ANNUAL REPORT TO OUR COMMUNITY FEBRUARY 2020
WORKING TOGETHER FOR OUR COMMUNITY Last year provided many opportunities for members of our community to work together. By collaborating closely with our partners, we achieved significant milestones and set the foundation for future accomplishments in the years ahead. American Canyon welcomed the first residents at the Valley View Senior Housing Project last March. The seventy-unit housing development for income-qualified seniors and veterans ensures our most vulnerable populations have a place to call home. In May, the celebrations continued, with the opening of the newly remodeled and expanded Post Office in American Canyon. We were thrilled to have KTVU Channel 2 spend the month of June with us. American Canyon was the only North Bay community to be featured during a live broadcast of their Zip Trip series, a program designed to showcase different communities around the Bay Area. In early October, our emergency preparedness was tested while responding to a large grass fire on the eastern hills above American Canyon. In late October, the community persevered through a prolonged Public Safety Power Shut-off (PSPS) imposed by Pacific Gas & Electric (PG&E) in response to fires elsewhere. During these challenging times, our community came together to support neighbors and established new partnerships to help maintain our quality of life. All year long, our work focuses on the priorities of our community. To help us understand those priorities, we use programs and tools to engage our residents, businesses, and visitors. One of the most important tools is our website (www.cityofamericancanyon.org). In 2019, we launched our redesigned site with new tools to help visitors more easily find what they need. Additionally, our Parks and Recreation services moved to City Hall to provide a one-stop-shop for our community. In the coming year, we will continue to explore ways to increase services in the most convenient ways possible. In 2020, we have many new projects and programs underway. New developments within the Broadway District Specific Plan and Watson Ranch Specific Plan are providing clarity for our long-time financial picture through economic opportunity. We have also begun a comprehensive update to the City’s General Plan to set the perfect vision for our community over the next two decades. This year will also bring about an expanded volunteer program and further improvements to our parks, streets, and networks of infrastructure. We look forward to what this new decade has in store for American Canyon and we encourage you to join us!

EMERGENCY PREPAREDNESS One of the most important messages we relayed to the community in 2019 was be ready for any emergency event that may disrupt our everyday routines. In October, we experienced first hand why this is so important. We faced a 526-acre fire in Newell Open Space and nearly three days without power city-wide due to a Public Safety Power Shutoff (PSPS) conducted by Pacific Gas & Electric. In true American Canyon style, our community came together to help one another through these challenging times. OUR RESOURCES TOGETHER WE PROTECT OUR PRECIOUS RESOURCES
REUSE & SAFE DISPOSAL
2019 was a year centered on developing opportunities for resident engagement, volunteerism, and stewardship of our parks, trails, and open spaces. The River to Ridge Conservation Program has grown into a large initiative that has recruited dedicated volunteers to participate in restoration efforts such as trail repairs, tree plantings, weed removal, barn owl box installations, clean-ups, and much more! In 2020, we look forward to developing more opportunities for members of our community to volunteer in American Canyon!
Providing opportunities for residents to safely dispose or find reuse options for unwanted items is important to all of us. Each year, the City organizes a 3-day Community Wide Yard Sale the first weekend of June. This event provides an opportunity for unused items to find a new purpose and is a wonderful way for neighbors to get to know each other. More than 130 families participate each year. Shoppers come from miles around to find treasures. The 2020 event will take place Friday, June 5th through Sunday, June 7th. Registration is free and will open April 1st. Visit our website, www.amcancitywideyardsale.com, for details. Twice a year residents receive a bulky item drop-off coupon from Recology American Canyon, in addition to one free curbside bulky pick-up service. In September each year, the City hosts Clean Sweep Month. The goal of this program is to provide convenient opportunities for residents to safely dispose of unwanted items and to provide disposal options for difficult to dispose of items such as tires and e-waste.
2019 ACCOMPLISHMENTS
The Final Sweep Event, a free drop off for e-waste, tires, and mattresses will be held on Saturday, September 26, 2020. In 2019, this event saw 237 people, with 4,667 lbs of e-waste collected, in addition to 88 mattresses, 228 tires, and 13,745 lbs of paper shredded and recycled!! During Clean Sweep Month, residents will also receive an additional free curbside bulky item pick-up. Information about these programs and how to safely dispose of items year-round is available on our website.

