A Message From The City Manager

Dear Campbell Residents,

I hope this message finds you well. We are committed to keeping Campbell residents informed of City programs and services, and below are some updates that have occurred in the City of Campbell since our last update.

Downtown Campbell Farmers’ Market

The City’s Downtown Campbell Farmers’ Market (“Farmers’ Market”) is a prized offering that has consistently been rated one of the best farmers’ markets in the South Bay Area.

As the current operator, Urban Village Farmers’ Market Association’s (“UVFM”) agreement with the City approached its expiration date and in line with the City’s procurement process, the City issued a Request for Qualifications (“RFQ”) in March 2024 for qualified operators interested in continuing the operation of the Farmers’ Market. As a result, City staff determined UVFM as the most qualified candidate to continue the operations of the Farmers’ Market based on their RFQ submission and responses provided during the panel interview stage.

At its May 21, 2024 Regular City Council Meeting, the City Council passed and adopted a resolution authorizing the execution of a new agreement between the City and UVFM for the operation and management of the Farmers’ Market. For more information, please visit www.campbellca.gov.

Economic Development Plan

The City’s Economic Development Plan is a comprehensive document that helps lay the foundation for sustaining a dynamic business environment to attract businesses, workforce talents, and visitors to Campbell, all while preserving the community’s values and Campbell’s small-town character.

With the collaboration of outside consultants, City Council, the Planning Commission, the Economic Development Advisory Committee, City staff, and the various stakeholders and focus groups involved, the City was able to prepare the new 2024 Economic Development Plan; outlining the approach and roadmap towards attracting and retaining businesses and talent, exploring best uses of available space, and providing a higher quality of life for Campbell residents.

At its April 2, 2024 Regular City Council Meeting, the City Council passed and adopted a resolution adopting the 2024 Economic Development Plan. For more information, please visit www.campbellca.gov.

Come and register for the City of Campbell’s Annual Community Garage Sale, CAMPBELL ON SALE! It will be held on Saturday, October 12, 2024, from 8:00 a.m. to 4:00 p.m.

Every household will be able to register with the city and have their October 12th garage sale publicized in the local press for free! All registrants will receive information containing tips on having a successful garage sale and a resale resource list.

This is a great opportunity to take part in CAMPBELL ON SALE. Clean your garage, closets and attic of toys, tools, clothes, furniture, and other goodies that are lingering and collecting dust. Have fun getting neighbors to participate and turn it into an amazing block party!

Storytime with Santa

Santa Claus will take time out of his busy holiday schedule to make this special annual event at the Campbell Community Center! Parents participate with their child/children. Santa will read a holiday story and children will have the opportunity to take a photo with Santa. Parents are welcome to bring their own camera. Children are welcome to come dressed in their pajamas. This activity is popular and spaces are limited, so please register early! The fee is for each child only. Crafts will be available for children while they wait to visit with Santa. Resident activity discount does not apply.

Kids’ Day at the CCC (3-13 YRS)

Parents have a quiet day in or a day out on the town while children enjoy an day with their friends, creating their own arts and crafts, playing games, and having fun. Each day will have it’s own theme. Bring your own lunch and water bottle. A $5 discount is given for siblings registered at the same time. Resident activity discount does not apply.

Floating Pumpkin Patch

It’s pumpkins galore in the water! Swim around searching for your perfect pumpkin in our floating pumpkin patch while our certified Life-ghouls keep you safe. Bring your best Halloween spirit and join us for an afternoon of spooktacular fun. We’ll have floating pumpkins in the water, exciting on land games, and pumpkin decorating fun. Registration opens on Aug. 6.

In 1964, the first Campbell Historical Museum exhibit opened in the Country Women’s Club headquarters on Campbell Avenue. In 1984, the museum opened its doors in the Old Fire House. The Museum offers year round hands-on history experiences in its one room exhibit hall filled with four exhibit stations, a 1925 electric car, a visitor orientation area and an outdoor public native plant 51 N. Central Avenue

Toddlers

Pre-Tap & Ballet (3-5 YRS)

This combination dance class begins at age 3 years old, and will combine the rhythm of tap, and the grace of ballet. Basic steps of both dance genres will be taught in fun, easy to understand techniques. Dance develops coordination, increases social skills and enhances children’s ability to follow directions. Ballet shoes and Tap shoes are recommended, but not required. Parents must stay on site to assist their child with the shoe change. Pre-Tap Level 2 students must have completed at least one session of Pre-Tap with Miss Rachael.

