Peter Barron, newly appointed superintendent of the Clearview School Division, was welcomed by chairman Ken Checkel to his first Clearview board meeting on Thursday, Aug. 28. Barron comes from the Elk Island School Division, where he spent 31 years in various positions. “I have had an opportunity to meet each of the principals individually and visited eight of our schools so far,” Barron said. “Clearly, our school leaders are very proud of their schools and what they do for their students.”

Three-year planning

Every three years, all school divisions must submit a three-year plan with goals and measurable outcomes. Superintendent Barron facilitated a two-hour introductory discussion on what individual board members believe about their school system. At the Sept. 11 meeting, the board will start to refine what its principles and priorities might look like for the next three years. Topics discussed included the Stettler schools study, each child’s right to a quality education, inspiring staff and students, competition, funding, maintaining small schools, advocacy and health and wellness.

Truck passenger dies in Castor-area crash One man is dead after a single-vehicle rollover near Castor in the wee hours of Saturday morning, Aug. 30. Coronation RCMP reported on Tuesday, Sept. 2, that the man was a passenger in a pickup truck that left Range Road 142, about four kilometres south of Castor, at about 4:30 a.m. Saturday on Labour Day weekend. “Two male occupants of a pickup truck were ejected and required medical attention,” said Const. Diana Stratton of Coronation RCMP. “The passenger of the vehicle was taken to Red Deer

Hospital, and later to Calgary Foothills Hospital, where he ultimately succumbed to his injuries. The driver of the vehicle was treated at Coronation Hospital, then transported to Red Deer Hospital for further treatment for non-life-threatening injuries.” Along with police, fire and EMS crews from Coronation and Castor responded to the crash. RCMP continue to investigate the accident, and the identities of the passenger and the driver weren’t immediately released.

He’s also checked out the high-end skatepark under construction in Stettler, and hopes to eventually ride his $650 bike at that park. Swahn’s mother and grandmother are confident that Coronation can rally to build a skatepark in much the same fashion as Killam. “We understand a group of people — kids included — did fundraising for that Killam bike park,” said grandmother Rowena Swahn. “They also got a grant. “And the parents helped the kids put it all together. It’s fabulous.” Coronation’s skatepark is showing its age, she said. “Our bike park here was used a lot. (But) the jumps and ramps were all made of wood, and there’s only two left. Tarun has been going down there since he was 5 or 6. The park is old and it needs to be repaired. We’d just like to see something bigger. “It would be something else good for the kids in town, to get them out of the house and sitting doing nothing. The more we have, the better off the kids are.”

Unsatisfied curiosity in Trudeau case Brenda Schimke

ECA Review Journalist OK, so the guy who entered the Trudeau residence wasn’t a deranged Trudeau-hater, but the way the story ended was a puzzling mystery, indeed. If a person is so drunk that they wander into a private home, why would they care about that unknown resident’s safety and take the time to write a note reminding them to keep their doors locked? Why and how could this totally inebriated person go to the length of searching out and amassing a collection of butcher knives to reinforce his concern for their safety? I suspect almost every person has wandered into a place unintentionally, whether it be the wrong hotel room, bathroom or house, but most of us, even sober, try to get the heck out of the situation before being noticed. My hotel key has opened the wrong room on occasion. I’ve never really thought about leaving a note, “You should not leave your room so messy,” collect all the stuff lying on the floor, take a phone picture of the heap and send it viral. No, you get out as fast as you can, hopefully without being caught. In this scenario, it would have made much more sense had the 19-year old been found sleeping off his drunk on the Trudeau family room couch. Let’s be serious, though. If it had been an aboriginal or black or highly tattooed white 19-year-old, who had done the same unintentional act in the same condition and without any priors, does anyone really believe they would not have been charged with break and enter, drunkenness, issuing threats, disturbing the peace, etc.? It is not a stretch to believe that any other 19-year-old in a similar predicament, even though not charged, would have had their name and photo plastered across every newspaper and TV channel in the country upon his confession. Ever since the RCMP gave their news release that the break-in is a done deal, no charges, no identification of the perpetrator, my curiosity was raised. Obviously, this 19-year-old was the son or grandson of a very important person in Ottawa “with a bright future ahead of him.” My argument may not be so much that he should have been charged, but rather his name should have been released, as he was not a juvenile and he was involved in costly public mischief. He should have, at a minimum, felt the penalty of humiliation. His acts cost Canadian taxpayers money for the original investigation and likely will cost even more in the future. Now everyone knows where Trudeau lives and everybody knows he has no security detail protecting him. Because of the Trudeau lightning-rod persona, that will likely need to change. Two men involved in a bribe, one taking, Mike Duffy, one giving, Nigel Wright. The big Bay Street guy, and former friend of the prime minister, Wright, gets off scot free to carry on with his charmed life, the uncouth former newspaper journalist, Duffy, loses his Senate appointment and gets slapped with criminal charges. Two guys exchanging drugs captured on camera. Police don’t move in for an arrest. Later, the dealer, Alexander Lisi, former driver and close friend of Mayor Rob Ford, gets arrested, the other guy, Mayor Ford, isn’t touched. Our justice system is good and I wouldn’t want to trade it for any other system in the world, but there’s no denying it’s not always a level playing field.

