whales.

In March of 2003, some fishermen on the Ross Sea off the of Antarctica got more than fish in their nets. They had caught the largest squid ever to be captured in one piece.

New Bistro Café coming to Delburne Brenda Schimke

Councillors learned at their regular Village of Delburne council meeting on Sept. 9, that they will be landlords for a couple more years. The new Bistro Café at 2718 – 20 Street will have the right-of-first refusal to purchase that property once the government releases the site from environmental oversight. The property, a former gas station, has been cleaned up and approved for use by a restaurant. Karen Fegan, CAO, advised that the site will need to test at normal levels for at

least two more years before the government would release the Village from the expense of monitoring and allow the property to be sold without any environmental encumbrances. “It’s completely ridiculous the whole process”, said Coun. Tim Wilson. “The source of the contamination is long gone, and levels are normal, we don’t want to be in the real estate business!” Costs of monitoring continue to increase as there is only one lab in Alberta that tests these results. A motion was unanimously passed to increase the monitoring budget from $11,000 to $12,886 to reflect actual costs. As part of the lease agreement, a unanimous motion was passed to spend a maximum of $35,500 to upgrade the exterior of the building soon to be occupied by the Bistro Café. The Bistro Café is owned by brothers who run the successful State & Main bar and restaurant in Red Deer and they will spend over $100,000 in leasehold improvements. The owner’s intentions are to make it a destination café and attract patrons from Red Deer and communities around.

Lottery windfall for Youngstown couple

Dianne Nelson didn’t know when she walked into the store that the lottery ticket she had been holding for weeks had been a winner all along. Dianne and her husband, Jerry, won $100,000 on their Advance Play Lotto Max and Extra ticket! Dianne checked the ticket after its last draw on August 22, at the same time whe went to purchase a new ticket for the next five draws. She scanned the ticket on the ticket checker and was suprised to discover that it had matched the last six digits of Extra on July 18, the very first draw entered on the ticket, to win $100,000. “I started to shake, I was so nervous,” she said. Dianne and Jerry plan to pay some bills and put the rest towards their children’s education. Dianne bought the ticket for five draws from July 18 to Aug. 15 at Pharmasave in Hanna.

Fawn Meadows playground

There are varying opinions among residents as to whether a fence should be put up at Fawn Meadows playground. The one concern councillors struggled with was the possibility of children careening down the slope on magic carpets and into traffic. It was agreed no decision on a fence would be made without further community input but that Public Works be directed to put up a snow fence at the bottom of the hill for the winter.

Opening enrollment numbers were presented to Clearview Public School Board trustees at their regular meeting on Sept. 11, 2014. In comparison to spring projections, these numbers show an overall increase of 21 students district-wide. Largest increases were in kindergarten and pre-kindergarten as well as Wm. E. Hay High School with 17 additional students.

The Coronation School opening enrolments were 18 students less than projected. Kindergarten and Grade 7 student numbers are down the most primarily due to families moving out of the community. School numbers typically go up through September. Annual educational funding is based on the actual student count on Sept. 30. The Board has set June 11, 2015 for the date of Recognition Night 2015. Development proposal accepted by Lacombe County Lisa Joy

FALL 4 FOR 3 EVENT September 15 - October 18, 2014

A mini-village with year-round shopping, an 18-hole golf course and 521 homes are proposed on 937 acres 10 kilometres south of Joffre overlooking the Red Deer River. “The golf course will be started first,” Barry Mason from Stantec Consulting told councillors at Lacombe County Sept. 11. The course will be designed by Rod Whitmn, who also designed the Wolf Creek Golf Course near Ponoka. The development, called Deer River, has been in the works for eight years by Vold Golf Developments Inc. from Ponoka, and will preserve as much of the natural areas such as the trees, slopes and grasslands as possible and provide access to the river for canoeing and kayaking. “We recognize the need to preserve as much open space as possible, which tends to densify development area,” said Mason. Several studies have been done over the last few years including, traffic, environmental, fire groundwater and geotechnical. To protect the birds in the area, the vegetation will be cleared when it’s not bird breeding time. Twenty-nine species of birds, two species of frogs and deer were identified in the area. Nine of the birds were listed in the province as sensitive and one, the Barn Swallow, is listed as threatened. A rare plant species was discovered near wetland in the northwest portion and the eastern boundary so both wetlands will be preserved with an added 30-metre setback. Thirty-seven other wetlands, ponds, were identified and as many of them will be incorporated into the natural open space system. There will be trails, look out points, picnic spots and recreational areas spread out in the development. The majority of the 520 lots will range in size from .3 to one acre with 54 lots ranging from 1.5 to two acres. To ease Lacombe County’s fire protection concerns, the developers have devised a comprehensive fire protection system. All homes will have residential fire sprinklers. There will be a pump house and fire hydrants will be spaced throughout the development. “Sprinklers are fairly expensive but it will pay off over time to the homeowner with reduced insurance,” said Mason. Houses will be brick and stucco and best construction practices used. The response time for firefighters to reach the area would be about 15 minutes. “In the first 10 minutes the fire doesn’t burn very strong,” said Mason. “The benefit here is that sprinklers will come on within three minutes and extinguish the fire. It’s a significant decrease in loss of life and property damage.” A centrally located fire hall will be staffed with volunteers from the area. At the regular meeting of the Town of Trochu on September 8, 2014 administration was directed to draft a by-law whereby residents would bear the cost for false alarms after one freebie. The Three Hills RCMP detachment has been requesting this by-law as they are trying to eliminate the large number of false alarms responded to each year.

