Just before 4 pm on Saturday, September 14 a fire broke out in a field on Paul Norton’s farmland, on Township Road 364 just outside of Castor. Nearby crews working on a power line saw the fire break out and came to assist, keeping the blaze contained until local fire crews arrived to help finish the task. In a bizarre twist of fate, Mr. Norton had another combine burn up a year to the day of this particular incident. Luckily the blaze was contained quickly and nobody was injured. A rainbow can be seen reflected in the water from the fire hose. ECA Review/K. Davis

End of Alberta Health organizational changes announced Season Sale Katie Davis News Reporter

Albert Health Services released a report September 10, 2013 outlining recommended institutional changes to the structure of senior management. The report, drafted by AHS Official Administrator Janet Davidson noted that much time was spent on process and preparation of documentation - such as media statements and background notes - than was productive or necessary for optimal function. The report stated that the organizational structure in place at time of review was increasingly complicated to navigate for staff and patients alike. The report also said that “At the executive level... this is more emphasis on corporate functions and responsibilities as opposed to clinical functions,” noting that it was not directly clear how the executive structure reinforced an emphasis on

patients and people involved in localized health care. Among her recommendations, Davidson said that providing quality health care services for the province should be the primary focus of a new health-care structure, with teaching and research a secondary concern. She followed by saying “corporate functions of the organization should exist primarily to support these roles.” She also said that collaboration with partners and stakeholders should be prioritized, and that “every position in the [executive] organization needs to be rigorously reviewed and justified” on the basis of adding value to the objectives of the organization.

Resultant action In response to this report, the AHS sent a press release noting institutional changes. The press release stated that the AHS had moved

“from 80 senior executives to 10 [with the] majority of these senior executive positions... reprofiled to support front-line staff.” It was also noted that five positions are being eliminated. Fred Horne, Minister of Health was quoted in the press release as saying that an integral aspect of the report was “the need for a structure where patients and people are the top priority.” “I agree with the Official Administrator, and want AHS to begin implementing this work immediately,” said Horne.

Purchasing additional chemicals for road side spray program Brenda Schimke News Journalist

Roadside spraying Stettler County council agreed to purchase additional chemicals in the amount of $36,940 at the county meeting on September 11 to complete the 2013 road side spray program. The extra spray was needed because of the wet spring and large infestations of tall sweet clover. This type of clover is a concern for wildlife, affects sight lines and causes erosion of roadway shoulders. Eighty per cent of all roads were budgeted to be sprayed in the County this year. Some stretches are not sprayed because of sensitive crops.

Cost sharing On recommendation from the Municipal Planning Commission, the County of Stettler approved providing $50,000 to cost share the water system which will provide potable water and fire protection to the Hayden/McKay Development which is adjacent to the Town of Stettler.

Revised business plan The Shirley McClellan Regional Water Services Commission was requesting each of its partners to approve its revised Business Plan. The new Plan proposes completing the system by 2021. Wayne Nixon, reeve, and Tim Fox, CAO, expressed concern that the Commission is perhaps biting off more than they should at this time. The provincial government has advised there will be no more new money from the Water for Life program until 2017 and Lacombe County has indicated they really have no need to belong to both Highway 12/21 and the SMRWSC. If they withdraw from SMRWSC, it would have negative financial implications. Nearly $45 million has been expended on the system to date and $15 million is committed to the Big Valley and the North Line to the Donalda lines. To complete the remaining sections will require an additional $33 million. In the past, the Water for Life grant covered 90 per cent of the total cost and the Commission financed 10 per cent through borrowing. With the Water for Life grants suspended until at least 2017, the Commission asked for and received approval from the

Maintenance concerns The majority of councillors were frustrated with the condition of the secondary highways throughout the county, a provincial responsibility. “People think they’re our roads,” said Councillor James Nibourg. All councillors were asked to submit suggestions, and concerns regarding the condition and maintenance of three-numbered highways in their region so they could be taken to the responsible government.

Highway crosswalk A legal crosswalk cannot be put across Highway 835, north of Rochon Sands, unless there are sidewalks on both sides of the road. At present, a crosswalk is in place to allow foot access to both sides of Erskine separated by the highway, but it is not legal as there are no sidewalks in place once the road is crossed. A motion was passed to approve adding the additional pathway to next year’s budget.

Tax exemption request The Donalda and District Agriculture Society (DDAS) had put up three towers, using a provincial government grant, to get better internet services into their area. The first internet provider, Nowfast Technologies, went out of business. Only recently Syban Systems took over as operator and pays an annual lease of $1,200 to the Ag Society. The DDAS is seeking tax forgiveness as they are a not-for-profit organization. The County passed a motion to forgive taxes for 2012/13.

