From the Mayor Welcome to Lansing Living: your resource for things to do in Lansing! This citywide publication combines the Lansing Parks and Recreation Activities Guide, the Capital Area Recycling & Trash (CART) Greensheet, and other important information. Lansing is resilient, and we are working our way through the COVID-19 pandemic together to come out stronger. After a very difficult year that caused us to cancel many of our programs, I am excited that we can offer fun, exciting, and educational activities for the City of Lansing once again! In this Fall 2021 issue, you will find a diverse list of activities throughout Lansing for people of all ages including swim classes for youth, senior activities, water exercise classes for adults, dance and martial arts classes, exercise programs, sports leagues, upcoming events, and more.

PARKS & RECREATION REFUND POLICIES REFUND POLICY In the event of insufficient registration or other circumstances beyond our control, Lansing Parks and Recreation may cancel classes, programs or permits. In such cases, you will receive a full refund. Our goal is to provide quality, enjoyable leisure opportunities to the public, and we encourage your participation and feedback. We realize that extenuating circumstances sometimes occur that may affect your ability to attend a program after you have registered; contact us immediately if this occurs. Please allow 3-4 weeks for processing refunds. If payment was made by check, please allow 6 weeks for processing.
LIFETIME SPORTS PROGRAMS Team fees: Prior to league schedule mailing, full refund less $5.00 service charge. After mailing - before first game, one half refund less $5.00 service charge; after first game, no refunds. No refund of individual fees for adult sports. ATHLETIC FIELD RENTAL PERMITS 28 days prior to use, full refund less $5.00 service charge. After 28 days - before 14 calendar days, one half refund less $5.00 service charge. Less than 14 days, no refund. No refunds of Athletic Field Practice permits.
CLASSES/PROGRAMS Up to one week prior to class/program, full refund less $5.00 service charge. Less than one week prior to first class or program, but before second class/program, one half refund less $5.00 service charge. After second class, no refunds. PARKS & REC PROGRAM SCHOLARSHIPS Lansing residents under the age of 18 who meet Federal HUD low-income guidelines for the Lansing area are eligible for partial scholarships for Parks and Recreation sponsored programs. Applicants will be asked to show proof of income
and proof of residency. Scholarships do not cover team fees, supply costs, out-of-town trips, one-day activities or activities not sponsored by the Parks and Recreation Department. A co-payment is required at the time of application. Visit

Building Neighborhoods and Engaging Citizens

and functions that will enhance their area, and bring people together in a positive setting. The creativity is endless in how the funds are spent as long as they follow the simple guidelines within the application. At the end of their project a “Final Report” is due reporting what the funds were spent on, information on the event, how many people attended, and the impact it had on the neighborhood. This report is mandatory from each participating group so we can track how the funds are spent and whether the project was beneficial.