Paint & Play (3-5.5 YRS)

Join our art class designed for pre- school aged children! Each session, we will explore various mediums such as painting on canvas, playing with watercolors, creating with oil pastels on velvet paper, and making mosaics on wood. The possibilities are endless! Your child will leave with a unique project at the end of every class. Come explore art and dress for a mess! Our age-appropriate mixed media projects allow each child to be creative while developing a rich imagination. This is a FUN process art workshop. You will be able to take home most of your projects. If you decide to register for multiple workshops, you will have the opportunity to turn your previous artwork into a more finished KEEPSAKE ART PIECE. Clay Time (6-12 YRS)

Each week your child will have the opportunity to have fun and create beautiful 3 dimensional clay projects. With the help of their instructor, they will learn basic information and vocabulary about clay construction and finishing techniques. Students will be guided through projects and will have creative freedom when designing their pieces. All pieces will be fired and glazed for finished products. The ultimate goal of this class is to bring out your child’s creativity and develop skills with clay!

Do you have a handy kid or one who likes to tinker around the garage? All children are naturally curious with a desire to create and learn. We are all born makers! This class will use multiple materials, such as clay, metal, cardboard, paper, fabric, raw materials, various sizes, textures, where each child can express themselves freely. Some projects are more free form, showing them ideas without explaining them. Other projects are more structured with steps to follow, but children are encouraged to expand on those ideas. Youth Kenpo Karate (7-17 YRS)

Kenpo Karate classes help develop coordination, balance, agility and strength through drills, games and technique application. CAMPBELL RECREATION CORE VALUES:

This is a recreational, co-ed, youth basketball league where fun and fundamentals are emphasized, and all skill levels are welcome! Players will learn techniques of dribbling, shooting, passing, defense, good sportsmanship, and other fundamentals of the game from parent volunteer coaches. All players will play a minimum of two full quarters each game.

GRADE LEVELS/DIVISIONS

The Campbell Recreation Youth Basketball League is offered during the winter season and organized by grade levels, 1st - 5th (divisions)*. Teams will be randomly generated after the close of registration and no friend requests will be accepted. The deadline to register is December 6th to allow enough time to order jerseys. All games and practices are held on Saturdays at the Campbell Community Center gyms: there will be a one-hour practices followed by one-hour gameplay**. Team rosters and schedules will be distributed at the Preseason Parent & Coaches meeting on Tuesday, December 17th (and emailed the next day).

*Pending participation numbers, divisions (grade levels) may be combined.

**Times listed are for the whole day, division times will be specific windows that will be determined and communicated after enrollment closes and teams/divisions are created.

PARENT COACHING & INVOLVEMENT

As the Campbell Youth Basketball League relies heavily on parent volunteers, we encourage parents to volunteer to coach and/or help weekly with keeping score and running the game clock. All coaching volunteers are required to be fingerprinted (this service is provided by the City and will be available upon requesting to volunteer) and will need to complete the process and be cleared by the first Saturday of league play.

PRESEASON PARENTS AND COACHES MEETING

The parents and coaches meeting will be held on Tuesday, December 17th at 6:30pm in the Orchard City Banquet Hall at the Campbell Community Center.

SIGNING UP TO BE A COACH

Teams are coached by volunteer parents and adults. It is required that each team has at last one parent coach. If you are interested in coaching or being an assistant coach, please indicate in the prompts (while checking out and paying for the league) if you are interested in being a Head Coach or Assistant Coach or helping to run scoreboards. Coaches are needed to oversee each team, provide supervision, guidance, and fun. Interest in working with youth and a positive approach are required.

Get ready to have a blast! Feel the clay through your fingers as it spins on the wheel. Adult Kenpo Karate (18+ YRS)

Kenpo Karate classes help develop coordination, balance, agility and strength through drills, games and technique application. Kicking, punching, blocking and tumbling are taught while safety is stressed in all aspects of training. Classes are taught by Professor Hans Ingebretsen, who holds an eighth-degree black belt. Loose, comfortable clothing is recommended for beginners, while a white karate uniform (gi) is required for intermediate and advanced students. This American Heart Association online blended learning course includes Adult, Child & Infant CPR, how to use an Automated External Defibrillator (AED) and assist someone who is choking. Blended learning has two parts: 1) Online video and guided interactive exercises (2-3 hours to complete). The online portion of the training may be completed in one session or broken up into several sessions. 2) In-person skills practice and testing session (approximately 30 minutes). Qigong (50+)

Qigong (pronounced “chee-gong”) meditation is an ancient Chinese healing practice that combines meditation, controlled breathing, and gentle movement. The Qigong practice of Eight Silk Brocades is an iconic set of 8 movements to help with balance and wellness. Exercises in this class are optimal for adults (50+), including those with limited balance or prefer to exercise from a chair. Beginning to intermediate level students are welcome.