The gift of sleep Brenda Schimke

ECA Review Journalist You don’t have to be an academic genius to succeed. You don’t have to be a degreed person to have a satisfying, well paid job. In fact, with the rapid pace of technology and globalization expansion, the most successful people are not necessarily those with the most knowledge or the most smarts but those who have great people skills and are flexible, motivated, self-disciplined and honest. In the old days, parents and religious leaders were the primary builders of character and ethics in children, and schools were the supporting act—reinforcing a pretty universal standard of work ethics, obedience, respect, good manners and the 3R’s. Unfortunately today, educators are often on first base to instill character attributes in children. That’s the whole idea behind the new program that will be phased in at the Stettler Elementary and Middle Schools starting this year. In Stephen Covey’s book, “The Leader in Me”, he speaks to the educational system about how to build character and leadership skills in a world where many parents cannot be counted on to model responsibility and religion plays a much smaller role in many homes. The cornerstone of the program is based on Covey’s book, “The 7 Habits of a Highly Effective Person.” The habits include being proactive; planning ahead and setting goals; putting first things first; thinking win-win; seeking first to understand, then to be understood; valuing other people’s strengths and learning from them; and taking care of one’s physical body by eating right, exercising and getting sleep. And therein is a big problem that can’t be solved by teachers or any program, it’s solely a parental/guardian responsibility. Teenagers need nine hours of sleep a night, yet on average they are getting seven hours. Younger children require ten to eleven hours of sleep a night, the average is far lower. Where is the sleeping hours going? The American Academy of Pediatrics says that children between the ages of 12 and 18 in the United States average seven hours a day watching television or using some form of electronic device. And since more Canadians than Americans use the internet, 83 per cent versus 78 per cent, it’s not an over-reach to suggest Canadian children are at 49 hours per week or more. So is there any wonder what’s wrong with our school system today? The “Leader in Me” program is excellent, but its full potential can only be achieved when there is a solid commitment from parents in the areas of sleep and technology use. Parents need to turn the page and start modeling good technology behavior. They need to have the courage to remove TVs from their children’s bedrooms and not allow cell phones to rob children of quality sleep time. The American Academy of Pediatrics says that excessive electronic media use leads to attention problems, school difficulties, sleep and eating disorders and obesity. Teachers will have some success in shaping character, leadership and life skills in their students, but they are not magicians. Our children are facing a very complicated world and they need a full tool kit to survive and flourish. Parents/ Guardians can do much through the simple act of giving their kids the gift of sleep.

I am reading has nothing at all to do with the topic that I had started out with and my whole afternoon is gone. Last winter I discovered a website that offers a large variety of courses that are only six weeks in length. I tried an advanced writing course and really enjoyed it while also learning about something I like to do. It was structured and time limited and I discovered that I learn a lot more when I stick to the topic and don’t get distracted by all those other links. I plan on taking another course from them this winter; my only problem now is deciding which one. The site covers everything from bread making to investigating a murder. Well, I already know how to make bread and the reason I take a course is to learn something new, I hope I would never need to investigate a murder but you just never know.

Wildrose says documents show potential political activity on County time Katie Davis

News Reporter A press release by Wildrose Justice Critic Shayne Saskiw on September 12, 2013 said that documents were obtained from the Freedom of Information and Protection of Privacy Act (FOIP) that potentially demonstrated political activity in support of PC MLA Jack Hayden on County time, with County resources. The press release noted that a Facebook page for Hayden, as well as partisan messages, were drafted and communicated during work time. Saskiw said that Wildrose had requested some documents through FOIP “to ensure that no taxpayer dollars that went to municipalities had... flowed to political parties for partisan purposes.” “We found it very strange that [Stettler] County would be doing everything to fight what I would suggest is a reasonable FOIP request,” said Saskiw, “including actually hiring a lawyer to prevent the information from being brought forward.” The Wildrose press release also said that other correspondence discovered showed that the County Reeve Wayne Nixon and County administration were “considering having County employees no longer

using email communications to evade creating FOIP-able records.” “To try to not have disclosure by not using emails seems to be an extraordinary way to not be openly transparent,” says Saskiw, “essentially [we’re] asking, if there’s nothing there then why do you have to hide it?” In response to these allegations County Reeve Wayne Nixon, from Donalda - Red Willow, said that MLA Hayden would not expect any work to be done during work hours. “Jack would expect nothing of the kind,” said Nixon, “And if something was done it was inadvertently done... the sum total of [Wildrose’s] allegations is one email that they found.” Nixon said that he felt Wildrose’s use of FOIP was frivolous. “We’re open to the public, our books are open to the public,” said Nixon, “if they were to come forward instead of... trying to look around with these FOIPs... probing is what they were

