DEAR NEIGHBORS,

When Janie and I were pulled together for this year’s photo, we both reflected on what a strange and unpredictable year 2020 turned out to be. Many local businesses have struggled under the weight of partial lockdowns, and sadly, many of our citizens have experienced the ill effects of COVID-19 or lost loved ones to the illness. Our thoughts and prayers go out to everyone impacted by COVID-19, and we look forward to some degree of normalcy in 2021. Chamber activities were not immune to the impacts of COVID-19. Our luncheons were suspended and ribbon cuttings and after-hours events were cancelled or deferred indefinitely, depriving our members of the networking opportunities that are the lifeblood of membership. The question rapidly became: How could the chamber continue to be a catalyst for creating value for our members? When reflecting on that challenge, I kept drifting back to the observations of noted business author Jim Collins. He makes the point that great organizations “keep clear the difference between their core values {which never change) and operating strategies and cultural practices (which endlessly adapt to a changing world).” I believe our chamber staff has modelled that philosophy remarkably well, remaining true to the Chamber’s core focus – To Promote Our Member Businesses – and the underlying principles of Community, Partnership and Growth. A few examples of this include:

• Working with a videographer to produce 45+ video segments to help companies promote their businesses • Implementing the weekly “Foodie Finds” program which provides a platform for local restaurants to promote their business on the chamber’s social media platforms • P artnering with the City to broaden the reach of the Germantown Magazine and provide advertising opportunities for our member businesses • C reating the “I’m Here” program and distributing business cards to members to leave behind when visiting another business, providing a tangible reminder of members supporting other chamber members As both a member of the board and a Germantown resident I want to thank the chamber staff for their commitment to our membership. I also want to acknowledge our public officials - old and new - for helping navigate the difficult realities of this past year and constantly looking for new ways to better serve our community. And finally, I want to acknowledge the great people of Germantown, who never cease to impress me with their commitment to one another. I am truly proud to be a Germantown resident. It has been the highlight of my career to accept the 2019 Malcolm Baldrige Quality Award on behalf of all the public servants who work tirelessly for our City and for the residents, our customers, who choose to call our community home. Our pride in this achievement is difficult to express. This recognition represents years of hard work and determination by City staff and senior leaders to be able to demonstrate a new paradigm for the delivery of public service in our community focused on performance excellence, results and continuous improvement. Winston Churchill once said, “The price of greatness is responsibility.” As a local government and a recipient of the Malcolm Baldrige Quality Award, we shall serve as that “city upon a hill” for our citizens and a role model for other cities across the country. I am humbled to be among such an amazing group of leaders representing the very best of the American economic spirit. They understand that the Baldrige award is the highest achievement and honor that can be achieved by any organization large or small. They also

understand that this journey we all embarked upon is the ultimate test of our organization's value and worth and where effectiveness is truly tested. Thomas Jefferson once said, “The government closest to the people best serves the people.” In the City of Germantown we couldn’t agree more. Our citizens have a right and expectation that we will provide product and service quality utilizing the resources they have entrusted to us to: • P rotect them from violence with police, fire and emergency medical services. •P rovide goods and services that individuals cannot provide for themselves, including roads, bridges, sanitation, economic growth. • Enhance their capabilities with parks, recreation, libraries and cultural arts. When looking for light at the end of the long dark tunnel known as the great recession, we embraced the Baldrige excellence framework as the way to manage the delivery of municipal services in the most responsive and

responsible manner. Our Baldrige journey has allowed us to destroy many of the belief systems that keep governments from improving and to understand that as a local government: • We produce products that can be measured and therefore improved • We have customers, our citizens, with rights and privileges whose satisfaction is essential for our long term success. • And finally, we are here to make a profit, not in the monetary sense but in delivering superior results. I

n sports and in life, those known for significant accomplishments are often described as “number one.” With its success in providing excellent fire and life safety protection, the Germantown Fire Department deserves that tier of recognition. For proof, there is the Class 1 rating from the Insurance Services Office (ISO). It is rare to earn the top mark; Germantown is one of only five municipalities in the state to attain the Class 1 rating, reflecting continuous efforts to provide outstanding fire protection, water supply, public safety dispatch and community risk reduction services. The ISO Class 1 rating means low risk of loss due to fire, rapid response time and quality care in emergency medical events. The rating can also reduce insurance rates for residential and commercial property owners. “The Class 1 ISO rating means that Germantown is recognized as one of the safest communities in Tennessee,” says City Administrator Patrick Lawton. “Going from a rating of 3 to 1 is quite an achievement. It also speaks to the financial health of the water utility fund. We have invested in our infrastructure with practices and procedures in place to be sure of availability of water for the fire department and for residences and businesses.”