WATER SUSTAINABILITY 866 VOLUNTEER WORK HOURS
Water is one of our most precious resources. Whether in time of plenty or drought, cities throughout the state face a never-ending challenge to acquire, treat, and distribute water to customers. American Canyon is no exception. In 2017, the City became a partner in the Sites Reservoir Project, an environmentally beneficial, off-river reservoir that will capture excess water from major storms and save it for drier periods. This Project will help California’s farms, businesses, and cities continue to supply reliable water when other sources are low. Anticipated construction will begin in 2022. WATER SAVINGS SUCCESS! In 2019, 46 water leaks and 3 water main breaks were repaired. These repairs and prior efforts have reduced system-wide losses by 80% (when compared to 2015) and have added up to big water savings for our City!

OUR ROADS AND INFRASTRUCTURE IMPROVEMENTS TO WATER RECLAMATION PROCESS The City’s state-of-the-art Water Reclamation Facility treats a minimum of 1 million gallons of wastewater each day. The annual total wastewater treated is in excess of 650 million gallons. The facility also produces approximately 80 million gallons of recycled water each year, which is used for irrigation, and in some instances, toilet flushing in dual-plumbed locations.
REPAIRING OUR STREETS In 2019, the City contracted with Ghilotti Construction to implement the pavement rehabilitation program, including resurfacing sections of Chaucer, Kensington, and American Canyon Road. Curb ramp replacements along sections of Chaucer and Kensington were also completed. Senate Bill 1 (SB1) and Measure T funding supported these projects. The Donaldson Way Sidewalk Project was also completed by Ghilotti creating pedestrian and bicycle access through town. This project was partially grant funded.
In 2019, completion an important upgrades to the facility resulted in better overall treatment performance and significant cost savings to operations and maintenance. The project involved rehabilitation of the headworks through widening and epoxy coating of existing channels, installation of new control panels, electrical upgrades, and installation of two million gallon per day drum screening units.
GREEN ISLAND ROAD Green Island Road improvements include a reconstruction of the industrial area’s roadways. These roadways will be designed to have a greater structural capacity to meet today’s demands and those of the future. Established in 2019, the Green Island Road Community Facilities District will provide a significant portion of the funding for the project. The California Northern Railroad will begin the reconstruction of the two railroad crossings associated with this project in 2020. Undergrounding of utilities will begin in 2021. American Canyon Road East
DEVLIN ROAD Devlin Road, located on the west side of Highway 29, is one of the two planned roadway extensions that will eventually provide parallel routes to the highway. As shown on page 14, in 2019, Napa County broke ground on the first of two final segments of Devin Road (Segment E across Fagan Creek to Tower Road). The City anticipates breaking ground on the last segment (Segment H from the railroad overpass to Green Island Road) in 2020. The final design of Segment H includes a large roundabout as shown below.
In 2020, we will continue to use SB1 and Measure T funding to improve road conditions. Areas selected are based on our pavement management program, taking into account underground utility needs and the available funding. This year’s street improvement plan will go to City Council in the Spring with a formal construction timeline in Summer/early Fall. THE FUTURE OF OUR COMMUNITY A DYNAMIC NEW COMMUNITY — WATSON RANCH SPECIFIC PLAN The Watson Ranch Specific Plan covers more than 300 acres on the east side of town and includes the ruins of a former basalt and cement plant. The area is situated north of Vintage Ranch and east of the Napa Junction Shopping Center. The Plan includes multi-faceted elements for a new town center (the Napa Valley Ruins and Gardens) and a new master planned residential development in an unparalleled setting unlike any other in the region. Watson Ranch will also include a new elementary school, multiple parks, and bike and pedestrian trails. Watson Ranch will enhance the fabric of American Canyon by linking the community through the completion of planned circulation improvements and by creating community gathering places.
Railroad and permits from the California Public Utilities Commission and Department of Transportation for the railroad crossing and connection to the highway via a new easterly extension of Rio Del Mar — the main east/west axis through the project. These permits, along with the required environmental approvals from the Regional Water Quality Control Board, US Army Corps of Engineers, and the US Fish and Wildlife Service, will make it possible to begin construction on the first phase of the Napa Valley Ruins and Gardens in late 2021. In 2019, American Canyon 1, LLC, the master developer of the Watson Ranch project, received development approvals from the City. The first phase of residential development, including up to 250 housing units, is expected to break ground in Fall 2020. Project managers are working on obtaining approval from the Union Pacific