We believe that too many decisions are made for short-term political gain and not for the long-term well-being of citizens. Political parties seem more intent on bashing and demeaning their opponents rather than engaging the public in meaningful discussion and viable options.

The Alberta Urban Municipalities Association (AUMA) will hold its convention Sept. 24-28 in Edmonton. Some interesting resolutions have been brought forward, including one proposed by the communities of Cold Lake, Bonnyville, St. Paul and Westlock to recognize an independent expedited amalgamation process for those interested municipalities. They argue that the evolution of rural areas has caused a major shift in how the municipalities function, often times having several municipal entities providing services to a “complete community.” They argue that municipal boundaries have become nothing more than a hindrance to an economy, an environment and a community that clearly lives, works and plays across municipal boundaries. It’s an argument worth considering. In Alberta, there are two specialized municipalities that would fit into the category being proposed by this resolution: the County of Strathcona covering Sherwood Park and areas east of Edmonton and the County of Wood Buffalo, covering Fort McMurray and area. Sherwood Park, with 100,000 plus residents, has never applied to become anything other than a hamlet, so has always fallen under the control of county governance. In the case of the County of Wood Buffalo, it was formed in 1995 recognizing that Fort McMurray property taxpayers could not sustain a city whose

continues to force municipalities to work together. Then there are meditators when municipalities aren’t able to come together. In fact, right now, the Town of Stettler and County of Stettler have received $15,000 in funding from the province to hire a mediator to deal with the ongoing debate of equitable recreation funding between them. As city, town and village councillors get ready to attend the AUMA convention in late September, the Review encourages community members and property owners to start the conversation. Does our local governance need a big time overhaul? Should municipalities be given more discretion to amalgamate? Would property taxes be more effectively used? Could it reduce the size of the Municipal Affairs bureaucracy? Engage, start the conversation.

Safety recall needed Dear Editor, I purchased a Honda Ridgeline in Red Deer last October. This year, as I was travelling home from Edmonton on Highway 21 on July 10, I met a large semi truck. When I was going past, I heard a loud bang and saw pieces flying in the air. No one was behind me, luckily, as the piece coming off my truck was a six-by-four-foot moulding that runs along the entire top of the cab. The plastic moulding had ripped off the bolts, as they were

It has a regional governance model imposed on it by the province requiring 24 separate and unique municipal governments (Edmonton, four smaller cities, one specialized municipality, four counties, 11 towns and three villages) to work together. Would it not be more efficient and less divisive if there were only six municipal governments in the Capital Region? When Bob Cameron of the Canadian Badlands Pheasant Festival met with Stettler county councillors in August to promote the fall event, he said that it was a win-win: “The county provides the land and the town provides the necessary amenities.” Through the grant-application process, Municipal Affairs

Checkel added, “The board needs to maintain funding formulas to schools so it is consistent and predictable. Principals will know and be able to plan for increases or decreases in revenues based on increases and decreases in student population. “Our small schools understand this, although occasionally someone will forget, ‘I don’t want to adjust, make somebody else adjust.’ ‘Send the dollars over to me.’ We have to keep adjusting and the way to do that is through our funding structure.” “In some cases, our smallest schools may eventually become like colony schools, one teacher, nine grades,” said trustee Karen Holloway. In keeping with the funding principle, recently received dollars from the Small School by Necessity grant, that were over and above the budgeted amounts, will be forwarded directly to the schools that earned them: Big Valley — $3,459; Botha — $3,209; Brownfield — $3,459; Byemoor — $3,459; Coronation — $22,055; Donalda — $3,459; Erskine — $1,633 and Gus Wetter — $3,742.

“We are an arm of government,” Neitz said. “We need more voices to stand up for us. “Parents, municipal partners and community groups are critical. All of us need to communicate and work together for rural sustainability.” The board will be looking to include more training sessions at school council workshops this year. Parents need to know and be equipped because they are the best advocates for their school. As well, the board met in August with local municipal governments and they are prepared to help lobby for school issues at the upcoming Alberta Urban Municipalities Association convention. The board agreed that the two most pressing issues today at the provincial level are fuel subsidies and the modernization of the Stettler Middle School.

Rescued great horned owls released near Halkirk

Submitted by Capital Power A pair of rehabilitated great horned owls was recently released near Capital Power’s Halkirk wind project in east-central Alberta. While on a routine inspection of the wind project’s substation equipment, Capital Power personnel discovered one of the owls with an injured left wing. It was

unclear how the owl originally injured its wing and flew into the substation, but staff took immediate action. Alberta Fish and Game suggested contacting the Alberta Society for Injured Birds of Prey, a non-profit group that specializes in the rescue and care of birds of prey. Following the directions

from the society, the young female owl was safely caught and placed in a large box before being transported to the Strathcona Raptor Shelter, where it could receive proper care and treatment to heal its wing. “This year in particular, there have been a number of late-developing young birds, and some of

An X-ray of the owl’s wing showed that she had suffered no skeletal damage, just some bruising. After almost six weeks of rehabilitation, where she had time to heal and improve her flying ability, the owl was ready to be released back to the wild.