Housing Authority budget issues

Councillor Ed Stephan reported that there are budget issues for the Kneehill Housing Authority primarily due to the number of vacancies in lodges. In Trochu alone there are 10 vacancies at the Valley Manor and even the Golden

Hills Lodge in Three Hill is experiencing some vacancies now. A strategy for filling these rooms was discussed. “One thing that comes up is Trochu Valley Manor is falling apart, why would anyone want to live there?” said Stephan. “The manor in Three Hills (owned by the Kneehill Housing Authority) gets the upgrades and Trochu (owned by the Provincial Government) gets forgotten on the waiting list”, said Coun. Bill Cunningham. “Perhaps the model (lodges) has outlived itself,” said Deputy Mayor, Val Warnock, “since there is less of a gap between leaving one’s home and requiring more medical care.” Government policy and financial supports continue to focus on keeping seniors in their homes as long as possible.

Division 7 ratepayer, David Hibbs, attended the meeting to seek clarification on why his elected representative, Bobby Painter, has been removed by council from all committees or attendance at any conventions. “Restrictions, except for his attendance at council meetings, have been placed on that councillor for code of conduct issues,” said Reeve Bob Long. “The specifics are confidential.” The ECA Review reached Painter by telephone. “I’m not perfect, but don’t feel I’ve done enough to warrant this.” said Painter. “This group (Kneehill council) want you to toe the party line and I have trouble doing it if I don’t think it’s good for my ratepayers.” Painter’s expulsion from committee work will be reviewed in October 2015. Painter who is serving his third term confirmed he will continue to attend council meetings and represent his ratepayers as best as he can.

Control of Clubroot in Stettler County Brenda Schimke

In a split decision at the County of Stettler meeting on Sept. 10, 2014, a motion was narrowly approved (4 in favour, 3 opposed) to change Agricultural Policy 2.4 – Control of Clubroot Disease in Canada. Under the revised terms, the county has the added power to allow others, with a valid interest in that information, to be provided identification of locations found to be positive. Previously only the owner of the land was notified and given a notice prohibiting the planting of any crop susceptible to Clubroot infection for five years. Voting against the motion were councillors Joe Gendre, Ernie Gendre and James Nibourg. In a later interview,

Coun. Ernie Gendre said he voted against the motion because, “these changes are too harsh and could lead to the shoot, shovel and shut up mentality. We are here to represent people not pit neighbour against neighbour.” Reeve Wayne Nixon doesn’t believe that attitude will prevail and encourages landowners to continue to use best practices to stop Clubroot from gaining more ground. “Lots of people thought we were immune to Clubroot, it was two counties away,” said Nixon, “then two years ago Stettler County found Clubroot People anticipate a genetic solution will take care of the problem, but just recently a new strain of Clubroot has appeared that is immune to known treatment fungicides,” said Nixon. Coun. Joe Gendre voted against first reading of By-Law 1533-14 to re-zone part of NE 7-39-19 W4M from Agricultural District (A) to Country Residence (CR) District. The property runs along Range Road 19-5 (aka the Tower Road) on Stettler’s northern outskirts. The new lots will be conducive to smaller residential parcels. “I do not believe it’s a good plan,” said Coun. Joe Gendre. “This proposed subdivision won’t resolve flooding issues of current residents, it’s been chosen for ease of access only.” The public hearing is set for October 8, 2014.
