A Message From The City Manager
Dear Campbell Residents,
I hope this message finds you well. We are committed to keeping Campbell residents informed of City of Campbell (City) programs and projects and are excited to share some updates that have occurred in the City since our last message.
State of the City
The “State of the City” address is an opportunity for the City to provide the community with an update on the City’s priorities, as set by the City Council, and on anticipated challenges. It also provides a roadmap for the future that includes the City’s plans and goals.
This year’s State of the City address was presented by Mayor Susan M. Landry on September 18, 2024. The presentation was delivered in the format of an interview between the Mayor and the Chair of the Youth Commission. The theme of the event was Sustainability, which is one of the seven strategic priorities set by the City Council. These strategic priorities are established early in the calendar year and guide City staff with the development of the City budget. The seven strategic priorities for this year are Long-Term Land Use Planning & Housing, Measure O, Financial Stability, Sustainability, Community Health & Safety, and CIP & Operations. The State of the City was broken down into the following major topics, including Council Strategic Priorities, Addressing Sustainability, Addressing the City Council’s Strategic Priorities, Fiscal Health of the City, and Ballot Measure Information.

Measure O Projects – Funding Sources & Construction Timelines
In November 2018, the City Council authorized a $50M general obligation bond measure (“Measure O”) to fund the design and construction of a new Police Operations Building and renovations to the Campbell Library. Campbell voters approved Measure O by 69.5%. Since the passage of Measure O in 2018, major progress has been made on the Police Operations Building Project and the Campbell Library Renovations Project.
The Police Operations Building Project has a construction budget of $36M, with funding sources including the Measure O bond measure, grant funding, American Rescue Plan Act (ARPA) funding, and General Fund dollars. Construction commenced in February 2024 and the new Police Operations Building (Phase One of the Project) is currently estimated to be completed at the

In December 1925, Mr. & Mrs. John Colpitts Ainsley moved into the Ainsley House, just in time to celebrate Christmas. Mr. Ainsley was the first industrialist fruit canner in Campbell. The House is a Tudor Revival style home with original furnishings purchased by the family in 1925. In 2005 the House became listed on the National Register of Historic Places, the Ainsley House opened to the public for tours in 1994.

In 1964, the first Campbell Historical Museum exhibit opened in the Country Women’s Club headquarters on Campbell Avenue. In 1984, the museum opened its doors in the Old Fire House. The Museum offers all year round hands-on history experiences in its one room exhibit hall filled with four exhibit stations, a 1925 electric car, a visitor orientation area and an outdoor public native plant garden.

Pre-Tap & Ballet (3-5 YRS)
This combination dance class begins at age 3 years old, and will combine the rhythm of tap, and the grace of ballet. Basic steps of both dance genres will be taught in fun, easy to understand techniques. Dance develops coordination, increases social skills and enhances children’s ability to follow directions. Ballet shoes and Tap shoes are recommended, but not required. Parents must stay on site to assist their child with the shoe change. PreTap Level 2 students must have completed at least one session of Pre-Tap with Miss Rachael. Do you have a handy kid or one who likes to tinker around the garage? All children are naturally curious with a desire to create and learn. We are all born makers! This class will use multiple materials, such as clay, metal, cardboard, paper, fabric, raw materials, various sizes, textures, where each child can express themselves freely. Some projects are more free form, showing them ideas without explaining them. Other projects are more structured with steps to follow, but children are encouraged to expand on those ideas. It’s the process, not the finished product! If you give children the tools and opportunity to create independently, they will develop skills that will last a lifetime!

This is a follow-up class to Beginning Piano Level 1. Students will work on music rudiments and songs, both, as a group as well as receive some individual instruction. The Campbell Wave non-competitive swimming team is open to ages 5-18 years. Enrollment is ongoing and practices are held year-round, Monday through Friday, and are divided by age and swim level. Lifeguarding Academy (15+ YRS)
The Lifeguarding Academy is designed to prepare participants for Lifeguard employment eligibility. This class has a combined online and in person practice to allow for self-paced learning (online) and skill practice (in-person). Participants must be 15 yrs by the end of the class and must be able to pass the pre-test given on the first day of the class: 200-yard continuous swim test using freestyle (front crawl) or breaststroke, two minutes of treading water with legs only, and timed retrieval of a 10lb brick from the bottom of the pool. The participants are eligible to receive the Lifeguarding (Including Deep Water) with CPR/AED for Professional Rescuers and First Aid certification which is valid for 2 years. Based on participants progress and skills, instructors may determine the student is not eligible to receive the certification and/or participate in the final examination. Attendance is mandatory for all class sessions. Online modules need to be completed before the first day of the class. More information about the online portion will be emailed two weeks before the start of the class. This class does not guarantee future employment. Class time and location are subject to change.

SGeneral Lap Swim is reservable by day and swim time (AM, Noon, PM, and Weekend Lap Swim). Lanes are designated by speed. Lanes 1, 2, and 7 have a maximum of three (3) swimmers per lane, Lanes 3, 4, 5, and 6 have a maximum of four (4) swimmers per lane, and Lane 8 has a maximum of two (2) swimmers per lane. General Lap Swim sessions are reservable for all 15+ yrs patrons.
SPrivate Lap Swim Lanes are reservable by day and session time for one (1) person per lane. Private Lanes are reservable by 30, 45, or 60 minute sessions. Reservations are available for 3 months opening December 6 (Jan-Mar), March 7 (Apr-June), June 6 (July-Sept), September 5 (Oct-Dec). All Private Lap Swim Lanes are reservable for 18+ patrons only.