In the comprehensive evaluation, areas reviewed include number of personnel, training programs, fire apparatus, maintenance and testing of equipment. Other areas analyzed are dispatch center procedures, response times, fire codes and public fire prevention programs. “When rating agencies come to town, they look at the city as a whole and also where it excels,” Lawton says. “Process and improvement are embedded in the fire department’s business plan.”

What stats set the local fire department apart? To start, 18 personnel are dispatched on every fire call, exceeding the national standard. The City has an abundant water supply with daily production capacity of 24 million gallons of water. Note the track record of 911 calls answered in under 10 seconds. And the local department has one of the highest cardiac survival rates in the country. Annually, it responds to an average of 4,000 calls. Of those calls, 70 percent are emergency medical in nature. “There’s double benefit with cross-training all firefighters as emergency medical healthcare providers,” says Deputy Fire Chief Jeff Beaman. “The more that we can do to be cross-trained, the more fiscally responsible we are for the community. We’re like the Ghostbusters. They call us because we’re equipped to handle a wide range of circumstances.” Three decades ago, Beaman started as a volunteer firefighter, and like his team, he is driven to serve. “Our culture is about service, and our 81 employees who work on the frontlines in

firetrucks and ambulances make it happen. They are a very dedicated group of individuals. The men and women on the frontlines take care of Mr. and Mrs. Smith. With COVID-19, there’s everyday heroism in action. There are many calls from sick residents, and if needed, they are transported to the hospital.” Along with a numerical ISO rating, reviews shared by residents who were supported in crisis situations reflect the personal impact that frontline workers make. When customer service questionnaires are returned following significant fire or medical events, 99.3 percent of respondents rate services as above average or outstanding. Their comments express gratitude for the ways that personnel looked out for their families, noting thanks for the care given to a sick parent or for a firefighter’s work to salvage a child’s favorite blanket and toy. At the conclusion of a work shift, Beaman and his team know that they have done their best to protect the community. ■

What I’ve Learned Joseph Murray

After practicing law for 16 years, I made the plunge, and it was the best decision I ever made. The stars aligned when a job opened at Houston Middle School. I want students to come up with their own conclusions, so long as they can defend it with logic and rhetoric. That starts with having a foundation in history. History encompasses how to deal with personality traits, setbacks and conflict. If you know how great people before you behaved and how they succeeded and failed, it’s a roadmap into your life. Germantown Municipal School District (GMSD) is special because it’s a studentcentered district. Education in many places has become standardized, limiting children’s growth and imagination. That’s not GMSD. They are open in their philosophy of education and definitely student-first. I love Germantown because it has the trifecta of community, culture and compassion. It’s a very generous town with people with very big hearts. An important accomplishment was getting a law degree. That set everything into process that I’m doing right now and opened many doors. Without it, I wouldn’t have been on “The O’Reilly Factor” back in the day, written political commentary for newspapers or done interviews on news shows. I’m proud of my record of civil rights work. My cases were bigger than just my clients. Whatever I do, whether filing a lawsuit or helping a student, I want to make sure my impact goes beyond that single person. I admire Dan Haddow, the Whole Child Coordinator at both Houston Middle and Houston High School. Coming into this profession cold, a lot of people might think, “Who is this guy?” and may not want to take me seriously. But Dan listened to what I had to say, and I have learned so much from him. I consider him a huge mentor, and he has helped me find innovative ways to engage students in deliberation. I love music, especially Elvis Presley and Tom Jones. At nursing homes, I volunteer to sing great oldies, and in Mississippi I was known as the “singing lawyer.” When not working, I spend time with family and my faith community. I’m a homespun guy. Give me my house, family and faith, and every now and then I throw in travel. It’s helpful to present yourself with a sense of confidence and certainty. Don’t worry about what you don’t know because everyone will focus on what you do know. You’re going to make mistakes, so the question is how you learn from that mistake. Working in education has been the most difficult but most rewarding career I’ve ever had. When I got the job, I soon said that I was quitting. But I got the hang of it and saw that I could make a mistake and learn.

Medicare Clears the Way for Outpatient Hip Replacement at Campbell Clinic Surgery Centers. The New Year brings good news for patients in need of hip replacement. Effective January 1, 2021, the Centers for Medicare and Medicaid Services’ (CMS) will begin to reimburse Total Hip Arthroplasty or Total Hip Replacement in an outpatient setting when appropriate. In the past, total joint surgeries have required extended hospital stays or a rehab facility while the patient recovers. Now, better anesthesia and advanced surgical techniques have significantly reduced the recovery time needed after a joint replacement. Dr. James Guyton, a total joint replacement surgeon with Campbell Clinic for over 25 years, outlines these top five benefits of outpatient surgery for hip replacement.