Learn About Neighborhood Grants and How to Apply
Civic organizations are primarily place-based organizations that serve a smaller defined area of the City of Lansing. Organizations, while representing unique interests and participating in various social activities, generally focus their efforts on a specific portion of the community but also represent a broad range of stakeholders. The organization must be registered as a non-profit entity with the State of Michigan, or, if not registered, organized as an entity or association with a written Charter or Articles of Organization (or bylaws) that state its purpose; subject to review by the Department of Neighborhoods and Citizen Engagement. Decisions about the eligibility of an organization are at the prevue of the City of Lansing’s Department of Neighborhoods and Citizen Engagement with the advisement of the Neighborhood Advisory Board. Civic Registration forms can be picked up from the Department of Neighborhoods and Citizen Engagement or located online at https://www.lansingmi.gov/387/ Building-Neighborhoods. Organizations must be registered to apply for neighborhood grants and programs.
The Department of Neighborhoods and Citizen Engagement provides the staff support and administrative oversight for the Neighborhood Grant Program. Funding decisions for the Neighborhood Grants are made through the citizen Mayor’s Neighborhood Advisory Board. The board reviews all applications and through several rounds of deliberation presents a funding recommendation to the Mayor. The DNCE administers the entire process of applications and funds accounting. All projects must directly impact a Lansing Neighborhood. There are two Neighborhood Grants available. A mini grant for $200 and a larger grant for up to $5,000. Registered Civic Organizations can apply for one mini grant, but can apply for multiple larger grants while listing the priority of each application. The Mayor’s Neighborhood Advisory Board (NAB) The Mayor’s Neighborhood Advisory Board (NAB) is made up of a group of individuals from each ward that provide support and guidance to neighborhoods and other organizations regarding the possibility of receiving a grant. Neighborhood Programs for Residents and Organizations DNCE offers Civic Organizations an opportunity to apply for unique neighborhood programs. Lansing Neighborhoods in Bloom is a citywide project to beautify our neighborhoods. Kits will be awarded on a first come first serve basis while supplies last. Kits include flowers that will cover 24 square feet and two bags of colored mulch. Walking Wednesday is a walk through your neighborhood with neighbors, City officials, City Council members, Lansing Police Officers,
and anyone else who may be interested in the assets of your neighborhood, and the areas of improvement or interest. These events are filmed by City TV in the summer and episodes air on Xfinity Channel 16 in the Fall. Please contact the Department of Neighborhoods and Citizen Engagement for additional information. BWL Tree Planting Program is a partnership between the City of Lansing and Board of Water and Light that supplies trees to neighborhoods that wish to add more greenery to their scenery. The trees provided are selected and planted by contractors working with BWL and will not grow to damage existing power lines. Neighborhood Bulk Trash Cleanups are provided in partnership with the Department of Economic Development and Planning and paid for by CDBG funding. These events provide bulk trash cleanup to neighborhoods in CDBG eligible areas. Civic organizations must apply to host a cleanup and are responsible for volunteer recruitment, event promotion and coordination with DNCE for day of participation. Spring Cleanup: Small-Scale Neighborhood Cleanups: this is a new program designed to supply residents with supplies to complete a small neighborhood cleanup. Bags, gloves and additional resources are provided in the spring just after the snow thaws and melts. This can be a solo project or a small group of neighbors looking to get out and help beautify the city. Applications for all Neighborhood Grants and Programs open in October and close early February. QUICK START TENNIS (AGES 6-MIDDLE SCHOOL) This format utilizes modified tennis balls, smaller racquets and court dimensions to provide a successful learning experience and lots of fun for players 6-10 years old. Progression is from red, orange, green to yellow (adult) balls. Ball, racquet and court transitions are based on a natural progression in technique, skill, athleticism, and age. Because each child matures differently, it is important to realize children of the same age and differing abilities may move fluidly between colored ball types (red to orange OR orange to red) based on their successes and need to improve individual specific tennis skill techniques such as serves, forehand and backhand.

Where Does My RecycliNg End Up?

Give Backyard CompostiNg a Try You familiarize yourself with Lansing’s recycling guidelines and then dutifully place items into your recycling cart, but have you ever wondered where they go once they leave your curbside? Your recycling goes on quite a journey, from the curbside cart to the recycling center, also known as a material recovery facility (MRF). When materials arrive at the MRF, they are loaded onto conveyor belts. From there, they go through a series of stations where they are separated by material type and processed into huge bales. The impressive sorting system includes both manual sorting by human hands, as well as high tech sorting by a robot. The bales are sold to end markets and remanufactured into new products. There is a new MRF in Lansing, which is where all the material collected at the curbside is sent. A ribbon cutting ceremony was recently held and a video of this event,as well as a brief virtual tour of the facility, can be seen online at: lansingmi.gov/MRF. lansingmi.gov | FALL 2021 | 18
Leaves, grass and other yard waste materials can be bagged up or placed in bundles for curbside collection. Once placed at the curbside, these items are picked up and sent to a local composting facility where they are processed into nutrient-rich compost and mulch. Have you ever tried composting in your backyard? Composting is easy and provides great soil and garden amendment. If you’re interested in learning more, CART can provide free informational compost packets designed to help you get started.

