PARKS PURPOSE City parks improve our health, strengthen our communities, and make our cities and neighborhoods more attractive places to live, work and play. The parks are for individual and family enjoyment. Certain picnic ramadas and open spaces are reservable for small family gatherings and group activities. Everything else requires a special event permit.

HELPING OUR COMMUNITY Thank you for wanting to help someone or a family in need. There are many different agencies and services available to meet individual sheltering, medical and basic needs. Below are listed a few agencies that you can reach out to, so you are able to support individuals experiencing homelessness without paying for a special event permit. SPECIAL EVENT PERMIT PROCESS Per the City of Mesa Code of Ordinances, a permit is required for any event involving the sale, distribution, or service to the public of food, beverage, or any other article or good if the event is intended, will, or is likely to attract ten (10) or more members of the public. See Park Codes 6-10-4 and 6-10-6 for reference:

SPECIAL EVENT FEES Fees are estimated based on non-profit status and will be higher for commercial events. • Open Space Park Event Fee = up to $1,200 per day • Additional fees assessed based on event size, type, and attendance include:
INSURANCE REQUIREMENTS Proof of insurance will be required prior to approval of event. The City of Mesa must be named as additional insured. The minimum limits of liability per occurrence must be: • Liability to others (Combined single limit) – $1,000,000 - $3,000,000 depending on event type • General Aggregate - $3,000,000 - $5,000,000 depending on event type In the case of the sale, distribution, or service of food or beverage, all required health permits must be obtained from the Maricopa County Health Department prior to the issuance of a permit.
