CELEBRATING 30 YEARS OF SERVICE TO OUR COMMUNITY

While we encountered obstacles throughout 2021, the City of American Canyon —our incredible staff and community-at-large—continued to accomplish City goals and enact positive change in our community. Our City has much to look forward to in the coming year, from celebrating our 30th anniversary to new developments and infrastructure improvements. We will carry the momentum of hard work and successes achieved in 2021 to look optimistically toward our future. Despite the continuation of global challenges during the past year, we continued to adapt as a community and work as a government to find new ways to provide services that keep our residents well-connected. From implementing our Virtual City Hall, the addition of the eComment public meetings feature, upgrades to recreation software, and ongoing volunteer project events, we worked closely as partners in our community even with ongoing changes in COVID-19-related public health guidelines. Not only did we work through global issues, but our community also championed local issues, including California’s evolving drought and Northern California wildfires. When faced with severe drought conditions, we came together to significantly reduce our water consumption as a City. When confronted with a wildland fire in Newell Open Space, we exercised swift action that evidenced our emergency preparedness. We have taken incredible strides in 2021 to make progress in developing projects and programs, and we are excited to reap the benefits brought by the Watson Ranch Specific Plan. This development brings economic opportunity, furthers the potential for our community to connect, and will leave a lasting legacy for American Canyon. Throughout 2021, our City prioritized infrastructural improvements. The City of American Canyon partnered with the Napa Valley Transportation Authority (NVTA) to streamline the “Napa Gateway Mobility Solution” implementation. This effort aims to draw new revenues from regional, state, and federal sources and leverage public-private partnerships for improvements on State Highway 29 and Newell Drive. Additionally, construction began in April 2021 on the Devlin Road and Vine Trail Extension Project. This project is one of the City’s planned major roadway extensions to improve traffic circulation. It will connect the Green Island Road Industrial Area to the Napa County Airport Industrial Area.

We are excited to share the National Citizens Survey as one of the key milestones for 2022. In January, the City re-kicked off our General Plan Update process. This Update will ensure that the City’s General Plan reflects current community needs and priorities. Everyone in our community is a stakeholder in this process, and we are committed to creating a vision that addresses issues that matter to American Canyon.

Our staff and community’s persistence and untiring work make it possible to envision an even brighter future for American Canyon in the next year. With invaluable partners, like the American Canyon Community & Parks Foundation, the Chamber of Commerce, and so many others, we persevered through challenging conditions. Many stepped up to the task to ensure we celebrated and honored the service and sacrifices of our Veterans. Additionally, we enjoyed celebrating our Nation’s Independence, Juneteenth, Pride Month, Heart your Parks, the newly established, everpopular, Meet Me in the Street Events, and more! We are incredibly grateful for the people in our community that we can call coworkers, neighbors, and friends.

WORKING TOGETHER TO KEEP US SAFE AMERICAN CANYON FIRE PROTECTION DISTRICT The American Canyon Fire Protection District was founded in 1957. When the City of American Canyon incorporated in 1992, the District was maintained as a subsidiary special district to the City. The size of the District's response area is approximately 15 square miles. In early 2022, the District will publish their 2021 Annual Report, which will provide details regarding their activity throughout the past year. Visit AmCanFire.com.

MANAGING OUR MOST PRECIOUS RESOURCE: water FROM SOURCE TO TAP

OUR WATER-SAVING COMMUNITY

The City of American Canyon purchases nearly all of our water from the State Water Project. The State Water Project is designed, constructed, operated, and maintained by the California Department of Water Resources and supplies water for 25 million Californians.

The City of American Canyon experienced various levels of drought throughout 2021. In June, the drought conditions prompted a Stage 1 Voluntary Conservation Response, where our community came together to reduce water usage. Unfortunately, the drought continued to worsen throughout the summer despite initial action, requiring the City to enact a Stage 2 Conservation response in late July. In response to the Stage 2 drought notice, our City worked together to conserve water in our community successfully. Relative to 2020, there was a 15% reduction in overall water use in 2021. See the figure below for more information on year-to-date water use and reductions by class.