TRASH DISPOSAL INFORMATION
We are the leader in convenient, affordable curbside pickup. Our range of trash cart sizes are sure to meet the needs of any size household. Place carts on the curb by 7 a.m. on collection day. Containers must be off the curb within 24 hours. Separate recyclable materials and yard waste from trash.
BLUE TRASH CART SERVICE These strong, convenient blue carts are for trash only. All trash in the carts must be bagged to keep carts clean and odor minimized. Can’t get your cart to the curb? BULK COLLECTION • Large items over 30 pounds and longer than 4 feet such as appliances and furniture are considered bulk waste. The cost to have these picked up from the curbside is $33.00 for the first item. Additional items are $16.50/each. • This is a non-refundable fee. There are no longer trash stickers. Instead, simply pay in advance of your scheduled bulk collection day and place your item at the curb by that time. Households that meet income qualifications can receive on free bulk item per year. • To request bulk collection, please visit: lansingmi.gov/trash.
YARD WASTE COLLECTION: The seasonal collection of leaves, grass clippings and other yard waste materials will continue until the end of November 2021. Collection will transition to weekly collection starting in the fall. As that time gets closer, updates and details will be provided. Place materials at the curbside in paper bags on your normal collection day. Do not use the City of Lansing’s trash carts or private waste hauler carts. Paper lawn care bags are available at most grocery and hardware stores. Brush and tree trimmings must be less than four feet in length and less than two inches in diameter and bundled securely with string or twine, not wire. TUTORING TODD MARTIN YOUTH LEADERSHIP TUTORING PROGRAM (AGES 6-18) Fees: $75/RES; $110/NON-RES (No Program 11/11)
Todd Martin Youth Leadership’s Tutoring Program works with youth ages 6-18 to improve or maintain their academic success by providing help with homework, additional academic support where needed, including access to online learning programs, and SAT prep. In addition, participants will engage in life skills lessons that focus on self-management, self-awareness, social awareness, relationship skills, and responsible decision-making. Due to the ongoing COVID-19 pandemic, TMYL programming will be provided both in-person and virtually. TMYL will assess the needs of the participant and pair them with a tutor that will best meet their needs. The in-person program will meet on Mondays and Thursdays at Foster Community Center from 3:30-5:30pm. For the virtual program, the assigned tutor will coordinate with the parent/guardian of the registered child to determine mutually-agreed upon days and times for tutoring. All participants will receive 2 hours of 1: 1 tutoring a week. Certified educators oversee the program. By registering your child for this program, you are granting Todd Martin Youth Leadership permission to use your child’s likeness in a photograph/ video or comments/quotations made by my child or myself about the program in any and all of its publications, including website entries, without payment or any other considerations. ENHANCED FITNESS / WALKING FOR HEALTH
Improve balance, flexibility, and mobility at any age with gentle therapeutic Tai Chi-inspired exercise.
The program consists of a 5-minute warm up, a 20-minute walk, 20 minutes of strength training with ankle and hand weights (provided), 10 minutes of stretching. Participants may walk indoors or outdoors and are encouraged to work at their own level. Exercises can be modified and done from a sitting or standing position. An introductory class to cooking and baking for everyone! Easy, hands on recipes for foods that kids will enjoy eating and have fun making. Children will learn about cleanliness, textures, colors, the body and more! 5 sessions. (No class on 11/27.)
This class is geared towards students grades 2-4. This class uses Scratch, a coding platform developed by MIT, as a tool to teach core computer science and coding concepts such as loop, conditional, motion, and sensing. CHILD TAX CREDIT HOW MUCH WILL MY FAMILY GET FROM THE CHILD TAX CREDIT? Through the new Child Tax Credit, families are eligible to recei e up to $3,600 per year for each child in their care under the age of 6 and up to $3,000 per year for children ages 6 to 17. The first half will be paid out in regular monthly payments starting July 2021 through ecember 2021. amilies will recei e $300 per month, per child younger than age 6 and $2 0 per month, per child age 6 to 17. WHAT IS THE CHILD TAX CREDIT? Through the American Rescue Plan, the new Child Tax Credit offers monthly cash payments to families with children. If you are a parent or caregiver of children under 18, you may be eligible even if you do not usually file taxes or have low/no earnings. The federal government is using the IRS to quickly distribute monthly cash payments to families with children for the next year to help alleviate the burdens created by the COVID-19 pandemic. The first round of payments was issued on July 15, either through direct deposit, paper check or debit cards. Don’t have kids? It still might be worthwhile to file your taxes. You might be eligible for the Michigan Home Heating Credit. Deadline for the Home Heating Credit is September 30th.