Adult Kenpo Karate (18+ YRS)
Kenpo Karate classes help develop coordination, balance, agility and strength through drills, games and technique application. Kicking, punching, blocking and tumbling are taught while safety is stressed in all aspects of training. Classes are taught by Professor Hans Ingebretsen, who holds an eighth-degree black belt. Loose, comfortable clothing is recommended for beginners, while a white karate uniform (gi) is required for intermediate and advanced students. CERT Hybrid Academy (18+ YRS)
CERT: Community Emergency Response Team. In the event of an area wide disaster, critical infrastructure and emergency services will be impacted. This Academy trains residents to prepare for and respond to life-threatening events in their community. Class dates: Feb 25 - March 13. Learning Course (13+ YRS)
This American Heart Association (AHA) Heartsaver CPR/AED blended learning course (both online and in-person) includes learning adult, child & infant CPR, how to use an Automated External Defibrillator (AED) and how to assist someone who is choking. This blended learning course has two parts:
1) Online videos and guided interactive exercises (2-3 hours to complete). The online portion of the training may be completed in one session or broken up into several sessions.
2) In-person skills practice and testing session (approximately 30 minutes). Skill testing drop-in sessions are offered every Wednesday from 2:00pm to 5:00pm at a Fire Dept. training site in Campbell. No appointment necessary.

Functional Fitness (50+)

Picnic reservations can be made online and rental fees are due at time of reservation. Campbell residents may make reservations a full 180 days in advance (approx. 6 months). Non-residents may make a reservation 1 day later than residents. Reservations must be made at least 2 business days in advance of requested date. Small bounce houses are allowed with a picnic reservation at JDM Sites 1-4 and Edith Morley Park ONLY, and only bounce house companies who have insurance on file with the city may be used.

JDM Park is the City’s largest park and offers a variety of amenities, including horseshoe pits, sand volleyball courts, softball and soccer fields, basketball courts, large open field areas and two children’s play areas. The park features nine reservable picnic areas. NOTE: Outside portable equipment (tables, BBQs, canopies, tents, etc.) is NOT allowed.

Edith Morley Park

Edith Morley Park was designed to be environmental in nature. Amenities include a community garden, restrooms, eight picnic tables, an open turf area, wildflowers, and a marsh and wetland area. For information on the community garden, contact the Public Works Maintenance Department at (408) 866-2145. Group reservations for the picnic area at Edith Morley Park are available. The Campbell Community Center has 782 parking stalls. Additional free parking is available in the Downtown area:
The Second Street Parking Garage - located between Second & Third Streets at the corner of Civic Center Drive. This garage is accessible from both Second and Third Streets and has 300 parking stalls. It is a short three block walk to the Community Center from this garage.
The First Street Parking Garage - located off First Street south of Orchard City Drive near the Water Tower. This garage has 200 parking stalls and is a 5-block walk to the Community Center and convenient to restaurants Downtown, as well as to the Downtown Campbell Light Rail Station.

Recreation Youth Scholarship
The City of Campbell Recreation Scholarship program is open to children under the age of 17 years old. We have expanded beyond the Campbell border, please submit an application to determine if you are eligible. The scholarship is a privately funded program that grants a limited scholarship, with the intent of providien a positive recreation experience. Registration Fees
Campbell Residents will receive $10 off of each activity at check-out on selected activities. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.
Resident Status
A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school districts are not considered residences. Those living within Campbell’s incorporated city limits, but having a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, preprinted personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.
Refund and Transfer Policy
All cancellation or transfer written requests must be made to the Recreation Office with at least a 5 business days’ notice prior to the start date of the activity. A $10 cancellation fee per activity (i.e. week of camp or swim lesson) per person will be deducted from the refund. A $2 cancellation fee per flex activity day (i.e. each date out of a series of flex fitness activities). Cancellations or transfers with less than 5 business days’ notice will NOT receive a refund or transfer. Online request forms available at campbellca.gov/recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required and must be provided within six (6) weeks of the activity start date. Separate policies apply to trips, facility reservations, Campbell Recreation Pre-school, and Heritage Theatre events. Please inquire BEFORE registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is canceled by the Recreation Department.
Waiting Lists
Waiting lists are established once a class is filled. If a vacancy occurs more than two working days prior to the start of the class, waiting list names will be called and/or emailed and given a limited time to register for the vacancy. Less than two business days before class starts, openings MAY be filled on a first come, first serve basis.
Age Requirements
The participant must be the indicated age by the starting date of the class. Proof of age may be required for some programs (i.e. pre-school, 50+ classes).
Campbell Recreation’s Satisfaction Guarantee
The staff and the instructors of the Recreation and Community Services Department are confident that they can provide the best quality recreation experience available. If a customer is not satisfied and notifies the Recreation Office by the second class date, a refund can be issued or a transfer made, to allow the customer to try something different. Customers must submit a Satisfaction Guarantee form available at campbellca.gov/ recreation. Fitness passes, adult sports leagues, trips and Heritage Theatre tickets/shows are not included. Other restrictions may apply.