BROADWAY DISTRICT SPECIFIC PLAN

The Broadway District (along the highway from American Canyon Road to Napa Junction Road) is our commercial core and Main Street. Approved by City Council in July 2019, the focus of the Broadway District Specific Plan is to create a safer, friendlier, and dependable experience for motorists, bicyclists and pedestrians. The Plan takes a straight-forward approach to encourage economic development. The idea is to relieve congestion while improving local access to commercial businesses. The goal of transforming the highway and surrounding area is to make the District more inviting for residents and visitors alike to meet, shop, dine, and stay to socialize.
In 2020, a two-year process to update our General Plan begins! The General Plan is the local government’s longterm blueprint for the future. It establishes the goals, policies, and direction we will take to achieve the vision of the community over the next 20 years. American Canyon has significantly changed since the adoption of our current Plan back in 1992. This update will ensure the City’s General Plan reflects current community needs and priorities. The Plan will also address new issues, changes in State law, and new trends.
In 2019, the Napa Junction III retail shopping center expanded with the opening of Verizon Wireless and Redwood Credit Union. In addition, the final section of the retail center was approved. This year, we anticipate welcoming a medical facility and a restaurant to complete the array of services available at this location. In 2020, we also look forward to the groundbreaking of a new hotel, Home2 Suites by Hilton, located near Palby’s Junction.

OUR COMMUNITY WE INSPIRE FUN We love to provide creative opportunities to help our residents of all ages connect with one another, have fun, and live a healthy and active lifestyle. Through our recreation programs and partnerships with many great organizations, we aim to inspire fun and a sense of community through play. Last year, 5,182 people registered for our programs! Thanks to our valuable partnerships, we expanded our active adult programming offered at the Senior Multi-use Center, including new events and free classes, such as meditation and chair yoga. In 2020 we will continue expanding these efforts. We will also be celebrating the 10 year anniversary of our Senior Multi-Use Center with a fun event on May 8th. TOGETHER WE CREATE COMMUNITY The best ways to create community are to bring everyone together to share in an experience, celebrate and honor the sacrifices and commitments of others and ourselves, create memories, try new things, learn from one another’s culture, and get lost in the Magic of the Season together! We host events throughout the year designed with all-inclusive activities for families, for all ages of our community to come together and do just that, and much more! In 2019, nearly 10,000 participants joined in the fun! You can find our events at www.cityofamericancanyon.org/events, we hope to see you out having fun and enjoying the community!
IMPROVING WHERE WE PLAY In 2019, we renovated the skate park and began to repair the basketball courts at Elliott and Northampton Parks, as well as the tennis courts at Elliott Park. The courts will open for play by Summer 2020 with an added bonus of pickleball, ping-pong, and badminton play. Additional improvements included replacement of playground surfaces at Shenandoah and Main Street Parks, replacement of the pool boiler at Phillip West Aquatic Center, and restoration of five miles of Newell Open Space’s upper loop trails. In 2020, we look forward to receiving Proposition 68 Grant funding and completing three park playground replacement projects. Thanks to our continued partnership with the American Canyon Community & Parks Foundation, we will be installing an outdoor fitness center by the Wetlands. COMMUNITY PARTNERS IN EDUCATION
Napa Valley Unified School District (NVUSD) serves the communities of American Canyon, Napa, and Yountville. NVUSD is comprised of thirty schools serving 17,000+ students in transitional kindergarten through grade 12.
AMERICAN CANYON EDUCATION DEMOGRAPHICS
In 2019, Napa Junction Elementary celebrated the first day of school with a groundbreaking ceremony for a new campus set to open August 2021. Funded by Measure H, it will feature outdoor learning space and a state-of-the-art multi-use room.