Functional Fitness (50+)

All level chair class designed for members who are looking to get back to fitness, increase fitness, suffering from new health issues, or recovering from surgeries. Resistance bands and optional light weights are used to improve balance and stability through a variety of exercises including strength training, low impact aerobics (seated or standing with options of some traveling moves), and stretching. Make Reservation Requests ONLINE

Picnic reservations can be made online and rental fees are due at time of reservation. Campbell residents may make reservations a full 180 days in advance (approx. 6 months). Non-residents may make a reservation 1 day later than residents. Reservations must be made at least 2 business days in advance of requested date. Small bounce houses are allowed with a picnic reservation at JDM Sites 1-4 and Edith Morley Park ONLY, and only bounce house companies who have insurance on file with the city may be used.

JDM Park is the City’s largest park and offers a variety of amenities, including horseshoe pits, sand volleyball courts, softball and soccer fields, basketball courts, large open field areas and two children’s play areas. The park features nine reservable picnic areas. NOTE: Outside portable equipment (tables, BBQs, canopies, tents, etc.) is NOT allowed. .

Edith Morley Park was designed to be environmental in nature. Amenities include a community garden, restrooms, eight picnic tables, an open turf area, wildflowers, and a marsh and wetland area. For information on the community garden, contact the Public Works Maintenance Department at (408) 866-2145. Group reservations for the picnic area at Edith Morley Park are available. The Second Street Parking Garage - located between Second & Third Streets at the corner of Civic Center Drive. This garage is accessible from both Second and Third Streets and has 300 parking stalls. It is a short three block walk to the Community Center from this garage.

The First Street Parking Garage - located off First Street south of Orchard City Drive near the Water Tower. This garage has 200 parking stalls and is a 5-block walk to the Community Center and convenient to restaurants Downtown, as well as to the Downtown Campbell Light Rail Station.

Recreation Youth Scholarship

The City of Campbell Recreation Scholarship program is open to children under the age of 17 years old. We have expanded beyond the Campbell border, please submit an application to determine if you are eligible. The scholarship is a privately funded program that grants a limited scholarship, with the intent of providien a positive recreation experience. Registration Fees

Campbell Residents will receive $10 off of each activity at check-out on selected activities. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.

Resident Status

A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school districts are not considered residences. Those living within Campbell’s incorporated city limits, but having a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, preprinted personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

Refund and Transfer Policy

All cancellation or transfer written requests must be made to the Recreation Office with at least a 5 business days’ notice prior to the start date of the activity. A $10 cancellation fee per activity (i.e. week of camp or swim lesson) per person will be deducted from the refund.

A $2 cancellation fee per flex activity day (i.e. each date out of a series of flex fitness activities). Cancellations or transfers with less than 5 business days’ notice will NOT receive a refund or transfer. Online request forms available at campbellca.gov/recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required and must be provided within six (6) weeks of the activity start date. Separate policies apply to trips, facility reservations, Campbell Recreation Pre-school, and Heritage Theatre events. Please inquire BEFORE registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is canceled by the Recreation Department.

Waiting Lists

Waiting lists are established once a class is filled. If a vacancy occurs more than two working days prior to the start of the class, waiting list names will be called and/or emailed and given a limited time to register for the vacancy. Less than two business days before class starts, openings MAY be filled on a first come, first serve basis.

Age Requirements

The participant must be the indicated age by the starting date of the class. Proof of age may be required for some programs (i.e. pre-school, 50+ classes).

Campbell Recreation’s Satisfaction Guarantee

The staff and the instructors of the Recreation and Community Services Department are confident that they can provide the best quality recreation experience available. If a customer is not satisfied and notifies the Recreation Office by the second class date, a refund can be issued or a transfer made, to allow the customer to try something different. Customers must submit a Satisfaction Guarantee form available at campbellca.gov/ recreation. Fitness passes, adult sports leagues, trips and Heritage Theatre tickets/shows are not included. Other restrictions may apply.

I understand that this waiver will continue in full legal force and effect. I further agree the venue for any legal proceedings shall be in California. I affirm I am of legal age and am freely signing this document. I have read this form and fully understand that by signing this form, I am giving up legal rights and/or remedies which shall be available to me against the City of Campbell or any of the parties listed above. The City is not responsible for lost or stolen articles. Refunds, less $2.00 for flex class/$10.00 for other class admin. fee, will be given to registered participants who cancel up to five (5) business days in advance of a class start date. Cancellations less than 5 business days notice will not receive a refund.