L ow Infection Rate: Generally speaking, the less time you need to spend in the hospital, the less likely you are to get a post-surgical infection. “There are bacteria that exist in chronic patient care facilities,” Dr. Guyton says. “I like to get my patients out of the inpatient environment that could expose them to the possibility of those infections after surgery.” However, the outpatient route is not for everyone. There are a number of things to examine before determining that outpatient surgery is in the best interest of the patient, such as no serious medical conditions.

M inimal Pain: You will get a spinal injection that numbs you from the waist down with a long-lasting local anesthetic cocktail injected around your hip replacement during surgery that will help control your pain for up to two days after the surgery. CITY OF GERMANTOWN WINS BALDRIGE NATIONAL QUALITY AWARD When city government runs on the framework of world-class businesses and organizations, residents set the vision and excellence is the goal. The Malcolm Baldrige National Quality Award is a presidential honor presented by the United States Department of Commerce. To date, only four municipalities have earned the award. The City of Germantown is officially one of them. Baldrige Award Criteria is built on an Excellence Framework starting with core values and customers. Forms of measurement are developed and systems put in place to meet customer expectations. The City of Germantown operates on the same principles as best-in-class businesses like Ritz-Carlton, USAA and FedEx. “Baldrige gives us outside recognition, but the internal process is where we really win,” says City Administrator Patrick Lawton. His pursuit of the award began a decade ago during talks of city and county government consolidation. He was looking for ways Germantown could sustain momentum and demonstrate results after the recession.

CUSTOMER -DRIVEN FOCUS In order to know what residents want, you have to ask. The City worked for a year with 30 members of the community on a strategic planning committee to develop the Germantown Forward 2030 Plan. “Sustainability requires a long-term view,” says Mayor Mike Palazzolo. “The Germantown Forward 2030 plan captures this with a focus on quality of life, fiscal responsibility, strong public safety and community engagement. This strategic plan is intended to help guide Germantown in these areas by charting a course to navigate the economic, environmental and social arena in which the City operates.”

Lawton says the City has learned where to build in selfassessment by developing ways to measure current performance. “In the pursuit of the desired state in 2030, we step back and say where are we now?” From there, all systems in the City build on the strong foundation already in place to incorporate processes and work together to reach desired expectations. How successful is the City’s use of resources entrusted by residents? Results are measured quarterly to look for variations, for instance an uptick in Police calls in a specific district or at a certain time of day. Customers rate satisfaction with sanitation services, road quality and educational offerings for children, adults and seniors. “If you want to move the needle, you have to focus on outcomebased results,” says Lawton. As opportunities for improvement are identified, the City makes sure employees are armed with the training, information and equipment to do a good job. One of the key components to the Baldrige Framework is customer focus across all branches of city government.

CULTURE OF EXCELLENCE In terms of public safety, Fire Chief/Emergency Manager John Selberg says Baldrige provides a framework for the City to continuously improve performance. “Our citizens want to know that our employees really care about them, and they see that every day on every emergency call.” From the Fire Department aspect, Selberg says the EMS services, including the ambulance transport service, directly affects thousands of people every year. “Fortunately our personnel provide great patient care that is very much appreciated by our residents. We have taken the City motto of ‘Excellence. Every Day.’ a step further to ‘Excellence. Every Call.’ because what matters most is that emergency.” One of the most significant outcomes of the Baldrige process was a clear understanding of the City’s focus and priorities. “From the vision statement that emphasizes financial sustainability to understanding the City’s key products and

services - public safety, education, sanitation, utilities and economic development - knowing what’s important makes budget decision making that much easier,” says Budget and Financial Services Director Adrienne Royals. The City’s Baldrige-focused budgeting process requires that competing interests and ideas are weighted against the backdrop of: “Is this decision financially sustainable not only for current residents, but also future residents?” and “Does this decision promote or hurt the City’s key focus on public safety and schools?” The Baldrige process also helps shift the mindset of the employees to putting themselves in the residents’ shoes. Every financial decision is subject to three questions. How will this affect customers? How would I feel if I was a resident of Germantown? Does this decision meet the needs of residents as identified in the Germantown Forward 2030 plan? “With limited resources and multiple worthy needs, the Baldrige process has given us the tools needed to direct our attention to the critical and key areas that let us balance financial health, customer-focus and essential services,” Royals adds. Concerning the City’s infrastructure, General Services Director Reynold Douglas finds the Baldrige framework has caused him to think more about sustainability and redundancy. “Listening to the voice of the customers, both internal and external, drives our performance measures.” Douglas says the Capital Improvement Program has a process for evaluating and prioritizing projects. “A performance measure within our business plan is to adhere to funds that have been budgeted for projects. This performance measure has been consistently within target.” On the journey of pursuing the Baldrige Award’s world-class culture, Douglas finds transparency a valuable aspect. “Online accessibility of the Capital Improvement Program, project schedules and project updates provide the opportunity for residents (our key customers) to stay informed.” It is not often you hear of a city government winning an award for customer-driven excellence. Through the Baldrige core values and concepts of visionary leadership and societal responsibility, the City of Germantown has proven to manage for innovation, create value and focus on the future. ■