AMERICAN CANYON STUDENTS IN GRADES K - 12
In 2020, a modern, multi-use room will be built at American Canyon Middle School (ACMS) with new performing arts and music classrooms. Measure H funds will also address functional issues at ACMS and Donaldson Way Elementary, such as fixing leaking roofs, replacing HVAC units, and painting school exteriors. In addition, new synthetic athletic fields will be installed at American Canyon High School (ACHS) and ACMS.

NAPA VALLEY COLLEGE ONLINE COURSES TAKEN BY AC STUDENTS
Dedicated to educational excellence and student success since opening in 1942, Napa Valley College has a rich tradition of educating generations of Napa Valley residents. Their state-of-the-art facilities attract students from a wide geographic area who want to take advantage of programs not offered elsewhere in the region. In 2019, NVC opened new classrooms at ACHS to provide for an enhanced educational experience for ACHS students. The Napa County Office of Education (NCOE) provides academic services and enrichment opportunities for students, teachers, and the community. They currently operate a California State Preschool Program at Napa Junction Elementary School. NCOE and NVUSD partner to provide high-quality Career Technical Education to students at ACHS in business, hospitality, construction trades, and sports medicine pathways. These courses prepare students for college and careers by bringing theory and practice together through hands-on instruction. NCOE also provides prevention, health, and wellness programs, including LifeSkills (a substance abuse and violence prevention program curriculum) at ACMS and ACHS. NCOE offers pedestrian and bicycle safety classes, as well as bike rodeos through the Safe Routes to School Program.

There is a lot to look forward to in 2020, including the construction of a 350,000 square foot warehouse building in the Napa Logistics Park. Additionally, we look forward to the completion of 330,000 square foot warehouse building in conjunction with the SDG 330 Commerce Distribution Center. As noted on Page 10, economic activity along the highway was robust in 2019, including the opening of a new Verizon retail store. DEVLIN ROAD SEGMENT E
Napa County is committed to sound and effective management of our Valley’s natural resources, as well as preparing for and responding to the impacts of climate change. With these goals in mind, the County took several important steps in 2019 by:
Devlin Road Segment E: By early 2020, motorists will be driving on the long anticipated Devlin Road Segment E (between Airport Road and Tower Road). This segment will include a multi-use path for pedestrian and bicycle traffic on the east side of the road. More importantly, it will allow for greater mobility around the Airport Industrial Park and eventually south to the Green Island Industrial Area via Devlin Road Segment H (as shown on page 8).
• Agreeing to work jointly with American Canyon, Napa, Yountville, St. Helena, and Calistoga to develop a countywide greenhouse gas emissions reduction plan. • Creating a Groundwater Sustainability Agency to ensure the continued and proper management of groundwater supplies in our Valley.
Devlin Road Segment E
• Adopting the Water Quality and Tree Protection Ordinance to bolster protections for water quality and forests. • Partnering with the City of Napa to monitor jointly the Hennessy and Milliken Watersheds for three years to ensure the health and water quality of these two important reservoirs.
RENEWABLE ENERGY In 2019, our community saw the first major utility-scale solar installation in American Canyon, which will produce enough clean renewable energy to power 1,000 homes per year right here in Napa County. This project also led to a significant update to the County’s Renewable Energy Ordinance by including development standards for stand-alone utility scale facilities and accessory use renewable energy systems.
