A Message From The City Manager Dear Campbell Residents, I hope this message finds you well. We are committed to keeping Campbell residents informed of City of Campbell (City) programs and services and are excited to share some milestones that have occurred in the City since our last update. State of the City The “State of the City” address is an opportunity for the City to provide the community with an update on the City’s priorities, as set by the City Council, and on anticipated challenges. It also provides a roadmap for the future that includes the City’s plans and goals. This year’s State of the City address was presented by Mayor Anne Bybee on September 13, 2023. The presentation was broken down into major topics, including: Milestones, Current Major Projects, Succession Planning, Financial Health of the City, Council Priorities, Upcoming Projects for Fiscal Year 2024, Recognition of City Departments and City Staff, Future Outlook of the City, and Acknowledgments of the City’s Boards and Commissions, as well as the City’s partnerships with various outside organizations and associations; all of which make Campbell a great place to live, work, and play. Measure O – Campbell Library Renovation Project In November 2018, the City Council authorized a $50M general obligation bond measure (“Measure O”) to fund the design and construction of a new Police Operations Building and renovations to the Campbell Library. Campbell voters approved Measure O by 69.5%. Of the $50M in Measure O funds available, $20.5M was allocated for the Campbell Library Renovation Project (“Project”). In addition to the Measure O funds allocated, $5.7M in grant funds were awarded to the Project from local and state agencies. On May 19, 2020, Jayson Architecture was awarded the design consultant services contract for the Project. Jayson Architecture’s work on the plans and specifications would later serve as the eventual blueprint for construction. While design was underway, in early 2022, a Request for Qualifications (“RFQ”) was issued to solicit bids for interested and qualified contractors to bid on the Project. On June 6, 2023, the City Council adopted a resolution approving the Project’s final plans, specifications, and estimates (“PS&E”). Following the City Council’s approval and authorization, City staff issued an invitation to pre-qualified contractors to submit their construction bids and on August 30, 2023, the bids were opened. Lathrop Construction Associates, Inc. was determined to be the lowest responsive bidder and on September 19, 2023, the City Council approved and awarded the construction contract to Lathrop Construction Associates, Inc. A tentative schedule has been developed for the Project, with an anticipated groundbreaking date in November 2023 and an estimated construction completion date of June 2025. 51 N. Central Avenue In 1964, the first Campbell Historical Museum exhibit opened in the Country Women’s Club headquarters on Campbell Avenue. In 1984, the museum opened its doors in the Old Fire House. The Museum offers all year round hands-on history experiences in its one room exhibit hall filled with four exhibit stations, a 1925 electric car, a visitor orientation area and an outdoor public native plant garden.

In December 1925, Mr. & Mrs. John Colpitts Ainsley moved into the Ainsley House, just in time to celebrate Christmas. Mr. Ainsley was the first industrialist fruit canner in Campbell. The House is a Tudor Revival style home with original furnishings purchased by the family in 1925. In 2005 the House became listed on the National Register of Historic Places, the Ainsley House opened to the public for tours in 1994.

Children will learn the basics of hand, hip, feet movement in the Hula and basic information about the Polynesian culture, history and language while learning to dance Polynesian Songs and working on tropical crafts. Hip Hop (7-12 YRS) Fast-paced and fun, this class keeps children moving. Great music and fun routines are taught with easy, step-by-step instructions that will build confidence and coordination. Athletic shoes are the recommended footwear for this class. An additional $40 material fee will be collected for the costume for the Spring Dance Recital which will be held April 28th. Todd Dissly Athletics (TDA) was honored by Racquet Sports Industry (RSI) as the 2013 Champion of Tennis. In 2012 TDA was awarded the USPTA Service to Tennis. Additionally, based on their extensive work and success with junior tennis players, the USTA selected TDA to run one of the first ever Early Development Centers in the country (2011). Whether you are just learning to play the game, looking for a cardio workout, playing socially at your local club, competing in USTA leagues, or seeking the most exciting instruction for young children, we have a program that fits your lifestyle.

Tennis: TDA Rally Camp (7-12 YRS) Pre-Circuit Tennis Camp is designed to be beginner-friendly and to engage children in tennis as a team sport, while having fun with their friends and learning fundamental skills. L L E B P C AM CAMPBELL RECREATION CORE VALUES: This is a recreational, co-ed, youth basketball league where fun and fundamentals are emphasized, and all skill levels are welcome! Players will learn techniques of dribbling, shooting, passing, defense, good sportsmanship, and other fundamentals of the game. All players will play a minimum of two full quarters each game.

GRADE LEVELS/DIVISIONS The Campbell Recreation Youth Basketball League is offered during the winter season and divided by grade levels, 1st - 5th. Each division is organized by grade and skill level*. All games and practices are held on Saturdays at the Campbell Community Center gyms. Team schedules will be distributed before the league begins. The league timeframe is approximate and will vary by team; there will be a onehour practice followed by a one-hour game each Saturday. A team schedule will be given once teams are formed in mid-December. *Pending participation numbers, divisions (grade levels) may be combined.

PLAYING WITH FRIENDS AND/OR COACHING REQUESTS Teams are organized by grade and skill level and boys and girls play together on the same teams. Athletes will be placed on teams based on balance, grade and requested friends on the team. There is no guarantee each participant will be placed on the team of their choice. Every accommodation will be made to achieve balanced teams and divisions.

PRESEASON PARENTS AND COACHES MEETING A parents and coaches meeting will be held on Tuesday, December 19th at 6:30pm in the Orchard City Banquet Hall at the Campbell Community Center.