Lake Oroville is the largest State Water Project reservoir, one of 21 reservoirs that collects water for distribution. The water travels to American Canyon through several miles of the North Bay Aqueduct and is delivered to tanks near our water treatment plant on Jameson Canyon Road. We treat the water in American Canyon through either traditional sand and carbon filtration or state-of-the-art membrane filtration. After the water meets or exceeds state and federal filtration standards, the water travels through pipes along our highways to a storage tank located on the top of Oat Hill. Each year, roughly 980 million gallons of clean, drinkable water is distributed from this tank through a complex system to our American Canyon homes and businesses. CONTINUED WATER SUSTAINABILITY Water is one of our most precious resources, and the drought American Canyon faced in 2021 showed us the importance of water sustainability now more than ever. Cities throughout California face consistent challenges in acquiring, treating, and distributing water regardless of drought conditions. California must address its statewide water management challenges by implementing innovative solutions that address our state’s need for a sustainable water supply – for the City of American Canyon, that meant partnering with the Sites Reservoir Project in 2017. At the heart of the Sites Reservoir Project is an environmentally beneficial, off-river reservoir that will capture excess water from significant storms and save it for drier periods. The resulting benefits include reliable dry-year water supplies for our communities, farms, and businesses, improved water quality, and positive contributions to California’s renewable energy goals. Our City team worked hard throughout 2021 to repair service leaks and install water-saving technologies. The team repaired 42 leaks, saving approximately 11.8 acrefeet (AF) of potable water. Additionally, the City installed recycled irrigation at Kimberly Park and six waterless urinals at City facilities. These new installations offer a combined projected savings of 5.89 AF of potable water per year. Our community is championing water conservation through various programs, taking advantage of the City’s water-saving rebate options, recycled water program, and water portal. These programs are free options for American Canyon residents to remain water conscious, prevent leaks, and protect our scarce resources. Recycled water is wastewater that has been processed through primary, secondary, and tertiary treatment and disinfection, meeting strict standards of the California Department of Public Health. It can be used on your trees, gardens, vegetables, and lawns. In 2021, 528 American Canyon residents participated in the residential recycling program, and 316 residents participated in

the residential recycled water delivery program. The City is excited to continue expanding the access to recycled water for our customers in future years. The City of American Canyon also offers a Customer Portal using Advanced Metering Infrastructure to empower our customers to see their real-time water use. This intelligent tool helps users prevent water loss through several capabilities, including daily, weekly, and monthly water tracking, comparison data, and the ability to set up alerts to notify you of high water consumption. In 2021, the City had 462 active users on the portal.

STREET & TRANSPORTATION IMPROVEMENTS REPAIRING OUR STREETS From West American Canyon Road to Donaldson Way, the City completed the rehabilitation of James Road in 2021. This project included a full pavement rehabilitation with curbs, gutters, landscape strip, sidewalk, signage, striping, sewer spot repairs, and water main replacement. This project was funded by Measure T, Wastewater, and Water Enterprise funds. In 2022, we will continue to use Measure T funding to improve road conditions. The project list includes Mill & Overlay, as well as preventative maintenance treatments of more than 8,100 feet of roadway, primarily on the west side of town, and pedestrian improvements at Eucalyptus Drive and Theresa Avenue. The areas selected are based on our pavement management program, taking into account public safety, underground utility needs, and the available funding. DEVLIN ROAD AND VINE TRAIL EXTENSION PROJECT Devlin Road, located on the west side of Highway 29, is one of the two planned roadway extensions that will eventually provide parallel routes to the highway. The City broke ground on segment H of Devlin Road and the Vine Trail in April 2021. The project extends Devlin Road south (from its current terminus), 2,800 feet, to a new intersection at Green Island Road. The roadway will consist of one (1) travel lane in each direction and a two-way center turn lane. It will also include water, storm, sanitary sewer, and recycled water utilities. The project also consists of the Napa Valley Vine Trail segment, providing pedestrian and bicycle amenities. Together, these improvements reflect the vision in the City’s General Plan Circulation Element. This project will be completed in the first half of 2022. GREEN ISLAND ROAD RECONSTRUCTION AND WIDENING PROJECT The Green Island Road Reconstruction & Widening Project will bring much-needed infrastructure improvements to the Green Island Industrial District. The upgrades will significantly benefit the businesses located within the District, which are a vital component of the City’s economy. Established in 2019, the Green Island Road Community Facilities District will provide a significant portion of the funding for the project. In 2020, specialized work related to reconstructing the two existing railroad surface crossings was completed. In 2021, further work at both railroad crossings was completed; in partnership with the railroad companies, underground utility conduits were installed, which will support the overall undergrounding effort of existing overhead utilities. In 2022, upon the final approval of a permit from Caltrans, bids will be advertised for the portion of the project related to the aforementioned undergrounding of existing overhead utilities. This work is anticipated to be completed in early 2023. The final phases of the project, road reconstruction and Class I multi-use trail construction, will be advertised for bids after the utility undergrounding, likely in 2023, with estimated project completion in 2024. STREET & TRANSPORTATION IMPROVEMENTS continued... NAPA GATEWAY MOBILITY SOLUTION State Route (SR) 29 between Napa Junction and American Canyon Road is the major access point into and out of Napa County and provides a direct connection between Solano, Napa, and Sonoma counties in the North Bay. Vehicle volumes on SR 29 are comparable to nearby state highways, such as SR 12 and SR 37. The SR 29 corridor also functions as American Canyon’s “Main Street.” Traffic volumes and speeds cause significant safety and operational issues. As a Main Street in American Canyon and a major gateway to Napa Valley, the corridor can be significantly enhanced with landscaping and other aesthetic improvements. The Napa Valley Transportation Authority (NVTA), Caltrans, and the City of American Canyon are collaborating on alternatives for multimodal and operational improvements on SR 29 between Napa Junction and American Canyon Road. This project’s purpose is to improve mobility and safety for all users, provide accessibility for all modes, make aesthetic improvements throughout the corridor by eliminating utility poles, and improve access to businesses.