doing, for information, and on a witch hunt.” Nixon said he made the offer of sitting down with County staff and going through the books a couple of times. Nixon said that the County has more important issues that need attending to including health care, education and seniors housing. Nixon said he tried to speak to MLA Rick Strankman about the time it would take to look up documents through FOIP. “Mr.Strankman... took it upon himself to say that he had statutory declarations that said that county people were working during office hours and with county equipment to support Jack Hayden’s campaign,” Nixon said, “[he] threatened to put that on the front page of the Edmonton Journal... he said ‘How would you like it if I put that on the front page of the Edmonton Journal’ and I said ‘I guess you’re going to have to do what you want to do.’”

Fatal motorcycle crash A fatal single vehicle collision involving a motorcycle occurred September 10, 2013 near the Village of Strome. At approximately 8:30 am Killam/Forestburg RCMP responded to the accident on highway 13. The sole occupant of the motorcycle died as a result of the collision.

Investigation revealed that the driver had been travelling eastbound on the highway when the motorcycle left the road near a curve. The driver had been wearing a helmet at the time. Speed and alcohol do not appear to have been factors in this crash.

Parliamentary Report - Government of Canada keeping taxes low for families Kevin Sorenson M.P., Crowfoot Safeguarding financial prosperity starts with strong Canadian families. Our government is determined to continue to keep taxes low for Canadian families. The facts and figures show clearly that the average family of four now receives more than $3,200 in extra tax savings, and the federal tax burden for all Canadians is now the lowest it has been in half a century. The Children’s Arts and Fitness Tax Credits are truly helping Canadian families. These tax credits also work as incentives to get our youngest generation enrolled in various arts and fitness programs.

Families can claim a 15 per cent non-refundable tax credit on an amount up to $500 per child, per credit on their income tax and benefit returns. According to the 2012 Tax Expenditures and Evaluations publication, the Children’s Fitness Tax Credit provided an estimated $120 million to hard-working families in 2012 alone. Our First-Time Home Buyers’ Tax Credit is a big help to families and helps make the transition into home ownership more affordable. Taxpayers, who bought their first home this year, may be eligible to claim a 15 per cent non-refundable tax credit on an amount of $5,000 on

their income tax and benefit return. In its first two years alone, more than 550,000 Canadians claimed the First-Time Home Buyers’ Tax Credit, which resulted in over $2.5 billion claimed. The Family Caregiver Tax Credit is available to help Canadians cope with the added responsibilities of caring for disabled or ill parents or relatives. It provides a 15 per cent non-refundable tax credit on an amount of $2,040 to caregivers of dependent relatives. And finally, the Tax-Free Savings Account (TFSA) allows Canadians aged 18 or over to set money aside tax-free. Each calendar year, we can contribute up to $5,500 to our

TFSA. All income earned in and withdrawals from a TFSA are generally tax-free. By the end of 2012, over 9 million Canadians had opened a TFSA, and half of those TFSAs were held by Canadians with an income of less than $40,000. As your Member of Parliament, I take every opportunity to encourage everyone in

our Crowfoot riding to open a TFSA if possible and make sure the members of your family have a TFSA. TFSAs have become increasingly popular, with more than 9 million Canadians having opened an account and roughly 2.5 million Canadians contributing the maximum in 2011.

Hanna Legion celebrated 80th anniversary Katie Davis

News Reporter The Hanna Royal Canadian Legion Branch #25 celebrated it’s 80th anniversary on Saturday, September 14 at the Legion building. Veterans, Legion members and Hanna locals alike were on-hand to view a wealth of World War II memorabilia on display. Art and writing submitted by local youth was also exhibited; each piece paying homage to Canadian soldiers of past and present. Displays, historical artifacts and informative conversation was paramount through the afternoon. At five in the evening beef on a bun was served and the band, Yesteryear entertained the crowd.

itself was constructed in stages, with the basement built in 1924, upper floors in 1926, and a new entrance, stage and kitchen added after WW II. The building hosted many social activities during it’s early years - from bingos to wedding receptions - and the Sea Cadets met regularly at the premises until the mid-1960s. The hall still plays host to biweekly bingo, and the main hall is still rented out to functions. As of 2011, Branch 25 was 110 members strong.