The Malcolm Baldrige National Quality Award is one of the highest honors a community can receive, but what does it really mean for Germantown residents?

I

t is a stately accolade to be sure, unblemished crystal imbedded with a 22-karat gold-plated medallion bearing the inscription “Malcolm Baldridge National Quality Award” and “The Quest For Excellence” surrounding the Baldrige “Ribbon with Star” logo on one side and the Presidential Seal on the other. But what does this trophy, the Malcolm C. Baldrige Award, mean for the people of Germantown in everyday life?

GERMANTOWN FORWARD One of the key concepts of the Baldrige criteria is a focus on customer requirements. Back in 2015, the City of Germantown gathered a panel of 300 residents and asked what they wanted their city to look like 15 years down the road. There were ideas about everything from attracting new businesses to preventing pollution in the Wolf River.

g Mostly, they wanted to preserve what they already loved about Germantown: to stay safe and healthy, for their children to get a quality education and their homes to hold value. They prioritized arts and culture, recreation and leisure, reliable technology, dependable infrastructure and a continuous supply of high-quality drinking water. They also wanted things like conscientious growth and enhanced walkability. To create a long-term vision, over 300 residents invested more than 2,000 hours developing a vision and values statement and strategizing action steps. The Germantown Forward 2030 plan was born. In order to achieve such lofty goals, City officials looked to the highest standard of best practices of the most exceptional businesses and organizations in the world. The Malcolm Baldrige Award offered a detailed framework and ways to measure progress. Across all departments, the City implemented those best practices to achieve resident satisfaction. By 2019, the City of Germantown met the criteria to win the trophy. But the truest reward comes in the impact on all the people who call this place home.

HOW IT’S GOING The measurable effects of the City’s efforts can be seen from Finance to Public Safety. Emergency response times have improved from 4.5 minutes to just over 2 minutes. 911 calls are answered in less than 10 seconds. The City maintains the highest possible credit rating from Standard and Poor’s and Moody’s. The AAA bond rating has saved taxpayers millions in debt service, making it more affordable to issue bonds for large projects like the construction of Forrest Hill Elementary School. Five years ago when residents looked to the future, no one could have predicted the global crisis of the current pandemic. The devastation of COVID-19 is felt by the world, the nation and more than ever, the home front. Having the Baldrige framework in place has helped the City respond with built-in agility and open channels of communication. The City works as a team with a flexible system to face changes and immediately respond. The Shelby County Health Department has used Germantown as an example for others, including in-house contact tracing and assurance testing. Modified operations at the Library and the Germantown Athletic Club allow citizens a healthy environment for study and fitness. Established guidelines for recreational sports, court proceedings and park facilities keep residents safe.


LOOKING AHEAD The focus on Baldrige principles has also led to the development of a dedicated customer service center. When residents call or email City Hall they connect with well-trained, knowledgeable and friendly customer service specialists who are able to directly address most issues immediately. Call logs are monitored to identify emerging issues before they become widespread problems. Increased social media engagement and the free downloadable app, Germantown on the Go, allows residents to easily report issues and track the City's response and resolution. Residents may not be able to see the Baldrige award on display in City Hall right now, but they feel its effects in day to day life. From street maintenance to waste removal, code enforcement to clean water, citizens can depend on clear communication and updated progress. 2030 is still nine years away, and who knows what the future will look like? But with such a solid foundation and community-focused improvements, Germantown is prepared to sustain its excellence into the next decade and beyond. â–

SUCCESS Achieving success in business or community outreach often begins with a puzzle that requires a solution. It’s a process that demands tenacity and attention to detail. Four residents share their versions of success and how they reached their goals.

Moving is a stressful time in people’s lives and it’s important to “leave a good experience that markets for you.” Today Steven continues to hire current or former athletes and retired military personnel who bring physical endurance and reputable character to the team. Last year, the company had $2.7 million in revenue and has won multiple awards, including Memphis Most Best Moving Company and Angie’s List Super Service Award. With a branch in Atlanta, the business includes commercial deliveries for Ashley Furniture and Wine Enthusiast.