The project is intended to reduce vehicle miles traveled by encouraging the use of alternative modes (i.e., public transportation, rideshare, biking, etc.). The project team is evaluating two alternatives. Alternative 1, the Multimodal Improvements alternative, would maintain four (4) lanes and allow for a 12-foot shoulder for part-time bus use. This option would enhance intersections along the corridor with transit pre-emption. Alternative 2, the Multimodal Improvements alternative, would maintain a 4-lane highway and construct six (6) roundabouts along the corridor to improve intersection operations. This alternative would also reduce lane widths to 11 feet and widen shoulders to 12’ to allow part-time bus use. Both alternatives incorporate enhanced pedestrian crossings and separated pedestrian and bicycle facilities in both directions and make aesthetic improvements. THE FUTURE OF OUR COMMUNITY A DYNAMIC NEW COMMUNITY — WATSON RANCH with lot sizes ranging from 3,198-6,724 square feet. The first homes should be available for sale in early 2023.

The Watson Ranch Specific Plan is located within the city limits of American Canyon and is a comprehensive planning document guiding the future development of the 309acre Watson Ranch project. The project will contribute significantly to the identity of American Canyon with its unique draw of new residential neighborhoods and the Napa Valley Ruins & Gardens (NVRG). The adaptive re-use of NVRG will support community and private gatherings in a setting unlike anything else in the region by creating a “Town Center” surrounded by new residential neighborhoods providing a wide range of housing options. Watson Ranch will also include multiple parks, extensive bike and pedestrian trails (like the Napa Valley Vine Trail & Ridge to River Trail) connecting the project and surrounding community to the Newell Open Space and Napa River. •

Watson Ranch held its groundbreaking on July 9, 2021, for construction of the Master Backbone Infrastructure at Watson Ranch with scheduled completion in late summer 2022.

Lemos Pointe, a 186-unit affordable apartment complex ranging from 400 square-feet studio units to 1,050 square-feet studio, one, two, and threebedroom units were approved in 2021 and is under construction with occupancy planned for late 2022.

DR Horton is under construction on 98 single-family residential homes ranging in size from 2,000-2,4000 square feet, featuring 3–5 bedroom configurations, with lot sizes ranging from 3,150-6,500 square feet. The first homes should be available for sale in late 2022.

NVRG will include the wedding/special event center, mobile food venue, farmer’s market, winery, community plaza, picnic area, and many other amenities. The structural upgrade is being designed with construction anticipated to start early fall 2022. The expectation is for a soft opening in late 2022.

The hotel at NVRG (which will be immediately adjacent to the Ruins) is in the design phase and expected to be approved in early summer 2022. The anticipated groundbreaking of the first phase is scheduled for late 2022.