Memorial quilt donation A Memorial quilt recognizing Canadian Veterans was donated by Hanna local Corinne Hewitt of H. Corinne Hewitt Quilt Patterns and Fabrics. Hewitt’s other artistic fabric donation hangs proudly in the upstairs pub/diner. She says this quilt began as a general homage to soldiers, but

slowly evolved into a Remembrance Day quilt. “I contacted the national defense for a photo of a soldier, and they gave me a lot of photos I could look through on the internet, and [ultimately] they gave me permission to use the one on the quilt,â€? says Hewitt. She notes the final image was a collaborative creative work between her and her children, aged between 18 - 20. “On Mother’s Day I asked them ‘could you draw a picture of a soldier, a cross, and a poppy’ and how you see it,â€? she says, “So using all four of their ideas - because I have four kids - I came up with that idea [for the quilt].â€? She says doing quilts for the Legion is a natural extension of helping out as part of the community, and cites familial ties as well. “My grand-dad was in World War II,â€? she says, “that’s one reason why it means a lot to me.â€?

Branch 25 received their charter on April 10, 1933, with the Ladies Auxiliary following suit November 1934 and remaining operative with the Branch until 2005. The history of the legion spans decades of social goodwill and service to the community and country. The branch saw 545 Hanna locals served during the second World War, with 29 lives lost in battle during that time. Additional altruistic measures include the Poppy Fund, which provides aid to veterans and their families, and donations to the Legion which support the local hosDianne Lance, Corinne Hewitt and Sergeant Major Charles Fielding stand with the new pital, lodge and seniors. Farmland values reach record levels Percentage increases in land values range from market to market, with the greatest upswing noted in Saskatchewan and Alberta. The Market Trends report noted that for Central Alberta the 2013 price per acre was between $3,400 - $6,500, up from between $2,000 - $4,500 in 2012. While Canadian farmland values posted serious year-over-year increases in most rural communities, lower commodity prices are expected to temper appreciation in coming months, according to a report released September 10, 2013 by RE/MAX. The RE/MAX Market Trends Report: Farm Edition 2013 highlighted trends and developments in 17 rural communities throughout Canada. The report found that limited inventory levels, reported in virtually all agricultural centres, continued to contribute to strong upward pressure on the price per acre in 88 per cent (15/17) of markets examined. Peak commodity values and low interest rates created the ideal climate for expansion over the past 12-month period, spurring unprecedented demand for farmland. “Some moderation is likely, given several years of back-to-back record-setting gains,” says Gurinder Sandhu, Executive Vice President and Regional Director, RE/MAX Ontario-Atlantic Canada, noting that some investment firms are taking a more cautious approach by scaling back purchases. “We expect the trend to continue, with prices stabilizing at current levels. Demand, on the other hand, is expected to remain healthy for the foreseeable future,” says Sandhu.

The RE/MAX report also found that private and exclusive transactions still account for as much as 50 per cent of farm sales, with deals among neighbours commonplace. Some multiple offers have been reported, but most properties are moving at or close to fair market value. While demand remains exceptionally strong, there is some evidence that cooler heads are now prevailing. There has been an increasing number of properties that did not move at tender or auction, only to sell for good prices on the open market— indicative that buyers are exercising greater caution and diligence.

Taking steps to prevent treated seed contamination Western Canadian grain producers are harvesting their crops and some are planting winter wheat. As producers may be handling seed and harvested grain at the same time, there is a risk that treated seed may contaminate harvested grain intended for delivery. The Canadian Grain Commission reminds producers they can prevent treated seed contamination by storing treated seed in separate bins when possible and cleaning all equipment and bins after seeding and before harvest.

About the CGC The Canadian Grain Commission is the federal agency for establishing and maintaining Canada’s grain quality standards.

Visual inspection Visually inspecting equipment and bins for treated seed should be done before harvest, before transferring grain between bins and before transferring grain to a truck or railcar for delivery.

Limits and restriction Health Canada has set maximum residue limits for chemicals in Canadian grain. Any grain exceeding these limits can be condemned. This means that the grain cannot enter the food or feed system and is destroyed. Under the Canada Grain Act, a licensed grain handling facility cannot receive grain that is contaminated and may refuse to accept delivery of any grain that is believed to be contaminated. As well, the Canada Grain Act prohibits delivery of grain that is contaminated. If treated seed is found in a shipment at the terminal elevator, the shipment will be held until the Canadian Grain Commission completes a chemical analysis. Any delays caused by treated seed can result in additional cost to grain handlers or producers. For example, if a producer car is contaminated, extra charges such as storage charges or costs related to potential contamination of other grain in the facility, resulting in loss of the grain’s value, could be passed on to the producer.