AQUATICS Lifeguarding Academy (15+ YRS) The Lifeguarding Academy is designed to prepare participants for Lifeguard employment eligibility. This class has a combined online and in-person practice to allow for self-paced learning (online) and skill practice (in-person). Participants must be 15 years old by the end of the class and must be able to pass the pre-test given on the first day of the class: 300-yard continuous swim test using freestyle (front crawl) or breaststroke, two minutes of treading water with legs only, and timed retrieval of a 10lb. brick from the bottom of the pool. The participants are eligible to receive the Lifeguarding with CPR/AED for Professional Rescuers and First Aid certification which is valid for 2 years. Based on participants progress and skills, instructors may determine the student is not eligible to receive the certification and/or participate in the final examination. Attendance is mandatory for all class sessions. Online modules need to be completed before the first day of the class. The Campbell Community Center Pool features one 20-yard by 25-yard outdoor pool that ranges from 31/2 feet at the shallow end to 9 feet at the deep end. Heated by both solar and gas, the pool is maintained at a comfortable 80-82 degrees year round. Heartsaver CPR/AED (18+ YRS) This American Heart Association online blended learning course includes Adult, Child & Infant CPR, how to use an Automated External Defibrillator (AED) and assist someone who is choking. Blended learning has two parts: 1) Online video and guided interactive exercises (2-3 hours to complete). The online portion of the training may be completed in one session or broken up into several sessions. 2) In-person skills practice and testing session (approximately 30 minutes). Additional free parking is available in the Downtown area: The Second Street Parking Garage - located between Second & Third Streets at the corner of Civic Center Drive. This garage is accessible from both Second and Third Streets and has 300 parking stalls. It is a short three block walk to the Community Center from this garage. The First Street Parking Garage - located off First Street south of Orchard City Drive near the Water Tower. This garage has 200 parking stalls and is a 5-block walk to the Community Center and convenient to restaurants Downtown, as well as to the Downtown Campbell Light Rail Station. Parks Campbell Community Center

The facility contains: tennis courts, handball courts, athletic fields, an allweather track, outdoor fitness zone at the track (for ages 14+), restrooms and a skate park. Night lighting keeps the tennis courts, handball courts and track open for use until 10 p.m. each night. All courts are available on a “first come first serve” basis except during Campbell Recreation tennis lessons. Athletic fields are available for reservation. Group picnics are not allowed at the Community Center. No BBQs are allowed.

Stojanovich Family Park incorporates Campbell’s agricultural history featuring toddler-age play equipment, non-reservable picnic tables, children’s interpretive panels, central lawn area, pedestrian bridge and a restroom. Campbell Park facilities include two outdoor lighted basketball courts with tiered lawn seating for spectators, one small and one large fencedin children’s play area, water play feature, swings, non-reservable picnic tables, BBQs, central lawn vista area, horseshoe pits, restrooms and access to the Los Gatos Creek Trail and Par Course. NOTE: Outside portable equipment (tables, BBQs, canopies, tents, etc.) is NOT allowed.

Jack Fischer Park features include: age-specific play equipment for both toddlers and school-age children, a water play feature, a stream that is activated on demand for sand building and a large lawn area. Restrooms and picnic tables are located on site. Jack Fischer Park is NOT reservable for groups. NOTE: Outside portable equipment (tables, BBQs, canopies, tents, etc.) is NOT allowed.

Registration Registration Fees Campbell Residents will receive $10 off of each activity at check out on selected activities. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.

Resident Status A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school districts are not considered residences. Those living within Campbell’s incorporated city limits, but having a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, preprinted personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

Refund and Transfer Policy All cancellation or transfer written requests must be made to the Recreation Office with at least a 5 business days’ notice prior to the start date of the activity. A $10 cancellation fee per activity (i.e. week of camp or swim lesson) per person will be deducted from the refund. A $2 cancellation fee per flex activity day (i.e. each date out of a series of flex fitness activities). Cancellations or transfers with less than 5 business days’ notice will NOT receive a refund or transfer. Online request forms available at campbellca.gov/recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required and must be provided within six (6) weeks of the activity start date. Separate policies apply to trips, facility reservations, Campbell Recreation Pre-school, Wave Swim Team and Heritage Theatre events. Please inquire BEFORE registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is canceled by the Recreation Department.

Recreation Youth Scholarship

Waiting Lists

The City of Campbell Recreation Youth Scholarship program is open to children under the age of 17 who are Campbell residents. The scholarship fund is a privately-funded program that grants a limited scholarship to a Campbell child, with the intent of providing a positive recreation experience.

Waiting lists are established once a class is filled. If a vacancy occurs more than two working days prior to the start of the class, waiting list names will be called and/or emailed and given a limited time to register for the vacancy. Less than two business days before class starts, openings MAY be filled on a first come, first serve basis.

TO MAKE A DONATION: If you’d like to make a donation, please call the Recreation Office at (408) 866-2104. Donations of any denomination are accepted year-round and 100% of the donation goes directly to benefit Campbell resident youth. Invest in Campbell’s youth today! The participant must be the indicated age by the starting date of the class. Proof of age may be required for some programs (i.e. pre-school, 50+ classes).

Campbell Recreation’s Satisfaction Guarantee

The staff and the instructors of the Recreation and Community Services Department are confident that they can provide the best quality recreation experience available. If a customer is not satisfied and notifies the Recreation Office by the second class date, a refund can be issued or a transfer made, to allow the customer to try something different. Customers must submit a Satisfaction Guarantee form available at campbellca.gov/ recreation. Fitness passes, adult sports leagues, trips and Heritage Theatre tickets/shows are not included. Other restrictions may apply.