THE FUTURE OF OUR COMMUNITY continued... BROADWAY DISTRICT SPECIFIC PLAN The Broadway District (along the highway from American Canyon Road to Napa Junction Road) is our commercial core and Main Street. Approved by City Council in July 2019, the focus of the Broadway District Specific Plan is to create a safer, friendlier, and more dependable experience for motorists, bicyclists, and pedestrians. The Plan takes a straightforward approach to encourage economic development. The idea is to relieve congestion while improving local access to commercial businesses. The goal of transforming the highway and surrounding area is to make the District more inviting for residents and visitors alike to meet, shop, dine, and stay to socialize. NorthBay Healthcare will open a new urgent care medical facility next to Tractor Supply in Napa Junction this summer. We also look forward to the groundbreaking of a new hotel, Home2 Suites by Hilton, located near the former Palby’s Junction. This project includes the construction of a new extension of Main Street between S. Napa Junction Road and Antonina. Next year, the construction of a new Hampton Inn Hotel by Marriott next to Canyon Plaza will break ground.

LOVE WHERE YOU LIVE - AMCAN2040 The General Plan is a long-term blueprint for the future. Because American Canyon has changed significantly since adopting our current General Plan in 1994, the General Plan Update will establish goals, policies, and actions to achieve the community’s vision over the next 20 years.

In early 2020, the City kicked off the General Plan Update process. This Update will ensure the City grows according to current community needs and priorities. New issues, such as community health and climate change, housing, shared mobility, and online shopping, will be included in the new General Plan. Despite COVID-19’s limitations, our team continues to progress on the General Plan. As we dive deeper into the General Plan and Housing Element, we will be reaching out in 2022. The demographics of our City Council represent the diverse make-up of our community. OUR COUNTY AT WORK WILDFIRE PREPAREDNESS & PREVENTION Over the past four years, Napa County has faced wildfires that have changed the way we view disasters. Each time we have responded with the public’s safety as our top priority. While we have always been able to count on partnerships and resources from the City of American Canyon and the American Canyon Fire Protection District during our most dire times, the County recognizes that we cannot simply keep responding to wildfires—we have to proactively reduce our risks and prevent fires from happening. In 2021, the County of Napa committed to strengthening emergency preparedness and fire protection countywide. The Napa County Board of Supervisors made unprecedented investments and bold policy changes to protect our community from the many hazards of wildfire. Those actions include adopting the Community Wildfire Protection Plan (CWPP) and fully funding the first year of projects; an enhanced home hardening ordinance; the launch of Zonehaven, an evacuation zone mapping platform and communications tool; an updated defensible space ordinance; expanded chipping services; the addition of three Artificial Intelligence-enabled wildfire detection cameras; and aerial firefighting assets.

HOUSING A growing and complex challenge in American Canyon and in communities throughout the State is housing affordability. While we cannot solve the challenge of housing affordability overnight, in 2022, our community will tackle key elements of the problem. Under the Regional Housing Needs Allocation (RHNA) process, the State of California has assigned regions across the state, including the Bay Area, an increased number of residential units, including affordable units, that should be planned for over the course of eight-year planning cycles. As part of this process, Napa County has been mandated by the state to build 1,014 units in the unincorporated area for the 20232031 cycle while the City of American Canyon must plan for 446 units – a 563% and 14% increase, respectively, compared to the current RHNA allocation. The City of American Canyon has a long history of embracing family and building homes while also recognizing that we all must work together to help the County of Napa protect agricultural lands while meeting its own housing allocation goals. In fact, the City of American Canyon is on track to receive approximately $1.5 million from MTC’s Housing Incentive Pool Program for being one of the top 15 Bay Area jurisdictions to build or preserve affordable housing units between 2018-2022. In the next housing cycle, the City of American Canyon is poised to create a diverse housing stock that is consistent with creating housing in our urbanized areas, bump up school enrollments, continue to be a family based community and support the County of Napa’s overall housing requirements. As the Vice President of the Association of Bay Area Governments, I am proud of American Canyon’s meaningful efforts towards the creation of housing and I look forward to their continued leadership in the next housing cycle.