Brothers Share Business Goals

Steven’s brother Brian often helped his dad and grandfather with home improvement projects, learning to paint and make repairs. Coached to persevere, Brian worked until the finished product satisfied his relatives. “Seeing the end product gave me a sense of accomplishment,” he recalls. He planned his career around residential home care and services, starting with a first job at Ace Hardware. While in college, he worked for American Home Shield, eventually becoming a contract relations manager and gaining a close-up view of various trades.

Brian and Steven Reed excelled in different sports when they were growing up. Older brother Brian played baseball while Steven preferred the game of football. But when it comes to their professional lives, they share the same drive to find success as entrepreneurs. Both recall their mother ’s advice: “Success isn’t given, so you have to wake up and work at it.” Starting with limited resources, they built award-winning businesses, supporting each other along the way. Steven started his first business as a student, hiring college baseball players to load furniture in U-Hauls for families who were moving. “Word spread that we were doing a good job, and we had a great support system in Germantown,” he says. Then he dared to aim higher. In 2008, with a $1,000 loan from his grandmother, he officially went into the moving business. Since his employees aspired to play professional ball, Reed named his business Big League Movers and developed strategies to grow during the recession. “We saw opportunities in people not wanting to pay hidden fees that were in the industry and noticed a lack of appreciation of the power of word of mouth.”

Now that he has two young children, Steven strives to enjoy more time with family. With capable managers in place, his focus is on mentoring employees. Some lacked a father figure in their lives. “Not everyone has the mindset to be a mover for the rest of their lives, and I want to help them prepare for the next stage in their lives.”

With this education, his next step was starting his own business in 2009. He launched with one service truck, his college laptop and advertising that consisted of handing business cards to neighbors. Only six years later, Best Care Home Services was a recipient of the Memphis Most Awards in Heating & Air and Plumbing Service Company in the Mid-South and now has over 60 employees and a site in Huntsville, Alabama. “My dream has always been to grow a self-managing business that will provide freedom, time and income, allowing me to make an impact on my community as well as make memories with my family and friends,” says Brian. Though every business owner faces challenges, he accomplished his goal. “You have to work with all your heart to be successful. Always dreaming big gives me the motivation to keep striving and rolling with the punches. We became successful when we started growing our employees, and it’s satisfying to see them flourish. It’s a small business with big-business mentality, and we invest in training, equipment and technology.” While promoting his business as an unofficial partner of the Memphis Tigers, Brian has opportunities to meet players and coaches. Sports activities fill his free time as he coaches his sons on the same baseball field where he played as a boy. He values the painting projects and family experiences that gave him purpose and revealed a career path.

Follow the Leader While attending a City Current breakfast, Robert Yates looked across a packed hall and wondered how to get in touch with people on the other side of the room and which industries they represented. This puzzle pushed him to check out available networking apps. Not finding one that suited his needs, he decided to work with a developer to create the Follow App, a “virtual Rolodex” networking tool. The app instantly adds contacts that are sorted, stored by industry and automatically updated, allowing users to collect contact information while maintaining social distance. “Rather than get five business cards, you can connect with everyone at a luncheon and follow up with them,” says Yates. He started the podcast Where the Fortune Is as a way to market the app, but it has grown into a passion project of

its own. “If you’re looking to transfer to a new industry, you get a look through the window at different professions.” With his diverse background, he easily moves from interviewing a Broadway actor to chatting with a top chef, discussing their rewards and challenges. Yates has interesting experiences of his own to share – he served in the Coast Guard, studied Nuclear Medicine Technology and worked in sales. Personal relationships and philanthropy a re i m p o r t a n t to h i m . W h e n h e participated in the St. Jude Memphis Marathon, the Collierville native had time to reflect on giving back. “There were people from all over the world making an impact, and my goal is to give 10 percent back to children’s hospitals in various states.”

Joanna Young has always been known for sharing hospitality. She started her Friday Night Steak Night tradition when her husband Bob was in the Marine Corps, inviting his friends to unwind at week’s end in a relaxed setting. After relocating to Germantown, she wanted to express her thanks to a local police officer who worked to control traffic near her children’s school. So, she asked Officer Michael Cook and his fellow officers to join her family for a home cooked meal and fellowship. Soon other officers were vying for a spot at Young’s table. Then a family on the east side of town volunteered to host a gathering, and Cop Stop was born. With Young promoting the program on social media, the idea took off. Six years later, Cop Stop thrives throughout the metropolitan area and has spread to 10 states. “Officers tell me that it boosts morale, and they get to know residents