COMMUNITY PARTNERS IN BUSINESS AMERICAN CANYON CHAMBER OF COMMERCE

ECONOMIC DEVELOPMENT

The Chamber is a non-profit 501(c)6 serving as a catalyst for business growth and development, a convener of leaders and influencers, and a Champion for American Canyon. THE CHAMBER AS A CATALYST • The Chamber welcomed three new businesses to American Canyon with official ribbon cuttings: Fitness19, Pretty Woman Cosmetics, and Empire Workforce • Raised $15,000 for ACMS through the Bridge the Gap program to provide financial support for middle school enrichment programs, including robotics, music, art and afterschool programs. • The organization held 11 Economic Business Development Committee Meetings to discover and tackle issues of attracting and keeping business in American Canyon. • The organization collaborated with the Napa County Chamber Coalition as a way to support the voice of business and represent American Canyon throughout the County. • Napa County Hospitality Job Fair brought 30 employers and countless employees together for a virtual job fair in August 2021 and is starting the launch of more American Canyon Job Fairs to come. THE CHAMBER AS CONVENER • The organization hosted 7 virtual and 2 in person Business Socials bringing together a total of more than 300 members and their staff. • The Chamber launched the Back 2 the Table campaign convening and supporting more than 10 local restaurants and food trucks. • The Chamber offered its office space to seven non-profits including ACE (American Canyon Executives) and the American Canyon Realtors, totaling over 60 meetings in 2021. • The Chamber convened over 40 business leaders and influencers at each of the quarterly Green Island Business District, (GRID) Hwy 29 Corridor meetings. • The Chamber planned & facilitated special events for additional networking and retail sales opportunities including the annual American Canyon Holiday Marketplace. THE CHAMBER AS CHAMPION • •

The organization partnered with the City of American Canyon at the Holiday Marketplace and State of the City virtual event. MEET ME IN THE STREET AMERICAN CANYON The Chamber launched the first ever Meet Me In The Street American Canyon events. Convening 89 local businesses with over 2,000 residents in attendance.


COMMUNITY PARTNERS IN EDUCATION

Napa Valley Unified School District (NVUSD) serves the communities of American Canyon, Napa, and Yountville. NVUSD comprises twenty-seven schools serving 16,400+ students in transitional kindergarten through grade 12. In August of 2021, Napa Junction Elementary celebrated its first school day at its new campus. Funded by Measure H, it features an outdoor learning space and a state-ofthe-art multi-use room. Construction continues on the modern student commons, being built at American Canyon Middle School (ACMS) with new performing arts and music classrooms. Measure H funds will also address functional issues at ACMS, such as fixing leaking roofs, replacing HVAC units, and painting school exteriors.

Innovations, allows youth to share their life experiences, feelings, and Filipino culture. NVEF is the lead organization in the Napa Wellness Collaborative committed to building and sustaining Wellness Centers at all NVUSD school campuses. In 2022, On the Move will open a Family Resource Center at the Napa Junction Elementary campus, funded by NVEF and the Napa Valley Vintners. NVEF serves all 20,000 students and 1,000 educators in Napa County’s public school system.

AMERICAN CANYON EDUCATION DEMOGRAPHICS

Dedicated to educational excellence and student success since opening in 1942, Napa Valley College has a rich tradition of educating generations of Napa Valley residents. Their state-of-the-art facilities attract students from a wide geographic area who want to take advantage of programs not offered elsewhere in the region. The Napa County Office of Education (NCOE) provides academic services and enrichment opportunities for students, teachers, and the community. They currently operate a California State Preschool Program at Napa Junction Elementary School. NCOE and NVUSD partner to provide high-quality Career Technical Education to students at ACHS in business, hospitality, construction trades, and sports medicine pathways. These courses prepare students for college and careers by bringing theory and practice together through hands-on instruction. Each year the Napa County Reads program brings an author to Napa County with a presentation open to all students. The Napa Valley Education Foundation (NVEF) aims to inspire Napa Valley public school students to broaden horizons, deepen knowledge and develop skills to become confident, healthy, and successful individuals in the community. The NVEF fosters community support and private funding for public school programs that create excellence in College & Career Readiness, Music Education, Youth Wellness, and Classroom Innovation. Based out of ACHS and ACMS, Filipino Life and Generation Groups (FLAGG), an intergenerational project of the Napa Valley Education Foundation and Napa County MHSA
